slamorada’s Village Council voted 5-0 to extend the deadline for residents to apply for temporary emergency housing and temporary storage to Monday, April 30. The previous deadline was December 31, 2017. The emergency ordinance the council approved requires no second reading, but did require a 4/5 vote.

“The council is trying to help the citizens that have been under a lot of duress due to losing their personal belongings – even some that have been evicted because of greedy landlords – and to allow those who have been delayed either by permitting, contracting, or owner/ builders doing their own work,” said Islamorada Mayor Chris Sante.

The village enacted an ordinance in October that created regulations for time-controlled tem-

porary housing following manmade or natural disasters. Some last-minute applications had come in around the cusp of the previous deadline, but during the March 1 meeting, Director of Planning Cheryl Cioffari said that as recently as the week of Feb. 26 property owners were still approaching and asking about applications for emergency temporary housing.

Cioffari also addressed the necessity for outdoor storage.

“There seems to be some people that are still affected with finding locations to store either company vehicles or construction-related equipment.

They are the part of the community that is helping us redevelop and get back on our feet,” she said.

Once the application is submitted, the village then issues a no-fee emergency permit for the placement of the temporary housing linked to the homeowner’s property undergoing redevelopment. One temporary housing unit is allowed per parcel. Temporary housing permits may be extended up to an additional 360 days. Temporary storage is limited to 365 from the date of approval.

THREE SEEK BOARD SEATS Electric co-op election is nearing

On Thursday, March 22, the Florida Keys Electric Cooperative will hold its election of a Director seat for its District 2, Tavernier area. The Co-op headquarters in Tavernier will serve as the polling location. Booths are open from 7 a.m. to 7 p.m. Coop members in District 2 can vote for one Director and must vote in person. Directors of the nine-member board are tasked with helping establish policies and overseeing financial and operational matters. Directors serve three-year terms.

Here are the candidates’ biographical information and answers to the following questions:

JOSEPH “JOE” ROTH III Having served as the District 2 representative since Frank Hawkins retired, Roth is also a member of the Finance and Relations and Member Services committees. A Florida State University and Coral Shores High School graduate, he is the current owner and an insurance agent for Regan Insurance Inc. Roth has been a member of the co-op since 1991.

1. I have held the position since July 2017, during which I have attended all board meetings and the statewide conference, where I started the curriculum to obtain an accreditation. I bring a financial services background to the board with a focus on risk management and insurance.

2. As technology evolves and solar power becomes more economically attainable to more people there will be an increase in solar as an alternative energy. To that end, in 2004 FKEC implemented the solar interconnectivity initiative which allows members to “sell back” power they generate from their systems. Taking it a step further, we announced in July 2017 the solar loan program, thus making it possible for members to obtain a loan through FKEC up to $20,000 for grid tied distributed energy resource systems which include solar and battery storage systems.

The ability to provide for the higher demands given changes in our technologies that demand more power will have to be balanced between providing more capacity, adopting energyreducing lighting, fixtures, appliances, increasing the efficiency of our structures, and continuing to explore and develop alternate sources of energy.

DONALD HORTON

Currently the owner of Islamorada Construction Management, Donald Horton has a bachelor’s in construction, is a graduate of Texas A&M Fire College, a state-licensed building code administrator, building plan examiner, inspector, and Level I, II and III Certified Code Enforcement Officer. Having attended many of the co-op’s annual and monthly meetings, he’s kept himself in the loop, “as far back as when they served Kentucky Fried Chicken in a box by the old Auditorium at Coral Shores,” according to Horton.

1. I believe that a co-operative board member should have a wellrounded education and many life experiences in order to dutifully represent the members of the co-op.

I built several successful businesses from the ground up, have worked as a department head for the county’s largest employer (Monroe County) and for the Village Of Islamorada. Combined, I supervised literally a hundred or so employees through the years.

2. Large companies like Tesla are making significant strides in developing solar energy panels for residential customers, and the costs are coming down. The co-op should continue to be proactive in supporting our members to add solar technology to their homes by assisting in financial incentives such as low interest rate loans.

3. Overall, the State of Florida has some of the lowest power rates, and our FKEC is probably the lowest. The looming deregulation of power rates could have a negative impact on our members. Other states that have tried deregulation have experienced rolling brown-outs and black-outs along with loss of control of infrastructures in place, that members helped pay for.

DONALD DAVIS

After studying electrical engineering at the University of Miami, Davis became a naval aviator and served from 1964 to 1969, flying C-130s.

After his five years of service in the Navy, Davis would move on to Delta Air Lines, where he flew as a pilot for 33 years. Davis was the past owner of Fair Boat Yacht Charter Company, which he operated for four years, and the Grassy Key Marina for three. As a property owner in the Keys for 48 years, Davis has been a member of the co-op since making the islands his full time home in 1982. Since then he’s had multiple residential and business accounts with the co-op.

1. I have met the requirements of the FKEC by-laws to become a candidate to represent the members in my district. I believe that my education and life experience make me well qualified for this position.

2. Solar energy is a win-win solution for FKEC members. FKEC has a loan program for solar power for residential and business members that is featured in the July 17, 2017 issue of Florida Currents. Most Keys businesses qualify for SBA grants and loans to install solar power producing systems.

Solar power on residential houses can power the entire house and create a refund when you create excess power.

To put a solar collection system on a small business can also create a greater rate of return on an investment.

3. Increased energy demands are the most prominent issue and the ideal solution is solar energy to help meet those demands. Individual solar power producers enhance FKEC’s ability to meet increasing power demand.

Dolphins Plus Marine Mammals Responders expand reach

y interacting and connecting with the marine mammals at Dolphins Plus Marine Mammal Responder, visitors can help save their wild counterparts.

Having recently earned its nonprofit status, DPMMR is highlighting its program to educate the public on marine mammal species, while expanding its rescue efforts.

The agency operates within 10,000 square miles of marine habitat, from Cape Coral to Fort Jefferson, over to the Marquesas Islands, and up to the southern edge of Biscayne National Park. Over the years, the group has responded to 648 marine mammal strandings.

The responders have actually been operating in the local waters for more than 35 years. It all started with Rick Borguss.

“Rick pioneered the rehab response for dolphins and whales in the Florida Keys in 1987. Before then, anything that washed up on the beach was to be euthanized and samples would be sent to the National Marine Fisheries Service,” said Nancy Cooper, president and director of training for DPMMR. “The people that were at the helm at that point were pathologist and were trying to gain knowledge about why they were stranding.”

After rescuing and successfully rehabilitating a group of rough tooth dolphin, Borguss along with others later helped established the Marine Mammal Conservancy in Key Largo.

“It started as a small group of industry professionals working together during strandings. Once many of the volunteers gained skills, it then became a big group of volunteers working with a smaller group of industry professionals,” said Art Cooper, director of operations for Dolphins Plus Inc.

RESPOND & RESCUE

Borguss personally financed both the marine mammal rescue operations and conservancy.

The responders would continue their efforts for a number of years working with other organizations, agencies and volunteers. However, in 1991, a highly contagious Morbillivirus began emerging in marine mammal populations, creating a serious concern about assisting in the strandings and then later introducing mammals into the resident population.

Morbillivirus in marine mammals causes respiratory issues, high fever, and if untreated can overheat and cause death, said Art. Unfounded speculation that the virus could affect humans also caused many to pull out of marine mammal responding, he said.

However, faced with this reality, the Dolphins Plus leadership decided it would create redundant sets of staff for strandings and quarantine situations. The 48-hour quarantine not only applies to the facility; it applies to persons, and since Art and Nancy share a home, protocols force Art to go to fellow responder Brandon Paquin’s house.

Each response is different and can

require diverse expertise and logistics – but it all starts with spotting the mammals first. The organization has enlisted the help of a slew of backcountry fishing guides who act as the eyes of the organization.

“Guides locate the animals frequently and get the responders out to the strandings. They provide local knowledge of waterway navigation to get us out there, too,” said Art. The organization’s core group of responders consists of four individuals: Steve McCulloch, Brandon Paquin, Gerhardt Besserer, and Art Cooper.

The veterinary group that provides support includes Dr. Jillian Schwartz, Dr. Jo Fava, and veterinary technician Katie Hernandez. At least one veterinarian goes on every response. Florida Wildlife Conservation Commission, the National Park Service, the Coast Guard, Monroe County Sheriff’s Office, the University of Miami’s stranding team (mostly undergrad and graduate students) and local volunteers, ranging from the dive industry to movie producers, round out the team.

The organization plans on continuing to train state and local government agencies in first response protocols, said Nancy.

Humans aren’t the only ones tangibly helping the rescue efforts. Dolphins Plus Marine Mammal Responders has eight resident Atlantic bottlenose dolphins ranging in age from 1 to 42 in its care. The majority of the dolphins were born onsite; however, part of how responders learn to interact with marine mammals during strandings is gained from studying behaviors at the facility.

The resident population is also helping its wild counterparts by providing baseline results for health and environmental risk assessments, acting as a sort of “canary in a coalmine.” An aggressive flesh eating fungal disorder called Lobomycosis has been detected in dolphin populations on the east and west coasts of Florida, said Art, but thankfully, no cases have been detected in the Keys.

“The assessments will act as a baseline for animal health as things change around the Everglades,” said Nancy, “especially Tarpon basin, where a photo ID permit has been submitted for a population study of wild dolphin,” In the near future the facility may expand its sea fronting pen spacing.

The organization is looking into repurposing the former conservancy as a “stranding center,” and considering partnering with Crane Point Hammock in Marathon to potentially establish a temporary triage site.

T

he Upper Keys Business and Professional Women are extending the deadline for the Holly Given Memorial Scholarship and Adult Women Scholarship to Saturday, March 31. The Holly Given Scholarship is exclusively offered to residents of the Upper Keys.

Scholarships will be presented on Wednesday, April 18 from 5 to 7 p.m.

The location is not yet determined.

Born in Key West, Holly Given was a true Conch who was kind to everyone she encountered, said her mother, Lucy Given. During high school, Holly was heavily involved in athletics and loved to be outdoors and on the water.

Following her passing in December, the family thought hard about the best way to carry on Holly’s legacy.

“She was 26, finishing her college degree in marketing at Palm Beach State College and working. Her plans were to eventually come back to the

Keys,” said her mother. “In her time working at restaurants and event planning, she saw that many local spots were lacking a digital aspect to their marketing. We wanted to help someone who was at that point and make a difference in their life.”

With that in mind, the family decided to reach out to the Upper Keys Business and Professional Women.

While the details about the scholarship are still being finalized, there has been a big push to grow the scholarship’s bottom line, from the community.

Casting for Cats’ Feb. 6 Poor Girls Sailfish Tournament was dedicated to Holly, with the proceeds put toward the memorial scholarship. It was hardly a surprise that this year’s tournament turned out more anglers than ever before. Fifty-seven sailfish were caught.

Thanks to the support and friendship the women of the organization have offered Lucy Given, she said she now plans on becoming a member.

The group’s scholarship programs are designed to help women acceler-

ate their impact in the professional world through education. Typically, for the Adult Women Scholarship, up to $1,500 per applicant is awarded. The scholarship can be used for certifications, training classes, or materials for degree coursework. Applicants need not be members of the organization, but a member’s sponsorship does help. Applicants can reside in any part of Monroe County, must have a high school diploma, have lived in the Keys for three years, and have a minimum of five years of post-high school work experience.

Hillary Janzen, vice president of the Upper Keys Humane Society and a teacher, used her scholarship to help her pay for the student loans she’s amassed completing her graduate program from the University of West Florida in exceptional student education (ESE).

Janzen has taught at Ocean Studies Charter School for five years, teaching kindergarten, second and third grades, and ESE.

“Any little bit helps,” said Janzen of the scholarship. “I’m already an ESE teacher, so everything I’m learning is great because I can immediately apply it. It helps me be a better teacher and helps my students to learn too.”

Janzen advises anyone interested in using the Adult Women Scholarship to consider using it for graduate level courses.

“I would say definitely apply; it was an easy application and what is great about this scholarship is that you are able to apply after you’ve completed your undergrad,” she said.

Details about the location of the scholarship presentation will be posted on the group’s Facebook or webpage.

The group is welcoming former Florida Governor and Senator, Bob Graham, to its March luncheon set for Wednesday, March 21 from 11 a.m. to 1 p.m. at the Holiday Inn Casa 1 and African Queen Room. Tickets are $21 in advance, $30 at the door. Register on the group’s webpage, upperkeysbpw.org.

What organizations and activities are you involved with at CSHS and why are they important to you? I am involved in Student Council, Interact Club, Key Club, girls’ soccer, and tennis, which allow me to be involved with my school and my community. These are all important to me because they all give me opportunities to represent my school.

What class or teacher has best prepared you for life after high school and why? My Leadership class, taught by Ms. Beth Rosenow, has prepared me the most for life after high school. Being a leader impacts, influences, and inspires others to be their best self.

What do you hope to be remembered for at CSHS? I hope to be remembered as someone who is responsible, smart and appreciative of all my teachers, friends, and family.

What are your plans after high school? After high school, I want to continue into college, and possibly attend medical school to get a job within that field.

If you had to build a time capsule to be opened in 100 years, what would you place inside? I would place a recent newspaper, a handwritten letter, and a couple of photographs.

What three things would you like to accomplish before your 10-year reunion? I would like to travel around the world, complete college, and save a life.

Do you think you will make the Keys your permanent home? Why or why not? I don’t think I will make the keys my permanent home, as I want to travel the world and experience different places and cultures; however, I will definitely be back to visit as much as I can.

Habitat for Humanity held its annual Cocktail Party fundraiser and silent auction on Mar. 2. “The event was a kickoff for the capital campaign to get us to 50 homes built. What better timing than at the 16th annual Cocktail Party,” said Executive Director Jack Niedbalski. Some 250 people attended the evening, and together, helped raise more than $150,000 to help build affordable housing in the upper Keys. The organization currently has a four-unit project in Plantation Key it hopes to “get out of the planning department” and built later this year, said Niedbalski.

hat began in 1976 in Marathon, as a way for local commercial fishermen to get together and celebrate the fruits of their labor, is now an event that attracts more than 20,000 people every year. The Original Marathon Seafood Festival, which takes place on Saturday and Sunday, March 10-11, is needed this year “more than ever,” because of Hurricane Irma, said Daniel Samess, CEO of the Greater Marathon Chamber of Commerce.

The event – ranked as the top local festival by Best of Marathon voters – serves as an economic boon for local businesses, Samess said. It generates $75,000 in proceeds which find their way back to the pockets of local charitable organizations such as food banks, daycare centers, medical assistance, scholarships, youth sports, and many other worthwhile causes.

“With the help of many, we have rebuilt and repaired most properties that were damaged,” he said, “and I am proud to say about 95 percent or more of our local businesses are back up and running … in Marathon and the Florida Keys.”

The chamber and the Organized Fishermen of Florida, Marathon chapter, put on the festival. Funds raised during the weekend help pay for college for the children and grandchildren of fishermen and generate donations to Keys charities as well.

The two-day festival at the Marathon Community Park features more than 200 vendors selling gifts and art.

There’s a boat show, as well as games and rides for the children.

And then there’s the seafood.

More than a ton of lobster. Twelve hundred pounds of yellowtail and mahi. Smoked fish dip. Hundreds of oysters. And 150 kegs of beer to wash it all down with.

In the Keys, no festival is complete without live music, and the Marathon Seafood Festival has plenty. If the gates are open, there will be music playing, from well-known local acts like Howard Livingston and John Bartus to Ricky Valido’s “modern” take on country, and Tito Puente Jr.’s following in his father’s Mambo footsteps, and the Saturday evening guitar-driven rock of Monster.
