he Florida Housing Finance Corporation (Florida Housing) unanimously approved three applications this week to fund the development of affordable housing in Monroe County.

Florida Housing received three applications to build affordable rental housing in the Keys, hardest hit by Hurricane Irma. It initially approved enough money for just two developments. But, during the recently concluded 2018 legislative session, an additional $15 million in State Apartment Incentive Loan (SAIL) funding was also allocated for housing in Monroe County that Florida Housing will administer. That’s on top of the $2.6 million in Low Income Housing Tax Credit (LIHTC) and $10.4 million in SAIL program dollars already approved.

Typically, the Florida Housing Finance Corporation only chooses one Keys project every year, and competition among developers seeking funding is high. In 2018, Florida Housing approved one project in Marathon, and one in Key West — Residences of Marathon and Marty’s Place, respectively. The third project to be approved with the extra funds is the Crystal Cove development, also in Marathon.

“What the county has gained is extra housing for low and extremely low income residents,” said Scott Pridgen, executive director of AIDS Help in Monroe County. AIDS Help is developing the Marty’s Place project in Key West. The agency has almost 100 units in Key West and serves special needs clients, in addition to AIDS patients.

“This is economics 101. We have high demand but low supply. We need every type of affordable housing, including workforce, and this particular project addresses low income.”

Due to the rigorous standards for Florida Housing financing, these three projects are as close to “shovel ready” as possible — complete with site plans, traffic studies, municipal approval and sufficient building allocations. The final Florida Housing step is a financial vetting, including an examination of the proposed rent.

THE PROJECTS: • Marty’s Place — 47 units AIDS Help currently has 16 units on this property in Key West, located near the corner of Venetia and Dennis streets. Those will be knocked down and replaced with a U-shaped, three-story building featuring a variety of apartment styles.

• Residences at Marathon Key — 55 units This project is located at 4800 Overseas Highway in Marathon on the gulfside. The site plans show nine two-story buildings and four single-family lots.

It will also have a pool and picnic area. This project is located adjacent to the next project, Crystal Cove.

• Residences at Crystal Cove — 46 units Located between 47th and 50th Streets on the gulfside, the plan is to develop 28 RV parking spaces on the water complete with a pool and clubhouse, 46 affordable housing units, and 7,700 square feet of commercial space. The RV resort will be separated from the affordable housing by a gate.

he Monroe County Tourist Development Council wants unallocated capital resource money to be used for advertising the Florida Keys.

Before 2017, any unallocated building project money was “swept” into the advertising fund. But last year, the Monroe County Commission, which governs the Tourist and Development Council, made two significant changes to how bed tax money is spent.

“I have to hear more justification for this,” said Monroe County Commissioner Danny Kolhage. “I’m not sure that we’ve allowed enough time for recovery, to see how the revenue comes in.”

Each requested amount is based on the percent of bed tax revenue the five districts are down from January 2017 figures. Bed taxes refer to the portion of taxes tourists are charged for lodging in Monroe County. The tourism council publishes monthly

One change is that municipal and nonprofit projects would be reimbursed at a higher rate — 100 percent for cities, 75 percent for nonprofits.

The second is that unused capital could not roll over unless there was a special case.

Apparently, Hurricane Irma qualifies as that special case.

In a letter to its advisory committees in February, TDC Chairperson Rita Irwin, Marketing Director Kelli Fountain, and office manager Maxine Pacini expressed an intention to make the advertising request, and asked the five committees to vote independently on the decision to go forward with the request.

tax revenue reports, or “Four Penny” reports, to track earnings, or in this case, lack thereof. Because the reports take months to complete, December revenue reports were used as benchmarks for the committees to consider prior to their vote. According to the council’s March Four Penny Revenue report, Monroe County as a whole is down 20.3 percent in revenue earnings. The five districts show vast disparity, however.

District 1, Key West, is down 14.1 percent. District 2, the Lower Keys, is down 15 percent. District 3, Marathon, is down 30.3 percent. The most affected area, District 4, Islamorada, is down 62.6 percent. District 5, Tavernier and Key Largo, is only down 8.6 percent.

So, for example, in District 5 (Key Largo), there is about $513,000 in unallocated funds. Using the percentage proposed by TDC, 8.6 percent or about $44,000 would be used for advertising instead of brick and mortar projects.

That, however, is planning for an uncertain future. According to the TDC’s own numbers, the county is already making a strong recovery as a tourist destination. How much to spend on Times Square advertising in, say, October of next year is anybody’s guess.

“What was nice about the way it was rewritten was that there was a clause that each district could also ask for consideration to reallocate money,” said Irwin. “Here we have a storm that affected the five districts differently.”

In District 4 (Islamorada), the case for rolling over the money was the obvious choice. Lodging has been the primary reason revenue numbers are down. With just over half of its 1,300 lodging rooms available, the district needed to have a plan for a budget, said District 4 Advisory Committee Chair Patti Stanley.

“We had the highest percentage of hotel rooms out of commission and have seen the highest percentage of bed tax revenue loss. That’s our pot of money for advertisement, so we were looking at nothing coming in for next year,” said Stanley.

District 3, Marathon, voted to request funds be considered for reallocation. Marathon Mayor Michelle Coldiron, who sits on the DAC board, and is also running for a seat on the county commission, cast a dissenting vote. Coldiron said the money originally budgeted for bricks and mortar should stay in bricks and mortar.

“I completely understand that after the hurricane we need advertisement. However, I also believe the money from bricks and mortar could help recover the beaches and provide money for infrastructure so that when a tourist comes here they have a positive experience,” said Coldiron.

Bed tax revenue numbers are slowly improving. From December 2017 to January 2018, District 3’s earnings recovered by 6 percent. Having money for future capital improvements could improve both tourist impressions and local morale, she said.

“I empathize with both sides; however, the City of Marathon actually pulled projects and didn’t ask for bricks and mortar money several months ago, realizing money was tight. Yet we have Coco Plum Beach and Sombrero Beach that could benefit from that money, as well as some of our non-profits,” said Coldiron.

Following the hurricane, the tourist council had allocated $1 million for emergency capital funding and for emergency advertisement. According to the tourist council’s director, Stacey Mitchell, those advertising dollars have been exhausted.

At the tourist council’s March 14 meeting, its board finalized the special request to move the funds. The request now moves to Monroe County Board of County Commissioners to consider at its regular meeting on Thursday, April 19. If approved, the more than $1.6 million additional advertising dollars will be reflected in the budget the council proposes to the County Commissioners this summer.

oming off spring break, the shooting that took place on Valentine’s Day in Parkland, Florida is still fresh on the minds of the legislature, school board, teachers, and parents.

“I am committed to you and stand by you,” said Rep. Holly Raschein at Tuesday’s school board meeting. “I am not shy to ask for anything on your behalf.”

She recapped the legislative session that wrapped last week, saying that school safety is top priority.

Senate Bill 7026 included gun control, Baker Act, and mental health provisions; implementing the policy is where financial issues in the county will start.

Superintendent Mark Porter said, “We will have to get creative with how we will allocate this funding, as issues of training and student mental wellness are also priorities for our district in relation to safety and security for all students and staff.”

Porter added that four sessions have been held with stakeholders including the FBI, local police, State Attorney, and mental health providers.

The bill mandates that student resource officers (SROs) need to be on every campus, although there were some questions on whether the district is responsible for charter schools.

Another issue the school faces is the lack of juvenile crisis intervention service in the Keys. The closest is in Miami, making it difficult for students who need help to receive it.

Stanley Switlik teacher and former police officer Tracy Zander said in regard to school safety that she is not a fan of metal detectors and would happily take the training to arm herself in her classroom considering her background. “Money would be better spent on a social worker,” she said. “We need to create a culture of love and support for the students.”

Parents Catherine Dunn and Allison Sayer reiterated sentiments made clear at the last meeting, that they want to see change happen sooner than later at the school regarding the safety of the children.

A Marathon mom, Abby Haddock, also gave an emotional account of her

experience of a school shooting, saying she never wants her children’s friend’s families to have to feel that way.

“There is a hallway no one even uses any more because of the memories of the shooting,” she said. “Let’s not let that happen in our schools.”

Raschein added that the mandates are steep and aggressive. The legislature cut $400 million from other programs to fund the safe schools allocations. Raschein is a mom of a kindergartner in the school district, and added that the new requirements are a burden but absolutely necessary.

“I believe in my heart that it’s needed,” she said. Two hundred million of the allocation will be reoccurring.

The board discussed a millage increase to cover the funding shortfall for SROs and possibly counselors. “If we don’t find other funding for this, we will have to cut from other positions,” said board member John Dick, who along with the board, said he’d like to see this on the August or November ballot. He added the rate increase would be around $6 per $100,000 in home value.

In other school news: • Kristen Condella, instructional materials coordinator, spoke about digital classroom plans that started in 2014. She discussed the use of iPads and Chromebooks for Monroe County students, sharing results of in-school and out-of-school uses of technology.

The board moved to purchase an additional 730 Chromebooks. Students do not take them home, but after the hurricane were asked if they were needed at home, with no one taking them up on the offer. Porter said if any students need to sign them out for after school, the offer still stands.

• James Drake, executive director of finance and performance, did a follow-up of the preliminary findings of the operations audit. Eleven issues were brought the board’s attention, including school advisory councils adhering to the Sunshine Law, issues with construction project documentation, background screenings, disaster recovery plans, student social security numbers, and procedures for cash deposits. All of the items brought up have been rectified or are in the process of being rectified. The board also discussed accepting credit cards for events where cash is collected.

ey Colony Beach is the recognized hub of all things St. Patrick in the Middle Keys. On March 17, the annual parade was underway at 5 p.m. and featured numerous floats (trucks, flatbeds and golf carts) and many walking groups as well. Spectators lined both sides of West Ocean Drive for blocks. Afterward, the crowd scattered to several watering holes both in Key Colony Beach and Marathon.

Locals celebrate with egg hunts and sunrise services

F

amilies in the Florida Keys love Easter. Here, kids can run through tropical gardens seeking out colorful eggs, or they can jump in the water and pluck them off the reef. It’s a time for communities to socialize, for beach sermons to celebrate the sunrise, and for everyone to eat a really good brunch. Here are a few notable events for 2018.

KEY LARGO & ISLAMORADA • Burton Memorial Church will be holding a sunrise Easter Service at 6:45 a.m. at Harry Harris Park at MM 93 on the Oceanside. Services will continue at Burton Memorial Church at 8:30 and 10:30 a.m. with performances by the WOW band and Burton Ringers. The hunt starts at noon when kids can start hunting for egss all over the church campus. At 1 p.m. prizes will be given out to children to find eggs containing bible verses they read. The hunt and ends at the Fellowship Hall, where hot dogs and drinks will be served. Plates of food are $1. Volunteers are still needed, contact 305-852-2581.

• First Baptist Key Largo is having a sunrise service at Pennekamp Park at 7 a.m.

• The Easter Bunny turns aquatic for the Key’s most unusual Easter event. Every year, the elusive rabbit dives on the reef to hide bunches of eggs. Kids can enjoy the event with snorkels or in a glass-bottom boat, and adults can scuba to the fun. The event is hosted by Captain Slate’s Scuba Adventures in Tavernier. BIG PINE & THE LOWER KEYS • The Vineyard Community Church makes a weekend out of the holiday, with a Good Friday Concert, a Saturday beach baptism at Bahia Honda and a sunrise (indoor) Easter Celebration Service on Sunday, plus three other services.

• Sugarloaf Baptist Church is having an Easter egg hunt and other activities on Saturday, March 31 from 11 a.m. to 1 p.m. 260 Crane Blvd., Sugarloaf.

KEY WEST • Join birds, lizards and other critters for Migration Mania & the Great Egg Hunt at the Key West Tropical Forest & Botanical Gardens. Age groups compete to find eggs filled with prizes, then play games, tumble in the bounce house, make arts and crafts, and of course explore the wilderness. Butterflies from the Butterfly Conservatory and Nancy Forrester’s exotic birds will be on hand, as will a “selfie” costume corner. ome are almost done, others are in the middle, but some haven’t begun home repairs after Hurricane Irma. Terri Metter is one of the latter. A Keys resident for eight years, her first hurricane experience was in 2017 and it was a doozy. “I did a lot of soul searching,� she said, speaking of whether to repair the damage to her mobile home located in Trailers by the Sea in Marathon, one of six out of 46 to survive the storm. But then, she received $1,000 in grant money from the American Legion Riders, raised at the Coral Head Music Festival. “It’s seed money. I could finally call my contractor and ask him to begin because I had something to pay him with,� she said.

The American Legion Riders have already distributed most of the $40,000 to applicants. The small grants come in the form of a gift card to a local lumberyard. “Once we give them the money, they have about 30 days to use it or it rolls back into the fund to assist others who could use a little help,� said Rich Anderson, coordinator of the Coral Head Music Festival and an American Legion Rider.

Bryan Agababian is volunteering his time to the Riders by helping verify that those applying for help can actually use it. He’s a state certified building contractor and licensed home inspector. “This is not ‘replace-the-roof’ money. This is money to help with emergency repairs like replacing an electric circuit box,� Agababian said. “I go out and take a look at the homes and verify there is a need.�

The grants are going to Marathon and Big Pine Key residents. Many in Marathon have already visited Marathon Lumber looking to buy the bits and pieces they need. One of them, Nicole Noyed, actually works there. She said she spent the weekend moving some household contents back into place after storing them for six months in a camper. “We’re almost done,� she said.

American Legion Riders donated other funds raised at Coral Head Music Festival to Project Vet: Relief and Marathon High School student scholarships. Hurricane Irma claimed about 1,000 mobile homes, the Keys’ previous answer to affordable housing. Many single-family, ground level homes weren’t spared either. With those wiped out, the Keys are struggling to find the right dwelling to replace those — some combination of affordable, “tiny,” and hurricaneresistant. This is the second in a series of features about what’s available.

She’s also a certified deputy. When Billy Freeman was sheriff, he encouraged her to go through the police academy. He told her the cops would trust her more, and she would get a better understanding of the job.

Herrin came to the Keys on a road trip at the tender age of 23 from her home in Seattle after receiving a degree in journalism from the University of Washington.

The public information officer for the Monroe County Sheriff’s Office is stepping down at the end of this month after a 30-year career. The job is much more intricate than simply writing press releases on notable crimes in the Keys. She also facilitates internal communications, is the watchdog of the sheriff’s smartphone app and Facebook page, produces an annual report and fields calls from news outlets all over the world.

Which law-enforcement event/ crime/situation sticks out in your mind? There have been way too many to count. Funny and sad. The saddest standout was probably the murder of Michael and Missy McIvor in Tavernier in 1992.

The funniest: the naked drunk guy, yelling “I’m king of the world” on Big Coppitt Key, and the woman who was shaving her pubic area as she drove her car at Bahia Honda. But there have been so many of these things …

After the retirement party, what’s the first thing you do? I don’t do parties much. I do love to travel. I will be doing that all of April and part of May. Number one lesson from Hurricane Irma?

The ability to communicate with the outside world during a crisis like that is a tenuous thing, and the need to is vital. We have to figure out how to do better at it in the future.

Dream meal: you are sitting at a diner counter eating; who walks in and sits next to you? I am a huge introvert, so I actually prefer to eat alone with a really good book. My favorite books are the Lord of the Rings series … so how about J.R.R. Tolkien, if he was still alive. I would like to talk to him about his writing process.

Favorite Keysy thing to do? Read a book by the pool on a beautiful winter day.

Which TV or movie character is your alter ego? I don’t watch a lot of TV. Favorite guilty pleasure? Stouffer’s Macaroni and Cheese.

ishing cold fronts in the Upper Keys and Everglades National Park is a great way to keep the winter blues away. As wave after wave of cooler weather sweep over the Florida Bay, fishing locally around the channels and flats of Islamorada can get slow and downright frustrating. Fish will seek the warmer water of the Gulf and the reef. Anglers need to adapt and overcome. Moving deep into the backcountry of the everglades it has always seemed the further down the rabbit hole you go the better fishing gets. From Flamingo to Shark River searching this area will always answer the question, where did all the fish go?

As water temperatures drop into the mid 60s fish vacate the flats and find homes and food sources in areas like beaches, moats, channels, and deep overhanging mangroves. Now with that being said what we lose in excitement of sight fishing, we gain in the fact that you just never know what species you will get next. Redfish, trout, snook, sheephead, juvenile tarpon, and black drum will all be sharing the same pools of water and all are willing to jump on the opportunity of an easy meal to sustain energy in cooler water. Presentation with fly or light tackle should be slowed down and every pocket

should be picked. These fish are not on the move like fish we see hunting on the flats; the majority of the time they are backed into an ambush position, waiting for prey to come to them.

Keep on the move and play search and destroy — cover water, cover water, cover water. Posting up and waiting for fish in cold water to come to you is just not as effective as it can be other times of year.

Checking your area of operation’s forecast, being prepared, and knowing your limits are absolute musts when venturing out into the backcountry during these cold fronts. Winds are generally up, and the difference between 20 knots and 25 knots can be devastating. Know your vessel’s limits and what the weather is doing throughout the whole time you plan on being on the water is the rule of thumb. We all get excited to get out on the water and letting that excitement fog good judgement is the difference between a successful safe day on the water, and being in scary or dangerous situations. There are plenty of great apps out there, so use a couple different ones and always assume it could be worse than they say.

Winter winds are generally out of the north/northeast so the combination of steady strong winds and low tide phases can at times seem to make the water in Florida Bay disappear. During these periods fishing the

outskirts of the bay on the capes, rock piles and wrecks will make for a productive day in the backcountry.

Even when air temperatures change rapidly, water temperatures are slower to react. A warm afternoon following a cold night will help get fish like snook and redfish on the move.

You’ll want to check barometric pressure in the area you expect to fish, using your weather app. Pressure is very relevant to anglers because high air pressure can keep water levels low, while low pressure allows water levels to rise. Additionally, a rapidly changing barometer triggers feeding or deters it, depending on the species of fish and other variables. Local on the water experiences help anglers understand how barometric pressure affects their favorite fishing grounds. Air temperatures are extremely important also with direct sunlight, they determine the water temperature in that area.

Water temperature is a strong indicator of which species will be available and where. Fish have tolerance ranges, and even a 2- to 3-degree change can effect if the fish will be in that given area. Air temps can change rapidly, especially during the approach of a cold front, but water temperatures take longer to react. Therefore one night of cold weather will not drop an area’s temperature near as much as three nights will. It takes a few days of direct sunlight to get areas of cold water warmed back up again.

hree events are coming up next week for Marathon Yacht Club Educational Foundation’s sailing program, including a kid’s sailing clinic and regatta, and a fundraiser featuring Howard Livingston. In addition, the sailing program is welcoming new instructor Matt Gamel.

Gamel came down on a break to explore the Keys and Dry Tortugas with his fiancée Vikki. “My sailing coach approached me about the open position because he knew I was down here,” said Gamel. “It was an easy decision to stay in the Keys.”

He and Vikki live and travel on their 35-foot 1964 antique Allied Seabreeze. Gamel was a sailing instructor for a nonprofit in Englewood, where he grew up. “I am totally obsessed with sailing and all things water,” he said. He also brings to the boat a master’s degree in marine biology. “I am looking forward to incorpo-

the foundation. Gamel is getting his feet wet, and is excited to assist in the clinic.

The sunset fundraiser Saturday night is open to the public and will feature Howard Livingston and the Mile Marker 24 Band fresh off rocking the Marathon Seafood Festival. “I love this event each and every year,” said Livingston, who has played at the fundraiser for five years. “The folks at Marathon Yacht Club are such fun and giving folks and raising money to help the kids is always a feel-good thing.”

‘Avenue Q’ comes back to Key West

O

ne of the most celebrated productions in the Waterfront Playhouse returns next week for a three-week run.

The entire run of “Avenue Q” last season sold out.

“I’m thrilled we are bringing back this wonderful production,” said Director Danny Weathers. “Even if you saw it last year, it’s the kind of show you can see again and again. It’s such a smart, hilarious and ultimately touching musical. And it’s a joy to be working with this incredible cast. Every one of them is a quadruple threat — great singer, actor, dancer and puppeteer.”

“Avenue Q” won the “Triple Crown” of Tony Awards – Best Book, Best Score and Best Musical – beating out “Wicked.” The show is still

running off-Broadway in New York and has had hundreds of productions all over the world.

“Avenue Q” is the story of a group of young Manhattanites, who have recently graduated from college and live all the way down in the shabby (and fictional) neighborhood of Avenue Q. Together, the group struggles with finding decent jobs, dates, sex and their ever-elusive purpose in life.

The musical is done through a combination of actors and puppets and has been called “Sesame Street” for grown-ups. It’s for audiences 16 and up, with adult language, themes and full frontal puppet nudity and sex. It’s hilarious, but not for kids or prudes.

The music and lyrics are by Jeff Marx and Robert Lopez (“The Book of Mormon”), and the book is by Jeff Whitty. The songs include “It

Sucks To Be Me,” “Everyone’s A Little Bit Racist,” “The Internet Is For Porn,” “I Wish I Could Go Back To College” and more. Originally intended to be a TV show, “Avenue Q” began off-Broadway where it received rave reviews.

This prompted the move to Broadway in 2003, where it ran for 2,556 performances.

Michael Fauss is the musical director, and Penny Leto is the choreographer.

The entire 2017 cast has returned, including: Brian Hall (“Xanadu” and “Spamalot”); Kristen Michelle (“The Drowsy Chaperone” and “Dirty Rotten Scoundrels”); Susannah Wells (“Noises Off” and “The Producers”); Justin Ahearn (“Leading Ladies” and “Spelling Bee”); Jeremy Zoma (the recent hit “Hand To God” and “Forever Plaid”) and Juanita B. Green and Lora Nicolas.

The orchestra includes Fauss (conductor/ keyboards), Nancy 3 Hoffman (keyboards), Celicia Slafter (reeds), Gary Rivenson and Joe Dallas (bass) and Daniel Carter (percussion).

Michael Boyer will create the onstage neighborhood of “Avenue Q.” Lighting designer is Kim Hanson. Carmen Rodriguez is the costumer. Trish Manley acts as stage manager.
