unicipal building departments are struggling to keep up with the volume of work following Hurricane Irma. In the Village of Islamorada, the numbers are up, from issuing about 240 permits a month to about 300 a month. The City of Marathon has already processed more permits in the six months since Hurricane Irma — 4,018 — than it did in all of 2016. Monroe County’s numbers are up too; 4,500 permits since Irma versus the 7,400 in all of 2017.

Chris Gratton of Keys Contracting Services said everyone is overwhelmed right now. “We do construction work all over the Keys, and permits are just delayed.

I’ve been waiting months for a simple demolition permit in the Upper Keys, but it’s across the board.”

According to some sources, the wait is about three weeks for a roof permit and up to three months for new construction in some areas of the Keys, whether that’s a municipality or unincorporated Monroe County.

Contractors and permit issuers agree the amount of paperwork is daunting.

“I’m curious by nature, so I counted. A roof permit in Monroe County requires 62 pages of paper,” said Rainey Thompson of Guardian Roofing. “I actually bought a little red wagon from Amazon and loaded it with my

Marathon City Manager Chuck Lindsey said, “While we have received no federal or state reimbursement since Irma, we are doing our best to act as good stewards and always find improvements. With our current fiscal constraints, we are getting very creative on how to find efficiencies and speed up processes.”

One of the simplest methods of speeding up the process is using a “private provider service.” These are essentially private building inspectors, already approved by a local government, who come out to a site to review the work and finish the forms to be submitted for municipal or county approval. Currently working in the Keys are firms such as All Aspects and MT Causley, who employ certified planners and inspectors.

Gratton said a county inspector can be delayed and needlessly tie up a job supervisor who is waiting at a job site for the inspector. Scheduling is more certain with a private provider, he said.

At City of Marathon there is currently a backlog of 480 permits.

Monroe County has a backlog of 1,631 permits that have been applied for since Hurricane Irma. Numbers from the Village of Islamorada were not available at presstime.

On Tuesday, the City of Marathon proposed changes to its current fee schedule, a flat fee based on the cost of the project. For example, new construction permit costs used to be $625 for the first 1,000 square feet and 65 cents per square foot after that. Now, it would simply be $30 per $1,000 of

the project’s costs. If the project is valued at less than $1,000, the homeowner would pay the minimum permit fee of $93.50.

“Using a percentage will speed up the release of permits. It takes much longer to do it the old way and time is of the essence to get people back in their houses, keep construction workers working,” Gratton said.

Because the old system calculated by square foot, and the new system by cost, it’s difficult to quantify the difference. And while costs vary from project to project, it could mean some homeowners will pay more. Marathon Councilman Mark Senmartin said the speed of the new process is good, but the added burden to the homeowner is wrong.

“As far as remodels or additions go, the flat fee works fine,” said Senmartin. “But in new construction, you are really overpricing the job. For a $400,000 home, you’re going to pay $12,000 in permit fees plus another $3,000 for impact fees. In Marathon, we had 433 homes destroyed in the storm. We are penalizing those people with this new system.”

Marathon Councilman Dan Zieg said reducing the wait may be worth it to some homeowners.

“Right now some are waiting up to two months for a permit,” Zieg said.

“Under the new system we hand you your permit inside of 15 minutes. I think the homeowner is going to be tickled pink.”

Key Colony Beach also charges a flat fee — $40 per $1,000 of project cost.

It’s unclear how Marathon will deal with cost overruns that drive up the cost of the project — such as deciding to add a pool or dock — or how permit techs can know if a contract is fairly priced. Marathon City Manager Chuck Lindsey said the streamlined process is important to put people back in the their homes as quickly as possible.

“We are going to track this,” he said. “If the numbers or the process needs to be adjusted, we can do that.”

In Islamorada and Marathon, municipal personnel have been moved from other departments to help with the onslaught of work. Islamorada Village Manager Seth Lawless is one of those people. Earlier this week, he became the interim planning director when Cheryl Ciofarri left the village’s employ. Lawless will remain in the position until a permanent replacement can be found.

Key West: • Raise height limit for affordable workforce housing on 2.62 acres of city land on College Road: Passes, 1,383 to 986 (58.38% to 41.62%).

Key Colony Beach: • City Commission terms changed from two to four years, elections held in November: Passes, 100 to 43 (69.93% to 30.07%).

• Election tie to be resolved by lottery rather than runoff: Passes, 108 to 35 (75.52% to 24.48%).

EPA OPENS COMMENT PERIOD FOR PERMIT ON OXITEC MOSQUITO

O

n March 9, the U.S. Environmental Protection Agency (EPA) published in the Federal Register a notice of receipt of an application for an Experimental Use Permit (EUP) for the release of Oxitec’s Aedes aegypti FriendlyTM mosquitoes in Monroe County, Florida. This marks the opening of the 30-day public comment period, after which the EPA will review the comments as part of their evaluation of Oxitec’s Friendly Mosquito EUP project.

The purpose of Oxitec’s proposed pilot project is to determine the efficacy of Oxitec’s Aedes aegypti FriendlyTM mosquitoes as a control method of the Aedes aegypti mosquito in Monroe County.

“The Aedes aegypti is a very difficult mosquito to control,” said Florida Keys Mosquito Control District (FKMCD) Executive Director Andrea Leal. “We are constantly looking at new technologies to combat this mosquito and we look forward to the EPA’s review of the Oxitec mosquito.”

FEMA TRAILER USE MAY GO BEYOND JUNE 1

H

urricane Irma survivors who meet recertification requirements for housing assistance – those who can demonstrate that they are actively working toward a permanent housing plan – may remain in FEMA travel trailers beyond the original date of June 1, the start of hurricane season.

FEMA officials have told Monroe County that the goal is for as many Florida Keys survivors as possible to find more permanent housing by June 1, but that some survivors may still be eligible for direct housing after that date.

To remain eligible, survivors must continue to work on a permanent housing plan. FEMA makes determinations about continued eligibility for direct housing on a monthly basis by speaking with survivors about their progress.

About 195 Monroe County households are staying in temporary travel trailers provided by FEMA, and 20 households have already moved out of temporary trailers. About 26 households are staying in a rental property that FEMA has leased, and two households have moved out.

FEMA’s temporary hotel program in Monroe County ended on March 10. A reported 114 households, a total of about 224 people, were still participating in the hotel program.

Those without housing may call 2-1-1 which may be able to assist with unmet needs. Monroe County Social Services and other county staff have been working with Volunteer Organizations Active in Disasters on case management to help people transition into housing.

he Weekly isn’t sure how this slipped past us, but this is the THIRD year of shenanigans on Key Colony Beach. We’re talking about the 7 Meter Bridge Run. That’s meters, not miles. It’s the length of the bridge on the Sadowski Causeway. The run is the brainchild of Jim Kaiser and Joe Turgeon and it’s purely about fun.

And also a little bit of a spoof on the 7 Mile Bridge Run. —Weekly Staff report 1. Organizers were unable to measure the devastating speed of the racers and promised to bring out a radar gun for next year’s event. T-shirts are available for sale as mementos.

LEGISLATIVE WRAP Good news for the Florida Keys

• The legislature approved $5.9 million in funding for a new Emergency Operations Center. During Hurricane Irma, essential personnel evacuated to Ocean Reef for safety as the current facility is not sufficiently storm-hardened.

Officials say the new EOC will be placed at the Marathon airport.

• Statewide, the Florida Forever program received a $100 million boost. The Keys will receive $5 million for land acquisition, plus $5 million in Stewardship Act funds for water projects such as canal restoration. Last year, Florida Forever received no new funding.

• Florida Keys Community College will receive $5 million for classroom facilities and renovations and also hurricane impact gap funding to cover lost enrollment after Hurricane Irma.

• Several Keys programs also received funding. The free mobile pumpout for vessels was funded at $227,000.

Florida Keys AHEC received $250,000 to continue to run school clinics. The Monroe Association for ReMARCable Citizens (MARC) received $100,000 for job training. And MOTE Marine received $500,000 for coral restoration.

arlier this week, the 2018 Florida legislative session came to an end. The legislature approved an $88.7 billion budget that includes many initiatives for the Florida Keys, including investing in nearshore waters and even funding for a new, Category 5-rated Emergency Operations Center. Perhaps the most important is $15 million in funding for affordable housing.

“Despite having to cut the state budget to cover the safe schools act, we were still able to secure a sizable amount of resources for our Hurricane Irma recovery efforts and important community needs like the Stewardship Act,” said state Rep. Holly Raschein.

• The Florida Keys have been awarded $15 million for affordable housing through the state’s SAIL (State Apartment Incentive Loan) program.

It provides low-interest loans on a competitive bid to affordable-housing developers each year. In the Keys, developers may designate all the units in the development for residents with annual household incomes below 120 percent of the state or local median income, whichever is higher.

“We were operating in crisis mode because of Hurricane Irma, and then that intensified after the Marjory Stoneman Douglas tragedy. I am proud of the way the legislature governed. We did our jobs. Is it perfect? No. Is it meaningful? Yes.” — Rep. Holly Raschein

State Rep. Holly Raschein also sponsored two bills that passed. HB283 grants Lower Keys Medical Center an exception in order to provide certain cardiac procedures.

Normally, hospitals must meet volume requirements that would preclude the Keys rural hospital from participating.

HB1163 amends the structure of the Monroe County Land Authority. In addition to being able to purchase land, it now has the ability to develop projects.

Also, the challenge to home rule died during session. If passed, it could have preempted local vacation rental laws, making it possible for nightly rentals in residential neighborhoods. It never made it to the second committee in the House and also stalled in the Senate.

The last three weeks of the nine-week session were devoted to the response to the Parkland school shooting that claimed 17 lives at a Broward County high school. The Marjory Stoneman Douglas High School Public Safety Act raises the age requirement to purchase some guns to 21, but does not ban AR-15s. The bill would provide additional funding for SROs, who currently are only onsite at about half of Florida schools, and has provisions permitting school staff to carry guns on the job after extensive training.

The majority of the bill deals with school safety, mental health and coordination among agencies.

It’s also possible that Floridians may never have to participate in switching the clocks twice a year. If Governor Rick Scott signs it into law, and Congress approves, Daylight Saving Time will be permanent in Florida.

Scott has 30 days to decide whether to veto items once a bill lands on his desk.

Locals plan for St. Patrick’s on Saturday MARATHON

ccording to the Monroe County Supervisor of Elections, the deadline to declare a candidacy for the November 2018 election is still months away — June 22 at noon, to be specific. And, yet, the roster already looks pretty full. For example, there are 10 candidates seeking the mayor’s seat in Key West.

Several candidates are, so far, running unopposed. They are incumbents Monroe County Commissioner David Rice from Dist. 4, Monroe County School Board member Bobby Highsmith from Dist. 1, Key Largo Fire & Emergency Medical Board’s Kay Cullen in Seat 2, and Key West Commissioner Sam Kaufman from Dist. 2. Sue Woltanski seeks the Dist. 5 school board seat being vacated by Ron Martin. Gregory Davila is running for the Key West City Commission seat currently held by Richard Payne, who has told other news sources he will retire. Key West Utility Board members Steven Wells Sr. and Mona Clark are also running unopposed.

Mona Clark and Stephen Wells Jr. are running for A and B, respectively, and both are incumbents on the board.

For seat D, which is newly available to candidates living outside of Key West, three have registered to run: Greg Daniels, Walter P. Drabinski and Beth Ramsay-Vickrey.

‘OWO’ Annual theater fundraiser set for next weekend

“T

his is going to be a two-hour extravaganza,” said Jim Kelly of Marathon Community Theatre. Kelly and Devin Clarke are co-directing One Weekend Only, which takes the stage next weekend — Friday and Saturday, March 23-24.

The annual fundraiser for the community theater usually takes place in October every year.

Hurricane Irma changed those plans.

In a normal year, the theater is looking to set some money aside to cover the season’s costs. In 2018, emergency repairs were made as quickly, safely and as economically as possible to resume business.

“We are $200,000 in debt,” Kelly said, “but we got our doors open. What we need is donations, volunteers. We need our community to back us the way we back our community.”

As enticement, the OWO directors are putting on a full show. Kelly said theater fans want the whole experience — full songs, funny skits, a sociable intermission. The show includes a little bit of everything, including Broadway show

tunes, “Laugh-In” and “Saturday Night Live” skits, and even a number by local rocker Ty Thurman.

Brian Witte will be the master of ceremonies for One Weekend Only, in true Ed Sullivan fashion. In addition to singing and acting, the dancers will do a couple of short and sweet numbers too.

“Plus we have stuff from ‘La La Land,’ ‘Wicked,’ and ‘Annie Get Your Gun,’” Kelly said.

John Pabon, originally set to direct this year’s production, bowed out of the leadership role but will instead be performing in two musical numbers.

“I’m going to sing ‘Valjean’s Soliloquy’ from ‘Les Miserables’ and Berlin’s duet ‘Anything You Can Do I Can Do Better’ with Norma-Jean Kelly,’” Pabon said. Pabon, an intelligence analyst, is moving to Texas to take a job with the DEA. He said he’s thoroughly enjoyed his involvement in the community theater.

“I studied this in school, and went on a couple of auditions but it never clicked,” he said.

One year after moving to the Keys in 2009, the acting bug bit and he’s never looked back. His most recent role was in “Something Happened On the Way to the Forum,” but his favorite was as Justin in “The Fox on the Fairway.”

“I joined MCT because I wanted to be a stagehand,” Pabon laughed, adding that he’s already done some research about the community theater opportunities in his new hometown.

Kelly said Pabon will be missed. “He’s given his heart and soul to this theater,” Kelly said, adding that members like Pabon are the backbone of community organizations like MCT. In 2018, MCT has put on four stage readings and plans to bring back “Rumors” for one more weekend. In May, the theater will mount its first full production, “Escanaba in the Moonlight,” about “Yoopers” on a hunting trip.

he first three Florida “Keys Cottages” are set to break ground at the end of the month in one of the hardest hit areas in Big Pine Key, the Avenues.

“We really wanted to see this vision through in the Keys,” said Marianne Cusato, designer and developer of Katrina Cottages, a type of FEMA-funded housing that popped up in Louisiana and Mississippi after Hurricane Katrina.

The 760-square-foot, two-bedroom, onebathroom homes in the Keys project are in the permitting stages and set to break ground by the end of the month. Completion of the project is projected for June.

“The speed at which these are planned on going up is essential,” said Monroe County Commissioner George Neugent, who through nonprofits Florida Keys Hurricane Recovery Foundation and Ocean Reef Community Foundation is helping defray costs for the first

Still displaced six months post-Irma were 114 Monroe County households as of March 7, in FEMA transitional hotel housing that ended with a March 10 checkout date. Still in FEMA trailers were 195 households.

With homes built specifically to exceed Monroe County building codes, the Florida Keys Community Land Trust spearheaded the project to help with the affordable housing situation in the Keys.

A representative from the trust, Irina Woelfle, said the challenges in the Keys are unique. “I had no idea workforce was being bussed into the Keys from Homestead,” she said. “There’s nothing cheap about affordable housing.”

The trust, through private funding, bought nine properties with building right allocations on Big Pine Key and is under contract for seven more. The trust will offset costs keeping rent at 30 percent of the annual household income for workers like officers, servers, teachers and babysitters. “We are committed to making sure these stay affordable,” said Woelfle. Six properties have already been demolished for future “affordable” projects.

When asked about managing companies for the new homes, Woelfle wasn’t sure on the specifics.

Florida Keys Community Land Trust is a nonprofit established in the immediate aftermath of Hurricane Irma to preserve and enhance the way of life for the workforce of Monroe County, Florida. Through the community land trust model, it will construct energy efficient and resilient Keys Cottages. Hurricane Irma claimed about 1,000 mobile homes, the Keys’ previous answer to affordable housing. Many single-family, ground level homes weren’t spared either. With those wiped out, the Keys are struggling to find the right dwelling to replace those — some combination of affordable, “tiny,” and hurricane-resistant. This is the first in a series of features about what’s available.

NEXGEN FRAMING SYSTEM

W

hat sets NexGen homes apart from traditional building technology is the patented four-in-one exterior X4 wall system, which incorporates the steel stud frame, insulation, exterior sheathing and impermeability layers all into one rigid hurricane rated wall system. The entire design, engineering and fabrication processes are CAD/CNC controlled for optimum accuracy, productivity and minimum waste. After Hurricane Irma, working with Sherwood Construction and local building inspector Paul Patterson, NexGen worked to strengthen the X4 wall system beyond current codes and recently passed wind load performance testing for 225 mph.

Once a design and engineering is completed, the walls are programmed and divided into sections to facilitate production and worldwide shipping from its headquarters in Melbourne, Florida. The company is currently expanding its operations and even has the ability to take its manufacturing mobile with its “factory-in-a-box” traveling production facility.

NexGen’s special light-weight solution for elevated foundations requires fewer pilings and even allows for cantilevered balconies.

The homes can be purchased as a shell or owner/builders or turnkey ready for occupancy.

Currently, NexGen ships all over the world and can deliver the home on a semi-truck or cargo container to almost any location. (In the Keys, Sherwood Construction is the local contact.) Elevated slab foundations will vary, but average $24 per square foot in Florida.

The Dallas Morning News calls Pettis – originally from Lookout Mountain, Alabama, and now based in Austin, Texas – a “gifted young songwriter with a compelling voice; one of the most talented young singer-songwriters in America.”

The country/folk/Americana performer has won numerous songwriting awards, including the Kerrville New Folk Contest and NPR’s Mountain Stage NewSong Contest.

Her concert is presented by ICE, a non-profit organization dedicated to presenting quality entertainment and supporting cultural events in the Upper Keys. Proceeds from its events provide music, dance, and arts scholarships to local students, grants to in-school programs, and infrastructure to various local not-for-profit events and organizations.

PUTTING A SHINE ON IT Recently about 30 crew members from Hawks Cay Resort cleaned the Overseas Highway near the entrance to the resort on Duck Key. The volunteers started at 7 a.m. and by noon had collected much more than they expected. “It piles up fast,” said Director of Marketing Matt Lawrence. “We were picking up the pieces after the piles of hurricane debris were moved. We want to make sure the entrance to our resort looks beautiful.” On March 16, the resort will open the Angler & Ale restaurant, Calm Waters Spa, Coral Cay Kids Club and 100 villas.

Breuer returns to Key West

Last year he blew everyone away, Key West audiences said it was the funniest show of the year. Comedian Jim Breuer is back at the Key West Theater, Friday March 16 for two shows. His rise to fame started with “Saturday Night Live” back in the ’90s, his infamous “Goat Boy” and Joe Pesci impersonations eventually helped boost his status on Comedy Central’s “100 Greatest Stand-Ups of All Time.” Then the movie “Half Baked” with Dave Chappelle, which is still popular today, cemented his cult following. He is still in the spotlight, appearing recently on CBS’s “Kevin Can Wait” and on stage as a musician with his longtime backing band, The Loud & Rowdy.

ut Breuer is a family man, baseball lover, a down-toearth kind of guy, who’s pleased to say he’s been “F-word free for 10 years and counting.” He won’t talk politics but life, in a gut-wrenching, hilarious way. “My huge focus is, ‘listen, stop getting caught up in the hoopla, the news, politics and all that jazz,’” he says. “I’m here to say that life isn’t that horrendous. Can you still eat? Can you still watch your 60-inch plasma TV? Call me when you have to eat a squirrel for breakfast, okay?”

My set will consist of relatable topics for everyone in that theatre.

Who would you love to have in your audience? I would love to have small family groups in the audience using my show for a night out together.

What is your greatest achievement?

My greatest achievement would be the time I’ve had with my family and friends. For some odd reason, we have forgotten how.

Which tv, movie or superhero character is your alter ego? My alter ego would be the Invisible Man. I feel like I’m him half the time already.

For lunch with one famous person, whom would you choose? Lunch can be very short , so in that case I would say Jack Nicholson

What is your nerdiest passion?

My nerdiest passion would be watching the TV show “Below Deck.”

Do you have a life credo or motto?

I’m a life motto person! I’ve never been about the credit due.

What is your most treasured possession? Hands down my valued possession would be my wife along with my daughters.

What makes you laugh? When it comes to making me laugh, it all depends on the situation.

If invisible what would you do? If I was invisible, I would be out stopping madness before it happened.

What’s some advice you tell young comedians? I like to encourage young comics to keep working on being themselves and stay in it for the right reasons.

On what occasion do you lie?

I have no problem lying about sneaking food from the pantry late at night.

always get a lot of comments about columns featuring Actual Headlines from Actual Newspapers. Amazingly, they all seem to be positive! It seems that people really like to read about print media malfunctions. It’s like watching a traffic accident, in that you just can’t tear your eyes away. Luckily, not many people are hurt or injured when a headline goes bad. It also bears repeating that many, even most, article writers do not write their own headlines; that job is usually the editor’s, who is responsible for distilling the article or story into a few short words designed to pique a reader’s interest. Like most professions where humans are involved (like weather forecasting, air traffic control and nuclear power plants), things can sometimes go wrong.
