MORE CANDIDATES FILE FOR COUNTY OFFICE Tashjian, McCall, Halama announce bid for seats SARA MATTHIS

he Supervisor of Elections office is a busy place. In the last week, three new candidates have announced their intention to run for county office.

Monroe County Commission has two seats that will be decided in the next election in November. District 4 incumbent David Rice (R) faces Vicki Tashjian (NPA – no party affiliation). The District 2 seat, being vacated by George Neugent who has announced a run for Marathon Council, is being sought by Michelle Coldiron (R), Debbie Halama (R), Eleanor McAdams (NPA), Thomas “Tommy” Ryan (D), and Charles Weitzel (R). BOCC candidates must live in a certain geographical area to be eligible to run, but are elected countywide.

Rice has served two consecutive terms on the BOCC, and also another term from 2002 to 2006. He is currently the county mayor.

David Rice He said it’s not a case of unfinished business. “There are still a lot of challenges facing this county,” Rice said. Most important, Rice said, is the “build out” of the Keys coming in 2023 and the possible “takings” lawsuits filed by landowners who will no longer have the ability to build on their lots.

“I won’t be a part of the commission in 2023, but the scene will be set by this commission for what we will face,” he said, adding that the cost of legal fees and reparations might go as high as $350 million.

Rice was instrumental in advancing the Trauma Star initiative in Monroe County. He founded the Guidance Clinic of the Middle Keys in 1973.

Although retired, he still consults with the agency on occasion.

“I’ve spent more time getting an education on the operational system of Monroe County than I did getting a Ph.D. I want to hang in there for Vicki Tashjian four more years if people want me,” he said.

Rice faces political newcomer but longtime resident Vicki Tashjian, who declared on April 27. The Marathon resident said she’s dabbled on the edges of political activism since she moved to the Keys 26 years ago. She owns a company that manages vacation rentals and private homes and has an additional 20 years experience in corporate hospitality.

“I’ve been involved in others’ campaigns, sat on some committees and worked on charitable causes like the Elks, Relay for Life, Coralhead Music Festival and Marathon in Action,” Tashjian said.

Her three main issues are hurricane readiness, the economic-environmental landscape of the Florida Keys and housing.

“We’ve made some progress on the re-entry issue, but we need different plans for the different islands,” she said. “And we need to keep watching Turkey Point [Nuclear Generating Station].”

Tashjian said speed is of the essence when it comes to housing.

“I think things are going in the right direction with philanthropists purchasing land,” she said. “But can the county come into play to make it happen faster?”

While it’s just Rice and Tashjian facing off in the District 4 race, the field is swelling in the District 2 race.

There are five candidates vying for the seat — the Eleanor McAdams most recent to announce are Debbie Halama (NPA) and Eleanor McAdams (NPA). (For other candidate coverage, please see keysweekly.com.)

McAdams is a longtime resident, as well, who lives on Little Torch. She works for an insurance agency and said she understands the role of service. She challenged George Neugent in 2014 and collected 41.58 percent of the vote. She said she’s motivated to run to represent Lower Keys voters.

“There’s a lack of representation for my district. We don’t ask for much.

But I don’t think we get heard,” she said. “People in Marathon, I love them dearly, but they are not Lower Keys people and we do not think alike. No island is like the other island.”

Her issues, she said, are watching the quality of the Keys’ water supply and wasteful spending. She cited the newly laid bike path that had to be torn up for new sewer lines and then repaved again.

“I think we need to get more people involved in the community,” she said.

he Florida wreckers are generally cast in an unflattering light and considered little better than pirates as this 1790 story printed in the Georgia Gazette revealed: “The wreckers (Bahamians) generally set the ships on fire after they have done with them, that they might not serve as a beacon to guide other ships clear of those dangerous shoals.” Wrecking reform brought rules and regulations to the wrecking industry and while there are bad apples in every profession, the Florida wreckers were often the first responders of their day for those aboard ships that had crashed on the reef.

In 1837, the Charleston Courier published a story by Dr. Benjamin B. Strobel, a physician and writer who traveled extensively through the Keys, that read, “From all that I heard of wreckers, I expected to see a parcel of low, dirty pirate looking crafts, officiated and manned by a set of black whiskered fellows, who carried murder in their very looks.”

Dr. Strobel added, “I was, however, very agreeably surprised to find their vessels fine large sloops and schooners, regular clippers, kept in first rate order, and that the Captains were jovial, good humored sons of Neptune, who manifested every disposition to be polite and hospitable, and to afford every facility to persons passing up and down the Reef. CAN T STOP HIM Despite brain cancer diagnosis, artist Tom Grant continues to create

ey Largo artist Tom Grant is making the most of his time these days. After being diagnosed with glioblastoma, a form of fast-growing brain cancer, in September he’s been enjoying the little things in life – like painting daily, bike rides, and the occasional cigar.

“I feel good. I noticed my motor skills are a little slower than what they were. I was pretty quick,” he joked.

Grant also is organizing his remaining artwork to sell at Morada Way’s Thursday, May 17 Artwalk. His goal is to make a modest profit and continue to paint in the summertime. Mostly oil paintings, his originals and prints capture a forgotten essence of Florida living. Be it a billfish, fisherman casting his line, seaplane, horizon, or a coastal scene – Grant depicts skillfully depict various facets of Florida. Dozens of his prints will be retailed at a very reasonable price of $20.

Having taken up painting since even before grade school (he’s in his 80s now,) Grant’s works certainly date back. He moved to the Keys in 1959, a year after finishing his time in the U.S. Navy. A fascination with Florida’s natural beauty has always beckoned his creative side. As a pilot he was able to see and experience his subjects in a unique way. “I’ve done many different things, but art has always been my forte,” he said.

But all that was put in jeopardy last year when Grant first noticed a problem.

Two days after Hurricane Irma passed, Grant was outside cleaning up. While kneeling down to check a pipe in the ground, he realized he couldn’t get back up. He was able to make it to his car, where he pressed the horn to alert his neighbors to his distress. The ambulance came and transported him to the hospital.

There, doctors told him he had a brain tumor, so they sent him to Miami for further testing, where he was diagnosed with glioblastoma. The very next day Grant underwent surgery and doctors removed the tumor. In the following months Grant recovered from his surgery and got back to his life, nearly unfazed. A strong work ethic is at the core of his urge to continue to create and live boldly.

“I looked it up on the internet and it’s all doom and gloom,” he said. “I’m supposed to take it easy. I said it ain’t gonna happen. I’m coming up on a year in August, which I consider an annual reprieve. If I make it that long I’ll be fine. I haven’t noticed anything wrong with myself except that I’ve slowed down. I don’t pay very much attention to it, either. I’ll still drink a beer or take bicycle rides. If I listened to them, well, so much for that,” he said.

Part of continuing to work and sell his art is also an effort to raise money and assist his wife Nancy, who is battling advanced stages of Parkinson’s disease. Tom and Nancy have been married for 40 years. They met in the 1960s while Mr. Grant was employed at South Florida State Hospital instructing art. At the time, Mrs. Grant was working there as a social worker. They first met in the hospital cafeteria, ate together and shared jokes. 10 years later they got married. Together, the Grants have opened art galleries in Islamorada and Tavernier. The Thursday, May 17 Artwalk begins at 6 p.m. at the Morada Way Arts and Cultural District, MM 81 bayside.

Shops offer discounted certification courses for high school marine science students GABRIEL SANCHEZ

ocal Coral Shores High School students interested in marine science courses will have an opportunity to become certified divers this summer at a discounted price. Thanks to a summer partnership with Islamorada’s Key Dives, student divers can certify for only $300.

The course will be open to current and prospective marine science students. Coral Shores High School requires its advanced marine science students to be certified prior to adding the class. Two three-day classes are scheduled for the weekends of June 29 – July 1, and August 3 – 5. The first day of the course is spent in the pool. The two following days introduce students to the ocean dive sites.

The rebated course includes all the online educational resources students need to certify, use of all equipment, pool training, ocean dives, and certification card. The usual price tag is $550.

“The goal is to get them excited to be involved to help,” said Key Dive’s owner, Mike Goldberg, who has been diving the local waters for more than 30 years.

Over the last 18 months the coral communities have been hit hard, said Goldberg.

Large scale brain coral die-offs have been a big concern for the longtime Keys diver. Mobilizing a local populace of divers to help in coral restoration initiatives is critical to the reefs’ longevity.

Future stewards are important to stave off the decline of coral communities, he said.

Key Dives has selected a handful of Upper Keys locations to take students: Alligator Reef, Davis Reef, Rocky, Davie Crocker, and more. The student to instructor ratio for open water dives is 4:1, with no more than 12 students per class.

In past years Islamorada Dive Center has also partnered with school to certify students at a discount price.

Coral Shores High School marine science teacher Beth Rosenow said the partnerships with local dive shops allow students to learn more about important ecological events happening locally at a younger age. The students collect data on events like reef disease and coral bleaching.

“For the past few years, Islamorada Dive Center has offered discounted rates to Coral Shores High School students want to get their open water certification. This year, Key Dives will be offering a discount as well,” said Rosenow. “Now more than ever, it’s essential to recruit the next generation of divers so they can see our corals before any more die-off occurs.”

BRINGING LIGHT TO THE ISSUE Autism Society wraps awareness month with annual charity dinner

private beachfront along the bayside of Marathon’s Courtyard Marriott property was the place for this year’s Light it Up Blue autism awareness event hosted by the Autism Society of the Florida Keys. The goal of the event was to educate attendees about disorders listed on the autism spectrum, and to give insight to the public about the services (or lack thereof in some cases) available for families and persons with autism. Money raised by the charity dinner will fund autism therapies and treatments for families throughout the entire Keys. -cigarettes, vaping, the JUUL — all new terminology in our American lexicon and so very important to know. Why? The trend in inhalant products is taking teenagers by storm and the future is looking pretty smoky, once again.

America has been fighting teenage tobacco use for decades and this is the next generation of addictive products and devices to lure the youth. And it is big, big business, an estimated $10 billion industry in 2017.

E-cigarettes supposedly were designed to be a healthier option for tobacco products. The devices heat a liquid into an aerosol to be inhaled, delivering smaller doses of nicotine than in a cigarette and, bonus, there is no second-hand smoke. But is it safe? Folks, nicotine is nicotine and addictive. For example, a JUUL device heats a JUULpod which contains 0.7ml with 5 percent nicotine by weight, approximately equivalent to 1 pack of cigarettes or 200 puffs. Remember thinking a Virginia Slim wasn’t that bad due to its size?

And the theory that vaping is safer? No, there is potential for carcinogenic exposure, according to National Center for Biotechnology Information, because in heating the liquid with metal coils, “Our findings indicate that e-cigarettes are a potential source of exposure to toxic metals (chromium, nickel, and lead), and to metals that are toxic when inhaled (manganese and zinc).” Basically, customers are potentially inhaling lead to get nicotine and that doesn’t sound too smart either.

So what attracts the kids? E-cigarettes are easy to hide; the newest version, the JUUL, looks like a flash drive, not a cigarette at all (kids refer to it as “juuling”). E-cigarettes can be bought online, even eBay, to avoid Florida’s legal age limit of 18 and are relatively affordable ($49.99 for a JUUL starter kit). And for added attraction they come in fun flavors like cinnamon, chocolate, mango and fruit medley.

It’s a far cry from stealing your grandfather’s filterless Camel and passing out from the taste. Technology simply streamlined addictive substance use for kids and it’s worked.

What does the FDA have to say?

A lot, thankfully. Enough studies have proven dramatic rises in teen use between 2011 and 2016 to scare the government into action. FDA Commissioner Scott Gottlieb M.D. issued a statement on April 24 putting the industry on notice. The FDA is taking action against “the youth appeal.”

Dr. Gottlieb wrote, “These products are also more difficult for parents and teachers to recognize or detect.

Several of these products fall under the JUUL brand, but other brands, such as myblu and KandyPens, that have similar characteristics are emerging. In some cases, our kids are trying these products and liking them without even knowing they contain nicotine. And that’s a problem, because as we know the nicotine in these products can rewire an adolescent’s brain, leading to years of addiction.”

“Obviously, we are very concerned,” said Principal Christina McPherson of Horace O’Bryant Middle School. “So far we haven’t had an issue or anything on the property and we have talked to the kids about it. Hopefully, this will continue to be the case.”

McPherson is keenly aware this is a nationwide problem.

Principal Amber Acevedo of Key West High School is looking into getting more education and information to her students. “We have had one instance of a student having a vaping device on campus,” said Acevedo. “There is more talk among students about it, however, not a trend of use on campus.” Disciplinary action includes being sent home or to a possible alternative education setting depending on the substance.

E-cigarettes aren’t any easier to kick than regular cigarettes. What is old school and still works with kids? Education, vigilance and common sense — don’t smoke.

he Thursday, May 3, Islamorada Village Council meeting will start with State Rep. Holly Raschein updating Islamorada residents following this year’s legislative session. The meeting will begin at 5:30 p.m. at the Founders Park community room. Raschein will discuss the progress of a handful of issues pertaining to Islamorada and Monroe County. Lobbyists representing Islamorada will also discuss the recent session and some of Islamorada’s priorities.

The Village Council will vote on three items from its consent agenda. The first will approve service agreements staff have negotiated and prepared with four companies for its wastewater system. Back in March, the Village Wastewater Department added four companies: Key Honey Contracting, MCF construction, Overseas Plumbing, and Page Excavating, to its library of professional contractor services.

The next vote will seek to approve contracted services between Islamorada and The Leben Family LLC and Habitat for Humanity of the Upper Keys.

Both builders were added to the village’s library of Professional Contracted Services for affordable and workforce housing development in April.

Finally, the last vote will seek to approve a service agreement with professional federal lobbying group Thorn Run Partners. With the current agreement between Alcalde & Fay expiring, the new agreement would lock in lobbying and consulting services for two years. The village would continue to pay the same amount, $60,600 annually, that it currently pays Alcalde & Fay. On the village’s quasi-judicial docket is an appeal of an administrative decision made by the Planning Department. The council will also make decisions pertaining to the replacement of the Founders Park amphitheater canopy and approval of the final rankings for the Building Permit Allocation System Ranking for the second quarter of fiscal year 2018.

A discussion led by Councilman Mike Forster regarding the addition of more pickleball courts at Founders Park and an evaluation of Village Manager Seth Lawless round out the agenda.

MARATHON MAGISTRATE Council approves Islamorada attorney for special master job KATIE ATKINS

nstead of answering to a board when facing code violations, Marathon residents will soon go before a special master.

Replacing the Marathon Code Board with a special magistrate, or hearing officer, has been a topic of discussion by City Council members since early 2017. Tuesday, the council moved to hire attorney James “Jack” Bridges as its new magistrate. He’s from Key Largo and has a practice in Islamorada.

Council members suggested hiring a magistrate last year, citing the end result of code violations as more fair and impartial when performed by someone from outside of Marathon. Monroe County uses a special magistrate, or master.

Bridges was one of four applicants to the city’s request for qualifications last month.

“I’ve done a lot of magistrate work in the circuit courts, sitting over divorce cases and civil cases,” he told the Weekly. “What a special magistrate does is make reports and recommendations to a judge, and the judge can sign off on them. You sit as a trier of fact and a trier of law.”

He said one of the most common code violations involves vacation rental ordinances and people renting their homes for longer or shorter than each municipality allows.

In Marathon, the minimum stay is seven days. In other parts of Monroe County, the minimum stay is 28 days.

“The fines for violating that can be pretty substantial,” he said.

Bridges has lived in Monroe County for 20 years and has been practicing law since moving to the Keys. He has served on the Florida Keys Mosquito Control Board and ran for circuit court judge in 2014.

The Savannah, Ga., native went to law school at the University of Dayton and has James Bridges an undergraduate degree from Baylor University.

He likes the challenges of special magistrate work.

“I like to tell people, ‘I’m not going to try to be fair. I’m going to be fair.’ You have to look at it from both ends. When people are in court, sometimes they’re at the lowest point in their lives, so if you treat them with respect it can go a long way,” he said.

Also, many times, code violators don’t even know what they were doing was against the rules.

“Never get mad about anything until you’ve asked why. That’s one of my philosophies,” he said. “Sometimes the answer can really shock you.

Your job is to referee and make sure the evidence comes out in a fair way.”

He’ll now enter contract negotiations with City Attorney David Migut and a start date will be determined.

“I can’t imagine it will be more than 30 days,” said City Manager Chuck Lindsey.

“And in the meantime, we will have code enforcement hearings until the magistrate is here,” said Mayor Michelle Coldiron.

he Key Largo Chamber of Commerce had its Members in Motion at the new home of the Upper Keys Weekly Newspaper on April 26. The publication’s staff from throughout the Keys played hosts for the event, taking the opportunity to introduce themselves to the Upper Keys community and tell them a little bit about their role in the company. Donations from the Members in Motion were awarded to the Autism Society of the Florida Keys. The Keys Weekly was founded in 2003 in Marathon, later expanding to Key West and the Upper Keys under the direction of publisher Jason Koler and publishing partner Britt Myers.

A resident since the ’60s, Cottrell spoke about the first doctors between Homestead and Key West - Dr. Harvey Cohen and Dr. Nathaniel Levin, who opened the first nine-bed hospital called the Overseas Hospital. Until then, residents had to travel to Key West or Homestead for medical treatment.
