A

s the one-year anniversary of Hurricane Irma approaches, so does a major chunk of federal funding for the Florida

Keys.

The money has flowed from the U.S. Department of Housing and Urban Development (HUD) and through the Florida Department of Economic Opportunity’s (DEO) Community Development Block Grant-Disaster Recovery (CDBG-DR) program.

“We allocated a minimum of $90 million to go to Monroe County,” said Tiffany Vause, director of communications for the state DEO. “There could

potentially be more, but at least $90 million is on the way.”

She recently met with officials in Key Largo, Islamorada, Marathon and Key West to talk about the money and other issues.

The $90 million encompasses three different groups in need: businesses, homeowners, and local municipalities.

When the grant website launches in the coming months, there will be three options to apply for the grants, which do not require a match.

Depending on the eligibility of the applicant, money will be granted from different programs.

Aside from the business and government grants, these are some of the housing programs: HOUSING REPAIR PROGRAM Designated for low- and moderate-income families, the money will be used to rehab or replace single-family and rental homes affected by Irma. The state will work with a pool of qualified contractors assigned to repair, reconstruct or replace damaged properties.

Applicants will be assigned a contractor and will be required to enter into agreements with the state setting forth the terms and conditions of the program.

WORKFORCE AFFORDABLE RENTAL NEW CONSTRUCTION PROGRAM

The program will help address the shortage of housing. DEO will work with the Florida Housing Finance Corporation (FHFC) to leverage CDBGDR funds with low-income housing tax credits with or without tax-exempt bond financing for larger multi-family developments as well as use standalone CDBG-DR funds as zero-interest loans to create smaller, multi-family developments. Funds will be awarded through a competitive process to qualified developers.

LAND ACQUISITION FOR AFFORDABLE WORKFORCE HOUSING DEO will manage a program that will provide funding to purchase land for the development of affordable housing. This program will target areas of the state where scarcity of land increases the cost and makes it difficult to develop properties that can be rented at an affordable rate for the community’s workforce.

The Voluntary Home Buyout Program is a state-managed buyout program that leverages FEMA Hazard Mitigation Grant Program (HMGP) funding, where possible.

obster mini-season, the two day event that lures thousands of boaters and divers into Keys’ waters, has finally come to an end. Some say the event adds a needed boost to the economy, while others argue the stimulus is limited and mini-season has detrimental affects on our reefs and waters.

But who doesn’t love a tradition on the water paired with six lobsters per day?

Either way, bobbing for bugs is not going to end, but we asked locals…

How would you improve lobster mini-season?

Neil Mellies, who is working on a documentary about mini-season, said there should be a 2-per-person bag limit for anyone traveling outside their own zip code. “You can’t get rid of mini-season; they will just come down the whole week when season opens, which would be way worse,” he said. “At the end of the day, these people come into our town to rape and pillage; they don’t spend any money and leave with all our money that we should be making when season opens.”

Diver and member of the Lower Keys Scientific Diver group, Kara Norman, 12, says she’d restrict the mini-season to locals only. “Locals are much more concerned about their environment and I know most people will respect it,” she said. “Tourists would still be allowed to the normal season, but they often have less respect for a place that they don’t live in or are constantly a part of.”

Mark Songer has a simple solution, “Have them buy six tags per person per day in Florida City so they know the limit,” he said.

Duval Street store owner Juan Pisani of the Peace Store said he sees no economic boost from mini-season. “Zip, zero, zilch,” adding that Hurricane Irma has left a hardship for many small business owners.

“And, I don’t even like lobster.”

Dolly Garlo suggests a lottery system for a limited number of licenses to match even and odd birthday years with even and odd season years. “And, only for those who have never had a fisheries violation or a boating or motor vehicle DUI,” she said.

SEVEN CANDIDATES BID FOR KEY WEST’S TOP SPOT The last time Key West voted in a new mayor was 2009. Since then, Craig Cates has firmly held the position of Key West Mayor with three additional successful reelection bids. But on Aug. 28, Key West will take a step closer, if not the final step, towards naming the city’s newest chief. What was once a field of 17 candidates, has now “dwindled down” to seven men and women — all making their cases on why they are best suited to lead the Southernmost City in the U.S. Should one of these seven receive 50 percent (plus one) of the vote, he or she will be the next Key West mayor. Otherwise, two of these seven candidates will move into a final runoff.

Before any of that happens, we suggest you read about all seven of the men and women here…and we thank them for taking the time to chat with the Weekly and for their willingness to serve our community. Don’t forget to vote!

BILL FOLEY

With a bachelor’s degree in financial management, and a minor in accounting, from Clemson University, Bill Foley is an agent supervisor at Key West Express. Unmarried, Foley has lived in the Keys for more than five years, and vacationed here for 18 years. His top three issues are affordable housing, traffic and fiscal responsibility.

3. Only one? Studies have shown that there is no magic bullet to discourage people from driving, but The Duval Loop is a good start (and even better if we can stretch the route out to Stock Island). Giving our all-important workforce the option of not driving to work should lessen Old Town traffic and open up parking spaces.

4. Key West is capable of many great things, but I don’t think that running an entertainment venue should be one of them.

If a reputable professional group can come up with an acceptable contract (one that does not include city funding), then we should let them utilize their expertise.

1. I see no reason why these properties should operate outside of our existing rules for rentals … transient licenses specifically. The one wrinkle that we face, that most other cities don’t, is the use of boats as rental properties. If these operations are following Key West laws and harbor rules while in our waters, and anchoring over 3 miles out; then they are currently in compliance. I would not be against fine tuning those harbor rules.

Whether on land or sea, I’m pretty sure that we could find some kids willing and able to locate the illegal rentals (for a cut of the fines).

5. The important thing will be to not have blinders on. There are many great employees here, but I am not willing to just give a job to the next person in line. We will need to look everywhere for quality personnel … hardworking people that are trustworthy and that embrace what Key West stands for.

2. If those are my only two options, I will go with workforce housing. However, I strongly believe that a project like The Porches on Trumbo can be done quicker and with a minimal impact on traffic. In a perfect world, I would like to see the homeless shelter moved to Marathon. Land is more readily available (and cheaper) and residents would be closer to the mainland for medical or storm evacuation. continued on the next page

GEORGE BELLENGER

CARIE NODA

Having studied alcohol and addiction treatment, psychology, not-for-profit management, French, education and public policy at various schools around the world including the Sorbonne and Harvard, Carie Noda returned home. She has worked for Monroe County Housing Authority, as an addictions family therapist, domestic violence counselor and is bilingual, with training in five languages. Noda’s top three issues are keeping the ocean and shores clean, security at schools, and housing.

• Campaign website: n/a 1. The greatest issue Key West is currently trying to address is the shortage of monthly local rentals.

Unfortunately, due to lack of past city commissioner foresight Key West allowed a very large overage of conch homes sold in the past twenty years to be renovated and flipped into daily tourist attractive rentals. Thus our need for workforce housing. It is incredible that no one on our city counsel ever identified this in time. Now we have the same people already proven to not be effective as commission leaders attempting to spearhead the entire city as mayor.

2. Just because we identify an empty building does not mean we have the best use at hand at that moment. I personally would want for it to continue to be used under county guidelines preferably as housing.

3. As a Conch who actually learned how to drive on Key West High School property, I am proud to say “I can parallel park a 1970’s family car on Duval Street,” that said, we know Conchs love to drive up and down Duval Street, it’s a passage of rights. We do need well placed parking lots that make the city money and gets visitors to park their cars away from central areas.

By the way, well-traveled, savvy tourists would not be overwhelmed by this expectation.

4. I don’t believe that we have an abundance of amphitheater management resumes filed away anywhere. I think we will probably end up with a theater manager monitored by the city.

5. Any hiring of executive managers should be done by contacting agencies specializing in highest level international resort city manager listings.

With his wife of 19 years, George Bellenger owns and operates Key West Eco-Tours which employs 20 in Key West.

He is a graduate of Wilmington Friends School, a Quaker prep academy in Delaware, and has a 100-ton captain’s license. He has been a resident of the Keys for 35 years.

His son, George, attends Key West High School. Bellenger’s top three issues are workforce housing, road/ sidewalk repair and safety, and locals’ quality of life.

Housing for locals is at a critical point which demands actions on many fronts especially eliminating short term rentals from eating away yearly rentals that could accommodate worker housing. Currently, the number one factor in Monroe County suicides is anxiety of yearly renters. It’s not just the lack of workers for essential personal (teachers, police officers etc.) that makes this issue critical moving forward.

2. Workforce housing. In March the citizens of Key West passed a height variation in order to accommodate 104 units of workforce housing on this and adjacent sites. Let’s move forward in completing this project. The homeless shelter will most likely be moved to Bay Shore Manor with the current residents moving to the new Poinciana Gardens with their rent subsidized as to not place an unfair burden on them.

3. Build a parking garage on College Road at the transportation center with strong shuttle service to accommodate workers commuting, weekly vacationers and Stock Island residents.

4. This will be a topic of discussion today 7/30 at the advisory board meeting. All of the former management proposals call on the city subsidizing private contractors when what really needs to happen is for this facility to become a revenue source. Perhaps the city can rent the amphitheater to concert promoters for standalone events and otherwise manage the facility to help accommodate local groups to host fundraisers such as the Kinetic Parade and Mystic Krewe (disclaimer: I’m a member).

5. Drawing on my experience in hiring/promoting for my business I would give preference to someone local who understands the needs of the community and the difficulties associated with living in the Keys. To many times people move here for a job and quit a few weeks later. The men and women who work diligently for the city should be applauded and supported. Trust but verify, and if someone is abusing their position then grounds for termination should proceed.

We deserve a fair and open city government for all citizens.

MARGARET ROMERO

With a degree in mathematics, and consulting certifications and training in strategy and organizational management, Margaret Romero retired from IBM as an executive consultant and returned to her hometown of Key West. She is the current Key West Commissioner representing District 5 and is single.

Romero’s top three issues are Financial Responsibility, Accountability, Transparency.

• Campaign website: www.margaretromero.org 1. Making changes, under current State law, nullifies existing regulations/ control. Suggestions: ALL transient and short term rentals, including rooms, should Require licenses; Differentiate between transient and short term; Require commercial insurance proof; Compel smoke and carbon monoxide detectors, and yearly fire inspections; Mandate owner / manager live in Key West with name, address, phone number in City records, immediately available to first responders, and public and posted with license in unit; Fee based on property type / zone (example, highest fee for transient rental in single family neighborhood); and Non-compliance fees doubled each occurrence.

2. Depends upon what options are on the table for both, the pros and cons unemotionally compared, decisions based on factual data. It IS possible the Easter Seals location be used for neither of the two options – but for something else practical and cost effective. Workforce housing often indicates children, would it really be best to have children living along College Road? Other options are available for both.

There is a lot of rhetoric and emotion flying — but what is the REAL story and for how much are the taxpayers on the hook?

3. Build a parking garage near the Simonton St. fire station; central to downtown businesses and attractions, quickly accessible to the free Duval Loop - enhancing mobility from Front to United, and points near Whitehead and Simonton. And increase number of off-street parking spaces; generates revenue, takes cars off the street that travel round and round looking for a place to park.

4. A combination of the two — with precisely defined governance rubrics — governance meaning the agreed to and clearly stated guidelines, practices, processes, procedures, analysis and evaluations by which two or more parties make decisions and ultimately implement those decisions for a shared relationship or responsibility. The City cannot just relinquish total control because the amphitheater is a portion of the entire park area with ramifications and spill-over effects on the rest of the park as well as surrounding neighbors — be they businesses, residents, or government entities.

5. Elected officials only chose / evaluate three positions – City Manager, Attorney, and Clerk.

Suggested process for selection of City Manager: Define responsibilities /duties; Articulate qualities, values, traits, and experience desired; Determine evaluation criteria and how assessed. I would look for: Integrity, trustworthiness, ethics; Complex problem solving, critical thinking skills; Proficiency/ experience addressing Operational budget/financial issues, Organizational staff management /concerns, Community development / planning, Historic preservation.

Also Good listening/communication skills; Visionary, yet practical and strong work ethic; Accessibility, community involvement; and Appreciation of city’s history and diverse communities

RANDY BECKER

Randolph “Randy” Becker came to Key West in 2007 to become minister at the Unitarian Universalist congregation. He retired after a 47-year career as a minister. He and his wife, Elissa, have been married for 26 years and they have four daughters and four grandchildren. He has served on numerous government and community boards and previously ran for Key West mayor in 2016. Becker’s top three issues are affordable housing, Support for seniors, and Economic diversity.

1. Any properties listed on such sites or rented must be consistent with the provisions of our transient licensing. There should be vigorous enforcement of transient licensing.

Transient licenses no longer being used by an owner should return into the possession of the city.

2. I would favor using the “Easter Seals” property as the site for a new homeless shelter – a 24-hour facility which could provide both shelter and supportive services to help people move to self-sufficiency and into their own housing. This should be coupled with a program to help the working poor beyond the first-last-security barrier.

3. Improving our public transit options, making driving a car (especially by tourists) unnecessary. More frequent and regular bus service, safer

bicycle lanes, and availability of car-sharing (e.g., Zip-Car) would help to reduce both traffic and parking congestion.

4. Management of such a facility — with the complex issues of scheduling, contracts, industry contacts, and support services — is best handled by a local professional group provided that all costs for such management are derived from the operation of the amphitheater. The city should have a net income after all direct and incidental expenses of the amphitheater and its events.

5. We should be looking for individuals, both nationally and locally, who have the necessary professional education, certification, and experience.

The selection process should include an independent search committee which would solicit and screen candidates, making a single recommendation to the city commission. Special attention should be paid to appropriate experience either in Key West or other communities with similar issues, needs, and advantages. The search committee should make a thorough background check of any candidate before recommendation, including visiting their current place of employment to gain a sense of the quality of their performance.

SLOAN BASHINSKY

With a bachelor’s in economics from Vanderbilt University, and a law degree from University of Alabama, Sloan Bashinsky is also known as a perennial candidate in Key West, having run for office many times. His career encompasses both marketing and advertising, as well as general law and tax law. He is unmarried, with two daughters and four grandchildren.

Bashinsky has lived in the Keys since 1956 and has said his top three issues are the environment, cost of living, and fewer people.

1. How do you legally stop people from buying houses and condos as investments to rent? Thirty-day rentals are allowed here. Transient rental ordinance violators, landlords and tenants, should be jailed and landlords fined the max and no negotiating down the fine.

3. Absent a Category 5 hurricane T-bones Key West and reduces the population and motor traffic, more Key West residents could get out of their motor vehicles and walk, ride bicycles, skateboards, rollerblades and city buses.

4. The Key West Citizen reported today, July 30, that city staff got no decent bids from professional managers to operate the management, so city staff will operate the amphitheater for now. What professional would want to take that financial risk, when amphitheater events this year were financial disasters for the promoters and the city?

5. Far more important is selecting visionary mayor and city commissioners. Right now, there is one: Commissioner Sam Kaufman. I think Jim Scholl has been the best city manager since 2000. I would try to entice him to stick around a while longer. Otherwise, it will be ... am ordeal process, I think.

TERI JOHNSTON

As the co-owner of Affiliated Design & Construction Managers LLC, Teri Johnston has spent the past 20 years active not only in the residential renovations and historic restorations business, but also a member of the Key West community at large. She served on the Key West City Commission from 2007-2015. She is married to Dar Castillo and has two daughters and four grandchildren. Johnston’s top three issues are Livable Key West, vibrant economy, and environmental stewardship.

• Campaign website: teriformayor.com 1. KW has a housing shortage estimated at 3,000 units. We receive 91 Building allocations per year until 2023. To impact our housing shortfall and house our KW key personnel we are going to have to change the current use of some existing units. Yes, many cities have eliminated/restricted Airbnb or VRBO rentals. I am closely watching the success of those initiatives. We can incorporate the successful initiatives that other tourist destinations have enacted while steering clear of failed initiatives. We can also partner with Monroe County who has buildable lots. KW has building permits but few buildable lots.

2. More consideration was required for both to happen.

There is no doubt that adding 104 low and very low income housing units at Easter Seals/ Mosquito Control property will

ease our 3,000 unit housing shortage however the second half of that decision needed to be a new location for KOTS. Many will remember that the decision to relocate KOTS to the Easter Seals property was a 3 year debate with extensive Community involvement, zoning modifications and a great deal of work by staff. We are now under a 1 year deadline from the County and we are virtually starting over.

3. Create a “Duval Loop” service for our essential workers with a reasonable schedule and popular stops to get our employees to work without a vehicle or parking requirements.

4. I do not believe that we have anyone in City employee with the skill set to efficiently manage our amphitheater.

This specialty should be subcontracted out to a professional group contractually with reasonable guarantees and protections for the City and our citizens.

5. Just like any other successful Community, we need to hire the brightest, most successful candidate with the skill set to manage our diverse Community and be responsive to the needs of our current residents.

Any and all internal qualified candidates should be given the same consideration as those candidates identified through a nationwide search. Key West is a unique, international destination that will require a strong, experienced City Manager.

CHARLES “CHUCK” LICIS WORKS TIRELESSLY FOR TAKE STOCK

huck Licis has a passion for learning, all things French, and helping children. As program coordinator for Take Stock in Children, a college and career readiness program for deserving students who meet income and academic eligibility requirements, he oversees the program which helps students receive postsecondary education.

In addition to Take Stock and the Monroe County Education Foundation, which is the lead funding agency for Take Stock, he is a Leadership Monroe Class XXV graduate (the most extraordinary class) and serves on that board. He is vice president of the Key West Business Guild, president of the Sugarloaf Shores Property Owners Association, and has served on committees for the Community Foundation of the Florida Keys and the Key West Chamber of Commerce. “In many ways, nonprofits are the backbone of the Florida Keys, filling in the gaps and providing needed services to a diverse population,” he said.

In May, he received the Florida College Access Network Community Resilience Unsung Hero award as a result of the efforts of the Monroe County Education Foundation providing much-needed monetary assistance to school district employees and families affected by Hurricane Irma.

Licis was born and raised in St. Louis, Missouri. After high school, he began in accounting but found his passion learning and teaching French (he spent this past summer in France with students). Seven years ago, he and his partner Wayne Masson decided to make Sugarloaf Key their permanent home.

“It’s a rather long and complicated story, probably similar to many others, but the short version is it was time to leave the cold, grey winters of St. Louis and make a new home in the beautiful Florida Keys,” he said.

What was your first thought this morning? “Is it Saturday?”

If you won the lottery, what’s the first thing you do/buy?

Start a foundation to help those in need in our communities.

Nickname? Other than Chuck, I’ve also been called Captain Crabmore when driving my boat.

How did you get involved with Take Stock in Children?

During an event for Keys Center Academy, I was introduced to a few Monroe County Education Foundation board members, and they invited me to a Take Stock event at FKCC. After meeting the students and mentors, I was eager to apply to be a part of the Take Stock team.

What’s the easiest way to recruit someone as a mentor?

Many of our new mentors learn about the program from our current mentors, our strongest advocates. We also encourage people to attend our TSIC events and gatherings to meet and talk with our students, mentors, and college success coaches. We like to maintain a reserve of mentors and will need 50 or more new mentors for incoming students this fall!

What’s one of the greatest success stories from the program? Among the 675 TSIC graduates, we have many success stories. Three examples that come quickly to mind are Dr. Michael Brooks, a 2003 Key West High School graduate who earned his Doctorate of Dental Surgery degree and now provides dental care to children and families in need at North Point Health and Wellness Center in Minneapolis, Minnesota; Dr. Christina Belotti, 2001 Marathon High School graduate and teacher who recently earned her PhD in Education; and Nency Quezada, Coral Shores 2013 graduate, who earned her AA from Miami Dade, her BS from FIU and is now opening her own business in Key Largo.

Being a Lower Keys resident, how is your Hurricane Irma aftermath coming along? We were very fortunate having suffered only minor damage to our home. We continue to support and help our Sugarloaf Shores community and those who were not as fortunate, which is an ongoing, longterm process.

CFFK GETS NEW BOARD MEMBERS

hile the name Richard Fitzpatrick might not sound familiar, it is a name associated with significant change in the Florida Keys. To say his work was farreaching would not be hyperbolic.

Fitzpatrick was born circa 1792 in Columbia, S.C. He is thought to have arrived in Key West around 1822 and was reportedly authorized as a wrecking auctioneer.

Fitzpatrick also invested heavily in land. By 1835 he had purchased about four square miles surrounding the Miami River and one square mile surrounding the New River. He purchased the roughly 3,300 acres for 81 cents per acre.

Fitzpatrick also entered into the territorial political scene, serving as both a justice of the peace and as a powerful member of the Territorial Legislative Council. In 1836, Fitzpatrick not only represented Monroe County at the legislative session, but also served as president of the legislative council.

It was during this session that Fitzpatrick presented a petition signed by residents of Key Vaca, Indian Key, and Cape Florida, requesting the creation of a new county.

The first signature on the petition was Indian Key’s notorious wrecker Jacob Housman – the petition had likely been Housman’s idea. When the petition was first drafted, the proposed name for the newly created county was to be Pinckney County.

The petition was unanimously passed Jan. 28, 1836, but the name was changed to Dade County in honor of Major Francis L. Dade. Dade and his Company B had departed Key West aboard a military transport on Dec. 21, 1835.

The company arrived at Tampa Bay’s Fort Brooke and two days later a regiment of more than 100 men began their march to Fort King near present-day Ocala. The column was attacked on Dec. 28.

Three men survived what history remembers as the Dade Massacre.

Fort Dallas was created on Fitzpatrick’s Miami River property.

Fitzpatrick designated the county seat of the newly created Dade County at Indian Key. The Legislative Council appointed three justices of the peace: William Cooley, whose family had been killed by Seminole Indians just weeks prior on Jan. 6; Lemuel Otis, recognized today as Monroe County’s first sheriff; and the former mayor of Key West, William Whitehead, who had since moved to Key Vaca. Dade County’s principal communities were at Key Vaca, Indian Key, and Cape Florida. Key West’s Fitzpatrick Street is named for Richard Fitzpatrick.

he Community Foundation of the Florida Keys (CFFK) has two new members of its Board of Governors. Mary Barley, of Islamorada, and John DeWald, of Key West, have joined the board for a three-year term.

“These two community leaders bring incredible local business and community expertise to our board,” said Ron Burd, CFFK board chair. “They will be a great help in our efforts to strengthen nonprofit organizations and work with our donor partners throughout the Keys.”

Barley is a major supporter of wildlife and environmental issues. She serves on numerous boards and councils, including chair of The Everglades Trust, and member of the History and Discovery Center, the Upper Keys Foundation, the Everglades Foundation, World Wildlife Fund Marine Leadership Committee, and National Parks Conservation Association, and many others.

A long-time resident of Islamorada, Barley has received numerous awards and accolades for her work, including profiles in national magazines and newspapers, and was named a “Hero of the Planet” by TIME magazine.

DeWald is a retired senior executive, having worked for more than 40 years in the broadcast entertainment industry, most recently as a senior executive of program operations for NBCComcast. His responsibilities included overseeing administrative, financial, managerial and logistical operations for the television network as well as NBC News and Sports. He has served on a number of community boards, including The Clockwork Theatre Company in New York, and is treasurer of 35 Sutton Owner’s Corporation. He also has been a volunteer educational mentor for the Take Stock in Children program in Monroe County.

The Community Foundation and its funding partners have granted more than $26 million to the community since 1996, helping residents from Key West to Key Largo through grants to local nonprofit partners, scholarships and program services. eams of bartenders, customers, servers and supporters from local establishments will compete in an alcohol-fueled obstacle course in Schooner Wharf Bar’s 25th annual Battle of the Bars on Sunday, Aug. 5.

And the hijinks — including costumes and bribes for bragging rights — will help local charities.

All money raised at this year’s Battle of the Bars will benefit the Southernmost Boys & Girls Club, which provides affordable child care for Key West’s hard-working families, and the Sister Season Fund, which provides financial assistance to the local service industry.

Since its start in 1994, Battle of the Bars has raised $338,954 for local charities, with last year’s Battle raising $19,202.

“The Boys and Girls Club is extremely grateful to be part of this wonderful day of giving,” said Dan Dombroski, executive director of the Boys and Girls Club.

“All of the proceeds raised and donated to our organization will be put right back into our Key West community,” said Julie Hanson, president of Sister Season Fund, “for residents working in the hospitality industry.”

Registration starts at 11 a.m. at Schooner Wharf. Opening ceremonies are held at 1 p.m.

The battle features teams of seven (three of whom must work at the competing establishment) in a relay race against the clock and each other.

Team members must mix a

margarita, maneuver around obstacles and serve it to a teammate who tackles the next task in the relay that requires racers to finish a drink, sort recyclables, tap a keg, pour seven draft beers, and carry them on a tray across a balance beam to their waiting teammates. All members must finish the beer and turn the empty cup upside down on their heads.

The fastest and most accurate teams advance to the next round.

But slower teams can pay their way into the next round by bribing the judges.

The top three teams take home trophies. Prizes are also awarded for Deepest Pockets for the team that’s most generous in its bribery and also for Most Outrageous Team Costume.

omedy Key West presents professional stand-up comedians Joey Medina and Kyle Grooms at the BottleCap.

Medina will perform on Thursday and Friday, Aug. 2 and 3. A Puerto Rican from the Bronx, he is a veteran of more than 50 television appearances including his own Showtime comedy special. He also hosted a morning radio show in Los Angeles.

Recently, he toured alongside Russell Peters in New Zealand and Australia. He also starred in Paramount Picture’s “The Original Latin Kings of Comedy,” with Cheech Marin, Paul Rodriguez, George Lopez and Alex Reymundo. LIFE ON THE FARM: At the jail, inmates and animals working together

W

hile South Florida is known for its picturesque beaches and year-round warm weather, the Sunshine State also has one of the highest rates of incarceration in the country. A 2016 study conducted by the Florida Policy Institute found that 960 people per 100,000 residents in Florida are incarcerated, a ratio second in the nation and creating “tremendous social and economic costs.” Though Monroe County’s population is relatively small, our incarceration rate is one of the highest at about 7 percent.

Still, the Florida Department of Corrections reports a drop in recidivism in recent years – fewer offenders are returning to jail. While the report isolates factors like income and education level, it does not consider another variable: animal therapy. The Monroe County Sheriff’s Office Animal Farm is an example of how working with animals can help inmates’ mental and physical health and, potentially, their likelihood to return to jail.

Animal Farm Supervisor “Farmer Jeanne” Selander tells the origin story: “Basically, the animal farm started completely by accident. … Back in ’94 when the jail was first constructed, there were ducks crossing, and a lot of the ducks were getting

killed. A deputy got inmates together, and they rounded up the ducks, and they set up a little picnic area.”

“Then, the rumors started going out, via the coconut telegraph, that we were taking animals,” says Selander.

Florida has more than 150 animal shelters — often they struggle with adequate staffing — housing nearly half a million homeless pets. Thus, the Monroe County Jail may have stumbled upon an ideal formula: pairing inmates and homeless animals.

“It’s actually a licensed zoo by the USDA,” says Dr. Doug Mader, the farm’s official veterinarian for 22 years, now retired. “Any time you have a mammal on display, you have to have a USDA license. That’s where the problem started.”

“Sheriff (Rick) Roth loved animals,” says Mader. “And he got away with having birds, but then he got a horse.” Angel the blind horse was the unwitting forbearer of the farm’s legitimacy. “The USDA got wind of it, and they said, ‘If you are going to have animals on display, you need to get a license.’ And they needed a veterinarian.”

Enter Mader, a triple-board certified veterinarian who started his career as an equine vet. “Back then, it was kind of a mess,” he laughs. He describes a time of relative chaos, in

which his prescribed treatments were not consistently followed by the rotating cast of officers and inmates.

“I told Sheriff Roth: ‘I’m sorry, I can’t do this.’ And he said, ‘We’ll do whatever it takes. I promise you, whatever you say will get done.’” And then, something changed: the farm started to function better for both humans and animals.

“The horse that had been sick for seven months got better, and the birds gained weight and started growing back their feathers. I think they finally started to believe in me.”

Another big change came when Selander started in 2006.

She says: “Sheriff Roth owned the farm, and he had faith in me.” The farm then accommodated about 20 animals. “We currently have about 150, and that includes every duck and parakeet. And we have 35 to 40 different species.” Indeed, a variety of animals roam the farm: peacocks, llamas, alligators, and famously, Mo the sloth. The prior Sunday, Selander had nearly 300 visitors to the farm and four inmates working alongside her.

The inmates on Selander’s team care for the animals “up to seven days a week.” She says: “It never was intended to be a jail-slash-petting zoo, and it was never intended to be an inmate program. I

borrowed inmates from the landscaper until they finally assigned a farm crew.” There is a meticulous vetting process: reviewing their files, charges, and compatibility with animals.

“It’s hard work, but the farm job is one of the most popular. … They usually stay until their release date.”

She immediately began to see the benefits for inmates.

“There was a particular inmate named Mike, and he never smiled.” Mike worked with a blind horse named Ghost, who needed special care. Selander says, “To see a big burly tattooed guy whispering to a blind horse — it’s touching. I have a picture of him brushing Ghost, and he’s smiling.” Their case is emblematic of many others. “It’s really interesting when you see the love that forms, and the bond that forms when the animals are handicapped, and (the inmates) have to accommodate that.”

The job has considerable challenges. Mader describes grief after the loss of animals.

He has successfully treated “birds with broken wings and monkeys with cancer and alpacas with weird skin diseases.” Yet “the ones that keep you awake at night are the ones you lose.” And turnover is high. Selander has had more than 1,000 inmates work under

her supervision. Inmates at the jail are serving time for less than a year, so each works as long as he can before being released or sentenced to prison on the mainland. New faces and training are constant, she said.

“They help me with everything from feeding, watering, cleaning, to vet visits, farrier visits, or the equine dentist visits.” Selander describes the work as transformative, and former inmates echo those sentiments.

“There are people that see me on the street and come up and thank me for letting them work on the farm. … Some bring their families back on open house day, and who wants to go back to jail? But they are proud of what they did here.”

While the Sheriff’s Office Animal Farm may be the only facility of its kind, animal therapy is growing. There are about 300 canine training programs in United States correctional facilities. A study published in the journal Federal Probation found that inmates reported improvements in areas like self esteem, parenting skills and social skills as a result of bonding in inmatecanine prison programs. At Pace University, researchers in the Criminal Justice Department developed a program using animal-assisted therapy to teach incarcerated mothers stronger parenting skills. Perhaps most promisingly, The Prison Journal published a study finding that

animal therapy programs had a “significant” impact on reducing recidivism, “suggesting that dog-training programs have a desirable effect on offenders.”

Mader and Selander bear witness to the benefits of the program for humans and animals alike. Mader says: “My mantra is that every morning I wake up, my goal is to promote and prolong the human-animal bond. And I get these trusties, and they develop a relationship and respect for another living creature, and that animal depends on them. It’s a win-win.”

Selander is adamant about spreading the practices from the animal farm to other correctional facilities. “So many people could be benefitting from this kind of animal therapy,” she says. She’s done interviews for media outlets like PBS in recent years, in hopes that this local success might be replicated. She says: “It teaches them responsibility, and it gives them love, because animals love unconditionally. If we could only learn half the lessons animals know, the world would be a better place.”

The Monroe County Sheriff’s Office Animal Farm is open to visitors from 1 to 3 p.m. the first and last Sunday of every month.

No, because there is more to see and do, and I think it is just wrong to ignore the rest of the world.

This week, A Day’s Drive takes place in beautiful Key Largo. Although Key Largo is best known for its superb diving and amazing sunsets, this little slice of paradise has a lot more to offer.

Like any vacation or “staycation,” the key to “The Keys” is exploring new things and sharing in local favorites.

BREAKFAST Starting off your day with a well-balanced breakfast is important, and Mrs. Mac’s Kitchen, located at MM 99, is it.

From 7 to 11 a.m. Monday through Saturday, Mrs. Mac’s offers an assortment of gourmet fluffy omelets, house specialties like Mrs. Mac’s Famous Mornwich, Texas style French toast or my favorite, Eggs Benedict, in addition to a wide variety of options to satisfy any appetite. Mrs. Mac’s also offers an amazing lunch (served MondaySaturday 11 a.m. to 5 p.m.) and dinner (Monday-Saturday, 5 to 9:30 p.m.) menu. Don’t forget to save room for a piece of their world-famous Key Lime pie as once featured in an issue of “Cosmopolitan” (whole pie also available to go). There’s also a second location, Mrs. Mac’s II, located less than a mile south.

SHOPPING After you fill up on a hearty breakfast, it’s time to “shop ’til you drop,” as they say.

Key Largo is home to many fun places to shop, but on this day, it was Largo Cargo located at MM 103 oceanside that captured my interest. I stopped by to find a few fun gifts for my niece and nephew and found myself pleasantly surprised by the great items they have available: unique T-shirts, colorful beachwear, adorned picture frames, elegant jewelry, Florida Keys souvenirs, the list goes on. The moment I walked though the door, I was greeted by a very friendly and helpful person who guided me in the right direction, making it an enjoyable experience. In addition to clothing, beach items and home goods, Cargo Largo has a section filled with sweet treats like Key Lime pie, Key Lime chocolate bars and one of their best sellers, Key Lime cookies. My sweet tooth will get me every time.

f the 77 instructional vacancies in the Monroe County School District, there are still about 18 to fill before school begins on Aug. 15 — most of them concentrated in the Middle Keys and at Horace O’Bryant School in Key West.

There are fewer instructional vacancies this year than in years past.

So the suggestions that Hurricane Irma emptied Keys schools of teachers and students is more myth than math.

According to data provided by the district, there were about 120 teacher positions turning over going into the 2015-2016 school year, 98 in the 2016-2017 school year, and 100 in the 2017-2018 school year — just a month before Hurricane Irma hit. Of the 77 teacher vacancies reported going into this year, all but 18 have been filled.

Yet, school officials caution, the situation is still uncertain.

District Human Resources Director Ramon Dawkins said retention efforts have met with success, but when drilling down the numbers by geographic location, high turnover rates in the Middle Keys and Key West reflect the housing issues exacerbated by Hurricane Irma.

“The raw numbers are not that different from past years, but the future looks a little different over the next several weeks,” said Superintendent Mark Porter. He said applications are beginning to slow. “The principals’ applicant pool looks a little different and not as robust.”

Many in the Keys have been watching student and staffing levels at schools as a possible indicator of population loss. The school district is the second largest employer — with about 1,100 employees — second only to the U.S. military’s presence in the Keys.

As to how many students will be “missing” on Aug. 15, it’s anybody’s guess.

“We really rely on (individual schools) to be the underground network,” Porter said. “No one has come to us with fears about losing students.”

IN OTHER NEWS: • The school district took its first look at the budget on July 24. Hearings will be held at Marathon High School on Wednesday, Aug. 8, and at Coral Shores High School on Tuesday, Sept.

11. The district is proposing a tax of 3.37 mills. A non-homesteaded home valued at $500,000 would pay about $1,600 in school taxes — or about $42.28 more than last year. The increase, the district said, is to cover the additional state-mandated safety and security measures.

• The earliest the school district could break ground on housing planned for Sugarloaf is June 2019, due to delays in changing land-use designations. On July 31, board members and district administrators listened to proposals from several community members interested in seeing workforce housing available at the Administration Annex on Trumbo Road.
