he Supervisor of Elections office is a busy place. In the last week, three new candidates have announced their intention to run for county office.

Monroe County Commission has two seats that will be decided in the next election in November. District 4 incumbent David Rice (R) faces Vicki Tashjian (NPA – no party affiliation). The District 2 seat, being vacated by George Neugent who has announced a run for Marathon Council, is being sought by Michelle Coldiron (R), Debbie Halama (R), Eleanor McAdams (NPA), Thomas “Tommy” Ryan (D), and Charles Weitzel (R). BOCC candidates must live in a certain geographical area to be eligible to run, but are elected countywide.

Rice has served two consecutive terms on the BOCC, and also another term from 2002 to 2006. He is currently the county mayor.

David Rice He said it’s not a case of unfinished business. “There are still a lot of challenges facing this county,” Rice said. Most important, Rice said, is the “build out” of the Keys coming in 2023 and the possible “takings” lawsuits filed by landowners who will no longer have the ability to build on their lots.

face,” he said, adding that the cost of legal fees and reparations might go as high as $350 million.

Rice was instrumental in advancing the Vicky Tashjian Trauma Star initiative in Monroe County. He founded the Guidance Clinic of the Middle Keys in 1973. Although retired, he still consults with the agency on occasion.

“I’ve spent more time getting an education on the operational system of Monroe County than I did getting a Ph.D. I want to hang in there for four more years if people want me,” he said.

Rice faces political newcomer but longtime resident Vicki Tashjian, who declared on April 27. The Marathon resident said she’s dabbled on the edges of political activism since she moved to the Keys 26 years ago. She owns a company that manages vacation rentals and private homes and has an additional 20 years experience in corporate hospitality.

“I’ve been involved in others’ campaigns, sat on some committees and worked on charitable causes like the Elks, Relay for Life, Coralhead Music Festival and Marathon in Action,” Tashjian said.

Her three main issues are hurricane readiness, the economic-environmental landscape of the Florida Keys and housing.

“We’ve made some progress on the re-entry issue, but we need different plans for the different islands,” she said. “And we need to keep watching Turkey Point [Nuclear Generating Station].”

Tashjian said speed is of the essence when it comes to housing.

“I think things are going in the right direction with philanthropists purchasing land,” she said. “But can the county come into play to make it happen faster?”

While it’s just Rice and Tashjian facing off in the District 4 race, the field is swelling in the District 2 race.

There are five candidates vying for the seat — the Eleanor McAdams most recent to announce are Debbie Halama (NPA) and Eleanor McAdams (NPA). (For other candidate coverage, please see keysweekly.com.)

McAdams is a longtime resident, as well, who lives on Little Torch. She works for an insurance agency and said she understands the role of service. She challenged George Neugent in 2014 and collected 41.58 percent of the vote. She said she’s motivated to run to represent Lower Keys voters.

“There’s a lack of representation for my district. We don’t ask for much.

But I don’t think we get heard,” she said. “People in Marathon, I love them dearly, but they are not Lower Keys people and we do not think alike. No island is like the other island.”

Her issues, she said, are watching the quality of the Keys’ water supply and wasteful spending. She cited the newly laid bike path that had to be torn up for new sewer lines and then repaved again.

“I think we need to get more people involved in the community,” she said.

oshua Appelby sailed from Rhode Island, bound for the West Indies, circa 1822. He would come ashore in the area of Knights Key with a partner, John Fiveash. The two established Port Monroe. The community earned a reputation for operating beyond the scope of territorial law and attracted the attention of Commodore David Porter, in charge of the anti-piracy unit assigned to secure the waters of the West Indies.

Porter wrote to the Secretary of the Navy, “I am under the impression that the practice of wrecking Spanish vessels on the coast by Columbian cruisers, in order to secure their cargoes, has, for a long time past been pursued to a considerable extent, and that the establishment at Key Vacas was made with this object in view.” Appelby was subsequently arrested. He would return to the Keys and, in 1837, accept the position of keeper at the Sand Key Lighthouse. The lighthouse was destroyed in the Great Havana Hurricane of October 11, 1846. More than 250 people died, including Appelby, 77, his daughter, 51, and grandson, 11.

Today, Appelby is largely remembered through the Keeper-class United States Coast Guard cutter named after him. The Joshua Appelby was the sixth of 14 Keeper-class cutters, named after lighthouse keepers, and commissioned August 8, 1998. Not every dubious mariner has been remembered so fondly. My sister and I were faced with the dreaded task of selling our father’s home. This was a time of sentiment, bewilderment, and a distance of over 1,000 miles from our homes.

During our listing period, actually just after we signed, hurricane Irma hit the Keys and our neighborhood, which you can imagine, was stressful in and of itself. With this, she went into immediate action finding people to make all of the hurricane preparations helping with the hurricane shutters, yard maintenance, and home cleaners both before and after the hurricane. MARATHON MAGISTRATE Council approves Islamorada attorney for special master job

nstead of answering to a board when facing code violations, Marathon residents will soon go before a special master.

Replacing the Marathon Code Board with a special magistrate, or hearing officer, has been a topic of discussion by City Council members since early 2017. Tuesday, the council moved to hire attorney James “Jack” Bridges as its new magistrate. He’s from Key Largo and has a practice in Islamorada.

Council members suggested hiring a magistrate last year, citing the end result of code violations as more fair and impartial when performed by someone from outside of Marathon.

Monroe County uses a special magistrate, or master.

Bridges was one of four applicants to the city’s request for qualifications last month.

“I’ve done a lot of magistrate work in the circuit courts, sitting over divorce cases and civil cases,” he told the Weekly. “What a special magistrate does is make reports and recommendations to a judge, and the judge can sign off on them. You sit as a trier of fact and a trier of law.”

He said one of the most common code violations involves vacation rental ordinances and people renting their homes for longer or shorter than each municipality allows.

In Marathon, the minimum stay is seven days. In other parts of Monroe County, the minimum stay is 28 days.

“The fines for violating that can be pretty substantial,” he said.

Bridges has lived in Monroe County for 20 years and has been practicing law since moving to the Keys. He has served on the Florida Keys Mosquito Control Board and ran for circuit court judge in 2014.

The Savannah, Ga., native went to law school at the University of Dayton and has an undergraduate degree from Baylor University.

He likes the challenges of special magistrate work.

“I like to tell people, ‘I’m not going to try to be fair. I’m going to be fair.’

You have to look at it from both ends.

When people are in court, sometimes they’re at the lowest point in their lives, so if you treat them with respect it can go a long way,” he said.

Also, many times, code violators don’t even know what they were doing was against the rules.

“Never get mad about anything until you’ve asked why.

That’s one of my philosophies,” he said. “Sometimes the answer can really shock you. Your job is to referee and make sure the eviJames Bridges dence comes out in a fair way.”

He’ll now enter contract negotiations with City Attorney David Migut and a start date will be determined.

“I can’t imagine it will be more than 30 days,” said City Manager Chuck Lindsey.

“And in the meantime, we will have code enforcement hearings until the magistrate is here,” said Mayor Michelle Coldiron.

Also Tuesday: • Approval of a housing project spearheaded by Anchor Inn owner Josh Mothner was pushed ahead to next month’s meeting. He wants to build four affordable housing units on the hotel property at MM 51 oceanside.

• Council approved a forum to be held May 7 from 5:30 to 7:30 p.m. in the City Hall chambers for people needing help or information about insurance, or lack of reimbursements post-hurricane.

he Attorney’s Title Fund named the Law Offices of Thomas D. Wright a member of the President’s Circle for 2017 and the Top Contributor of the 16th Circuit in the State of Florida for 2017.

The latter recognizes the top three Fund member firms in each of the 20 judicial courts throughout Florida based on title insurance policy remittance.

VAPING 101 Teens face another epidemic HAYS BLINCKMANN hays@keysweekly.com

E

-cigarettes, vaping, the JUUL — all new terminology in our American lexicon and so very important to know. Why? The trend in inhalant products is taking teenagers by storm and the future is looking pretty smoky, once again.

America has been fighting teenage tobacco use for decades and this is the next generation of addictive products and devices to lure the youth. And it is big, big business, an estimated $10 billion industry in 2017.

E-cigarettes supposedly were designed to be a healthier option for tobacco products. The devices heat a liquid into an aerosol to be inhaled, delivering smaller doses of nicotine than in a cigarette and, bonus, there is no second-hand smoke. But is it safe? Folks, nicotine is nicotine and addictive. For example, a JUUL device heats a JUULpod which contains 0.7ml with 5 percent nicotine by weight, approximately equivalent to 1 pack

of cigarettes or 200 puffs. Remember thinking a Virginia Slim wasn’t that bad due to its size?

And the theory that vaping is safer? No, there is potential for carcinogenic exposure, according to National Center for Biotechnology Information, because in heating the liquid with metal coils, “Our findings indicate that e-cigarettes are a potential source of exposure to toxic metals (chromium, nickel, and lead), and to metals that are toxic when inhaled (manganese and zinc).” Basically, customers are potentially inhaling lead to get nicotine and that doesn’t sound too smart either.

So what attracts the kids? E-cigarettes are easy to hide; the newest version, the JUUL, looks like a flash drive, not a cigarette at all (kids refer to it as “juuling”). E-cigarettes can be bought online, even eBay, to avoid Florida’s legal age limit of 18 and are relatively affordable ($49.99 for a JUUL starter kit). And for added attraction they come in fun flavors like cinnamon,

chocolate, mango and fruit medley.

It’s a far cry from stealing your grandfather’s filterless Camel and passing out from the taste. Technology simply streamlined addictive substance use for kids and it’s worked.

What does the FDA have to say?

A lot, thankfully. Enough studies have proven dramatic rises in teen use between 2011 and 2016 to scare the government into action. FDA Commissioner Scott Gottlieb M.D. issued a statement on April 24 putting the industry on notice. The FDA is taking action against “the youth appeal.”

Dr. Gottlieb wrote, “These products are also more difficult for parents and teachers to recognize or detect.

Several of these products fall under the JUUL brand, but other brands, such as myblu and KandyPens, that have similar characteristics are emerging. In some cases, our kids are trying these products and liking them without even knowing they contain nicotine. And that’s a problem, because as we know the nicotine in these products can rewire an adolescent’s brain, leading to years of addiction.”

“Obviously, we are very concerned,” said Principal Christina McPherson of Horace O’Bryant Middle School. “So far we haven’t had an issue or anything on the property and we have talked to the kids about it. Hopefully, this will continue to be the case.”

McPherson is keenly aware this is a nationwide problem.

Principal Amber Acevedo of Key West High School is looking into getting more education and information to her students. “We have had one instance of a student having a vaping device on campus,” said Acevedo. “There is more talk among students about it, however, not a trend of use on campus.” Disciplinary action includes being sent home or to a possible alternative education setting depending on the substance.

E-cigarettes aren’t any easier to kick than regular cigarettes. What is old school and still works with kids? Education, vigilance and common sense — don’t smoke.

n the heart of the heart of the Florida Keys is a community for movement, a studio where the art of dance and motion is practiced daily.

Whatever your flavor, the options to move and shake here are endless.

Five different businesses operate under one roof in the Gulfside Village Plaza, MM 50 bayside at Theo & Ganine’s Dance Center.

There are classes for yoga, pilates, kickboxing, salsa dancing and natural pain relief.

The newest business to join the studio is Pilates by Norma jean.

Classes started Monday, April 30 and the room was packed, said owner Norma-jean Kelly.

The best part about teaching pilates, she said, is watching students attain better posture and the best physique they’ve ever had, regardless of their age.

In the past year, trapeze yoga has been a major fitness trend.

Soon, classes will be available under the direction of Debra Leeann Wilson. Her company is Art Body Soul Inc. and she’s a veteran in yoga instruction.

She also guides meditation and healing arts using essential oils, crystals and singing bowls.

American Sports Training Association-certified youth instructor specialist Nayda R. Buttner is going to open Spirit Play Gymnasium in the coming weeks.

“I’m going to tie in your mind, body and spirit for the better of your health and soul,” she said, adding she’ll be teaching a “fusion of tai chi and gymnastics — an expressionist form of art that is somewhat self-defensive.”

Keys Martial Arts offers classes for all ages.

“We teach the martial arts of taekwondo and muay thai kickboxing,” said Gina Martin.

She and Gary Burden are instructors and took over the business after former owners Chris and Kim Burt had to relocate post-Hurricane Irma.

Judy Greenman operates Body Brain Freedom in workshops and retreats which are “all about remarkable improvements in how you move, think and feel, using your brain’s ability to relearn new connections and ease.”

Theo and Ganine Derleth have leased the dance studio since 2005 and welcome all ages to their ballroom and Latin dancing classes.

“This is a center for movement in the Middle Keys because everyone associated with us is associated with the human body,” Ganine said.

Stanley Switlik students to perform ‘Aladdin’ May 9-10

t’s a special group of kids taking the stage next week for a performance of “Aladdin.” First of all, they are already know their lines by heart. And, second, they bring so much heart to their performances.

“I get chills,” said co-director Michele Licause. “They bring so much passion, and every week they surprise me with something new.”

Directed by Jack Louden, with the help of Licause and her co-director Stacie Gonzalez, the show is coming together as easily as rubbing a magic lamp.

“They know all the songs already,” said Louden, referencing the popular Disney movie.

The show stars Haley Price as Jasmine, Benito Lopez as Aladdin and Chloe Migut as Genie. Price, about as high as a short grasshopper, has an amazing voice and perky personality to suit Jasmine. Migut shines as the smart-talking Genie who makes it all happen. And Lopez is swept along on the tide of dancing, singing and one-line zingers, sharing the stage with an adorably placid Sultan (David Ornelas), and the evil twins Jafar (Dakota Coleman) and Iago (Addison Collins).

“We have a very talented group,” Louden said. “We will definitely have a production next year, but it may take place on the high school stage due to construction.”

The public is invited to see “Aladdin” in the Stanley Switlik School “Café” on Wednesday and Thursday, May 9-10. Curtain is at 6:30 p.m. and admission is $5 for adults and $3 for students. Refreshments will be sold as well.

BRINGING LIGHT TO THE ISSUE Autism Society wraps awareness month with annual charity dinner

A

private beachfront along the bayside of Marathon’s Courtyard Marriott property was the place for this year’s Light it Up Blue autism awareness event hosted by the Autism Society of the Florida Keys. The goal of the event was to educate attendees about disorders listed on the autism spectrum, and to give insight to the public about the services (or lack thereof in some cases) available for families and persons with autism. Money raised by the charity dinner will fund autism therapies and treatments for families throughout the entire Keys. Islamorada Chamber of Commerce President Joel Young, Village Councilman Mike Forster, and President of the Autism Society Jill Campbell, spoke to guests about the realities which individuals and families affected by autism experience.

he Key Largo Chamber of Commerce had its Members in Motion at the new home of the Upper Keys Weekly Newspaper on April 26. The publication’s staff from throughout the Keys played hosts for the event, taking the opportunity to introduce themselves to the Upper Keys community and tell them a little bit about their role in the company. Donations from the Members in Motion were awarded to the Autism Society of the Florida Keys. The Keys Weekly was founded in 2003 in Marathon, later expanding to Key West and the Upper Keys under the direction of publisher Jason Koler and publishing partner Britt Myers.

The school year is winding down and summer looms on the horizon. From art to sailing to sports, activities are bountiful through August. Here is information to help parents and kids come up with a summer plan.

BOOT KEY SAILING CAMP Five two-week sailing sessions in Marathon. June 4-15; June 18-29, July 2-13, July 16-27, July 30-Aug. 10. Each session will be split into two groups by age, mornings ages 5-7 (8:30 -11:15 a.m.) and afternoons ages 8-17 (12:30-5:30 p.m.). On Fridays, all students in the session are invited for the full days to explore new opportunities (examples may include: snorkel; explore tiny sea critters; name-that-fossil; beach combing; mini harbor clean-up; July 4th parade; lunch & learn with local marine professionals.) $100/session • Each student must bring a fitted Coast Guard-approved lifejacket and pass a swim test. • For details, email chair@ MYCEF.education.

In addition to experiencing the DRC dolphin family, campers learn about dolphin biology, training, conservation, coral reefs and more. Campers also go in the water three times during the week to share interactive experiences with the dolphins. Campers stay in DRC’s dormitory, supervised by the DRC DolphinCamp chaperone. eens and pre-teens looking to get their feet wet in the world of marine science can do it at the Dolphin Research Center in Marathon. “It’s the most fun learning kids can have. Their days are full,� said DRC spokeswoman Mary Stella.

Students stay overnight in the DRC dorms, in the care of chaperones, and spend the week learning about and interacting with dolphins, sea lions and the Florida Keys environment.

Campers interact in the water with some of the research center’s 26 resident dolphins, learn how they’re trained and about their unique behavioral and physical characteristics. The DRC camp also teaches kids how a distressed dolphin or manatee is saved, and how they’re cared for in recovery. “We’ll go out and do a mock marine mammal stranding with a blowup dolphin and learn about what to look for� and the sequence of events in a rescue mission, Stella said.

What’s special about the weeklong summer camp is the fact that it can be life-changing, and students return year after year for progressive age group camps, she said. “We do our best to rotate schedules and activities too,� said Courtney Coburn, administrative director of education. “That way, when campers return, they have a variety of activities.�

The biggest difference between the 10-12 and 13-14 age groups involves the focus of the camp, she said.

Whereas the 10-12 camp involves a more camp-like experience, students in the 13-14 age group are introduced to what it’s like working in the field. “We kind of put them in the flip flops of the trainers,� Coburn said.

She’s been at the DRC for nine years, and said being able to experience when a student has an “ah-ha� moment is what makes the camp so special for her. “Watching them learn and grow, and when they reach that moment where they connect to it — that exploration and that interest — being able to be a part of that is the best,� she said.

The first camp for 10- to 12-yearolds runs from June 9 to June 15, with the second session going from June 16 to June 22.

June 23-29 is the first session for the 13- to 14-year-old age group, with the second session running from June 30 to July 6.

DAY CAMP WAITING LIST This is also the first summer the DRC is offering a day camp, but it is mostly sold out. Standby applications are available. There is, however, also space available in the 15- to 17-yearold day camp class, “Teen Marine Mammal Care & Basic Training,� from Aug. 4-10. TRACK & FIELD After placing among the top Florida High School Athletic Association Region 4 runners April 26, five Marathon High boys are off to the state meet this weekend in Jacksonville.

Jackson McDonald, Aydan Child, Matt Pinkley, Jonathan Pitchford and Owen Pitchford will compete at the University of North Florida Friday and Saturday.

“We were one place off a medal last year, so hopefully we medal this year,” Child said.

Child, Pinkley and the Pitchford brothers will run the 4-by-8 relay, while McDonald will compete in the high jump.

“We scored 10 runs in the first inning highlighted by sophomore Leta Ricart’s three-run home runs over the center field fence,” said coach Kevin Freeman, adding it was the third district championship in a row for the Lady Fins.

BASEBALL On April 30, Marathon High baseball boys (9-14) ended their season during District 8 semifinals at home against the Bulldogs of Archbishop Coleman F. Carroll with a 7-0 loss.

“The boys played hard. It was a good season,” said coach Luis Leal.

“We would have liked to have won a couple more games but overall, compared to the types of teams we played, we handled it well and are looking forward to next year.”

TENNIS Marathon High tennis teams finished their season in mid-April, saying goodbye to seniors Natalie Mendoza, River Fullhart and Ben Ryder.

“Each team finished out the season 1-8. The highlight is the boys won their first match in over six years,” said coach Lance Martin. Compared to last year the boys showed a tremendous improvement throughout the season, he said. “They started to win more games than they have in the past.”

As for the girls, they won the matches they should have, he said, but the boys showed greater improvement as the season went on.

Expert kicks off Papio weekend Talk about tips from an expert.

Craftsman and inventor Steve King, who won the “Golden Papio” in 2017’s Papio Kinetic Sculpture and Art Bike Parade, will share insights on “The Art of the Parade,” on Friday, May 4, at 6 p.m at the Custom House Museum, 281 Front St., Key West.

The free presentation (register in advance at kwahs.org/events) will be followed by a “Papio Porch Sunset Happy Hour” with a cash beer and wine bar.

King’s 2016 steam punk contraption entry, “The Grinder,” and 2017 “Golden Papio” award-winner, “The Tempest,” helped catapult the Papio event into the nation’s eye. As this year’s distinguished speaker, he will share more than 15 years of his parade creations, including conceptualizing and designing winning Fantasy Fest floats.

“I love the no-rules, creative energy that Papio embodies,” he says.

King’s talents as a craftsman, designer, and boat builder have landed him on national TV, most recently the FYI network’s “My Floating Home.”

While he prefers to keep the details of his 2018 Papio Parade creation under wraps, he offered a hint: “Sail and land vehicles were my last Papio Kinetic Sculpture Floats, so I figured this year would be flight.”

The Papio Parade, presented by Key West Art & Historical Society and co-produced by Wonderdog Studios, runs Friday through Sunday, May 4-6, with the parade itself launching from the Custom House Museum, Saturday, May 5 at 5 p.m., followed by a ticketed post-parade party and concert at the Truman Waterfront Amphitheater, complete with cash awards for the best kinetic sculpture floats and art bikes. JUST GOOD MUSIC Incredible music and talent I’ve been lucky enough to experience Leaving behind the theme of the last couple of columns, I’m devoting this one to some of the greatest music I’ve ever heard. Keeping it all in one column will be next to impossible as there is so much great music. Look at this as a submission from a musician and songwriter who considers himself a failure at his chosen profession. I probably won’t create anything great or lasting, but I sure appreciate those who did. And here are some of the real artists and achievers.

• Frank Sinatra and his orchestras – Producer Quincy Jones and engineer Bruce Swedien were champions of stereo in the 1950s, and thanks to them, the stereo recordings of Sinatra’s orchestras are amazing on releases like “Sinatra Reprise: The Very Good Years.” Sit in front of a good pair of speakers and prepare to be blown away by the power of a live orchestra recorded to perfection. Sinatra was a perfectionist who would never do more that two or three takes of a song, so the orchestras had to be as prepared as Frank was.

• The Beatles – we don’t have enough space in this entire newspaper to list all their contributions to music and the world. As a group, they were greater than the sum of their parts.

And they all had amazing post-Beatles careers; George’s included the unlikely but joyously entertaining Traveling Wilburys!

• Bob Dylan – he revolutionized folk and made poetic images electric.

What the Beatles did for music, he did for lyrics. And there was a lot of crosspollination between the two. (See Wilburys in Beatles section.)

• Steely Dan – it’s hard to believe, in this hip-pop influenced world of disposable music, that a song like “Deacon Blues” was once a Top 40 hit. Donald Fagen and Walter Becker (along with some of the greatest musicians ever recorded) gave us more than a few solid albums with amazing jazz-influenced rock/R&B grooves.

Coolest band ever.

• Paul Simon – with or without Art Garfunkel, Simon has been one of our most enduring songwriters and performers. He never quit writing and performing and over the past several years, he released new albums of really good music.

• Tom Petty/Heartbreakers – perhaps the best American live band ever, they didn’t quit until Petty’s untimely passing at the end of their 40th Anniversary Tour. Petty never stopped writing great songs and releasing new music, and by all accounts, he certainly

wasn’t finished when his time ran out. (Also, see Wilburys in Beatles section.)

• Don Henley/ Eagles – no offense to the late Glenn Frey, but my favorite Eagles moments JOHN were Henley’s.

• Elton John/Bernie Taupin – seriously, how many great songs can one songwriting team create? Their partnership has lasted decades, and we are the beneficiaries of their talents.

• Billy Joel – this piano legend and songwriter has written so many classics throughout the decades. His compositions ran the gamut from “Captain Jack” to “Summer, Highland Falls” to “Streetlife Serenader” to “Scenes From an Italian Restaurant” — and those were all 1976 or earlier.

• I’m With Her – this is a new folk/ Americana supergroup consisting of Sara Watkins, Sarah Jarosz, and Aoife O’Donovan. Each one of these women is an incredibly talented writer, singer, and multi-instrumentalist, but when they get together, the results are stunning. Their arrangements, both vocal and instrumental, weave aural tapestries around their songs. When they harmonize, they sing as if with one voice, channeling each other perfectly.

It’s new music, it’s something you probably need to hear, and I am blown away with how good they really are.

A friend recently told me that we lived in the Golden Age of music.

I have to agree. And I have barely scraped the surface of all the great stuff that’s out there. Thanks for coming along.
