ublic speakers came out in droves Wednesday to tell county commissioners they want a referendum in the Middle Keys’ new hospital taxing district, but they will not get it.

The board voted last month to move ahead with creating the 23-mile taxing district at 0.5 mills or less for a maximum of 10 years without a public referendum. Again, Wednesday, the board approved the taxing district unanimously.

It will cover properties between MMs 40 and 63, including Duck Key and Key Colony Beach, and will be reviewed each year by the BOCC. “Because you had a 5-0 vote they are beginning to design a hospital like we talked about. The plans are being started,” Jay Hershoff, chairman of the Mariners and Fishermen’s Hospital Foundations, told commissioners.

There were two other options for commissioners to choose from in June.

One was to put a referendum for the taxing district on the August primary election ballot, the proceeds of the tax then going to brick-and-mortar construction and the taxing district being in place for 10 years. The other was a bond referendum. Commissioners went with the option that did not require a referendum.

On a non-homesteaded property assessed at $500,000, the new hospital tax would mean a tax increase of about $250 a year.

“Delay is just not an acceptable factor for me,” said Mayor David Rice, echoing many of the speakers who said Marathon urgently needs a hospital built.

Baptist Health South Florida bought the hospital at MM 49 oceanside a year ago; it was destroyed by Hurricane Irma.

More than half of the roughly 30 public speakers Wednesday supported the taxing district. Most of the questions from opponents revolved around how much money Baptist already has in its coffers and whether the tax-

ing district is necessary. “We want a referendum,” was repeated again and again.

The tax will be collected on the bills that come out next fall and the money raised by the tax must be used for indigent charity care.

In the meantime, a hard-sided inpatient temporary hospital will open any day now, and it came at a cost of $5 million.

Baptist managers have tasked the foundation with raising $15 million locally of the $40 million it will cost to build the hospital.

So far, $5.4 million has been raised, Leonard said Tuesday.

“By the end of the year, we expect

to have $10 million raised,” said Mike Leonard, chairman of the Baptist Fishermen’s Foundation.

Hospital staff reports Fishermen’s has been losing about $33,000 a day, or $1 million a month, since Baptist bought the hospital. That’s on top of the $24 million in debt it incurred in buying the hospital.

“This is the process of basically setting up the bucket into which the tax dollars would be collected,” said Cynthia Hall, assistant county attorney. “The next step is for the county to negotiate an agreement with Fishermen’s that says specifically you’re only eligible for the money if you do certain things.”

Meet Sue Woltanski, the newest Monroe County School Board member SARA MATTHIS sara@keysweekly.com

W

hen Ron Martin announced his retirement, Sue Woltanski, a Tavernier resident, threw her hat in the ring. She ran unopposed and was essentially elected to office when the qualifying period ended on June 22. Consequently, few Keys residents know her story.

It’s a good one.

She is a public school advocate, retired pediatrician and mother of two public school children in the Florida Keys. She has served as a charter school board member and on multiple committees in the Monroe County School District.

Woltanski received her undergraduate degree from University of California-Santa Barbara, a master’s in exercise physiology from UCDavis and her medical degree from the University of Michigan. And so while she doesn’t have a specific degree in education, she certainly has lots of it. And she comes from a family of educators and advocates stretching back for generations. Her father was the assistant superintendent of schools back in California, her maternal grandfather was a college professor, her paternal grandfather served on a school board and her paternal grandmother was a schoolteacher. Oh, and Woltanski’s husband — an emergency room doctor in Homestead — was raised by educators as well.

You were raised by educators; what was the dinner table conversation like? Oh, sports.

I’m one of four kids. We were all swimmers and my dad was a coach — hence the degrees in physiology. Both pharmacology and physiology is the study of the human body in action.

How did you come to the Keys?

My father-in-law was sick from a lung infection in the 1940s. When they had exhausted all of the modern medicine available, they left Detroit for warmer weather.

It was one of those winters when even Miami was cold, so they kept driving south to the Keys. They spent years vacationing here, and eventually they built a home. We have lived here full-time since 2008.

How did you come to love the Keys? (Laughing) Oh, I grew up envying the people on “Flipper” as probably everyone did in the ’60s. I remember telling someone I wanted to live in Florida when I was about 10 years old. In fact, when we moved to the Keys I wanted to install an old crank horn in the living room so I could tell guests that’s how I call my dolphin.

Do you have children? Yes, Allie, 15, is at Coral Shores High School and Zach, 12, is at Treasure Village Montessori.

Why run for office? I started attending school board meetings.

After one presentation in 2015, I got a call from retired school board member Ron Martin. He and his wife, Brenda, planted the seed that I should seek office. I see a real threat to public education because of some very bad legislation. There’s a way to protect the Keys, but only if the school board and school district recognize the threat.

Are you against charter schools? No, my son attends one. Charter schools are born out of a real community need or parents who prefer a certain style of education. What I’m against is the privatization of schools. What I’m against is a bill that went into affect on July 1, 2017, which allows out-of-state corporations to open charter schools in direct competition with low-scoring public schools, which mostly means poor schools. It’s really an out-of-state real estate business that we don’t own.

What are your thoughts on testing? The problem is that we use test scores in inappropriate ways — to decide whether a kid goes on to fourth grade, or to evaluate teachers. It has corrupted our whole system because the stakes are so high.

Our school grades are based on test scores and we have all these hoops the district and teachers must jump through. But at the end of the day, all we’ve done is teach kids to jump through hoops. For students with special needs … they don’t benefit from that instruction. And for very bright kids who could have passed that test with no instruction, they are also being neglected.

What difference can the leaders and community make at a local level? We need more programs like the Keys’ “Project 127” which studies the dropout level and takes steps to address it. And we need to listen to the needs and desires of the community with free after-school programs and internships. Then we need to reward the schools that have met our goals which will include school grades — but that doesn’t have to be 90 percent of the measure, it can be more like 25 percent.

What is the most frivolous line item in the Monroe County School District budget? I don’t know if it qualifies as “frivolous” but it really bothers me that we spend money on tablets and computer programs for preschoolers and kindergartners.

Young children do NOT need MORE screen time and learn best from human interaction.

Name the current, and last two, books you’ve read? I’m currently reading Jodi Picoult’s “Small Great Things.” Before that I read several travel books related to African safaris (hoping to go next summer) and “Girl on a Train.”

What is your nerdiest passion? I’m afraid all of my passions are nerdy. I love natural history museums.

If you could sit down to lunch with any person, dead or alive, who would you choose and why? Abraham Lincoln; maybe he could give me hope regarding our divided nation.

Which TV or movie character do you identify with? Linda Belcher from “Bob’s Burgers.”

Are you related to Mike Wozowski?

No, but my niece is a dead ringer for Boo. Finish these sentences …

My autobiography would be titled … “The Education of a Warrior.”

Two Upper Keys Habitat housing projects in the works

n its largest project to date, Habitat for Humanity of the Upper Keys is expecting to break ground on a 16-unit affordable housing project within the next three weeks.

The Windley Key complex at MM 84.7 oceanside is a pieshaped property that will feature two-bedroom, two-bathroom units at 1,100 square feet each. Half will be rented and half will be owned.

“It’s been a long time since we built any affordable housing in Islamorada,” said Habitat Director Jack Niedbalski. “So we’re going to get up to speed with 20 more units and it’ll be great for Islamorada. These are nice homes, well-built homes that look good in any neighborhood.”

Within the 20 units he mentioned are an additional four units set to go up at MM 89 bayside. The Key Heights/Esslinger Corner project will consist of two single-family homes and one duplex, all of which will be owned, not rented.

Niedbalski said he’s hopeful for an October groundbreaking.

“Quite often, affordable housing has a negative connotation to its design and style and that’s not the case with these,” he said.

The standard income limits for the Windley Key complex will be around $52,000 annually for a single person.

“We estimate those monthly costs to live or rent there will be somewhere between $1,300 to $1,400 a month, whether you’re renting or owning,” he said. “We are budgeting $4.2 million in construction costs for both projects.”

Since 1989, 31 homes have been built in the Upper Keys by Habitat, the most recent of which was completed in 2017 and included seven single-family homes in Key Largo.

The Habitat for Humanity of the Upper Keys model is based on getting the county Land Authority and Village of Islamorada to donate deed-restricted land, then Habitat raises the funds needed to build the projects.

Qualified families interested in buying a Habitat home end up with a 30-year, interest-free loan, Niedbalski said.

Also, 46 percent, or 14,500 of the 31,400 households in the Keys, are living at or below the necessary income threshold.

Islamorada shop hosting free cleanup dives

eeing swaths of debris scattered around reefs in the Upper Keys sparked something in Mike Goldberg.

He’s not only taken charge of a campaign to reduce the use of plastic bags, but he’s now leading a series of free dive trips to clean up the loose line, broken lobster traps and garbage strewn across the ocean floor during and after Hurricane Irma.

“We could go out every day for the next year and we still wouldn’t be done” cleaning, Goldberg said.

He owns Key Dives in Islamorada and said the reef being in poor shape affects business, but that’s not the main reason he wants to clean it up.

“I’m doing this because, simply, it’s what we should be doing, and I hire the type of people who have the same mindset,” he said.

So, starting Sunday, July 29 and on alternating Sundays through the rest of the summer, up to 18 divers are welcome to join Goldberg on his Newton dive boat. Participants must be open-water certified and must have made a dive within the last year.

“There are other people already reserved that are locals and paying customers and they’ll be involved with the cleanup as well,” he said.

People who reserve a spot but don’t show up will be charged $85 via credit card.

“Not because I want to make money, but because I want to discourage people from saying ‘I may go.’ That’s not how this works,” Goldberg said.

The dives are sanctioned by NOAA, the Florida Fish and Wildlife Conservation Commission and the National Marine Sanctuary Foundation, which is still seeking applications from Blue Star certified dive operators to find and remove marine debris from target areas. The program is called Clean Seas Florida Keys.

Marcus Reamer, communications director for the foundation, said so far it has supported DiveN2Life based on Big Torch Key, Key Dives, and Cristal Clear Charters in north Key Largo.

“The debris is all over,” Goldberg said. “I find rope, or line, certainly fishing line and fishing lures, anchors, chains and broken-up lobster traps, which are probably the largest percentage of the debris.”

Starting Sunday, July 29 and alternating Sundays after that, through the rest of the summer, Key Dives in Islamorada is looking for open-water certified divers to clean up garbage like this from the reef. Divers must have made a dive within the last year.

HOW MUCH DOES AIRBNB OWE THE KEYS? Local part of bed tax on vacation rentals goes uncollected t’s just like Uber: exploding in popularity in the last decade and making it easier for travelers to get where they’re going, or in this case, stay where they land.

It seems innocent enough. Find a room or house on a vacation rental website like Airbnb, VRBO, or HomeAway, pay, and stay.

According to Airbnb’s website, nearly 70,000 visitors to the Florida Keys last year did just that, resulting in $13.6 million in host income.

But just like with ride-sharing service Uber and its 2016 battle to operate in Monroe County, vacation rental websites and their ever-increasing presence in the Florida Keys pose issues.

Perhaps the most important is the loss of tax revenue. In Monroe County, vacation rentals pay a so-called “bed tax” — 12.5 percent of the value of the rental. For example, a $1,400 per week three-bedroom, two-bath home rental on a canal would generate $175 in taxes. In December 2017, the Monroe County Tax Collector collected almost $3.5 million in bed tax. Of that, $1,036,000 was generated by vacation rentals, not hotel rooms. The county sends 7.5 percent of that to the state, and 5 percent stays local. The local money goes into the Tourist Development Council fund that advertises the Keys as a destination, and pays for brick and mortar projects of a touristy nature.

The problem is that Airbnb isn’t paying the 5 percent Monroe County tax on properties it manages for homeowners. Since

2015, however, Airbnb has collected the 7.5 percent state tax on behalf of hosts and remitted the amount to the state Department of Revenue.

Airbnb has offered Monroe County a compliance agreement in the past, according to Monroe County Attorney Bob Shillinger, but won’t divulge the other pertinent data — how many rentals, for how much — that would help county officials calculate the exact amount owed.

Airbnb public affairs representative Benjamin Breit said the company has agreements in place with 39 counties in Florida to collect the local bed tax from homeowners renting their homes. But not Monroe County.

“And it’s not just Florida where we do these agreements. We’re closing on 400 jurisdictions, big, small and everywhere in between.

Never once have we agreed to turn over that very personal data,” he said. “Talk to the tax collectors in any of the 39 counties where we’re remitting tourist taxes. They’ll tell you it’s easy, and they’re all very happy.”

The rules and length-of-stay ordinances vary in municipalities throughout the Keys, but a homeowner must have the county license on top of, say, the Marathon or Islamorada license. The licenses help local officials track the taxes owed.

“Someone who says, ‘I’m just going to rent my house out and I can make some money,’ gets on one of those sites and says ‘Hey, I have a house to rent or a liveaboard,’ they don’t understand they have to have a transient rental license in the city for that to be legal,” said Key West City Manager Jim Scholl.

Without taxing agreements in place with rental websites, the county and municipalities are left to look for illegal rentals on their own and impose fines and fees for bed taxes owed. Both Monroe County and the Monroe County tax collector have separate software systems and personnel dedicated to finding illegal rentals and assess fines to homeowners.

“I created my own system and my staff goes on to those sites every day looking for illegal rentals. We are finding them every day,” Henriquez said.

Once they are found, a notice is sent to the homeowner. If there is no response, a lien can be put on the home, and bank accounts can be seized.

“If we identify a piece of property that is renting illegally and they have reviews on their home on one of those websites, we can go back 36 months,” she said. “We just found someone that was renting and we have reviews that go back to 2012. We can only go back 36 months, so we’re sending them an assessment for tax plus penalties, a bill for over $10,000.”

In 2017, there were 1,245 cases of illegal rentals countywide.

The issue of Airbnb is not just a problem in Monroe County and not just an issue of missing tax money or illegal rentals. It’s also about the

quality of life and affordable housing. According to Politifact.com, a 2015 study by the Los Angeles Alliance for a New Economy, an advocacy group for working families, concluded Airbnb was exacerbating the lack of affordable rental units in Los Angeles. The group also did a 2014 study that found rents were growing faster in Los Angeles neighborhoods with the highest Airbnb listing density. In New Orleans, full-time residents of the Marigny neighborhood have taped signs in their windows that read: “No Airbnb; Save Our Neighborhood.” Like Los Angeles, the full-time residents of some New Orleans neighborhoods say the working class families are being displaced by visitors as rents go up.

The city of Marathon also has staff looking for illegal vacation rentals daily.

“We embrace vacation rentals.

They’re good for our economy. But we need to balance the rights of the property owner to have a vacation rental with the rights of those who live around the vacation rental,” said City Manager Chuck Lindsey.

In 2018, the state legislature narrowly voted down HB 773 and SB 1400, which would have prohibited municipalities from regulating vacation rentals “based solely on classification, use or occupancy.”

“I was one of the deciding votes to kill the bill, so I voted no,” State Rep. Holly Raschein said. “There wasn’t enough comfort language if you will, and there certainly wasn’t a carve-out for the Keys.”

Many in the Keys oppose the idea of the state setting vacation rental law. To that end, Monroe County, Village of Islamorada and the City of Marathon co-authored an amendment to the bills, or a “carveout.” It would exempt state Areas of Critical Concern, which includes the Keys. (There are four Areas of Critical Concern in Florida, but only Monroe County has a substantial population.)

“O

n the first day we open, we want to have a full day of appointments,” said Kate Banick, executive director of the Good Health Clinic.

The clinic has operated in Tavernier since 2003 and is opening a satellite office in Marathon on Tuesday, August 21. Its mission is to help community members who can’t afford health insurance.

Banick said support from United Way of the Florida Keys and Direct Relief International will enable the clinic to be open twice a week, for a trial period of two years. The office will be located on the ground floor of the Bayview Medical Center at 13365 Overseas Hwy., in the same building as Dr. John O’Connor.

“We have some clients who come to our Tavernier office from Marathon and even Key West. We think we would see even more if transportation was not an issue. Will there be lines out the door? We don’t know. But it’s the right time, post-Hurricane Irma, to assess the need down there,” Banick said.

Before Hurricane Irma, almost a quarter of Middle Keys residents were without health insurance.

Leah Stockton of United Way of the Florida Keys said the entity was eager to partner with the Good Health Clinic in an “impactful” way in the Middle Keys.

“This will allow people to have medical care who would otherwise have to choose between paying rent and going to the doctor,” Stockton said.

The satellite office in Marathon will provide the same primary care offered in Tavernier including disease management, family planning, prescription assistance, diagnostics and access to specialists as needed.

Banick said she is very grateful to work in a community that supports Good Health Clinic’s mission. DEMOCRATS OPEN KEY LARGO OFFICE Marathon, Key West locations planned

The Florida Keys Democrats opened their Key Largo office at Fountain Plaza, 100360 Overseas Highway, Unit 4, with a soft opening on July 16. The grand opening celebration is scheduled for Saturday, July 28, from 1 to 4 p.m.

The public is invited to visit the office to get information on how to vote, learn about important voting dates and deadlines, and pick up information about our candidates and the 13 constitutional questions on the ballot. July office hours are 10 a.m. to 2 p.m. and 5 to 7 p.m. Monday through Saturday.

Fountain Plaza is located at MM 100 on the bayside, a few hundred feet south of the Key Largo Chocolates plaza. Parking is available on the south side of the lot. Visitors are asked to give the Tranquility Bay buses space to load and unload passengers.

The Upper Keys Democrats will use the office as a meeting space for canvassers; to register voters and help them apply for to vote-by-mail; host Democratic campaign workers at all office levels, and as a central location to distribute candidate posters, signs and other campaign material. The office will also be the headquarters for the Democrats’ get-out-the-vote campaign to urge citizens to vote for their candidates.

Democrats are also urging voters to use vote-by-mail or early voting because they will be voting on 13 constitutional questions in the November general election, which is expected to cause long lines at the polls on Election Day. “This office is the first of three offices the Democrats will open to support the primary (August 28) and general (November 6) elections in the Keys,” said Bert Sise, chair of the Florida Keys Democrats. Offices will open soon in Marathon for the Middle Keys, and in Key West for the Lower Keys.

“We have a great slate of candidates up and down the ballot,” Sise said. “Our candidates support local solutions to our communities’ issues, excellence for our children’s education, and a healthy environment that is the basis for the Keys economy and the Keys way of life.” ­­­—Contributed

O

ne of the challenges to living on these islands, both for the Indians who predated Christopher Columbus’ arrival to the New World and the early pioneers who once farmed here, was potable water. The first people relied on the natural springs that once dotted the island chain.

The early pioneers built cisterns to collect and store rainwater. Today we simply turn a handle and water from the Biscayne Aquifer flows. It is considered some of the highest quality groundwater available in the United States.

An aquifer is defined by Merriam-Webster as “a water-bearing stratum of permeable rock, sand, or gravel.” The Biscayne Aquifer consists largely of highly porous limestone and was named for its proximity to Biscayne Bay. The underground water source flows beneath portions of Monroe, Dade, Broward, and Palm Beach counties and reaches depths of up to 240 feet below sea level.

The Florida Keys Aqueduct Commission was formed in 1937.

When the U.S. Navy required more freshwater than it could manufacture at its base in Key West, it joined forces with the FKAC to build a pipeline. They

also acquired 353 acres of pine rockland west of Florida City on which to create the wellfield and necessary facilities to bring the water to the surface and pump it down the Keys. To reach Key West, 130 miles of 18-inch pipe was laid in trenches, underwater, or attached to automobile bridges connecting the islands. The Navy paid two-thirds of the extensive bill and the FKAC one-third.

When the project was completed, the first water to pour down the pipeline reached Key West on Sept. 22, 1942. Over the years improvements have been made, including booster pumping stations created on Key Largo, Long Key, in Marathon, Ramrod Key, and Stock Island. The pipes, too, have grown in size over the years, at least some of them.

From the wellfield the pipeline measures 36 inches. By the time it reaches Key West, the pipeline is still 18 inches.

Today the facility operates under the Florida Keys Aqueduct Authority and is responsible for 1,086 miles of pipes that cross 45 bridges to supply the Florida Keys with 17 million gallons of water every day. To appreciate the magnitude of the FKAA operation, keep in mind that it takes about 10 days for a drop of water to travel through the system of pipes all the way to Key West.

Visiting conservationists build skills with game 1

n Monday, the Key Largo underwater hockey team taught a group of students from North Carolina how to play underwater hockey for the first time. The students are here in the Keys traveling with Love A Sea Turtle (L.A.S.T.), a dedicated ocean conservation and awareness group that engages students in leadership development and environmental stewardship through providing nature-based programs for underserved youth. The students will be here for another week and plan to participate in an ocean cleanup with NOAA on Thursday.

Underwater hockey runs Mondays and Wednesdays from 7 to 8 p.m. at Jacobs Aquatic Center in Key Largo and is open to all. Newcomers need only bring mask and fins and will be provided with everything else they need to play the game.

PAINT AT THE BANYAN TREE Beginning artists find a new love SARAH KELLEY

O

pen Paint classes at the Banyan Tree Garden and Boutique in Islamorada have united artists of the Upper Keys, providing an easygoing and welcoming setting for creative expression. Rather than the “sipand-paint” classes commonly seen throughout the Keys, where every student must paint the same image, the Banyan Tree’s Open Paint classes have taken a different approach to cultivating students’ artistic abilities.

These classes encourage students to find their own inspiration and paint whatever satisfies their artistic vision.

“It’s very individualized. … We’re all doing different things and the teachers just run around helping everyone throughout the class,” said Anthony Leffler, a recent Coral Shores graduate.

Leffler has participated in one of the weekly paint classes held at the Banyan Tree — led by local artists Susan Jankowski and Robin D’Ambra — which have ignited a spark of artistic passion in a niche of the Upper Keys community. Surrounded by lush greenery, art and music, The Banyan Tree holds classes in both landscape design and art. Open Paint classes are held most Wednesday nights from 5:30 to 7:30 p.m.

The paint classes are designed to allow creative freedom and expression, rather than following the more common structure of a methodized, cut-and-dried approach to learning the nuances of painting. Any adult or high school student is welcome to attend Open Paint classes, regardless of experience.

“We let people be themselves, and something that we tell our students is that (painting) is like yourself in art,” Jankowski said.

D’Ambra and her daughter Pauline Moreira run the operations at the Banyan Tree. They have made their business into a welcoming destination.

Surrounded by an ornately lush garden with winding pathways leading to the art studio, the intimate space has been adorned with paintings candles, and hanging plants.

Jankowski’s daughter and assistant, Julianne Jankowski, explained that the class is less about learning the technicalities of painting and more about expression.

“If art were to be personified as a group of people, this is the group of people.”

Leffler said he felt as though the Open Paint class greatly fostered his aptitude to visualize artistic concepts, as well as providing the steps needed to reach the final product of his vision.

“I’ve always been better at preplanning and visualising (concepts), rather than the dexterity of it,” Leffler said. “But after having the class, I feel like I actually can paint and have fun with it.”

Beginning artists tackle a simple image of their choice, usually a still life or a landscape, and the instructors guide them through the process, providing paints, brushes and advice as needed.

“A lot of people come here that didn’t know they could paint, and then they take a few lessons, and they’re shocked because they realize they can paint,” Jankowski said.

Jankowski, D’Ambra, and assistant Julianne Jankowski work to facilitate an atmosphere of relaxation and encouragement, especially for beginners, as artistic pursuits may seem initially daunting to some.

“At first I was scared, and then Ms. Jankowski started me off by showing me a little technique and then I just carried through with it,” Leffler said.

“She gave me a lot of confidence and boosted my feelings for art.”

Jankowski said the motto of their teaching studio is that they “grow” artists and want their students to walk away feeling satisfied with their work after a night of laughter and creativity.

“Your painting doesn’t have to be perfect; it should just add a little joy to your life,” Jankowski said.

“It’s a learning place, it’s an expression place, and it’s also just a fun placejust a great night,” Julianne Jankowski said.

Top 10 things NOT to do at the sandbar

t’s the season of sandbar. You go. Your friends go. Your family goes. There are unspoken rules. For example, no one should have to tell you, “Don’t bring a stem wineglass to the sand bar.”

Sadly, a few do. As a public service, the Keys Weekly offers up a few more “don’ts.”

1. Loudly announce how much you paid for your boat.

This never ends well.

3. Wear your best pair of sunglasses. This never ends well.

7. Show up with nothing more than a pack of rolling papers, a can of Pringles and an empty beer koozie.

9. The first rule of the sandbar is you don’t give sandbar coordinates to tourists.

n June 22, an oarfish was found floating off the Lower Keys. According to Capt. Ian Fannin, the 10foot fish was barely alive. The captain, who works at Sea Base, immediately transported it to Mote Marine Laboratory’s Dr. Rob Nowicki and it was then forwarded to the Marine Vertebrate Collections of Scripps Institution of Oceanography in California.

“This is a under-studied group of fish,” said Allison Delashmit, who handles public relations for the lab.

“It’s extremely unusual to find.”

Six fun facts about oarfish: • The longest confirmed oarfish measured 36 feet long.

• The flesh has the consistency of gelatinous “goo.”

• The fish inhabit open ocean, in depths ranging from 660 to 3,300 feet.

• They don’t eat people. Small shrimp and other crustaceans are on the menu, strained rather than chewed.

• They propel themselves by undulating the dorsal fin, while keeping the body straight. The dorsal fin runs down the entire length of the fish.

• In Japan, an oarfish that washes up on shore may signal an impending earthquake. Also, they are likely the origins of the “sea serpent” myth common in many cultures.

COMMON COURTESY Now is the time for sense, and graciousness t seems that common courtesy and common sense are uncommon virtues that come with the excitement of getting on the water. As the tarpon migration continues, and divers are entering the flat summer waters in higher numbers, we come into our busiest time of year in the Keys. Our boat traffic in marinas doubles, and even triples. There are several easy things we can do together to make cleaner, more beautiful, and safer waterways for us all here in the Florida Keys.

• Be prepared. Do the checks of your vessel before leaving your house or mooring slip. After Hurricane Irma, boat launches and moorings are still not 100 percent. Space is at a premium. When launching, be prepared to dump in your vessel and move along — a courtesy to those in line behind you. Being polite and helpful to people can help things move along faster then you can imagine.

• Share boating knowledge.

Remember that not everyone is as an experienced captain as you are.

• Be courteous to those around you. Now that we are on the water, it’s time to turn up the volume on that sound system to drown out those triple 350hp motors and throttle down, right? No. Take a moment and remember that sound carries over water.

All it would have taken to avoid this situation completely would be for the large vessel to come down off step for 30 seconds and pass with caution.

Many of our waterways are narrow and have blind corners. It’s not like driving cars — there are no lanes and anything or anyone could be around the corner. So let’s slow down, and use good judgment.

Although many operators and captains know the rules of the road, many do not. Some people with little or no boating experience rent boats and just don’t understand the boating etiquette. No one has the right of way on the bottom of the ocean; avoid collision at all costs.

When fishing in the backcountry or out front on the reef, etiquette is held to the highest of standards. It’s your job as an angler or captain to talk to locals and fishing shops to find out what the local etiquette is: • A good rule of thumb for distance is put your hand about a foot in front of your face, open your fingers to a one-inch gap, and if a boat can fill the inch you are probably too close.

• Watch the direction of the angler’s cast when approaching a boat. The first person occupying the area should have seniority. This is the same for fishing areas with current and fishing with a chum slick. It can be frustrating when you have spent all that money on chum only to have a boat come and anchor directly down current from you in your chum slick.

Always try and set up directly to the side or up current from the vessels already fishing an area.

• Divers and snorkelers also require the same, especially while passing. Make a responsible effort to stay 100 feet from anyone with a dive flag up and come down to idle speed within 300 feet.

• Where we live and play is one of the most stunning ecosystems on the planet. Every waterway is teeming with life from mangrove nurseries, to reptiles, birds, and mammals.

Let’s help keep it that way. Having the utmost respect for these habitats will guarantee they remain intact for future generations to enjoy. Secure your trash, and pick any up that you may find; it’s not always convenient but it’s the right thing to do.

Common courtesy on the water doesn’t mean just a wave as another boater passes by. It’s on all of us to be the eyes, ears, and stewards of the ocean. Be safe and enjoy the fabulous Florida Keys. Consideration goes a long way and a balance between fun and safety will make sure everyone has a great day on the water.

Next to Marathon High School, the former nursing home Marathon Manor has been demolished to make way for an athletic facility.

Once a nursing home, the building has been vacant for more than a decade since it was purchased by the Monroe County School Board for $7.4 million. The $5 million athletic facility plan calls for a full-size track with a football field in the center of the former Manor property. The student parking lot will be raised, a softball field created, and the baseball field will be improved in the existing athletic field footprint. “We’re looking at probably a 9- to 15-month project,”said Doug Pryor, facilities manager for the Monroe County School District, adding it could be complete by fall 2019. “We’re still in the bidding process of selecting the contractor who will do the work, so nothing has kicked off yet. Our goal is to go in and maybe do the student parking lot first.”

ust like that, 18 temporary classrooms have gone up on the campus of Stanley Switlik Elementary School as work on the school resumes.

The $37 million project is well underway, said Doug Pryor, facilities manager for the Monroe County School District.

“Right now, we’re at the site work stage and have the temporary campus there and we’re getting the site work set up and then we go into the final part of it, the construction phase,” he said.

Registration for students is happening at Marathon High School for another week, until the classrooms are certified for occupancy.

“We’re linking that into the rework of the parking lot,” Pryor said.

“That’s ongoing and we’ll have that complete by the end of July. The construction of the first new building will commence in about two weeks, and then in the first week of August, we’ll starting demolition of the administration building.”

The main classroom building, which houses the library and was built in 1971, will be torn down and rebuilt. It will be a two-story building with a media center as the “heartbeat” of the school, Johnson said.

There will also be a new building for administration.

The cafeteria, built in 2000, will be revamped along with the 29,000-square-foot classroom building named after Sue Moore and constructed in 1997. Moore was one of the first teachers in Marathon.

The plan is to have the Switlik project finished by August 2020, Pryor said.

$34M PLANTATION KEY SCHOOL PROJECT ALMOST DONE The new Plantation Key School at MM 89 bayside could be complete by the end of October. The groundbreaking for the K-8 school, housing almost 700 students, happened in January 2017 and has gone through several delays because of, you guessed it, Hurricane Irma. Students have been learning out of the old school on the same property. “We expect a complete move-over to the new facility around Dec. 3,” said Doug Pryor, facilities planner for the Monroe County School District. “New furniture for the school has already been ordered and that’s due to come in at the end of October.” Students will be ready for move-in around the first of January 2019.

DO: Sugarloaf Jumping Bridge Too afraid to jump out of a plane?

How about just jumping off a bridge? Located at the end of residential Sugarloaf Boulevard, oceanside, the jumping bridge is the perfect stop to picnic and follow through with the saying, “If your friends jumped off a bridge…” To find, drive to where the road takes a hard right, park a short distance away, and climb through the yellow barrier to the left. Follow Old U.S.1 – yes, that’s pretty cool – to the bridge, about a six-minute walk. We haven’t touched the bottom once while jumping.

SEE: The fallen bat tower Hurricane Irma wrecked a lot of things in the Lower Keys, including the Perky Bat Tower. Down the same road as Skydive Key West, gulfside, the tower was a failed project to help with the mosquito problem. According to Sugarloaf historian Jerry Wilkinson, Perky bought 1,000 bats and hired a batkeeper. The legend has it that the bats woke up at the first sunset and never returned.

n July 11, three Upper Keys civic groups joined forces to host a political forum at the Murray Nelson Government Center in Key Largo. The Island of Key Largo Federation of Homeowner Associations, the Tavernier Community Association, and the Upper Keys League of Women Voters invited candidates from three races that will be decided in the primary to attend. They included the Republican candidates for the Monroe County Commission District 2 (Debbie Halama, Michelle Coldiron and Charles Weitzel); the candidates for the nonpartisan Monroe County School Board District 4 (incumbent John Dick and challenger Jim Doran); and two challengers to U.S. Rep. Carlos Curbelo’s seat in Washington D.C. (Republican Souraya Faas and Democrat Demetries Grimes; neither incumbent Republican Curbelo nor challenger and Democrat Debbie Mucarsel-Powell was able to attend.) The Keys Weekly’s Sara Matthis was included as a panelist, responsible for crafting questions alongside David Goodhue and Julie Marshall.
