ecently, the Weekly spoke with all candidates for Key West mayor and gave them a chance to voice some views and agendas. By and large, the biggest issue is affordable housing. One simply cannot be a candidate without addressing the housing crisis. But there are other issues as well.

So we asked locals…

Aside from affordable housing, what other issues should the mayoral candidates be addressing?

“Bicycle friendly streets; we need more safe transportation,” said Erika Biddle. “The Duval Loop is great start but we also need better transportation like that between old town and Stock Island.”

“The commercialization of Duval is too much; people just don’t want to go to it any more,” said Ernie Kent. “It’s losing its character and isn’t a viable place. We lose it, we lose the tourists and the locals.”

“Over-population. We are at a saturation point here with visitors and traffic. It is affecting the quality of life,” said Kitty Clements.

“They need to control the influx of businesses up and down Duval,” said photographer Larry Blackburn. “Make up shops are scamming everyone, local artists are being ripped off, parking is a problem. It’s not good.”

“Emergency communication,” said Dotti Gifford. “After Irma, there was no real way to communicate up and down the Keys. It should be a high priority.”

When I first joined the tax-writing Ways and Means Committee last year, I wanted to be an advocate for South Florida priorities. incredibly proud to see my colleagues from both sides of the aisle support the legislation and get it quickly signed into law.

The bill took several steps to help American families and communities recovering from Hurricanes Harvey, Irma, and Maria, including: • Expanding the deduction for personal casualty losses by eliminating income requirements to qualify and the requirement that taxpayers must itemize deductions to access this tax relief.

• Allowing hurricane survivors penalty-free access to retirement funds and flexibility to pull loans from their retirement plans.

• Suspending limits on the deduction for charitable contributions — not only encouraging generosity from across the country, but also rewarding individuals and local businesses who were contributing to charities to help their neighbors in need.

• Providing a tax credit for up to $2,400 per employee for disaster-affected employers to pay their employees.

• And allowing taxpayers to refer to their earned income from 2016 to ensure those who did suffer wage losses could still make the most of tax deductions like the Earned Income Tax Credit (EITC) and Child Tax Credit.

As Tax Day approaches and returns start coming back, I know the steps we took through Disaster Tax Relief will alleviate some of the financial strain individuals, families, and local businesses are still trying to overcome.

‘IT CAN TAKE YEARS’ EXPERT: NO QUICK FIX FOR AFFORDABLE HOUSING

othing like an election to stir the pot, but in a good way.

The mayoral candidates have each declared affordable or workforce housing as a priority, and not one is shying away from the issue. But how exactly are the candidates going to tackle the housing crisis? That is really the question: what’s the plan? To help voters get an idea of what to look for and ask candidates, the Weekly spoke to William Hettinger, author of “Living and Working in Paradise: Why Housing Is Too Expensive and What Communities Can Do About It.” Hettinger is president and CEO of The Wyndham Financial Group, a consulting organization dedicated to helping communities design and implement housing and community development strategies but, importantly, he is a part-time resident of the Keys and is familiar with our problems.

What made you interested in the Keys? I have been here on and off since 2005 and Key West is an interesting study. I have been following the issue since the hurricanes in 2005, the recession, the baby boom in real estate and now, affordable housing seems worse than ever. The workforce is noticeably gone. This won’t just affect the tourists but the community as a whole. Paradise is now a third-world island in a first-world country.

This is a problem that seems to be getting worse. Where do we go from here? No, not true, the city is making progress compared to a dozen years ago; things are happening, but just not as fast as we would like. Passing the parcels of land on Stock Island and voting to raise the building height was a positive step and showed community proactive involvement.

Should we rely on taxpayer solutions or privatized solutions to solve the crisis? These are the two different processes and both aren’t perfect. Public funding can start with state funding.

There is earmarked money for all of Florida’s housing crisis and also housing funds in the Keys, but it is spread very thin. Usually, these funds are not enough but they can be a start, so don’t overlook them.

(As for) private funding, unfortunately, it is not appealing for developers who specialize in affordable housing to come to the Keys. Very few can do it. It is hard to get those experts to want to deal with the limited land and long approval processes. We have pockets of private models but as a whole, they are deterred by the landscape and government.

So what can local government do? The impetus can’t come from the political sector, because politicians do not have long enough terms. The political class turns over too frequently, so it’s hard to keep an eye on workforce housing because their focus gets drawn away by other issues such as hurricanes, schools, city issues, etc. Also, it precludes someone in city hall or county, because they can’t lobby for certain people or

issues. There has to be outside advocates or lobbyists working on this full-time, a long-term committee devoted to the issue. Lobbying has to start from the outside.

What can a mayor do? It’s the mayor’s job to make the outside influence happen and get an audience. It’s about mobilizing the public, forming the long-term committees, and advocating for the public to come to city commission meetings. If no one shows up, then the government does nothing. It’s in the nitty gritty details of what city commissioners and the mayor tell city staff. The issue really is simplifying regulations so it is easier to build in the Keys. The mayor needs to have staff that are red tape cutters. That’s a long process to revise regulations both here in the Keys and in Tallahassee, but there needs to be components of the city planner’s job that works on this.

Then the mayor needs to mobilize other people, the public, to show support and speak in favor in public meetings.

What is the No. 1 role for the new mayor with affordable housing? The mayor’s role is to make sure city hall is changing regulations and cutting through the red tape, anywhere from land use to parking regulations because it can take years to get anything passed; they have to start now.

reen Eyes” and “The Traveling Companion,” two rarely seen one-act Tennessee Williams plays, will culminate this year’s six-week Tennessee Williams Birthday Celebration, with performances on Sunday and Monday, April 8-9, at 8 p.m. in the Helmerich Theater at The Studios of Key West, 533 Eaton St. Directed by Key West writer and director Stephen Kitsakos, the plays are framed by a series of early poems by the American playwright, who lived in Key West from 1941 until his death in 1983.

“Green Eyes,” written in 1970, is a tale of a young couple on their honeymoon. After a drunken, violent night in a tawdry hotel in New Orleans, the wife narrates a tale to her husband, a Vietnam soldier with PTSD on leave for five days, in which she may or may not have experienced a life-altering erotic encounter. A psychosexual struggle ensues with a surprising climax.

The story of an affluent older man and his young, handsome male companion is central to “The Traveling Companion,” written in 1981. It, too, is set in a hotel bedroom — the swanky Essex Hotel in New York City. The two men engage in a power struggle that dabbles with lust, eroticism, and dominance.

Performers include Alaina Albertson and Michael Catlege, two New York-based actors, and local actors Arthur Crocker, Elena Devers, and Jeff Johnson. Lighting design is provided by Anthony Palmer, costume and hair design by Drama Desk nominee Andrea Varga, makeup by Fiona Torrese, and scenic elements and set decoration by Tennessee Williams Exhibit founders Dennis Beaver and Bert Whitt.

DAYS WHAT ANIMALS ARE ALLOWED WHERE?

H

as everyone noticed the explosion of dogs just about everywhere?

From grocery stores to airplanes, pooches are now a solid part of the people world. Long ago they were relegated to farms, then moved up to house pet (meaning they stayed in the house) and now as the saying goes, you can’t swing a dead cat … okay, bad joke. But dogs have become a regular part of public establishments. How legal is that?

Like stepping in the doggie mierda or merde – that’s what it feels like deciphering the legality of animals in public. Let’s start with the difference among pets, service dogs and emotional support dogs.

Animals defined as regular pets are easy – they can be discriminated against, meaning no goats, kittens, fish, hamsters, fidos, etc. in public places unless the establishment allows them.

Service dogs are legal just about everywhere, because they are trained to help the disabled. There was a time that miniature horses fit the category – not sure how – but not any more.

Now, service dogs are not just seeingeye dogs but also medical alert dogs that can predict seizures for epileptics, help with PTSD, and even ferret out gluten for celiac sufferers in a restaurant. These dogs are trained six months or more for their specialty. There’s a catch, though. There is no legal certification required or legal need to wear a service vest proving their purpose. That would infringe upon the disabled owners’ right to privacy, according to the Americans with Disabilities Act. These dogs are allowed in any public accommodation from airplanes to grocery stores, and management can only ask, according to the ADA, if the animal is a service dog

and what task it performs, since there is no paper documentation to prove the abilities.

A proper service dog, however, is trained for “public access,” meaning in public places it will not exhibit: aggressive behavior, public urination or defecation (only on command), begging for food or affection or hyperactivity or excited behaviors. (Another way to distinguish pets from service animals.) The dog also must be under leash or tether unless the owner’s disability makes it impossible to hold a leash or tether; then, they must act under voice command or signals.

“It’s about understanding dogs as tools,” said David Zuniga, owner of Dogs en Vogue in Marathon. “Unfortunately, because the ADA says it is discriminatory to ask for proof of service, a lot of people take advantage of the situation and sneak in untrained dogs.

And corporations are afraid of litigation, so they let these people slide.”

Now, if the animal defecates, urinates, shows aggressive behavior, etc. then business owners are allowed to deny access or refuse service. And yes, the animal owner has to clean up the mess.

“I wish companies would train employees to ask the right questions; then they can really find out if it is a service dog,” said Sophia Pierce, trainer and also owner of Dogs en Vogue. “The lines have gotten too blurred between service dogs and other animals.”

Service animals should not be approached, petted or offered food, but instead left alone to complete their tasks and focus on their owner. If distracted, they could miss the owner’s cues for help.

That leaves Emotional Service Animals (ESA); what’s their story? An ESA is not limited to dogs, but is any animal that provides therapeutic benefit through companionship, and no training is required. So an ESA is not allowed full public access like service dogs.

Nope, that cute teacup Yorkie isn’t allowed in the store just because it makes someone feel better. There are legal rights for ESAs so emotionally disabled persons will not be discriminated against for housing. Under the federal Fair Housing Act (FHA), an emotional support animal is permissible in a housing unit that has a “no pets” rule. It is illegal to ask about the mental disability, but ESAs do have a certificate. According to U.S. Department of Housing and Urban Development (HUD), an assistance animal is not classified as a pet, so proof starts with a letter from a doctor or even just a medical therapist (kind of blurry classification) to obtain a certificate, nowadays commonly online.

Lastly, Pierce cautions pet owners taking untrained animals into public places. “Owners do not want to leave their animal alone at home but then, the animal may not be mentally equipped for loud public places.” Putting animals in situations they cannot handle can do more harm than good and cause them stress, resulting in aggressive behaviors or again, unwanted accidents. Oh scheisse.

County, cities still waiting on FEMA funding

A

cross the board, the governmental entities in Monroe County have yet to receive any federal funds associated with Hurricane Irma. In fact, the City of Marathon, Key West, Village of Islands and Monroe County have self-funded every bit of recovery that has happened since Sept. 10.

It is, admittedly, a very complicated process to submit a “project worksheet” or PW. And, yet, professionals started the job when Keys officials were still operating out of the Emergency Operations Center. From the beginning, Keys officials understood that every “i” had to be dotted and every “t” had to be crossed in order to apply successfully and receive the federal dollars administered by the Federal Emergency Management Agency, the so-called Public Assistance Grants.

“It’s cumbersome,” said Key West Finance Manager Mark Finigan. “The money is not flowing down. We have several ‘PW’s’ at the state level that don’t seem to be moving forward. Our federal FEMA representative, in place locally to support us, is unable to give us answers as to why this is not moving forward. I wish the state would assign a FEMA representative to the Keys, too.”

For example, the City of Marathon submitted one PW for citywide safety inspections in the amount of $441,720. It was sent to FEMA on Nov. 9, 2017. It has been “obligated” — meaning FEMA has

approved the project — but has been stalled at the state level since then.

The costs associated with Hurricane Irma to local governments are staggering.

Monroe County estimates it will cost $93 million. The Village of Islamorada says $6.4 million. Key West estimates $16.9 million and the City of Marathon estimates $30 million. Those are estimated costs, but it’s an important factor because in past storms, those round numbers were then used to expedite funds to the affected public agency. For example, in the case of Monroe County that does not include future requests for mitigation or repairs to the airports.

“They used to expedite 50 percent of the claim, and then figure it out later,” said Monroe County Administrator Roman Gastesi on the advance of “upfront” money, “but they are not doing that any more.”

According to U.S. Rep. Carlos Curbelo’s office, Florida did not request expedited funding for emergency work which may have been requested by other states/territories.

Gastesi and other Monroe County officials traveled to Washington, D.C. last week seeking more recovery dollars, including for canal cleanup. He said he had the opportunity to meet with Florida’s FEMA Director Wes Maul. Maul told Gastesi that the Monroe County requests for funding had been assigned, but not

“tasked” to an outside consultant, and would be shortly. Gastesi added that he hopes to see some activity this week.

“Listen, FEMA is overwhelmed. There were three hurricanes, and fires in California. It’s a complicated process, and ultra sensitive because there have been issues in the past,” said Gastesi.

According to the New Orleans TimesPicayune, the Hurricane Katrina Fraud Task Force said it had prosecuted 1,439 people in half the country’s 94 federal judicial districts for illegal activity related to hurricanes Katrina, Rita and Wilma.

Several entities reported that the amount of Katrina fraud could near $1 billion.

“What complicated things is that FEMA initiated a new reimbursement process and model on Sept. 17, 2017. So even the consultants and FEMA employees had to learn aspects of the new model,” said Islamorada Finance Director/ Deputy Village Manager Maria Basset.

Islamorada only recently received its final payment from the results of Hurricane Wilma-related expenses. Wilma hit the Keys in 2005.

The PW funding requests first land on the desk of a federal agent, a FEMA Program Delivery Manager. There is reportedly one in the Florida Keys who conducts weekly meeting with municipal and county stakeholders. After he deems it ready, it moves to the FEMA consolidated reporting center where it undergoes more checks such as environmental

review. If it meets approval there, then it heads to the state Department of Emergency Management and the Public Grants division.

But Texas and Puerto Rico, for example, are faring differently after disasters there. There is wide disparity in how FEMA has obligated funds among states for events that happened both before Hurricane Irma, and after. For example, there is $633 million of obligated public assistance grant money for Hurricane Harvey in Texas. There is $1.3 billion for Puerto Rico and another $442 million for the Virgin Islands to recover from Hurricane Maria. So far, $26 million of public assistance grants have been obligated for the state of Florida to pay for Hurricane Irma.

Monroe County has obligated funds totaling $3.3 million out of a total $16 million submitted to FEMA in estimated damage. Every single dollar of that is accounted for by a professional adjustor, an expensive proposition.

The county, Marathon and Key West are using Adjustors International for help with FEMA forms. The Village of Islamorada has two adjustors from DMS Disaster Consultants and those services have already cost the village $400,000. Key West is including the administrative cost of these professionals as part of each PW. (For example, Key West submitted a reimbursement of $65,000 for emergency re-

pairs to a footbridge; an additional $1,467 was requested to pay for the administrative costs.) Monroe County has a 26-page contract with Adjustors International. It is paying the Engagement Manager $275 per hour which includes lodging and other expenses. The Project Officer and Public Assistance Specialist are paid $205 and $175 hourly, respectively, including benefits.

Marathon has taken out a $10 million line of credit to cover Hurricane Irma recovery costs. Monroe County has a $40 million line of credit. Both Islamorada and Key West have been able to self-fund the projects thus far, but the lack of cash affects which types of projects it can tackle.

that money is gone now, said Bassett.

“If we don’t get reimbursement by the time we start on other projects, like Anne’s Beach, for example, then we could move on to borrowing money and taking advantage of the grants we have in place to go forward with the projects,” said Bassett.

The City of Key West is having a similar experience.

“For example, we’ve already spent $100,000 on repairs to Fire Station 3,” said Key West’s Finigan. “It has a partially collapsed roof, needed mold remediation and the generator inspected. That work has been done and paid out and we are putting together a PW to submit to FEMA.” Key West has yet to tackle the estimated $1 million restoration of the basin seawall between Margaritaville Resort and Mallory Square connected by a footbridge. Finigan said engineers have been sent out to look at those needs.

“We can move some of our capital around, defer the capital plan so we can get that accomplished,” he said.

City of Marathon Chuck Lindsey said one of the most glaring needs in Marathon is to have Sombrero Beach restored.

He said the city is not in a position to pay for the design, engineering and construction up front. “I can’t do that until I get an infusion of cash. I have to keep things rolling,” he said.

GOT HORMONES? Womankind hosts bioidentical workshop

S

ounds like a bad pharmaceutical commercial with side effects like sleep disorder, mood swings, weight gain, hair loss and a lot of sweating, commonly referred to as a “hot flash.” Welcome to menopause, ladies, another glorious side effect of having the xx chromosome. Every decade, a new trend or treatment comes along to combat the evolutionary estrogen and progesterone downward slide. So how to decide the best treatment? First, gather some facts by talking to your OBGYN or contacting Womankind, which hosted a hormone replacement therapy workshop on March 28.

Hormone replacement therapy is growing and now bioidentical hormones (BHRT) are gaining in popularity. The science has been around since the ’30s but bioidenticals are an alternative choice to drugs with synthetic or animal-based hormones that can increase risk of cancers, heart attack or stroke.

“Bioidentical hormones are compounds that have exactly the same chemical and molecular structure as hormones that are produced in the human body,” said Dr. David Forest, with Womankind. “I feel compounded BHRT are good, and sometimes a better choice, for several reasons, including lower price and exact, individualized dosing.” Womankind uses a compounding pharmacy, with facilities in Arizona and Wisconsin, called Women’s International Pharmacy (WIP). WIP has been around for more than 30 years, and Forest has used them for almost 20 years.

Some of the controversy around bioidenticals is that while ingredients used are FDA-approved, “compounding” or mixing of the ingredients in certain doses does not always have final FDA approval.

“Because the formula and doses change, some women may respond to the active ingredient or not. The compounding is not always regulated by the FDA and only certain BHRT follow FDA guidelines, but not all,” said Dr. Stanley Santiago, who administers all forms of hormone replacement therapy. “Bioidenticals also can have interactions with other medications, so tell your doctor if you are using them.”

He warns there are risks involved with any hormone replacement therapy, because increasing estrogen can always lead to side effects – for example, cancers and blood clots – so do research before starting any treatment.

Womankind has been treating patients with compounded bioidentical hormones for more than five years, and Forest is price conscious. Patients pay less than $50 per month (including shipping) for compounded cream which contains two types of estrogen, progesterone and testosterone (comparable hormones can add up to $400 to $700 per month).

Many women seem not to distinguish between CHT or bioidentical hormone therapy products and FDAapproved medications and may be unaware of the inadequacy of medical evidence supporting CHT use or unaware of reported concerns with the quality and safety of CHT. Our data suggest that women turn to their physician for advice when considering HT for menopausal symptoms.

Providers can play a pivotal role in helping women understand the different levels of evidence supporting the efficacy, safety, and quality of CHT versus FDA-approved HT and the differences in FDA regulation and monitoring between compounded and approved drugs.

K

eller Williams is a musician in a class all by himself. The charismatic entertainer is coming to the Key West Theater April 5 and it’s a rare opportunity to experience the one-man musical fete. Williams is defined as an independent artist who performs with a multitude of instruments alone on stage and no two performances are alike. Influenced by bluegrass, acid rock, alternative rock, jazz and electronica, Williams uses a variety of instruments to blend sounds and create music both recognizable and new all on his own.

“I am a poser’s dream,” Keller Williams laughs. “I can make any sound with technology.

It gives me more avenues to go down and layers of sound.”

Williams will be on stage with three acoustic guitars, a bass, drum machine, guitar synthesizer and various digital toys. His magic is combin-

ing noise, beats and sound, to play his original music and some covers.

A child of the ’80s, he remembers synthesizers in the basement, cassette tapes of live concerts and following the Grateful Dead. He went to more than 100 Dead shows and still has the tapes. “It wasn’t just about the music but the whole circus. I was hanging with these aged crispy deadheads who told me to appreciate the whole culture, and I am glad I listened.”

He isn’t opposed to his audiences being full of young, hungry and hairy people but agreed that nowadays there is far less stink.

Heavily influenced by the jam and improvisation of the Dead, his shows are that classic “lose yourself to the music” concert but with a modern vibe.

“Expect to hear songs you recognize, some solo acoustic singing and a fine line of dance

beats throughout,” said Williams, who also welcomes group singalongs. Maybe he will play his recreation of The Sugar Hill Gang’s “Rapper’s Delight” – the ultimate nod to his skater childhood and creative musical skills, it’s a music lover’s delight – or “Pumped Up Kicks” by the Foster People, a completely innovative version of the track. Williams was drawn to its passive aggressive message but prefers to keep politics out of his shows. Again, he would rather people lose themselves to the music at least for an hour or two.

“I am adamant about entertaining myself first, then if everyone else is, that’s cool.”

MY PERSON ‘PROVIDENCE’ BROUGHT HAYS AND TOSH TOGETHER

L

ocal artist Jon McIntosh, or “Tosh,” was an editorial cartoonist, Lucky Street gallery owner, an avid part of the Key West art world – but more importantly, just about everyone’s friend. When he passed away two weeks ago from an advanced virus, the abrupt loss resonated deeply throughout the community, but nowhere more than with me. Because he was my person.

When arranging services at St. Paul’s, Father Hooper called our relationship “providence.” Funny, I have never used the term in my life, but it fits — so much so, I wish Tosh were here to tell him. I was 18, at college in Boston and my mother invited me out to lunch to meet her new boyfriend.

There was this handsome, smiley guy in a ponytail. Yes, ponytail, which I almost held against him, but I had recently burned up my college dorm room (don’t ask) and wasn’t in the mood to be anything but a sullen teen. Within minutes, Tosh could not help himself and began cracking jokes about the dramatically labeled “worst event of my life.” (It made the front page of the Herald.) And he was right, yes, burning up your freshman dorm was actually funny. I loved him immediately. Here’s the uncanny part: he was offered the job as my high school art teacher years prior but turned it down. For whatever reason, we were destined to meet. Providence. From then on, for almost three decades during the best and worst possible moments in my life, Tosh was there, being a smart ass, making me laugh and becoming my person.

He was my stepfather, my father, my best friend, often my cohort, my sidekick, or just family for simplicity. Tosh was there for me, then for my husband and then my kids. No matter what, he was there. We shared a long history of friends, hometowns, art studios, art shows, holidays, birthdays, weddings, divorces, births, the best of times and the darkest. We joked that we got each other in the divorce when he and my mother separated; it was a win-win. He didn’t judge people but was a loyal, sensitive, caring man who accepted every good, bad, and ugly bit of everyone — or maybe it was just the free wine at our house. Either way, he was the only person who never knocked, because he was my person.

Providence is the supposed manifestation of care and guidance from some other force. Now, the outpouring of support from Key West, how many people understood and appreciated the goodness, the humor, the loyalty of Tosh has been his last intervention in my life, the last bit of providence. He left me, but he didn’t leave me alone. Key West is our history, our life, our love and lastly, our endless source of laughter. Everywhere I look, he is still here — in his artwork and his friends — because your person never truly leaves you.

ocal resident Kevin Gallagher, a NASA “Solar System Ambassador” volunteer, speaks to a group of 6th and 7th grade students at the Basilica School of St. Mary Star of the Sea in Key West. Gallagher’s appearance on March 23, part of school Principal Robert Wright’s seminar series, focused on NASA’s search for water and life in the universe. Besides being treated to a discussion of recent and future NASA projects looking for water in our solar system, and beyond, the kids got to take home posters from NASA of “Ocean Worlds” in our own solar system. Gallagher is open to speaking to other school and community groups free of charge as part of the NASA Solar System Ambassador Program.

udith Fee could barely speak when asked about her husband Henry and his time at Tranquility Bay Adult Day Care. Her voice shuddered, and tears rolled down her face. “It’s hard to talk about it,” she said. “They are just so wonderful.

When they opened, it was an answer to my prayers.”

Henry was diagnosed with Alzheimer’s disease, affecting his memory and quality of his life, and his wife Judith’s. “They have been challenging his mind,” she said. “He has been sleeping so much better.”

She now has free time to have lunch with her daughter-in-law, and freedom to do things during the day.

“Who knew I would miss ironing so much,” she said.

Henry said he was having a good day, while relaxing at the center. “I had a good lunch; I don’t remember what it was, but it was good.” He likes puzzles and sang “yeeeeeesssssss” in a perfect baritone pitch when talking about his love for karaoke.

Raisel Mendez and her husband Oscar Hernandez opened the Key Largo location in 2012 after Mendez realized there was nowhere for her grandfather to go to socialize and do activities. “It was hard for us to work because we were worrying about him at home,” she said.

Along with karaoke, the center has computers, exercise station for yoga and Zumba, nail and beauty salon area, arts and craft room, and cafeteria. There are two bathrooms and a shower, in case there is an accident.

The staff checks the participants’ blood pressure and blood sugar daily. They also offer door-to-door transportation, even making runs to Big Pine Key to pick up a participant. The Marathon center also travels to the senior center daily for lunch and more socialization.

Fee says Mendez is filled with energy. “As soon as Henry sees Raisel and Ada, he perks up,” she said. “They make everyone feel like the center of attention.”

The Key Largo location has on average 30 people; the Marathon location is now at six after opening in February. The center caters to anyone older than 60 years of age, but anyone with a disability over the age of 18 is welcome. Monroe County has a grant program for those with memory loss, where the co-payment can be as little as $1 per month, which includes the transportation, breakfast, lunch, snack, and monthly field trips (they go places like Dolphin Research Center and Lion Country Safari, at no extra fees). The center is also covered in many insurance programs and they will work with anyone’s financial situation.

“It is very difficult for me,” said Fee of her husband’s condition. “But, now it’s not as bad as it was.”
