KEYS CABOOSE TO CHANGE HANDS Matecumbe Historical Trust inherits landmark

O

n Aug. 22, at 1:30 p.m., the Islamorada Chamber of Commerce transferred the Keys of ownership to the red Caboose to the Matecumbe Historical Trust, which officially took possession of and responsibility for the beloved historic railcar.

“We are excited to take over the Caboose property, as it gives us a prominent location to continue our mission of preserving, promoting and educating everyone about the rich history of the Florida Keys,” said Barbara Edgar, president of the Trust. “We are now in a position to continue following the path set out by the late historian Irving R. Eyster to establish a permanent home for his vast collection of artifacts.”

The chamber decided the Caboose should be open to the public again and sent a call for proposals to restore and reopen the historic rail car. Both the Keys History and Discovery Center and the Matecumbe Historical Trust submitted proposals.

Judy Hull said t seemed fitting to return the Caboose to its original caretaker. It was the trust that initially placed the historic plaques at the FDOT property. The site has been part of the Monument Heritage Trail, which spans the Keys from MM 106 in Key Largo to MM 0 in Key West.

In 1998, Irving and Jeanne Eyster, members of the trust, unveiled the first Heritage Monument Trail Exhibit during a dedication ceremony at the Visitor Center. At the time, Henry Rosenthal was the Islamorada Chamber president and Ron Levy was the Village of Islands mayor.

In 2012, the Islamorada Chamber of Commerce officially opened for business in a new building, four miles north of the original site, at MM 87.

RETURN OF THE NATIVE Bridge inspector back in the Keys JASON KOLER jason@keysweekly.com

F

ive years ago James Rhyne was on his way to the University of Alabama to study mechanical engineering. The 2013 Coral Shores graduate had played several sports and participated in the Key Club, as well as the Rotary’s Interact Club during his time growing up on Lower Mat. This past May, he graduated with a degree in civil engineering and within two weeks was back in a familiar setting, as an inspector on the 7 Mile Bridge rehabilitation project.

Welcome home. How is to be back in the Florida Keys? At first I was a little skeptical about it, but I love being around my mom and dad and being on the boat with them on the weekends. I spent five years away, so it’s kind of cool to be back.

Did you ever think you would be back? I didn’t think there was a big need for construction in the Keys because there is limited land down here, so I just didn’t know. I knew I would always like to have a home – a least a second home in the Keys.

So after college, I thought, why don’t I just live in paradise and get my first home there?

How did you end up studying civil engineering? It runs it the family. Both of my grandfathers are civil engineers. My little brother just left for another SEC (Southeastern Conference) school, University of Florida, where he is going to study civil engineering.

What about the work appeals to you? I like working on real world projects, and civil engineering encompasses a lot of things. Construction and the methods used are interesting. Especially the bridge construction.

Describe a typical day for you. I could be anywhere.

I could be in the office, on top of the old 7 Mile Bridge, or in a boat below one of the bridges.

What is your main responsibility? My job isn’t really to tell them how to do the work. I am responsible for making sure the work is done according to FDOT specifications and standards. All of my knowledge comes from the classroom, so although I may know what needs to be done, I haven’t done it. I may be smart on paper, but I may not be able to do the things on the job. Its very humbling to learn.

There are not many job sites like this in the world. What’s it like out there? I like working on the bridge because you can see all the life under the bridge. We see tarpon and barracuda rolling through. Working close to Pigeon Key we saw a bunch of sharks.

Being on the water is my favorite as opposed to being on land. Plus any opportunity to be on a boat is cool.

When a tourist asks, “Where should I go for a fish sandwich,” where do you send them? Lorelei, Island Fish Co. Sunset Grill, Mr. Lobster, Keys Fisheries and the Overseas Lounge.

What is your connection to the project? My dad served on the board for the Pigeon Key Foundation for many years. I remember learning how to drive a Bob Cat on the island when I was junior high. We would go to the Pigeon Key Art Fest and I remember listening to Dave Feder on the island.

What was the last book you read?

John D. MacDonald’s, “The Deep Blue Good-by.” The main character, Travis McGee, is awesome.

What kind of influence were your parents? They taught me work ethic.

You don’t leave until the job is done.

What is your favorite TV show? I just finished watching “Last Chance U” on Netflix.

What are yu doing outside of work? I go to the beach a couple times a week with friends. I am also working on my pilot’s license. I got up twice last week.

How long do you imagine yourself in the Keys this time around? My plan is to be working for this company for at least four years. I have a mentor who will help me get my certifications, like my contractors license and certification to become a PE (Professional Engineer). I have that at this office, so I plan to stay unless I get moved to another place through my senior project engineer that would allow me to keep my time down here.

If you could have dinner with anyone in the world, past or present, who would it be and why? If I could have another dinner with somebody, it would be with my dog Buddy, who just died this past Sunday.

Favorite water activity? Hanging out on the beach or at the sandbar with friends. Just relaxing.

How cool was it to be in Alabama and be able to tell your fellow students that you grew up in the Florida Keys? It was awesome. Every year except for one we did spring break down here. Even after we graduated I had a few friends come down here to celebrate.

What is your biggest pet peeve? Dishonesty. I like honesty and transparency, so when something goes wrong I can fix it.

What was the last concert you attended? The Jon Pardi Concert at our fraternity house.

ernando D’Escalante Fontaneda was born in Cartagena, Colombia circa 1535. At 13, passage was booked for him and his brother aboard a ship bound for Spain. The ship set sail circa 1548, but never reached its destination. Survivors from the shipwreck, including Hernando, reached the shores of the Florida Keys and were captured

by Calusa Indians. In the book “West of the Papal Lines,” Barbara Purdy wrote, “His brother survived the wreck also, but throughout the years forty-two captives, including Alonzo, were ritually sacrificed amidst elaborate ceremonialism. The natives believed that the spirits of these strange outsiders would bring them good fortune.” For reasons known only to the king or caique of the Calusa people, Fontaneda was taken under his protection and would go on to live and travel with the Calusa for roughly 17 years.

Fontaneda wrote a memoir.

His observations, written in 1575, provide some of the earliest first-hand accounts of the island chain’s aboriginal people. “There are yet other islands, nearer to the mainland, stretching between the west and east, called the Martires, for the reason that many men have suffered on them, and also because certain

rocks rise there from beneath the sea, which, at a distance, look like men in distress. Indians are on these islands, who are of a large size: the women are well proportioned, and have good countenances. … The people are great anglers, and at no time lack for fish.”

“On these islands,” he noted, “is likewise a wood we call here palo para muchas cosas (the wood of many uses), well known to physicians; also much fruit of many sorts, which I will not enumerate, as, were I to attempt to do so, I should never finish. ...

These Indians have no gold, less silver, and less clothing. They go naked except only some breechcloths woven of palm, with which the men cover themselves; the women do the like with certain grass that grows on trees. This grass looks like wool, although it is different from it.”

Fontaneda described two villages in the Keys, Cuchiyaga and Guaragunbe. Fontaneda wrote that the Christians being held captive in Cuchiyaga were surprised by the presence of deer on the islands of Cuchiyaga.

About the other village he wrote, “The Indians of the Islands of Guaragunbe were rich; but, in the way that I have stated, from the sea, not from the land.”

om said ‘We’re only going to look,’” said 13-year-old Andrew Hane, while wrestling with Olive, a 2-year-old Vizsla-Doberman mix they’d adopted Aug. 17 during the annual “Clear the Shelter!” event.

This year, the event resulted in the adoption of at least 26 pets in the Florida Keys, as well as providing microchipping and other services to current and future pet owners.

MarrVelous Pet Rescues & Adoptions serves the Upper Keys by using a network of local foster parents who take care of rescued pets until a permanent home is found.

Two of its dogs, Olive and Finn, were adopted on Saturday. Four more adoptions are pending, according to Ann Sandlin, executive director of MarrVelous Pet Rescues.

Michael and Monica Hane had been discussing a family dog for several years but were concerned about the kids’ allergies and about having enough time for a new family member. Michael grew up with dogs and knew that one day he’d want one again.

When their older son Noah joined the Marine Corps in June, the family started to discuss a dog in earnest. Michael checked for hypoallergenic dogs and purebreds but he quickly realized they were out of their price range.

We weren’t really expecting to adopt Saturday,” he said. “We went to the event at MarrVelous Pet Rescues to look and see if there were any dogs that would possibly fit and we might take home someday in the future.” But “someday” became that day when Olive and her brother Gables arrived with their foster parents.

Monica was filling out the application to become pre-approved for a possible future adoption when she saw Olive. She recalled thinking “Oh, my gosh. She looks like my kids. She’s skinny and she has long legs and she’s blonde. Beautiful eyes, sweet face. Sweet all over.”

Son Andrew went to see if Olive was available for adoption and the owner promptly handed him the leash. Monica continued: “Right away she was a sweetheart. She (walked) with us and gave us kisses.

There was a lot of love there. She was incredibly sweet and in the end, I couldn’t say no.”

“Like Velcro!” said Michael, “She was getting along with all the other dogs and the people and you could tell she was well socialized.

Plus, she is 2 years old so she isn’t a puppy-puppy anymore. She’s already house trained. She really is the perfect dog for us.”

More than dogs found new homes: The Florida Keys SPCA in Marathon adopted out five cats and two gerbils, in addition to one dog. In Key West, 11 cats, two hamsters and three dogs were adopted. Nationwide, the number of adopted pets during the event came to more than 78,000.

1. For too long, Congress has avoided making tough decisions to modernize our immigration system. I’ve worked tirelessly to provide a permanent solution for young people brought to this country by no fault of their own, while also making funds available to protect the integrity of our borders. This summer, I was proud to lead the effort in the House to debate — for the first time in over 20 years — a serious comprehensive immigration bill. I won’t stop working until we have a bipartisan solution that makes Americans more secure while honoring our tradition of welcoming immigrants who want to contribute.

2. While FEMA must guarantee the integrity of reimbursements, they have to do better, considering Congress has designated billions to help communities recover.

At the federal level, bureaucracy moves slowly, which is why I’m glad my team effectively cuts through red tape on constituents’ behalf when they contact us about delays or obstacles in their dealings with agencies. I’m also grateful we passed the Disaster Relief Reform Act to provide critical reforms to more efficiently run federal programs. At the state level, Florida should take another look at advanced reimbursement rules to see if that could alleviate some of the delays.

3. Protecting water quality and Everglades restoration are not just South Florida priorities, they’re national priorities. Billions of dollars from the local, state and national economy are at risk if we don’t address these challenges before it’s too late. Leaving this issue unresolved results in a larger environmental debt to future generations.

The Florida delegation has built strong bipartisan support for the Everglades and South Florida environmental projects in the past and I will continue to promote robust funding from Congress.

1. The United States has gone from being the land of opportunity to a land where it is a free for all and those who arrive illegally seem to have more rights and advantages then the hard-working American citizens who were born here.

I for one hand refuse to use the word “undocumented” because anyone who enters the country without permission and/or enters with visa and overstays their visit is automatically illegal! No one can go to any other country in the world, overstay their visit and say they have claims to the same rights as the citizens of that country …

2. This event is very much similar to what Puerto Ricans are suffering given the Irma and Mary issues gives the bureaucracy that exists at the FEMA agency. Once elected I will endeavor to address the bureaucratic obstacles so that allocated congressional funds get to the Keys. The same is true for all the bureaucratic and obstructive practices in the national flood insurance program which is also equally culpable for failing to bring the necessary coverage to the needy families in Monroe County. At the state level I will endeavor with my state colleagues to guarantee that federal funds issued through the state are not lost …

3. The approval from the White House Office of Management and Budget, to help restore water quality south of Lake Okeechobee only address the public policy of the White House it doesn’t address the congressional obligation to allocate the necessary funds under the single constitutional duty members of congress have to pass a budget that is representative of the needs of the people.

The is a far bigger issue than just Monroe county contamination of algae in the everglades national park will destroy ecosystems that are protected under the national endangered species act, the Florida wetlands & the national park service.

1. The right leadership can address both together.

Simplifying the path to legal residency and citizenship will alleviate the pressure on the borders.

Bringing the undocumented out of the shadows will prevent their exploitation and enable them to openly contribute to our communities, economy, and our tax base. As a sovereign nation, our borders must be respected and protected. We can use new technologies to minimize costs and maximize effectiveness. As a global moral leader, our nation must treat ALL people humanely no matter the circumstances. Our highest national security priority should be a cyber firewall versus a physical wall.

2. The process for both the Federal Emergency Management Agency (FEMA) grants and State level Florida Department of Emergency Management (FDEM) authorizations need to be streamlined to process claims faster and more efficiently. Once the FDEM has authorized a claim to a city or local government, a mechanism should be in place to enable FEMA to reimburse the local governments directly without having to send the funds via FDEM. The local governments, which don’t have large cash reserves, should also be authorized to claim interest on lines of credit paid while waiting for claims to be processed.

3. The Southern Reservoir project is a national treasure and resource protection priority. The increased storage capacity, treatment and movement of clean water south of Lake Okeechobee will stop the damaging discharges to the coastal estuaries. Restoring the flow of clean, fresh water to the Everglades National Park, Florida Bay, and the Florida Keys will improve the health of Lake Okeechobee, protect the drinking water for eight million Floridians living in Monroe, Miami-Dade, Broward and Palm Beach Counties, protect the economic activities that thrive from having a pristine environment and healthy Everglades, and protect quality of life for future generations.

1. I would first prioritize protecting immigrants who are already part of our country, especially DREAMers, people with Temporary Protected Status (TPS) and all those whose lives are immediately threatened

by Trump’s policies. I would also support a bipartisan, comprehensive immigration reform that benefits immigrant families and ensures border security.

2. Due to a lack of hurricane preparedness at the state and federal level, local volunteers in our community in the Keys have been the ones to take on the heavy task of cleaning up our canals and streets. In Congress, I would work with local organizations to ensure we are prepared for the next storm, and I’d make sure the state and the federal government use our resources quickly and efficiently.

3. The blue-green algae bloom in Lake Okeechobee is one of the most urgent issues facing South Florida today. Our community deserves clean water, not just for the industries that depend on it but also for the health of our children. I would make sure all my colleagues in Congress understand the environmental and public health implications of their inaction, because this is a problem that needs to be solved immediately.

tate and federal officials are denying comments made by Florida Sen. Bill Nelson that “Russians are in Florida’s elections records and have already penetrated certain counties,” and they maintain there has been no election interference.

“There’s no proof,” said Monroe County Elections Supervisor Joyce Griffin, about Nelson’s quotes, which are from an Aug. 8 interview. He has since refused to elaborate or give details about where the information came from.

“I’ve talked to all these supervisors across the state,” Griffin said. “We have not been hacked, and the FBI says we have not been hacked, so if there is someone out there in the government who knows we’ve been hacked and they’re not saying who it is, then they’re part of the problem.”

Secretary of State Ken Detzner recently wrote to Richard Burr, chairman of the Senate Select Committee on Intelligence, asking for evidence, details or any prior communication to state or local election officials in Florida about Russians hacking Florida’s election system.

According to Detzner’s letter, the Department of State contacted the U.S. Department of Homeland Security, the FBI and the state Department of Law Enforcement to request an immediate briefing on any information, but all partners said they had no information to corroborate Nelson’s comments.

“If you, Senator Nelson or any federal agency, government official or elected official has information that verifies the ‘Russians are in Florida’s elections records,’ I urge immediate transparency and cooperation in sharing that information so that we can take action to protect our elections,” Detzner wrote to Burr.

This week, Secretary of Homeland Security Kirstjen Nielsen and FBI Director Christopher Wray wrote back that although there have not been new or ongoing compromises of state or local election infrastructure, Russian government actors have previously demonstrated the intent and capability to conduct malicious cyber operations.

“Working with members of the election community, we will continue to prioritize conducting assessments of cyber security risk; addressing vulnerabilities that could be exploited by malicious actors; hardening systems for future elections; and planning for incident response,” the letter says. “We are focused on assisting election officials with securing their systems for the 2018 midterms and ensuring Floridians can have confidence that when they visit the polls, their vote will be counted, and counted correctly.”

n July 23, two federallyendangered butterfly species were reintroduced into their former Upper Keys habitats, with the hope that they will thrive within these micro-ecosystems and re-establish their respective colonies.

On that day, hundreds of Schaus’ Swallowtail larvae (caterpillars) were released at both John Pennekamp Coral Reef State Park and Dagny Johnson Key Largo Hammock Botanical State Park in Key Largo. The next day, about 100 Miami Blue chrysalises were placed at Long Key State Park.

These first releases will be followed by more over the next few months, according to Jaret Daniels, director of the McGuire Center for Lepidoptera and Biodiversity at the Florida Museum of Natural History, who is overseeing the releases. Daniels says these species are among the most endangered insects in the U.S., and efforts are being made to faithfully restore their natural habitats, in order to assist this reintroduction and increase their numbers in the wild.

According to lepidopterist Paul Cavalconte, in the cases of the two imperiled Florida Keys butterflies, “the combination of human manipulation of the land and natural weather events have conspired against them. We can control one of those two key factors, and the trick is to expand each species’ metapopulation through habitat restoration, so that the impact of inevitable hurricanes and floods on isolated refugia will be lessened.”

The Schaus’ was once common in the tropical hardwood

hammocks in the Miami area, but due to habitat loss, the species now survives only in selected areas in Key Largo. “Prior to 1992, they were thought to be extinct, but in 1999 a few specimens were spotted in Great White Heron and Florida Keys Natural Wildlife Refuge,” said Daniels. Also once found on Florida’s mainland, the Miami Blue is now limited to the Key West and Great White Heron national wildlife refuges. Adding to the fragility of these species is that less than 2 percent of released larvae will survive to mate and reproduce, in large part due to predators and weather. In addition, the habitat of the Schaus’ is restricted and cannot be expanded, making them more susceptible to habitat depletion from natural and man-made factors.

The Schaus’ caterpillars were placed onto wild lime tree branches (one of their favorite food sources),

by Daniels and his assistants, while the Miami Blue pupae were attached to PVC piping, protected from danger until they hatch. While the Schaus’ larvae are “eating machines,” says Daniels, “the chrysalises, in contrast, lay still while the developing butterfly forms within. The Miami Blues are predicted to hatch within days of their placement, but some Schaus’ larvae may take up to two years to hatch into an adult. (One factor in the favor of Miami Blues is that their larvae exhibit mutualism with certain ants that take sugary secretions from the caterpillars in exchange for protection from the ants.)

While the reintroduction comes as positive news, there are obstacles to overcome, said Cavalconte. “Farmed butterfly reintroductions can be implemented, but with caution,” he said. “Those habitat patches must be in some way contiguous; interstitial greenways must allow the re-established colonies to mix and build critical genetic diversity. Isolated seeded populations may first establish robustly and then crash due to endemic illnesses that are still poorly understood.”

n the morning of Aug. 21, the Florida Keys Community College solidified its pledge to bring a campus to the Upper Keys by purchasing commercial property at MM 106 in Key Largo.

The old Shell World, owned and operated by Jim and Cyrie Waterman, will soon be razed to make way for a new 30,000-square foot campus designed to accommodate an expanding learning institution.

FKCC Board of Trustees chair Stephanie Scuderi said the college hopes to break ground on the new facility in about a year.

“The whole time I have been on the board we have been looking for a piece of property,” said Scuderi. “This will allow us to give some educational opportunities that will benefit Ocean Reef, Homestead, South Dade and of course the Middle and Upper Keys.”

College president Dr. Jonathan Gueverra inked the deal with the Watermans on Tuesday morning — with a $500,000 philanthropic discount.

“They had other options on the table,” Gueverra said about the Watermans. “They have been nothing but gracious and very philanthropic in this process.”

The new facility is expected to cost about $20 million. Gueverra said the college has already saved about 20 percent to 25 percent of the cost and expects the state’s Public Education Capital Outlay (PECO) budget to contribute another $5 million, with the balance coming from the federal government and philanthropic efforts.

“We are really excited about this,” he said. “It has really been a long time coming for this community.”

The new facility will enable the college to expand its offerings including nursing, construction management, the new building trades apprenticeship program, and criminal justice.

El-Koury, who owns and operates Coastal Realty, recently partnered with the Islamorada Dive Center, the Weekly, Islamorada Beer Co., Mangrove Mike’s Café and Taking a Dump to launch an annual reef cleanup.

“I hadn’t planned to dive today, but Eric (Billips) called me last night and I couldn’t say no.”

El-Koury and Billips, who owns the Islamorada Dive Center, usually dive together every Friday morning, but added an extra day this week to collect more debris.

“The vis(ibility) wasn’t great today, but we worked that whole reef in about 90 feet of water,” he added. “It was pretty cool. Eric and his whole team worked that portion of the reef. There were lift bags all over the ocean and we just hauled it in.”

El-Koury said the Friday dives are a good way to get his head right for the weekend and it was his idea to make their recreation “constructive” by starting a reef cleanup.

Naturally, the cause will culminate in a party.

“The fish fry takes place this Saturday from 11 to 3,” El-Koury said. Participants need not register. They only need to drop off any debris collected from a recent dive or snorkel trip at his office located at 81927 Overseas Highway. In exchange they will receive free Islamorada Beer Co. brew this Saturday.

“I don’t care who shows up,” ElKoury said. “Just support the process.

Anyone can pick up a raffle ticket at the door.”

y the time Monroe County canals are cleared of storm debris, it will have been more than a year and a half since Hurricane Irma’s roar on the shore.

Contractors have 222 days to bring it all back to the surface, and the clock started ticking Aug. 17.

“We are operating six different sites simultaneously,” said Chris Colarusso, president of Adventure Environmental Inc., lead contractor on the multi-million dollar cleanup project with Monroe County.

In the Upper Keys, work has started on Iroquois Drive on Lower Matecumbe. Other sites are on Big Pine Key, Summerland and Geiger keys. In Marathon, a kickoff event was held with local officials Friday.

It’ll take through March 2019 before the waterlogged debris is gone.

Colarusso said each morning, divers check the canal water for wildlife, like manatees.

“We locate the manatees, then basically swim them out of the canal, shush them out. Then, once all the manatees swim out we have a manatee observer waiting to make sure they don’t come back in,” Colarusso said.

Six crews on 15 barges throughout the Keys will continue cleaning for the next seven months. Adventure was the No. 1 ranked vendor, and cleaned Keys canals after Hurricane Georges and Hurricane Mitch in 1998. It also did much of the damaged-vessel removal work in the Keys after Hurricane Irma.

The county is using a grant of $49.2 million from the U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS) and its Emergency Watershed Protection Program.

It’s divided into $35.2 million for unincorporated Monroe, $7.5 million for Marathon and $6.5 million for Islamorada. Work will finally begin in August.

The grant requires the work be done in 222 days.

Debris will be moved, some of it trucked and some by barge, to different staging areas, and trucked to a landfill.

Failed cleanup efforts by state-hired DRC Environmental Services, which pulled out in mid-May after it said it underbid the project, have resumed under Adventure with help from subcontractors including ASAP Marine Contractors of Tavernier, Arnolds Towing and Salvage of Stock Island and Tetra Tech Inc., a non-local commercial diving company.

“We have multiple layers of debris to clear. Every morning we have divers in the canals to determine what’s in there. In the end, everything will come out,” Colarusso said.

orce Blue, the only nonprofit organization in the world that provides “mission therapy” for former combat divers, will celebrate the graduation of six divers Friday at Pilot House Restaurant in Key Largo.

Force Blue Team One divers were on the front line when it came to saving corals immediately after Hurricane Irma and worked closely with Coral Restoration Foundation.

Team Two is made up of six new recruits, who have been receiving intensive coral restoration training from the foundation since Aug. 10 and will earn the PADI Coral Restoration Distinctive Specialty.

In essence, the two-week training deployment that Team Two underwent is geared toward a transition from military divers to marine environmentalists.

Force Blue gives former military-trained combat divers and veterans of special operations forces an important new mission: to experience and explore one of the most critically endangered ecosystems on the planet, and to adapt their training and teamwork to rebuild the fragile ecosystem and aid in its protection.

The premise is simple: present the ecosystems of the underwater world as communities under threat, train them to preserve and restore those communities and then develop the missions that will enable them to do so.

mped-up efforts to find the source of a coral disease that has been spreading through South Florida reefs for the last four years have been fruitless, and it’s getting worse.

Sarah Fangman, superintendent of the Florida Keys National Marine Sanctuary, told Monroe County commissioners at their meeting last week that the now-named stony coral tissue loss disease is showing “rapid progression and high rates of mortality” among Florida Keys corals.

It’s the same disease reported by the Weekly in May, when it did not yet have a name.

“We’re not seeing any evidence of it slowing down. Typically, outbreaks do not last this long and it is unfortunately continuing to move down our reef tract and is off Looe Key,” Fangman said.

There are 216 miles of reef in the sanctuary, and the reef is as important ecologically as it is economically, Fangman said, adding that it provides 70,000 jobs and $6.4 billion in sales income in South Florida.

Back in late 2014, coral disease incidents were reported near Key Biscayne by staff of the state Department of Environmental Protection and area scientists. In a year’s time, nearly 55 linear miles of reef experienced widespread disease, according to the environmental agency. By 2016-17, the disease continued to spread as far north as Palm Beach County and south to Lower Matecumbe.

“Corals are animals and, like humans, they experience disease,” Fangman said. “Right now, we’re seeing a very considerable increase in the number of species experiencing disease and almost half of the species on our reef tract are susceptible to stony coral tissue loss disease.”

“It’s very concerning because these corals are the ones that have survived every other stress before. We’re losing some of the really important and resilient corals and their genetic contribution to the population,” she said.

Only stony corals are affected by the disease.

A sizable effort has been ongoing to find the source of the disease, which appears as a white circle around diseased tissue in the center. The whitening that happens with this particular disease is actually coral tissue dying, not to be confused with bleaching, which is caused by photosynthetic algae leaving the coral.

Commissioners were alarmed by Fangman’s presentation and agreed the sanctuary should seek help from the Tourism Development Council to bring in worldwide interest and help.

The sanctuary is working with Florida Department of Environmental Protection and dozens of partners in taking a multi-faceted approach.

“It is an aggressive, coordinated response to identify the pathogen and experiment with a variety of management strategies to combat it,” Fangman said.

“This is very alarming and I think it’s imperative for us to make sure that our contacts with our representatives in Washington understand the potential ramifications of something like this,” said Commissioner George Neugent.

WHO IS FUNDING SCHOOL SAFETY?

Tax question on the ballot is especially important to Keys charter schools

very single child in a Keys public school — including charter schools — saw a police officer on the first day of school. It will cost the Monroe County School District almost $2 million to comply with the state-mandated Marjory Stoneman Douglas High School Public Safety Act that requires a School Resource Officer (SRO) or a School Safety Officer (SSO) to be stationed at each campus.

Up until just a few weeks ago, it was unclear who would be paying for the resource officers located at charter schools. Statewide, some school districts argued that because charter schools receive separate Safe Schools funding it should be the responsibility of the charter. But in Monroe County, the district opted to pay for all of them — charters and traditional public schools — and fingers are crossed that voters will approve the ad valorem tax of up to .0625 mill. “Everyone (each school) will have to take the hit if this tax doesn’t pass,” said Superintendent Mark Porter. “All the revenue to pay for this program has to come from us, or every man on his own.”

The Monroe County School District will receive a $700,000 allocation of the $162 million distributed statewide. But when divided per student, that means some charter schools would receive about $8,000. The cost of one officer per year — including benefits and equipment — is expected to be about $100,000.

“Eight thousand doesn’t buy anything,” said Cathy Hoffman, executive director of the Big Pine Academy, with 88 students. “So it’s a big relief to me (that the district is paying for now).”

Treasure Village Montessori Principal Kelly Mangel said it was touch and go until just before the start of the school year.

“I was scheduling a meeting to make the hard decision, cut back hours or curriculum,” she said. “I was also

considering the ramifications of what would happen if I didn’t hire an officer.”

But what are the consequences if the schools cannot pay for an officer?

“It is an underfunded state mandate with no significant consequence except being a PR nightmare,” said District Superintendent Mark Porter, who added that the state also isn’t providing much technical assistance with this situation. “The governor did this without considering the financial impact.”

The school district or its employees cannot publicly campaign on the vote, but Porter stressed, “We’re back scrambling if this doesn’t pass.”

“Honestly, the first days, officers exceeded my expectations and were very supportive with the kids,” said May Sands Montessori Principal Lynn Barras. But she’s worried about continued funding and who is responsible — the state, the district or the individual schools.

School District Finance Director James Drake said there is money in the current budget to cover the SRO costs … for the meantime.

“If the tax passes, we will start collecting the money in November of this year. We usually ‘float’ the first 3.5 months of the year,” he said, citing the school’s fiscal year start and end dates.

Both the Monroe County Sheriff’s Office and the Key West Police Department have signed contracts with the school district to provide services.

REFERENDUM Titled “Increased Security Funding for Monroe County Schools,” the measure seeks to raise ad valorem taxes up to .0625 mils. State legislators passed House Bill 7026 in the aftermath of the tragic Parkland School shooting in Broward County. The law requires every school district in Florida to hire school resource officers and school safety officers. The tax levy is designed to raise no more than $1.5 million per year. School officials purposely included the “up to” language so as to levy only enough tax to pay for the gap between what’s provided by the state and the actual cost of the school security.

The school district is proposing an ad valorem tax of 3.37 mills in total. (The budget has yet to be approved.) A nonhomesteaded home valued at $500,000 would pay about $1,600 in school taxes — or about $42.28 more than last year to cover the security.

MCSO will handle nine schools — six traditional and three charters with a staff of nine officers, plus two sergeants and one executive director. Each school has a dedicated officer, with enough overlap to provide for vacation days, for example. KWPD has five full-time officers to cover the five Key West schools, and will hire off-duty officers to work shifts at two charter schools — May Sands Montessori and Key West Collegiate. The school district will pay the MCSO $1 million per year and the KWPD a little under $700,000.

“We are still trying to find a way to fund the whole year and if the tax for funding is not passed on Aug. 28, I don’t know what we will do,” said Barras. With operating costs at $1 million a year, May Sands already has to fund-raise $100,000 or 10 percent for enrichment programs such as art and music and extra teachers. In order to pay for the SSO this year, the school cut one full-time salaried employee and the enrichment programs.

Florida schools have three options when it comes to providing security under the new law — SROs on loan from a traditional law enforcement agency, SSOs which could be sort of a schoolbased police force, or the Guardian Program, which trains and arms staff.

On Aug. 21, the Office of the Governor announced an extra $58 million to be distributed statewide — the remainder of the $67 million in unclaimed funds to support the Guardian Program which trains and arms volunteer staff.

From the start, Monroe County schools were dead set against the Guardian Program, said Porter.

Sheriff Rick Ramsay said it was a last-minute scramble to get all of his officers in place.

“The funding was in limbo and nobody really stood up and came up with the money,” Ramsay said. “The MCSO is not a funding source, but we were onboard with the whole program. The district elected to use our services and we, in turn, assume all of the liability and exposure.”

On the third Thursday of every month, the Islamorada Art Walk brings together artists and art appreciators to the Arts District of Islamorada. With good beer being served by the Florida Keys Brewing Company, you can expect a good time, even when it rains. And even during the slow season you can expect a good turn out. It’s simply a good time with great vibes and even better people.
