T

he process of preparing for another hurricane season while still recovering from the last one was the main focus for local officials during a visit with U.S. Sen. Marco Rubio Wednesday.

He talked at the Marathon Government Center about Hurricane Irma recovery and reimbursement from the federal government for cleanup costs. “Local governments have spent a lot of money without any federal help,�

Rubio told a table of 20 officials from throughout Monroe County. “It needs to be here, and depending on who you talk to on any given day, it’s either in Tallahassee or in Washington, but it isn’t here.�

The costs associated with Hurricane Irma to Keys governments total about $150 million, breaking down to $93 million for Monroe County, $6.4 million for the Village of Islamorada, $16.9 for the City of Key West and $30 million for the City of Marathon.

Agency after Hurricane Katrina in 2005 because of fraud and illegal activity involving reimbursement funds. “There were a lot of things that weren’t right. Now, it’s gone to the other extreme, where reimbursement is taking way too long,� he said, adding some municipalities are taking out lines of credit in order to stay above water.

Marathon has taken out a $10 million line of credit to cover Hurricane Irma recovery costs. Monroe County has a $40 million line of credit. Islamorada and Key West have been able to self-fund projects, but the lack of cash affects which types of projects they can tackle. “There are a lot of different things happening at the same time. It’s just a question of making a lot of noise,�

Rubio said at a press conference in Marathon prior to his visit at the government center.

His stop at Key by the Sea RV park was to talk about canal cleanup, the second focal point of his Keys visit.

Viewing the floating trailers and debris in a long canal tucked between rows of trailers, he asked about how long it would take a contractor to clean one canal. “About two days,� said Marathon City Manager Chuck Lindsey.

The canal at Key by the Sea was one of 17 in Marathon heavily affected

by Irma. Manatees can be seen swimming around and through trailers still floating near the surface along with docks and other debris. “Thirty-seven of our canals were almost this bad, and so you can multiply that throughout every municipality in the county,� Lindsey said to Rubio.

Keys officials are pursuing the same type of grant that helped clean up the canals after Hurricane Georges in 1998. “There doesn’t seem to be any impediment other than just releasing the funds,� Rubio said. “I’ll call today.�

According to Monroe County Administrator Roman Gastesi, there is $540 million available to clean canals through a special program in the U.S. Department of Agriculture.

Gastesi said the county has asked for $40 million, adding that would include funds to clean up City of Marathon and Village of Islamorada canals.

The USDA’s National Resources Conservation Services (NRCS) received the application from the Keys on Feb. 15. The state office, in Gainesville, has already approved the eligibility of 103 canals in the Keys and environmental permits from National Oceanic and Atmospheric and Florida Keys National Marine Sanctuary are both in process.

he Rotary Club of Marathon hosted another successful Easter egg hunt at Marathon Rotary Park on March 31.

Hundreds of children and their families lined up behind the gate to find the 5,000 eggs hidden around the park.

Rotary President Leigha Fox said, “It takes two hours to hide the eggs, and five minutes for the kids to find them all.” The Rotary Club of Marathon is a service organization that raises money for local scholarships and community causes.

efore Henry Flagler’s East Coast Railway reached Key West, Knights Key, at the foot of what would become the 7 Mile Bridge, operated as the railroad’s temporary terminus. According to the Florida Times-Union of Dec. 18, 1906, “Because of the large number of vessels visiting Knights Key with material for the railroad extension work, the Key has recently been made a port of

entry with Dr. Cotton as deputy inspector.” Docks extending from the island into deeper waters could accommodate steamships carrying passengers and freight. Daily service would begin in1908 with departure times of 5:40 a.m. and 10 a.m. and would continue until the path to Key West became operational in 1912. What is your nerdiest passion? Being a complete goofball with my kids and making them laugh hysterically.

If you could take one item on a deserted island? A sharp, strong knife.

I could use it to build a shelter, hunt, and prepare food.

What was your first thought this morning? I wanna go back to sleep, I’m so not a morning person.

If you won the lottery, what’s the first thing you do? I would travel, starting with Tahiti and Fiji.

THOMPSON WEARS MANY HATS

F

irefighter, flight medic, mom, wife, remodeler, foster parent, friend – Andrea Thompson is busy. From being president of the Monroe County Firefighter Benevolent Association, to gutting and remodeling her best friend’s house post-Irma, while in the midst of building her own, there really isn’t a lot of free time on Thompson’s clock. Although she can always make room for a little spearfishing or weekend sandbar trip with the kids.

Having worked for Monroe County Fire Rescue for 17 years and as a volunteer two years before that, she now is the captain of EMS and Trauma Star Air Operations. In addition to her firefighter/paramedic, fire officer, fire inspector, and fire instructor certifications, she also has an associate’s degree in emergency medical services and a bachelor’s degree in emergency medical services administration. She was recently recognized for her role during Hurricane Irma for air rescue operations.

In 1999, her sister Jessica Vandervoort was offered a job at Hawks Cay, but couldn’t afford the rent on her own. “I planned on staying for two years but after two weeks I knew I would never leave.”

Thompson spent her summers as a kid in the Keys and even learned how to swim at Knights Key campground, so a part of her has always considered the Keys home.

She and her husband Mark, who is battalion chief, began dating nine years ago and were married two years ago – he’s pretty handy himself. They have two beautiful children, Layla, 3, and Wyatt, 5.

Nickname? Andy growing up and Aunt E to my nieces and nephews, because they couldn’t pronounce Andy. Tarpon is my sea name, given to me by Moose and the Sarge.

How did you get involved with the fire department? While working at Hawks Cay Watersports, I joined the Conch Key Volunteer Fire Department. I already had intentions of becoming a firefighter before moving to the Keys, but volunteering gave me the opportunity to get the training I needed as well as a chance to gain experience.

How many flights of stairs did you just climb to raise money, in full firefighting gear, right after a Spartan race? 38

You recently helped a Hurricane Irma victim remodel her whole house; how did you get so handy?

My dad always fixed everything around the house himself, not exactly the right way, so I guess you could say I learned how NOT to fix stuff. The best lesson he taught me was that if someone else can do it, so can you. So, I have always had a figure-it-out kind of attitude. Most carpentry and remodeling comes down to common sense and asking questions.

Most heartwarming fire department story? I have to admit that the most heartwarming stories from my career don’t involve lifesaving acts; they are the little things like helping an elderly person in need, arranging home services for them, and sometimes just listening to their stories.

What’s your handiest skill? I would have to say bathroom remodels, specifically tiling. But my best skill is my ability to come up with solutions to problems quickly, whether it’s the best way to repair something, manage an emergency or administer care.

Best fire department advice you can give? Besides the obvious advice of water safety and smoke alarms, I would have to say “wear a helmet,” on motorcycles, bikes, etc. Your head is not designed to bounce. We see so many debilitating injuries that could have been avoided.

Dream meal: you are sitting at a diner counter eating … who walks in and sits next to you? I am a big fan of Matthew McConaughey; I would not be mad if he joined me for dinner.

What is the most rewarding experience being a foster parent? Being able to provide a safe, structured loving home for a child in need, even if it’s only for a few days. (She and Mark have been relief, a.k.a. weekend, foster parents for twins since they were born.)

Favorite Keysy thing to do? Jump holes in the bay, spearfishing and lobstering.

If you could change the world, what would you do? Find a way to magically make people respect each other. Everyone has become so judgmental and critical, especially on social media; the opinions people write on other people’s post are unbelievable.

Favorite place you’ve traveled to?

Roatan, Honduras. It had the most amazing reefs I have ever seen, shark dives, and I was with my bestie Danielle.

What did you want to be when you grew up? A paleontologist, until I found out that you dig in the desert for months to find one bone. Then I wanted to be a marine biologist, until I found out you can’t survive on the salary. My grandmother is the one who told me I should pursue the medical field.

Which TV or movie character is your alter ego? Who has time to watch TV?

OBITUARY

Kathleen Marie Willand Born in Chicago, Illinois on June 22, 1937, Kathleen Marie “Kay” Willand, nee Jordan, age 81, of Pawley’s Island, S.C. died on March 1, 2018.

Kathleen was the devoted daughter of the late Bernice and James N. Jordan, beloved wife of the late Howard F. “Howie” Willand, loving sister of Bonnie (the late Robert) Ochsner and the late James N. (Bea) Jordan Jr. and Dennis Jordan. She was the dear aunt of Richard Ochsner, Debra (Jerry) Dillon, Sandra (Kevin) Huse, Michael (Terri) Jordan, Norman (Sis) Jordan, Donna Jordan, James N. (Karen) Jordan III, and Kevin Jordan, as well as the great-aunt of many nieces and nephews.

At the time of her passing, Kathleen was comforted by her sister, Bonnie Ochsner, and devoted friend, Jessica Senese.

She will be missed dearly by and family and friends.

Kay met and married Howard (Howie) Willand in the fall of 1959 and were truly lifelong sweethearts. Kay and Howie lived a long adventurous life together in Chicago, IL and later in Marathon Key, Florida. They shared a wonderful full life of fishing and entertaining family and friends at their beautiful home on Marathon Key and on their prized boats, Catch One and Triton.

In Marathon, Kay worked as a certified nursing assistant to many nursing home residents.

Kay and Howie were loving and supportive to all generations of the Jordan family.

After Howie’s passing, Kay moved to Myrtle Beach, S.C. where she was an active member of her church as well as an avid reader and traveler. Kay loved to take cruises and was most often found sailing on the seas. Kay was a very loyal and active member of San Pablo Catholic Church in Marathon, and then later of St. Andrew’s Catholic Church in Myrtle Beach, S.C. A mass and service will be held for family and friends at a later date in the Myrtle Beach area.

Caring for others Every day I am reminded of how lucky I am to live in this town. A town where everyone has each other’s back. A town where we all look after each other’s kids.

A town where we all take care of each other. Today, Good Friday, was a perfect example of this.

My husband Sean and I took our daughters to the annual Easter egg hunt at Rotary Park. My parents decided to stay home to prep for Easter dinner. My mom, who had injured her knee last week while on a cruise, lost her balance, fell, and landed head first out on our brick paved patio. She screamed for help, but my dad didn’t hear her. Yoni Esquirol and Michelle Card were behind our house loading up a moving van with things that Leighanne had in storage. Yoni, who is studying to be an EMT, heard the screams and jumped our back fence and came to my mom’s aid. He saw lots of blood, and took off his shirt and wrapped it around her head to stop the bleeding. Michelle, a nurse in Key West, called the ambulance. They arrived promptly and got her to Fishermen’s Hospital. She was treated wonderfully, got seven stitches, a CAT scan and is on the mend.

Thank you to all of our small-town heroes who amaze me! Keep looking out for each other!

ourmet food, specialty beer, walking along the water, listening to music, even shopping — what a perfect way to spend a Saturday.

The inaugural Shrimp Road Seafood & Craft Beer Festival will take place April 14 from noon to 5 p.m. on the North Pier located at The Perry Hotel. And it’s just the beginning of new events to come on Stock Island.

Matthew Strunk had a vision for Stock Island years ago that created hospitality in an industrial zone without losing Stock Island’s charm. He was the pioneer not just in developing Stock Island, the backyard of Key West, but now preserving its ambience and artistic essence. DRC RECEIVES ACCREDITATION

L

oving dolphins is easy.

Getting a job taking care of dolphins is hard. That’s why Dolphin Research Center set out to create a program, which recently received accreditation from the Career Schools and Colleges (ACCSC), specifically to teach students what to feed dolphins, how to work with them, and how to care for them.

“It’s a very competitive field to get into,” said Jamie Stevens, assistant director of the DRC Training Institute. “Even an entry level position requires almost a year’s experience to get hired. We created this school to give people that experience and a degree.”

The degree is called an occupational associate’s degree in marine mammal behavior, care and training.

It’s a nine-month program and DRCTI accepts up to eight students a time.

They do classroom work, and “labs” outside with the animals. The course

requires pre-requisites such as biology, a statistics class and a public speaking class.

“It comes in handy when you’re working in the fish house at 7 a.m. to prepare the animals’ food that has to have a certain percentage of this, and a certain percentage of that,” said Stevens.

Mallory Martin graduated from DRCTI in May 2017; she and a fellow student are employed at DRC. (Other classmates dispersed to Discovery Cove in Orlando and the New England Aquarium, among other facilities.)

The most helpful part, Martin said, was the feedback from the experienced dolphin trainers at DRC. “Getting the feedback was really important. They were watching me in the field and telling me what was great and what needed to be improved on,” she said. “You don’t get that everywhere. The trainers really care about you and watch your progress.”

Since its inception in 2014, DRC has graduated about 20 students.

They come from all walks of life, Stevens said, some with bachelor’s degrees and some without.

“Most of our students usually have degrees in zoology, biology or animal behavior,” she said. “And some are in the process of getting their bachelor’s degree. They take a break from traditional schooling and come do this program.”

The next DRCTI class begins in September. Applications are being accepted through Monday, April 30 and in-person interviews will be scheduled for June. The ninemonth course costs about $20,000 and the facility offers a scholarship to one student per session based on need. AMBULANCE RUNS WAY UP Hurricane recovery and hospital situation drive trend

ate on Easter Sunday, a rescue ambulance from City of Marathon nudged its way through northbound traffic on the 18-Mile Stretch at about 8 p.m. Aboard was a young child headed for Miami Children’s Hospital under the watch of critical care paramedic Alexander Bombadilla and Critical Care Division Chief Capt. Joe Forcine.

All told, the two men spent more than seven hours on the transport — about a half hour on the scene, three hours en route, another hour at the hospital, and another three hours home again to Marathon.

“The crew has been doing a great job. Many of our paramedics have stepped up for additional training to become qualified for the inter-facility transports,” said Marathon Fire Rescue Chief John Johnson. “They’ve embraced it for all the right reasons — to protect our residents.”

The number of inter-facility transports — from Fishermen’s Hospital in Marathon to Mariners Hospital in Tavernier, or a mainland facility — is way up. As the Middle Keys hospital transitions from a field hospital to a modular, temporary hospital and then a brand new facility, that trend is likely to continue, as services are limited. So much so, that the City of Marathon Fire Rescue has been

approved for another type of service called a “two-tier response.”

“What that does is allow us to bypass the stop at Fishermen’s Hospital if we know the patient needs advanced care not currently available in Marathon,” said Forcine. “For example, if someone has a neck injury and needs an MRI, the patient would go directly to another hospital, in the Upper Keys or on the mainland.”

Before Hurricane Irma and the subsequent damage to Fishermen’s Hospital, the City of Marathon typically moved about 30 patients per month from one facility to another. That number now is usually between 70 and 90 a month. The calls to 9-1-1 are also up — in March of 2017 there were 203 calls; last month there were 352.

Currently, there is no plan to add more paramedic staff.

“We don’t know how long that’s going to last,” said Johnson.

“Those calls may go back down (when the hospital reopens).”

According to Forcine, the City of Marathon has a good collection rate for these services. The city bills the appropriate insurance company for transport.

“We recoup somewhere between one-third to one-half of our costs,” he said.

and collected $516,000. Another $200,000 is in “active collection,” such as those patients who are making monthly repayment. There is about $2 million in uncollected fees for services rendered in the last 10 years; some of that is when an insurance company only reimburses part of the charge.

Marathon’s ambulance fees range from $449 for basic life support all the way up to $852 for Advanced Life Support (ALS) critical care, plus a charge of $10.90 per mile. If it’s an inter-facility transport, Baptist Health South Florida guarantees payment based on a pre-approved rate schedule — $256 for basic life support up to $380 for ALS runs, plus $7.50 per mile.

“This has helped us to be able to offset costs,” said Johnson.

The city’s Fire Rescue annual operating budget is $3.6 million.

It collects $1.2 million annually— $500,000 from the City of Key Colony Beach, $500,000 from its own EMS collections, $170,000 from fire inspection fees, and $6,600 from the state.

Currently, the city runs five trucks — two Advanced Life Support (ALS) trucks that typically respond to 9-1-1 calls and two critical care vans, which are usually used for transports. In addition, it has a fully equipped ALS fire engine that can also respond. On any given

day, there are 10 crew members at work. The critical care vans are stocked with an impressive array of medication and equipment — much more comprehensive than is typical. For example, it has ventilators, IV pumps and stocks 76 different types of medication.

“The City of Marathon’s fire trucks deliver as many drugs as do big city rescue operations,” said Mike Leonard, chairman of the Fishermen’s Hospital Council of Baptist Health Foundation. “I am absolutely blown away by what Chief John Johnson has done with fire rescue in Marathon. He’s an incredible leader.”

“The only thing we don’t have is an X-ray machine or a ‘Istat’ device,” said Dennis Timothy, a lead medic on the critical care van in Marathon. The Istat is a handheld device that can deliver lab results — blood gases, glucose and cardiac markers — in two minutes. The device costs about $10,000 and Forcine hopes it can be acquired quickly.

“Another thing we need is a hand-held ultrasound machine,” Forcine said. “After a car accident, for example, when someone is complaining of abdominal pain we could do a quick scan to see if there’s internal bleeding. If there’s internal bleeding, they would immediately qualify for a life flight by Trauma Star; otherwise they would

have to go to a nearby hospital for tests.”

Monroe County runs the two life flight helicopters that provide air transport to mainland hospitals. There are strict qualifying conditions that allow a patient to be flown out in an emergency.

After Hurricane Irma, the department was instrumental in guarding the town’s welfare and safety. For instance, it started offering health care before the field hospital was set up on the grounds of Marathon City Hall.

“In the first 10 days we saw about 300 patients — putting in sutures, wound care, giving antibiotics and fever medicine,” said Bobadilla.

That experience dovetails with what the city’s fire rescue department is eyeing next — something called “community paramedicine.” It’s a national trend, where paramedics and emergency medical technicians offer routine healthcare services. For example, if a patient was released from the hospital with a badly sprained ankle, the paramedics could do a follow-up check on the person at home, possibly employing telemedicine technology. It, too, would be another revenue source to support the city’s advanced fire rescue operation.

Snow and frigid winters are what drove Atkins south. She’s been known to tell her story of “the negative20-degree day,” during which she cried while filling her car at the gas station because it was “Just. So. Cold.”

Shortly after, she packed up and drove as far south as possible (almost) to start a new life in paradise.

She enjoys reading, painting, running, red wine and an occasional guest tambourine performance on stage at the Brass Monkey.

ou probably don’t need a Google search to tell you that Google knows plenty about you.

But you don’t have to download anything. Google makes it easy to see what data it has gathered about you via the web.

Just go to myaccount.google.com/dashboard and dive in.

You leave footprints all over the internet, via web browsers and phones and the apps you use. Your Google dashboard will show you 20 or more sets of tracks, from Google Books — did you buy a book there, or download free editions? — to Google Play (all those apps you use) to your Gmail (if you use it) to your use of Google Maps and more.

The timeline on Google Maps lets you explore the places you’ve been. Sometimes.

So Google knows that I have 45,068 emails. It knows that I am logged in to my Google account on four devices — my phone and three Android tablets, two of which are sitting in drawers in Illinois — and the last time I used each device. It knows that I’m male but doesn’t know my age.

I found stuff I’d forgotten about: the 240 photos from a family reunion several years ago in South Dakota, uploaded to Google so cousins in Utah, Wyoming and Texas could see them. Blogs that we were going to use to keep in touch and plan future excursions.

Funny thing I learned, but can’t explain: Google doesn’t know quite as much about where I am as I thought it would.

If you use Google Maps, you can click on the menu (those three horizontal lines at the top left) and click on “timeline” and see what Google knows about where you’ve been. Here’s where things are a little strange for me: Google knows most every detail about the trip I took with my wife to France last May, down to the 6 minutes at McDonalds on the drive to O’Hare Airport, or the 14 minutes we spent at the tourism office in Monaco. It knows a lot about a few weeks before that trip, too.

But my activity drops off after that.

Google doesn’t know that I was at Roger Dean Chevrolet Stadium on Feb. 23 for a spring training baseball game, even though I used Google Maps to get me to the ballpark. I spent several hours at the Marathon Seafood Festival on March 10, but you’d never know it from my Maps timeline. On my phone, which is virtually always with me, my “location history” is turned on. But it’s not generating any history. Which is fine with me, even though I can’t explain it.

In addition, some of what Google thinks it knows is wrong. In my ad preferences, Google thinks I like athletic apparel and boating. Google, have you met me?

Google would have me believe I like country, classical, rock, folk, blues and pop music. Yeah, no.

Google does nail my geek side: I like computer hardware, computers and electronics, computer components, electronics and electrical, and laptops and notebooks.

Batting 1.000 here, Google.

I’m not even going to get into how web browsers (I use Google’s Chrome) keep track of the places you’ve visited on the internet, and your searches, except to note that web histories timestamp everything, but they can’t exactly pinpoint how you get down the rabbit hole. arm Share was established in 1991 with the goal to distribute food without fees to soup kitchens, homeless shelters, food banks, and churches. Since Hurricane Irma, its mission reorganized slightly. Mattresses, they brought them; food, they had it; and recently, money, upwards of $500 per household, was given to 220 pre-vetted hurricane-affected residents of the Florida Keys. $110,000 in total.

“Many tears of thanks were witnessed,” said Monroe County Commissioner George Neugent, who heard about the funding a few weeks ago. Through a partnership with Florida Keys Hurricane Relief Foundation, Ocean Reef Community Foundation, and Coldwell Banker Charitable Foundation, they were able to pull together residents spanning the Keys they knew still had needs. “Time was of the essence.”

Farm Share’s only requirement was that the applicants must be vetted, and Coldwell Banker had already done the work for the Florida Keys Hurricane Relief Foundation and Ocean Reef Community Foundation’s hurricane funding.

Banker’s Big Pine Key office, has seen first-hand the impact of what a little help can do. “Five hundred dollars means a lot to those affected; the need is still very bad,” she said. “It is still beyond belief. People are just numb to it now.”

When called, some residents passed on the opportunity, saying to give it to someone else who needs it more. “It’s so touching to see that this community is always looking out for someone else,” she said.

Since Sept. 10, Coldwell Banker Schmitt Charitable Foundation has fulfilled 376 applications to the tune of $584,730 through funding from Florida Keys Hurricane Recovery Foundation and Ocean Reef Community Foundation. The foundation was also able to give Farm Share funding to some who previously didn’t qualify.

Hurricane relief funding is still available. The application can be found at gooddeedsinthekeys.org.

“Thank you, Farm Share, for your generosity toward families in the Florida Keys. What a blessing to so many,” said Christy Meier, a literacy coach for Monroe County School Board.

“It’s always a pleasure to serve and be of help where help is needed,” said a Farm Share representative.

Tommy Ryan files for District 2 County Commission seat

“I

never imagined I would run for office, but it seems that everything I have done in life has led me to this point,� said Big Pine Key resident Thomas “Tommy�

Ryan, who has filed to run for District 2’s opening county commission seat.

The seat is being vacated by longtime commissioner George Neugent.

Born in Brooklyn, N.Y. to Irish immigrants, he joined the Army when there was no money for him to attend college. He served three years as an MP at West Point. “I was present when the first women graduated from West Point, and that has always stayed with me,� he said. While also in active service, he was part of the protection of the hostages from Iran upon their release and return to the United States.

After being honorably discharged, he continued his service by becoming a New York City Firefighter for 21 years, including on Sept. 11, 2001. He has received the World Trade Center Metal of Freedom, among many other awards. Ryan has spoken around the country regarding his time as a firefighter during that period and can be seen in a number of documentaries about 9/11. “After I retired, I became active in beach cleanups and was appointed to the Tree Commission and the Zoning Board of Adjustment in New Jersey,� he said, and was also elected to be the Democratic Representative of the First District in Bradley Beach.

Moving to the Keys in 2011, Ryan resides with his husband Jon and has three adult children.

His community outreach efforts have included being a part of The Smart Ride and raising more than

DISABLED AMERICAN VETERANS $100,000 in eight weeks during Fantasy Fest in 2016. He is a board member of The Fire Museum in Key West, and spearheads the annual fundraiser. He is also an active member of the American Legion Post 168.

Lenore Baker, who organizes Lower Keys cleanups post-Irma, said Ryan has been an important part of getting the islands back in order. “He has been at every cleanup, every weekend, for months,� she said. “His community involvement is tremendous.�

Ryan has been living in a trailer beside his home since the hurricane caused significant damage to his residence. “Our district was under-represented after the hurricane; we had nothing and no one, leaving our voices unheard,� he said. “I look forward to serving and representing not only my district, but all of Monroe County. I am your neighbor.�

If no more candidates file, Tommy Ryan, a Democrat, would face either Michelle Coldiron, Republican, of Marathon or Charles Weitzel, Republican, of Geiger Key, in November. Bill Hunter and Lenore Baker both withdrew from the race. District 2 runs from 63rd Court along the north side of U.S.1 in Marathon through the Lower Keys to the south end of the Boca Chica Bridge. The seat is voted on countywide. The primary election will be held on Aug. 28, followed by the general election on Nov. 6.

t’s not major damage that has kept Monroe County’s jail in Marathon closed since Hurricane Irma – it’s a staff shortage.

The reopening of the jail, which can hold 52 inmates and took on minimal damage during the Sept. 10 storm, depends on the availability of corrections officers to work there.

“It’s to be determined,” said Sheriff Rick Ramsay about a timeline for reopening the jail at MM 49 oceanside.

Monroe County Sheriff’s Office is down about 20 correction officers and deputies — positions vacated right before and immediately following Hurricane Irma. However, 12 new corrections officers have been hired after graduating from Florida Keys Community College’s corrections officer course on March 30.

“Hopefully we’ll get everything back to normal here quickly,” Ramsay said.

Meanwhile, people arrested in the Middle Keys have to be transported to one of the county’s two other jails, in Tavernier and Stock Island.

That happens directly following an arrest, said sheriff’s office spokesman Adam Linhardt.

“It can create a strain when you’re having a busy night already,” he said.

An arrest in the Middle Keys means a future court date in Marathon, too, so vans are used to transport inmates up and down the county to their court dates.

“No one would be more excited to get the Marathon jail open than those men and women” who have to drive inmates about an hour north or south, Linhardt said.

“Last I knew, there were some cosmetic improvements that needed to be done at the Marathon jail and those are wrapping up,” he said.

Marathon and Plantation Key jails are about the same size, holding roughly 50 inmates, while the Stock Island jail can hold almost 600 inmates.

From 2016 to 2017, crime countywide went down about 10 percent, according to the Florida Department of Law Enforcement website.

Of the 6,174 arrests in Monroe County in 2016, the most common crime was drug possession (630), followed by simple assault (509), driving while intoxicated (374), larceny (282) and aggravated assault (134).

ay Jam 24 is going back to its roots and staying local.

ICE is taking Bay Jam back to its original form, featuring some of the best of Upper Keys musicians and bands. Bay Jam was started in 1995, to lessen the impact of large state and federal funding cutbacks in school art and music programs.

The music is at Founders Park, MM 87, on Sunday, April 8. Gates open at 10 a.m. and music begins at 11 a.m. Admission is free.

The event’s lineup includes some of the Upper Keys’ favorite musicians, as well as touring artist Matt Phillips. Felix and Baga Tricks, Bill Todd, Pasta and the Lower Mat Rats, the Usual Suspects and Dave Feder are just some of the Keys musicians performing.

“In 1995, local high school teachers, musicians and artists

saw the first Bay Jam as an opportunity to support arts and music education for students,” said Feder.

ollowing debut screenings at prestigious film festivals and professional symposiums in the U.S. and abroad, the controversial and groundbreaking documentary film “Monster in the Mind,” produced by medical journalist and Key West resident Jean Carper, is now available to the general public for sale or rent via Amazon.

Carper, now 86 years of age, was CNN’s first medical correspondent in the 1980s and is the author of 20 books on health, diet and aging, including her latest, “Prevent Alzheimer’s & Dementia NOW!: 101 New Ways to Save Your Aging Brain” (Amazon Digital Services, LTD., 2017). Her four-year odyssey to uncover the truth about Alzheimer’s was launched when she learned that she carries the gene for old-age Alzheimer’s, called apolipoprotein E4 (ApoE4).

“I became so terrified of developing Alzheimer’s,” said Carper, “that I decided to find out everything I could to avoid the disease, even becoming a guinea pig for brain testing to see how likely I was to get Alzheimer’s.”

In the process of interviewing more than 60 Alzheimer’s authorities in the U.S. and abroad, Carper was surprised to discover that “much of the fear of oldage Alzheimer’s is exaggerated and most of what we believe about it is wrong.”

Findings from the interviews featured in the documentary reveal that: • Despite a hundred years of unproven theories, the real cause of Alzheimer’s is unknown.

Carper, a lifelong film aficionado whose mother played piano to accompany silent movies, produced the documentary to be entertaining as well as informative, by packaging “Monster in the Mind” in the genre of a science fiction horror film, with vintage clips from “Frankenstein,” “Night of the Living Dead,” “Dracula” and others.

The result is a “brilliantly crafted documentary,” according to Alzheimer’s News Today, and “a masterful dissection of Alzheimer’s, bringing drama, fact, hope and wise advice for us all,” according to Dr. George Perry, editor-in-chief of the Journal of Alzheimer’s Disease.

“Monster in the Mind” was supported by a partial grant from the Alzheimer’s Research and Prevention Foundation, and won the prize for best science documentary at the University of Bergen in Norway. Carper also reports it has become something of “a cult film,” among the brainiacs of the Alzheimer’s community, after faculty-sponsored screenings at Stanford and UCLA medical schools, as well as a private sneak preview during the Alzheimer Association’s International Conference in Toronto.

“As far as documentaries on the subject go, ‘Monster’ is unique and upbeat, a huge departure, and has definitely struck a nerve with cutting-edge researchers and opinion makers who think the Alzheimer’s story needs to be updated,” she said.

All too often, the things that go viral come with a heaping amount of sheer meanness. It’s not so much that people disagree; those who don’t share one’s particular views must be demonized. The recent mass shooting at Marjory Stoneman Douglas High School in Parkland has prompted social media trolls to attack survivorsturned-activists. A staffer for a Florida representative called the survivors “crisis actors.” Emma Gonzalez was called a “skinhead lesbian” by a Maine politician. Alt-right media sources spread stories and rumors that the Stoneman Douglas activists are Nazis, “substantiated” by doctored images and re-edited videos taken out of context.

The targets of their hate are high school students.

Let that sink in a minute. These are kids, between the ages of 14 and 18, whose world was turned upsidedown by a mentally ill person with a semi-automatic rifle. They saw friends get shot and die. Families lost so much, and those who survived had their innocence ripped from them in a very brutal way. And they certainly deserve better than they’re getting from trolls and mendacious pundits.

A Facebook “acquaintance” of mine (certainly can’t call him a friend) actually posted this underneath a

Lol” No matter how many times I read the post, I couldn’t find anything at all laugh-worthy about it. How could a person with a shred of humanity think it’s humorous for a sniper to gun down an 18-year-old mass shooting survivor? I “unfriended” him and reported his post. Sadly, it has done as much good, however, as one guy with a shovel trying to clean up 40 acres of BS. Facebook decided the post about a wishing a sniper would take out a high school kid didn’t violate “community standards.”

Somewhere between stockpiling nuclear weapons at home and a complete ban on all firearms is a middle ground we should try and reach. And the conversation should include better mental health resources, firearms education, universal background checks, and repaired lists of people who should not own guns, for starters.

There is common ground to be found.

But unless people can get together and talk like adults, no progress will ever be made.

And that brings me back to the current state of discourse in our divided nation. We are not able to disagree in a civil manner. We can’t meet in the middle and find a “win-win” outcome.

It’s not enough that one side wins — the other has to lose and lose big.

Compromise has become a dirty word.

Combine this new American discourse with latent components of racism, bigotry and hate — all readily available and shared via social media — and it’s no wonder our dialogue suffers.

The new generation of activists coming out of Parkland and around America will only be as effective as they are committed to making a better America. I’ve seen a lot of movements in my time on Planet Earth, from the Civil Rights movement to the Age of Aquarius to The Me Generation to #MeToo, all the way to #NeverAgain.

For these newcomers, thoughts and prayers just aren’t enough any more.

Changing human nature, however, will require a herculean effort. And at this stage of my life, I’m not sure it can be done.

ot that anyone wants to think about the evacuation and re-entry process just seven months after Hurricane Irma slammed the Keys, but a 16-person task force has made suggestions on how it could be improved.

Phasing the re-entry of Monroe County residents with colored stickers on their windshields worked, the task force found.

Providing a list of named “essential personnel” at the Florida City checkpoint did not, which is why it’s suggested essential workers

will be given placards for their vehicles, indicating their positions.

The task force recommended placards to identify two different groups: Emergency services workers and government employees in the first group, and other workers necessary for recovery like volunteers and employees of grocery stores and banks.

At the task force’s suggestion, Monroe County residents will have the opportunity to be involved in a 40-hour training course for basic search and rescue and first aid. Those

who take the training will be granted advanced re-entry in the second placard group.

The task force has met four times since Irma to improve the re-entry system in time for the next hurricane season, which begins June 1.

The Board of County Commissioners will have the final say.
