he May 24 Islamorada Village Council meeting began with Mayor Chris Sante presenting Mason Baker and Will Coffin with Community Hero awards for their brave actions on April 7 to save four adults and two children from an overturned vessel. Coffin’s uncle, David Tolhurst, also was recognized for his role in the rescue of the two families.

The three men’s actions were also lauded by Executive Petty Officer Jonathan Harrington of Islamorada’s Coast Guard Station.

The council also heard the first reading of an ordinance to amend the village charter to introduce staggered four-year terms for Village Council members.

Extending term lengths from two to four years would require some council members to serve slightly longer terms than others for at least one cycle. As proposed, the ordinance suggested the two candidates who receive the highest votes in the November 2020 general election serve four-year terms while the other three members would serve two-year terms.

The council discussed the proposal, and requested the ordinance be changed to specify the top three vote-getters from each seat race earn four-year terms running to 2024. The two lowest vote-getters would serve two-years terms that run to 2022.

Council members who run unopposed would be considered the highest votegetter for their seat. If passed, the ordinance would introduce a referendum

The Village Council also narrowed its search for a developer to design storm water management systems along Bayview Drive, Villa Bella Drive, and part of Venetian Boulevard. Staff recommended local Weiler Engineering Corp. be chosen to design the system.

“Their timeline getting to the permitting stage was the quickest of the companies that submitted for the job,” said Village Manager Seth Lawless.

“They have a lot of experience with injection wells, which is what we think we’re going to have to do in Venetian Shores.”

Interim Planning Director Joseph Corradino also updated the council on the status of the 300 accessory dwell-

ing units the village is considering. The 300 units are part of the 1,300 new affordable housing permits Governor Rick Scott directed to the Florida Keys.

In initial discussions with the Department of Equal Opportunity, Corradino said, accessory dwelling units that are used as rental properties would need to go into the village’s building permit allocation system.

“Effectively, they are going to let us work with DEO to determine how to make the rules, and then we’ll do comprehensive plan changes in partnership with them,” he said.

Village Attorney Roget Bryan said Islamorada is in the early stages of discussing what any potential changes might look like with Department of Equal Opportunity officials. There is a lot for village officials to determine before the state’s cabinet meeting on Wednesday, June 13. The DEO will submit its annual report of the Florida Keys Area of Critical Concern annual report at the meeting.

Staff and the Village Council also discussed measures to streamline the village’s permitting process or remove some steps altogether. One recommendation was to reinstitute “Walkthrough Wednesdays,” which expedites certain permits.

LEAD NEGOTIATOR Jay Hershoff is the Johnny Appleseed of Florida Keys hospitals

J

ay Hershoff is a negotiator. As the founding partner of Hershoff, Lupino and Yagel, his job is to negotiate family disputes and the culpability of those accused of a crime.

Some 25 years ago he negotiated a $22 million deal with Baptist Health of South Florida to construct Mariners Hospital and just last summer inked his signature on a document that essentially saved Fishermen’s Hospital.

As a director for First State Bank he has a front row seat to some of the biggest business deals in the Keys and he even successfully negotiated a hostage situation when his ex-wife took the keys to his ‘76 Porsche 911s, Targa.

A son of a plumber who graduated 12th out of 13 from Villanova’s school of economics, Hershoff was seduced by South Florida and earned his law degree from the University of Miami before embarking on a legal career that has spanned nearly five decades and taken him halfway around the world.

How does a recent college graduate from Baltimore with only $17 in his pocket end up in South Florida? In the middle of my senior year (’64), on Christmas vacation, two guys from school and myself drove to Miami in a Volkswagen. When I went back ten days later I had been to the Fontainebleau to see a show.

I can’t remember who it was, maybe it was Frank Sinatra. I had been deep sea fishing. I had been to Jai Alai. I had been water skiing. I had been out to dinner. I had been to the dog track and when I got back to Philadelphia I had $50 in my pocket.

How did you explain this to your father – a plumber struggling with his business? So I said to my father, ‘That is the promised land. I am going to Miami and I am going to try and get into law school in Miami. If I can go down there, knowing nothing, and have the time of my life with no money and come back with more than what I started with, that is the place for me.’ He said, ‘What are you going to do if you don’t get into law school?’ I told him, ‘I am going anyway.’

What was Miami like for a young lawyer back in the late ’60s, early ’70s? I was pretty naïve back then.

I thought Miami was the promised land – and it was. It was great. And it was crazy in those days. I would get called out in the middle of the night when the Sheriff’s Office went on a raid – especially for Bolita – Cuban numbers. We had clients that were involved in it. The guy I worked for was on the payroll for the CIA so whenever any of their informants got in trouble they would call him and he would represent them. There was always somebody in trouble.

The government had the biggest scums on the planet working for them.

Any crazy stories that you can share with us? I had a friend murdered by the cartel in his law office one morning. Turns out they were after his partner and it was a mix-up. I had other friends from law school who went to prison for 15 years. All the judges were involved that I worked in front of. They were fixing trials and taking money. It was horrible.

How did you manage to avoid all that? I didn’t get involved!

What prompted you to establish an office in the Florida Keys? I had been coming down on weekends throughout the ’80s. People would show up at my house with bags of cash. Everybody was paranoid. Everyone was smuggling and everyone was in trouble. Except everyone I represented somehow got off. My wife didn’t want bags of money coming to the house, so I met with a part-time lawyer named Barry Segel back on Hood Ave. I said, ‘Barry, I don’t want to go back. Can I rent your office on Monday?’

One of the first deals you negotiated for Mariners almost doomed the hospital when it became apparent the developer wasn’t able to perform or meet the construction budget and a lawsuit was filed. How did you bring the hospital out of it? We were in the middle of the board meeting when the Baptist board chairman Bob Cole called. On the phone I said to him, ‘I am in a lawsuit and I am in charge of the community’s money. I

want to know: if I settle this lawsuit are you gonna build our hospital?’

He said, ‘Mr. Hershoff, you are a lawyer and know I cannot give you that assurance. You are just going to have to figure this out and get it resolved.’ ‘Mr. Cole,’ I said. ‘If I were one of your sons and I came and asked you, what would you tell me?’

‘Mr. Hershoff, it would depend which one of my sons asked,’ said Cole. Everyone cracked up and laughed and I said ‘Mr. Cole, thank you. You have just given me my answer.’ I settled the lawsuit over lunch at Ocean Reef and then Baptist built us a hospital for $22 million. I also convinced them to put the Tassel Building up before the development agreement expired.

The last 24 months have been a very busy time for you, leading the negotiations for Baptist to acquire Fishermen’s Hospital. Any ‘proud papa’ moments? I found out they didn’t have enough money to make payroll on a Friday. I got Baptist to give Fishermen’s a $3 million line of credit to make sure the doors stayed open. They had never done that without going through a whole process with analysis and committee. We got that done in a week and a half to keep the doors open right before we assumed ownership.

Why are you so passionate about the hospital? My life changed by living here. I have had a good life here. Honestly I didn’t do much in terms of civic stuff before I got here and got involved with the hospital.

Now it’s a passion to make sure I do something to help other people. I have really been fortunate. I appreciate it and I enjoy it. continued on the next page

You are a car guy. How many vehicles are in your driveway right now? Five, including a Mercedes convertible and a Jaguar XKR coupe. But there may only be four tomorrow. I am always looking at cars.

Has your life ever been in danger?

Yes, but I really can’t talk about that.

If you can have drinks with anyone alive or dead who would it be?

This is going to sound crazy. I would love to have drinks with Diane Keaton. I don’t know why. I just like her movies and what she stands for. She seems to be an interesting lady to have a drink with. But seriously, Barack Obama.

What would your current and former law firm partners say about you?

That’s an easy one. ‘He made us a lot of money.’

What are the chances Rob Stober gets his name on the letterhead?

here have been many versions of the Overseas Highway. When it opened to public use in 1928, the original path followed the Card Sound route. The 18-Mile Stretch section, as well the Jewfish Creek Bridge, were not incorporated into the highway system until the third version of the highway was celebrated in 1944. When the Jewfish Creek Bridge was first constructed as a conduit for Henry Flagler’s Over-Sea Railroad it had a 100-foot swing bridge. When a boat needed to pass, the bridge tender was able to take a crank and turn it, turn it, turn it until the bridge began to swing open.

Some 62 miles down the road, the modern Seven Mile Bridge became incorporated into the Overseas Highway when it opened to traffic in 1982. For the record, at 35,862 feet in length the bridge is 1,098 feet short of seven miles.

The original Seven Mile Bridge was technically four bridges made up of the Knights Key Bridge (6,803 feet), Pigeon Key Bridge (5,935 feet), Moser Channel Bridge (13,947 feet), and the Pacet Channel Viaduct (9,035 feet).

The first three, Knights Key, Pigeon Key and Moser Channel sections were built using concrete piers reinforced with ¾ inch steel rods. Steel girders, 80 feet long and weighing 41.5 tons, were lowered across the piers to create the foundation to which the railroad tracks were later attached. The fourth section, the Pacet Channel Viaduct, utilized a series of arches to support the tracks. Like the Jewfish Creek Bridge, a swing bridge was built into the Moser Channel section to allow for boat traffic using the shipping channel.

For railroad workers who had completed construction of the Seven Mile Bridge, the 5,055 feet separating Bahia Honda Key from Spanish Harbor Key must have looked like a short and manageable expanse. Though the end result is probably the most iconic of the bridges and certainly the most picturesque, the Bahia Honda Bridge was one of the most difficult to construct — largely because of the dangerously strong currents ripping through the pass during tidal changes. As a result, work days on the bridge piers were cut to two 45-minute shifts during slack tide, the short time between the high and low tides when the water becomes still.

When the railroad was still operating, passengers were told to keep their hands and heads inside the train as it rambled and roared through the camel-trestle bridge 25 feet above the water.

After the 1935 Labor Day Hurricane ended the run of Flagler’s OverSea Railroad, many of the railroad bridges were refitted to accommodate automobile traffic. When the second version of the highway opened to traffic in 1938, the road passed through what is today Bahia Honda State Park and up and over the top of the bridge, 65 feet over the clear, colorful water.

Stories passed along from those days say the bridge was so narrow that when two buses happened to pass, their side-view mirrors would smash into each other. Some of his favorite memories, however, happened at ‘Canes home football games with his friends. “I’ll miss all my friends and family, but I’ll miss my teacher Mr. Catlett the most. He’s been a pretty big influence on me.”

Heilbron was picked by his class as the most likely to become a millionaire.

Throughout his four years Heilbron was greatly involved in the school’s Key Club, and recently attended the district convention. “Seeing how everyone has grown over the past four years is saddening, but also very nice to see the impact I’ve had on them and they’ve had on me.” He is planning on studying chemical engineering at the Colorado School of Mines.

It was a big year for Coral Shores high school’s theater group, especially budding vocalist Caitlin Yong. Her postgrad plans are to transfer to Tallahassee Community College, finish her associate’s degree, and later pursue a career in TV or film at Florida State University. She’s wasted no time. Yong completed her first year of college before graduating high school.

Most of Liberty’s favorite memories were with the school’s theater group, and include one particularly hilarious “hot mic” moment during a dress rehearsal. She plans to attend Sante Fe Community College and major in theater production and costuming. Her dream role is Belle from “Beauty and the Beast,” the first production she saw live.

Capitos is planning on attending Sante Fe Community College in the fall and later transferring to a four-year school to pursue a teaching degree.

Her ultimate goal is to join the Peace Corps and travel to third-world countries to help educate children. “The next generation of students needs good teachers.”

Halley Lane

Voted most likely to be a millionaire by her peers, Lane’s future is bright as a diamond. She’s attending the University of Florida in the fall to study English before pursuing a law degree. Lane says she’ll miss the smalltown feel of Islamorada, but says she’s ready to explore during an upcoming road trip she’s planning.

Aiden Hawkins

Hawkins has plans to attend Florida State University. Though he hasn’t chosen a definitive career route, he’s interested in pursuing a job in the medical field. Hawkins says he’s going to miss his parents and his friends from Coral Shores, but is looking forward to the independence of being a young adult.

Dougherty will attend Santa Fe Community College and is excited to be part of a larger arts program so he can expand his artistic horizons. Dougherty says he’ll miss his best friend Sarah Kelley the most.

Absten’s favorite memory from CSHS is the class winning most spirited at a pep rally as freshmen (hilariously chanting “drop out seniors”). It might have been a catalyst for uniting the entire class throughout their four years, he said. When asked whom he’d miss the most, he joked, “The friends that went to UF – because we aren’t friends any more. Go ’Noles!”

A seasonal honor roll recipient, Ornelas finished her high school career with a GPA over 4.0. Outside of the class room Ornelas was co-captain of the cross country team and involved with Interact club and Key Club.

“Through his hard work, my father has given me the opportunity to get a college education in order to advance my life in ways he couldn’t,” said Ornelas of her family’s sacrifice.

O’Neil was a standout in crosscountry and track in his time at CSHS, and voted most valuable player for both sports. This fall he is attending Valencia College in Orlando to begin pursuing a nursing degree. O’Neil hasn’t wasted any time starting on his future and has already started working in hospital settings. He was also active in community service efforts through Interact Club.

Peacock is attending Florida State University to pursue a degree in civil engineering and architecture. She’s already dabbled in her prospective field, and participated in a program at the University of Florida last summer.

he water that flows out of a kitchen sink in Key West has traveled a four-day, 130-mile journey over 43 bridges to get there.

It comes from the Biscayne Aquifer in Florida City.

“You could actually drink it coming right out of the ground,” said Julie Cheon, public information officer for the Florida Keys Aqueduct Authority.

But the wellfield where Monroe County’s water originates faces a threat from the nearby Turkey Point Nuclear Generating Station in Homestead.

Turkey Point, owned by Florida Power and Light, uses a 6,000acre canal system to cool its nuclear reactors. The water, which has excessive amounts of salt, has been leaching out into the Biscayne Aquifer and is approaching the wellfield, Cheon said.

To prevent it from getting there, FPL has installed extraction wells to remove the coolant water and pump it about 3,000 feet below ground on Turkey Point property.

It will take some time to see if that actually works and retracts the saline plume that continues to spread. It could reach Monroe’s wellfield within a year or so at the current rate.

“FPL has agreed to install these wells to capture the hypersaline solution and draw it back to their property, but there is ongoing water quality monitoring and they’re required to do a continued mapping of the saline plume,” said Lee Hefty, director of Miami-Dade County’s Division of Environmental Resources Management.

The extraction wells were installed about two weeks ago, and he gave a presentation last week to the Florida Keys Aqueduct Authority.

“In roughly a year, we’ll be able to take a look and see if this model they’ve implemented is working,” Cheon said.

What would happen if the saline plume actually leaked into Monroe County’s drinking water wellfield?

“It would leave our existing wells inoperable,” Cheon said. “We would then be required to either move the wellfield or construct additional reverse osmosis treatment. Either option would require the Aqueduct Authority to incur tremendous capital expenditures.”

Today, May 31, the U.S. Nuclear Regulatory Commission (NRC) is holding two public meetings in Homestead to gauge concern about plans at Turkey Point to extend operating licenses for two of its reactors.

The NRC says if those licenses are renewed, which would extend the use of the two reactors through 2053, it will mean Turkey Point has to continue using the cooling canals, which are “failing.”

In a letter to Monroe County and the aqueduct, the NRC said the “current plan for the leaking cooling canal system might not work to stop the pollution emanating from Turkey Point and resolve the hypersaline water that has existed in the canals for decades.”

Cheon said FKAA will have a presentation at the meeting.

“The FKAA is opposed to an extension of the license until there is sufficient evidence that FPL’s actions to halt and retract the hypersaline plume are working,” she said.

Today’s public hearings start at 1 and 5 p.m. with hour-long open houses prior to the start of meetings. They’ll be at Homestead City Hall, 100 Civic Court, Homestead.

NEW BUILDING The FKAA’s Key West administration building at 1100 Kennedy Drive sustained serious damage during Hurricane Irma.

It has been deemed unsafe for the long term by engineers.

“We are going to shore up the portions of the building with the most damage so they are safe and that’ll get us through until we build a new building,” Cheon said.

The new building will go on the same property and the old building will be demolished and possibly replaced with a parking garage.

“We’re making some contingency plans and hoping like heck we don’t have to use them,” Cheon said, referring to future hurricane possibilities.

Should another storm head for the Keys, all staff working in the Key West building will have to evacuate to other FKAA offices in the Keys, which is a fairly simple solution, she said.

“But there is no long-term option to stay in this building. It’s a safety issue,” she said. There is no timeline for construction of the new building.

he 20th annual Afro Roots World Music Festival concludes its two-month tour of the Florida Keys with its concert finale on Saturday, June 2 from 3 to 11 p.m at the Murray Nelson Government and Cultural Center.

Organizers have saved the best for last. The all-star lineup includes performers from all over the world, like Haiti’s Sanba Zao, Toto Omana of the Democratic Republic of Congo, South Florida’s 305 Street Band, and Cuban act Los Herederos.

Tickets are still available for $20 online. Children 12 and under enter for free. Discounts are offered to senior residents, students, and military personnel with proper identification.

“It’s been an amazing six-month celebration and we are excited about our final event in Key Largo,” said Jose Elias, founder and executive director of Community Arts and Culture, the organizing charity. “Sanba Zao is a dynamic performer and it’s only fitting that he closes our show in Key Largo, being that he headlined our first show back in January in Jupiter.”

Sanba Zao (born Louis Lesly Marcelin) is a Haitian percussionist and pioneer of Haitian roots music. A touring icon of Haitian culture, the master drummer also opened an elementary school in his native country following the deadly earthquake in 2010. Hailing from Congo, singer/songwriter Toto Omana writes and performs soulful African-inspired hits with a touch of funk. The talented musicians truly has a way with words – he can speak 12 languages.

When they aren’t rocking the American Airlines Arena during their on-court performances as the Miami Heat Street Band, the 305 Street Band gets audiences jiggy with their blend of Latin, hip-hop and R&B. With trumpeter David Burgos sounding his horn, this is one act you don’t want to miss.

The Miami New Times dubbed Los Heredeos the Best Latin Band back in 2016. Two years later its members have kept that standard. The authentic sound of the band’s classic rumba, guaguanco, and yambu numbers can be credited in part to Philbert Almenteros’ family ties to the genre’s very beginnings.

uch to the delight of Islamorada residents, Publix Supermarket opened its doors for business on May 24. The new 20,000-square-foot store has all the hallmarks that make the supermarket chain a preferred market for many shoppers – a full service deli, bakery, expansive produce department, pharmacy, seafood and meat departments, and plenty of checkout lanes. About 125 employees were hired to launch the new store.

“We want to support the community in any way we can,” said store Manager Miranda Hendrix.

“Publix always gives back. If we can provide jobs and do things for the community – that’s our ultimate goal, to be an asset to where we are. It was seven years in the making to get the store open. We’re ready to start passing on the Publix spirit to the Village of Islamorada.”

Islamorada’s Publix is the fifth store the company has opened in the Florida Keys since 1989.

ny rumors of Sharkey’s Pub & Grill going anywhere simply aren’t true. “We’ve been here 17 years and we expect to be here 17 more years,” said Paul Steigerwald. In fact, plans are in the works to make improvements to the kitchen to quicken wait times, said Steigerwald.

Nightly live music and $8-and-under happy hours are just some of the reasons it’s a favorite spot for day dining and weekend “hang” among locals.

The dockside restaurant has daily specials for lunch and dinner, hearty portions, and pet-friendly seating upstairs and downstairs. The menu has an emphasis on fresh local seafood and wallet-friendly prices – it’s also chock full of sandwiches, salads, and tasty fill-ups like Shark Bowl, burgers and several types of tacos.

Server Dawn Barton says give the Baja tacos a whirl. If you like a little crunch, order fried mahi. If you prefer tuna, they come with romaine lettuce, cucumber, and Baja sauce. Most “proteins” can be substituted for chicken, beef, roasted pork, Churrasco steak, shrimp, mahi, grouper, or swordfish.

If you’re up for sharing, the grilled fish platter can be prepared six ways.

Key Largo style is Barton’s favorite.

Panko-coated fillets are sautéed with tomatoes, diced scallions, key lime butter sauce, and parmesan cheese. Barton also suggests requesting the key lime butter sauce on chicken dishes.

The “cook your own catch” ranges from $8 to $12. Sharkey’s is where many local fishermen come to reap

the benefits of their hard work. If you happen to bring a group, the cook and catch family-style platter is a safe bet.

Customers have their choice of prep with choice of two sides. Customers are limited to a pound fillet per person.

pper Keys residents have a new health care option the next time they slip, fall, and bump their head. Advanced Urgent Care is opening its office in the Keys in Key Largo and its leading doctor and founder, Bruce Boros, said the prices can be nearly one-fifth the cost of the same service in an emergency department.

The clinic’s grand opening is Friday, June 15. Initial operating hours will be Monday to Friday from 8:30 a.m. to 6:30 p.m. and 9 a.m. to 5 p.m. on weekends. The clinic hopes to expand hours in the future.

“I want to protect my patients from the high costs of health care,” said Boros, who opened his first urgent care center in Key West in 2013. “That’s the reason I started the clinic – it felt like something I needed to do for my patients.”

By opting to visit an urgent care center, patients can find more costeffective ways to meet their health care needs while not trading away the chance to meet with an experienced professional. Reducing the number of patients in emergency departments who aren’t in need of emergency care also allows hospital staff to focus on the patients who are most in need.

Going to the urgent care for certain medical needs can spare patients the wait times often experienced when visiting the emergency room.

Advanced Urgent Care wait times are typically 45 minutes, said Boros.

The clinic’s two physicians – Dr. Steven Lawyer and Dr. Zivko Gajic – have decades of experience in family medicine and emergency medicine.

The daily staff will always include at least one of the two physicians and a nurse practitioner, physician’s assistant, radiology team, and veteran nursing staff.

“Every nurse that’s been hired has at least five years emergency room experience,” said Administrator of Nursing Sherri Mather. Mather has worked in urgent care centers and emergency rooms for more than 20 years.

The medical team can perform examinations and annual physicals, on-site blood work, CT scans, digital Xrays, ultrasounds, lung cancer screenings, sexually transmitted disease screenings, cardiac calcium scoring and telemetry. The clinic can also perform minor surgeries and procedures like stitches, incisions, and draining. A cardiologist by profession, Boros, has also implemented his own system of diagnosing heart attacks for patients complaining of chest pains.

FALLEN HEROES Village honors sacrifice of service members

esidents of Islamorada, led by the Matecumbe Historical Trust, gathered to pay tribute to the fallen American heroes lost during the 1935 Labor Day Hurricane. The ceremonial wreath is usually hung on the Hurricane Monument; rain forced the observance inside of fire station 20.

Pastor Tony Hammon led the group in prayer for the lives that have been lost in pursuit of freedom. Boy Scout Troop 912 and Honor Guard Paul Mosczynski paraded the national insignia.

Firefighter Lt. Glenn Taylor said a few words on behalf of Islamorada’s first responders, while Village Mayor Chris Sante and Florida Representatives Robert Asencio and Holly Raschein offered support for the fallen service members, veterans and families of lost ones. Historical Trust member Henry Rosenthal shared a patriotic story and Coconut Cowboys’ Dan Furmanik performed the national anthem and other songs at the gathering.

School’s Out for Sommer

Island Christian School teacher retiring after 34 years GABRIEL SANCHEZ

fter 34 years of teaching prekindergarten, Island Christian School’s longest-tenured teacher, Vonnie Sommer, has retired. Throughout her time teaching 3- and 4-year-olds at the school, Sommer educated more than 500 kids. She’s been a mainstay at the school for so long that some of her former students have returned as the parents of new students. “It’s been a joy,” said Sommer.

But even with retirement knocking on her classroom door, Sommer admits that she hasn’t looked too far past the last day of school, and remained squarely focused on her kids. “I’m just going to take it slow,” she said of life after the classroom.

Sommer was drawn to the Keys in 1979 because of a family business endeavor; however, God had another plan for the Tennessee native. Sommer began working at Island Christian School as an aide in 1984. She quickly realized how much she enjoyed it and decided to stay on staff full-time.

“Being here is something that God opened up for me and I just love doing it. I’ve never thought twice about what else I could do,” said Sommer.

The things she’s treasured about her time teaching are simple: the laughter of children, empowering students, teaching them about the Bible, and helping them discover and form their own opinions.

“You have to be a good listener.

They are just beginning to communicate and verbalize what is inside them – they want their turn and want to be heard and appreciate that you listen.

They become important, and you feel that when you allow them to voice their opinions.”

As she settles into the next phase of her life, Sommer wants to be involved in volunteerism and community service initiatives. She’s also looking forward to having more time to spend with her grandchildren, to read, and to travel with her sisters.

Sommer’s advice to the faculty she leaves behind is to look for the best in each child. “Find their strengths and work with their strengths, because each one is different. What they feel, how they feel is important.”
