BOCC talks Bernstein Park rumors, sports scheduling

A

fter being closed for nearly two years, Monroe County’s Bernstein Park on Stock Island formnally reopened Wednesday.

(For more on that, see page 20.)

Prior to a ribbon-cutting ceremony at midday, the Board of County Commissioners had some questions answered at their meeting in Key West.

“I’ve been hearing a lot of stuff and want to clarify a couple of things,” said Commissioner Heather Carruthers.

“I’m just trying to answer some questions and some rumors that have been circulating.”

She asked what money was used to pay for the park, community rooms and new 5,500-square-foot community center, which will open in the coming days when finishing touches are complete.

Kevin Wilson, assistant county administrator, said all of the $7.9 million construction cost was paid for out of the county’s infrastructure sales tax fund.

“Purchases in the unincorporated county paid for this park,” he said.

Carruthers asked who will pay for maintenance of the park, which also has a baseball field, playground and basketball court.

“The county budget for unincorporated parks and beaches,” Wilson said.

Does the City of Key West Police Department have a station at Bernstein Park? Carruthers asked, to which Wilson said the BOCC had approved an agreement with the Monroe County Sheriff’s Office, which will oversee everything at the park.

Key West city staff will perform scheduling of teams and playing times.

The employee who will do the scheduling works under Marcus Davila, director of community services.

“There will be one central point for scheduling the fields,” Wilson said in response to a concern about teams “double dipping” for field time, from resident Diane Beruldsen, president and founder of the International Women’s Flag Football Association in Key West.

Tammy McGrail, on behalf of the Youth Recreation Action Committee, said she had heard from Davila at last week’s Key West City Commission meeting that there is no written policy for scheduling.

“We just want to ask that there is a written policy,” she said.

“My understanding is the city’s process is to allocate blocks of time, then in that time individual leagues schedule within that block how their individual units use the time,” said Commissioner Danny Kolhage.

The park will be open from 7 a.m. to 10 p.m. daily.

Jenn Stefanacci began visiting Key West at a young age and has called the island home for nine years. With a bachelor’s in corporate communications from Elon University, Stefanacci is the managing parter and owner of 22&Co in Key West and has been bartending in the hospitality industry throughout the island during her tenure. Jenn Stefanacci’s name appears on the ballot as “Jennifer Stefanacci Doll.”

Attorney and local business owner Gregory Davila has spent his 51 years in Key West. Davila has a degree from Stetson University College of Law (Juris Doctor), Oxford University in England (Foreign Law Study) and FIU (bachelor’s in political science).

Davila’s immediate family includes his wife, Heidi and their two children. Davila believes his lifetime of service, including volunteer hours, coaching and care for his 86-year-old mother, lends the necessary experience to serve those in need.

Top three issues: Bridging communication gap, timely follow through on plans, clean Duval and creation of pedestrian-only hours.

1. Airbnb and VRBO need to be banned completely. We are not collecting bed taxes to invest back into our community. In New Orleans, they banned them in the French Quarter. If anyone was found to be renting illegally, their power was shut off. Two bedroom rentals are back down to $1,600 a month and people can survive.

2. The main thoroughfare, Flagler Avenue, looks nothing like a paradise throughway. We need a beautification of our main traffic areas, including medians, sidewalks, city park properties, and fixing potholes.

3. Smartphone app-based metered parking would help immensely. The City would be able to collect parking fees immediately, instead of chasing after tickets. It will also shorten the amount of time a car can occupy the space therefore turning over the space quicker resulting in additional parking income.

4. No. We need to have a venue management company such as Live Nation, Rams Head etc., to manage the venue including the food and beverage to streamline the operations and put experienced personnel at the helm of this large investment by the city of Key West.

5. We need to invite qualified people to interview and develop a commission to choose a candidate that has experience working in a tourist based city and someone that understands Key West.

1. While I can appreciate the property rights issues involved with someone renting their own property, I believe we have to balance those interests with those of the surrounding neighborhood and neighbors’ rights to peaceably enjoy their property. For District IV, which is primarily single-family residences, short-term, un-hosted, transient rentals are not very appealing to our neighbors.

2. There is no need greater than any other in our district. Each resident rightfully believes that his or her particular need should be addressed. We need additional green space for our children, we need to reduce traffic congestion, we need better transportation availability for our senior population, we need speed bumps on certain streets, we need potholes filled, we need better marked bike paths, we need better drainage in some areas.

3. I was a member of the City’s Parking and Alternative Transportation Board where we put forth 27 recommendations to the City Commission. One was to restrict a minimum of 50% of the street parking in neighborhoods to residents of Key West and increase that percentage to 75% where there was only parking on one side of the street. If the City was to adopt that policy, tourists would be forced to find parking in our pay parking lots …

4. My concern with hiring an outside group is that we would sacrifice our local residents’ need for the venue for an outside provider’s need to make it worthwhile for them. I also understand on a macro economic level, that if we were to hire an outside management group, it would have to be able to make a profit for its shareholders …

5. I believe that we would need to establish a selection committee that would advertise the position nationwide and vet all of the candidates to help determine who would be the best possible person with the education, experience, and ability for the position.

Margaret Romero, who holds this seat, is running for Key West mayor. District 5 is located in the center of Key West, running from Higgs beach north to Patterson Avenue. Key West City Commissioners serve a term of four years.

Mary Lou Hoover has called Key West home since 2001 after retiring from public works construction. Hoover studied Hotel & Restaurant Management at St. Louis Community College and studied Business Administration at the University of Purdue and Indiana University. She is a graduate of Leadership Monroe County, the Community Foundation of the Florida Keys Leadership Academy and former Fantasy Fest Queen. She is also the founder of Girls Night Out—a women’s networking group.

I think they need to be treated like a business, including having to have a license to rent the home, pay local and tourist related taxes, and abide by local ordinances for trash, recycling, parking etc. In addition, any homeowner who allows their home to be used as a short term rental would be in danger of losing their homestead exemption.

2. I have heard from several District 5 residents how unsafe our streets have become for our children. With all of the road work that has taken place over the last several years, our citizens and tourists have found new routes that run through our neighborhoods. I would look at lowering the speed limits in residential neighborhoods and use all means available to slow traffic.

3. I would start by accepting the Parking and Alternative Transportation Committee’s recommendations to make parking spaces near parking garages either pay to park or make them residential spaces. That would increase revenue as well as address the issue of not having parking for residents near their homes.

4. I would recommend that the city manage it for the first year. The amphitheater should be for all of our citizens to enjoy, not just those who can afford high-priced concert tickets. So those aspects would need to be considered in the overall plan.

5. I have spoken with Jim Scholl to see if he would be willing to stay another year to give this new commission time for finding someone to replace him. I think we will know his answer shortly after this election cycle.

WALLACE “WALLY” MOORE, N Wallace “Wally” Moore was born and raised in Key West and is the Transportation Manager at NAS Key West. Moore is a graduate from Mary Immaculate High School class of 1983 and studied Marine Propulsion at Florida Keys Community College. Moore has two children, Wally Moore III and Charles Moore and has been married to his wife, Valerie, for 25 years. Moore serves on he City’s Parking and Alternative Transportation Board.

5. I am a firm believer in promoting from within first as these are the people that have rose through the ranks and already know the needs and the lay out of Key West.

he order of mammals known as Sirenia was named for the mythical Greek creatures whose songs lured sailors to their demise. What might not be known about these dugongs, sea cows, and manatees is that their order is about 50 million years old and most closely linked in ancestry to the elephant. Florida laws protecting the lumbering manatee date back to the British colonial period. The Provenance of East Florida’s governor attempted to establish laws protecting them in 1764. The laws were largely ignored.

On a state level, Florida passed its first laws protecting the official marine mammal of the Sunshine State in 1893. By 1907, molesting a manatee was punishable by a $500 fine and six months in jail.

Federally, the National Environmental Policy Act of 1969 offered protections that were expanded by the Marine Mammal Protection Act of 1972.

There was a time when Florida’s manatees were hunted for their meat and hides. When John James Audubon visited Indian Key on April 25, 1832, he hired resident James Egan as his guide. He wrote, “The pilot, besides being a first-rate shot, possessed a most intimate acquaintance with the country. … For years his employment had been to hunt those singular animals called Sea Cows or Manatees, and he had conquered hundreds of them, ‘merely,’ as he said, because the flesh and hide bring ‘a fair price’ at Havannah.”

Several of Florida’s Keys reference the manatee. Manatee Key, located in Florida Bay some seven miles north of Snake Creek, was named by Charles Brookfield after his boat Manatee, in 1927. The Cowpens Keys located off of Plantation Key have a less pleasant origin story. Legend suggests the islands were named because pens were once kept there where manatees were corralled until they could be slaughtered. The story seems most often associated with the Henry Flagler years. Manatees were supposedly harvested to feed the throngs of railroad workers. The name dates back to at least 1910, which would be the Flagler years. With the existing laws, it would seem unlikely that manatee were being commercially harvested on such a large scale without any newspapers reporting it. While pens may have existed in the shallows back in the pioneer days, no documentation has been discovered to verify it. While once hunted, at least the West Indian Manatee, unlike the Caribbean monk seal once seen basking on these rocky shores, and also desired for its hide and meat, was not hunted to extinction.

What organizations and activities are you involved with at Key West High School and why are they important to you? I am a part of various clubs, including Beta, Zonta, Executive Board, Peer Mentoring, and Student Council. I am also part of the varsity cheerleading team. Cheer has always been important to me and has a special place in my heart. The reason these activities are important to me is that I love being involved in school and in my community.

Who has been your biggest inspiration at Key West High School and why? My biggest inspiration would have to be my coach, Tiffany Hughes.

She has always pushed me to strive for the best. Not only do I see her as a coach but as a mentor and someone I can always talk to.

What class has best prepared you for life after high school? I would say my emergency medical responder class has prepared me the most for my life after high school. I plan on becoming an ER nurse practitioner, so some of the skills we learned in class will come in handy.

What advice would you give to underclassmen? My advice to underclassmen would be to just stay true to themselves and to get involved in school and extracurricular activities as much possible during their four years.

What is your favorite social medium, why, and whom do you follow? Twitter, because it’s hilarious and has relatable tweets. I usually follow funny accounts, celebrities and friends.

t is both an environmental and public relations disaster for Florida. Photos of dead fish and mammals, and videos of neon green algae mats are nothing short of alarming. It has the attention of national media outlets, as well as tourists who understand it’s unsafe to take a dip. Environmental agencies and state government are scrambling to address the problem. Here in the Keys, where many take the preservation of our natural resources so seriously, blue green algae is cause for alarm even though it isn’t in our “backyard,” the Florida Bay. But it is closely related to local problems in Florida Bay — specifically the drought of 2015 that killed approximately 50,000 acres of sea grass. The algae to the north, and the high salinity conditions of Florida Bay, are both connected to the reconfiguration of the Everglades in the early 20th century to “drain the swamp.”

Following are some frequently asked questions about the situation.

Can the “blue green algae” bloom spread to the Keys?

The short answer is no.

What’s the current state of Florida Bay? It’s fragile.

“Once it’s exposed to saltwater, it dies.

The idea that it would make it all the way down to the Keys is not plausible,” said Shannon Estenoz, a Key West native and chief operating officer for the Everglades Foundation.

“We’re still recovering from the drought of 2015,” said Van Lent, adding that it took 15 years to recover from the second-to-last event in Florida Bay. The drought caused fatal levels of salinity. “We need absolutely perfect conditions for a long time to get seagrass recruitment started again.

Wet years help, but it’s going to take a long time.”

The algae clogging the Caloosahatchee River to the west of Lake Okeechobee, and the St. Lucie River to the east, is a freshwater bacteria that is able to photosynthesize. The nutrients, or agricultural fertilizer, are literally the fuel of the crisis.

Have there been algae blooms in the Keys?

Yes, but not like that.

Algae blooms in the Keys are the result of “die-offs” or temperature spikes.

When the water gets too salty, or too warm, seagrass dies. Its nutrients are then released into the water column, acting as a natural fertilizer for algae.

“That sets off a chain reaction,” said Tom Van Lent, vice president of science and education for the Everglades Foundation, and a 22-year resident of Key Largo. “Small algae clogs the pores of sponges which clean water, and when the sponges die, that blocks even more light and kills more seagrass.”

In Florida Bay, rainfall usually exceeds evaporation during summer months.

But from January through May, it’s a “knife’s edge,” Van Lent said. Florida Bay isn’t receiving enough fresh water because of water management projects in the Everglades that divert water to the east and west, and impedes flow south.

What about the red tide?

It’s a naturally occurring algae bloom, first reported in the 16th Century by exploring Spaniards. It only occurs in saltwater and it originates offshore, so the connection to manmade pollution is unclear — however, it is certainly exacerbating the water conditions in areas already suffering from the blue green algae bloom.

Scientists monitor red tide (http://myfwc.com/research/redtide/statewide/) and there is no reported bloom in the Florida Keys currently. Scientists can forecast red tide movement using wind and water current data. In addition to killing fish, it can also affect the human respiratory system. Not to sound too technical here, but it feels “burny” — both in the lungs and in the eyes.

What’s being done?

It’s complicated.

The bad news is the terrible devastation caused by the green-blue algae bloom. The good news is the heightened awareness of the need for expedited Everglades restoration, or the reconfiguring of Lake Okeechobee’s watershed. Water that once moved north to south in the lake is now being diverted east and west.

What makes the situation worse, is the irrigation needs of the state’s agricultural industry. When it’s dry, the farms can draw water out of the lake — a legally permitted use of that water. But when it rains over the area — like it did in May raising the lake’s water table almost two feet in about two weeks — the farmers don’t need the extra water.

The Army Corps of Engineers must divert the water east and west, as quickly as possible, to protect the infrastructure as well as local populations.

What’s the plan?

There has been a plan in place for 18 years to rectify this situation. It’s called the Central Everglades Planning Project — a group of water storage and conveyance projects south of Lake Okeechobee that will allow additional clean water to be directed south into the Everglades National Park and Florida Bay. There has been some movement recently: • Possibly the most important is how White House Office of Management and Budget has approved the plans for the EAA Reservoir. It now must go before Congress for funding. The reservoir would be located just south of Lake Okeechobee and would function like a rain barrel. It would allow authorities to store and clean water rather than discharging polluted lake waters into the estuaries to the east and west.

The South Florida Water Management District has said the 10,100-acre reservoir and 6,500-acre manmade marsh would reduce discharges to both rivers by 63 percent and provide 120 billion gallons of clean water for the Everglades every year.

• The S-333 construction project recently received a $6 million investment and a schedule bump from Tallahassee. It borders highway 41, or the Tamiami Trail, and would result in twice as much water being able to flow south — 2,500 cubic feet per second. With more water moving south, there isn’t as much pressure to discharge east and west, and it helps the water-starved southern end of the state.

• The C-111 construction project, started in 2010, is pretty much complete. It pumps 290 million gallons of water daily to the eastern edge of the park.

Now, there might be a tussle over how it’s operated — as a restoration project, or a flood plain protection project for population centers east of the park.

TIMELINE: JUNE 20 Florida issues an emergency order urging the Army Corps of Engineers to redirect Lake Okeechobee water flow discharges to the Caloosahatchee and St. Lucie rivers.

JULY 9 Gov. Rick Scott declares a state of emergency over algae blooms.

JULY 10 White House Office of Management and Budget approves plans for the EAA Reservoir project. It is expected to cost $1.6 billion. It now awaits funding approval from Congress.

JULY 12 State orders Department of Economic Opportunity to conduct “emergency business damage assessment” surveys.

JULY 23 State authorizes $3 million in grants to help mediate damage and clean up of the algae bloom.

AUG. 7 State approves additional $400,000 in funding to Lee County (Fort Myers) to manage algae bloom.

AUG. 7 FWC waives rules related to dead fish clean ups, but orders populace not to touch rare fish or mammals.

AUG. 10 Gov. Rick Scott tours Stuart, Florida, by boat to see algae bloom effects.

AUG. 13 Scott declares state of emergency for Collier, Lee, Charlotte, Sarasota, Manatee, Hillsborough and Pinellas counties for red tide, for scientists, resources for cleanup, monitoring and marketing.

he Key West City Commission recently passed a measure with a 5-2 vote to allow a pedestrian or “pocket” park on the southern end of Duval Street, on the 1400 block. The decision was made after four hours of debate between those in favor and in opposition to the park. Some argued that something needs to happen, as that end of Duval has remained an eyesore for more than a decade, while others argue that allowing private business and sidewalk cafes will lead to a Pandora’s box in the future. We asked the mayoral candidates to weigh in on how they would have voted on this item if they were sitting on the dais.

This new feature could anchor an evening pedestrian mall on upper Duval.

The final lease agreement will be voted on Aug. 21 and if these conditions are met I would support this project.

onroe County Commissioners took a break during their all-day meeting Wednesday for a ribboncutting ceremony at Bernstein Park on Stock Island.

The park reopened July 23 after being closed for nearly two years.

Sections that are open include the children’s playground, basketball court, walking path and athletic fields. The renovation project also included a new 5,500 square-foot community center and new field lighting. The park closed on Sept. 1, 2016 for renovations. A year later, it was almost was ready to reopen when Hurricane Irma struck, causing significant damage.

I started on the Utility Board in 2004, thus gaining a wealth of information concerning KEYS, the industry almost 14 years, thus experience. I have an idea for an outreach program for customers and employees — enhanced conservation and recycling.

2. I realize there are many areas that are vital to KEY’s operation and it would be somewhat difficult to focus on a singular item. For example, O&M budgets that support employee training and certifications are critical because having an effective workforce is essential; however, capital projects that improve our infrastructure are also critical to ensure power flows from the mainland to our community and out to individual homes and businesses.

But, if I needed to select one budget item, it would be the Power Supply Budget with FMPA because it is the single largest expense for the Utility.

3. An audio of our Utility Board meetings are available within 48 hours of each meeting. I believe since meeting dates and times are published in advance and the meetings are open to the public, and public input is encouraged, with that and the audio being made available we are being transparent.

4. Keys Energy, when considering the environment, can never do enough. Over the next four years, I believe KEYS will increase the amount of solar that is in its portfolio, offering solar subscriptions to customers, considering the possibility of EV charging stations, and energy storage, and increasing its conservation education programs for customers.

Travel/Training: With the aging workforce at KEYS, there are a lot of experienced employees who will be retiring, there should be a higher emphasis on secession planning, so that the younger generation get all the training and knowledge necessary to succeed. There are times when it is beneficial to bring a trainer in, rather than send several employees away for training.

3. Yes, I would be in favor of broadcasting the board meetings if it is cost effective. I wouldn’t want to cut services to broadcast.

At the very least we should have the audio, from our board meetings, available to our customers. Over the years, the board meetings have not been well attended. I am not sure if there would be that many interested viewers but offering another option for participating might lead to greater interest.

4. Keys Energy Services has replaced all the traffic lights with LED bulbs. They have recently changed their policy to replace the street lights with LED fixtures as they go bad.

I think that KEYS should continue to explore other forms of renewable energy. I would also like to see KEYS partner with other governmental agencies (school board, city and county), to help retrofit existing buildings, throughout our service territory, with solar panels. I also think with should work with the building departments and HARC to ease the restrictions to encourage solar panels.

Beth Ramsay-Vickrey, who sits on the Keys Energy Advisory Board and county Planning Commission, is seeking her first term on the KEYS Utility Board.

She retired from the industrial real estate business 12 years ago. The Marathon native has lived on No Name Key for more than a decade and has two daughters with her husband of more than 35 years. They have one granddaughter.

I would bring new and expanded home energy and conservation programs to you the customer (in your own communities) via senior citizen center meetings, Rotary, Chamber, and other community resources. We can lower customer costs in our own Keys community through better conservation.

2. FEMA reimbursements, which of course is the same challenge faced by our County, our incorporated Cities, and our other utilities as well.

Keys Energy expected this delay given that other utilities (in other parts of the Country) are still waiting for FEMA reimbursements for events that occurred in 2017; but this time-lag for Hurricane Irma related FEMA reimbursements (in excess of $45 million dollars) still presents a financial and budgetary challenge.

3. I always believe in transparency in government.

My only concern would be in finding the broadcast medium that would be most cost effective for the rate-payers (i.e. not increase monthly bills).

4. New and expanded home energy and conservation programs throughout our community. We can help Keys Energy customers save on their monthly utility bill, and protect our Keys environment, through better conservation. I’d work on initiating a new grant program for programmable thermostats, initially targeting our seniors and disabled. Air conditioning is the largest portion of ones’ monthly electric bill, and it is often difficult for seniors and the disabled to remember or to access their thermostats.

4. Policies on solar must change. Limit on total amount of solar permitted by customers must be increased above 2.5% of system load. Net metering, or payment for energy sent to system, should be fairly priced (was reduced from 12¢ to 4¢ in 2017), neighborhood solar programs should be encouraged, and additional regional participation should be targeted.

2. Just as with a family budget, small savings over time make large savings. The Utility Board must continue to protect ratepayers’ and voters’ interests by reviewing costs and where appropriate, cutting expenses to create savings and streamline services without sacrificing the quality of those services. This includes a review of every consultant and contract labor position. We need to look at every department and expenditure each time the budget is brought before the board.

3. I believe in full transparency. The current board questioned the need for live broadcasts because of the cost associated with live broadcast versus the amount of people who wish to view it. The board directed staff to reach out to other government agencies about live viewership of meetings and costs. After the information came back, the board voted not to broadcast live due to the costs involved. I agree with this decision, however I wish the board would have considered videotaping the meetings and posting the video on the KES website.

4. I believe we can make giant steps forward by replacing streetlights and other lights in public places with LED lights and the utilization of smart technology to run those lights. The solar initiatives that Keys Energy Services is already investing in will help research to improve solar power and make it cheaper for everyone.

oth the Key West and Marathon campuses of the Florida Keys SPCA will waive pet adoption fees during the fourth annual Clear the Shelters pet adoption drive Saturday, Aug. 18, in an effort to help local families adopt a new pet.

Other standard adoption procedures and policies will still apply.

FKSPCA’s goal is to adopt every animal in each of its two shelter locations.

Interested adopters are encouraged to visit either location prior to the event for preapproval.

The Key West campus houses 183 animals, including cats, dogs, birds, rabbits and hamsters. A newly built, more spacious facility on College Road is expected to open by October.

Of 57 animals at Marathon’s campus, most are cats of all ages, colors and personalities. Seven dogs, two rabbits and two gerbils are also looking for a forever home.

“Historically, the summer months are a slow time for our shelters and we often find more animals entering the shelter than we adopt out,” said Tara Vickrey, director of operations at the Marathon campus. “Not only do we have an opportunity to create space at the shelter, more importantly we are creating lasting matches between our adoptable pets and families in this community.”

In 2017, the two locations successfully adopted more than 30 animals during the national event.

A real-time pet “Adoption Tracker” – posted on CleartheShelters.com – will record the total number of pets adopted across the nation. Since 2015, NBC and Telemundo owned stations’ nationwide Clear the Shelters campaign has resulted in more than 150,000 pet adoptions. The campaign is sponsored nationally

by Cat’s Pride and Hill’s Pet Nutrition.
