JOE ROTH CHOSEN FOR FKEC

F

lorida Keys Electric Cooperative announces that Joe Roth has been elected to serve a three-year term on FKEC’s Board of Directors in the March 22 election for District 2, Tavernier. Don Horton and Donald Davis opposed Roth for the seat.

Polls were open in District 2 at the Tavernier Florida Keys Electric Co-op office from 7 a.m. to 7 p.m. on March 22.

Roth received 271 votes, Horton 229 and Davis 25.

In 2017, Roth was appointed to the FKEC board to fill the Tavernier, District 2 seat left vacant when Frank Hawkins retired. Roth has lived in the Upper Keys for nearly four decades, and for the past 18 years he has owned and operated Regan Insurance, serving clients throughout the Florida Keys and the state of Florida. Prior to that, he owned and operated Holiday Isle Watersports.

County, cities still waiting on FEMA funding

A

cross the board, the governmental entities in Monroe County have yet to receive any federal funds associated with Hurricane Irma. In fact, the City of Marathon, Key West, Village of Islands and Monroe County have self-funded every bit of recovery that has happened since Sept. 10.

It is, admittedly, a very complicated process to submit a “project worksheet” or PW. And, yet, professionals started the job when Keys officials were still operating out of the Emergency Operations Center. From the beginning, Keys officials understood that every “i” had to be dotted and every “t” had to be crossed in order to apply successfully and receive the federal dollars administered by the Federal Emergency Management Agency, the so-called Public Assistance Grants.

“It’s cumbersome,” said Key West Finance Manager Mark Finigan. “The money is not flowing down. We have several ‘PW’s’ at the state level that don’t seem to be moving forward. Our federal FEMA representative, in place locally to support us, is unable to give us answers as to why this is not moving forward. I wish the state would assign a FEMA representative to the Keys, too.”

For example, the City of Marathon submitted one PW for citywide safety inspections in the amount of $441,720. It was sent to FEMA on Nov. 9, 2017. It has been “obligated” — meaning FEMA has

approved the project — but has been stalled at the state level since then.

The costs associated with Hurricane Irma to local governments are staggering.

Monroe County estimates it will cost $93 million. The Village of Islamorada says $6.4 million. Key West estimates $16.9 million and the City of Marathon estimates $30 million. Those are estimated costs, but it’s an important factor because in past storms, those round numbers were then used to expedite funds to the affected public agency. For example, in the case of Monroe County that does not include future requests for mitigation or repairs to the airports.

“They used to expedite 50 percent of the claim, and then figure it out later,” said Monroe County Administrator Roman Gastesi on the advance of “upfront” money, “but they are not doing that any more.”

According to U.S. Rep. Carlos Curbelo’s office, Florida did not request expedited funding for emergency work which may have been requested by other states/territories.

Gastesi and other Monroe County officials traveled to Washington, D.C. last week seeking more recovery dollars, including for canal cleanup. He said he had the opportunity to meet with Florida’s FEMA Director Wes Maul. Maul told

Gastesi that the Monroe County requests for funding had been assigned, but not “tasked” to an outside consultant, and would be shortly. Gastesi added that he hopes to see some activity this week.

“Listen, FEMA is overwhelmed. There were three hurricanes, and fires in California. It’s a complicated process, and ultra sensitive because there have been issues in the past,” said Gastesi.

According to the New Orleans TimesPicayune, the Hurricane Katrina Fraud Task Force said it had prosecuted 1,439 people in half the country’s 94 federal judicial districts for illegal activity related to hurricanes Katrina, Rita and Wilma.

Several entities reported that the amount of Katrina fraud could near $1 billion.

“What complicated things is that FEMA initiated a new reimbursement process and model on Sept. 17, 2017. So even the consultants and FEMA employees had to learn aspects of the new model,” said Islamorada Finance Director/ Deputy Village Manager Maria Basset.

Islamorada only recently received its final payment from the results of Hurricane Wilma-related expenses. Wilma hit the Keys in 2005.

The PW funding requests first land on the desk of a federal agent, a FEMA Program Delivery Manager. There is reportedly one in the Florida Keys who conducts weekly meeting with municipal and county stakeholders. After he deems

it ready, it moves to the FEMA consolidated reporting center where it undergoes more checks such as environmental review. If it meets approval there, then it heads to the state Department of Emergency Management and the Public Grants division.

But Texas and Puerto Rico, for example, are faring differently after disasters there. There is wide disparity in how FEMA has obligated funds among states for events that happened both before Hurricane Irma, and after. For example, there is $633 million of obligated public assistance grant money for Hurricane Harvey in Texas. There is $1.3 billion for Puerto Rico and another $442 million for the Virgin Islands to recover from Hurricane Maria. So far, $26 million of public assistance grants have been obligated for the state of Florida to pay for Hurricane Irma.

Monroe County has obligated funds totaling $3.3 million out of a total $16 million submitted to FEMA in estimated damage. Every single dollar of that is accounted for by a professional adjustor, an expensive proposition.

The county, Marathon and Key West are using Adjustors International for help with FEMA forms. The Village of Islamorada has two adjustors from DMS Disaster Consultants and those services have already cost the village $400,000. Key West is including the administrative cost

of these professionals as part of each PW. (For example, Key West submitted a reimbursement of $65,000 for emergency repairs to a footbridge; an additional $1,467 was requested to pay for the administrative costs.) Monroe County has a 26-page contract with Adjustors International. It is paying the Engagement Manager $275 per hour which includes lodging and other expenses. The Project Officer and Public Assistance Specialist are paid $205 and $175 hourly, respectively, including benefits.

Marathon has taken out a $10 million line of credit to cover Hurricane Irma recovery costs. Monroe County has a $40 million line of credit. Both Islamorada and Key West have been able to self-fund the projects thus far, but the lack of cash affects which types of projects it can tackle.

about $4.5 million in unassigned funds.

The extra money has been used to cover Irma-related expense since last fall, but that money is gone now, said Bassett.

“If we don’t get reimbursement by the time we start on other projects, like Anne’s Beach, for example, then we could move on to borrowing money and taking advantage of the grants we have in place to go forward with the projects,” said Bassett.

The City of Key West is having a similar experience.

“For example, we’ve already spent $100,000 on repairs to Fire Station 3,” said Key West’s Finigan. “It has a partially collapsed roof, needed mold remediation and the generator inspected. That work has been done and paid out and we are putting together a PW to submit to FEMA.” Key West has yet to tackle the estimated $1 million restoration of the basin seawall between Margaritaville Resort and Mallory Square connected by a footbridge. Finigan said engineers have been sent out to look at those needs.

“We can move some of our capital around, defer the capital plan so we can get that accomplished,” he said.

City of Marathon Chuck Lindsey said one of the most glaring needs in Marathon is to have Sombrero Beach restored.

He said the city is not in a position to pay for the design, engineering and construction up front. “I can’t do that until I get an infusion of cash. I have to keep things rolling,” he said.

wen Graham, who is running for Florida governor, visited the monthly luncheon of the Upper Keys Business and Professional Women on March 21 to talk about women’s history, her time as a Congresswoman, and the future of women in politics. Graham, a Democrat, announced she was running for governor last May, after spending two years in the U.S. House from 2015 to 2017 representing north Florida’s 2nd Congressional District.

If elected, she would be the first woman to serve as Florida governor, but not the first in her family: she’s the daughter of former Florida Governor Bob Graham, who was in office from 1979 to 1987.

In Congress, Graham sat on the Armed Services and Agriculture committees. Born in Miami, her childhood included trips to the Keys. “It’s wonderful to be back,” she said.

After the luncheon, Graham, along with former Rep. Ron Saunders, Upper Keys BPW’s Pam Martin, and members of the press, sat and discussed issues affecting Monroe County and Florida.

Here are some highlights: On the film industry and “Bloodline:” I know the Keys in particular has issues I want to see that we address as governor, which is to bring back the film industry, bring back the support of what I know adds so much to the economy here in the Keys. I’m a “Bloodline” fan; I’m still upset that got canceled because we didn’t have the resources supporting the state of Florida for the continuation of that series.

Gubernatorial candidate Graham talks issues

On what women’s history month means to her: It means that I want to make sure women are equally represented in every aspect of society. I’ve grown up in world that we’ve seen a lot of changes. I want my daughter to be able to tell her daughter that the world has changed and we do have equality for women and men.

On the record number of women running for office: Not only are they running, they’re winning and forcing a change in our government. I think this is a movement that started the day after the last presidential inauguration (and) that will not be stopped.

On protecting the environment, and tourism: If you don’t have that, you’re not going to have the base of Florida’s economy, which is our tourism economy. We need to branch out because we are beholden to it, but certainly if we don’t protect our environment we’re going to lose that as well, and not just for tourism but I want Florida to be a vibrant place for people to want to live, not just people who move here after they retire, but those who want to raise a family here. The environment is part of what being a Floridian is all about.

On wages: We have to raise our minimum wage and look at where people live and their cost of living and have that reflected as well in the wage of the area .The reality is that it costs a lot more to live in the Keys than it does other places in Florida. We need to bring the jobs that allow you to work one job and have a life.

On the legislature sweeping more than half of the funds earmarked for state and local affordable housing programs into general revenue funds, and the failure to fund the Sadowski Affordable Housing Trust Fund: My commitment as governor is going to be to use the resources as they were intended, whether it’s the Sadowksi trust, the lottery dollars, Florida Forever, or medical marijuana, which was the last of the constitutional amendment that’s being ignored by the legislature.

On using veto power as governor to direct legislature to purchase environmentally sensitive lands: Absolutely. I’m looking forward to working with the legislature. I’m someone that respects and appreciates different points of view; however, what is non-negotiable is going to be getting us back on track with many of these issues that are important.

There was a constitutional amendment that passed (which proposed giving Floridians the right to “a clean and healthy environment”) and the people of Florida spoke loudly, I think it was over 70 percent of Floridians voted for that. What’s most precious here in Florida is what has still not been developed. We need to be using those resources to protect our beautiful environment for the future of Floridians.

On improving access to health care for veterans in Florida: One of the concerns I have about the VA is how long it takes for veterans to get the services they are entitled to.

I think the (Veterans) Choice Program was a good idea, but what we really should do is allow any veteran to go to any doctor they want to go to. Competition is good, right? It would increase the opportunities to get care, and would improve the coverage overall.

One of the significant concerns is the need to have that mental health care for our veterans as they return home facing great challenges. I know veterans who they are just trying to throw pills at them, and it needs to be a comprehensive approach. I get it. I’ve been to Afghanistan.

On sensible gun reforms that are attainable: I absolutely believe we need to have universal background checks.

The fact you can go to a gun show (and) buy a gun that avoids any of the requirements that a federally licensed gun dealership has to meet. So the recent bill that just passed has massive holes in it because you can go to the internet or you can go to a gun show, and be 18 and buy a gun, and you don’t have a waiting period. I also believe very strongly that we need an assault weapons ban.

On reforming aspects of civil liability law and the criminal justice system in Florida: One of my responsibilities in the past as a lawyer gave me great insight into our criminal justice system. We need to make sure we have an equitable system, we need to make sure we’re providing quality representation.

In terms of policing, my husband is in law enforcement, he is working right now to develop a law enforcement center at Florida State University focusing on community policing.

I believe in forming those relationships and having community policing so that if you do have an issue you feel safe going to law enforcement, or if they know you, and see that there is some way they can help you in your life, they are there.

On reforming Florida’s education system: We have to end the high-stakes testing culture that’s taken over our schools. As someone who is passionate about education, we have to allow our teachers to teach. What the state of Florida has caused (is) a teaching to the test culture in our schools across the state, and it’s really hurting our kids.

SIDE-SPLITTING SPELLING BEE Key Players put on musical comedy GABRIEL SANCHEZ

emember your first spelling bee?

Remember how terrifying it was?

If you’re the 99 percent of people who’ve never won a spelling bee, you’re probably normal. If you’re the 1 percent of weirdos who have, then you have may a shot at winning in the Key Players rendition of the Grammy nominated musical comedy, the 25th annual Putnam County Spelling Bee. The musical tells the story of an obscure American county’s unhinged spelling bee and its zany kid contestants. Only thing is that the real life actors are adults, and wackier than you could have imagined. Each character is introduced through quirky songs and flashback skits throughout the bee. Cast members are also joined onstage by four members of the audience, chosen every show to act as spellers.

Don’t expect any help. Official word pronouncer Doug Panche’s “use of the word in a sentence” is hilariously unhelpful.

Have fun trying to spell words like caterjuise, lugubrious, phylactery, or vaguely erotic sounding words like tittup and acouchi.

“It’s a lot of fun, there’s a ton of improvisation,” said actor Jacob Poelma. “I have so many favorite words that I pick new ones every night, plus I get to ding the bell … and try to keep a straight face.”

The cast of “kiddos” does everything possible to elude that dreaded “ding” of the bell. Uttering even one incorrect letter means comfort counselor Mitch Mahoney (who’s only helping out with the spelling bee as part of his court mandated community service) escorts you off.

“This is my first production with the Key Players, and this is the most outgoing of the characters that I’ve played, and totality out of my comfort zone,” said Seamus Dougherty of the role of Mahoney. “It’s probably the role that I’ve loved to play the most, because of how much its complexity has helped me grow as an actor.”

Some of the more memorable performances are Pandemonium, Magic Foot, and I’m Not That Smart. In all, the show has 22 musical numbers.

Who’s taking home the coveted trophy this year? Will be it overachieving Marcy Park? Could last year’s finalist, Willam Morris Barfée, win? Or maybe shy newcomer Olive Ostrovsky? It’s anyone’s guess.

Anything can happen at the 25th annual Putnam County Spelling.

t’s pretty difficult not to gush over the new Tavernier brunch spot, Over Easy. The diner may have just popped up in Tavernier in December, but with a growing fandom of foodies already under its belt, it’s already making waves in the Upper Keys dining scene.

“Our style is a mix of American and Latin inspired foods,” said owner Daniel Pinto. “Our approach to food is very healthconscious. We use ingredients like quinoa, avocado, agave, and natural sugars, like in our 100 percent all-natural maple syrup.”

The majority of the brunch spot’s sauces are homemade, like the strawberry jelly, chipotle, ranch salsa, green chili sauce and Hollandaise sauce.

No stranger to the spotlight, the Arizonagrown franchise’s Chicken & Waffles have graced TLC’s “Best Food Ever,” while their Waffle Dog, an order of three vanilla battered and fried sausage links, has starred in Food Network’s “Best Thing I Ever Ate.” Over Easy has capitalized on the latest food trends by making plates, like avocado toast, a central item on the menu.

Avocado toast has become all the rage among millennials for its health benefits and irresistible hipster appeal. Thankfully, you don’t have to wear skinny jeans and know every word to a Jenny Lewis song to enjoy Over Easy’s selection – and you certainly get your money’s worth.

Each order of toast uses a whole avocado.

“You get your healthy kick to start your day,” said server Emily Bullard of the avocado’s superfood status. “Usually people crave something fried in the morning, so avocado lets you add a little balance.”

Over Easy’s original avocado toast comes with whipped ricotta, chili flakes, and tomato. The most popular of the toasts is the Caprese, with its grape tomatoes, mozzarella cheese, and tangy balsamic glaze. The Protein Avocado lets you add bacon and sausage. The Mediterranean is a good mix of all three with bacon, feta cheese, and grape tomatoes.

The “Cakes” section of the menu includes French toast, old fashioned waffles, lemon ricotta pancakes with fresh berries, buttermilk pancakes, protein pancakes with quinoa, pecans, granola, and wild blueberries. Omelette options include the Southwest, the Crying Pig, the Mile High, and the Cali. Or you can build your own.

What are your plans after high school? My plans are to go to college and major in marine biology, possibly.

What three things would you like to accomplish before your 10-year reunion? I would like to have graduated from college, have my own place, and started a job that I love.

A CONCERT WITH CLAWS Florida Heritage themed performances has variety The Florida Keys Community Concert Band held the second installment of its Mosquitos, Manatees, and Mangroves show on March 24, highlighting aspects of Florida’s history and heritage through song.

As part of the show, the park behind the Murray E. Nelson’s Government and Cultural Center doubled as a petting zoo and wildlife exhibit for a number of very special guests, including Hassan, a fully grown tiger. “Pirates” also made an appearance. Go figure. The final performance for the community concert band’s season is at 4 p.m. on Saturday, April 21, when local kids join the band for its annual Young Musicians Concert.

SPRING VIBES Festival warms up Islamorada

sland Fest marks the year’s first chance at springtime fun and sunburns. This year’s fest at Founders Park delivered on both promises.

The homemade boat races included the first-ever kid’s division, and provided a lot of laughs. The finale to the “Taste of Islamorada” culinary competition came to a shocking conclusion with the first-ever tie for best entrée going to the Twisted Shrimp and the Islander Resort. Scholarship money, business partnerships, and prizes were awarded to dozens of hardworking local kids who participated in the first ever Keys Kids Business Faire.

Shoppers browsed the work of more than 100 artists, photographers and crafters, while the All-American Road Vintage Cruisers Car Show showcased dozens of rides from every era.

Miami’s Pit Bull of Blues, local singer/ songwriter Leah Sutter, and the Coconut Cowboys entertained crowds throughout the weekend.
