This past legislative session, two proposed bills that would allow law enforcement to pull over drivers for texting advanced through the Florida House and Senate before dying in committee. Though it was a defeat for road safety, it made a lot of sense in practicality. According to the National Safety Council, motor vehicle accidents killed 40,100 Americans last year. It was the second consecutive year that motor vehicle deaths claimed more than 40,000 lives. In recent years, Monroe County has averaged around 20 deaths a year attributed to motor vehicles. Officials stress need for FEMA, state reimbursement of Irma costs KATIE ATKINS

aiting for money from the state and federal government for costs incurred during Hurricane Irma is “like playing cards with a 5-year-old.”

Those were the words of Cynthia Hall, assistant county attorney, during a heated meeting on April 9 with representatives from the Federal Emergency Management Agency and state Division of Emergency Management at the Marathon Government Center.

“We don’t know what the rules are and they seem to be changing all the time. It’s tough to know what information to give you to fix the problem,” Hall told Wesley Maul, director for the state Division of Emergency Management.

Hall and other officials were stressing the need for reimbursement as they struggle with the possibility of a busy upcoming hurricane season, starting June 1.

Cities and towns countywide have depleted reserves, are taking out lines of credit and face the possibility of tax hikes as they await a combined $150 million in reimbursements.

The process goes like this: What’s called a “project worksheet” is submitted to FEMA, which then labels it “obligated,” or approved. Then the reimbursement money is sent to the state to be disbursed, but that has not happened.

Maul said the process can take years.

“There are widespread failures and we’re trying to figure out how to reduce the threat to our communities from federal de-obligation,” he said.

De-obligation is when money is given to a municipality and then owed back to FEMA if spent incorrectly.

“What I see is that the system is failing us,” said Marathon City Manager Chuck Lindsey.

A

preview of Islamorada’s Thursday, April 12 council meeting’s agenda shows a light but potentially productive evening in local government.

The council will first determine how best to dispose of old Self Contained Breathing Apparatuses (SCBA) that were replaced by Islamorada Fire Department last year. Village staff have recommended the units be donated to Madison County, Florida.

The agenda outlines two resolutions the council will vote on. The first is whether to approve an agreement between the Village of Islamorada and Florida International University to provide water quality testing. Islamorada was awarded $50,000 from the Environmental Protection Agency to fund the water testing. The water testing will be a way for village officials to track the state of a canal’s health.

The second resolution is on recommendations made by the village’s committee tasked with selecting a contractor for affordable housing at one specified location, and unspecified future locations, in Islamorada.

The council will also hear from a resident requesting administrative relief for a Plantation Key property currently in the village’s building permit allocation system. Among other things, the system regulates the rate of growth in the village and encourages affordable housing development and redevelopment.

The meeting will wrap with updates regarding the extension of a 90day fee waiver for Tavernier residents at Founders Park and the installation of “No Parking” signs at Sunset Drive in Lower Matecumbe.

Maul said the state department is doing everything it can to “shake the cobwebs off” and streamline the process to get Monroe County municipalities the money they so badly need.

Statewide, Maul said, the department expects about 10,000 Irma project worksheets to be submitted.

Five hundred have already been submitted in Monroe County, he said.

Ten of those local projects have made it to the review phase.

The other 490 projects are still either under project development at a local phase or have been submitted to FEMA. Zero have been reimbursed.

“So now, as we move into the next hurricane season with depleted reserves, we’re at tremendous risk,” Lindsey said. “We need the reimbursement to come now.”

READING THE SIGNS Identifying early indicators can help with autism

hroughout the country and the Florida Keys, April is celebrated as Autism Awareness Month. Local groups like the Autism Society of the Keys are encouraging parents to stay vigilant for early indicators.

By understanding developmental benchmarks at different ages, parents can monitor how their child is progressing. For children with autism, early detection can make a huge difference on how the early part of their lives plays out.

“I’m a huge believer in early intervention. I don’t think my son would be the kid he is today if we hadn’t started when we started,” said Anita Gibbs, mother of 4-year-old Achilles.

How kids play, learn, speak, move and act reveal important clues about their development. Though children progress at their own pace, by specific ages certain developmental milestones should be met.

If children aren’t meeting those milestones, it might be time to talk to a pediatrician.

“Usually the pediatrician is the first one who has an inkling,” said Amanda Alfonso, who owns Amy’s Angels. “They can refer him to a neurologist to see why they aren’t performing certain tasks, like grasping things, for example,” said Alfonso. Amy’s Angels Healthcare Inc. and similar agencies help habilitate developmentally disabled children.

Children can demonstrate behavioral cues that hint at autism as early as six months. However, a diagnosis is not typically made until 18 months. That’s because symptoms of autism can appear and fade away within the first two years of a child’s life. Children demonstrating developmental delay can catch up to their peers within those first two years.

On the other hand, children meeting their milestones can begin to regress in their development within that time. It’s also important to consider that some high functioning children with autism aren’t diagnosed until they begin attending school and social issues arise.

The American Academy of Pediatrics recommends parents routinely screen their infants for autism as part of 18-month and 24-month wellbaby examinations. Often, children younger than 2 are more likely diagnosed with developmental delay until further tests are done to determine if whether they definitively have autism.

“We first found out that there was something not quite right at 18 months. We had taken him to a pediatrician, who told us we had to take him to the neurologist,” said Gibbs.

“Within 20 minutes they determined he had autism. At that time he didn’t do anything, he didn’t talk, he didn’t babble, he didn’t look you in the eye, or play with other kids.”

Once a child has been diagnosed with autism, a nationally board certified behavioral analyst is able to work with parents and the child to develop therapy geared to improving specific skills. The Applied Behavior Analysis (ABA) therapists apply different techniques to make changes in behavior.

“The therapy really helps them to adapt day-to-day to socialize and behave,” said Alfonso. “They can integrate with others in school, and caregivers see that they are calmer and concentrate better. It has to be a consistent routine. They need to have a set routine, a time to play, a time to do homework. There has to be a level of discipline.”

Part of the therapy is improving a child’s level of social, emotional, communication, language, cognitive, and physical ability. Therapists and analysts have the ultimate goal of developing life skills the children will need to lead more productive and independent lives. Therapists encourage parents to participate as much as possible by reinforcing the exercises they’ve begun.

Achilles started his behavioral therapy at 21 months, working four hours a day five days a week until he was almost 3-1/2 years old. Achilles learned how to communicate with pictures first, then words, then sentences. He often tells his mother he loves her, and that she’s his best friend. Now 4-1/2, Achilles still does

his therapy five days a week, but now he’s down to two hours. With kindergarten approaching soon, his occupational therapist is working on issues with his motor skills to prepare him to start writing.

“Now he’s a completely different kid (since starting therapy); he talks, he has his own personality, he learns like everybody else,” said Gibbs. “If parents aren’t doing the same thing as the therapist, it’s not going to be as successful, though.”

Alfonso said that for many parents a diagnosis of autism can be difficult to accept. Parents worry about the quality of life their children are going to have. But for parents like Gibbs, autism comes with a silver lining.

“If it wasn’t for autism I don’t think he would be the same way.

He’s caring and sweet and concerned about others,” she said. “He’s taught me a lot more than I could ever teach him, to slow down and be patient.”

The Matecumbe Club was built for a private group of 11 members of the New York Cotton Exchange. The property, once found at the Atlantic end of Upper Matecumbe’s Johnson Road, would have straddled the beachfront resorts known today as The Moorings Village and Cheeca Lodge. Wilbur Johnson and Archie Gwathway originally purchased the property. The building was constructed in 1919. The first floor of the clubhouse was used as a lounge area. The second floor contained five bedrooms with private bathrooms. (Locals, in those days, were using outhouses.) The loft area was used as a large dormitory. The club was deemed sufficiently private that when a member published an article in a northern newspaper about the excellent bonefishing, one that included pictures, club members asked for his resignation. In the 1920s, Preston Pinder, one of the area’s first fishing guides, worked as a guide for club members. His son, Bertram Pinder, worked as the club’s caretaker for a dozen years.

ith a little help from the Miami Dolphins and its partners, Ocean Studies Charter School has a new playground. About 200 eager volunteers showed up to build day, which took place on April 7.

Since Hurricane Irma struck the Keys, the team, the Dolphins Foundation, and the cheerleaders have concentrated on assisting impacted residents.

“All the benefits from our calendar are being put toward rebuilding efforts in the Keys,” said Dolphins cheerleader Adrianna of the calendar shot at various locations in Key Largo and Key West.

Like many, Ocean Studies Charter School’s priorities after the storm were recovery and relief. Fundraising for a planned new playground were sidelined. The school’s previous playground was removed before the storm due to safety concerns.

Then KaBOOM!, a charitable organization dedicated to build children’s playgrounds, reached out.

“Learning about the opportunity to apply for a grant with KaBOOM! was exciting and heartwarming. The more we learned about their mission, and the mission of the Dolphins, we were blown away and grateful to be selected,” said Ocean Studies Charter School’s Abbie Freeman.

In February, Ocean Studies students helped design their “dream” playground. The ideas students proposed were incorporated into the project’s build. Along with KaBOOM!, the Dolphins Foundation stepped in with volunteer support. The Dolphins Foundation’s “Special Teams” volunteer network transported two busloads of volunteers from Hard Rock Stadium on build day.

“Mr. Ross and the Miami Dolphins organization committed a million dollars in the aftermath of Irma. We’ve completed the relief and recovery part of the plan, and are in the rebuild part of the process,” said Jennifer Jehn, executive director of the Miami Dolphins Foundation. “Now, it’s all about making sure that the South Florida community knows that we’re going to be there for them when disaster hits and in the long run.”

The playground itself is 1,800 square feet, divided into two parts.

“Each has its own designs and pieces picked by the kids,” said KaBOOM! Project Manager Jacob Stachler. “They wanted two separate (areas) for their favorite playground game, freeze tag. So we have two sides with a monorail as a base and now they can play their favorite playground games back and forth.”

Along with the playground, an educational garden and 600 square feet of artificial turf were also installed. As a way to keep local kids active and playing, Ocean Studies Charter School has announced it will open the playground to the public seven days a week. Playground hours on weekdays are 6 p.m. to sunset. Hours on weekends are sunrise to sunset.

ENGAGEMENT In 2013, Jeremy Shinn dropped to one knee on the hump of the 7 Mile Bridge mid-run to propose to his now wife Amy. Amy was caught totally off guard, even though Shinn, a little faster than her, didn’t leave her in his dust. Shinn, who graduated from Marathon High School in 1998, was just worried he would lose the ring out of his pocket before the hump. The two were married later that year at Sunset Park on Key Colony Beach and on their second wedding anniversary their son Evan was born. Due to injuries, the couple won’t be on the bridge this year, but have fond memories for the run.

BEER CHUGGING The year was 2010, or was it 2007?

The details are a little foggy. Less than two miles in, the hump of the bridge is home to many running selfies in April, but it was a lot of Jager at a Christmas party at The Hurricane that sealed two runners’ fate. “The hardest part was running that far with a beer in my pocket,” said Todd Spano, who bet buddy Neil Cataldo he could beat the bus.

“At that point, drinking the beer was more about survival than the bet,” said Cataldo, whose only bridge training took place at The Brass Monkey.

Spano implies that Cataldo may not have drunk his beer. “I finished a few minutes before him, which therefore means I won the bet,”said Cataldo, deflecting the allegations and claiming he sipped the beer over a couple miles rather than chugging.

Neither Spano nor Cataldo has run the bridge since. “We can’t ever top that.”

Neither has paid up on the $50, $100, or whatever beer tab that might had been up for grabs.

SEVEN MILES OF HIGHLIGHTS (Actually, 6.79 of them…)

When 1,500 runners take off on Saturday, April 14, to run across the 7 Mile Bridge, they may create highlights to rival these.

RAIN, RAIN, GO AWAY The accounts are all about the same: disappointment. In 2012, the race was canceled due to rain and lightning – the only cancellation in 36 years. Some didn’t even get out of bed that morning, while others “waited anxiously while we were being pelted by rain,” according to one person’s account. Another was just mad because her very fast friend was five months pregnant that year; “this was my only chance in life that I could have maybe beat her.” The result? Everyone ended up drinking (except the pregnant lady) at Sunset Grille, which amounted to an overall success.

THE DUDE IN THE FIREFIGHTER GEAR Some wear tutus, or cute socks, or funny shirts, but it’s the guy who runs in full firefighter garb carrying an American flag who leaves everyone in awe. Although The Weekly couldn’t track down the name of the guy, who has been seen in several races during the past few years, he is probably the most talked about runner on the bridge. Heard from inside the bus: “Don’t even think about picking that guy up, he’s already 6.5 miles in!” Each year, he finishes the bridge and we are just glad we don’t have to wash his bunker gear.

THE YOUNG AND THE NOT SO YOUNG 6 and 84. That’s the ages of the youngest and oldest to finish the bridge without being picked up by the bus.

Dave Wilson, who was 84, of Lake Worth holds a time of 1:22:51 and Cullen Sayer-Coleman, who was 6 at the time, beat his brother Fisher’s age, by mere months making him the youngest. We also should throw a big high-five to Roger Fisher of Key Colony Beach, who, at 79, finished the bridge last year in under an hour – he’s running again this year. There are three 79-year-old women competing April 14, along with an 81-year-old man. Just remember that while you are sitting on your couch…

THE “BIG YELLOW SCHOOL BUS” IN THE ROOM “It’s really not that bad,” said one runner, who wishes to remain anonymous. “There’s AC, you get a sweet window seat, and you still get a medal.”

Out of the 1,500 registered runners, an average of 150 to 200 runners don’t actually cross the finish line via foot; they cross it via school bus. (Editor’s note to all runners: if you see Kristen Livengood, make sure you are in front of her – she’s come in dead last to cross the line via foot twice, seconds away from the 1:30:00 cut off time; last years’ time: 1:29:54.) If you are pushing the limit and are asked by a polite police officer to get on the bus, just do it, or they will take your number and you will never be able to run again … we’ve seen it happen.

ace up those worn Nikes: Chi Sigma sorority is hosting the first ever Whale Harbor/Wahoos Bridge Run on Saturday, April 14. Starting at 9 a.m., racers will trek across the tiny iconic bridge at Whale Harbor in Islamorada, all while raising money for a good cause.

All the proceeds from the run will go into scholarships the sorority awards to the graduating senior class. The first $1,000 raised will go to a newly created memorial scholarship in honor of Coral Shores High School graduate Holly Given. Given’s parents, Pat and Lucy, are the official race starters for the run.

The course is a puny .66 miles, starting on the south end of the bridge at MM 84. The sorority created the run as a fun spoof of similar bridge styled runs in the Keys. They fall on the same day; the difference? *ahem* … about six or so miles. Oh, and doughnuts. The north end of the bridge will have a doughnut tent strategically placed in case runners need to fuel up. A bloody Mary and mimosa cash bar will also be set up.

The race has two age divisions of runners, 21 and up, and 21 and under. Each will have first, second, and third place winners.

All racers receive a gift package upon signing up for the race that includes lunch at Whale Harbor Seafood Buffet. Winners have a shot at taking home a mix of prizes that include fresh new Costa Del Mar sunglasses and a complimentary membership to I Am Crossfit.

HOSPITAL LOOKS FOR FUNDING Baptist divulges costs as fundraising begins and tax district is proposed

On April 11, Marathon City Council agreed to draft a resolution in support of a new taxing district to support the rebuilding of Fishermen’s Community Hospital, which was destroyed by Hurricane Irma. According to members of the Baptist Fishermen’s Hospital Foundation, the same issue will be discussed this week at the Key Colony Beach Commission meeting. The matter will have to go before the Monroe County Commission, which has the final say about raising taxes.

The goal, according to what was discussed at the Marathon City Council meeting, is to raise about $10 million over the next 10 years, with a .5 mill or less tax rate. On a non-homesteaded property assessed at $300,000, that would mean a tax increase of about $150 a year. The proposed taxing district would likely extend from MM 47 to MM 63, encompassing Key Colony Beach and Duck Key. Similar taxing districts exist in the Keys such as the Lower and Middle Keys Fire and Ambulance taxing district and a Key Largo fire and medical taxing district.

They are assessed at 2.1 per mill and 1.0 per mill, respectively, during the 2017 tax year. (The Lower and Middle Keys Fire and Ambulance taxing district does not include properties in the City of Marathon.)

Foundation members are laying the groundwork for the facility’s rebuilding, the cost and the tax by divulging the institution’s financial status.

“Fishermen’s Community Hospital is losing $1 million a month right now,” said Bob Belcaster, who is co-chairing the capital campaign along with Jim Rifkin. “It’s pretty serious.”

The losses come on top of the investments Baptist Health South Florida already made in the Middle Keys hospital, according to Jay Hershoff, chairman of the Mariners and Fishermen’s Hospital Foundations. Before it even assumed ownership, it provided a $3 million line of credit to the cash-strapped hospital. Then, when it assumed ownership of Fishermen’s Hospital on July 1, its first move was to pay off a $5.8 million mortgage held

by CenterState Bank. Then it spent $4.1 million to pay off vendors, including the previous management firm, Quorum, that was owed back pay.

“We were not happy with the way (Quorum) was conducting themselves,” said Hershoff. “It was terribly mismanaged. Nonetheless, the money was given to them and we also paid what was owed to entities like Mt. Sinai Hospital for services already provided to patients who transferred there.

“The day we took over, Baptist had invested about $13 million,” Hershoff said.

The losses from that day to Sept. 30, 2017 amounted to another $4 million in operating costs, he said, and from October to the end of February, it was almost $6 million.

“As of April 1, Baptist is $24 million in the hole,” he said.

The hospital has also incurred costs to provide temporary housing and stipends for employees, according to Mike Leonard, chairman of the Baptist Fishermen’s Foundation, and continues to honor doctors’ contracts to provide services. Once the hurricane emergency period ended, Baptist assumed the cost of the rented field hospital — $3,500 per day. The price tag on the custom, hardsided inpatient temporary hospital to be delivered and erected this summer is $3 million.

Leonard said it’s important to understand these numbers in light of the $40 million brand new hospital Baptist Health South Florida said it intends to build in Marathon. Baptist managers have tasked the foundation with raising $15 million of that locally.

“Our bogie is $15 million; it’s a big number,” Leonard said. According to the foundation, private individuals and businesses have already pledged $4 million.

Another $1 million or $1.5 million is expected to be collected in the next month or so, Belcaster said.

Right now, the funds are being pledged in one-on-one meetings and at invite-only parties. Some donors will qualify for a membership in the Founders Society, a concierge service that entitles members to expedited services at not only Baptist hospitals, but also a network of hospitals across the country with reciprocal agreements such as MD Anderson.

Leonard said the investment by the community is only a match to what Baptist Health South Florida has already demonstrated commitment.

“Whether the business is for profit or non-profit, you have to make enough money to pay your bills. We are $1 million short every month and Baptist keeps taking that on the chin. Baptist has been extraordinary. They do exactly what they say they are going to do,” said Leonard.

“And the parent company needs to have a strong balance sheet to assure uninterrupted service in a catastrophe. And we did have a catastrophe in Irma and Baptist didn’t miss a beat.”

“The Middle Keys community is going to have input as to what our hospital is going to look like,” Leonard added. “And the $15 million will ensure we get what we want.”

his week, the nation is recognizing Public Safety Telecommunications Week, honoring those otherwise known as 9-1-1 operators.

“Our communications officers are a crucial part in our efforts to keep this community safe,” said Sheriff Rick Ramsay. “They talk with people in crisis on a regular basis; they keep track of our deputies and detectives and make sure they are safe; and they do it all so well we sometimes take them for granted. This week is a time for us all to remember how hard they work, and how much they do.”

In the islands, this is a function of the Monroe County Sheriff’s Office, but it’s important to note that they work well and often with all the other agencies, from Key West Police Department (which has its own 9-1-1 call center) to Fish and Wildlife – and their counterparts on the mainland, too.

“Depending on the tower it ‘pings’ off, we sometimes get calls from the Everglades,” said MCSO Lt. Charlene Sprinkle, who oversees the division.

“Then we transfer the call to the appropriate number.”

It is a very complicated job, and incredibly stressful. The communications officers have six monitors in front of them and the computer mouse is flitting between screens almost faster than the human eye can track.

The newbie on the 17-person telecommunications team already has two years under her belt. Two years.

“The most important takeaway is that these calls can be life and death.

There’s nothing more important than that,” said Salisha LaPompe.

Terri Devooght has been on the job for 28 years. She remembers when telecommunicators kept track of officers and calls with a punch card system. She said that over the years, the nature of the calls has changed too.

“More violent domestic situations, major crashes. We get a lot of those,” Devooght said.

Every call gets answered — more than 44,000 emergency calls in any given year but also non-emergency calls between officers or agencies to verify bits of information. The operators also check to see if persons encountered by law enforcement officials are wanted in this county, or anywhere else in the United States or Canada. It also dispatches all the calls for EMS and fire rescue in Monroe County. The operators also “flight follow” every single Trauma Star flight of critically injured or ill patients to the mainland.

“They track the fuel levels, the estimated time of arrival, destination, crew and even patient status,” Sprinkle said.

The communications division is “customer oriented,” said Sprinkle, adding she follows a policy set by then-Sheriff Rick Roth. “If they call you and want to know why the grass is growing up and not down, you send a deputy.”

Many times, their job is something akin to a bloodhound. For example, the first notice of a migrant landing in the Lower Keys was a 9-1-1 call.

The caller kept repeating “Cuba” over and over again and the signal was garbled. Using the tools available, the communications division was able to send the right people to the approximate right area.

“We were able to get a GPS location off the call,” said LaPompe.

It takes months and months of work to become a certified 9-1-1 Public Safety Officer. There are currently a few positions open. For more information, email csprinkle@keysso.net.

The communications department can track smart phone users to within 100 yards. In a rural setting, that is very helpful. If, for example, the caller is in an apartment block, that is more difficult.

The number of screens in front of each 9-1-1 operator. One is to dispatch officers or EMS; another to make and monitor radio calls; others show tower locations, officer locations and any information available about the caller if he or she is using a landline or VoIP number.

Monroe County is about six months away from a 9-1-1 texting service. Its use will only be appropriate in situations like an active shooter or hostage type situation or for hearing-impaired callers.

The “where” always comes first, so operators can immediately dispatch the right help. After that, they need the callers to stay on the line so they can determine matters like officer safety.

here are few places in the Upper Keys that harken back to “good times” as easily as Robbie’s Marina and the Hungry Tarpon Restaurant. For Conchs, it’s the go-to after a long day of boating around Lower Matecumbe. For tourists, it’s a visual landmark for fun along a stretch of scenic expanses of ocean.

Since 1976, the marina and property has been a Keys landmark.

After Irma upended nearly every bit of the docks of the bayside restaurant in 2017, some were worried Robbie’s was cooked. But just like a family, the staff wasted no time pitching in and repairing the entire place. It took a matter of only weeks.

General Manager Cailin Reckwerdt said the push to rebuild quickly was part of a family spirit that has grown the reputation of Robbie’s over the years from a pass-through dining spot to a destination for visitors and locals alike.

“Growing up in a family owned and operated business has inspired me to continue what my family has successfully built, and to spread the word about Robbie’s,” said Reckwerdt.

“We take pride in what we do, and work every day to make Robbie’s a fun family atmosphere that everyone can enjoy.”

Hungry Tarpon’s recent glow up fits the trend toward bigger and better. Its newly constructed Boat Bar certainly is eye-catching. The entire bar is designed to look like a boat, complete with a T-top.

The menu has plenty of Keys dishes. Executive Chef Ben Loftus’ crew has assembled some of the most coveted local favorites. The

prices are reasonable, with the majority of the items under $20.

Their best seller, the fish tacos, are hearty and full of flavor. Three stuffed tacos come with blackened mahi mahi, shredded cabbage, pico de gallo, and are topped with the restaurant’s special sauce. “It’s a spicy sour mix that’s a little bit creamy,” said veteran sous chef, Hector Diaz. The tacos pair well with a side of black beans.

Another favorite, the Thai Fish Fingers, are also quick and delicious. A stack of eight “fingers” come encrusted in panko and fried with sweet chili sauce, taco sauce, and sesame seeds.

Its taste certainly has a zing.

If you’re a land lover (or conscious of a shellfish allergy) try the Wagyu Beef sliders. They are topped with Manchego cheese and candied tomato bacon jam.

Robbie’s Marina isn’t just the home of Hungry Tarpon Restaurant. The marina houses a fleet of charter fishing vessels plus the party fishing boat, Capt. Michael. Visitors can also book fishing, snorkeling, and parasailing trips onsite. The marina’s most popular attraction allows guests to feed tarpon pierside; that’s $2 for adults and kids enter free. Buckets of fish are about $3.

‘We knew this could be serious’ Islamorada teens help rescue family of six KATIE ATKINS

A

Saturday afternoon fishing trip turned into a rescue mission for two Islamorada teens.

Coral Shores High seniors Will Coffin and Mason Baker were fishing with Coffin’s uncle, Dave Tolhurst, near Conch Reef in the Upper Keys.

“Will’s uncle looks over and points out a boat upside down about 500 yards away from us,” Baker said. “We pulled anchor, called the Coast Guard and putted over to it.”

In the water by the boat were four adults, a 4-year-old and a 3-month-old strapped to his mother’s chest. Everyone except the owner of the 22-foot capsized boat waited for the Coast Guard with Coffin and Baker.

“The baby was crying but the little boy was happy. We picked

their coolers up out of the water and they still had food in them, so I gave him some food,” Baker said.

He’d never been in a rescue situation prior to Saturday.

“When we saw the baby, we knew this could be a serious situation. Something had gone wrong, but it wasn’t as bad as we thought.”

What caused the boat to capsize has not been released by the Coast Guard. Neither have the names of those who were on it, but the family was reportedly from Melbourne, Fla. No injuries were reported.

Coast Guard Petty Officer Brandon Murray said the boat is unnamed and there is no investigation into the cause.

Which class or teacher has best prepared you for life after high school and why? My teacher, John Francis Grimes, has taught me the most about life. He’s taught me about what to expect for college, getting into the workforce, and the Code of Law. What advice would you give underclassmen? Stay on top of assignments and community service hours.

What do you hope to be remembered for at CSHS? My ability to get all of my assignments done and eating two of the world’s hottest peppers when everyone else couldn’t even eat a tiny piece of one.

What are your plans after high school? I plan on attending Florida State University, hopefully I get in, and while there I plan on going through the ROTC program so I can be in the military as an officer. After my military service I’m not exactly sure what I want to do but I’m sure I’ll figure it out along the way.

If you had to build a time capsule to be opened in 100 years, what would you place inside of it?

A note to whoever opens it with a very corny joke on it with the instructions to put it in their own time capsule so someone else can open it 100 years after that, so it’s an endless loop that I began.

What three things would you like to accomplish before your 10year reunion? A stable job, a family, and having a dog.

Do you think you will make the Keys your permanent home?

Why or why not? No, it’s too hot for me and I’m not the biggest fan of going on boats since being sunburned isn’t that nice.

YOUNG AT HEART Pilot program’s success warrants future facility GABRIEL SANCHEZ gabriel@keysweekly.com

n March 28, Monroe County officials were welcomed by senior residents of Plantation Key’s JOY Center to discuss the program’s future and other services for the local elder population.

Monroe County Administrator Roman Gastesi called the meeting a “great first step” to starting a public-private partnership between the group and the county, and encouraged the group to stay active.

With the program wrapping soon, senior residents had questions.

“We get the sense that you listen,” said head organizer Betsy Baste.

Sponsored by the Upper Keys Life Enrichment Coalition and Keys to Peace, the JOY (Just Older Youth) Center winter program was originally designed to be a dynamic program for active senior residents that offered more than the status quo.

Over the course of its 14-week trial run, the group has welcomed speakers and coordinated routine exercising, technology classes, nutritional and educational seminars, and hosted dozens of other recreational and social activities. There is no physical “center;” the group has been meeting since January at the Pearl House of Worship in North Plantation Key. Baste said summer programs are the group’s focus while it looks at options for a new home, which has become of critical importance, because now it appears the county’s plans to move the senior center to Tavernier may have stalled.

In April 2017, the board of county commissioners approved plans to spend $480,000 on renovating the former Tavernier School on Georgia Avenue to be the new Upper Keys senior center. Now the estimated cost for the project has grown into the $1.6 million range, said Gastesi.

“I can’t see us spending that money for such a small place,” he added.

That could be good news for seniors wanting a better facility. Complaints surrounding the proposed Tavernier location called into question the site’s condition, lack of parking, and safety.

Meanwhile, some seniors say the current Plantation Key senior center’s programs and services have also proven inadequate. The senior center’s budgetary focus wasn’t necessarily geared to things like recreation, said Monroe County Nutrition Program Coordinator Jenna Tuttle, but instead to serve meals to senior residents who would otherwise go without. Plantation Key’s senior center is the only Upper Keys congregate meal site for Monroe County’s nutrition program.

The center currently serves 30 seniors, said Tuttle.

Each year, roughly $380,000 is allocated to Monroe County for its nutrition program via the Alliance for Aging.

The current six-year grant is due to end Dec. 31. County officials are preparing to put out a request for bids in the coming months, but Tuttle said any expansion in services would require additional funding.

“The quality of the meals, things like that, are some things that we can work on with (more funding),” said Tuttle. “We’ve been limited. Our meals have to meet certain dietary requirements through the Department of Elder Affairs that are fairly strict. If we had some other funding we could probably go out to local restaurants or work with a dietician to improve the quality.”

As far as a partnership with the JOY Center, Tuttle said the county may soon start examining funding options to bolster the program. “We need to see if there are other grants available, possible BOCC funding, and any other money saved up by the group,” said Tuttle.

So if we put $100,000 toward recreation, that’s $100,000 less for meals and nutritional education and nutrition counseling.”

Like a handful of others, the senior group of the JOY center has had its eye on making the former Plantation Key Courthouse its new home. With the exact plans for the old courthouse still unclear, the group has hopes it can now be considered as the building’s potential new residents.

Upon the completion of the new Plantation Key School, the project’s builder, Biltmore Construction, will turn its attention to the old courthouse, said Gastesi. The group has invited members of the Board of County Commissioners to its final meeting to continue the dialogue.

Visitors were led on tours around the sanctuary leading up to the afternoon’s “main event.” At sunset, three pelicans were released back into the Florida Bay after rehabbing at the Bird Center’s hospital, located at MM 91. Bird Center hospital workers are tasked with rehabilitating wild birds and determining their suitability to return to the wild.

he Laura Quinn Wild Bird Center held its first bird adoption event of the year on April 6.

The staff of wildlife educators and animal rehabbers invited guests to the Tavernier-based sanctuary to meet the resident wildlife. In all, 35 birds were “adopted” at the event.

“Through adoptions, supporters can help contribute to the bird’s wellbeing annually,” said Executive Director Rob Bulkiewicz. “In turn, they get an official adoption certificate, photographs of the bird, updates on its progress while providing food, housing, and the overhead that comes with caring for that bird.” Adoption commitments range from 1 to 3 years. Updates on the birds are available on keepthemflying.org.
