Advertisements in national publications shortly after Hurricane Irma promoted the Florida Keys as “open for business.” More advertising money is necessary to get the word out, say Tourist Development Council District Advisory Committees.

That’s why the Monroe County Board of Commissioners recently gave the green light for the five DACs countywide to move a total $1.6 million out of “brick and mortar” capital project funds and into advertising for the upcoming fiscal year.

What do you think is more important?

Money for capital improvements or money for advertising?

“I understand the need for a one-time transfer to boost advertising. Islamorada and its business community have come back strong and we want people to know that they can return to paradise,” said Seth Lawless, Islamorada village manager

“In a normal year, I would like to see all the capital money go toward capital projects, but I personally approve of this special exemption transfer,” said George Bellenger, Key West mayoral candidate.

“It depends on the area,” said Terri Johnston, Key West mayoral candidate. “We (in the Lower Keys) have a different take on the advertising money. We’re back and functioning almost as well as before Irma so I think in that aspect, brick-and-mortar money is far more important to us than maybe Islamorada or Key Largo.”

“They’re both important, but tourism is the engine that drives everything in the Keys, so I’d have to lean toward TDC tourism dollars first,” said Habitat for Humanity of the Upper Keys Executive Director Jack Niedbalski.

ood things come to those who wait, and when it comes to the condition of canals throughout Monroe County post-Hurricane Irma, a bit of good news arrived April 24.

Financial aid is potentially on the way for the county, City of Marathon and Village of Islamorada from the U.S. Department of Agriculture’s National Resources Conservation Service (NRCS).

The total estimated cost of cleanup for 513 canals throughout the Keys is $52.6 million. Debris removal from canals has been ongoing in the Lower Keys but has yet to start in the Middle and Upper Keys.

County program manager Rhonda Haag said $34 million is anticipated to be available soon.

“That includes (funding for) unincorporated Monroe, Islamorada and Marathon,” she said. “It covers 103 eligible canals of the total 513 canals in the Keys. It is based on reimburse-

ment, so we have to spend the money first, and then get reimbursed.”

County Administrator Roman Gastesi said the money also can be used for cleanup of sand which was swept into some of the canals. State money from the Florida Department of Environmental Protection has been used only for debris so far.

The county originally requested about $45 million from the NRCS, according to county spokeswoman Cammy Clark.

NRCS staff deemed 103 of the most heavily affected canals eligible for funding to date, she said; eight are in the Upper Keys, 23 in the Middle Keys and 72 in the Lower Keys.

Marathon City Manager Chuck Lindsey told city council members at the April 24 meeting that Marathon is eligible for about $8 million.

“The county’s been working hard on receiving this funding,” he said, adding the cost match will be 25 percent, meaning Monroe, Marathon and Islamorada will potentially receive 75 percent back. “Our desire would be to just get it done and use our contractor, but there may be certain requirements. This is good news.”

The NRCS received the application from the Keys on Feb. 15. The county is anticipating receiving an agreement soon from the NRCS, Clark said.

Meanwhile, the Florida Department of Environmental Protection has funded $10 million for cleanup costs.

That too is on a reimbursement basis, so Monroe County, Marathon and Islamorada will reimburse DEP, then seek reimbursement from the Federal Emergency Management Agency, Haag said.

ounty commissioners agree that the process of allowing people back into the Keys after a hurricane needs a

revamp.

On April 19, the Board of County Commissioners and Sheriff Rick Ramsay discussed recommendations of a 16-person task force, created after Hurricane Irma.

Phasing the re-entry of Monroe County residents with colored stickers on their windshields worked, the task force found, but an annual public education campaign is necessary. Stickers may also be distributed early, in the mail for example, rather than at distribution points as part of the evacuation process.

There was much discussion – and some laughter – about “the magic list.”

Florida Highway Patrol officers and Sheriff’s Office deputies at entry checkpoints were supposed to have lists of essential personnel allowed back into the Keys, but no such lists ever existed.

“It was very ineffective,” Ramsay said. “There was supposed to be a hurricane list, but almost none of the agencies who were supposed to send their lists in did and it made it hard for our men and women. It was so hard.”

The solution from the task force is to place placards on the vehicles of people who absolutely must be allowed back into the Keys.

The placards would identify two different groups: emergency services workers and government employees in the first; then other workers necessary for recovery, like volunteers and employees of grocery stores, banks and hotels.

At the task force’s suggestion, Monroe County residents will have the opportunity to be involved in a 40-hour training course for basic search and rescue and first aid. Those who take the training will be granted advanced re-entry in the second placard group.

Commissioner Danny Kolhage said of all the complaints he’s heard after the storm, the re-entry fiasco is at the top.

“We’ve got to do this right and the board needs to be involved in it,” he said.

The task force has met four times since Irma to improve the re-entry system in time for the next hurricane season, which begins Friday, June 1. The Board of County Commissioners will hear another update at its Wednesday, May 16 meeting at the Harvey Government Center in Key West.

hen the topic of autism comes up in conversations, often the dialogue centers on issues related to children.

However, children grow up, and life only becomes more complicated.

Adults with autism, and other disorders on the spectrum, may have limited options in employment, housing, transportation, access to services, social interaction, and vocational development. The geographic location of the Keys adds to the unique situations they face.

Finding work is also a challenge to adults with autism in the Keys.

Only a few employers like Publix, Winn Dixie, and a handful of local restaurants and retail shops hire employees with developmental and intellectual disabilities.

Islamorada’s Matthew Dalton was diagnosed with autism at age 4; now 23, the challenges he faces have changed. However, with the support of the MARC House’s day training programs, he’s more prepared than ever to find supported employment.

“It’s difficult for people with disabilities to find full time employment,” said Dalton’s mother, Lee Ann Holryod. “Even when he was working regularly at Mangrove Mike’s Café, he wouldn’t have been able to support himself on his own.”

The services offered by MARC include day training for job/life skills, supported employment job coaching and placement. Coaches also assist the intellectually disabled by visiting the jobsite to continue mentoring.

Heyden Feeney, 26, previously worked at Subway washing dishes and busing tables. Very social and hardworking, Feeney enjoyed going to work and never missed a day while employed. He also began an art business, Artism by Heyden, selling his original works to earn some extra cash. Art sales have been sparse since September, though, so now his focus is on developing his professional skills.

“He has no other sort of income other than social security. We wish his art was something that was lucrative because he’s very good at it and enjoys it, but currently the sales from it aren’t enough to justify keeping it going, so he’s turned his attention to developing his education,” said Joanna Feeney, his mom.

Federal-state programs like Vocational Rehabilitation are also made available to individuals with autism once they have completed secondary education to find a job and continue learning. Dalton and Feeney are both involved with the Florida Keys Community College’s Project Access, offered at the Key West campus. They go twice a week, have mentors, and have even been offered the opportunity in the fall to live in the dorms.

“It’s an opportunity for him to do something I never dreamed he would be able to,” said Joanna. “Project Access has been a wonderful program that has been started here; they are catering to people with intellectual disabilities and growing their reach. There is absolutely a need for it.”

Adults on the spectrum work their entire lives to grow their independence and skillsets. Their personalities also lend themselves well to predictable, repetitive tasks. A high functioning person with autism can be well-suited for jobs that require consistent routine. The extra attention to details that individuals with autism have can make them highly knowledgeable experts on certain topics.

“Matthew has the qualities of an excellent employee and is certainly the right fit for a particular job setting that’s consistent. He craves the routine, and is very honest, polite, and congenial,” said Holryod.

The Autism Society of the Florida Keys is holding its Light It Up Blue autism awareness charity event at the Courtyard Marriott in Marathon on Saturday, April 28.

The Caribbean-style dinner event will be catered by Irie Isand Eats and feature the steel drums of Reel Ting. Jimmy Morales, Autism Society of the Florida Keys President Jill Campbell, and Islamorada councilman Mike Forster are scheduled to be the guest speakers. Throughout the night, guests can browse a variety of silent auction items and packages. Last year the event raised $25,000 for the local nonprofit, which works to help families afford treatments and behavioral and occupational therapies related to autism. ocal officials are calling Monroe County’s shortage of affordable housing a “crisis,” one that trickles down into other areas of the unique economy of the Florida Keys.

“I don’t think we’re cognizant yet of how much of a crisis this really is,” said Mayor David Rice at the April 19 meeting of the Board of County Commissioners.

“If you go through the agencies, everybody’s having problems with employees and I think speed is certainly of the essence.”

He said this in response to a new project unanimously approved by the commission, which also stressed the need for affordable housing to go up fast.

The county will potentially buy four lots on Big Pine Key from the Florida Keys Community Land Trust at a total cost of $399,996 ($99,999 per lot). The land trust has already started construction of four units in the Lower Keys.

Attorney Bart Smith spoke on behalf of the land trust and said he’s been tasked with rectifying the affordable housing issue that was in place before Hurricane Irma and “exponentially magnified” by the storm.

“At this juncture, the land trust has put up $1.4 million in funds toward getting homes built, but it cannot do this alone,” he told commissioners.

Three of the four units already have their building permits, “So we’re at the stage where we can proceed,” Smith said.

Structural insulated panel homes (SIPs) homes are being put on the lots.

The county will own the lots, the residents will rent, and the property will be managed by the trust. Each unit is 760 square feet and “extremely energy efficient,” according to designer Marianne Cusato.

She helped design 450 cottages in Louisiana after Hurricane Katrina.

“They’re raised above the Federal Emergency Management Agency flood level, so they’re designed to meet the extreme weather and climate of the Keys and be affordable and durable to maintain over time,” she said.

Rent will be restricted to 30 percent of the actual household income, Smith said.

“They’ll all qualify under ‘low income housing’ and the rent will be adjusted, therefore providing truly affordable housing,” he said.

“We’ve got a model here that is moving ahead. It may be the cure, or at least help for the problems we have in acquiring property,” Rice said.

The first home could be installed by the end of June and the other three could possibly be built by the end of July.

Once the county attorney vets the contract, it will go to Mayor Rice for approval.

What organizations and activities are you involved with at Coral Shores High School and why are they important to you?

Student council, Teens 4 Oceans, environmental club, Interact, and lacrosse. Student council is very important to me because it has made me more involved in school and develops my leadership skills that can make me more comfortable in future school and work places.

Who has been your biggest inspiration at Coral Shores High School and why? Ms. Rosenow is an incredible teacher that I am lucky to work with closely. She teaches my science and leadership classes and has taught me a lot about owning who I am and preparing myself for life after high school. She is super passionate about the ocean and uncovering the best version of yourself which are things I have really connected with her on. I will miss her lots.

What advice would you give to underclassmen? My advice to underclassmen is to research colleges and visit them before beginning junior year in order to set some goals and have an idea of where you want to go. It’s not too important to know the field you want to study, but knowing where you can study best and in a place that will allow you to thrive is really comforting when it comes time to apply for college.

What do you want to be remembered for at Coral Shores High School? I hope to be remembered for my originality and glowing personality. The people and teachers here have made me comfortable to be myself and be happy which has helped me grow. I spent my last two years here but they have been memorable and I can’t imagine finishing anywhere else.

What are your plans after high school? After high school I plan to attend the University of Florida in the fall or spend a vocational year abroad in Germany. Either way I will be a Gator and I hope to focus my studies in interior design along with sustainability and the built environment. Chomp chomp.

It’s taken Neil Curran seven months to get comfortable with living on a boat again.

His 42-foot, 1933 Crocker sailboat, named Calypso Poet, was swept out of the Boot Key Harbor City Marina in Marathon

by Hurricane Irma and found six weeks after the storm, smashed against the Seven Mile Bridge.

When the call finally came that his boat had been found, Curran said he buckled at the knees.

But after living in hotels with help from the Federal Emergency Management Agency, he found a sailboat in Key West for rent anchored off Wisteria Island - a 35-foot, 1980 Pearson sailboat named Teresa Ann. In time, he’s adjusted to his new home.

Curran decided to buy the boat he rented, granting him the opportunity to stay in Key West, his new home.

“It’s been a very hard road, but I couldn’t be happier,” he said. “It’s my boat and that’s all that matters. I’ve found comfort again.”

Jay Leftkowski and his wife Salina had been living in a trailer at Ocean Breeze RV Park & Marina in Marathon for five years when it was flooded during Irma.

The 1978 trailer was finally torn down this week, he said. In its place will go an Athens Park Model RV they are buying.

Along with their 3-year-old named Charlotte Grace, they have been renting a house behind the Marathon airport since February. Before that, they lived in a FEMA trailer in Key Largo until Jay could work again at the Seven Mile Grille.

“The day of the hurricane, I was supposed to fix the kitchen in the trailer. Procrastination paid off this time,” he said.

All joking aside, he and Salina are looking forward to starting over at Ocean Breeze in a hurricane-proof house.

“I love living on the ocean and that’s why I’m here,” he said. “After the hurricane when I got back, I saw the damage but I looked out at the ocean and it was right back to normal. We will be too.”

Because of his job – he stayed behind to work during the storm – Monroe County Sheriff’s Office Deputy Matt Pitcher had the opportunity to check on his oceanside home directly after Irma. He thought it survived just fine, except for some flooding.

It was not fine, and had to be torn down.

“The foundation had been compromised,” he said of the home he and his wife, Reetta, owned for two years.

“We finally got everything demolished in December and worked with an engineer” on a new, elevated concrete house, he said.

The final contract is in the works.

In the meantime, the Pitchers are renting their next-door neighbor’s house.

“We lucked out big-time, seeing as how our neighbors rent their house as a weekly rental and they have allowed us to rent from them on a monthly basis. It’s literally right next to our house so we’re going to be able to watch our new house get built,” he said.

This will be a recurring feature in the Keys Weekly.

UPPER KEYS HISTORY

I

n the 1860s and 1870s, Captain Ben Baker was considered the “King of the Florida Wreckers.”

Wrecking, however, was not full-time work and most wreckers had side jobs. Captain Baker’s other job was farming and by 1862, Baker was operating his wrecking business, at least part-time, from a Key Largo anchorage. He homesteaded 160 acres of Key Largo real estate in the area of MM 97, built a small house, and farmed the land. To clear his property, Baker and his sons slashed the trees and brush, stacked the debris and burned it. The ashes left behind acted as a fertilizer. Next, he imported 6,000 pineapple slips and suckers from Cuba and planted one of the Upper Keys’ first major

pineapple farms. The story of Baker’s pineapple successes was announced to the world when Dr. J.B. Holder, who explored the Keys during an 1860 and 1861 expedition, published the account of his travels, “Along the Florida Reef,” in an 1871 edition of Harper’s New Monthly Magazine. Dr. Holder wrote, “Mr. Baker, the owner who resides in Key West, is reported to have realized seven thousand dollars this summer from his crop of pineapples.” Seven thousand dollars would translate into six figures on today’s market. EXPERIENCE OF A LIFETIME Keys students to travel abroad with EIL program KATIE ATKINS

Canoeing down the Dong Nai River in Vietnam, learning about anime in Japan, and volunteering at an orphanage in South Africa are some of the unique experiences three different Florida Keys students will have this summer.

Out of 450 essay submissions from Monroe County students to the Experiment in International Living, a nationwide cross-cultural program, 37 from Monroe County will travel abroad.

“We have a long-standing partnership with Monroe County,” said Heather Beard, director of admissions and financial aid.

In their essays, students had to identify a global issue and write about it, such as

For a month, she’ll explore mangrove forests, do community service projects, see some of the country’s white sand beaches and even canoe down the Dong Nai River.

She said her witty personality and ease of meeting new people will help represent the EIL program.

“I believe it is an important characteristic to have new experiences. Also, my experiences from living in Haiti and in the Keys are completely different,” she said.

For example, Desilme said she had to adjust from farming for food to shopping at Publix.

“This will help me adjust to the different cultures and lifestyle in Vietnam,” she said.

As for her area of study, Desilme said she chose it because “not everyone thinks about what our daily activities are doing to our terrestrial and aquatic biomes.”

“I want to go to Vietnam and discover the threats to their natural environment and the steps they have taken to prevent future damages,” she said. “I want to bring all that I will learn back to the Keys and make a difference; one person CAN make a difference.”

BERKLEY WOLGAMOTT – JAPAN Coral Shores High School Area of study: anime and manga “The culture in Japan really fascinates me and I just want the experience of leaving the country and seeing somewhere else,” said Coral Shores High junior Berkley Wolgamott.

For a month, she’ll be learning about anime and manga, two forms of art

unique to Japan.

“For the first part, we’re going to be taking college courses. We’ll learn how to animate and draw and how the process is done in Tokyo, so we’ll be able to see around the city. That’s the first two weeks.”

For the second two weeks, she’ll stay with a host family outside Tokyo and is looking forward to learning about everyday life and culture.

“I’m just really interested in anime.

It started when I was around 11, and I’m more into American cartoons but anime is definitely a big inspiration because it shows animation can be serious.”

HANNAH ZIELS – SOUTH AFRICA Marathon High School Area of study: leadership and social change “I didn’t want to just go and take a free vacation and eat my way around. I wanted to go and help,” said Marathon High School junior Hannah Ziels.

For five weeks, starting in early July, she’ll be in South Africa and wants to take from her travels an eye-opening experience to “realize how lucky I am to live where I do live and not take for granted what I have now.”

First, Ziels will fly into Cape Town and stay with a host family for 10 to 15 days.

For the final weeks, she’ll be in Johannesburg doing community service projects.

“I really love meeting new people and I feel like I can bring the knowledge I know from living in a small town,” she said.

As for her focus, leadership and social change, she said it’s important that people educate themselves about life in other parts of the world.

SANCTUARY HIRES RESEARCH COORDINATOR

A

ndy Bruckner, a coral reef ecologist who has conducted projects on coral reefs worldwide, joins Florida Keys National Marine Sanctuary as research coordinator. Bruckner served in NOAA, developing and implementing the first U.S. government-led coral reef conservation program that included listing the first corals under the U.S. Endangered Species Act. Most recently, as chief scientist for the Living Oceans Foundation, he developed and led a global reef expedition to map, charac-

terize and assess remote coral reefs in the Caribbean, Pacific and Indian oceans and the Red Sea. Bruckner will assume his position with the sanctuary on May 14.

Bruckner holds degrees in biology and marine biology from the University of Oregon, Northeastern University and the University of Puerto Rico. He has received the Presidential Early Career Award, Administrators Award, and three bronze medals from NOAA for his work on coral reefs.

NOTICE OF DRAFT PERMIT The Department of Environmental Protection hereby provides Notice that it has prepared the Draft Permit for the proposed project as detailed in the application, subject to the conditions specified in the draft permit and summarized below. The applicant, Key Largo Wastewater Treatment District, Jered Primicerio, Operations Manager, 103355 Overseas Highway, Key Largo, Florida 33037 applied on November 21, 2017 for a permit to operate a Class I injection well. The project is located at the Key Largo Wastewater Treatment Facility (WWTF), 103355 Overseas Highway, Key Largo, Florida 33037 in Monroe County (File No. 272762-006-UO/1M, WACS ID No. 97750).

The facility will operate: A non-hazardous underground injection control well system, consisting of one Class I injection well and one dual-zone monitor well, at the WWTF. Injection well IW-1 is constructed with a sixteen-inch diameter fiber-reinforced plastic (FRP) casing to 2,735 feet below land surface (bls) and a total depth of 3,604 feet bls. Injection is into the Oldsmar Formation for the disposal of secondary treated municipal effluent which has received high level disinfection from the WWTF. The maximum disposal rate is 4,520 gallons per day (GPM) and the maximum volume is 6.5 million gallons per day (MGD). The dual-zone monitor well MW-1 is completed from 1,460 to 1,494 feet bls and from 1,650 to 1,702 feet bls.

The Department has permitting jurisdiction under Chapter 403 of the Florida Statutes and the rules adopted thereunder. The project is not exempt from permitting procedures. The Department has determined that an Underground Injection Control permit is required for the proposed work.

Any interested person may submit written comments on the draft permit and may request a public meeting within 30 days after publication of this public notice. A request for a public meeting shall be submitted in writing and shall state the nature of the issues proposed to be raised in the meeting. If a public meeting is later scheduled, there will be another 30-day notice period for that meeting. Written comments or a public meeting request shall be submitted to the Department of Environmental Protection, Aquifer Protection Program, 2600 Blair Stone Road, MS 3530, Tallahassee, Florida 32399-2400, which is the office processing this permit application. All comments received within the 30-day period will be considered in formulation of the Department's final decision regarding permit issuance.

It’s almost Cinco de Mayo and the Mexican restaurants of the Upper Keys are prepping their tacos and tequila with much anticipation. No other locale is more excited for the celebration than Key Largo’s Señor Frijoles.

The day is loads of fun, said server Alejandra Portillo. “It’s really exciting because you’re rushing around all day. It gets full; we even have a line outside,” said Portillo. “We’ll have great specials on tacos and $5 margaritas, and in the past we’ve passed out shirts and hats for Cinco de Mayo.”

Every Cinco de Mayo-er should try to complete the Taco Trinity challenge: one taco, one enchilada, and one burrito. There’s no need to wonder if the taco trinity challenge is actually a real thing (it isn’t, we made it up) but here’s a hint: they go down easier with tequila.

An order of tacos comes as two flour tacos or three hard or soft corn tacos. Customers select the carne of their choice, with the option of ancho rubbed pulled pork, barbocoa beef brisket, chipotle chicken, and tomatillo ground beef.

Tacos are served “Mexican style,” with cabbage, house-made cotija cheese, red onions, sliced radishes and cilantro. Guests can also ask to have their tacos made “American” style with

lettuce, tomato, and cheddar cheese.

Want seafood? The Dos Equis Lobster Tacos cram chunks of beer-battered lobster into flour tacos and cover them with cabbage, cotija cheese, cilantro, jalapeños and avocado cream.

An order of tacos is accompanied with beans and Mexican rice.

Next, it’s on to the Crab and Shrimp Enchilada. Perfectly sautéed crabmeat and shrimp are topped with Monterey jack cheese, and a squeeze of lime before being rolled up in corn tortillas. The tortillas are drizzled with enchilada sauce and sprinkled with diced onions and cilantro.

For seafood lovers, the choice between the crab and shrimp enchiladas and lobster tacos is tough, but cook Salvador Islas said go for the Lobster tacos because of the creamy avocado cream spread.

“It’s made with pure avocado, salt and lime. The lobster tacos are good with a cold Corona,” said Islas.

Making it this far is commendable, but only the truly brave can complete the Taco Trinity with a Señor Frijoles Burrito Supreme. The behemoth of a burrito is filled with sour cream, cabbage, frijoles, and choice of pork, brisket, or chicken before being topped with ranchero sauce and cheddar cheese.

Congrats, muchacho, you’ve complete the Taco Trinity and have earned your title of Cinco de Mayo’s Head Honcho. Now go wash it all down with a cerveza and relax; your make-believe trophy is on the way.

I looked around for a letter, clues, anything left that could hint where this little bundle of joy came from. Not even a footprint. My attention turned to the crate and the little cries coming from inside. I opened it slowly and with a bit of caution.

From the crate emerged a pair of large eyes and tiny head, and suddenly a tiny chihuahua puppy came stumbling out. Still in shock, I gave her a quick look-over to make sure she was in good health and brought her inside.

Over the course of a few days I bathed her, put her on a feeding schedule, played with her, and brought her to the office. I’m already looking into a veterinary visit, too, and gave her a name: Penelope.

Aside from the obvious question, “where did she come from,” the burning question I have for whoever left her is: “what were you thinking?”

I mean sure, I already have a small dog of the same exact breed, and yes, they look ridiculously cute running around together. I would have said “yes” regardless, I love animals, but it’s pretty bold to dump a brand new life on someone without any notice. Bold or stupid, Penelope can’t decide.

ick Sheahan Dolphin Rodeo returns for its 11th installment from Friday through Sunday, May 4-6. The annual fishing challenge was first organized in 2008 to honor Nick Sheahan, who passed away four years earlier while diving in the Bahamas. Nick, who would have graduated from Coral Shores High School in 2006, is remembered for being active in many sports and for his passion for fishing, spearfishing, and free diving.

“A lot of his friends that have moved away come back the weekend of the tournament and fish it,” said Nick’s father, Tom Sheahan.

The rodeo begins with an official rules meeting and cookout on Friday, May 4, from 6 to 9 p.m. at Tavernier

Creek Marina. The next day, it’s lines-in for anglers from 7:30 a.m. to 4:30 p.m., and on Sunday from 7:30 a.m. to 3 p.m.

Anglers interested in participating can do so by registering at nicksheahan.com. Entry to the dolphin rodeo is $185 per adult and $50 for junior anglers.

Anglers who reel in the three heaviest mahi mahi win cash prizes of $3,000, $1,500 and $1,000. First, second, and third-place trophy and prize packages will be given to the top junior anglers, too. This year’s rodeo will also features a $25,000 prize to any angler who breaks the current Florida state record for dolphin. Prizes will be awarded for the largest wahoo or tuna.

Anglers are permitted one entry per species.

Money raised by the competition funds the Nick Sheahan Scholarship Fund for Coral Shores High School graduating seniors. Last year the tournament awarded $2,000 scholarships to 15 graduates. So far, $185,000 has been raised.

Year over year, following the disaster of Hurricane Irma, tourism revenue is down in Monroe County.

The solution? More advertising to draw visitors back to the Keys’ crystal blue waters, outdoor adventures and some of the best sport fishing in the world.

Monroe County Commissioners voted on April 19 to allow District Advisory Committees (DACs) within the Tourist Development Council to move money over from a specific fund and into advertising for the upcoming fiscal year.

It’s a one-time-only deal allowing the DACs to use money which is typically required to stay in what’s called the “brick and mortar” fund.

Those funds help local municipalities and nonprofits make capital improvements.

Brick-and-mortar dollars come from bed tax revenues – paid when someone stays in a Florida Keys hotel, bed and breakfast or vacation home.

But since bed tax revenue is down, it leaves a hole in the brick-and-mortar fund of each DAC, the Marathon and Islamorada DACs in particular.

“It’s not simple. The visitors that were thinking to just come, they’re being marketed to by other Florida destinations and competing destinations,” said Daniel Samess, Greater Marathon Chamber of Commerce chief executive. He said Marathon bed tax revenue is down by about 30 percent from the same time last year.

In Islamorada, bed tax revenue is down by about 60 percent, according to the TDC. More advertising is a must, commissioners agreed.

“I absolutely support this, but I was a little disappointed post-storm in that all we did was amp up the rollout of existing media footage,” said Commissioner Heather Carruthers. “I got calls from around the country from people who said, ‘You’re running the same ad like nothing ever happened.’”

Islamorada respectively, are hurting the most when it comes to bed tax revenues.

The approval from the commission will allow the Marathon DAC to move $280,966 out of its brick-and-mortar fund and into advertising. Islamorada will move $702,969 into its advertising fund.

After an audit this week, which recovered undesignated funds from 2017 within each DAC, the other three DACs will have a total of $337,340 for advertising. That is not a sum being moved over from the brick-and-mortar funds, but money that was never used within each budget.

For DAC 1, Key West, $285,498 will be used for advertising.

DAC 2, Big Pine Key, will be able to use $29,741, and Key Largo will use $22,101.

Commissioner Danny Kolhage said he’s still getting phone calls from people asking whether it’s OK to visit the Keys, seven months post-Irma.

“I think the DACs just want to be made whole in doing this,” he said.
