LOOKING FOR HOMES SPCA JOINS ‘ CLEAR THE SHELTERS’ DRIVE

B

oth the Key West and Marathon campuses of the Florida Keys SPCA will waive pet adoption fees during the fourth annual Clear the Shelters pet adoption drive Saturday, Aug. 18, in an effort to help local families adopt a new pet.

Other standard adoption procedures and policies will still apply.

FKSPCA’s goal is to adopt every animal in each of its two shelter locations.

Interested adopters are encouraged to visit either location prior to the event for preapproval.

The Key West campus houses 183 animals, including cats, dogs, birds, rabbits and hamsters. A newly built, more spacious facility on College Road is expected to open by October.

Of 57 animals at Marathon’s campus, most are cats of all ages, colors and personalities. Seven dogs, two rabbits and two gerbils are also looking for a forever home.

“Historically, the summer months are a slow time for our shelters and we often find more animals entering the shelter than we adopt out,” said Tara Vickrey, director of operations at the Marathon campus. “Not only do we have an opportunity to create space at the shelter, more importantly we are creating lasting matches between our adoptable pets and families in this community.”

In 2017, the two locations successfully adopted more than 30 animals during the national event.

A real-time pet “Adoption Tracker” – posted on CleartheShelters.com – will record the total number of pets adopted across the nation. Since 2015, NBC and Telemundo owned stations’ nationwide Clear the Shelters campaign has resulted in more than 150,000 pet adoptions. The campaign is sponsored nationally

by Cat’s Pride and Hill’s Pet Nutrition.

ong-awaited canal cleanup post-Hurricane Irma kicks off in Marathon Friday, and what lies at the bottom of 103 canals countywide because of the storm is unknown. Crews will be removing debris in the coming months from 23 canals in the Middle Keys, eight in the Upper Keys and 72 in the Lower Keys.

A total of $49.2 million was granted to Monroe County from the U.S. Department of Agriculture’s Natural Resources Conservation Service.

It is divided into $35.2 million for unincorporated Monroe, $6.5 million for Islamorada and $7.5 million for Marathon.

Regardless of Irma, canals throughout the Keys are becoming increasingly unhealthy, professor Henry Briceno said at Wednesday’s Board of County Commissioners meeting in Key West.

He presented the results of a four-year study he conducted for the U.S. Environmental Protection Agency

by Florida International University in Miami.

Briceno said canals in the Keys are acting as pollutants to nearshore water environments.

wastewater and stormwater levels,” he said, adding that samples over the last four years show local canals were not designed for environmental purposes.

“They excavated very deep canals beyond 12 feet, long deadend canals, and there is no good circulation in them. The water doesn’t move in and out – it just stays stagnant,” he said.

Some are deeper than 30 feet, which Briceno said is unnecessary and leads to accumulated organic matter.

“If you dove in a canal, close to the surface it’d be green, then deeper, it gets brownish, yellowish and red and then black – pitchblack with no light,” he said.

Irma aside, about 150 canals are considered in poor condition, because they are too deep and do not have enough current flow.

It could be years before a plan is in place to remediate the canals because all of the money from the state in the county’s 2019 budget for canal restoration will be used for hurricane recovery, according to Roman Gastesi, county administrator.

alk of a Middle Keys taxing district to support Fishermen’s Community Hospital in Marathon has been ongoing for five months now.

In an effort to increase transparency, hospital officials held an at-times tense forum on Aug. 13 at Marathon Government Center to hear from residents, some of whom urgently wanted to have their questions answered or information clarified.

Roughly 65 people attended the meeting to hear more information about the Board of Monroe County Commissioners-approved taxing district. It was first approved in June and covers a 23-mile stretch. The tax will be .05 mills or less for a maximum of 10 years without a public referendum; the county commissioners approved it for a second time in July, unanimously.

Baptist Health South Florida bought Fishermen’s Community Hospital in 2017. Shortly after, it was destroyed by Hurricane Irma.

The goal is to raise about $15 million, over at most 10 years, from the tax. Another $15 million is being raised through philanthropic efforts in the community. So far, $6 million has been raised through donations.

The tax, which will roll out in 2019, covers properties between MMs 40 and 63, including Duck Key and Key Colony Beach, and will go toward indigent care – losses incurred from patients with no insurance and unpaid hospital bills.

Most resident questions Tuesday revolved around indigent care, financial information and the new hospital.

The questions were submitted anonymously and read aloud to the board members.

What does “indigent care” mean and how much has been lost because of it?

Indigent care defines a patient without health insurance or one who cannot pay for the care they receive.

Fishermen’s CEO Rick Freeburg said almost 30 percent of the patients seen since Baptist bought the hospital in 2017 were not able to pay for their care.

“I just got numbers from our CFO that indicated in the first nine months after the hurricane, the first nine months of the fiscal year running from

Oct. 1 to Sept. 30, we have lost over $9 million,” said Jay Hershoff, chairman of the Mariners and Fishermen’s Hospital Foundations. “When you look at those numbers, it’s about a million a month, then add another $2.5 million on top of it to pay the physicians to stay in town and work.”

That’s on top of the $24 million in debt Baptist incurred in buying the hospital.

Has Baptist received any insurance money yet from the storm?

Hershoff said Baptist has not received the first dollar in reimbursements yet from the Federal Emergency Management Agency or from its post-storm insurance claims, the total amount of which he could not provide.

In the meantime, a hard-sided inpatient temporary hospital opened in July, at a cost of $5 million - $2 million more than originally anticipated, Freeburg said.

The unanticipated cost came from Johnson Portables having to build the hospital in Michigan and transport it to Marathon. Construction itself cost $3.6 million.

Where can we see financial information?

Because Baptist Health is operated as a non-profit, their financial information is available to the public online – search “baptist health south florida, financials.” The report includes a balance sheet, statement of operations as well as an independent audit report.

Would Baptist have left town without the taxing district?

“The mission was to help this community. We’re not going to leave,” Hershoff said.

NEW HOSPITAL The new replacement hospital is expected to include 24/7 emergency services, outpatient observation beds, a medical/surgical inpatient unit for patients requiring admission and an intensive care unit for critical patients with constant monitoring.

It will go up on the same property at MM 49 oceanside and will take up 40,000 square feet. The new hospital will be slightly smaller than the old hospital and will not have a maternity ward.

It will not have as many beds as the 25 it had.

“It wouldn’t make sense to have 25 beds,” Hershoff said, adding that 85 percent of services at Baptist’s hospital in Tavernier, Mariners Hospital, are outpatient services. “That’s the way health care is going. We expect it to be the same level in Marathon.”

It will also have space for support services such as laboratory, dietary, pharmacy and cardiopulmonary services. Occupational and physical therapy will also be available.

he order of mammals known as Sirenia was named for the mythical Greek creatures whose songs lured sailors to their demise. What might not be known about these dugongs, sea cows, and manatees is that their order is about 50 million years old and most closely linked in ancestry to the elephant. Florida laws protecting the lumbering manatee date back to the British colonial period. The Provenance of East Florida’s governor attempted to establish laws protecting them in 1764. The laws were largely ignored.

On a state level, Florida passed its first laws protecting the official marine mammal of the Sunshine State in 1893. By 1907, molesting a manatee was punishable by a $500 fine and six months in jail.

Federally, the National Environmental Policy Act of 1969 offered protections that were expanded by the Marine Mammal Protection Act of 1972.

There was a time when Florida’s manatees were hunted for their meat and hides. When John James Audubon visited Indian Key on April 25, 1832, he hired resident James Egan as his guide. He wrote, “The pilot, besides being a first-rate shot, possessed a most intimate acquaintance with the country. … For years his employment had been to hunt those singular animals called Sea Cows or Manatees, and he had conquered hundreds of them, ‘merely,’ as he said, because the flesh and hide bring ‘a fair price’ at Havannah.”

Several of Florida’s Keys reference the manatee. Manatee Key, located in Florida Bay some seven miles north of Snake Creek, was named by Charles Brookfield after his boat Manatee, in 1927. The Cowpens Keys located off of Plantation Key have a less pleasant origin story. Legend suggests the islands were named because pens were once kept there where manatees were corralled until they could be slaughtered. The story seems most often associated with the Henry Flagler years. Manatees were supposedly harvested to feed the throngs of railroad workers. The name dates back to at least 1910, which would be the Flagler years. With the existing laws, it would seem unlikely that manatee were being commercially harvested on such a large scale without any newspapers reporting it. While pens may have existed in the shallows back in the pioneer days, no documentation has been discovered to verify it. While once hunted, at least the West Indian Manatee, unlike the Caribbean monk seal once seen basking on these rocky shores, and also desired for its hide and meat, was not hunted to extinction.

arathon resident John Kissick calls himself an average, hard-working citizen without political ties or “cronies to answer to.”

The business owner qualified Aug. 10 to run for the council and said “the timing is perfect for someone like me.”

Kissick, a Detroit native, graduated from Northwood University in 1988 with a business management degree and is the 10-year owner of Fazoli Brothers Inc., a swimming pool building business.

He’s lived in Marathon for 13 years and is running against three other candidates in the nonpartisan race for two seats. The most vote-getters win.

“When I first moved to Marathon, I came as a real estate broker and managed a local office,” he said. “I came to help a college friend for a weekend and fell in love with Marathon. After that I never left.”

His top three issues are affordable/workforce housing, residual storm cleanup of canals and waterways, and Fishermen’s Hospital.

When it comes to a community pool, he’s in favor of it – being in the pool business and all.

“I have had ideas for a community pool ever since I arrived in Marathon for the first time. I am definitely in favor of a community pool - not just a pool for the high school students but a for-profit mini water park. A splash pad at the beach would also be a great idea, whether or not a pool could be built,” he said.

He believes the increase of rental properties has affected the affordable housing supply.

“It has also driven the rental prices out of the affordable range. Either a cap or a higher fee for new license applications should be discussed,” he said.

On the topic of Marathon’s new hospital taxing district, Kissick said in order to make sure it works, financial records should be studied annually to see where the proceeds are going.

“The community will certainty voice their opinion on the subject. Maybe there can be other comment periods at meetings after each year,” he said.

Kissick and his wife of 11 years, Angelika, have one son, Jack, 7, and a daughter, Whitney, 4.

WORST DRIVERS IN AMERICA No surprise about Number One…

Whew! As I was saying, it can get bad here. But where is the largest collection of bad drivers these days in these United States of America? The personal finance technology company SmartAsset recently released a list of the 10 states with the worst drivers in the U.S.: 10. Nevada. This kind of makes sense. Desert highways, casinos, free booze, loss of hard-earned money — it’s a recipe for sad-sack impaired driving. Heat to 115º and cook until done.

9. Texas. Everything’s big in Texas — even the bad drivers.

8. Tennessee. Combine winding mountain roads with good corn whiskey from the still, add a heaping helping of good old depressing country music, and it’s easy to simply drive off the side of the mountain.

7. Vermont. The roads are often icy. It’s probably safer to drive a snowmobile, especially considering that Vermont leads the nation in DUIs per driver with 50 per 1,000 drivers.

6. Alabama. Their drivers are probably a cross between Texas and Tennessee, but only the bad parts are amplified.

5. Delaware. First in freedom; fifth on the list of bad drivers.

CHANCE TO SPEAK City Commission hears Baptist presentation, public comment

B

aptist Hospital officials followed up their Monday night public forum in the Middle Keys with a presentation at Tuesday night’s Marathon City Council meeting.

About 60 residents heard the City Council presentation and commented on the newly formed taxing district to support indigent care as part of Baptist’s $30 million debt since acquiring the hospital in July 2017.

If the hospital tax were to be put on ballots as a referendum question, it would set the tax in stone for the next decade and delay the construction of a new hospital, officials say. As approved by the county commission twice, without a referendum, the tax will be reviewed every year and can be lowered.

Residents say they feel misinformed about the tax thus far, and that they were led to believe the taxes raised would go toward brick-and-mortar funds to build the new hospital.

Without a referendum, the taxes raised must be used for indigent care.

“That hospital looked like a hurricane had already hit it,” said Ronna Martino. “I feel bad for Fishermen’s, but I feel like we’re jumping the gun, and you all voted on it for brick-andmortar money, then about four days before the County Commission meeting, it changed and you added indigent care, which requires no referendum.”

About 15 people raised their hands when asked whether they were for or against the hospital taxing district and urged the council to reconsider its support for the tax.

“All they have to do is show a loss and you give them a handout? They bought it knowing what they were coming into,” said Peter Angelotti of Grassy Key. Matt Showalter, who was outspoken at Monday’s meeting about his embarrassment at those opposing the tax and speaking ill of Baptist’s presence, also spoke.

“Everyone is caught up on this indigent care vs. brickand-mortar situation but at the end of the day it’s a big box of money. I would pay for every one of you to get health care, any kid, any citizen, any cop,” said Showalter, of Marathon.

“It’s going to cost me $14 a month for my neighbor to have care, for me to have care, and to say we’re subsidizing this company is ridiculous.”

The council also: • Approved the development of 64 two-bedroom affordable units on Avenue D in Coco Plum. Developer Brian Schmitt wants to level four buildings (currently housing 15 efficiences) along with a stretch of trees buffering a canal, and replace them with seven elevated buildings with twobedroom, two-bathroom units. Councilman Dan Zieg voted against the project.

• Approved 11 affordable housing allocations for Josh Mothner’s IMBY Inc. He plans on revamping the Anchor Inn into seven studio efficiencies and constructing four new three-bedroom, two-bath units.

Ilsa came to us 5 years ago from Seattle serving as a certified emotional support dog to her companion, Patti Fasching. Ilsa was popular around town at the shopping and eating places that Patti regularly visited. She was known for her sweet gentle nature and happy-go-lucky attitude. She was trained for public access which meant she could accompany Patti to such places as the grocery store, restaurants and doctor appointments. Ilsa became very good at patiently waiting in dressing rooms while Patti tried clothes on at her favorite boutiques.

Local business owners were fond of her sweet demeanor and loved when they came in together. Ilsa brought joy and smiles to everyone she met.

Ilsa also gained popularity among the students and teachers of Stanley Switlik Elementary and Marathon High School. She loved children and was known as the sweet black lab that joined students during their reading programs. By simply sitting next to Ilsa while petting her, shy children gained confidence, hyperactive children relaxed, and the entire classroom was comforted by her loving presence.

We are so grateful for our amazing veterinarians, Drs. Mike Dunn, Kyle Maddox and Geraldine Diethelm, for their compassionate and excellent care during her journey with cancer.

RETURN OF THE NATIVE Bridge inspector back in the Keys

F

ive years ago James Rhyne was on his way to the University of Alabama to study mechanical engineering. The 2013 Coral Shores graduate had played several sports and participated in the Key Club, as well as the Rotary’s Interact Club during his time growing up on Lower Mat. This past May, he graduated with a degree in civil engineering and within two weeks was back in a familiar setting, as an inspector on the 7 Mile Bridge rehabilitation project.

Welcome home. How is to be back in the Florida Keys? At first I was a little skeptical about it, but I love being around my mom and dad and being on the boat with them on the weekends. I spent five years away, so it’s kind of cool to be back.

Did you ever think you would be back? I didn’t think there was a big need for construction in the Keys because there is limited land down here, so I just didn’t know. I knew I would always like to have a home – a least a second home in the Keys.

So after college, I thought, why don’t I just live in paradise and get my first home there?

How did you end up studying civil engineering? It runs it the family. Both of my grandfathers are civil engineers. My little brother just left for another SEC (Southeastern Conference) school, University of Florida, where he is going to study civil engineering.

What about the work appeals to you? I like working on real world projects, and civil engineering encompasses a lot of things. Construction and the methods used are interesting. Especially the bridge construction.

Describe a typical day for you. I could be anywhere.

I could be in the office, on top of the old 7 Mile Bridge, or in a boat below one of the bridges.

What is your main responsibility? My job isn’t really to tell them how to do the work. I am responsible for making sure the work is done according to FDOT specifications and standards. All of my knowledge comes from the classroom, so although I may know what needs to be done, I haven’t done it. I may be smart on paper, but I may not be able to do the things on the job. Its very humbling to learn.

There are not many job sites like this in the world. What’s it like out there? I like working on the bridge because you can see all the life under the bridge. We see tarpon and barracuda rolling through. Working close to Pigeon Key we saw a bunch of sharks.

Being on the water is my favorite as opposed to being on land. Plus any opportunity to be on a boat is cool.

When a tourist asks, “Where should I go for a fish sandwich,” where do you send them? Lorelei, Island Fish Co. Sunset Grill, Mr. Lobster, Keys Fisheries and the Overseas Lounge.

What is your connection to the project? My dad served on the board for the Pigeon Key Foundation for many years. I remember learning how to drive a Bob Cat on the island when I was junior high. We would go to the Pigeon Key Art Fest and I remember listening to Dave Feder on the island.

What was the last book you read?

John D. MacDonald’s, “The Deep Blue Good-by.” The main character, Travis McGee, is awesome.

What kind of influence were your parents? They taught me work ethic.

You don’t leave until the job is done.

What is your favorite TV show? I just finished watching “Last Chance U” on Netflix.

What are yu doing outside of work? I go to the beach a couple times a week with friends. I am also working on my pilot’s license. I got up twice last week.

How long do you imagine yourself in the Keys this time around? My plan is to be working for this company for at least four years. I have a mentor who will help me get my certifications, like my contractors license and certification to become a PE (Professional Engineer). I have that at this office, so I plan to stay unless I get moved to another place through my senior project engineer that would allow me to keep my time down here.

If you could have dinner with anyone in the world, past or present, who would it be and why? If I could have another dinner with somebody, it would be with my dog Buddy, who just died this past Sunday.

Favorite water activity? Hanging out on the beach or at the sandbar with friends. Just relaxing.

How cool was it to be in Alabama and be able to tell your fellow students that you grew up in the Florida Keys? It was awesome. Every year except for one we did spring break down here. Even after we graduated I had a few friends come down here to celebrate.

What is your biggest pet peeve? Dishonesty. I like honesty and transparency, so when something goes wrong I can fix it.

What was the last concert you attended? The Jon Pardi Concert at our fraternity house.

ishermen’s Community Hospital’s Young Philanthropists of Baptist Health (try saying that three times fast) met for a day of family fun on Aug. 11 at Dolphin Research Center on Grassy Key. “It was a great family fun day,” said Sarah Cizmas, co-chair of the group.

“We are grateful to Dolphin Research Center for opening its doors for us.”

The group meets every few months to advocate for hospital needs and also have fun. Upcoming events include a family day at Aquarium Encounters and a behind-the-scenes hospital tour.

ALGAE I BLOOM

t is both an environmental and public relations disaster for Florida. Photos of dead fish and mammals, and videos of neon green algae mats are nothing short of alarming. It has the attention of national media outlets, as well as tourists who understand it’s unsafe to take a dip. Environmental agencies and state government are scrambling to address the problem. Here in the Keys, where many take the preservation of our natural resources so seriously, blue green algae is cause for alarm even though it isn’t in our “backyard,” the Florida Bay. But it is closely related to local problems in Florida Bay — specifically the drought of 2015 that killed approximately 50,000 acres of sea grass. The algae to the north, and the high salinity conditions of Florida Bay, are both connected to the reconfiguration of the Everglades in the early 20th century to “drain the swamp.”

Following are some frequently asked questions about the situation.

Can the “blue green algae” bloom spread to the Keys?

The short answer is no.

What’s the current state of Florida Bay? It’s fragile.

“Once it’s exposed to saltwater, it dies.

The idea that it would make it all the way down to the Keys is not plausible,” said Shannon Estenoz, a Key West native and chief operating officer for the Everglades Foundation.

“We’re still recovering from the drought of 2015,” said Van Lent, adding that it took 15 years to recover from the second-to-last event in Florida Bay. The drought caused fatal levels of salinity. “We need absolutely perfect conditions for a long time to get seagrass recruitment started again.

Wet years help, but it’s going to take a long time.”

The algae clogging the Caloosahatchee River to the west of Lake Okeechobee, and the St. Lucie River to the east, is a freshwater bacteria that is able to photosynthesize. The nutrients, or agricultural fertilizer, are literally the fuel of the crisis.

Have there been algae blooms in the Keys?

Yes, but not like that.

Algae blooms in the Keys are the result of “die-offs” or temperature spikes.

When the water gets too salty, or too warm, seagrass dies. Its nutrients are then released into the water column, acting as a natural fertilizer for algae.

“That sets off a chain reaction,” said Tom Van Lent, vice president of science and education for the Everglades Foundation, and a 22-year resident of Key Largo. “Small algae clogs the pores of sponges which clean water, and when the sponges die, that blocks even more light and kills more seagrass.”

In Florida Bay, rainfall usually exceeds evaporation during summer months.

But from January through May, it’s a “knife’s edge,” Van Lent said. Florida Bay isn’t receiving enough fresh water because of water management projects in the Everglades that divert water to the east and west, and impedes flow south.

What about the red tide?

It’s a naturally occurring algae bloom, first reported in the 16th Century by exploring Spaniards. It only occurs in saltwater and it originates offshore, so the connection to manmade pollution is unclear — however, it is certainly exacerbating the water conditions in areas already suffering from the blue green algae bloom.

Scientists monitor red tide (http://myfwc.com/research/redtide/statewide/) and there is no reported bloom in the Florida Keys currently. Scientists can forecast red tide movement using wind and water current data. In addition to killing fish, it can also affect the human respiratory system. Not to sound too technical here, but it feels “burny” — both in the lungs and in the eyes.

What’s being done?

It’s complicated.

The bad news is the terrible devastation caused by the green-blue algae bloom. The good news is the heightened awareness of the need for expedited Everglades restoration, or the reconfiguring of Lake Okeechobee’s watershed. Water that once moved north to south in the lake is now being diverted east and west.

What makes the situation worse, is the irrigation needs of the state’s agricultural industry. When it’s dry, the farms can draw water out of the lake — a legally permitted use of that water. But when it rains over the area — like it did in May raising the lake’s water table almost two feet in about two weeks — the farmers don’t need the extra water.

The Army Corps of Engineers must divert the water east and west, as quickly as possible, to protect the infrastructure as well as local populations.

What’s the plan?

There has been a plan in place for 18 years to rectify this situation. It’s called the Central Everglades Planning Project — a group of water storage and conveyance projects south of Lake Okeechobee that will allow additional clean water to be directed south into the Everglades National Park and Florida Bay. There has been some movement recently: • Possibly the most important is how White House Office of Management and Budget has approved the plans for the EAA Reservoir. It now must go before Congress for funding. The reservoir would be located just south of Lake Okeechobee and would function like a rain barrel. It would allow authorities to store and clean water rather than discharging polluted lake waters into the estuaries to the east and west.

The South Florida Water Management District has said the 10,100-acre reservoir and 6,500-acre manmade marsh would reduce discharges to both rivers by 63 percent and provide 120 billion gallons of clean water for the Everglades every year.

• The S-333 construction project recently received a $6 million investment and a schedule bump from Tallahassee. It borders highway 41, or the Tamiami Trail, and would result in twice as much water being able to flow south — 2,500 cubic feet per second. With more water moving south, there isn’t as much pressure to discharge east and west, and it helps the water-starved southern end of the state.

• The C-111 construction project, started in 2010, is pretty much complete. It pumps 290 million gallons of water daily to the eastern edge of the park.

Now, there might be a tussle over how it’s operated — as a restoration project, or a flood plain protection project for population centers east of the park.

TIMELINE: JUNE 20 Florida issues an emergency order urging the Army Corps of Engineers to redirect Lake Okeechobee water flow discharges to the Caloosahatchee and St. Lucie rivers.

JULY 9 Gov. Rick Scott declares a state of emergency over algae blooms.

JULY 10 White House Office of Management and Budget approves plans for the EAA Reservoir project. It is expected to cost $1.6 billion. It now awaits funding approval from Congress.

JULY 12 State orders Department of Economic Opportunity to conduct “emergency business damage assessment” surveys.

JULY 23 State authorizes $3 million in grants to help mediate damage and clean up of the algae bloom.

AUG. 7 State approves additional $400,000 in funding to Lee County (Fort Myers) to manage algae bloom.

AUG. 7 FWC waives rules related to dead fish clean ups, but orders populace not to touch rare fish or mammals.

AUG. 10 Gov. Rick Scott tours Stuart, Florida, by boat to see algae bloom effects.

AUG. 13 Scott declares state of emergency for Collier, Lee, Charlotte, Sarasota, Manatee, Hillsborough and Pinellas counties for red tide, for scientists, resources for cleanup, monitoring and marketing.

We have to do that at the polls in November. Clean water is all about politics.
