espite strong community support and a deadline extension, Island Christian School has come up short on its goal to increase enrollment.

Founded by Tony Hammon in 1974, Island Christian School will close at the end of this school year.

A letter by Pastor Trevor Mann was sent out to ICS parents on April 2 explaining the decision. Faculty and staff were also notified that ICS wouldn’t continue next year.

Following a community meeting in February, the deadline was extended, from March 1 to April 1, to increase student numbers in order to proceed with the 2019-20 school year. Mann told the Weekly a plan was developed to go out into the community to ask for sponsorships for students and teachers. Spearheaded by Dave Makepeace and Glenn Latham, Mann said, a committee of parents, alumni and members from the church and community went to work.

The school had a goal to bring in 145 full-time paying students, raise $400,000 or a combination of the two. Mann said $100,000 was raised this year, which was short of the goal.

Mann said there was over $200,000 in commitments this year through the next four years.

“In looking at the numbers, we did a phenomenal job, but the mountain was too high,” Mann said. “There was a huge community outpouring, and that is no small chunk of change that we raised. That’s a considerable amount of money and we’re grateful.”

The school grew in size and attendance over the years. Demographics are changing in the Keys today, and Hammon said the student numbers aren’t there.

“That was the clincher for me as I looked at it,” Hammon said. “There’s not any way we can make it work.”

Hammon, pastor emeritus at Island Community Church, said he took a moment to pull over and watch the sunrise upon leaving ICS to meet with teachers. While he doesn’t know what the next chapter will be just yet, he says there’s more to be had.

“I’m going to figure out a way to meet the needs of families,” Hammon said. “We've got a much better public school system than 1974, when I left public education and went over to ICS. It’s a different game and we had a great relationship with public schools. I want to support that and we’re looking for ways to do that. I also want to look at ways to help families through some kind of a home-school consortium or prescriptive teaching.”

dren’s education. A 1993 graduate, Mann, too, is figuring it out, having a 5-year-old daughter who just started at ICS. From home-schooling to Plantation Key School and charter schools, Mann said he’s grateful for the options available in the community.

Mann and Hammon say they thank the community for being a part of and supporting ICS. Hammon said he’s grateful that ICS has been able to influence the lives of families.

“I wish all the families well and certainly thank every family who’s ever been a part of ICS,” Hammon said. “A 45-year reign is a pretty good reign for a school.”

“It’s out of our hands and in God’s hand now, and we will see what the next chapter brings,” Mann said. “We will still administer and love this community.”

Ordinances up for approval

S

everal ordinances are up for Islamorada Village Council’s consideration for the meeting on Thursday, April 4.

Two pertain to the workforce-affordable housing initiative, which would allow for the allocation of up to 300 new residential units identified as early evacuation affordable residential allocations.

The village has 36 affordable housing allocations available until 2023.

The village has been approached about five new affordable housing projects, which will need 95 affordable housing allocations. If the village uses the remaining allocation for all the remaining years until 2023, it will be 59 affordable allocations short in meeting the demand.

Council approved the first reading on Dec. 13. Specifics in the ordinance detail structures to be multi-family rental units that meet building code. Deed restrictions will be required to ensure that the property remains workforce-affordable housing in perpetuity.

Renters’ agreements will require evacuation in the event of a hurricane. Failure to do so could result in eviction. Exemptions are made, however, for first responders and health care professionals.

“We need more allocations from what we lost since Irma,” said Ty Harris, planning director, during the December meeting. “Either you take the 300 or you don’t take any. This is the time to do it. From a planning standpoint, we may not have a shot before 2023 to get more units.”

Pete Bacheler, Local Planning Agency chairman, and Mark Gregg, Achievable Housing Citizens’ Advisory Committee member, shared the same sentiments during the meeting. Bacheler said the area has lost a lot of affordable units, and they’re not coming back.

“We (the committee) agreed to adopt the 300 units and voted for that 4-1 with five members there that night,” he said. “We think it’s going to help.”

Council will also consider approval of the second reading to provide for a reduction of impact fees for new affordable housing projects.

The council discussed the matter on March 14. Under the proposed ordinance, affordable/workforce housing development by a nonprofit that receives donation of property or cash from the village of 25 percent or more of the purchase price of land would get a 50 percent reduction in impact fees. For affordable and workforce development by a nonprofit entity with no donation from the village of land and/or less than 25 percent of the land purchase price, an 80 percent reduction in impact fees would be given.

Affordable housing development by a for-profit that receives a donation of cash from the village of 25 percent or more of the land purchase price would get a 20 percent reduction in impact fees. Development by a for-profit without land donation from the village and/or less than 25 percent of the land purchase price would get a 50 percent reduction.

“There needs to be some guidelines moving forward, since we are giving away property and we are giving away money; it was given to us (village) to give to them (developer) from the land trust,” Vice Mayor Mike Forster said during the meeting.

Other ordinances up for consideration include permitting outdoor storage and display on vacant lots fronting and not fronting U.S. 1 in a few zoning districts, providing updated landscape standards and environmental regulations, and increasing flexibility of transferable development rights.

Resolutions up for consideration include: Approve ranking and recommendation for construction, engineering and inspection services for the Venetian Shores Stormwater Management System.

Approve agreement with Ferreria Construction Southern Division for construction of Venetian Shores stormwater management system.

Approve ground lease with Carysfort Homes LLC for real property located at the corner of Woods Avenue and Gardenia Street on Plantation Key for workforce/affordable housing.

50/50 BILL, CITIZEN INSURANCE BILLS IN COMMITTEE

T

wo bills with implications in the Keys are seeing a bit of movement in Tallahassee. Prospects over their passage remain unknown, but the sponsor of the bills in the Florida Senate, Anitere Flores, is hopeful they’ll reach the finish line.

One of the bills addresses annual insurance rate increases for policyholders in Monroe County. Senate Bill 1476 relates to the Citizens Property Insurance Corporation, which was created in 2006 by the Florida Legislature as a nonprofit, tax-exempt, government entity. Its mission is to provide insurance protection to Florida policyholders who are entitled but unable to find property insurance coverage in the private market.

Customers include Florida home, business and condominium owners as well as property owners.

The legislation would cap annual rate increases for policyholders in Monroe County at 5 percent the next two years, January 2020 to January 2022. Now, rate hikes can go as high as 10 percent. Filed at the beginning of legislative session in early March, the bill passed through the Senate Community Affairs Committee on April 2 and now sits in the Rules Committee. A related bill in the House was filed by state Rep. Holly Raschein at the beginning of session.

For years, Flores said, the Citizens Property Insurance Corporation has been over-profiting from Monroe County — an area that’s still picking up the pieces following Irma. Flores says the numbers don’t lie, as Citizens has received $805 million more in premiums from Keys residents than claims paid since 2004. A bill analysis and fiscal impact statement says premiums paid to Citizens by Monroe County policyholders would be reduced by an estimated $295 million over the two years the 5 percent cap would be in effect.

“The current leadership at Citizens Property Insurance Corporation, they feel rates in Monroe County are too low,” Flores told the Weekly in a recent interview. “They point to studies that rates should go up by 45 percent in order to be sound. I point them to competing actuary studies that rates should

be lower, and they ignore those (studies).”

Flores said the bill would provide muchneeded rate relief to Monroe County.

She said the bill’s only a temporary fix, as the 5 percent cap would only be for the next two years. However, Flores said she feels that her legislation would push insurance rates lower.

Another bill gaining a bit of movement in the state Senate deals with takings claims within areas of critical state concern. Filed on March 1, the bill got a unanimous 6-0 vote in the Senate Judiciary Committee. Legislation was forwarded to the Senate Community Affairs Committee, but it wasn’t considered during an April 2 meeting.

Under the bill, state and local government located in an area of critical state concern, like the Florida Keys, would share the judgments to defendants who are successful in property rights-related litigation. But that’s only if the court has found liability against the state and local government, the regulation restricting development or use was mandated by the state land planning agency and the regulation was adopted by the local government restricting development or use.

Flores, who introduced the bill in the Senate, says it would solidify a “handshake agreement” that’s existed for years between the state and Monroe County. As for the 50-50 split on judgments, Flores says there’s a case that the state should bear more of the cost.

“We’re in the kind of situation because of them,” Flores said. “There’s financial implications with that though, and getting a bill passed out of the legislature with a higher threshold for the state would be challenging.”

While the bill’s moving in the Senate, it hasn’t gained any traction in the House.

Flores says she’s unsure what the prospects are there.

“We will push to get it passed in the Senate, but it will be a little more challenging in the House,” she said.

STATUS ON KEY BILLS SB 720 and HB 525 — Renames Florida Keys Community College to The College of the Florida Keys. The bill is slated for consideration on Thursday, April 4 in the Senate Appropriations Subcommittee on Education. The bill passed the House with a 112-0 vote on March 27.

HB 771 and SB 816 — Requires counties and municipalities to address contamination of recyclable material in specific contracts; prohibits counties and municipalities from requiring the collection or transport of contaminated recyclables by residential recycle collections. The bill sits in the Senate Community Affairs Committee after gaining passage on March 26 in the Environment and Natural Resources Committee. Legislation in the House is in the State Affairs Committee.

SB 1666 and HB 1221 — Requires all persons to have a specific boating safety identification card in their possession before operating certain vessels and directs Fish and Wildlife Conservation Commission to conduct study of impacts of long-term stored vessels and certain anchored and moored vessels on local communities. The bill sits in the Senate Community Affairs Committee after recently gaining approval in the Environment and Natural Resources Committee. In the House, the bill was moved on March 26 to the State Affairs Committee.

HB 3169 — Provides $6 million appropriation for the Florida Keys Aqueduct Authority Stock Island Reverse Osmosis Facility. The bill moved from the House Agriculture and Natural Resources Appropriations Subcommittee with a 9-0 vote to the Appropriations Committee on March 6. No further action has been taken.

HB 4737 — Provides $7.5 million for the Monroe County Emergency Operations and Public Safety Center.

The bill received unanimous support from the House Transportation and Tourism Appropriations Subcommittee March 7. The bill currently sits in the House Appropriations Committee.

LIFESAVING AWARD Sgt. Johnson recognized for saving female boater

Monroe County sheriff's sergeant was honored on April 2 for saving the life of a boater last year.

Islamorada Sgt. Gregg Johnson received the Phoenix Award at the Florida Keys EMS awards luncheon at Florida Keys Country Club in Marathon. He was honored for saving the life of a female boater, who arrived on Nov. 28, 2018 at the Plantation Yacht Harbor Marina at Founders Park unconscious.

Johnson was at Founders Park and performed CPR until Islamorada Fire Rescue paramedics arrived shortly thereafter. The woman made a full recovery.

“We’re very proud of Sgt. Johnson,” said Monroe County Sheriff Rick Ramsay. “The men and women of the sheriff’s office are highly trained lifesavers and Sgt. Johnson’s actions in this case reflected that training.

The incident is also a great example of our continued partnership with firefighting and EMT crews when it comes to saving lives in this community every day.”

Islamorada Fire Rescue Chief Terry Abel also was honored for his lifesaving educational efforts in the community.

he Florida Keys Chapter of the Daughters of the American Revolution recently delivered 35 years of scrapbooks to the Keys History & Discovery Center in Islamorada.

This collection of Florida Keys history will have a permanent home in the Jerry Wilkinson Research Library.

A service organization whose membership is open to any woman over 18 years of age who can prove direct lineage to a patriot who fought in or provided support to the American Revolution, the Florida Keys Chapter of the DAR was organized by the late Kay Wilkinson of Tavernier in 1983. With the mission of promoting historic preservation, education and patriotism, this chapter of the national society has kept scrapbooks of community activities since its inception.

Chapter Regent Marcella Reynolds of Big Pine Key contacted Brad Bertelli, curator of the Keys History & Discovery Center, who agreed that the collection would be a welcome contribution to its library.

rtists specializing in blues, folk, classic rock, island melodies and more will take the stage at the 28th Annual Island Fest, presented by the Islamorada Chamber of Commerce.

The two-day festival, which also features The Taste of Islamorada, a vintage cruiser show and more than 100 artists and craftsmen from around the country, will take place on Saturday and Sunday, April 6-7.

The start of Island Fest’s live music lineup will come shortly after the event’s 10 a.m. kick-off on April 6.

Among Saturday’s daytime performers will be Eclipse, a Keys Conch rock favorite, and the local Americana group, The Carousers.

All-purpose band Coconut Cowboys will take the stage for the second year in a row at the Beach Sunset Concert at 5:30 p.m. Saturday.

From Hank Williams to AC/DC, Lynyrd Skynyrd to Metallica, Waylon Jennings to Guns-N-Roses, the Coconut Cowboys bring high-energy, musicfilled fun.

"We are honored and excited to perform our brand of entertainment,” said frontman Dan Furmanik, “for all the beautiful folks that will be attending Island Fest 2019.”

The concert is scheduled to end at 7:30 p.m., but if Furmanik has his way, it could well go longer. Last year Coconut Cowboys played well past their 7 p.m. end time.

Sunday’s entertainment will kick off with Islamorada-based acoustic pop guitarist Leah Sutter. She’ll be followed on stage by faces that are new to the Island Fest lineup, Saints and Angels. Saints & Angels is a Nashville/ Miami based country-rock supergroup; it features original Florida Georgia Line guitarist Brian Bonds, Gipsy Kings touring drummer Joel Enriquez, session singer and front-woman Lindsey Penner, young guitarist Denver Cooper, Entrepreneur bass player/writer/ producer Rey Montecristo and John Ross, who studied at Berklee College of Music.

The band is managed by Erv Woolsey, who manages George Strait and Lee Ann Womack.

The crowd favorite Pitbull of Blues Band will close out the event on Sunday.

Featuring music, art, food, classic cars and fun, Island Fest offers something for everyone. Admission is free and on-site parking is available for a $5 donation. The Islamorada Chamber of Commerce encourages the public to “Keep the Scene Green” and bring water bottles to reduce plastic use during the event.

GET INVOLVED Volunteer opportunities at state parks

E

lena Muratori says it’s an exciting time to get involved with the state’s two parks in the Upper Keys.

A park services specialist for the Florida Park Service, Muratori visited the Friends of the Key Largo Library on April 1 to discuss volunteer opportunities at John Pennekamp Coral Reef State Park and Dagny Johnson State Park. Muratori said she’s been with John Pennekamp State Park for 18 years, and it’s a place she always wanted to work.

“We have had great management for the last five years, and it has made a team of our staff, whether we’re employees or volunteers,” she said. “We have positive things going and great plans.”

Officially opening in 1963, Muratori said the park was created to preserve the coral reef. Known for being the country’s first undersea park, John Pennekamp State Park encompasses 70 nautical square miles and 2,000 land-based acres.

As for Dagny Johnson Key Largo Hammock Botanical State Park, Muratori said the land was slated for a big residential development. The state ended up purchasing land thanks to the work from a group of concerned Key Largo citizens, who wanted to preserve the West Indian mahogany tropical hardwood hammock. They received some help from lawyers, including Dagny Johnson. “(Dagny Johnson State Park) has 84 listed species of plants and animals,” she said. “It’s really a beautiful little place.”

Muratori said there are quite a few volunteers who do different tasks like painting, greeting guests at visitor services, installing bike racks and building tables for native nursery plants. Muratori said she’s happy to assist volunteers, whatever skills they might have.

“What I try to do is match your skill sets and interests with something that the park needs,” she said. “We have a crew of 25 nursery volunteers, and most of them are helping year-round. We have resource management volunteers who go into the wild of Dagny Johnson. We have coastal cleanups and we’re getting more and more of these.”

GAUGING THE PROBLEM — PART 1 —

aradise has its problems, and homelessness in the Keys is one of them.

While some transient people seek out the Keys’ warm weather, many of Monroe County’s homeless have lived here for years. Perhaps they lost a job, fell back on rent, are escaping domestic violence or struggling with addiction. Essentially: many the homeless people we see in the Keys were our neighbors a few months or years ago.

The Monroe County Continuum of Care (CoC), the lead agency for homeless services in the Florida Keys, just released its annual “point in time” census of the homeless population.

“This count is mandated by HUD and gives us a snapshot of the homeless population at a given time,” said CoC’s executive director, Mark Lenker. (See graphic).

“The cold weather, and the choppy water which prohibited the Upper Keys from surveying boats, may have made the Upper Keys count artificially low,” Lenker noted.

As of Jan. 29, the CoC also had 164 clients in emergency shelters and 116 in transitional housing, for a total count of 515 homeless in Monroe County.This is higher than in 2018 but lower than 2017.

“We know that Hurricane Irma likely depressed the 2018 count as some homeless took shelter in Miami and did not return,” said Lenker.

These numbers aren’t high, considering the population of the Florida Keys is about 73,000. That means we are doing something right in keeping our population housed — and that hasn’t always been the case.

“There have basically always been homeless people in the Keys, and the culture was probably less compassionate in the ‘60s and ‘70s,” said Commissioner Sam Kaufman, who is chairman of the board of the Florida Keys Outreach Coalition (FKOC). “I came in the late ‘90s, at a time when there was a significant issue.” Kaufman, who as a public defender in Miami was part of what the Miami Herald billed as “the dream team for the homeless,” noted that in the early 2000s, the Bridle Path on Smathers Beach was essentially a tent city. “There were people sleeping on Duval Street in much larger numbers too,” he said.

That’s when Keys Overnight Temporary Shelter (KOTS) was constructed, and over the years, organizations and individuals have made a concerted effort to house the Keys’ homeless. Two women who have been a huge part of that effort are Elicia Pintabona, executive director of the Southernmost Homeless Assistance League (SHAL) and Stephanie Kaple, executive director of the Florida Keys Outreach Coalition (FKOC).

SHAL has a contract with the city to run KOTS, which houses between 108 and 120 homeless clients any given night, and is again up for movement to a new location in September 2019. While KOTS was intended to be temporary, emergency shelters are necessary, even if the Keys don’t have a huge homeless population.

“Point in time data has shown us that there is a homelessness problem throughout Monroe County,” Pintabona said, “and the issue with those that are anywhere other than the Lower Keys is that they are unsheltered. Our partners in Marathon and the Upper Keys do a great job, but shelter is not as readily available.”

KOTS doesn’t just provide shelter, either.

“We try to get them linked with benefits,” Pintabona said, “like food stamps, a cell phone, employment services, a work uniform, transitional housing opportunities like FKOC, and basic things like getting them a local ID which is now $8.75.”

Transitional housing — moving clients from an emergency shelter like KOTS into a apartment or dorm-like housing with an eye for independence — is FKOC’s territory.

“We provide steps to permanent housing,” said FKOC’s Stephanie Kaple. “We have emergency temporary 90 day housing with very strict rules; then we have transitional housing with fewer roommates and kitchen access; when we move to a third phase, you can just have one roommate, a night job, and we give you opportunities to make mistakes in a safe environment.”

So if these organizations are doing such good in the communities, what’s the problem?

“The problem is,” Sheriff Rick Ramsay said, “nobody wants a homeless shelter close to their business, close to their home, close to their kids.”

“You get a lot of NIMBY,” said Pontabina, “which is ‘not in my backyard.’”

The city had agreed to move KOTS to the property where Easter Seals once was on College Road, but affordable housing took precedence. “At least everyone is trying to be part of the solution, and it’s hopeful, but the city thinks KOTS should stay, and that’s been the response for 15 years,” he said. Ramsay said he thought the Easter Seals property was a “good solution” for the new KOTS location but acknowledged that “they want to do affordable housing because it’s more of a crisis need.”

Affordable housing is a crisis need — and it dovetails with the homelessness problem. Kaple highlights the problem of wages not matching cost of living in the Keys.

“A lot of people presume that the people in the shelter are unemployed,” she said, “But most clients have a full-time job if not a second or third part-time position.

They are underemployed.” Getting homeless people into jobs that can sustainably allow them to pay rent — not to mention childcare — in the Keys is a huge feat. The organizations that feed into the CoC also compete with each other for grants.

Pintabona said, “Part of the problem is that right now, it’s a well-maintained issue. If it was a huge problem, it would have a huge will. But this problem actually needs support desperately.”

One is that all of FKOC’s 172 beds are also in Key West, meaning many homeless in the Middle and Upper Keys find unconventional shelter in places like the mangroves. Marathon does have Keys Area Interdenominational Resources (KAIR), which provides social services, and Independence Cay, offering a dozen beds for men, but there are not close to the resources available in Key West.

The second concern is that the county has been pressing the city to move KOTS for 15 years. It is on county property at the Sheriff’s Department, which has voiced complaints, and neighboring Sunset Marina condo owners filed a lawsuit with the city for KOTS being next door to their gated community. While KOTS is cheaper for taxpayers — a night at KOTS is under $10 while it’s more than $100 at the jail — there are still occasional issues with clients on the sheriff’s property, a case in point being last week with a man stealing the sheriff’s office’s American flag.

scientist with Audubon Florida will discuss how humans have affected roseate spoonbills in Florida

Bay. Jerry Lorenz will present “Pink Canaries in a Coal Mine: Roseate Spoonbills in Florida Bay,� on Wednesday, April 10 from 5 to 7 p.m. at the Keys History & Discovery Center at MM 82 on the property of the Islander Resort in Islamorada.

Lorenz, of Audubon’s Everglades Science Center, will pull together Audubon’s more than 80-year record on spoonbill nesting patterns in Florida Bay with his personal experience in studying the fish on which spoonbills feed, constructing a story of how the human population explosion in southern Florida has affected spoonbills. Lorenz demonstrates how the

destruction of wetlands for urban and agricultural use has endangered not only spoonbills, but myriad other creatures and entire ecosystems that drive our touristbased economy. Most recently, the work has focused on their response to increasing water levels in Florida Bay caused by sea level rise. Like the canary in a coal mine, roseate spoonbills are letting us know that there is something drastically wrong with our environment and that continued runaway development will not only ruin our remaining wildness areas but our lifestyles as well.

“E

verything I tell you may not have happened, but everything I tell you is true,� says Caren Neile to her captivated audience at the Keys History & Discovery Center recently. As she tells different versions of the same stories – from France, Indonesia, Malawi and even here in the Florida Keys — Neile reminded the crowd: “The truth of these stories is not in the fine print. The truth of these stories is in the fact that they’ve been told for years.�

Neile is an affiliate professor of the Florida Atlantic University School of Communication and Multimedia Studies. And she’s a master storyteller. At a recent lecture at the Keys History & Discovery Center, Neile recounted some of her favorite short stories and tall tales from the Sunshine State. “While the names may be different and the clothes are different, the stories are the same. These stories are told over and over again because they tell us who we are,� she said.

Everyone is glued to her words and movements, giddy with her perfectly timed transitions and breaks to the fourth wall. “Guys, it gets worse!� Neile makes a face as she leaves a pregnant pause for her audience to take it all in. They all nod eerily as she asks who’s written letters to the infamous Robert the Doll. In another story, Neile smacks

on her fingers to emphasize the deliciousness of a particular food as her audience laughs along in delight. Neile immediately counters this with a story about a local man’s unhealthy obsession with a deceased beauty. Her audience cringes, not quite ready to hear what he does next.

She also described the supposed discovery of the original Aunt Sally’s Key lime pie recipe by a ghost hunter in Key West. Others seem closer to cultural myth, telling of how Lake Okeechobee was formed by a young boy turned snake who ate glowing green fish against his mother’s warning and eventually coiled himself into the ground to form the huge lake. And still others are more historical, referencing such lofty figures as Plato.

As our stories become laden with meaning and importance, they help us understand ourselves and our own place in this world. “Stories are precious. Our lives are an overarching story, and an overlapping story,� Neile concludes, inviting attendees to share their stories. “Everyone has not one, not two, not 10, but hundreds and thousands of stories.

Author in town for book signing

H

e’s a frequent visitor to the Keys. Pastor and author Jason Korsiak recently visited town not only to meet with the Burton Memorial United Methodist Church congregation, but he also stopped by the libraries in the Upper Keys to chat with people and show and sign his first book.

Called “Marvin Mac’s Bad Day,” the book is a macabre storybook for grownups. You might have had a bad day, but Korsiak says you’ve never had a Marvin Mac day. Korsiak visited the Key Largo and Islamorada libraries as well as Hooked on Books.

“It’s an adult story about the worst day in the life of the unluckiest man in the world,” he said. “It’s just one of those days where everything possibly wrong goes wrong.”

Written and illustrated by Korsiak, the book is based on a story he wrote and drew as a kid, and it’s

something his parents ended up holding onto. He admits the original version is a little darker and offbeat.

Many years later, he decided to go back to the idea and flesh it out a little more to fulfill his childhood dream of releasing his first book. It was released in April 2017.

“I tried to do this book for about 10 years,” he said. “It’s a refreshing departure from most of my books that skew spiritual and nonfiction.

This book allowed me to flex that other side in me.”

wenty-five years later, the pain is still there for the family and friends of Shannon Melendi, the 19-year-old Emory student who disappeared in Atlanta on March 26, 1994.

With support from the Keys communities and beyond, 25 years later, the family still fights to seek closure and justice.

On Luis Melendi’s desk inside his Key Largo photo studio sits a stack of petitions that will be sent to the Victim Services Office of the State Board of Pardons and Paroles in Georgia. Those petitions being circulated by the Melendi family ask the Georgia Parole Board to deny parole to Colvin “Butch” Hinton, the man who confessed to kidnapping, raping and strangling Shannon Melendi. Hinton’s set to get his next parole hearing no later than February 2020, as conditions in his life sentence make him eligible for parole every seven years.

“I can’t allow him to be set free,” Luis Melendi said in a recent sitdown with the Weekly. “I don’t want him released into any community.

Shannon had to die to prevent him from murdering anyone else. That’s the only solace I have. If he gets out, he will kill again. There’s no doubt in my mind.”

Shannon Melendi was last seen at the Softball Country Club in Atlanta where she was keeping score of a game. At about noon on March 26, 1994, she vanished after leaving for a lunch break, and no one knew where she went. After being indicted, found guilty of Shannon’s murder and denied an appeal of the verdict, Hinton, who umpired the softball game, confessed to the crime 12 years later, in 2006.

“When we left the court after he was found guilty, we were told at that moment that the law in Georgia, it was life with no parole,” Luis said. “Two weeks later, we were informed that the law changed to no parole in 1998, but since the crime was committed in 1994, there’s a loophole in the law that sentencing has to be in accordance to when the crime was committed. That loophole in Florida is corrected, but in Georgia, it’s still there.”

Shannon, who graduated from Southwest High School in Miami, was in the top 3 percent of her class of 486.

She was president of the junior and senior class, a captain on the debate team for three years and an athlete who was also in the National Honor Society. During her senior year, Shannon spoke before the United Nations and U.S. Congress for the National Leadership Conference.

With options to attend Georgetown or American University, she decided on Emory in Atlanta, where she majored in political science and Spanish. After completing her degree, she planned to join the Navy and attend law school. She would then retire as a naval commander.

Luis said tens of thousands of petitions have come in over the years to deny parole to Hinton and keep him in prison. And while a petition total won’t be given until the next parole hearing, Luis said he’s been told by Victim Services that there’s a closet for Shannon with boxes and boxes full of petitions and letters. Petitions are coming in not only from Florida and the U.S., but also countries abroad. Luis said it’s due to programs like “Forensic Files” and “48

Hours” that are airing across the world.

“Spain, Germany, France, Australia, New Zealand and many more,” Luis said.

With petitions to keep Hinton locked up also comes the community awareness. Over the years, the Melendi family, law enforcement officials, prosecutors and others involved in the case have gone into classrooms to speak with high school students. As they prepare to enter college, Luis is speaking to students who come for their senior pictures and offering words of advice to make them aware.

“If something doesn’t feel right, then it isn’t,” he said. “If you’re in that situation, get out of it.”

BRIEFLY Take a ride through time this weekend The Matecumbe Historical Trust “Trolley Tour Through Time� will continue on Saturday, April 6 and each Saturday through April, starting at 10 a.m. at the Islamorada Moose Lodge, 81573 Old Highway.

Habitat ‘Fore’ Humanity golf tournament set The 19th annual “Liars and Cheaters Golf Tournament,� hosted by Snappers, will benefit Habitat for Humanity of the Upper Keys. It will be held on Friday, April 19 at the Redland Golf and Country Club, 24451 SW 177th Ave. in Homestead. “We continue to rely on the generosity of our community to help us build homes for low- to moderate-income families in need," said Jack Niedbalski, Habitat executive director. "We’re currently building 16 homes on Windley Key, our largest project to date. This golf outing provides a great opportunity for participants to have fun while contributing to a great cause.�

Jeff whipping up some delight

Y

ou may have been to breweries and wineries for tastings. What about a meadery? In Key Largo near MM 99.3 Oceanside, Jeff Kesling is crafting some of the finest mead, with 11 different flavors to taste and enjoy.

April 1 marked the secondyear anniversary for his business, known as Keys’ Meads. Kesling, owner and founder of the business, began home brewing for fun. Today, he’s staying busy manufacturing and distributing his products.

“I didn’t see this as the end game,” he said. “It turned out to be a great end game.”

What’s mead? It’s an alcoholic beverage created by fermented honey with water. It can also have fruits and spices in it. Kesling said it’s an alcoholic beverage alternative to beer, wine and hard liquor.

Kesling said his products at his meadery, located at 99353 Overseas Hwy., have primarily a honey base. But he also does fruits and spices in some of the meads. From the traditional mead with just honey to the Jamaican cherry and orange cream, stop in for a tasting and bring some back home for others to enjoy.

What’s the first thing you do when opening up shop? I usually check inventory. I have a day job as a civil engineer, so I’m always checking my email too.

Do people ever ask what a meadery is? All the time.

But usually by time they get through the door, they do research. Sometimes they get it confused with a meatery. It isn’t common, but it does happen.

How many cups of mead does it take to feel drunk? Depends on the person. For me it doesn’t take a full glass. If you’re more of a drinker, it could take two glasses. It also depends on what level of drunk you consider.

What’s the alcohol percentage? They’re in the 12 percent range. I’m finding that most people enjoy the flavor more with it at 12 percent, so it seems to be a good mark to hit.

What’s a mead people should come try out? Everything. But the one people usually walk home with is the Jamaican cherry. I tell everyone they should try all meads because you never know what you’ll be a fan of. I can usually predict to a degree, but people surprise me every day, which is one of the things I really like about it.

How much fun are you having with life right now?

Too much.

When you’re not working, what are you doing?

Building an addition to the house and baby sitting … wait a minute those are work things.

Where’s your go to spot when you have some time to chill? T&T Hobbies in Key Largo. I’m a gamer.

What’s your all-time favorite movie? It’s a toss up between “Serenity” and “Braveheart.”

Was there someone you looked up to when you were young? My dad.

What’s a superpower you wish to have? Teleportation.

Your favorite kind of music? These days everything except rap and country, but I mainly like everything.

I’d say a little bit of everything, heavily leaning towards alternative. Imagine Dragons would be my favorite band. It’s filled with emotion and positive stuff.

What’s a trip you’ll never forget? Where are some places you want to go? Philmont, New Mexico. I went there on a trip as a boy scout. That’s the trip I remember the best. There’s something to be said about hiking through the desert in 10 days. I’d love to go to Indonesia, Australia and I’d love to hit the Caribbean.

Your go-to drink? Water. Because of the Philmont trip, you learned to appreciate just how good water is. You’re in a desert for 10 days. Water is the most important thing.

hi Sigma sorority has announced the 10 finalists for the 2019 Miss Coral Shores Scholarship Contest. This year’s finalist will compete for one of three titles awarding over $2,000 in scholarships. The queen’s scholarship is sponsored by past queens and the first and second princesses receive their scholarships from a sister sorority, Sigma Omega.

The finalists will be judged on poise, presentation and their personal showcases on Saturday, April 13 at 7 p.m. at the Coral Shores Performing Arts Center.

The top five will be asked a question for additional points, with the top scorer being crowned “Miss Coral Shores.” The top qualification that gained the finalists entry was an unweighted GPA of 3.0. A personal interview and a spontaneous essay helped the judges to select the top 10.

On March 31, Capt. Nick Stanczyk and the “Broad Minded” caught this 757-pound swordfish. Stanczyk said it took eight hours to haul in this monster. He said he couldn’t believe they were able to put the 700-plus-pound giant on the dock off Islamorada.

wo awards for artists of the Art Guild of the Purple Isles were presented at the end of the 53rd Annual Judged Members Show. This year’s show was one of the largest in the history of the Guild, welcoming over 1,000 visitors during the 20-day show at Keys History & Discovery Center in Islamorada. Guests voted for their favorite piece of art or photography, which determined this year’s Peoples’ Choice. “Cottage By The Sea,” an acrylic painted by local artist Jacqueline Campa, is this year’s “Peoples’ Choice.”

Beverly Brown’s “Day is Breaking” depicts a large white egret in its Keys habitat and was chosen for The Cris Sandifer Memorial Artists’ Choice Award by artists in the guild. This is the third year for the award, which was launched in 2017 in memory of Cris Sandifer, a longtime prolific contributor to everything art throughout the Keys.

The public can still enjoy original art at two venues in the Upper Keys throughout the summer. The permanent exhibits are at Key Largo Chamber of Commerce, MM 106 during chamber open hours and in the second floor lobby of the Tassell Building, Mariner’s Hospital, MM 92.

SNATCHING LIONFISH

O

n March 30, REEF held its seventh annual Winter Lionfish Derby at Sharkey’s Pub and Galley in Key Largo.

The event is a single-day competition for participants to collect and remove as many lionfish as possible. Teams collect lionfish by netting or spearing while SCUBA diving, free diving or snorkeling. Teams began at sunrise, and they were required to bring their catch to the scoring station. Each fish was measured and prizes were awarded for teams catching the most, biggest and smallest lionfish.

SARA NILLSON: Keys Weekly 1. Bob Elkins, of Key West, drove up for his third Lionfish Derby with his first mate and team member, Django (his dog). Team Bottle buddies came in 2nd with 138 lionfish and won the prize for smallest lionfish (77 mm).

2. Team Proweb Zookeeper celebrates their win for largest lionfish, a whopping 417 mm!

3. Volunteer Fred Hartner teaches Mary McIntyre and Jeff Gillingham how to fillet lionfish safely.

4. Sisters Colette, 4, and Parker Blanche, 7, practice spearing plush lionfish at the derby. Their dad, Steve Blanche, is a local fisherman.

5. Nancy Perez, Betty Siersma and Laura Hartner prepare fresh ceviche bites for everyone at the derby to try.
