“I don’t see a difference between vacation rental and Airbnb,” said Thomas Salazar. “They both muscle out yearround residents and raise property values.” He said he guesses Airbnb would be more dangerous since it takes fewer precautions to protect owners and renters.

Local chiropractor Liz Morin sees it as a positive addition to supplement people’s incomes after Hurricane Irma. “A lot of people lost revenue after the hurricane; this could possibly help many residents recoup funds easily,” she said.

Local singer/songwriter Kristen McNamara said we should research how other tourist-rich areas balance the issue and is worried about Key West losing the middle class. “We aren’t the norm here, which is why the Uber and Lyft arguments were valid. People are driving down here from other areas, working, and sleeping in their cars,” she said. “All in all, the answer doesn’t exist, because our island isn’t black and white. We aren’t protocol and we aren’t going to fit into the norm of what works everywhere else.”

A

project to build employee housing for Monroe County Sheriff’s Office staff near headquarters on Stock Island is in its infancy, but it will take years for the plans to come together.

Part of the reason is that the Keys Overnight Temporary Shelter is nearby and a new location for the shelter needs to be found. That was supposed to happen by September, but after several extensions from the county, which owns the property, commissioners

said no progress has been made. KOTS has been there for 14 years.

“Relocating a temporary shelter like this is not an easy thing to do,” said Commissioner Danny Kolhage at the July 18 meeting of the Board of County Commissioners. “They do not have another location that’s ready to go to.”

Sheriff Rick Ramsey said KOTS needs to get off the property so it can be readied for development.

“We can start doing legwork in preparation for the time when we hopefully can bring in this project,” he said. “I don’t want to drag it out.”

‘When I Could Draw a Dinosaur Eating Snoopy’ KATIE ATKINS

an Schwab’s sense of humor is the unique, quick-witted kind only comedians and cartoonists possess, which is probably how he came to be both.

He’s the Keys Weekly’s new cartoonist and said he’s been drawing since his parents would let him hold sharp objects, and drawing cartoons since he could draw Snoopy, around the age of 7. “Then, when I could draw dinosaurs. Then, when I could draw a dinosaur eating Snoopy,” he said.

As a stand-up comedian, Schwab performs at Bottlecap most weekends and got into being on stage after seeing a former friend’s act.

“He tanked it. I thought I could do better. Eight years later, I went for it. Been struggling ever since,” Schwab said. “Thanks a bunch, guy-I-haven’t-talked-to-in20-years.”

Schwab said he also worked with comedian Aziz Ansari on the East Side of New York City for a while, performing.

“Brushing him off was the worst mistake I ever made.

Especially when he asked me to go with him on a college tour,” he said.

Shortly thereafter, Schwab moved to Key West. When asked what brought him here, he said, “This is an island that is fueled by acceptance and a certain amount of serendipity. There are not always many locations that offer that. I’m always going to love a place that loves back.”

Where have your cartoons appeared? The Key West Citizen, Conch Color, News-Barometer, and … does the restroom wall at Green Parrot count as a publication?

Hometown: Woodbridge, N.J. Home of the strip mall Italian restaurant. Great to dine next to a laundromat. Nothing pairs with veal Parmesan quite like the scent of Tide.

Who is your favorite comic book character? The “Thing” from the Fantastic Four. There is this one seminal (in my opinion) issue of his “Two-in-One” series where he was in a fight and he held his own because he refused to give up. Just kept fighting because he knew the fate of the world was at stake. If I could get that comic cover tattooed on me, I would.

Who are some of your idols, whether comedians or cartoonists? Comics? Patton Oswalt, Brian Regan and Jim Gaffigan. Oswalt is a wordsmith.

Regan and Gaffigan can make comedy work without working blue. But I love working blue. (“Working blue” means cursing and discussing things that people do not discuss in polite society.)

Cartoonists? Berke Breathed and Garry Trudeau. Breathed and Trudeau are fantastic artists, and they employ political statements expertly.

What is your favorite thing to sketch? Naked socialites on early 20th century ocean liners doomed to sink.

What’s your favorite graphic novel? “Watchmen.” By far. That and “Dark Knight” led us into the realm of non-cheesy comics.

What else do you do besides cartooning and standup? I am a docent at the “Museum of Macaroni & Paper Plate Art.” Actually, we’re having a fundraiser soon. We need funding for glue.

Lots of Elmer’s Glue.

When it comes to stand-up, what’s your theme, or the thing you talk about most?

Mostly the intricacies of “Razzles.” So they’re a candy AND they’re a gum? Holey moley!

How far progress has gotten us!

Your Twitter, @KeyToons, is a combination of comedy and political humor, and then has a serious side with a bit of #metoo movement commentary. What’s the deal?

No real deal, aside from the marginalization of women that seems to have increased in recent years. I’m always going to make noise about those that are underpaid, underappreciated, and not looked upon as equals.

Let’s avoid a dystopia. (Sorry this answer was not funny, but this is serious sh*t.)

As a comedian, did it surprise or upset you when the allegations came out against Louis

C.K.? I wrote him off. And he was one of my heroes for 20 years. I appreciated the fact he owned up to it. But, wow … where do you draw the line? It’s so hard watching Mel Gibson in films when you know who he is as a person. So many people are f’ed up. I guess it’s about degrees.

What does your perfect day in Key West entail? Booty. Just Cray-Zee booty. No … sorry. I meant breakfast at Blue Heaven, followed by some stand-up paddleboarding, and a nice merlot at a wine bar. ALSO THE BOOTY!!!!

Do you have any pets? I have an awesome mini-dachshund named Artie that I love the heck out of. He pretty much just tolerates me at best.

Since you’re a movie buff after working at the Tropic Cinema for nine years, what movies would you suggest? Include: 1. One classic comedy 2. One great, underrated indie film 3. One movie everyone should see in their lifetime 1: “Ghostbusters.” Saw it 20 times in the theater. The memory will leave me upon the wisp of my dying breath.

2: Loaded question. Hard to say what people consider underrated when it comes to indie.

Anyone that loves indie is going to claim ANY film is underrated.

But for me, because I’m from Jersey: “Clerks.” Met the cast in Redbank, N.J., when they had just done “Mallrats.” So I have a tether.

3. “It’s a Mad Mad Mad Mad World.” If you have not seen this brilliance, I don’t want to know you, or we need to sit on my couch for two hours.

You’re blindfolded standing on stage and only have one joke to tell and no idea who your audience is. What is the joke you tell? “Are my pants down?

HOW MUCH DOES AIRBNB OWE THE KEYS? Local part of bed tax on vacation rentals goes uncollected t’s just like Uber: exploding in popularity in the last decade and making it easier for travelers to get where they’re going, or in this case, stay where they land.

It seems innocent enough. Find a room or house on a vacation rental website like Airbnb, VRBO, or HomeAway, pay, and stay.

According to Airbnb’s website, nearly 70,000 visitors to the Florida Keys last year did just that, resulting in $13.6 million in host income.

But just like with ride-sharing service Uber and its 2016 battle to operate in Monroe County, vacation rental websites and their ever-increasing presence in the Florida Keys pose issues.

Perhaps the most important is the loss of tax revenue. In Monroe County, vacation rentals pay a so-called “bed tax” — 12.5 percent of the value of the rental. For example, a $1,400 per week three-bedroom, two-bath home rental on a canal would generate $175 in taxes. In December 2017, the Monroe County Tax Collector collected almost $3.5 million in bed tax. Of that, $1,036,000 was generated by vacation rentals, not hotel rooms. The county sends 7.5 percent of that to the state, and 5 percent stays local. The local money goes into the Tourist Development Council fund that advertises the Keys as a destination, and pays for brick and mortar projects of a touristy nature.

The problem is that Airbnb isn’t paying the 5 percent Monroe County tax on properties it manages for homeowners. Since

2015, however, Airbnb has collected the 7.5 percent state tax on behalf of hosts and remitted the amount to the state Department of Revenue.

Airbnb has offered Monroe County a compliance agreement in the past, according to Monroe County Attorney Bob Shillinger, but won’t divulge the other pertinent data — how many rentals, for how much — that would help county officials calculate the exact amount owed.

Airbnb public affairs representative Benjamin Breit said the company has agreements in place with 39 counties in Florida to collect the local bed tax from homeowners renting their homes. But not Monroe County.

“And it’s not just Florida where we do these agreements. We’re closing on 400 jurisdictions, big, small and everywhere in between.

Never once have we agreed to turn over that very personal data,” he said. “Talk to the tax collectors in any of the 39 counties where we’re remitting tourist taxes. They’ll tell you it’s easy, and they’re all very happy.”

The rules and length-of-stay ordinances vary in municipalities throughout the Keys, but a homeowner must have the county license on top of, say, the Marathon or Islamorada license. The licenses help local officials track the taxes owed.

“Someone who says, ‘I’m just going to rent my house out and I can make some money,’ gets on one of those sites and says ‘Hey, I have a house to rent or a liveaboard,’ they don’t understand they have to have a transient rental license in the city for that to be legal,” said Key West City Manager Jim Scholl.

Without taxing agreements in place with rental websites, the county and municipalities are left to look for illegal rentals on their own and impose fines and fees for bed taxes owed. Both Monroe County and the Monroe County tax collector have separate software systems and personnel dedicated to finding illegal rentals and assess fines to homeowners.

“I created my own system and my staff goes on to those sites every day looking for illegal rentals. We are finding them every day,” Henriquez said.

Once they are found, a notice is sent to the homeowner. If there is no response, a lien can be put on the home, and bank accounts can be seized.

“If we identify a piece of property that is renting illegally and they have reviews on their home on one of those websites, we can go back 36 months,” she said. “We just found someone that was renting and we have reviews that go back to 2012. We can only go back 36 months, so we’re sending them an assessment for tax plus penalties, a bill for over $10,000.”

In 2017, there were 1,245 cases of illegal rentals countywide.

or illegal rentals. It’s also about the quality of life and affordable housing. According to Politifact.com, a 2015 study by the Los Angeles Alliance for a New Economy, an advocacy group for working families, concluded Airbnb was exacerbating the lack of affordable rental units in Los Angeles. The group also did a 2014 study that found rents were growing faster in Los Angeles neighborhoods with the highest Airbnb listing density. In New Orleans, full-time residents of the Marigny neighborhood have taped signs in their windows that read: “No Airbnb; Save Our Neighborhood.” Like Los Angeles, the full-time residents of some New Orleans neighborhoods say the working class families are being displaced by visitors as rents go up.

The city of Marathon also has staff looking for illegal vacation rentals daily.

“We embrace vacation rentals.

They’re good for our economy. But we need to balance the rights of the property owner to have a vacation rental with the rights of those who live around the vacation rental,” said City Manager Chuck Lindsey.

In 2018, the state legislature narrowly voted down HB 773 and SB 1400, which would have prohibited municipalities from regulating vacation rentals “based solely on classification, use or occupancy.”

“I was one of the deciding votes to kill the bill, so I voted no,” State Rep. Holly Raschein said. “There wasn’t enough comfort language if you will, and there certainly wasn’t a carve-out for the Keys.”

Many in the Keys oppose the idea of the state setting vacation rental law. To that end, Monroe County, Village of Islamorada and the City of Marathon co-authored an amendment to the bills, or a “carveout.” It would exempt state Areas of Critical Concern, which includes the Keys. (There are four Areas of Critical Concern in Florida, but only Monroe County has a substantial population.)

ango ceviche, mango salsa, mango key lime pie, mango lemonade…mangoes, mangoes, everywhere.

About a month ago, the Facebook posts started popping up, “I lost my tree during Hurricane Irma, if anyone has any extra mangoes, please send them my way.”

Here’s your chance. Key West’s Mango Festival, on Saturday, July 21, will not only have mango trees ready to plant at home, but all the mangoes – in every way, shape and form – to kick the cravings right in the taste buds. And the best part: by supporting this event, mango lovers will also support the Police Athletic League’s free kids programs, like summer camps and jujitsu programs.

“Mango season is an exciting season in our community,” said Key West Police Detective Jesse Hammers, who sits on the PAL board and created the event to raise money for the kid-based programs. “It’s been a tough year for mango trees, but we are resilient. That’s the theme this year, resiliency.”

Last year, the event raised about $13,000. Hammers hopes this year to bring in more than

$15,000. More than 40 Key West police officers donate time to PAL, which provides a safe place where kids can go after school and on the weekends. It encourages teamwork and strong self-esteem. PAL supports many athletic endeavors, as well as computer classes and educational activities. Hammers hopes in the future to raise enough funds to start a PAL culinary and agricultural program for local kids.

At least 10 local restaurants – think Ocean Key Resort, Kermit’s and Mr. Z’s – will have food for tasting, as well as four categories to compete in: appetizer, main entree, dessert, and cocktail. Grimal Grove will have mango trees for sale, and trees from the Redlands will be available. A highlight is the barbeque pit grilling mango-inspired grub and the frozen mango daiquiris.

Music will be jamming at the event thanks to police officer DJ Igor. Local artisans will also have crafts available, and, of course, there will be lots of things for kids to do.

‘FRESH INK’ ‘PRACTICE AND CONCLUDES NEVER GIVE UP’ SUMMER STAGE ‘UNDER THE HUNTER’S MOON’ NEARS END OF RUN

he final production of Summer Stage 2018, “Fresh Ink Shorts”, is set to open next weekend. The brand-new event debuting as part of Summer Stage 2018 will be in the Back Room Theater at the Key West Theater, 512 Eaton Street. The show will run only two nights, Friday and Saturday, July 27 and 28. Curtains are at 8 p.m.

The evening will feature short plays that are all brand-new and all by local playwrights. They run from one minute to 25 minutes, and will be performed in a blocked, staged, script-in-hand format by an ensemble of top Key West actors.

The plays include comedy, drama and fantasy.

The featured playwrights include Melody G. Moore, Neal Ruchman, and Bob Bowersox. The actors include Vanessa McCaffrey, Mathias Maloff, Tammy Shanley, Ross Pipkin, John Reynolds, Tony Konrath, and Rebecca Gleason.

“It’s a fast-paced, completely engaging 70 minutes of very good writing and acting,” Bowersox said.

“It’s a great way to support not only local theater, but local theater writers as well.”

Bowersox’s play explores the question of why many of us end up far from where we were aiming in our youth, and what we do when the reality of that journey hits home without warning.

orking seven days a week, performing her music up and down the Florida Keys, Michelle Dravis has been a local and tourist favorite for 15 years. A key member of the Sunday Ramble band as well, Dravis’ favorite music to perform is blues, rock, and R&B. “I’ve been a professional studio singer since I was 19 and I sang for the 700 Club.” Very popular and highly respected by her peers, you can hear her singing on Bill Blue, Adrienne Z, Terry Cassidy, and many other local performers’ CDs. Dravis is mainly performing as a solo artist these days, vocalist and guitarist. “I took music classes everywhere I’ve been, vocal, songwriting, piano, and been taking classical guitar lessons recently with Martina Bevis here in Key West.” Indeed she is a fantastic performer and a woman with a big heart. “I bring my dog Beulah, a female brindle flashy boxer, to all my gigs to keep it homey. That’s what I love about the Keys is we are so dog friendly.”

As with many others in the Keys, last fall’s storm memory lingers in her mind, but she is thankful for the generous community we live in. “My parents live in Big Pine. My dad retired from the Navy Seals here. They lost their home during Irma; now it looks fabulous. The artist Mira Negron helped oversee the project with lots of help from the Navy Seals. Also, all the bartenders, bouncers and the management from Rick’s helped clean out after the storm.”

Dravis is also busy working on a new blues recording, her second CD with new original songs to be released early in 2019. Her advice to newer performers is “practice and never give up! The music community here is one big family with so much talent. Everyone is amazing in a unique way. I learn so much every time I go out and play and it is inspiring. And if you get down, they pick you up.

I’ll never forget someone once told me be nice to everyone you meet; you never know who they are.”

O

ne of the challenges to living on these islands, both for the Indians who predated Christopher Columbus’ arrival to the New World and the early pioneers who once farmed here, was potable water. The first people relied on the natural springs that once dotted the island chain.

The early pioneers built cisterns to collect and store rainwater. Today we simply turn a handle and water from the Biscayne Aquifer flows. It is considered some of the highest quality groundwater available in the United States.

An aquifer is defined by Merriam-Webster as “a water-bearing stratum of permeable rock, sand, or gravel.” The Biscayne Aquifer consists largely of highly porous limestone and was named for its proximity to Biscayne Bay. The underground water source flows beneath portions of Monroe, Dade, Broward, and Palm Beach counties and reaches depths of up to 240 feet below sea level.

The Florida Keys Aqueduct Commission was formed in 1937.

When the U.S. Navy required more freshwater than it could manufacture at its base in Key West, it joined forces with the FKAC to build a pipeline. They also acquired 353 acres of pine

rockland west of Florida City on which to create the wellfield and necessary facilities to bring the water to the surface and pump it down the Keys. To reach Key West, 130 miles of 18-inch pipe was laid in trenches, underwater, or attached to automobile bridges connecting the islands. The Navy paid two-thirds of the extensive bill and the FKAC one-third.

When the project was completed, the first water to pour down the pipeline reached Key West on Sept. 22, 1942. Over the years improvements have been made, including booster pumping stations created on Key Largo, Long Key, in Marathon, Ramrod Key, and Stock Island. The pipes, too, have grown in size over the years, at least some of them.

From the wellfield the pipeline measures 36 inches. By the time it reaches Key West, the pipeline is still 18 inches.

Today the facility operates under the Florida Keys Aqueduct Authority and is responsible for 1,086 miles of pipes that cross 45 bridges to supply the Florida Keys with 17 million gallons of water every day. To appreciate the magnitude of the FKAA operation, keep in mind that it takes about 10 days for a drop of water to travel through the system of pipes all the way to Key West.

he Key West Art & Historical Society celebrates 75 years of electric power in the Lower Florida Keys with “Keys Energy Services: Powering Paradise for 75 Years,” a new exhibit that opens Friday, July 27, with a special reception from 6 to 7 p.m. in the Bumpus Gallery at the Custom House Museum, 281 Front Street.

“We are not only celebrating Keys Energy Service’s 75th anniversary, we are also explaining to our visitors how we are able to enjoy a reliable source of power, and how hard our public utility company works to maintain their equipment,” said curator Cori Convertito. “We want visitors to learn about the utility, what it does, how dangerous its job is, and how it educates our community about energy conservation.”

Though Key West had electricity not long after Thomas Edison invented the incandescent light bulb, generated by the privately-owned Key West Electric Company in 1887, it was in 1943 that the city purchased the company, allowing residents more control over the utility, with the creation of a utility board to oversee it. Today, Keys Energy Services (KEYS) provides electricity from Key West to the Seven-Mile Bridge, serving more than 29,000 customers.

The exhibition, which runs through Nov. 26, explores elements of the utility’s 75-year history and continuing operations and will include information on its community services, “green initiatives,” a Power-101 area, and a focus on safety. On loan are several items, including a section of a utility pole, safety gear, transformer, and a portion of a bucket truck that visitors will be able to use for selfies.

“A section on hurricanes will be included, not only focusing on hurricanes in the Florida Keys, but also how KEYS employees and equipment travel to other parts of the country to assist with storm recovery efforts,” said Convertito. “For instance, KEYS assisted in Long Island, New York, following Hurricane Sandy.”

SPEENBERG, SIEBOLD AT COMEDY KEY WEST

C

omedy Key West presents professional comedians Mike Speenberg and Devin Siebold in performances this month at the BottleCap. Both will be performing after local comics.

Speenberg performs on Thursday and Friday, July 19 and 20.

He has been a touring comedian for 20 Mike Speenberg years; his live show has been called a blend of Jeff Foxworthy and Dennis Leary.

Speenberg has performed on five continents, with audiences ranging from athletes to diplomats to the U.S. military. He has shared the stage with Robin Williams and Bill Burr, and been featured on CNN and the Armed Forces Radio Network.

Siebold performs on July 26 and 27. He has had numerous television appearances including on the Travel Devin Siebold Channel and Laughs on FOX and has one of the top 10 standup specials on Amazon Prime. Siebold was named Monsters in the Morning Comedian of the Year, placed second in the World Series of Comedy, hosts his own radio show, “Real Laughs on Real Radio,” and has more than 30 million views on his videos.

COMMON COURTESY Now is the time for sense, and graciousness t seems that common courtesy and common sense are uncommon virtues that come with the excitement of getting on the water. As the tarpon migration continues, and divers are entering the flat summer waters in higher numbers, we come into our busiest time of year in the Keys. Our boat traffic in marinas doubles, and even triples. There are several easy things we can do together to make cleaner, more beautiful, and safer waterways for us all here in the Florida Keys.

• Be prepared. Do the checks of your vessel before leaving your house or mooring slip. After Hurricane Irma, boat launches and moorings are still not 100 percent. Space is at a premium. When launching, be prepared to dump in your vessel and move along — a courtesy to those in line behind you. Being polite and helpful to people can help things move along faster then you can imagine.

• Share boating knowledge.

Remember that not everyone is as an experienced captain as you are.

• Be courteous to those around you. Now that we are on the water, it’s time to turn up the volume on that sound system to drown out those triple 350hp motors and throttle down, right? No. Take a moment and remember that sound carries over water.

We all share the waterways with paddleboards, kayaks, small vessels and swimmers. I was vividly reCAPT. All it would have taken to avoid this situation completely would be for the large vessel to come down off step for 30 seconds and pass with caution.

Many of our waterways are narrow and have blind corners. It’s not like driving cars — there are no lanes and anything or anyone could be around the corner. So let’s slow down, and use good judgment.

Although many operators and captains know the rules of the road, many do not. Some people with little or no boating experience rent boats and just don’t understand the boating etiquette. No one has the right of way on the bottom of the ocean; avoid collision at all costs.

When fishing in the backcountry or out front on the reef, etiquette is held to the highest of standards. It’s your job as an angler or captain to talk to locals and fishing shops to find out what the local etiquette is: • A good rule of thumb for distance is put your hand about a foot in front of your face, open your fingers to a one-inch gap, and if a boat can fill the inch you are probably too close.

• Watch the direction of the angler’s cast when approaching a boat. The first person occupying the area should have seniority. This is the same for fishing areas with current and fishing with a chum slick. It can be frustrating when you have spent all that money on chum only to have a boat come and anchor directly down current from you in your chum slick.

Always try and set up directly to the side or up current from the vessels already fishing an area.

• Divers and snorkelers also require the same, especially while passing. Make a responsible effort to stay 100 feet from anyone with a dive flag up and come down to idle speed within 300 feet.

• Where we live and play is one of the most stunning ecosystems on the planet. Every waterway is teeming with life from mangrove nurseries, to reptiles, birds, and mammals.

Let’s help keep it that way. Having the utmost respect for these habitats will guarantee they remain intact for future generations to enjoy. Secure your trash, and pick any up that you may find; it’s not always convenient but it’s the right thing to do.

Common courtesy on the water doesn’t mean just a wave as another boater passes by. It’s on all of us to be the eyes, ears, and stewards of the ocean. Be safe and enjoy the fabulous Florida Keys. Consideration goes a long way and a balance between fun and safety will make sure everyone has a great day on the water.

The Assessments were originally imposed in 2008, 2009, and 2011 to fund construction of wastewater collection and treatment facilities. The assessment for each parcel of property is based, in part, on the number of equivalent dwelling units attributable to such parcel, and, in part, on the number of connections attributable to such parcel. Unless prepaid, the annual assessment will include your share of the principal, interest and collection cost. The maximum annual assessment is estimated to be $415 per EDU and $93 per Connection for Service Areas 1, 3, 4, 5, 6 & 7, and Little Venice is levied at $308.82 per connection. A more specific description is set forth in the Initial Assessment Resolution adopted by the City Council on June 24, 2008 and June 9, 2009. Copies of the Initial Assessment Resolution, the plans and specifications for the wastewater collection and treatment facilities, and the preliminary Assessment Roll are available for inspection at the offices of the City Manager, located at 9805 Overseas Highway, Marathon, Florida.

The assessments will be collected on the ad valorem tax bill, as authorized by Section 197.3632, Florida Statutes. Failure to pay the assessments will cause a tax certificate to be issued against the property which may result in a loss of title. The City Council intends to collect the assessments in not to exceed twenty (20) annual assessments, the first of which was included on the ad valorem tax bill mailed in November 2009. Future annual assessments may be prepaid at the option of the property owner.
