he Florida Housing Finance Corporation (Florida Housing) unanimously approved three applications this week to fund the development of affordable housing in Monroe County.

Florida Housing received three applications to build affordable rental housing in the Keys, hardest hit by Hurricane Irma. It initially approved enough money for just two developments. But, during the recently concluded 2018 legislative session, an additional $15 million in State Apartment Incentive Loan (SAIL) funding was also allocated for housing in Monroe County that Florida Housing will administer. That’s on top of the $2.6 million in Low Income Housing Tax Credit (LIHTC) and $10.4 million in SAIL program dollars already approved.

Typically, the Florida Housing Finance Corporation only chooses one Keys project every year, and competition among developers seeking funding is high. In 2018, Florida Housing approved one project in Marathon, and one in Key West — Residences of Marathon and Marty’s Place, respectively. The third project to be approved with the extra funds is the Crystal Cove development, also in Marathon.

“What the county has gained is extra housing for low and extremely low income residents,” said Scott Pridgen, executive director of AIDS Help in Monroe County. AIDS Help is developing the Marty’s Place project in Key West.

The agency has almost 100 units in Key West and serves special needs clients, in addition to AIDS patients.

“This is economics 101. We have high demand but low supply. We need every type of affordable housing, including workforce, and this particular project addresses low income.”

Due to the rigorous standards for Florida Housing financing, these three projects are as close to “shovel ready” as possible — complete with site plans, traffic studies, municipal approval and sufficient building allocations. The final Florida Housing step is a financial vetting, including an examination of the proposed rent.

THE PROJECTS: • Marty’s Place — 47 units AIDS Help currently has 16 units on this property in Key West, located near the corner of Venetia and Dennis streets. Those will be knocked down and replaced with a U-shaped, three-story building featuring a variety of apartment styles.

• Residences at Marathon Key — 55 units This project is located at 4800 Overseas Highway in Marathon on the gulfside. The site plans show nine two-story buildings and four single-family lots.

It will also have a pool and picnic area. This project is located adjacent to the next project, Crystal Cove.

• Residences at Crystal Cove — 46 units Located between 47th and 50th Streets on the gulfside, the plan is to develop 28 RV parking spaces on the water complete with a pool and clubhouse, 46 affordable housing units, and 7,700 square feet of commercial space. The RV resort will be separated from the affordable housing by a gate.

ech Carson was searching YouTube for the phrase “cure for paralysis,” when he came across the video testimonial that changed his life. The patient in the video he watched had participated in a study by a group called Unique Access Medical and had regained movement in his legs. For 24 years, Carson has been partially paralyzed following a spinal cord injury he sustained playing football for Island Christian School.

Carson had read about numerous treatments, and the science behind what the study proposed seemed to make complete sense.

Once he qualified and was accepted, the study would take him to the World Medical Center, an hour’s drive outside Bangkok, Thailand.

There, doctors placed a device known as an epidural stimulator into his body and attached 16 probes onto his central and lower vertebrae.

He was also given 160 million stem cells. In the days that followed, Carson helped doctors “map” his nerves and learned how to use the stimulator to control the muscles responsible for leg movement. Four days in, there was no improvement. Maybe too much time had passed, thought Carson. Then, on day six, he wiggled his foot, and everything changed.

hat have been the results of your treatment? After 24 years on having no movement in my legs, I am able with help from the epidural stimulator to move both of my ankles up, kick my legs out, pull my legs up, and push my legs down. I can do 10-30 of these movements before the muscle starts to fatigue.

That’s really encouraging.

What does the future hold? Hopefully, with hard work, walking in my future!

In the evening, I run through a series of leg exercises using the programs in my stimulator to get my legs to move until the muscle is too worn out to do the movement any more.

Your girlfriend, Kristin, has been by your side through these exciting times. What can you say about her support? Kristin is the best and I could not do any of this, or anything really, without her.

What role do you see for yourself in helping others dealing with injuries? I’ve learned a whole lot over these 24 years, some stuff the hard way from not knowing what a spinal cord injury is all about. So I’ve lived it, learned a lot, and would enjoy helping people and families dealing with this injury to make their lives a little easier by sharing my experience.

You’ve considered writing a book about your experiences. What would you call it? “The Journey.”

Who’s been an impactful mentor in your life? My family with their love and support, and Pastor Tony Hammon.

Your trip to Thailand was eyeopening for many reasons. What was the biggest difference from the States? The accessibility here in the USA is such a gift. There is no ADA over there, and no one fighting to make things available for people with disabilities.

Having grown up around mechanics, you’re a full-fledged gearhead. Chevy or Ford? I’m a Ford guy, so any classic 1965-1993 Mustang is my dream car.

If you had hit the $560 million Powerball what would you do with the money? I would spend some of it on physical therapy, or anything to better my health that would continue my progress to get me up and walking.

I would also give my family and friends money so we would not need to work and could all enjoy life and have fun together any day of the week.

here must have been a rainbow arching from Burton Memorial Church to Snappers on March 17, because this year’s St. Patrick’s Day parade was worth its weight in gold. The festivities kicked off with an army of green golf carts marching off from the Tavernier church down the U.S. 1 bike path. More than 23 of the golf carts participating were from Key Largo’s Silver Shores. Leading the troop of leprechauns were flag bearers and the parade’s original kazoo band. Snappers rolled out a handful of St. Paddy’s-themed dishes for the party and kept the green beer flowing.

sland Fest returns to Islamorada on Saturday and Sunday, March 24-25, featuring art, music, food, classic cars and more. The annual Islamorada Chamber of Commerce fundraiser, now in its 27th year, will take place from 10 a.m. to 7 p.m. on Saturday and 10 a.m. to 5 p.m. on Sunday at Founders Park, MM 87 bayside.

The arts and crafts show will feature some 100 artists, whose works include everything from paintings and sculptures to jewelry, fine crafts and green market items.

Great food is also a mainstay of the festival, with a highlight Sunday at noon with the “Taste of Islamorada” competition.

The All-American Road Vintage Cruisers Car Show will feature antique cars, trucks, motorcycles and rat rods.

New entrants are encouraged.

Among the musical performers will be Miami’s Pit Bull of Blues and Islamorada singer/songwriter Leah Sutter. The Saturday evening Beach Sunset Party and Concert will feature the Coconut Cowboys.

Island Fest offers lots of activities for kids as well.

Also on the show’s first day is the free “What Floats Your Boat?” homemade boat race, which will begin at 1 p.m. Saturday. This year the chamber will introduce a kids’ division, “What Floaties Your Boat,” for children 11 and under with their favorite swimming pool float.

he Monroe County Tourist Development Council wants unallocated capital resource money to be used for advertising the Florida Keys.

Before 2017, any unallocated building project money was “swept” into the advertising fund. But last year, the Monroe County Commission, which governs the Tourist and Development Council, made two significant changes to how bed tax money is spent.

“I have to hear more justification for this,” said Monroe County Commissioner Danny Kolhage. “I’m not sure that we’ve allowed enough time for recovery, to see how the revenue comes in.”

Each requested amount is based on the percent of bed tax revenue the five districts are down from January 2017 figures. Bed taxes refer to the portion of taxes tourists are charged for lodging in Monroe County. The tourism council publishes monthly

One change is that municipal and nonprofit projects would be reimbursed at a higher rate — 100 percent for cities, 75 percent for nonprofits.

The second is that unused capital could not roll over unless there was a special case.

Apparently, Hurricane Irma qualifies as that special case.

In a letter to its advisory committees in February, TDC Chairperson Rita Irwin, Marketing Director Kelli Fountain, and office manager Maxine Pacini expressed an intention to make the advertising request, and asked the five committees to vote independently on the decision to go forward with the request.

tax revenue reports, or “Four Penny” reports, to track earnings, or in this case, lack thereof. Because the reports take months to complete, December revenue reports were used as benchmarks for the committees to consider prior to their vote. According to the council’s March Four Penny Revenue report, Monroe County as a whole is down 20.3 percent in revenue earnings. The five districts show vast disparity, however.

District 1, Key West, is down 14.1 percent. District 2, the Lower Keys, is down 15 percent. District 3, Marathon, is down 30.3 percent. The most affected area, District 4, Islamorada, is down 62.6 percent. District 5, Tavernier and Key Largo, is only down 8.6 percent.

So, for example, in District 5 (Key Largo), there is about $513,000 in unallocated funds. Using the percentage proposed by TDC, 8.6 percent or about $44,000 would be used for advertising instead of brick and mortar projects.

That, however, is planning for an uncertain future. According to the TDC’s own numbers, the county is already making a strong recovery as a tourist destination. How much to spend on Times Square advertising in, say, October of next year is anybody’s guess.

“What was nice about the way it was rewritten was that there was a clause that each district could also ask for consideration to reallocate money,” said Irwin. “Here we have a storm that affected the five districts differently.”

In District 4 (Islamorada), the case for rolling over the money was the obvious choice. Lodging has been the primary reason revenue numbers are down. With just over half of its 1,300 lodging rooms available, the district needed to have a plan for a budget, said District 4 Advisory Committee Chair Patti Stanley.

“We had the highest percentage of hotel rooms out of commission and have seen the highest percentage of bed tax revenue loss. That’s our pot of money for advertisement, so we were looking at nothing coming in for next year,” said Stanley.

District 3, Marathon, voted to request funds be considered for reallocation. Marathon Mayor Michelle Coldiron, who sits on the DAC board, and is also running for a seat on the county commission, cast a dissenting vote. Coldiron said the money originally budgeted for bricks and mortar should stay in bricks and mortar.

“I completely understand that after the hurricane we need advertisement. However, I also believe the money from bricks and mortar could help recover the beaches and provide money for infrastructure so that when a tourist comes here they have a positive experience,” said Coldiron.

Bed tax revenue numbers are slowly improving. From December 2017 to January 2018, District 3’s earnings recovered by 6 percent. Having money for future capital improvements could improve both tourist impressions and local morale, she said.

“I empathize with both sides; however, the City of Marathon actually pulled projects and didn’t ask for bricks and mortar money several months ago, realizing money was tight. Yet we have Coco Plum Beach and Sombrero Beach that could benefit from that money, as well as some of our non-profits,” said Coldiron.

Following the hurricane, the tourist council had allocated $1 million for emergency capital funding and for emergency advertisement. According to the tourist council’s director, Stacey Mitchell, those advertising dollars have been exhausted.

At the tourist council’s March 14 meeting, its board finalized the special request to move the funds. The request now moves to Monroe County Board of County Commissioners to consider at its regular meeting on Thursday, April 19. If approved, the more than $1.6 million additional advertising dollars will be reflected in the budget the council proposes to the County Commissioners this summer.

ishing cold fronts in the Upper Keys and Everglades National Park is a great way to keep the winter blues away. As wave after wave of cooler weather sweep over the Florida Bay, fishing locally around the channels and flats of Islamorada can get slow and downright frustrating. Fish will seek the warmer water of the Gulf and the reef. Anglers need to adapt and overcome. Moving deep into the backcountry of the everglades it has always seemed the further down the rabbit hole you go the better fishing gets. From Flamingo to Shark River searching this area will always answer the question, where did all the fish go?

As water temperatures drop into the mid 60s fish vacate the flats and find homes and food sources in areas like beaches, moats, channels, and deep overhanging mangroves. Now with that being said what we lose in excitement of sight fishing, we gain in the fact that you just never know what species you will get next. Redfish, trout, snook, sheephead, juvenile tarpon, and black drum will all be sharing the same pools of water and all are willing to jump on the opportunity of an easy meal to sustain energy in cooler water. Presentation with fly or light tackle should be slowed down and every pocket

should be picked. These fish are not on the move like fish we see hunting on the flats; the majority of the time they are backed into an ambush position, waiting for prey to come to them.

Keep on the move and play search and destroy — cover water, cover water, cover water. Posting up and waiting for fish in cold water to come to you is just not as effective as it can be other times of year.

Checking your area of operation’s forecast, being prepared, and knowing your limits are absolute musts when venturing out into the backcountry during these cold fronts. Winds are generally up, and the difference between 20 knots and 25 knots can be devastating. Know your vessel’s limits and what the weather is doing throughout the whole time you plan on being on the water is the rule of thumb. We all get excited to get out on the water and letting that excitement fog good judgement is the difference between a successful safe day on the water, and being in scary or dangerous situations. There are plenty of great apps out there, so use a couple different ones and always assume it could be worse than they say.

Winter winds are generally out of the north/northeast so the combination of steady strong winds and low tide phases can at times seem to make the water in Florida Bay disappear. During these periods fishing the

outskirts of the bay on the capes, rock piles and wrecks will make for a productive day in the backcountry.

Even when air temperatures change rapidly, water temperatures are slower to react. A warm afternoon following a cold night will help get fish like snook and redfish on the move.

You’ll want to check barometric pressure in the area you expect to fish, using your weather app. Pressure is very relevant to anglers because high air pressure can keep water levels low, while low pressure allows water levels to rise. Additionally, a rapidly changing barometer triggers feeding or deters it, depending on the species of fish and other variables. Local on the water experiences help anglers understand how barometric pressure affects their favorite fishing grounds. Air temperatures are extremely important also with direct sunlight, they determine the water temperature in that area.

Water temperature is a strong indicator of which species will be available and where. Fish have tolerance ranges, and even a 2- to 3-degree change can effect if the fish will be in that given area. Air temps can change rapidly, especially during the approach of a cold front, but water temperatures take longer to react. Therefore one night of cold weather will not drop an area’s temperature near as much as three nights will. It takes a few days of direct sunlight to get areas of cold water warmed back up again.

ARC – the Monroe Association for ReMARCable Citizens – and its partnering friends are hard at work preparing for the Spring into Art & Antique Car Show on Thursday, April 5. Coconut Cove Resort will host this year’s multi-show event at its Islamorada property from 5 to 8 p.m. Entertainment will come in three forms: an art show, car show, and fashion show.

DJ Dave will also be spinning tunes.

Admission to all three shows is a suggested donation of $15.

Three of the artists featured in the art show have participated in the MARC program, and have begun businesses selling their art on note cards and original paintings.

Islamorada artist Heyden Feeney paints bold, colorful depictions of Keys wildlife. His original work can be found inside Midway Café, and on his Instagram page, artismbyheyden.

Watercolor and acrylic artist Reese Joiner said he’s looking forward to the show for a couple reasons. Not only is Joiner presenting and selling some of his original work, he’s also one of the models in the “Looking Good” fashion show.

A painter for several years, Joiner was first mentored by artist Brooke Spaulding. Joiner credits Spaulding with helping him establish a strong foundation in watercolor and said she inspired him to approach his art, friendships, and life with all his heart.

In searching for a new mentor, Joiner was caught off guard when Pasta Pantaleo volunteered to guide him.

Pantaleo will be painting live at the event and will auction off his original work to a lucky bidder.

SPRING INTO ART MARC puts on art, car, fashion shows

“I told him I was looking for an art mentor and he said ‘I’m it,’” said Joiner.

The two meet a few times a month to work together. Look for Joiner’s note cards and originals at locations like Key Largo Chocolates, Ocean Gardens, the Green Turtle Inn, Sundiver Snorkel Tours, and gift shops.

For those who love speed and antique rides, the car show is a must.

Wayne Weatherford’s 1963 Chevy truck was his first project car. He’s kept it just for fun and as a Sunday ride. The car has been in a handful of car shows already, and usually takes first or second place, said Weatherford.

Every bit of the truck, except the engine, are original Chevrolet parts from the assembly line; even the paint is original.

Under the hood, Weatherford has replaced the engine with a 540-cubicinch Dart engine, which, with “slight” modification, can put out a whopping 1,200 horsepower. You’ll hear the Chevy approaching before you ever see it. His beast gets about 26 miles per gallon.

After retiring from the Army, Weatherford dedicated some of his free time to his hobby and helps friends with their projects, too. He’ll be in good company at the antique car show.

The Looking Good fashion show features clothing items that can be found at the MARC House located next to Coral Isles Church in north Plantation Key, MM 90. More than 15 models have already signed up or volunteered.

Along with gift certificates to local restaurants, auto related items, original art, gifts, and jewelry, auction items also included a few gems. Some of the top auction packages include a Pigeon Key helicopter tour for three, science plane ride for six, a $250 Publix gift card, and Kathleen Denis framed oil painting valued at $900.

All proceeds from the event will benefit MARC, which helps provide life services for Monroe County residents living with developmental disabilities.

The same inspiration went into conceiving Reel Burger, said Waldo. The staff caters to your burger needs inside or outside; that way anyone can channel their inner Buffett and be “just a cheeseburger in paradise.”

Burgers are an art form. They require attention, love and the best beef you can find.

Executive Chef Eduardo Rodrigues said what sets Reel Burger’s patties apart is the specially made blend of beef the restaurant uses. The mixture of prime grade beef and brisket is made and delivered weekly from Florida’s west coast, and makes for a more flavorful burger.

In all, Reel Burger has seven signature burgers each with its own personality. It’s all in the name.

The Attitude is coated with smoked cheddar, tomato jam, slices of Applewood bacon, fresh greens and is squeezed between toasted brioche buns.

The Black N’ Blue is topped with caramelized onions, lettuce, Applewood bacon and bleu cheese. The hint of sweet Applewood plays well with the mildly pungent and creamy bleu cheese.

Not in the mood for beef? Try the local favorite, “Hot Chick,” which marinates in cilantro lime before getting a hearty slice of avocado, provolone, sriracha mayo, tomatoes, onions and fresh greens.

“The flavor profiles are great. You get the boldness of the provolone followed by a zing of the sriracha mayo,” said Food and Beverage Manager Mike Miller.

All burgers come with a pickle and choice of kettle chips, the house slaw, or crispy fries. If you feel like going bun-less, try one of four big salad burger bowls.

PROJECTS’ GOAL: IMPROVED CANALS

Backfill, skimming contracts underway Two separate canal-related projects are underway in the Upper Keys. A canal skimming demonstration project, top, began in Key Largo and Tavernier on March 20. This includes the removal of floating debris and vegetation from 86 canals from MM 106 in Key Largo to the Tavernier bridge.

The primary goal is to remove the vegetation from the surface before it sinks in the canals and decomposes into organic muck, which depletes the canal waters of dissolved oxygen.

Meanwhile, Monroe County recently entered into a $1.2 million contract with Adventure Environmental Inc., funded by a state grant, for a backfilling project, bottom, to improve water quality in residential Canal #75, located between Coral Way and Ocean Drive at MM 97.3 in Key Largo. CONTRIBUTED

Seafood Festival takes over Morada Way

T

he Morada Way Arts and Cultural District was full to the brim on March 18. What was all the fuss? The Islamorada Seafood Festival, of course. Co-sponsored by the Islamorada Moose Lodge and Morada Way Arts and Cultural District, the festival benefits Moose Charities, which awards scholarships to Coral Shores High School graduates and keeps Moose Haven and the Moose Art Children’s Center operational.

“I’d like to thank the Moose Lodge and the organizing committee of the 3rd annual Seafood and Art Festival,” said Islamorada Moose Lodge Administrator Clay Crockett. “Also, a big thank you to all the food vendors and artists who participated in the incredibly fun, and increasingly successful, event. I appreciate all the guest who came and supported our local artists and restaurants.”

Throughout the district, vendors set up and dished out samples of the freshest and most savory local seafood favorites. Three stages of live music had festival goers tapping their toes before the Junkanoo band showed up to get them on their feet.

n March 16, Friends of the Key Largo Cultural Center paid tribute to Kay Thacker, founding president. She passed away a few years ago, but was a big supporter of the arts, and also the marquee dedicated on the same day (see page 25).

As the current president just starting my second term, we feel Kay’s presence. She is one of the strongest woman influence in my life. She taught me that we didn’t always have to agree, but a fiery debate was never bad. I have learned so much from her about the Upper Keys community.

At her celebration of life I read the poem “The Dash.” I can only wish my dash is so full. The plaque reads in part, “You will always be with us because of the drive, pas-

L

ionfish are the scourge of the Florida Keys seas. Since the early 2000s, they’ve been invading local waters, devouring everything in sight. More than 120 different prey fish have been found in the bellies of the beast, and they can eat other fish that are as big as half their size. Snapper, grouper, the ornamental parrotfish and even baby lobster are no match for this venomous (not poisonous!) fish, found in abundance in the Florida Keys.

Even more terrifying, a female lionfish can lay 5 million eggs in one year. Anecdotal and scientific evidence is piling up — this problem is getting much worse, very fast.

It’s legal to net them, even spear them where it’s allowed. On a great day, local spearo Rachel Bowman (see page 36) says she can pull up 80 to 100 pounds of lionfish.

Using a scuba tank and pole spear in depths of 100 to 180 feet, she loads them into a device called a ZooKeeper and hauls them to the surface. To do so, she faces the limits of weather, available crew, and how much diving her body can physically handle.

But the simplest, most effective method for removing lionfish is to catch them in existing lobster and stone crab traps. Commercial fishermen are allowed to keep every single lionfish — called bycatch — no matter the size, and sell it … but ONLY when the traps are allowed to be in the water. For example, commercial lobster fishermen aren’t allowed to have traps in the water for four months — from April to the end of July.

“I have caught up to 1,000 pounds of lionfish in one day,” said commercial fisherman Richie Stiglitz of the Middle Keys. He runs the “Get Used To It” and fishes 5,000 lobster traps with his crew. He said the lionfish bycatch only appears in the traps in deeper waters, more than 100 feet. And while he can sell the lionfish bycatch for about $6 a pound — and buyers including local restaurants and Whole Foods are eager to have as much of the delicious fish as they can get their hands on — that’s less than the $10 a pound he earns for lobster.

And you can’t have both.

“A lionfish in the trap means no lobster.

They don’t mix,” said Stiglitz.

Science backs up his statement. In a 2013 paper — “Interactions between the Caribbean spiny lobster and invasive lionfish; who displaces who?” — researchers found that when “lionfish were present in traps, the density of lobster was lower … resulting in large negative socioeconomic consequences.” One of the authors was Reef Environmental Education Foundation’s Lad Adkins of Key Largo.

But fish traps are extremely unwelcome in conservationist circles. They were outlawed in the Keys 20 years ago.

“Fish traps have a very long, sordid history. People don’t like a fish trap. I get it, having grown up in North Carolina and over-extending a resource,” said Bowman. “But wouldn’t it be great if we could get a pilot program in the Keys, and allow commercial fishermen to fish those lobster traps out of season? They are not afraid of lionfish. They’ve got the gear and the traps and boats. Let them do it. We already trust them with a commercial license.”

Across the board, organizations and agencies are very concerned about the lionfish invasion; one group in Pensacola has even invented a “lionfish killing drone.” For three years, the state Fish and Wildlife Commission has been conducting lionfish derbies, like a statewide tournament, with incentives ranging from cash to prizes to permission to harvest an extra lobster during miniseason. Outreach efforts range from schoolrooms to festivals and workshops.

And the state legislature has set aside $350,000 for scientific research projects

by FWC staff and outside organizations.

“There will be a large focus on innovative technologies for deep-water lionfish removal,” said Amanda Nally, a FWC spokesperson, of the funding yet to be distributed.

Bowman traveled to Tallahassee in February to have discussions with two state representatives — Rep. Halsey Beshears and Rep. Ben Albritton. (Lionfish are a statewide problem, and their territory extends from the Gulf of Mexico around the Florida peninsula to South Carolina.)

She said they were receptive to the idea of using existing traps to suppress the lionfish invasion, possibly proposing new legislation.

The Florida Keys Commercial Fishermen’s Association is tackling the lionfish invasion from another angle — an exempted fishing permit issued by the National Oceanic and Atmospheric Administration for a pilot project. According to FKCFA’s Bill Kelly, they’ve been chasing it for two years. Both the NOAA Gulf of Mexico and South Atlantic Fishery Councils have recommended it for approval. It must also meet National Environmental Policy Act guidelines and also receive a special activity permit from the Florida Keys National Marine Sanctuary. The NEPA deadline is the middle of this month, and the fishermen have requested a final decision from the FKNMS by the end of the month.

“What we’re proposing is a pilot program with four test sites — three in Florida including one in the Keys, and also one in South Carolina,” said Kelly. “We would use 100 hybrid lobster traps in each area, with specific baiting techniques, to show proof of concept that we can specifically target lionfish.”

Kelly said the lionfish problem is “staggering” and has alarming statistics to share. He said one Keys commercial fisherman tallied a bycatch of 43 pounds of lionfish in 2009. In 2013, the same fisherman caught 10,000 pounds of lionfish bycatch.

Stiglitz said he hopes to receive the exempted fishing permit.

“I want to clean the bottom all summer long, so when lobster season rolls around I won’t catch as many lionfish,” he said.

With those wiped out, the Keys are struggling to find the right dwelling to replace those — some combination of affordable, “tiny,” and hurricaneresistant. This is the second in a series of features about what’s available.
