ey West has survived a few cold snaps in the past couple of months and the local commentary and outfits have been hilarious. From snuggling up to our gas stoves to wearing parkas on scooters, everyone griped a little and had something to say. Kind of funny, though, especially when you call up north to family and friends and say you had to wear socks that day and they are in snowsuits to go outside. Yeah, admittedly we don’t have a high threshold for lower temperatures, but that’s why we live here, right? We would prefer 88 degrees to 8. (If you are visiting Key West and reading this, you are now allowed to laugh.) So we asked locals,

“72, that’s it,” said Missy Fearing. “I spent four winters in Maine with my husband and that was it, never again.”

eatriz Suarez is thankful for the small things.

“Habitat came and installed interior doors,” said Suarez.

“It doesn’t seem like much, but that means when I finally get my A/C repaired, we can cool off the rooms.”

The Marathon mother of three — including a child who requires 12 hours of dialysis treatment a day — also homeschools her children. Since Hurricane Irma destroyed much of the Middle and Lower Keys in early September, residents like Suarez have been patching together help from here and there — churches, charities, friends. Suarez does not live in a Habitat for Humanity home, but she qualified for the help under the organization’s new Critical Repair Program, an offshoot of the Habitat Hammer Back umbrella.

Christine Todd-Young, executive director of the Habitat for Humanity of the Middle Keys, said she was contacted immediately by the international office of the organization after Hurricane Irma hit.

“They asked, ‘what do you need,’” she said. The answer was … quite a lot.

And Habitat for Humanity International has delivered.

It will provide almost $1 million to be split between the Middle Keys and Habitat for Humanity of Key West and the Lower Keys. In the Middle Keys, the goal is to repair 200 homes and build 20 new affordable homes in the next three years. In the Lower Keys, the scope is just as ambitious.

“Our goal is to repair 20 homes every quarter and build 26 new homes over the next three years,” said Kristina Welburn, development director for Habitat for Humanity of Key West and the Lower Keys. (The group just broke ground on 10 new homes on Big Coppitt; see opposite page.)

To meet the goals, both organizations need extra help. In the Middle Keys, the agency has already hired a construction manager and disaster recover coordinator. Still needed are an office administration assistant and construction foreman. In the Lower Keys, there are positions open for a construction manager, intake coordi-

nator and a construction supervisor.

In addition, the Habitat offices have received in-kind and cash donations from partners like Publix Super Market Charities, Samsung, DeWalt, Valspar, Upper Keys Rotary, Community Foundation of the Florida Keys, Wells Fargo, United Way and more.

The terms of the Critical Repair Program are specific, yet tailored to meet the needs of the middle- to lowerincome residents of Monroe County.

“Habitat is not a hand out, it’s a hand up. For example, if a homeowner is elderly and disabled, they can have friends or family help with the labor,” said Todd-Young. “Yes, there is a repayment piece to this help, but it’s very feasible. And there are different formulas for the repayment depending on income, insurance money, etc.”

Gloria Goodman, 87, the former longtime head librarian in Marathon, is one of the recipients of the program.

Just a few days ago, some trusted friends arrived at her ground-level home in Marathon to ready the space for the coming Habitat for Humanity help. They moved boxes of belongings to make way for the drywall installers.

“Gloria is such a treasure,” said volunteer Barbara Wright, herself a retired elementary school principal. “With a little community effort we can get her back in the home she’s lived in for decades. She is determined, and I am glad to be a part of making that happen.”

Wright said she is so pleased that Habitat for Humanity has diverted some its energy to helping homeowners rebuild after the hurricane, regardless of whether or not they live in Habitat for Humanity homes.

“The need arose, and Habitat for Humanity rose to the occasion,” said Wright.

HABITAT LAUNCHES SITE ON BIG COPPITT

T

he great people at Habitat for Humanity are kicking it into high gear because they know how important affordable housing is in the Keys. On Jan. 18, Habitat directors along with city officials, donating sponsors and builders broke ground for 10 new homes on Big Coppitt. Named “Loewy Landing” for the “irascible” Bill Loewy, who made the Lower Keys Habitat for Humanity the 17th most productive affiliate in all the United States post-Wilma. Ten new partner families have already been picked to occupy the triplex and duplexes, with the first two ready by March. The families themselves will donate 350 “sweat equity” hours building their own homes but also will have an interest-free mortgage.

VNA HOSPICE IS LEAVING MONROE COUNTY

n Monday, the Visiting Nurse Association and Hospice of the Florida Keys announced its decision to pull out of Monroe County.

“It has been our honor and privilege to provide comfort, care and compassion to the residents and visitors of Monroe County since 1984. It is with deep regret that we have made the difficult decision to close VNA/HFK by February 28, 2018, due to continued financial stresses greatly worsened by the impact of Hurricane Irma,” the agency said in a prepared release.

There are two other for-profit hospice agencies that provide service in some parts of Monroe County, both headquartered on the mainland. Some hospitals also set aside beds for hospice care which is provided in the facility.

“The loss of these services is a significant diminution of health care in the Lower Keys,” said Dr. Bruce Boros, a retired Keys physician. “Patient and family needs during the final stage of life are tremendously stressful, requiring well-educated, loving and caring professionals to ease the burden for all. Indeed we have lost a very important and excellent service that may not return for awhile, if at all in the near future.”

There are, however, five smaller private for-profit agencies in the Keys that offer home health care and/or hospice care. They are VITAS, Kindred Hospice, AHC

Home Care and Giswold Home Care.

Only Island Home Care, owned by Kim Wilkerson, is headquartered in the Keys and only provides service from Key West to Big Pine Key. “We need hospice care. Without it, we are missing a vital component,” Wilkerson said. “A well-run hospice is invaluable to the community.”

According to Patricia Vernon, a spokeswoman for Haven Hospice, who partnered with VNA/HFK about two years ago, the agency currently has 20 hospice and 11 home health patients in Monroe County.

“We are working with other agencies to transfer patients,” she said.

Island Home Care, by comparison, has almost 150 patients divided into home health care and private duty categories. It employs 18 full-time and about 20 part-time residents of the Florida Keys. Wilkerson said that while she can care for a patient up until his or her death, it’s defined as palliative care and the methods involved are different. For example, the patient’s personal doctor would prescribe medication rather than an agency employee.

VNA/HFK employs 10 full-time employees and 12 part-time employees.

All of the associates have been offered severance pay and job opportunities at the headquarters in Gainesville and elsewhere in North Florida.

The VNA/HFK press release also said that generous donor gifts that have not already been spent will be returned after assets are liquidated and debts paid.

Letters sent to homeowners with options

T

he letter arrived. They have been out of their Big Pine Key home since Sept. 10, 2017 when it took on two feet of storm surge in the ground-level house.

The surge also caused substantial foundation damage to the home.

Fifty-two percent damage.

“We have been waiting for this for insurance so we can rebuild,” said the resident, who wished to remain anonymous at his lawyer’s request.

He, his wife, and their two sons have been living at a friend’s house for four and a half months. With the letter, they hope to have enough ammunition to get insurance to pony up with the cost of compliance money they have been asking for.

KEY WEST WEEKLY / JANUARY 26, 2018 The county sent out 931 “letters of substantial damage” to homeowners in unincorporated Monroe County. The software-driven determinations were done by FEMA. “We have been inundated with folks who need assistance,” said Lori Lehr, of Monroe County’s Floodplain Program.

Three people are in the office answering the calls, including from residents waiting on the letter for insurance purposes, especially since some people have already demolished their homes. Some residents are also granting rights of entry so the property can be reassessed, and the office has been disseminating information regarding the permitting to determine if there is more than 50 percent damage. The permitting office is where homeowners can go for answers to their rebuilding or reassessing questions.

Although the family mentioned here sees the letter as a blessing, many are fighting the “substantial damage” designation on their homes.

A property owner who disagrees with the determination can challenge either the value of the property used to arrive at the 50 percent rule or the cost of repairs.

“We have not condemned any buildings yet,” said Monroe County Assistant Administrator Christine Hurley.

“Bottom line, all of this can be worked out during permitting.”

If the structure is still more than 50 percent damaged, in order to meet current codes, owners have three choices: Elevate the structure, or change it in some other way to comply with those regulations to avoid future losses; relocate or demolish the structure; or flood-proof a non-residential structure.

The substantial damage assessment is different from the tagging system that took place after the storm.

Just because a homeowner received an orange “major damage” tag or a red “destroyed” tag doesn’t mean that the house will necessarily fall under the 50 percent rule.

Jeanine Christiansen of Marathon came home to an orange “major damage” sticker on her door, saying that her house was uninhabitable due to the two feet of water her house took on. After months of ripping out drywall and removing all the furniture in the home, she was able to move back.

“I immediately contacted the city to check what needed to be done, and the tag was just a reference that the house had been reviewed for damages and upon inspection I was able to move back in.”

THE 50% RULE “Substantial damage” applies to a damaged structure in a Special Flood Hazard Area — or floodplain — for which the total cost of repairs is 50 percent or more of the structure’s adjusted market value before the disaster occurred, regardless of the cause of damage.

“Market value” means the county property appraiser’s value of the structure plus 20 percent. If you disagree with the property appraiser’s value, you may submit a uniform appraisal report for determination of market value. Land value is excluded from the determination. For example, if a structure’s adjusted market value before the damage was $200,000 and repairs are estimated to cost $120,000, that structure is “substantially damaged.”

If your structure is substantially damaged, you will receive a letter.

If you disagree with a decision about substantial damage, you may submit a complete cost estimate for the repair of all damages sustained by your home that is prepared and signed by a licensed general contractor. Your contractor will be required to sign an affidavit indicating the cost estimate submitted includes all damages to your home, not just structural.

Throw in a rising full moon, and a sunset not long after.

Not a bad way to spend a couple of hours in the Keys.

And the next opportunity is coming right up, on Monday, Jan. 29.

That’s when the Florida Keys Wildlife Society will host its monthly Full Moon Kayak Tour between Big Pine Key and No Name Key. That day, the moon will rise (“behind” No Name Key, as the kayakers will see it) at 4:23 p.m. The sun will set in front of the kayakers paddling back as the tour is coming to a close.

“It’s a really neat opportunity to get a little bit of exercise and paddle out there,” said Nancy Chatelaine, one of the guides for the final full moon tour of 2017, on New Year’s Eve. “It’s calm and it’s quiet; you can hear yourself think.”

Though this isn’t the fullest the moon will get – that will be the morning of Jan. 31 – the timing works well for the kayak tour, and there’s a bonus: this is the second full moon of January, and a supermoon, to boot.

The wildlife society – formerly known by the acronym FAVOR – sponsors these trips as a fundraiser to benefit the Florida Keys National Wildlife Refuges. The cost is $25, which includes a kayak and gear and experienced guides. Participants are asked to being a flashlight and urged to bring a refillable water bottle and a camera (in a dry bag). If the excursion on New Year’s Eve was any indication, some bug spray wouldn’t hurt, either.

The trip starts at a former marina just before the bridge to No Name Key, with volunteers helping participants

into their kayaks. One guide will head out at the start of the group – there were a dozen or so, in single and tandem kayaks, on the New Year’s Eve tour – and the second guide stays at the rear of the group.

The water for most of the trip is shallow and clear enough to see the sand or seaweed at the bottom. The kayaks pass under the No Name Key bridge and head toward the mangrove shoreline. Guests chatter individually or from one kayak to the next. There is no pressure to keep together, and the New Year’s Eve group was fairly spread out by the halfway point.

Before you know it, you’re near the point of No Name Key and there is the full moon. It will slowly climb above the treeline as the kayaks turn back toward Big Pine for the return trip.

There is perhaps another hour of kayak time remaining, and on the return trip, the paddlers will be perfectly situated for one of the best shows in the Keys: the sunset.

Y

es, Carl Hiaasen is that funny in person. A homegrown Colbert or Stewart, Hiaasen has been in journalism long enough to know exactly how to spin news on its axis and entertain thousands of readers doing it.

It’s difficult to find a Floridian who doesn’t get Hiaasen’s humor. Basing his novels on the Sunshine State’s asylum-like residents and their “you can’t make this sh@t up” antics has turned him into an international best-selling author. But Hiaasen’s day job with the Miami Herald tethers him to the rest of the world.

Taking on national and state politics with scathing sarcasm, unfiltered criticism and a healthy dose of wisecracks, Hiaasen has become Florida’s answer for literary late-night humor. Basing his most recent best seller, “Razor Girl,” on a Florida Keys crime report, Hiaasen, who used to have a residence here, has a definite affection for the Keys. On Feb. 10, he will be at Books and Books at The Studios of Key West for one hour signing novels to a limited number of ticketed guests.

Do you read our crime reports looking for stories? The Keys are a fertile area for novelists and the material is plenty and abundant.

Usually, I look around online and people send me stuff. There is a national appetite to read Florida stories. It’s like, now we have to outdo ourselves with the moronic and outrageous – it’s hard to keep up with. But this year was such an extraordinary year politically; I haven’t had time to look around at all the small stories.

Are you a culture junkie? I watched all those Alaska wilderness shows with my son and they are a bit of a scam, which at least I could deal with in my novels. But on the whole, pop culture is a huge part of the media industry. I have to stay plugged in to be responsible, but I can’t stay in tune with all of social media.

The reality is you can’t be a productive writer spending all day on Twitter or Facebook.

Twitter is a hot button out there for communication and yours is pretty funny.

I don’t put a lot on Twitter because I want to keep the good stuff for my novels. Look, a minimum amount of energy goes into the head of the country’s tweets. Sending out a blizzard of tweets, who would give a rat’s ass?

It just goes on and on.

Still a little bit old-fashioned? I get a lot of snail mail still. I write letters back to all my young fans; the adults are harder to keep up with, but I try. I am in the business of putting words down, and social media can drag that down. But I am compelled by food images on Instagram. Nothing makes me happier than waking up and looking at a picture of day-old pot roast. It’s all self-parody, isn’t it? You can only be immersed up to a point.

Do you feel like with the chaos of “fake news” you can take your gloves off when writing about politics? I’ve always had my gloves off. I went to work in journalism right before Nixon resigned, so it’s come full circle.

It’s politically poetic to be back in the same situation where we were 40 years ago. Now, we have an orange Nixon and a country divided; it’s a sense of deja vu. But you can look at it like we have either slid back or we can look at the fact we survived that constitutional crisis of Watergate and we got through that. It’s easy to become numb or cauterized by this past year because it was so weird and unadulterated and filled with stupidity. Hard to imagine all these emotions without wincing.

But if your job is writing, you couldn’t be alive at a greater time. It’s clownville now.

Humor got this country through Watergate.

Carson’s late night TV was the first to become political and now we have Colbert, Kimmel, Bee, Oliver and their writing is clever, wellresearched and cutting-edge. When you think you can’t watch the news any more, you turn on late night TV as the antidote.

Would you have rather been a humor writer for TV? As a kid I would have loved to be a joke writer, but being a journalist was essential to having a good column. It’s like you have to hang around long enough and still be working to really get it, and be good at it.

You wrote specifically about the apologies celebrities are making for sexual harassment; why? It’s like I don’t even recognize my gender; the apologies are template. On what planet is this okay? That’s right, planet ego, power and celebrity. Being a reporter is incredibly different. Reporters are not management material, we never have authority or control because in our business, we are all in it together. In the end, I do hope some change comes out of it.

Wouldn’t it be perfect to set your next novel at Mar-a-Lago? A best of both worlds type of satire? I have thought about it. I went there once for a fundraiser, ironically for an environmental issue, the Everglades. Trump and his hair just hovered about and didn’t participate. The problem is all of it is so absurd, how do you improve upon it for fiction? Dave Barry and I like to take the absurd and crank it up a notch, but what if the story is so absurd to begin with? How do we make it more absurd?

So what’s your outlook on the future?

When material gets this rich, the country gets strong. It’s like we have gone back to Mark Twain and Will Rogers; the folk tradition of satire will get this country back to where it should be.

“1776” makes politics entertaining

A

s the saying goes, history really does repeat itself. How timely and appropriate for the Waterfront Playhouse to stage a full-scale production of “1776” in today’s political circus. The 1969 musical by Sherman Edwards and Peter Stone brings back the tumult and fortitude of our forefathers who sought independence and, naturally, those against it. Underscoring divisions and crude political games that play out every day on C-SPAN, “1776” does no less than mirror today’s arguments for America’s future, and perhaps provide the antidote, in the form of art.

Director Danny Weathers used all the aces up his sleeve and brought the house down with his superb execution of the Tony Award-winning favorite.

With Key West’s finest theatrical talent, a full ensemble of 25 actors and nine musicians, Weathers unapologetically does not use traditional dress costumes but allows the acting, script and music to take center stage – and it works.

The musical falls heavily on John Adams, played by the voracious David Black, who tackles the role with the same spirit as Adams argued before the Continental Congress. Adams loudly declares, “I have come to the conclusion that one useless man is called a disgrace — two are called a law firm — and that three or more become a Congress,” proving Edwards and Stone’s one liners are relevant today.

The joy of “1776” is the mixing of humor and folly in the messiness of politics. A source of comic relief and intellect, J.B. McLendon delivers a Benjamin Franklin who reminds the audience that the modern world could use more Franklins. The Congress cast is full of noteworthy characters such as Jeffrey Harwell’s maligned

John Dickinson from Pennsylvania, a political doorstop; and Matt Hulsey as Edward Rutledge from South Carolina, whose haunting rendition of “Molasses and Rum” was chillingly defensive of America’s slave trade. The only two women characters, Laurie Breakwell as Abigail Adams and Stephanie Sander as Martha Jefferson, tell the softer side of the story. And Rock Solomon plays unforgettable Thomas Jefferson, whose divine source of inspiration for the Constitution was a night with his wife.

John Hancock, a steadfast Tom Murtha, left the play on the timeliest note by saying, “We must brave the storm in a skiff made of paper.” The Constitution will always be our country’s bedrock.

Vincent Zito, the musical director, should be applauded for the musical character that pervaded the play with the band’s exceptional quality. And yet again, set director Michael Boyer delivered a stage design that seems as pertinent today as it would have then.
