Vice Mayor Deb Gillis expects a light attendance at the Tuesday, July 10 meeting because the village has been discussing the pedestrian bridge for more than a year.

“I think they are going to have design pictures and I am hoping they will have road plans to show the bridge will incorporate into the existing asphalt trail,” she told the Weekly.

The $2.5 million project is expected to begin in November 2019 and will last approximately 12 months.

The meeting will take place at the Founders Park Community Center from 5:30 to 7:30 p.m.

alm trees line the Island Bay Resort’s brick paver drive from U.S.1 to the Florida Bay — providing a welcomed respite from the blazing Florida sun as Mike Shipley relaxes (but for a moment) in the shade of his tiki hut. Nearly two decades ago he liquidated his corporate assets and ditched his suit, so he and his wife, Carol, could pursue their dream of owning and operating their own “mom and pop” resort.

They purchased the run-down, 10-room hotel in 2000 and immediately set about renovating the cottages, planting trees and creating a waterfront oasis designed for romance and relaxation.

Island Bay is consistently ranked as one of the Top 25 Best Small Hotels and Most Romantic Hotels by Trip Advisor and has received national press reviews.

Your photography can be viewed from the Island Bay Resort website. Would you consider pursuing another career if this resort thing doesn’t work out? Eventually I do want to do more with my photography. I mostly sell my work through the hotel. I would like to do some shows in the future, but right now my full time focus is the hotel.

What is your secret? Cleanliness, uniqueness and the level of detail. Each room is themed and each room is different. You just don’t get that at the Hilton or many other small “mom & pop” motels.

You survived two waterskiing accidents, one where you bounced through some rocks, nearly breaking your back. Other than that, has your life ever been in danger? We once hiked the Arches National Park in eastern Utah. We will do 8 to 12 miles a day on different trails. There was a danger factor there. Hiking across finbacks, slick rock or sandstone and although it maybe as wide as this deck (10 feet) on one side, it drops 500 feet and 1,000 feet on the other side.

So you will either die or break a leg. But it’s fun!

How do the iguanas factor into the experience? God, I hate those things. I am doing my best to control them, but they are really out of control. I do spend a lot of time educating our guests on the fact that they are not good for the location. They are very aggressive. They kill all the vegetation and compromise seawalls and docks. They are like a python in the Everglades.

Your voice sounds like you have been gargling pea rock. What’s going on?

I got a really bad cold in the fall. My ENT doctor said it is not uncommon for someone who had a really bad cold or flu to have vocal chords slightly paralyzed. In my case, one side is totally paralyzed. The other side, which was trying to compensate, grew a cyst and it was recently cut out. Now my speech therapist is trying to teach me how to speak differently.

Does that mean your singing career is over? I am tone deaf as hell and I can’t sing worth a shit. I can hum.

Running this resort is a 24/7 labor of love. When you close for vacation, what do you guys do? We are in the process of hiking and photographing all the national parks. We started about 30 years ago. There are 58 of them and we are almost halfway. We leave in a few weeks for Badlands and Wind Cave National Parks.

You serve as a board member for the Monroe County Tourist Development Council. What is a pressing issue facing your district? The Keys were down 20 percent in April. You look at how the different DACs are struggling to find money, to advertise, to get those sales back. When they moved the advertising money to bricks and mortar, we got our guts cut out. You hope the Keys are going to rebound, but there are other states and cities that are trying to get our market and they are doing more advertising.

Do you also camp? No. We come back, have a glass of wine and nice dinner, take our Aleve, rub some Ben Gay on and do it again the next day.

What was the last book that you read? “Black Hawk Down” — very well written. Those guys went through much worse than what was depicted in the movie. I like history and non-fiction.

You and Carol are hosting a dinner party. What famous or historical figure would you invite? Abraham Lincoln. His courage and strength in office and his ability to see the future and stick to his vision is inspiring.

You are the resort’s maintenance man and also serve as the concierge. What are some of the best-kept secrets of the Upper Keys that you encourage your guests to experience?

It’s funny, but people just don’t understand the Everglades. We recommend a backcountry charter that goes into the saltwater environment. It’s amazing what you can see out there.

MONROE COUNTY AMONG HEALTHIEST STATEWIDE We’re not kidding KATIE ATKINS

irst, the good news: Monroe County has among the best health rankings across Florida’s 67 counties and has improved its spot from 10th best to seventh best, year over year.

The bad news? Monroe’s clinical care ranking falls near the bottom statewide, along with a severe housing problem and a high rate of self-reported binge drinking.

The Florida Department of Health recently released its 2018 assessment of the county’s state of health, determined by the University of Wisconsin and the Robert Wood Johnson Foundation using the most recent information from nonprofits, health-care facilities, schools, local police departments and others.

Seeing as how the most comprehensive statistics were gathered a year before Hurricane Irma, it will be a while before the effects of the storm are known on these rankings.

Factors that contributed to Monroe ranking in the top 10 included quality of life, good health, a lower and improved percentage of adult smokers, and a lower obesity rate than some of the healthiest counties across the U.S. Rates of physical inactivity were low, and the county’s access to exercise opportunities was 100 percent, compared to 87 percent across the state.

Another positive number is Monroe’s low unemployment rate at 3.2 percent, on par with the best-performing U.S. counties and better than the statewide rate of 4.9 percent.

On the dark side, Monroe’s excessive drinking rate is double that of the healthiest counties in America, and 8 percent higher than the rest of Florida.

The percentage of driving deaths involving alcohol was 31 percent compared to the statewide rate of 26 percent, but in Monroe there has been no consistent trend. It has spiked and dropped over the years.

“Alcohol is a tough nut to crack in the sense that it’s tolerated in the Keys and it’s sort of part of the ethos here,” said county Health Department administrator Bob Eadie. “Most people think well, it’s a just a tourist issue because people are coming here to have a good time and unwind, but there is a residual effect.”

Eadie said well over 25 percent of high school students admit to binge drink on occasion, which affects education.

“Then, if you’re going to be stopping people for DUIs and things like that, that requires a lot of law enforcement time and court expenses,” he said. “Alcohol and drug abuse will rip a community apart.”

A high rate of medically uninsured residents contributed to the county’s ranking at 39 out of 67 counties for clinical care, down two points from last year.

Other problem areas include a high percentage of children living in poverty — 18 percent — and length of life. Severe housing problems are much more common in the Keys than statewide, with 29 percent of households having at least one of four problems: overcrowding, high housing costs or lack of a kitchen or plumbing.

“The effects of Irma are still rolling through the Keys and you couldn’t have had a better response from federal, state and local government, but by the same token, with recovery now, we need to get help to people faster,” Eadie said.

CORAL RESTORATION AND MUNICIPAL PROJECTS FUNDED $860,000 still available for capital improvements

he Tourist Development Council’s District Advisory Committees throughout Monroe County met last week and doled out millions of dollars in funding for capital improvements. The money comes from the bed tax levied on hotel

rooms.

In Key Largo (DAC V), the committee awarded $257,830 to Monroe County for the purpose of constructing a parking lot and completing bathrooms at Rowell’s Marina.

In the application, the county states, “the set structure of an asphalt parking lot is more appealing to the public view than a grass parking area that gets muddy. With Rowell’s being the gateway to the Keys, a good experience at the park will encourage visitors to explore other local tourism-based attractions in the area.”

DAC V also awarded the Coral Restoration Foundation (CRF) $211,875 to outplant 2,500 staghorn corals in three locations including Carysfort Reef, Grecian Rocks Reef, and Pickles Reef.

Pursuant to TDC guidelines, the grant covers 75 percent of the project’s total cost and the CRF will be responsible for $70,625.

“The success of growing corals in our nurseries and their survival rates when transplanted suggest that restoration can improve the condition of offshore reefs,” wrote the CRF in their application. “The lack of natural recovery of staghorn and elkhorn corals suggest that outplanting is required for a full recovery.”

According to CRF’s Chief Development Officer Martha Roesler, the CRF has a multi-year project to fully restore eight reefs throughout the Keys.

“Our goal is to bring them back to full health in accordance with NOAA’s Acropora recovery plan,” she said. “We are basically jump starting a natural recovery. We are going to be going back to a number of the same reefs to plant these two species in a large volume representing incredible genetic diversity. This is the largest reef restoration effort in the world, so this funding will make a difference on a global scale.”

In Islamorada, the DAC IV awarded grants to the Coral Restoration Foundation ($6,000) and Florida Keys History of Diving Museum ($28,000) for a new HVAC and security system.

They also granted the Village of Islamorada $28,000 for Founders Park improvements that include a new gate house and a new golf driving range. The village also applied for more than $500,000 to install an elevated boardwalk through the Key Tree Cactus Preserve that was not approved by the committee.

The preserve, located at MM81 between Capital Bank and Islamorada Marina, was acquired by the village about nine years ago.

“It seemed exorbitant to fund a project that no one even goes to,” said DAC IV Chair Patti Stanley. “We did fund three of their requests including a paver trail leading to the water, shade shelter and parking.”

Islamorada Vice Mayor and Key Cactus Preserve board member Deb Gillis was hopeful to secure DAC funding to kick-start the project.

“That place doesn’t have any funding,” she said. “So the money would help us get it started.”

With more than $860,000 of available funding remaining, Stanley is urging the village to rehab the amphitheater at Founders Park. Applications for the second round will be due on Oct. 2.

PERSON-TO-PERSON PAYMENTS GROWING

ending money with the click of a button on your iPhone would have been a foreign language for many mere years ago. Today, it’s as easy as emoji pie.

“I use it any time I owe money, since I rarely carry cash,” said Monroe County Public Defender Robert Lockwood. “Not everyone has caught onto it, but if they have the knowledge and technology to accept it, I use it.”

He says the beauty of apps, including Venmo, Apple Pay, Cash, Circle Pay, Square Cash, and Zelle, is there are no fees on either end of the transaction (although some charge a fee for using a credit card). He prefers using Apple Pay, claiming it’s by far the easiest if the other person also has an Apple phone. Samsung and Android also have pay options.

J.C. Holmes of Mariner’s Hospital uses the app about five to 10 times a week. Last year while campaigning for Good Health Clinic’s Big Kahuna, he used any avenue available to raise funds for the nonprofit. Although he used the fundraising app on Facebook, which took a percentage, he pre-

ferred sending donors a link to the cash.me app.

“Most people don’t carry cash anymore,” said Holmes. “It’s the easiest way to share costs with friends when going out or even splitting the cost of gifts for family members.”

Holmes also uses the app when accepting payments from friends for just about anything. In November while planning a dinner where the attendees would be chipping in, he simply sent a text with the link so those involved could pay. “It’s a safe and secure way to send funds instantly,” he said.

Banks seems to like the feature also. “For instance, if I send you $100, it’s a bank’s dream that you will just leave it in there for a few days before accepting, or

accept it and not transfer it to your banking account,” said Lockwood, who has researched most of the available money apps. “When it sits in there, the money is floating; I think banks like that.”

“Just Venmo me” is catching on about as fast as using Google as a verb. Venmo is a hit with college kids who are living away from mom and dad or for splitting dinners or cab fares.

Cathy Crane of Big Coppitt uses Venmo to pay her daughter Kristin’s rent in Tallahassee. “I just log in, find her landlord, key in the amount, verify and just like that, her rent is paid,” said Cathy. “I also use it to request payment from Kristin’s roommates for their share of the utilities. Once they pay, I get a notification or I can send a reminder.”

Person-to-person payments is an online technology that allows customers to transfer funds from their bank account or credit card to another individual’s account via the Internet or a mobile phone.

P2P transactions appear to happen instantaneously, but there’s actually a processing delay of several days, and the person sending you money can cancel the transaction or reverse it during that time. Use the apps exclusively to transfer money back and forth with people you know and trust, such as your friends and family members.

M

onroe County became the Florida Territory’s sixth county when it was established in 1823. The county was named after the fifth president of the United States, James Monroe.

Historically, Monroe County stretched from the Dry Tortugas north to the southern shore of Lake Okeechobee and west to the Gulf of Mexico. In 1828, Key West would become the county’s first incorporated city. The second city to incorporate is not so obvious and will likely come as a surprise, but then Monroe County once represented a much greater piece of real estate. Taking that into consideration, it makes more sense that on Aug. 12, 1885 Fort Myers became Monroe County’s second incorporated city.

Because Key West had been the largest city in the vast county, it became home to the county seat. The location proved all fine and good for residents of Key West, but for those living in other parts of the county, traveling to the courthouse was inconvenient at best. It was not long before residents from communities at Key Vaca, Indian Key, and Key Biscayne began to petition the Florida Territory’s Legislative Council for the creation of a new county and a more centrally locat-

ed county seat. The Legislative Council voted for the creation of a new county in January 1836 and the establishment of a new county named Dade was approved on Feb. 4, 1836. The county was named in honor of Major Francis L. Dade, who had been killed the year before in an attack during the second escalation of the Seminole War. Monroe County’s new boundary ended at Bahia Honda, with the Middle and Upper Keys becoming part of Dade County. The county seat was established at Indian Key, though court proceedings would not be limited to the Indian Key location. At least once a year the county court convened on Key Biscayne. Three justices of the peace were appointed and included William Cooley, Lemuel Otis, and the former mayor of Key West, William Whitehead, who had since moved to Key Vaca. According to the records of the Monroe County Sheriff’s Office, Lemuel Otis was recognized as the first county sheriff in 1829. The county seat would move to the mainland and the burgeoning community of Miami in 1844. In 1866, the county lines were again redrawn and the Middle and Upper Keys between Key Largo and Bahia Honda returned to Monroe County.

he word “affordable” does not mean in the Florida Keys what it means elsewhere in the state and country.

It’s a fairly loose term, especially when it comes to housing, and now, windstorm insurance, according to Fair Insurance Rates Monroe, or FIRM. The group has been challenging the Office of Insurance Regulation for about 10 months over what it says are “unjustifiably high rates” from Citizens Insurance for windstorm insurance. Rate hikes were approved for statewide policyholders in December, but not for Monroe, as it was reeling from the aftermath of Hurricane Irma. That saved Monroe County policyholders about $4 million, according to FIRM. “Basically, we’ve been fighting the rate increases since we began years ago,” said FIRM president Mel Montagne.

On June 29, FIRM announced its motion to the First District Court of Appeal had been denied. The motion was filed to get the court to reconsider the rights of policyholders and challenge the Office of Insur-

AOB stands for assignment of benefits — when a homeowner hires a public adjustor to fight Citizens. Officials say this type of claim most often present as a lawsuit, before the insurer has even received a claim. According to Citizens, 76 percent of water loss claims in 2016 were submitted as a lawsuit, up

ance Regulation for approving the rates. Even though Monroe did not see rate hikes, the rates and future hikes are still unreasonable, FIRM says. Windstorm rates for the Keys are the highest in the state and as an area of critical state concern, housing costs are less affordable to boot, Montagne said.

The next step would be to appeal to the Florida Supreme Court.

“We had to take it as far as we could just for the sake of the people here in Monroe County,” Montagne said. “It’s not economically viable to continue to fight on to the Supreme Court. We were told it would cost in the neighborhood of $100,000, and we’ve already spent a good $75,000 to get as far as we did.”

Now, FIRM’s board of directors has decided that the nonprofit’s limited funds will be spent more effectively seeking legislative solutions.

FIRM has contracted with lobbying firm Capitol Access in Tallahassee for assistance in getting its message to the Legislature and Cabinet members.

“The statute enabling the creation of Citizens, the quasi-governmental insurance carrier of last resort, mentions the word ‘affordable’ six times in the first paragraph of the (rate) legislation,” Montagne said. “It will be one of our priorities continued on the next page

“Imagine a leak in a kitchen. That means new tile and cabinets,” said Montagne. “Then imagine you can’t find matching tile, so you have to re-do the whole house. There are hundreds, if not thousands of these lawsuits.”

Montagne said this type of exposure for Citizens means all claim holders, including those in Monroe County, are paying.

DOROTHY“DOTTIE” TRUDY ANN NEER SENA BARRETT Dorothy (Dottie) Jean Sena, 90, of Islamorada, passed away on June 17, 2018 in her home, surrounded by her children and grandchildren. She was born on Dec. 7, 1927 in Walton, N.Y. to George and Aetna Neer. She was married to Louis Thomas Sena Sr. She is survived by her four children, Diane, Marylou, Phillip, Lou and his wife Kristin; and six grandchildren, Nicholas, Selena, Drew, Danno, Kaya and Logan.

Dottie was head nurse of the obstetrics department at Baptist Hospital, where she loved her work with newborns. She retired to Islamorada where she worked with Phillip to run The Caribbean Resort. She enjoyed welcoming new and returning guests at the resort, as well as spending time with family and friends.

Dottie will be laid to rest at the Matecumbe Memorial Garden in Islamorada. The family is not having a public memorial at this time.

Trudy Ann Barrett, 63, of Franklin, North Carolina and formerly of Key Largo, passed away June 5, 2018 with her devoted family by her side.

Born in Traverse City, Mich., she was the daughter of the late Harold Richardson Green and Mabel Marie Allen Green. Before moving to North Carolina, Trudy and her husband Russ lived in Key Largo for 25 years and started their family here.

Trudy enjoyed photography, gardening, fishing, storytelling and spending time with her grandchildren. Her family and friends are forever touched by her charm, easy kindness, gracious confidence and of course her one-of-akind wit. She was an amazing soul who touched all she came into contact with, humans and animals alike.

She is survived by her loving husband, Russell Barrett; her treasured daughters, Melissa Fouts (Zach) and Jillian Barrett, both of Franklin, N.C.; sister, Brenda Gerring (Brian) of South Boardman, Mich.; three brothers, Harold Green Jr.(Cindy) of South Boardman, Mich., Jamie Green of Key Largo, and Charles Green (Jane) of Highlands, N.C.; four grandchildren, Taylor Fouts, Brylee Fouts, Carley Fouts and Jasen View; and several nieces and nephews.

A Celebration of Life will be held from 7 to 9 p.m. on Saturday, July 14 at Breezers, Marriott Key Largo.

Citizens has cited “skyrocketing non-weather water losses in Miami-Dade, Broward and Palm Beach counties” as reasons for jacking up rates in those three counties. “Given the latest data, rates in those counties would have to nearly triple to pay for non-weather related water losses and the litigation expenses that often accompany these claims,” it says on the Citizens website.

“We were able to able to get a rate pause and now the Citizens board has opted to not approve anything related to 2019 rates until December of this year, so I anticipate if they do approve them, those rates won’t go into affect until May 2019 and we’re obviously going to be fighting that,” Montagne said.

Florida’s House of Representatives District 120 seat undoubtedly has some unique problems. Nearshore water quality tops the list of concerns for Democratic candidate Steve Friedman, who will face incumbent Rep. Holly Raschein in the November general election. Raschein is seeking re-election to represent Monroe County and southern Miami-Dade County, a seat she’s held since 2012. Not much information has been made available about her Aug. 28 Republican primary challenger Jose Peixoto, who did not respond when contacted. He has had three unsuccessful runs for the 26th Congressional District of Florida since 2012.

READY FOR REBUILD BOCC TO STAFF: PLANTATION KEY COURTHOUSE PROJECT URGENT

A

s government projects often go, there have been several delays when it comes to leveling and rebuilding the Plantation Key courthouse and jail in Tavernier.

Since 2014, it has been shuffled around on the list of Monroe County’s priorities, but county commissioners recently agreed: the project needs to happen, and soon.

“I took a tour of the courthouse a few weeks ago and was appalled – not so much at the bugs and shape of the building – it’s old,” said Commissioner Sylvia Murphy, adding what shocked her most was the transport of inmates through staff offices to get to the courtroom.

Not to undermine the work of court security, but “That’s just not OK,” she said.

The facility was built in 1980, when “the type of crime in the Keys was much different than it is today,” according to Murphy.

The rebuild of the facility at MM 88.5 bayside in Tavernier will cost more than $20 million.

Commissioners agreed to assign staff to get a guaranteed maximum price on the project by the September commission meeting and proceed with

a fully executed contract.

Assistant County Administrator Kevin Wilson told commissioners the quickest start date for construction would be in the first quarter of 2022 and the project would take 24 months to complete.

“There are pieces that precede the construction of the actual courthouse,” he said. “The 900-pound gorilla in the room is that the capital plan is part of the budget process.”

Commissioner George Neugent said he was concerned because of other projects that will happen at the same time. The county wants to build a new Emergency Operations Center in the near future, which will cost in the neighborhood of $25 million.

“That creates somewhat of a concern for me and it should create concern for the commission – how our staff is going to be able to take on such big projects at the same time,” he said.

Chief Judge Mark Jones, on behalf of himself, seven other judges and staff who work in the county’s 16th Judicial Circuit Court, said the project is urgent.

“Obviously, if this is delayed, the current facility is going to deteriorate further; it’s going to be more expensive and take longer,” he said.

he Rotary Club of Key Largo has new leaders for the year beginning July 1.

Club president Jennifer McComb was installed to the office at a district event at the Tower Club in Fort Lauderdale. A club member for five years, McComb has held various committee roles, including past chair of the Take Stock in Children Backcountry Challenge. She serves on the board of the Ocean Reef Chamber of Commerce. McComb works at the Florida Keys Children’s Shelter, and has held leadership positions with the Ocean Reef Community Foundation, Good Health Clinic, and United Way of the Florida Keys.

State Rep. Holly Raschein, a Key Largo Rotarian, installed the board of directors at an event held at the Caribbean Club on

July 1. Elected officers include vice president Laura Lietaert, secretary Dan Cornell, and immediate past president Dennis Caltagirone, who will serve on the board for another full year. addleboarder Victoria Burgess made the trip from Cuba to Key West in under 30 hours this past week and, in the process, became a Guinness Book of World Records winner.

There are 267 SUP (Stand Up Paddle) records, but Burgess is the first woman to make the crossing between the islands on a stand-up board.

Burgess started paddling competitively about four and a half years ago. She’s won a bunch of races including placing sixth in the 2016 world championships — a 33-mile crossing from the island of Molokai to Oahu under challenging conditions that included 10-foot seas.

“I used to surf when I was in my 20s,” said Burgess, 32. “I gravitated toward ocean paddling because I don’t like flat water.”

She undertook the endurance crossing she said, as a way of staying in the game even if she’s not racing fulltime. She said she likes the navigational aspect of it. (Plus, it’s hard to compete with the athletes who train and race for a living, unlike Burgess, who is a fulltime employee of the Pompano Beach Fire Department.)

The Keys Weekly gave her a couple of days to recover from her June 26-27 endeavor, and then we grilled Burgess, 34, like a cheese sandwich. We. Had. So. Many. Questions.

Keys Weekly: Quick bio, please.

Victoria Burgess: Born in New York, moved to Florida at age 5. Grew up in and around Broward County. I was a firefighter and paramedic, but now I am a fire inspector — it’s more of a 9 to 5 job; I like the regular schedule.

KW: Did you see anything on the crossing?

VB: Not really. There were more wind and seas — about 2 to 4 feet — than predicted, so I couldn’t really look around. I had to paddle on my left side about 90 percent of the time.

And there was a squall at some point and the weather kicked up for about two hours.

KW: Can you tell us about the trip over to Cuba, and your crew?

VB: Capt. Bob Olin and the Sunluver Charters of Key West, plus another captain named Chris. My personal support crew included my boyfriend Rory, a friend Jake who is also a paramedic, a friend Bob who is also a retired Marine and lifeguard, and a videographer, Erin Dean. We left Key West on Sunday evening and got there Monday afternoon. We had enough time to check in, do a couple hours of sight-seeing, and I left from the Hemingway International Yacht Club at 7:15 a.m. on June 26.

KW: Did you nap?

VB: No. I tweaked my right knee bracing myself against the waves so I had to sort of hop down and sit on the board with my feet in the water to eat and rest. But, because of my job, I’ve been able to function 1,000 percent on very little sleep for years.

KW: What type of board?

VB: I used one of my sponsor’s boards.

The ECS is based out of Australia. This particular board is a stock model with a pointy nose, more volume, and light; it’s made out of carbon fiber.

KW: Did you wear shoes?

VB: I had some five-finger toe shoes ready in case there were jellyfish, but I didn’t need them.

KW: Exactly how long did it take?

VB: 27 hours and 48 minutes.

KW: What did you eat?

VB: I ate every hour and snacked every half hour. My meals were peanut butter and jelly sandwiches, chicken burritos and pasta Alfredo. Snacks were sugary stuff like Oreos and bananas. I drank water with a supplement of caffeine and carbs. I think I consumed about 10,000 calories in the crossing, but I didn’t cramp or run out of energy.

KW: Did you listen to music?

VB: Well, my GPS tracker and earphones fell in the water about two and a half hours out.

It just plunked, and it was gone. (That’s when her GPS tracking website stalled.) I thought, “My parents are going to kill me.” But I had a Bluetooth speaker I could hear from the boat and we played music. But I didn’t get to listen to all the podcasts I had downloaded.

KW: Your longest training run was 12 hours, and this crossing took you almost 30 hours.

What do you tell yourself about that gap as you’re paddling?

VB: It’s all mental and I did that training — yoga and relaxation. I get in a zone. I did have a struggle about an hour after it got dark, but I made myself keep going. I kept telling myself, “This is what you’ve been practicing for.”

And having the right nutrition helped, too.

KW: What other training?

VB: Well, I’m a sports nutritionist so I paid attention to that. I also do weight training, run, crossfit and yoga. I worked out on my lunch break, and paddled after work, building up to the long runs on the weekend.

KW: You branded this crossing as Chica Libre; can you tell us about that?

VB: It means “free girl.” I work with lots of women and train women. I know it’s hard — there are days I would rather eat lunch than go work out. My grandmother died in January. My dog died a month and a half ago. It’s hard to train. We all go through challenges and we tend to make excuses that hold us back for one reason or another. I wanted to show that no matter what you’re doing, you don’t have to do that. You can free yourself from holding back. You can free yourself from the negative stuff.

Comments: The Permitting Authority will accept written comments concerning the draft/proposed Title V air operation permit for a period of 30 days from the date of publication of the Public Notice.

As part of his or her comments, any person may also request that the Permitting Authority hold a public meeting on this permitting action.
