A

lthough it’s been slow moving, reimbursement money from the Federal Emergency Management Agency is heading for Key West and Monroe County nine months post-Hurricane Irma.

Of the $7 million worth of reimbursement requests from the city of Key West, zero has been received, but City Manager Jim Scholl said city staff had a conference call with Florida Department of Emergency Management reimbursement contractors this week and $2 million has been “obligated,” meaning FEMA has approved it.

“Based on the call, we expect to get approximately $800,000 of the first $2 million by next week. So, currently Key West has no reimbursement dollars but it looks like we may have the first partial increment by next week,” Scholl said.

Monroe County is in a similar situation.

Tina Boan, budget and finance director, told County Commissioners Wednesday she’s optimistic after two meetings with FEMA and state reps this week.

“Money is beginning to flow,” she said, “There is $370,000 in the queue” but it hasn’t been received yet.

That’s on top of $604,000 the county has already received, but leaves another roughly $33 million that the county already has submitted to FEMA for reimbursement but is still waiting to have go through the process.

“We’re told another $1.2 million would happen today, but I’ll keep my fingers crossed on that,” Boan said.

“So of the $35 million in requests, we’ve received about a million?” asked Mayor David Rice, to which Boan said yes.

JULY FOURTH PICNIC AT CASA MARINA RESORT SCHEDULED AS USUAL Join Rotary Club of Key West’s 33rd annual July Fourth Picnic Wednesday at the Casa Marina Resort, 1500 Reynolds St. The fun starts at 5 p.m., along with the Key West Fireworks Celebration at 9 p.m. at the Edward B. Knight Pier (White Street Pier).

oin a Key West tradition in its 33rd year and celebrate America’s 242nd birthday with the Rotary Club of Key West Wednesday. The Rotary’s annual July Fourth picnic at the Casa Marina Resort, 1500 Reynolds St., starts at 5 p.m., along with the Key West Fireworks Celebration at 9 p.m. at the Edward B. Knight Pier (White Street Pier).

There will be live local music at the all-American picnic, familyfriendly games and a spectacular view of the fireworks. Rotary invites the community to join in raising money for not only the annual party, but local scholarship programs as well, which directly benefit local Key West High School students.

“So much work and effort goes into this massive production and we could not do it without our local support,” Jessica Cranney, chair of the event. “What we raise every

year stays within our local community and we are so proud as a club to streamline this event with the Casa Marina this year.”

The Rotary Club of Key West provides up to $40,000 each year in scholarships to Key West High School graduates.

Best Seats on the Beach, VIP seating, are $250 each. VIP tickets include reserved seating on the beach with an upscale buffet, a three-hour open private bar, and a one-of-a-kind view of the fireworks display. Tickets can be purchased for tables of 10, or individual seats.

The beachside BBQ menu includes mixed green salad, cucumber watermelon salad, baby red potato salad, an artisan bread display with flavored butters, paella with Key West pink shrimp and other seafood selections.

Adult general admission is $10 and includes live, local music and dancing on the beach, a family fun zone with slides, bounce houses and face painting; a silent auction (more than 200 items, including hotel stays, attraction passes, restaurant certificates and fabulous local artwork), and food and beverages for sale from Casa Marina along with a view of fireworks at 9 p.m. Admission for kids age 3 and under is free.

MOON Did you know there’s a specific name for the full moon during the month of June? It’s usually called the Strawberry Moon — a time when the wild strawberries ripen. It’s also called the Rose Moon, the Hot Moon and the Mead Moon. (We think the last pertains to beer, or at least we like to think so.)

Look for the big orb in the sky tonight, June 28. Or, if you missed it, then on July 27.

“The Moonlight Sonata,” by Ludwig von Beethoven, is probably the most widely recognized classical work associated with the full moon. The name comes not from the composer but from a critic who compared the piece to the effect of moonlight on Lake Lucerne.

Let the beatings continue At the Bethlehem (or Bedlam) Hospital in London, inmates were chained and flogged at certain phases of the moon “to prevent violence.” This barbarous practice was abolished in 1808 through the efforts of John Haslam, the hospital’s apothecary.

Sidereal Month vs. Synodic Month The Moon’s sidereal orbital period (the sidereal month) is about 27.3 days; this is the time interval that the Moon takes to orbit 360° around the Earth relative to the “fixed” stars. The period of the lunar phases (the synodic month), e.g. the full moon to full moon period, is longer at about 29.5 days.

A gibbous moon This is one of the phases. It means having the observable illuminated part greater than a semicircle and less than a circle.

Newlywed vacations The honeymoon is named after the full moon in June. As it fell between the planting and harvesting of crops this was traditionally the best month to get married.

Lucky The full moon is considered unlucky if it occurs on Sunday but lucky if it occurs on Monday. In fact, the name of Monday is derived from Old English “Mōnandæg” and Middle English “Monenday,” which means “moon day.”

Blue moon The second full moon occurring within a calendar month is called a Blue Moon. The latest was seen on March 31, 2018. Far from being a rare event this phenomenon occurs once every three years on average.

What do you see?

In China, the dark shadows forming the “man in the moon” are seen as a toad. Older European lore characterizes it as a man carrying a wide burden on his back.

The face, or rabbit, or woman’s head, neck and torso, are formed by the smooth and rough terrain that appear light and dark.

The phases There are eight phases of the moon, which succeed each other with a periodicity of 3.69 days: new, waxing crescent, first quarter, waxing gibbous, full, waning gibbous, last quarter, waning crescent.

If you try to buy or sell moon rock (that is likely fake), you will be arrested by undercover agents. It’s estimated that astronauts have collected 842 pounds of moon rock that has been transported back to Earth. Also not legal is the new street drug called “moon rock” which is apparently uncut ecstasy.

Wait. What? The moon is actually egg-shaped.

But from our planet’s vantage point, the moon appears to be a perfectly round sphere.

It’s the result of the ongoing gravitational tug-of-war between it and Earth, according to NASA. The Earth and moon’s egg “ends” are pointing at one another.

Nursery Rhyme I see the moon, the moon sees me the moon sees somebody I want to see God bless the moon and God bless me and God bless the somebody I want to see.

Neap tides These special tides happen when the moon is full or new, the gravitational pull of the moon and sun are combined. At these times, the high tides are very high and the low tides are very low. ... They occur when the Earth, the Sun, and the Moon are in a line.

Doggone crazy The chances of being bitten by a dog are twice as high during a full moon, according to a study at Bradford Royal Infirmary, which reviewed 1,621 cases of dog bite between 1997 and 1999. However, a study at the University of Sydney in Australia concluded there was no identifiable relationship between the state of the moon and dog bites.

ohn Trovato was destined for hospitality; he truly could not be a more welcoming person. Kind, affable and engaging, not the expected image when describing the manager of the world-renowned Casa Marina, Waldorf Astoria Resort. Trovato debunks the corporate stereotype and instead enjoys his Key West attitude and personal approach to greeting thousands of guests to the island every year. For 25 years Trovato has been in the hotel business, living in 22 different cities and working his way up the ladder.

Along the way Trovato honeymooned in Key West and spent a year here back in the ’80s — he “loved it then and loves it now” and did not hesitate returning a year ago March. He was quick to point out (with a sly smile) the same problems that existed then exist now, and yet the weather and people are better than anywhere else.

Trovato has quickly become a part of the community. He received the Circle of Heroes Award from Samuel’s House for the hotel’s contribution after the hurricane. He revels in the fact he can’t walk down the street without talking to someone, can bike ride everywhere and the Casa has won the Bubba People’s Choice for Best Hotel, as well as the highest award for associate engagement in all of Waldorf. Gearing up for the annual Fourth of July picnic and Rotary fireworks, Trovato will inevitably do what he does best — welcome everyone to the Casa.

Full Name? John Trovato How did you get into hospitality? Just like virtually everyone, I started as a dishwasher and always knew you could eat and meet people.

Do you have a life credo or motto? Love your family, work hard and be kind to other people.

Difference between running a Key West resort versus other big cities?

Really, there is absolutely no place like Key West.

Totally unique, laid back, a great restaurant scene, watersports, history … I could go on and on.

What’s on your bucket list? Drive a race car.

What is your idea of perfect happiness? Spending time laughing with family and friends.

What is it that you most dislike? Complainers.

Which TV, movie or super hero character is your alter ego? Phil Dunphy from “Modern Family.”

Funniest hotel guest?

Guy who thought his safe was a microwave and was yelling at me because it wouldn’t cook his hot dog.

Name three things you could not live without?

Faith, family, and work.

If invisible what would you do? I have a great father that was always there for me and kept me on the right track. I would enjoy being there for young kids without fathers.

On what occasion do you lie? When I am keeping score in golf … it’s not lying, it’s just losing count.

Favorite guilty pleasure?

Cookies.

What’s something people don’t know about you? I lived in Smurf Village way back when, and I teach spin classes.

Best hotel memory? All of our associates were accounted for after this recent hurricane, seeing everybody come back to work and assisting in community clean up was really inspiring.

Lunch with one famous person, who would you choose? Frank Sinatra.

or any person who likes to carefully plan things, control situations or has a touch of OCD, this would be nightmare.

“One Night Stand” at the Studios of Key West calls on spontaneous, brave, fearless creatives to put on a 10-minute, full-scale theatrical production in less than 24 hours. This show business exercise has proven to be outstandingly successful, fun and funny to watch since the Studios started challenging thespians back in 2007. For two shows only on Saturday, June 30, five writers will receive an inspirational line that must be incorporated in a play … and then write, direct, and put on a show with less than 24 hours preparation.

Oh, and they aren’t assigned their actors until then until the morning of, so no favorites either. It’s truly a bit of mayhem and it’s fabulous.

“I’ve never done anything like this before, but I think it’s a brilliant idea for

‘UNDER THE HUNTER’S MOON’ PENNED BY KEY WEST LOCAL

heatreXP’s Summer Stage 2018 continues this week with the mainstage, premiere production of “Under the Hunter’s Moon,” the brand new play by Key West playwright Bob Bowersox. The show will run Tuesdays through Sundays, July 5-22 at the Red Barn Theatre, 319 Duval St. in Key West. All curtains are at 8 p.m.

Bowersox — as resident playwright of the Red Barn — has penned some very good plays in the last decade. “Person of Interest,” “Moment of Grace,” “The Poetry of Hearts,” and “The Return” have all garnered raves from patrons and critics alike. “Under The Hunter’s Moon” should continue that string of hits.

The play centers on the fictional Robert Grey, who we learn is arguably the biggest Hollywood star of the past 30 years. But he’s grown jaded with the business, his passion for it having waned. He’s in Maine to shoot his newest film, “The Hunter’s Moon,” and has been tied romantically to his co-star.

But then Robert stops by the Gilead General Store in Gilead, Maine, near the movie shoot. Who he unexpectedly runs into is Nancy Benham, his first love, who he hasn’t seen in 35 years.

“Like all of my plays, I’m exploring something I’m currently thinking about,” Bowersox said. “In this case, I’ve been wondering why so many of us end up so far from the original plans and goals we set for ourselves in our youth. And is it possible to reclaim those plans, and in Robert’s case, reclaim the people he lost when his path diverged from his youthful hopes and goals.”

“Under the Hunter’s Moon” is a thought-provoking, often funny, look at an aspect of life we all sometimes ponder. It stars Bowersox, David Black, Melody G. Moore, Paula Cabot, Mathias Maloff, Tammy Shanley, and Arthur Crocker. The play is directed by Patrick New, who has worked with Bowersox before and whose pedigree includes the Steppenwolf and Goodman Theaters in Chicago, and Roundabout in New York.

t’s officially hurricane season in the Keys again, but Irma-weary residents will be glad to know the current forecast calls for much-reduced activity in the areas where tropical depressions form.

National Weather Service (NWS) Senior Forecaster Bill South in Key West says the three essential factors normally needed to produce and sustain hurricanes are not currently present: namely, water surface temperature at 80 degrees or higher, an extensive layer of low-pressure air, and reduced wind shear.

The water temperature in the Atlantic Ocean off the Antilles (a typical area of tropical storm formation) has been running about 3 to 4 degrees lower than this same time last year. This may not sound like much to the non-meteorologist, but these are the lowest-recorded temps since the early 1980s and are significant enough to lessen the probability of storms this season. Interestingly,

the water temperature differential earlier this spring was just about the same as last year’s temps, giving rise to initial dire predictions for 2018.

These lower water temps combined with stronger trade winds and higher barometric pressure make South cautiously optimistic for a less active hurricane season for the Keys this year.

“Another factor we can all root for has been the appearance of el Niño,” South said, “It tends to increase wind shear, which can literally tear apart conditions that potentially spawn hurricanes.”

While all this seems positive, South warns Keys residents to remain on guard for the entire season.

“Hurricane Andrew was one of only five hurricanes to develop 1992,” he said, “And we’re still talking about it 25-plus years later.

Keys residents should not change the way they normally prepare.”

In addition to the plywood, hardware, non-perishable foods, fresh batteries and other staples we’re all familiar with, South sug-

gests investing in an inexpensive weather-band radio, which picks up NWS signal (broadcasting at 165.55 Mhz) for five-day advanced tropical storm alerts. “The farther in advance you get the information of an impending storm, the more time it gives you to make the necessary plans to shore up your property and potentially beat the crowd if you need to evacuate,” he said.

For those whose memories of last year’s evacuation are still fresh, this is a well-heeded bit of cautionary advice indeed.

Colorado State University hurricane experts project a near-average hurricane season for 2018, with 13 named storms forming during this period. With Alberto already in the books, the final season total is expected to be 14.

Six of these are forecast to attain hurricane strength, and two are expected to be major hurricanes (Category 3 or higher intensity). Those numbers are down from the original CSU forecast issued in April, which predicted seven hurricanes and three major hurricanes.

COUNTY AWARDED $49.2M FROM USDA FOR CANAL DEBRIS REMOVAL

T

here was a round of applause at the June 20 Board of County Commissioners meeting in Key Largo for the work of county staff in their grant award of $49.2 million from the U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS) and its Emergency Watershed Protection Program.

The grant is to remove Hurricane Irma debris from 103 of the most impacted canals in unincorporated Monroe, Marathon and Islamorada.

The grant is divided into $35.2 million for unincorporated Monroe, $7.5 million for Marathon and $6.5 million for Islamorada. Monroe County will coordinate all work, which is expected to begin in August.

USDA-NRCS is providing $37.8 million in reimbursements, with a local match (non-federal funding) of $11.4 million. This $11.4 million is split between the county, Marathon and Islamorada based on construction projections, according to county spokeswoman Cammy Clark.

“We’re not even sure if there is $38 million worth of debris out there, but this gives us the ability to find it,” said County Administrator Roman Gastesi.

The grant will be presented to the BOCC’s July meeting for approval.

The county expects to use Florida Keys Stewardship Act funding to cover some of the local match. Eight of these canals are in the Upper Keys, 23 in the Middle Keys and 72 in the Lower Keys.

“Many thanks go to County Administrator Roman Gastesi for leading the effort,” said Monroe County Sustainability Director Rhonda Haag, who is coordinating the hurricane marine debris removal effort. “It was his idea to work with NRCS in applying for the grant, due to his knowledge of previous NCRS canal clearing work performed after Hurricane Georges.”

In February, Monroe County submitted five application packages for Irma marine debris removal to the regional office of the National Resources Conservation Services.

Many of the impacted canals are still full of debris.

After three weeks of Bubbas: Key West People’s Choice Awards online nominee voting, the top three in each category are now squaring off on the final ballot beginning this Friday, June 29. Voters will have a chance to choose between favorites in almost 90 categories, ranging from Best Key Lime Pie to their favorite local celebrities.

“This is our fifth year and it has grown into something we never imagined,” said Key West Weekly partner Britt Myers.

“This is the first year we placed the nominee voting online and we saw close to 3,000 ballots completed.”

Myers said that last year’s finals voting saw over 10,000 ballots competed and he expects a similar outcome in year five.

“We have great radio partners with Rick Lopez and the Florida Keys Media team,” said Myers. “They do a great job of promoting this with us and now the fun begins with the finals. But I always like to remind people this is all for charity and it is extremely subjective.

We have so many great eats,

events and people in this town — this is just another way of showcasing how amazing the Southernmost City really is.”

Voters can get started this Friday at keysweekly.com and this year’s awards ceremony will take place at the Key West Theater on July 21 — with all proceeds benefiting the Bahama Village Music Program. In addition, the Key West Theater is donating space to the program for a fourth year.

“The music program was the first organization we ever supported with this event and it’s always fun to have them back in the mix,” said Myers.

“We rotate between them, Wesley House and Samuel’s House and I’m honored to play a small role in supporting these amazing nonprofits and all they do for our community. Every dollar we raise goes back and the Key West Theater is amongst many unsung heroes that play a part each year.”

To date, the Bubbas: Key West People’s Choice Awards have raised more than $50,000 for local nonprofits.

A

cultural bond linked this island chain before conduits like Flagler’s Over-Sea Railroad and the Overseas Highway connected the Upper, Middle, and Lower Keys in a literal sense. Many of the early Bahamian settlers venturing to the Keys in hopes of creating a new life started in Key West. The island chain’s earliest American settlement provided a sense of security for those coming to the frontier territory. With its naturally deep harbor, history of a military presence, and favorable position along the shipping lines connecting New Orleans and New York, Key West offered resources not readily available to outer islands.

One of these Bahamians, Richard Russell, sailed from Harbour Island with his wife Mary and are said to have arrived in Key West in the late 1830s. Circa 1838 they left for Key Vaca. The Key Vaca community around that time has been described as a collection of “50 odd buildings” with structures constructed from simple palmetto structures to more formal frame buildings.

While living on Key Vaca the Russells farmed pineapples and vegetables. In those days, according to accounts, measures were set in place to keep panthers, likely hunting the birds and rodents

attracted to the garden’s bounty, away. Notes also indicate efforts were made, at least occasionally, to keep bears out of the melon patches.

Richard and Mary Russell packed up their family and moved to Upper Matecumbe Key circa 1853. The Russells are considered some of the earliest, if not the earliest, white settlers to live on the island. When they made a homestead claim of 160 acres, it would be the first established on Upper Matecumbe.

According to the 1870 census, Upper Matecumbe’s population was 13 with 11 belonging to the Russell family. Their story would continue to shape the local history. Circa 1906, Flagler engineer William J. Krome purchased 15 acres of the Russell homestead for $735 and platted a 22 lot town site near what is today Deleon Avenue. He declared the town site Islamorada.

The name has nothing to do with the color purple. In Spanish, Islamorada translates to “island home.” The name is likely a nod to the 60-foot schooner built circa 1902 and christened the Island Home.

Prior to the arrival of Flagler’s train, the only contact with the outside world for these isolated communities was via ships like the Island Home.

top us if you’ve heard this one before. A Canadian, a German and a redneck set out on a hot dog tour.

No? Well, here’s the punch line.

This past weekend, the Keys Weekly embarked upon (to our knowledge) the first official hot dog tasting tour of Key West, using three diverse “experts” to carry out the experiment.

Before we digress, understand our research was purely subjective, with one goal in mind — drink beer, taste as many franks in Key West as possible and encourage readers to give each respected locale a visit. Did we miss some? You bet (and we hope folks will tell us their favorites as well), but we tried to encompass as many locations as possible with a standard set of rules in play for eligibility.

First, the hot dog had to be on the main menu. We love kids, but hot dog touring is a grownup game. Second, to qualify as a hot dog, the meat had to belong to the sausage, Brat or hotdog family. And last, there had to be a bun or bread in play.

So why a hot dog tour you ask? Because believe it or not, Key West boasts some world-famous wiener establishments, ranging from food carts to restaurants. And with summer in full swing, it just seemed appropriate that hot dogs finally get their due in a city built on fresh seafood and island eats.

THE SCORING:

Each hot dog was scored in the following categories: • Presentation • Taste • Speed of Service • Condiments Offered Hot dogs can receive one to five stars (or hot dogs in this case) with five being the highest mark.

THE JUDGES:

For credibility, we pulled a German into the mix, as Germany gave birth to the hot dog over 500 years ago. Next we recruited a Canadian, who decided to wear a white $120 dress shirt on the voyage (note: the shirt is no more) and then we added our Publisher, Britt Myers, who’s southern redneck roots offered little to no credibility for the study (let’s just say he uses ketchup).

John at the Chart Room says they put out about 20 dogs per day with mustard and ketchup on hand. It’s the only place on our list that offers a free weiner and self-service, but John says, “we try to get them to buy a drink,” if they are just coming in for a dog. Don’t let the free dog fool you … it’s pretty darn good.

ISLAND DOGS (hence the name) offers an array of ingredients to build your own dog, including sauerkraut, bacon, banana peppers, garlic, jalapeno, onion, relish, chili and a tasty mess of others. We ordered “The Island Dog” — a bacon-wrapped hot dog with mango, pineapple, banana peppers, red onion and sweet chili sauce (served with fries) and it was simply one of the best in town.

The Conch Shack, located from the Duval entrance of Hogs Breath, boasts a “World Famous Hot Dog” on the menu, made with fresh relish, onion, sauerkraut and jalapeños.

Dave is typically working the window and adds a friendly experience to a great hot dog.

Everything on the menu at Garbo’s is dynamite, including their Mango Dog. This messy delight comes with fresh mango, sautéed onion, jalapeno and house made Caribbean sauce.

KEY WEST TACO (JUST OUTSIDE OF RICK’S)

By now everyone knows Chris Sheridan fended off a knife-wielding nut while running his hot dog stand on the corner (and he has the scar to prove it). But his sausages are still the story at Chubbs.

Chris gave us two to try — “The Cadillac” (local special) made with Italian sausage with grilled onion and peppers and “The Smoked” made with smoked Cajun sausage and grilled onions. And for sauce lovers, Sheridan offers up 10 homemade condiments like wasabi ketchup and sriracha mustard.

Josh runs the Key West Taco which offers brats, Cajun smoked sausages and veggie dogs. But it’s their signature Taco Dog that is a must try—made with an all beef hotdog, grilled onions, peppers, shredded cabbage and fresh cilantro. But their secret lies within the tangy Peruvian style aji amarillo sauce.

Regrettably, we were not able to make it to the Hot Dog Lounge on our tour due to weather, but we had all eaten there multiple times. And this is a must try spot to say the least.

Dana recommends the house special, made with a hot dog topped with chili, cheese, sautéed peppers, onions, a delicious garlic mustard and parmesan cheese.

It’s hard to say which is better — Joe Sweeney’s dynamic personality or his delicious dogs. We tried the Jersey Shore Kraut dog and Joe recommended adding a red onion sauce made from Vidalia Onions — and we’re glad we did!

Elections office reminded campaign about check 4 days before deadline

M

ark Rossi, who was considered one of the frontrunners for mayor of Key West, announced he would not be included on this year’s ballot after missing a June 22 filing deadline.

The confusion arose this past Friday at Hometown’s political forum, when the news broke that Rossi’s camp failed to include payment with their filed paperwork for candidacy.

After several rumors swirled on who was at fault, the smoke finally cleared this past Wednesday with a statement from Rossi.

“We respect the Supervisor of Elections’ decision to not be on the ballot,” said Rossi. “And I am extremely sorry for any convenience this has caused.”

Rossi went on to say that all campaign contributions would be returned.

“It’s an unfortunate mistake,” said Supervisor of Elections, Joyce Griffin.

“But we had to follow the law in this case.”

Griffin said her office did change Rossi’s status from “filed” to “qualified” on the Supervisor of Elections website, but later informed Rossi’s camp about the missing payment once it was discovered. In fact, Griffin said her office informed Rossi’s camp four days before the cutoff date of June 22.

“He was told we needed the check last Monday,” said Griffin. “At this point we’ve consulted with the county attorney and Judge Tim Koenig and there really is no gray area for our decision.”

Griffin said her team and Koenig reviewed several instances of nonpayment in similar cases, but in those cases the fault either fell on a bank or other indirect parties — and not on the candidate.

Although close to a dozen candidates have filed to run in the mayor’s race, Rossi was considered as a potential frontrunner, alongside several others, including Danny Hughes who recently withdrew his candidacy due to a back injury.

MENTAL HEALTH PLAN UNVEILED School board talks about three-point plan SARA MATTHIS sara@keysweekly.com

T

he Monroe County School Board has unveiled its three-pronged approach to increasing the mental health services it offers to Keys students. It calls for adding two social workers to the district payroll, expanding the Guidance Care Center’s involvement that will provide three more life counselors, and hiring a Medicaid specialist who would seek reimbursement on the district’s behalf for services rendered.

Superintendent Mark Porter said the state Department of Education has requested responses to a checklist.

“The simplicity of what we are doing in Monroe County will fully comply with the request,” he said of the three-page plan presented to the board on June 26.

The social workers would work directly for the district and augment the two already on staff and earn salaries of about $60,000 a year plus benefits. One would be based in the Upper Keys and one in the Middle Keys. The four social workers would rotate between schools.

Calling it an oversimplification of the social workers’ roles, School Superintendent Mark Porter said, “The difference between guidance counselors and social workers is that the guidance counselors do work inside the school, while social workers do work outside the school,” he said. “They engage with families and understand the deep-rooted challenges our students face.”

In addition to the social workers, the district also employs four school psychologists, one full- and one part-time behavior specialist, and 20 school guidance counselors for a total of almost 30 mental health providers. However, the school guidance counselors devote most of the work week to academic concerns, Porter said in May when the mental health plan was forming in response to the Marjory Stoneman Douglas High School Safety bill. He also said the school psychologists work primarily with the Exceptional Student Education department to assess students from a perspective of academic need.

The Guidance Care Center is contracting for an additional $68,000 annually on top of the $90,000 it already earns for serving the school district. It will be providing three more life skills coaches, in addition to the two that are already serving the district.

The third item on the agenda is to hire a Medicaid billing specialist. Por-

ter said that once upon a time the district had someone who performed these duties. No specific salary was mentioned for that position. By billing Medicaid, Porter said the district would recoup more than it would spend on the new salary. No other details were available.

When dealing with students with mental health issues, the children are divided into three groups — Tiers 1, 2 and 3 — with Tier 3 being the most in need. Porter said support would be available on a weekly or more frequent basis for students deemed in Tier 2 and daily for Tier 3. The plan calls for classroom teachers to incorporate mental and substance abuse prevention curriculum for all students at least weekly. And the annual back-to-school day workshop for all county teachers will be devoted to the mental health plan.

Porter, along with partners from the Guidance Care Clinic and AHEC, also described low-cost programs that could also help, like Apple a Day for children in Kindergarten through fourth grade, Teen Intervene for middle-schoolers and an alcohol literacy challenge for older students.

AHEC’s Michael Cunningham said he hoped to commit a recently acquired $100,000 grant to mental health services for Keys students. Cunningham said AHEC has three staffers, including himself, who can teach an eighthour course.

“It’s an eight-hour certification to teach how to deal with youth and adult mental health,” he said. “It’s not about offering treatment or counseling advice ... the certified person will have the skills and tools to address that and get them a referral if needed.”

In addition to the Guidance Care Center and AHEC, the district intends to partner with everyone from local law enforcement to the federal Department of Justice.

During the 2017-2018 school year, 318 students in the Keys were screened for referral services. Eightynine of those were referred for service, and eighty-five received it.

At the meeting on June 26, the school board passed the new oneyear trial program of the alcohol and drug testing policy 4-0. Monroe County School Board member Mindy Conn was absent.

Artist Lance Berry has been busy painting murals in Key West since his move in April. CONTRIBUTED

he naturally creative Lance Berry knew he wanted to paint when he was growing up, but it wasn’t until five years ago that he actually started.

Since then, he has been in a whirlwind of creativity.

“I’m literally living the starving artist dream, using my paintbrush to make my own dreams,” he said.

Now a City of Key West street artist, he paints at Southernmost Point and at Mallory Square’s sunset celebration. He is also an art consultant at Wyland Gallery. “I always looked up to Wyland and to be working in his gallery is a great starting place.”

He moved to Key West on April Fools Day on a whim. He painted a mural in Melbourne, Florida which funded his move to Key West, bringing his story full circle. “Last time I visited Key West, I was given an art set that I have used for years, that sparked my love for painting,” he said. “Now, I’m in Key West, which is even more colorful and vibrant. It’s a natural fit.”

Injection well IW-1 is constructed with a 16-inch diameter fiberglass reinforced plastic (FRP) casing to 2,735 feet below land surface (bls) and a total depth of 3,604 feet bls. Injection is into the Oldsmar Formation for the disposal of secondary treated municipal effluent which has received high level disinfection from the WWTF. The maximum disposal rate is 4,520 gallons per minute (GPM) and the maximum disposal volume is 6.5 million gallons per day (MGD).

The dual-zone monitor well MW-1 is completed from 1,460 to 1,494 feet bls and from 1,650 to 1,702 feet bls.

The Department has permitting jurisdiction under Chapter 403 of the Florida Statutes (F.S.) and the rules adopted thereunder. The project is not exempt from permitting procedures.

The Department has determined that an operation permit is required for the proposed work.

The Department will issue the permit unless a petition for an administrative hearing is timely filed under Sections 120.569 and 120.57, F.S., before the deadline for filing a petition. On the filing

Position requires a Bachelor’s Degree from a four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience. Applicant must demonstrate abilities in interviewing/screening and telephone skills. A solid working proficiency with computers is required. Pretrial Services functions 365 days a year, including weekends and holidays. The Pretrial Service Officer works five days a week which may include early morning hours and weekends. The successful applicant will need strong interpersonal skills and be required to pass a background check. The salary for this position is $35,200 a year plus Monroe County benefits. An afternoon in Marathon Our day’s drive takes us to the center of the Florida Keys island chain — Marathon.

Often called “the heart of the Florida Keys,” its boundaries reach from the west end of the 7 Mile Bridge to about Layton. Often bypassed by those in a rush to get to Miami or Key West, there are plenty of hidden gems.

NEXT ISSUE: We will highlight some things to do and see in Upper Keys.

DO: GLASS BLOWING CLASS To our knowledge, there’s no other place to learn the fine and delicate art of glass blowing except for The Art Studio in Marathon. Except that it’s not all that delicate — it’s actually kind of manly — what with the high heat and welding glasses and Pyrex-like ingredients. Classes start at about $45 and go up to $100 or more. The “borosilicate lampworking” class teaches the art of alchemy, shaping and blowing.

Make a pendant or marble or ornament. Reservations are required for lampworking, but not the glass fusion studio on the first floor. The Art Studio is located at 12535 Overseas Hwy., open Monday to Saturday.

EAT: KEY LIME PIE Without getting into a never-ending argument about who has the best Key Lime pie in the Keys, we’ll just say that Burdines Waterfront Bar & Grill’s is dang fine. It’s very creamy, and fluffy with just the right blend of subtle sweet and tart. The eatery is located at the end of 15th Street, oceanside, and it’s a real, rustic gem.

(It’s earned 4.5 stars on more than 2,000 reviews.) The other favorites on the menu are the green chile cheeseburgers, the fries with special seasoning, and the light breezes overlooking Boot Key Harbor. The restaurant is open from 11 a.m. to 9 p.m. daily except for Christmas and Thanksgiving, and a couple of weeks in September.
