According to a German environmental research group, 90 percent of the world’s plastic pollution comes from 10 rivers in Asia and Africa. The Helmholtz Centre for Environmental Research said the Amur, Ganges, Hai, Indus, Mekong, Pearl, Yangtze and Yellow rivers in Asia, as well as the Niger and Nile rivers in Africa should be the focal point of contamination cessation efforts.

TDC awards funds for projects in Key West, Lower Keys KATIE ATKINS katie@keysweekly.com

M

illions of annual visitors means millions in capital improvement dollars for local nonprofits and municipalities, and this year it means just over $3.63 million for projects in Key West and $153,563 for the rest of the Lower Keys.

Monroe County District Advisory Committees (DACs) met countywide last week and approved funding for capital improvements in each of the five districts. The money comes from the bed tax levied on hotel rooms and vacation homes.

DAC I encompasses Key West, and the most awarded went to the Studios

of Key West for a rooftop garden, in the amount of $1,177,985. The project is known as “Hugh’s View,” named after the late Hugh Ware, whose family says he “embraced the One Human Family spirit that is Key West.”

The rooftop terrace will be open to the public and offer a gathering place for sunset celebrations.

Monroe County was awarded the full amount of $800,000 requested for its ongoing bricks-and-mortar restoration project at the historic West Martello Tower, along with $590,000, also the full amount, for East Martello Tower drainage and parking upgrades.

For a revamped restroom at Smathers Beach, which was originally built in the 1960s, the City of Key West was awarded $586,000.

In DAC II, which comprises Big Pine Key and the Lower Keys, a total of $153,563 was awarded for coral restoration by Mote Marine Laboratory ($90,000) and the Coral Restoration Foundation ($63,563). Both were awarded the full amounts applied for.

Mote Marine’s project will cover the cost to plant 6,000 staghorn and elkhorn corals at three reef sites off the lower Keys.

The CRF project involves planting 1,500 staghorn and elkhorn corals at a reef in the Upper Keys, according to the application.

The county applied for a grant to build a new amphitheater at the Big Pine Community Park at a cost of $450,000, which was not awarded.

Other awards in Key West included: • $86,813 to Key West Historical Society for Custom House mechanical repairs.

• $14,871 to Key West Historical Society for renovation of the lighthouse keeper’s quarters exhibit.

• $45,000 to the Key West Botanical Garden Society for its botanical playground installation.

• $45,512 to the Miami-Dade Historical Maritime Museum for preservation of its U.S. Coast Guard Cutter Ingham.

• $110,000 to the county for outbuilding and fence repairs at the Key West Lighthouse.

• $90,000 to the Mote Marine Laboratory for coral restoration.

• $37,500 to the Mel Fisher Maritime Heritage Society for a restroom addition.

Bed tax revenue took a hit in the months post-Irma, especially in Islamorada and Marathon (DACS III and IV). That will affect funding for future projects. County officials say DACs will feel the hit in the upcoming fiscal year, which starts Oct. 1.

After all, they see us at our best and our worst (and sometimes our most vulnerable of moments), yet they share a level of our trust and respect that is often reserved for the closest of friends.

‘SUCCESS COMES FROM HARD WORK’ O

n June 29, Jill Cranney-Gage was inducted as Key West Rotary’s 103rd president.

But her hats are ever-changing. As the assistant finance director at the Monroe County Sheriff’s Office, administrator of the Lower Florida Keys Hospital District Board, and District 1 commissioner for Florida Keys Mosquito Control District, she’s always running around busy doing something. That’s not to mention that her weekends and evenings are filled with as she puts it “hashtag softball life” with her three daughters, Tavyn, Lilee and Maicee.

As a Key West High School graduate, class of 2000, she stays in the Keys because there is no other place in the world she would rather raise her girls.

“Key West is a tightknit community that pulls together in good times and in bad,” she said. “My girls are Conch girls and there is nowhere else we would rather call home.”

This year’s Rotary slogan is “be the inspiration,” and as a Rotarian of the Year in 2013, she follows suit from many of her family and friends. Her grandmother, the late Carol Rogers, is her inspiration going into this year. “She always told my sister and I how proud she was of our accomplishments,” she said.

“Her heart was full seeing us involved in charities and giving back to the community.”

Her list is packed this year, starting with the Fourth of July picnic at Casa Marina and other events like Bacon and Blues Fest, golf tournament, Casino Night, concerts and community cleanups. We wanted to know what makes this year’s Rotary president tick, so we asked…

THIS IS JILL … BE LIKE JILL.

How did you get involved with Rotary?

I got involved with Rotary in 2011 and at the time my boss was a Rotarian and introduced me to Rotary and my club.

Working at the MCSO, what’s one of the craziest things that happened? Hurricane Irma; I don’t even need to elaborate.

Favorite Keysy thing to do? Boating.

What would your superpower be?

Healing.

Best piece of advice you ever received?

My grandmother always told me that patience was a virtue. As I get older, I have really started to realize how true it is.

What are the biggest challenges at the Florida Keys Mosquito Control District?

Keeping up with the increasing cost of chemicals and advanced technology.

We are fortunate to have the best mosquito control in the nation and our team is great at what they do.

If you could take one item on a deserted island, what? why? A private plane, to get to and from the deserted island for more necessary items.

How are spending your Fourth of July this year? Fourth of July is the first big event of my presidency. We have a 5K race in the morning and also the Rotary Club of Key West is hosting the picnic at the Casa Marina this year.

Favorite guilty pleasure? Nacho Cheese Doritos with white American cheese melted on top.

Favorite part of being a mom? I love all aspects of being a mom and my daughters bring more joy and happiness to my life than I can explain. When you become a mom you no longer are living life for yourself, you start living for another breathing human being and that is the biggest reward one can have. My girls are my world.

If you could change the world, what would you do? World peace.

Coming off the Fourth of July, what does it mean to you to be an American? Being an American means being able to live in the greatest country in the world. I am proud to be an American and want to thank our servicemen and women who fight to keep us free.

What does success look like? Success comes from hard work, and by becoming stronger when you get knocked down.

When you’re at work, what are you really wishing you were doing? Sitting in a chair on the balcony of a tiki hut in Bora Bora.

What was your first thought this morning? How blessed and thankful I am for all that I have in my life.

If you won the lottery, what’s the first thing you do? Build my dream home.

Favorite place you’ve traveled to?

Girls trip to Nashville. What happens in Nashville …

What did you want to be when you grew up? My own boss.

onroe County became the Florida Territory’s sixth county when it was established in 1823. The county was named after the fifth president of the United States, James Monroe.

Historically, Monroe County stretched from the Dry Tortugas north to the southern shore of Lake Okeechobee and west to the Gulf of Mexico. In 1828, Key West would become the county’s first incorporated city. The second city to incorporate is not so obvious and will likely come as a surprise, but then Monroe County once represented a much greater piece of real estate. Taking that into consideration, it makes more sense that on Aug. 12, 1885 Fort Myers became Monroe County’s second incorporated city.

Because Key West had been the largest city in the vast county, it became home to the county seat. The location proved all fine and good for residents of Key West, but for those living in other parts of the county, traveling to the courthouse was inconvenient at best. It was not long before residents from communities at Key Vaca, Indian Key, and Key Biscayne began to petition the Florida Territory’s Legislative Council for the creation of a new county and a more centrally locat-

ed county seat. The Legislative Council voted for the creation of a new county in January 1836 and the establishment of a new county named Dade was approved on Feb. 4, 1836. The county was named in honor of Major Francis L. Dade, who had been killed the year before in an attack during the second escalation of the Seminole War. Monroe County’s new boundary ended at Bahia Honda, with the Middle and Upper Keys becoming part of Dade County. The county seat was established at Indian Key, though court proceedings would not be limited to the Indian Key location. At least once a year the county court convened on Key Biscayne. Three justices of the peace were appointed and included William Cooley, Lemuel Otis, and the former mayor of Key West, William Whitehead, who had since moved to Key Vaca. According to the records of the Monroe County Sheriff’s Office, Lemuel Otis was recognized as the first county sheriff in 1829. The county seat would move to the mainland and the burgeoning community of Miami in 1844. In 1866, the county lines were again redrawn and the Middle and Upper Keys between Key Largo and Bahia Honda returned to Monroe County.

RASCHEIN HAS TWO CHALLENGERS FOR DISTRICT 120 SEAT

Florida’s House of Representatives District 120 seat undoubtedly has some unique problems. Nearshore water quality tops the list of concerns for Democratic candidate Steve Friedman, who will face incumbent Rep. Holly Raschein in the November general election. Raschein is seeking re-election to represent Monroe County and southern Miami-Dade County, a seat she’s held since 2012. Not much information has been made available about her Aug. 28 Republican primary challenger Jose Peixoto, who did not respond when contacted. He has had three unsuccessful runs for the 26th Congressional District of Florida since 2012.

WRITING FOR THE HOME TEAM Young Writers Studio aims to develop Conchs’ talents

“I

t seems so unfair to have us all here brown and fat and bicycling around in the sunshine and to have you in what must be a dreary, slushy New York,” a young Elizabeth Bishop writes from Key West in 1939. Bishop, along with a parade of other famous writers (ahem, Hemingway), cement Key West on the map as one of the most desirable adopted homes of the literary elite.

Yet it’s rarer that those born and bred here see it as the place to drop their artistic anchor. Arlo Haskell, director of the Key West Literary Seminar, is one such writer, and he’s on a mission to impart a sense of literary engagement on the next generation of Conchs. The inaugural Young Writers Studio, from June 25-29, was a Key West Literary Seminar offshoot for local students to study with great writers and see their hometown through fresh eyes.

“I think it’s hard not to take the place you live and grow up in somewhat for granted,” said Haskell. “You don’t see it as unique; it’s just the circumstances you’re given.” He recounts his matriculation at Bard College,

where he was introduced to the poetry of Bishop, who saw the Keys not only as special, but spectacular. “I thought: this is material that has been used to great effect by important writers.”

The Young Writers Studio theme was “Island in the Works.” Twelve students from Keys high schools, ages 15 to 17, made up the first class of YWS. They visited familiar sites, like the Dry Tortugas and the Key West Aquarium, and engaged in “generative writing exercises,” encouraging them to see the town anew. Before the program, students receive selected works of four former Key West-based writers: Elizabeth Bishop, James Merrill, Wallace Stevens, and Ernest Hemingway. The texts range from poetry to journalism, notably Hemingway’s “Who Murdered the Vets?” a screed against the U.S. government for abandoning veterans in Keys work camps during the 1935 Labor Day hurricane. More than 400 people perished, and Hemingway’s indignation rings true in today’s postIrma Keys.

“This has been a dream of mine for five or six years,” Haskell says. “I want kids that grow up here to get a literary education or set of opportunities that they may not get in school. I’m not knocking our schools, but locally, statewide, and nationally, we’re often

teaching to test. … It doesn’t allow kids to develop their imagination and creative powers.”

Haskell also caught a proverbial big fish to teach the “master class” of YWS: Victor LaValle, an associate professor at Columbia University’s Graduate School of the Arts and, most recently, author of “The Changeling.”

A visiting writer at past Key West Literary Seminars, LaValle is “an accessible and generous person, which doesn’t always go hand in hand with literary brilliance,” said Haskell.

LaValle is also a “hometown boy” of sorts, writing and raising two children with his wife, the writer Emily Raboteau, in his native Queens, New York. He describes encountering Key West initially: “I felt great warmth—and envy—for the sense of the literary community on the island.” LaValle says, “One of the things about Queens that may be somewhat like Key West is that … there’s really a good chance that if you’re from there, you are overlooked for the flash of people passing through. … So treating the hometown kids like they might make the mark in the way these other writers did – or have the right to – struck me as a really vital gift.”

LaValle taught a craft class, focusing on one element each day, in hopes of developing skills that “will be useful over time instead of over one story.” It’s the first time he’s worked with high schoolers in 18 years.

“It’s been heartwarming and surprising to see how quickly they are turning into teammates, and pushing each other, and asking questions I wouldn’t immediately assume they would think to ask, pushing their story idea to another level of complexity,” he said. “I am very excited to have a part in the inaugural year of it and play whatever part in helping these kids write. But they were going to do it anyway. There’s a lot of local talent.”

As Summer Stage 2018 continues this week with performances of the new hit play “Under the Hunter’s Moon” by Key West playwright Bob Bowersox, TheatreXP will slip in a onenight-only staged reading of “Sideways,” the hilarious Broadway version of the 2004 hit movie that starred Paul Giamatti and Thomas Hayden Church.

The reading will take place Monday, July 9, at 7 p.m., at the Red Barn Theatre, 319 Duval Street, behind the Woman’s Club. Admission is free, no reservations required. The event is part of the South Florida Theater League’s Summer Play Reading Festival, and will be the only reading in Monroe County in that event.

The story is a modern classic. The misadventures begin when Miles, an un-recovered divorcé and would-be novelist with a wine fixation, decides to gift old college buddy and washedup actor Jack with a celebratory trip

to the vineyards of the Santa Ynez Valley the week before Jack’s wedding. The two couldn’t be an odder couple. Indeed, the only thing they seem to share is the same heady mix of failed ambitions and fading youth. And yet, as they make their way up the coast, Miles and Jack soon find themselves drowning in wine and women. Both men careen dangerously and comically toward midlife crises.

This Broadway version of the story was written by Rex Pickett, who has combined elements of his original novel of the same name with the awardwinning screenplay by film director Alexander Payne and screenwriter Jim Taylor. The Key West reading will star Mathias Maloff, Ross Pipkin, Melody G. Moore, Tammy Shanley, Rebecca Gleason and John Reynolds.

“Sideways” won the Academy Award for Best Adapted Screenplay, as well as garnering several other nominations. It also took several Golden Globes, Film Critic’s awards, Independent Spirit, and Screen Actors Guild awards. The stage version was produced in San Diego and London, in anticipation of a future Broadway run.

STEPPENWOLF DIRECTOR HELMS WORLD PREMIERE PLAY LOCALLY

It was a big storm that enticed Patrick New into pursuing a life in the theater.

And not just any old storm … it was a very bright and flashy, very scary one.

“My mum took me to a production of Shakespeare’s “The Tempest” when I was about 4 or 5,” New said, “and the storm in Act One, Scene One is one of my earliest memories. After something like that, well …”

He hasn’t looked back since.

New immersed himself in the theater offerings of his elementary, middle, and high schools – excelling in all of them. He became a founding member of “The Show” in college – still the longest-running student TV show in the country – and capped his education with a master’s in fine arts in directing from the University of British Columbia in Vancouver.

And the pedigree doesn’t end there. Acting and directing work with some of the top theaters in the country followed: Steppenwolf, The Goodman, and Looking Glass in Chicago, San Francisco’s ACT, New York’s Roundabout, Baltimore’s Centerstage.

New is in Key West this summer to direct his second play for Summer Stage in as many years.

Last year he helmed a revival of “One Flew Over The Cuckoo’s Nest,” which played to sold-out crowds every night. This year, it’s creating something from whole cloth – the premiere of Key West playwright Bob Bowersox’s brand-new play, “Under The Hunter’s Moon,” which runs July 5-22 at the Red Barn Theatre. ”It’s always exciting and challenging to develop a new play,” New said. “I love the creative process. I love taking words on paper and giving them life by finding their theatrical reality through movement, gesture, and voice.”

Bowersox met New a few years ago when New ran a seminar for Fringe Theater’s

Shakespeare in School program, where New’s abilities as a Shakespearean actor helped the Fringe actors master the ins and outs of speaking in iambic pentameter.

“Patrick and I hit it off right away,” Bowersox said, “and he came in to direct ‘Cuckoo’s Nest’ for us. It was such a great experience – the way he finds a play’s heart and brings the actors into it with him – his whole process is very unique and quite extraordinary. It elevates a play far beyond the norm … makes it an exceptional experience for everyone, especially the audiences.”

“Under The Hunter’s Moon” centers on Robert Grey, who has been the biggest Hollywood star of his generation. But after 35 years and 50 films, the joy of the work is eluding him, and a chance meeting with a long-lost first love in a small general store in Maine causes Grey to question his life’s path and the value it may have had. The play stars Bowersox, David Black, Paula Cabot, Melody G. Moore, Mathias Maloff, Tammy Shanley and Arthur Crocker.

“I love telling great stories that inspire people, and this is a great story,” New said. “I think it will give audiences the opportunity to explore aspects of their own lives, in their past and in their present, with the understanding that change is not only possible, but sometimes essential.”

Bowersox agrees. “‘Hunter’s Moon’ is a special play, and I’m so glad Patrick came back to direct it. I’m sure it will soar, thanks in great part to his talent.”

Taking a turn ANOTHER $52,000 FIRM changing direction in windstorm rate battle KATIE ATKINS

he word “affordable” does not mean in the Florida Keys what it means elsewhere in the state and country.

It’s a fairly loose term, especially when it comes to housing, and now, windstorm insurance, according to Fair Insurance Rates Monroe, or FIRM. The group has been challenging the Office of Insurance Regulation for about 10 months over what it says are “unjustifiably high rates” from Citizens Insurance for windstorm insurance. Rate hikes were approved for statewide policyholders in December, but not for Monroe, as it was reeling from the aftermath of Hurricane Irma. That saved Monroe County policyholders about $4 million, according to FIRM. “Basically, we’ve been fighting the rate increases since we began years ago,” said FIRM president Mel Montagne.

On June 29, FIRM announced its motion to the First District Court of Appeal had been denied. The motion was filed to get the court to reconsider the rights of policyholders and challenge the Office of Insurance Regulation for approving the rates. Even though Monroe did not see rate hikes, the rates and future hikes are still unreasonable, FIRM says. Windstorm rates for the Keys are the highest in the state and as an area of critical state concern, housing costs are less affordable to boot, Montagne said.

The next step would be to appeal to the Florida Supreme Court.

“We had to take it as far as we could just for the sake of the people here in Monroe County,” Montagne said. “It’s not economically viable to continue to fight on to the Supreme Court. We were told it would cost in the neighborhood of $100,000, and we’ve already spent a good $75,000 to get as far as we did.”

Why is Citizens paying for “non-weather water losses” and what, exactly, is that? In the tri-county area, Citizens sells multi-peril policies — both a wind damage and homeowners insurance policy. (In the Keys, it’s less expensive to get separate policies.)

Essentially, the claims are for plumbing accidents.

“Just Google ‘AOB abuse,’” said FIRM president Mel Montagne. “You will find a plethora of information.”

AOB stands for assignment of benefits — when a homeowner hires a public adjustor to fight Citizens. Officials say this type of claim most often present as a lawsuit, before the insurer has even received a claim. According to Citizens, 76 percent of water loss claims in 2016 were submitted as a lawsuit, up from 2.5 percent of water claims in 2012.

According to Florida’s Chief Financial Officer Jeff Atwater, 28,000 AOB property insurance claims were filed in 2016. It’s a marked increase: up 46 percent between 2010 and 2015, according to the state Office of Insurance Regulation, and the average claim costs more than $32,000.

“Imagine a leak in a kitchen. That means new tile and cabinets,” said Montagne. “Then imagine you can’t find matching tile, so you have to re-do the whole house. There are hundreds, if not thousands of these lawsuits.”

Montagne said this type of exposure for Citizens means all claim holders, including those in Monroe County, are paying.

Now, FIRM’s board of directors has decided that the nonprofit’s limited funds will be spent more effectively seeking legislative solutions.

FIRM has contracted with lobbying firm Capitol Access in Tallahassee for assistance in getting its message to the Legislature and Cabinet members.

“The statute enabling the creation of Citizens, the quasigovernmental insurance carrier of last resort, mentions the word ‘affordable’ six times in the first paragraph of the (rate) legislation,” Montagne said. “It will be one of our priorities to ask the Legislature to define this concept and hold Citizens accountable.”

Citizens has cited “skyrocketing non-weather water losses in Miami-Dade, Broward and Palm Beach counties” as reasons for jacking up rates in those three counties. “Given the latest data, rates in those counties would have to nearly triple to pay for non-weather related water losses and the litigation expenses that often accompany these claims,” it says on the Citizens website.

“We were able to able to get a rate pause and now the Citizens board has opted to not approve anything related to 2019 rates until December of this year, so I anticipate if they do approve them, those rates won’t go into affect until May 2019 and we’re obviously going to be fighting that,” Montagne said.

hanks to a $25,000 grant from Dogwood Foundation and a $27,262.49 settlement from British Petroleum Deepwater Horizon, Boys & Girls Club of the Keys Area are closer to their vision of providing their 450 young members a muchneeded permanent home. Funds will be allocated for renovations to their former home at Bayview Park, a leaky 64-year-old building that lacks air conditioning and proper facilities for food preparation, bathrooms and administrative offices for the youth services program.

“The generous donation from Dogwood Foundation and the settlement from BP moves us closer to our goal of creating a modern and permanent Boys & Girls Club at Bayview Park,” said Executive Director Dan Dombroski. “We’re grateful for the support that will provide a positive, safe environment for children in our community to attend after school and during school holidays and breaks.”

Anticipated renovation cost for the 4,000-square-foot city-owned building is $2.1 million. The club has raised more than $700,000 – which includes the Dogwood grant and BP Deepwater Horizon settlement, more than $25,000 from their recent “One Particular Harbor” fundraiser, and a $500,000 city allotment from its own British Petroleum settlement funds.

MONROE COUNTY AMONG HEALTHIEST STATEWIDE We’re not kidding KATIE ATKINS

F

irst, the good news: Monroe County has among the best health rankings across Florida’s 67 counties and has improved its spot from 10th best to seventh best, year over year.

The bad news? Monroe’s clinical care ranking falls near the bottom statewide, along with a severe housing problem and a high rate of self-reported binge drinking.

The Florida Department of Health recently released its 2018 assessment of the county’s state of health, determined by the University of Wisconsin and the Robert Wood Johnson Foundation using the most recent information from nonprofits, health-care facilities, schools, local police departments and others.

Seeing as how the most comprehensive statistics were gathered a year before Hurricane Irma, it will be a while before the effects of the storm are known on these rankings.

Factors that contributed to Monroe ranking in the top 10 included quality of life, good health, a lower and improved percentage of adult smokers, and a lower obesity rate than some of the healthiest counties across the U.S. Rates of physical inactivity were low, and the county’s access to exercise opportunities was 100 percent, compared to 87 percent across the state.

Another positive number is Monroe’s low unemployment rate at 3.2 percent, on par with the best-performing U.S. counties and better than the statewide rate of 4.9 percent.

On the dark side, Monroe’s excessive drinking rate is double that of the healthiest counties in America, and 8 percent higher than the rest of Florida.

The percentage of driving deaths involving alcohol was 31 percent compared to the statewide rate of 26 percent, but in Monroe there has been no consistent trend. It has spiked and dropped over the years.

“Alcohol is a tough nut to crack in the sense that it’s tolerated in the Keys and it’s sort of part of the ethos here,” said county Health Department administrator Bob Eadie. “Most people think well, it’s a just a tourist issue because people are coming here to have a good time and unwind, but there is a residual effect.”

Eadie said well over 25 percent of high school students admit to binge drink on occasion, which affects education.

“Then, if you’re going to be stopping people for DUIs and things like that, that requires a lot of law enforcement time and court expenses,” he said. “Alcohol and drug abuse will rip a community apart.”

A high rate of medically uninsured residents contributed to the county’s ranking at 39 out of 67 counties for clinical care, down two points from last year.

Other problem areas include a high percentage of children living in poverty — 18 percent — and length of life. Severe housing problems are much more common in the Keys than statewide, with 29 percent of households having at least one of four problems: overcrowding, high housing costs or lack of a kitchen or plumbing.

“The effects of Irma are still rolling through the Keys and you couldn’t have had a better response from federal, state and local government, but by the same token, with recovery now, we need to get help to people faster,” Eadie said.

addleboarder Victoria Burgess made the trip from Cuba to Key West in under 30 hours this past week and, in the process, became a Guinness Book of World Records winner.

There are 267 SUP (Stand Up Paddle) records, but Burgess is the first woman to make the crossing between the islands on a stand-up board.

Burgess started paddling competitively about four and a half years ago. She’s won a bunch of races including placing sixth in the 2016 world championships — a 33-mile crossing from the island of Molokai to Oahu under challenging conditions that included 10-foot seas.

“I used to surf when I was in my 20s,” said Burgess, 32. “I gravitated toward ocean paddling because I don’t like flat water.”

She undertook the endurance crossing she said, as a way of staying in the game even if she’s not racing fulltime. She said she likes the navigational aspect of it. (Plus, it’s hard to compete with the athletes who train and race for a living, unlike Burgess, who is a fulltime employee of the Pompano Beach Fire Department.)

The Keys Weekly gave her a couple of days to recover from her June 26-27 endeavor, and then we grilled Burgess, 34, like a cheese sandwich. We. Had. So. Many. Questions.

Keys Weekly: Quick bio, please.

Victoria Burgess: Born in New York, moved to Florida at age 5. Grew up in and around Broward County. I was a firefighter and paramedic, but now I am a fire inspector — it’s more of a 9 to 5 job; I like the regular schedule.

KW: Did you see anything on the crossing?

VB: Not really. There were more wind and seas — about 2 to 4 feet — than predicted, so I couldn’t really look around. I had to paddle on my left side about 90 percent of the time.

And there was a squall at some point and the weather kicked up for about two hours.

KW: Can you tell us about the trip over to Cuba, and your crew?

VB: Capt. Bob Olin and the Sunluver Charters of Key West, plus another captain named Chris. My personal support crew included my boyfriend Rory, a friend Jake who is also a paramedic, a friend Bob who is also a retired Marine and lifeguard, and a videographer, Erin Dean. We left Key West on Sunday evening and got there Monday afternoon. We had enough time to check in, do a couple hours of sight-seeing, and I left from the Hemingway International Yacht Club at 7:15 a.m. on June 26.

KW: Did you nap?

VB: No. I tweaked my right knee bracing myself against the waves so I had to sort of hop down and sit on the board with my feet in the water to eat and rest. But, because of my job, I’ve been able to function 1,000 percent on very little sleep for years.

KW: What type of board?

VB: I used one of my sponsor’s boards.

The ECS is based out of Australia. This particular board is a stock model with a pointy nose, more volume, and light; it’s made out of carbon fiber.

KW: Did you wear shoes?

VB: I had some five-finger toe shoes ready in case there were jellyfish, but I didn’t need them.

KW: Exactly how long did it take?

VB: 27 hours and 48 minutes.

KW: What did you eat?

VB: I ate every hour and snacked every half hour. My meals were peanut butter and jelly sandwiches, chicken burritos and pasta Alfredo. Snacks were sugary stuff like Oreos and bananas. I drank water with a supplement of caffeine and carbs. I think I consumed about 10,000 calories in the crossing, but I didn’t cramp or run out of energy.

KW: Did you listen to music?

VB: Well, my GPS tracker and earphones fell in the water about two and a half hours out.

It just plunked, and it was gone. (That’s when her GPS tracking website stalled.) I thought, “My parents are going to kill me.” But I had a Bluetooth speaker I could hear from the boat and we played music. But I didn’t get to listen to all the podcasts I had downloaded.

KW: Your longest training run was 12 hours, and this crossing took you almost 30 hours.

What do you tell yourself about that gap as you’re paddling?

VB: It’s all mental and I did that training — yoga and relaxation. I get in a zone. I did have a struggle about an hour after it got dark, but I made myself keep going. I kept telling myself, “This is what you’ve been practicing for.”

And having the right nutrition helped, too.

KW: What other training?

VB: Well, I’m a sports nutritionist so I paid attention to that. I also do weight training, run, crossfit and yoga. I worked out on my lunch break, and paddled after work, building up to the long runs on the weekend.

KW: You branded this crossing as Chica Libre; can you tell us about that?

VB: It means “free girl.” I work with lots of women and train women. I know it’s hard — there are days I would rather eat lunch than go work out. My grandmother died in January. My dog died a month and a half ago. It’s hard to train. We all go through challenges and we tend to make excuses that hold us back for one reason or another. I wanted to show that no matter what you’re doing, you don’t have to do that. You can free yourself from holding back. You can free yourself from the negative stuff.

“Calypso,” the latest by humor writer David Sedaris, is as good as all of his other works. (But if you’re a newcomer, please start with one of his earlier books so as to draw out the pleasure.) Eli Pancamo loves his food.

Moreover, he loves tacos. And it would have been easy enough for him and his wife, Kenna, to rest on their success with Garbo’s Grill — their first successful venture in Key West that has since gained international notoriety.

But the idea for Sinz Burittos, which has augmented Pancamo’s place in the restaurant lore of Key West, was hatched nearly two decades ago when he was a regular at local Tex-Mex joints in Colorado. Yet Sinz, named after the seven deadly vices, is no ordinary burrito line. Instead, it is a “bare-all” glimpse into the artistry and mind of Eli Pancamo, along with his love for art — and his sinful affinity for food.

ARTIST: SWARM The Art: Part Tex-Mex eatery, part art studio, Sinz is lined with original art and murals. All of the seven deadly sins are depicted on the walls.

“I know so many talented artists and I asked a few of them to come in and create a particular sin. It was their vision to run with and each did what they wanted,” said Pancamo. “The result is something special and unique.”

Carne asada, black beans and rice, cilantro, red onion, Chihuahua cheese, jalapeños, pico de gallo, sour cream and a lot of hot sauce,” said Pancamo. “But my favorites are tacos: hard shell, ground beef, cheese, jalapeños, cilantro, pico and sour cream. I’m a basic SOB that loves basic shit.”

ARTIST: RICK WORTH No legit taco joint is complete without craft beer and wines. Sinz boasts about 10 beers on tap, including Waterfront Brewery Crazy Lady and Civil Society, and more than 25 beers in the can or bottle. Not to mention wines on tap, along with ever-evolving items like sangria and margaritas on tap (when available).

ARTIST: SEAN SULLIVAN (FROM MANHATTAN, A.K.A. LAYER CAKE) Kenna makes the lemonades and limeade daily at Sinz. The homemade brand is called “Virt-Juice,” as Kenna serves as Eli’s “angel of virtue.” At Sinz, the strawberry, raspberry, blueberry and cherry flavors are mixed with hints of sugar, fresh lime and other ingredients. It’s, well … heavenly. Or as Eli says, “You can wash your sinz down with a bottle of Virt-Juice.”

6. GLUTTONY

ARTIST: JACK MCDONALD Sinz offers all you can eat tacos on Tuesday for a cool $15 or you can grab individual tacos at $2. Kenna says Eli can eat 10 to 12 tacos in one setting.

S

ending money with the click of a button on your iPhone would have been a foreign language for many mere years ago. Today, it’s as easy as emoji pie.

“I use it any time I owe money, since I rarely carry cash,” said Monroe County Public Defender Robert Lockwood. “Not everyone has caught onto it, but if they have the knowledge and technology to accept it, I use it.”

He says the beauty of apps, including Venmo, Apple Pay, Cash, Circle Pay, Square Cash, and Zelle, is there are no fees on either end of the transaction (although some charge a fee for using a credit card). He prefers using Apple Pay, claiming it’s by far the easiest if the other person also has an Apple phone. Samsung and Android also have pay options.

J.C. Holmes of Mariner’s Hospital uses the app about five to 10 times a week. Last year while campaigning for Good Health Clinic’s Big Kahuna, he used any avenue available to raise funds for the nonprofit. Although he used the fundraising app on Facebook, which took a percentage, he pre-

ferred sending donors a link to the cash.me app.

“Most people don’t carry cash anymore,” said Holmes. “It’s the easiest way to share costs with friends when going out or even splitting the cost of gifts for family members.”

Holmes also uses the app when accepting payments from friends for just about anything. In November while planning a dinner where the attendees would be chipping in, he simply sent a text with the link so those involved could pay. “It’s a safe and secure way to send funds instantly,” he said.

Banks seems to like the feature also. “For instance, if I send you $100, it’s a bank’s dream that you will just leave it in there for a few days before accepting, or

accept it and not transfer it to your banking account,” said Lockwood, who has researched most of the available money apps. “When it sits in there, the money is floating; I think banks like that.”

“Just Venmo me” is catching on about as fast as using Google as a verb. Venmo is a hit with college kids who are living away from mom and dad or for splitting dinners or cab fares.

Cathy Crane of Big Coppitt uses Venmo to pay her daughter Kristin’s rent in Tallahassee. “I just log in, find her landlord, key in the amount, verify and just like that, her rent is paid,” said Cathy. “I also use it to request payment from Kristin’s roommates for their share of the utilities. Once they pay, I get a notification or I can send a reminder.”

Person-to-person payments is an online technology that allows customers to transfer funds from their bank account or credit card to another individual’s account via the Internet or a mobile phone.

P2P transactions appear to happen instantaneously, but there’s actually a processing delay of several days, and the person sending you money can cancel the transaction or reverse it during that time. Use the apps exclusively to transfer money back and forth with people you know and trust, such as your friends and family members.

othing conjures images of Key West’s colorful past like pirates, voodoo and . . . zombies? In a new novel by Cliff Murray, readers are treated to all three of these in a story that’s a romp through the streets of modern-day Key West. The book is titled, rather appropriately, “Voodoo Zombie Pirates in Key West!”

“I came up with the story idea while reading up on Key West history,” said author Cliff Murray. “I read there are still rumors of a pirate treasure buried behind a house on Elizabeth Street. Then, in another source, I read about a pirate captain who disappeared under bizarre circumstances while trying to escape capture. And we’ve all heard tales of people practicing voodoo or Santeria over in the cemetery. Starting with these images, I developed this story, adding in a lot of the Key West locations that we love.”

“It’s a fun read, not scary or gory,” said Murray. The story begins in the Key West Cemetery, and then travels around town to such places as the Bight (where someone steals a schooner), the Green Parrot, the Key West Public Library, the Flaming Buoy Filet Co., the Lighthouse, the Hemingway House, La Te Da, and Mallory Square, among other places.

The story also contains another matter Key Westers might relate to: a hurricane, which one of the sorcerers conjures to advance his diabolical schemes.

“I wrote the first drafts of those hurricane chapters early in the summer of 2017,” explained Murray. “Then we endured Hurricane Irma, which required me to go back and rewrite everything. It was an interesting interplay, going from art to nature then back to art.”

Murray has lived in Key West since the summer of 2016.

Before becoming a writer, he was a corporate attorney in Dallas, Texas. He also has worked as an industrial engineer, a boilermaker, a pipefitter, a security guard, and a loader of ice cream trucks. He now lives in Old Town Key West with his girlfriend, Mari, and their Little Bitty Dog. His previous publications include: “Zombie Apocalypse Now, a novel;” and “Walks in Wild Yellowstone: A Summer of Solo Backpacking in Yellowstone National Park.”

oung Sam Carlson was only planning to come down to Key West for a few days at the end of a long road trip in 2017.

Previously, he had been working just outside of Boston as an outdoor educator for middle school students.

“My friend was a bass player, and another played accordion and we played music whenever we could,” he said. “There were day trips with the students, and then we played all night.”

Originally, Carlson was going to teach in Boston, but began busking and while traveling, got gigs in California.

“I had never been west of the Mississippi. I met a friend in New Orleans who knew Jerrod Isaman (Billy & the Squid, Love Lane Gang) who told me to seek him out in Key West. Another friend said go find ‘Happy Dog’ if you go to Key West. So the destination became Florida,” Carlson said. “I played music, and my friend made and sold jewelry and we traveled all over the country. I was lucky when I came to Key West. Someone gave me a place to sleep. On the third day on the island, Raven Cooper invited me up on stage.

She got me my first gig at Captain Tony’s.”

Carlson had to decide whether to pursue the master’s program and

teach, or make music, write songs, and become successful here in Key West. “I grew up singing all the time, starting in church,” he said. Self-taught on guitar, Carlson was surrounded by folk and bluegrass music close to his house in college.

Carlson plays solo as well as rhythm guitar in the Key West band “Billy and the Squid.” You can see him with “Billy and the Squid” at Sunset Pier on Wednesdays and Fridays from 7 to 9 p.m., at Salute’s on Sundays from 6 to 9 p.m. and solo at Blue Heaven on Thursday nights, and at Viva Saloon on Sundays and Mondays from noon to 3 p.m.

Carlson is working on a couple of other local musical projects that we can expect to see soon: Bea Bea Banda, a gypsy band led by Martin the violinist, and a jug band project at Mary Ellen’s complete with a tuba, banjoleles and kazoos. Carlson will also take some time this summer to record some of his songs. “The niche I’m trying to go for is country blues/country folk, like Pokey LeFarge.”

“I want to thank Pete Jarvis and Raven Cooper who helped me a lot to get my first gigs, and Jesse Wagner and Jerrod Isaman for their musical guidance and friendship,” he said. “Walking through the doors that opened have led me here. It all just happened when I got here! Been a good year!”

escribing the devastation of Hurricane Irma at Heroes Reef as ground zero, Dr. Michael Crosby of Mote Marine on Summerland Key prepped the 13 combat-wounded veterans and 18 Scubanaut student scientists about the area. “If you have seen this reef before, brace yourselves, because it isn’t going to look anything like it did before.”

With coral diseases running rampant throughout the Keys, the 31 “citizen scientists” planted 300 staghorn coral fragments not affected by the bleaching. “It takes hundreds of people to make a reef,” said Crosby in his welcoming speech, thanking those in attendance.

Dr. David Vaughn of Mote explained that what was once a quarter-acre plot of sea bottom may have spread miles due to the hurricane since the pieces that broke off could have implanted in other areas.

After the dive, the group reconvened at Mote Marine for a barbeque.

The Permitting Authority will issue a final permit in accordance with the conditions of the draft/proposed permit unless a response received in accordance with the following procedures results in a different decision or a significant change of terms or conditions.

Comments: The Permitting Authority will accept written comments concerning the draft/proposed Title V air operation permit for a period of 30 days from the date of publication of the Public Notice.

Written comments must be received by the close of business (5:00 p.m.), on or before the end of this 30-day period by the Permitting Authority at the above address.

As part of his or her comments, any person may also request that the Permitting Authority hold a public meeting on this permitting action. EPA Review: EPA has agreed to treat the draft/proposed Title V air operation permit as a proposed Title V air operation permit and to perform its 45-day review provided by the law and regulations concurrently with the public comment period, provided that the applicant also transmits an electronic copy of the required proof of publication directly to EPA at the following email addresses: R4TitleVFL@epa.gov.

Although EPA’s 45-day review period will be performed concurrently with the public comment period, the deadline for submitting a citizen petition to object to the EPA Administrator will be determined as if EPA’s 45-day review period is performed after the public comment period has ended. The employment period starts August 06, 2018 and ends on November 18, 2018. The scheduled work week is 40 hours, 8 hours per day Monday through Friday. Available work may exceed 55 hours a week. The work is heavy manual labor related to the growing and/or harvesting of field grown nursery stock.

Workers need to have a minimum of three (3) months of prior experience working in a B & B tree/shrub nursery. Other requirements include the ability to bend, crouch, reach, to lift and carry items weighing up to 75 pounds over the course of the day. The pay rate is $12.24 per hour. All employees are required to take a drug test when they start working to remain employed.

Work tools, supplies and equipment are provided without cost to the worker. For non-local workers, Angelica also provides free dormitory style housing, reimburses transportation and subsistence expenses to the work-site no later than 50% of the employment period is completed, and pays return transportation and subsistence expenses when the employment period is completed.
