As residents just learned firsthand, the Keys low lying landscape make it dangerously susceptible to ripping winds and storm surges. Twice in 12 years, tides have washed residents out — Hurricane Wilma in 2005 and Hurricane Irma in 2017. As prevention has become the name of the game, improved infrastructure and planning is all residents can do before the next storm. With a little Keys ingenuity anything is possible, so the Weekly asked locals to…

Carla Bahn, owner of Coral Reef Tile, said “I would like to see U.S. 1 raised by Sea Oates Beach and the second project, which is connected to the first, is the replanting of Sea Oats Beach with appropriate native vegetation to help secure the sand.

Craig Lindback, owner of Blue Horizon Pools, said “I would take out all the telephone poles on U.S.1 and make Comcast and AT&T put their lines on concrete poles so the lines are more stable and maybe we won’t lose phone service as much. Concrete poles are sturdier too, so they won’t fall in heavy winds. I would also raise Sea Oats Beach and put culverts under the road so the water can go under the road instead of over it, causing damage to U.S.1.”

Gary Lobato of Freewheeler Realty said, “My suggestion would be to have courtesy inspection of older buildings. Have professionals make recommendations and explain how to upgrade. Perhaps if the owners make the upgrades, they can earn a tax credit. Not only would it be safe, it will be less expensive to the taxpayers for clean up and so on. Another suggestion is have all the cleanup and repair folks in place with a predetermined price. It can be updated at any time as needed. This way after a storm it is not a last-minute fire drill to line people up and negotiate price under pressure.”

“An experienced hurricane mitigation professional should examine all hospitals to ensure they will stand up to a Category 4 storm. Experts should provide a list of changes necessary that would need to be retrofitted to withstand the extreme conditions prior to a next hurricane season. The local government could also give some sort of financial incentives to homeowners to pay landscape companies to drastically cut back and prune all landscaping prior to a hurricane season. It would not only reduce damage done during the strong winds of a storm, it would also reduce the amount of debris after the storm that is left out for collection,” said Wendy Kumar of SE Multimedia.

Reservations at the 19-bed Tavernier facility are available on a firstcome, first serve basis, exclusively for children ages 10-17. Call 305- 852-4246 or come in person to the Melvin M. Jelsema building in Plantation Key which is staffed 24 hours a day.

Displaced youths have come to stay for just one night or for an extended stay if their parents cannot find or afford a suitable rental. Many families used up the hotel allowances offered by the Federal Emergency Management Agency.

Parents or guardians may coordinate to drop children off each evening and pick them up in the morning.

The support staff is also available to provide free transportation to local schools.

Keys residents can get free support for youth issues including posttraumatic stress, by calling any of the organization’s counselors.

ILLEGAL DUMPING DEFINED If you are a resident who lives in Key Largo, Tavernier, Conch Key, Duck Key, Layton and between MM 5 and MM 15, do not dump hurricane debris along U.S. 1 or on vacant lots that you don’t own. It could be considered illegal dumping.

FEMA BY THE NUMBERS More than 8,000: households that have been provided with rental assistance money from FEMA. More than 18,000: home inspections completed, which is 85 percent of the residences whose occupants have registered with FEMA. More than 600: Households whose primary residences are uninhabitable and have encountered difficulty finding an appropriate place to rent and are staying in hotels at FEMA expense. This number is down from a high of about 2,700 in hotels.

25: Monroe County households that are staying in travel trailers provided by FEMA. Every 30 days, FEMA evaluates each applicant’s eligibility to remain in the trailer.

LAWMAKERS HEAR REQUESTS

tate Rep. Holly Raschein and State Sen. Anitere Flores welcomed the community to a legislative delegation meeting for Monroe County on Wednesday.

Speakers brought forward bills to be discussed as well as presentations from local governments on goals for the 2018 legislative session. Comments were also welcomed from those who attended.

Highlights included: • Monroe County’s Lisa Tennyson said the county needs payments of FEMA money expedited. She also mentioned the need for a county Emergency Operations Center: “Not having a safe facility and having to relocate mid-storm,” she said, created several problems. Also discussed were Stewardship Act and land acquisitions, and funding for the Sugarloaf portion of the Heritage Trail.

“These aren’t exorbitant requests,” said Flores. “I feel cautiously optimistic about these.”

• Islamorada Village Manager Seth Lawless was the first to bring up a reoccurring request —more affordable-housing allocations. He also said canal restoration is a major goal, as is the $1.2 million needed to finish sewer construction.

• Marathon Vice Mayor Michelle Coldiron’s opening remarks painted a picture of the need in Marathon — touching on how Publix is losing em-

ployees, and a local restaurant rushed to re-open in a bid to keep staff. She said trailers that have to be rebuilt to code will no longer be affordable. Like Lawless, she asked the state representatives to find more affordable-housing building rights.

Coldiron also brought up the need to tweak the vacation rental ordinance.

Marathon cannot make any change to its rental law without reverting to the superseding state law, which says homes can be rented nightly, rather than the week rentals allowed in Marathon. This has become an important call for “home rule,” as many communities across the state have expressed the same idea to Tallahassee.

“This message is being heard loud and clear,” said Raschein.

• Key West Assistant City Manager Greg Veliz talked more about affordable units, not just for Key West, but for the Lower Keys. “The majority of our workforce lives outside of the city limits. We need to look at more allocations for Monroe County, and also transportation to move them is critical,” he said.

• Kirk Zuelch of the Florida Keys Aqueduct Authority said they are no longer focusing on wastewater. “The emergency water supply is the most important thing to talk about after the storm,” he said. He brought up funding for a larger tank or funding to repair the existing one.

• Robert Lockwood, Monroe County public defender, said his office needs the ability to pay higher than average salaries. “We need to focus on how to give our attorneys a little more to cover the cost of living,” he said. “When the state gives a $1,000 raise across the board, that goes a lot farther in the Panhandle than it does in the Keys.”

• Florida Mosquito Control District’s Phil Goodman said the board needs term limits. Several citizens agreed.

Applying for FEMA Public Assistance Funding – For Private Non-Profit Organizations

On September 10, 2017, Monroe County was declared a designated disaster area for a major federal disaster declaration for the FEMA Individual Assistance and FEMA Public Assistance Program. For the FEMA Public Assistance Program, FEMA reimburses for certain private non-profit entities (PNP’s). Reimbursement is categorized based on what FEMA term’s the “Categories of Work” which are below: • Category A – Debris Removal • Category B – Emergency Protective Measures • Category C – Roads and Bridges • Category D – Water Control Facilities • Category E – Buildings and Equipment • Category F – Utilities • Category G – Parks and Recreation There are specific cost shares for anything considered eligible in these categories for PMP’s. For Emergency Work, FEMA will provide 75% reimbursement for Category A, 100 reimbursement for Category B for expenses/activities occurring during the 1st 30 days from the disaster declaration (i.e. Sept. 4 – Oct. 3), and 75 % reimbursement for Category B post 30 days from the disaster declaration (i.e. Oct. 4 and beyond). For Permanent Work, FEMA will provide 75% reimbursement for the Categories C – G. For PNP’s, the State does not provide any additional share of costs so anything unfunded by FEMA will need to be the PNP’s responsibility.

In addition, the Request for Public Assistance (RPA) FEMA deadline has been extended to November 10, 2017.

The RPA process is described further below. If you determine you may be eligible, please be sure to apply. Be advised of this clarification regarding the deadline extension for submitting Requests for Public Assistance (RPAs). November 10, 2017, is the deadline for Florida Department of Emergency Management (FDEM) to submit the applicant’s RPAs to FEMA. In order to ensure proper documentation has been provided for eligible applicants, FDEM asks that all RPAs be submitted in FloridaPA.org by November 5, 2017. Submitting RPA’s

by November 5th will allow FDEM staff the time to review the applicants’ requests for errors and proper documentation. If the requests have errors or require more documentation the new deadline will give FDEM staff time to reach out to applicants and address these issues. RPAs submitted after November 5th may not be reviewed by FDEM and subject to the one-time review by FEMA for approval/denial.

ased on the dental screening and sealant program conducted at Gerald Adams and HOB schools last year, it was determined that roughly 12 percent of the children screened were in need of dental care, with many of them being urgent cases.

The Super Hero Ride was the result of brainstorming by Wesley House’s Jeremy Wilkerson and Claire Hiller and Marty and Sharon Hirsch of Key West Rotary Club. The two entities were looking for fun events that involve the whole family while helping children in need of dental care.

Typically, the cost to correct issues with student’s teeth runs from $600 to $1,200.

Superheroes in locals’ hearts, Tommy Ryan, Jill Cranney-Gage, Jordan Smith, Jon and Cathy Crane, Jessica Cranney, and Joe Tripp were slated to be the first fundraising superheroes of the ride. And then Hurricane Irma hit.

“After the storm, we had to revise the ride,” said Sharon Hirsch. “Everyone is a superhero after this storm, and we didn’t feel it was necessary to have our slated heroes asking others for money when so many lost so much.”

Those young and old are invited to dress up for the leisurely ride to raise awareness about the dental fund on Friday, Nov. 3 with check-in starting at 6 p.m. Next year, the superheroes knocked out by Irma will raise money and compete for the “super superhero” title. Any donations made will be used toward the fund.

“We wanted to tie in with the end of Halloween before everyone puts those great costumes away,” said Hirsch, “even though our police, firefighters and EMS workers dress that way every day.”

The sheriff’s department will be giving away bike helmets in a total community effort before the ride takes off from Bayview Park, and the Smart Ride Mile Markers will be the lead off riders for the start.

After the ride, stay for the movie “The Incredibles,” hosted by Key West Outdoor Movies.

Holiday Helpers helps families who are struggling, sometimes juggling multiple jobs on weekends and late nights to provide for their children.

There will also be three slated bike rides in December to collect toys for kids in Key Largo, Marathon, and Key West.

The Holiday Helpers Stores will be located in Key West, Marathon and Key Largo in December. Eligible parents walk through the store, empowered by the ability to pick free, new toys their children will want instead of just allocating non-specific toys to parents.

Families are chosen through referrals from teachers and others.

ilden’s Wendy Hall had to come to terms with two separate issues when giving the Queen Angel outside the shop a facelift post-Irma. One, she had to conquer her fear of heights. (“No problem with the depths,” she said. “I’m a diver.”) Two, that dang coral. Hall said it was a feat to maneuver the lift around that pointy stuff.

The most amazing part, though, was the community’s reaction to the project.

“I didn’t realize how attached people are to the fish,” she said of the Queen Angel outside the shop in western Marathon. “They say, ‘I have a picture of myself in front of that when I was 2,’ or ‘We always pose in front of it for the Christmas card.’”

It took about a week, lots of acrylic paint, and the generous loan of a lift to reach the high points. The fish is one of those Keys landmarks that moves a lot, but doesn’t lose its Wendy Hall place in the heart of locals and visitors. It’s thought the fish was constructed on Coco Plum, then it moved to the Upper Keys and was positioned in front of an art gallery.

Now, of course, it’s in front of Tilden’s Scuba Center.

Hall said the shop and the boat came through Irma with minimal damage. Now, it’s a matter of hurry up and wait while the economy regains strength. For now, Hall said, the shop is open half-days.

“We’re running trips when the weather allows, which is not an abnormal occurrence this time of year,” she said.

She said the local reefs are “dusty” but seem to be in good health. According to one eye witness account, the Thunderbolt wreck fared well.

ETHICS COMPLAINTS AGAINST BARTUS, KELLY DISMISSED SARA MATTHIS

n Oct. 20, ethics complaints lodged against Marathon Councilman John Bartus and former Councilman Bill Kelly were dismissed “I knew it was going to go this way,” said Kelly, adding that this is the second time Jennilynn Smith has accused him of misconduct; the first was when he sat on the code board.

That case was also dismissed. “Twice this person has made allegations. And twice this person, who is not a fulltime Marathon resident, has cost the citizens of Marathon.”

To date, the city has paid $2,237.25 to the firm of Messer Caparello to defend the most recent charges, surrounding a development agreement for Sunset Grille and Raw Bar. Smith alleged Kelly and Bartus either misused their positions or had a conflict of interest. The city expects to be reimbursed for half the costs paid by its insurance company. The city bears the costs after the council agrees the charges arose out of performance of official duties and providing legal representation serves a public purpose.

The matter before the council in 2016 was a change to the development agreement language regarding amplified music and hours it could be played. At the Aug. 9 meeting, Bartus recused himself from the vote because

he is also a professional musician who performs at the restaurant, as well as a publisher who sells ads to the establishment. On Sept. 27, Bartus asked the council to bring the matter back before the council and, on Oct. 25, 2016 the change to the development agreement passed 3-2, with Dan Zieg and Michelle Coldiron dissenting. The matter was further complicated by a deed restriction signed by the former owners of the restaurant and neighbors in 2003. The details of the deed restriction did not match the language in the city’s development agreement.

“The wheels of justice turn slowly sometimes, but this was a frivolous complaint from the beginning,” said Bartus. “I’m glad the Ethics Commission came to the same conclusion. And I’m glad it’s over.”

Bartus has two years left on his term. He is eligible to run for another concurrent term. When asked if he would ever run for office again, Kelly said, “At this time, no.”

avigating America’s health care system can feel like being out to sea. Every year the rules change but it’s still the same game of how to get adequate coverage without spending a fortune.

Keys’ Insurance agent Stacy Dumas explains, “There is a lot of confusion right now about subsidies, people need to know they have not been cut.”

A subsidy is the financial aid the government provides monthly in order to help pay for a health insurance policy.

“What has been eliminated is the subsidizing of co-pays and payments towards the deductible of policy. This will now be the burden of the insurance companies.” What’s relevant is the timing of the elimination. According to Dumas, insurance companies already filed their rates for 2018 before the change. “Since the insurance companies will have to absorb the cost share reduction, the real challenges and cost increases lie ahead.” This means an even more dramatic increase in insurance costs for 2019 but … not yet. For those already insured, re-enrollment in the existing plan will be automatic but will reflect an increase in premiums for 2018.

For now, the Affordable Care Act still exists — providing subsidized policies for those who qualify. Qualifying depends on how many live in the household and the household’s income relative to the federal poverty level. To qualify, a household must be between 100 – 400 percent of the federal poverty level. This math is tricky because other factors such as age and tobacco use also come into play and the government changes the income margins yearly.

Open enrollment under the act has been drastically reduced from 3 months in the beginning to now six weeks, from Nov. 1 to Dec. 15, and options are limited. Unlike years past, there is only one available insurance company for Monroe County residents, Florida Blue Cross Blue Shield. Other insurance companies are available but at full price without subsidies.

“These are ‘off exchange’ and they are the major companies like Cigna, United, Humana, Aetna and Florida Blue,” said agent Greg Baumann.

“My suggestion is to call doctors and find out which they prefer when choosing the right plan down here.”

If a resident chooses to go without insurance there is a tax penalty. For 2017 tax filing it will be 2.5 percent of the household income or the penalty is $695 per adult plus $347.50 per child (up to a maximum of $2,085 per family), whichever is greater. The 2018 penalties have not been announced.

But the penalty isn’t necessarily an incentive to obtain insurance due to the overall rising costs.

What to do? The first step is to figure household income and go from there. Either begin by navigating www. healthcare.gov and filling out the forms to see which plans or subsidies may work. Also the site offers www. localhelp.healthcare.gov listing local agents such as Dumas and Baumann and organizations that provide help.

Whether using an agent or a navigator at a health facility, it is free and at the cost of the insurance companies.

KEEP THEM WORKING Snappers owner keeps staff intact, looks ahead

“K

eep them working,” was the only thing Snappers Restaurant owner Peter Althuis thought to do with his staff of about 80 employees since the storm. It’s taken a bit of creativity to find ways to keep his staff intact and stable two months removed from the Keys’ most significant storm since Hurricane Donna.

“The future is bright; it’s gonna be big,” said bartender Kirk Weatherly. “After I saw the pictures of the storm, he was the first guy I texted the next day. The next morning at 6 in the morning, I went, ‘Hey man, I saw the pictures. We can do this again. We can start over. We’ll start out with the grill and two coolers and we’ll make this happen. He said ‘it’s game on.’”

Almost immediately they began. First the crew cleaned up the remnants of the restaurant and demolished Turtle Club and moved it to their parking lot across the road. There was a lot of rubble; it filled the entire lot from front to back; it took 160 truckloads to make it vanish, said Althuis.

The attention then turned to service. Even with a decimated dining floor and kitchen, the remaining half of the outside bar and mobile food truck still bustle furiously to prepare and serve the current “Irmageddon menu.” It’s all a part of the restaurant’s “be good, do good,” mantra of service. Executive chef Camellien Octela Jr. and his crew have epitomized the attitude needed to make the most out of a tough situation. More importantly, they are working and are probably looking forward to the restaurant’s new kitchen.

Along with continuing food and bar service and starting T-shirt sales to keep staff working, Althuis organized a fundraiser that successfully raised more than $7,000 for his employees. On a separate occasion a longtime member of the restaurant’s Turtle Club kindly gave $4,600 to help staff.

When the trucks are rumbling, hungry bellies come grumbling.

Now a literal shell of its former self, Snappers is trying to complete construction on its new look before the New Year arrives. “You know me, I’m very pragmatic,” said Althuis of his plans with the restaurant moving forward, adding that the time is right to make improvements to the layout, equipment and interior design.

With a background in construction and development, he also understood the need to hire local labor, bringing on Rex Air air-conditioning, Heath Townsend Plumbing & Septic, Monroe County Fire Equipment, and R. Hendrix Construction to name a few.

Forever internet famous for his colorful choice of words on live air (check out his CNN interview with Bill Weir before Irma arrived), Althuis capitalized on his innocent slip-up and made some hilarious shirts to immortalize the joke. The shirts are just another way to keep his people motivated – and laughing.

rin Muir’s roots run deep in the coral rock of the Upper Keys. The newest addition, 10-month-old Violet, (a seventh-generation Conch on her mother’s side) is already crawling and standing and is just as determined and stubborn as momma, says Muir. That determination dates back to the 1860s, when Muir’s early relatives, the Albury family, first settled in the islands. As trying as those days were for the pioneers, the Alburys are tough. It showed, for example, during the 1935 Labor Day storm, when Muir’s great-grandfather drilled holes into the floorboards to allow water flow and prevent the house from floating away. While Muir fared slightly better in Hurricane Irma (no holes required), she understands the road back will be hard work.

Ten months ago you became ‘Violet’s mom.’ What are some things you plan on doing with your daughter that your mom did with you? I cannot wait until she’s big enough to teach her to water ski. It’s something I would do on summers with my extended family, and something my mother did with her parents. She would tell me how my grandmother would go to the beauty parlor and get her hair set every Friday.

She was so good at skiing that she could get in the water, completely keeping her head above water, ski all she wanted, and when she was done she would just drop off having never messed up her hair.

With five generations of Conchs before you, your family was one of the first established in the Keys. What did you think of the people saying not to rebuild after Irma? I didn’t read the article, I heard about it, but I purposely did not read the article because I knew it would make me so incredibly angry. I might have gotten on a plane and gone and found that author and personally had it out with him. Like, “Listen, my family has been here since the 1860s and we know a thing or two about what it takes to survive here, and you’re not going to tell us we shouldn’t live here.”

Aside from being a mom, your other fulltime job is as a legislative aide for Representative Holly Raschein. What was the kookiest rumor the office had to dispel post-Irma? Probably the “mass evacuation” rumor where residents would be forced to leave because the Keys were so damaged.

Also, “they” were deliberately keeping the cell phone service and internet off to keep people from coming back from the Keys.

What has local government concluded needs changing before the next big storm? I feel like we’re going to have a lot of funding requests towards building a Category 5 emergency operations center.

It makes the emergency operations manager’s job that much harder when they have to reestablish a command post. That takes time.

Going into the legislative season, what are some of the big items Representative Raschein hopes to accomplish? We have some very specific local issues coming up this year. One deals with Trauma Star crew pensions. We’re always working towards funding under the Florida Keys Stewardship Act. And, we have to fund marine debris removal and a lot of hurricane recovery items.

You are co-chair for The Florida Keys History and Discovery Foundation’s new signature event, A Night at the Museum: Exhibits Come to Life set for Nov. 10. Which historical figure are you most excited to see? I love Jerry Wilkinson’s Henry Flagler; he’s been doing Henry Flagler for quite a while. He’s also an emeritus board member for the foundation because he’s such a wealth of information on local history.

You also helped start the young philanthropic group, Flagler’s Folly Society. What’s in the works? We’re a little off schedule at the moment. We had some ideas for late September ... We’re regrouping at the moment to make sure we have some great speakers and locations lined up. Our main program is our Hungry for History; that’s where we go to different restaurants and tie the location into the topic for the evening.

With so much of your family’s story intertwined with the history of the islands, what story is your favorite? Probably the stories about my greatgrandfather, Captain Rodney Albury. He’s one of the fishing guides that’s featured in the Legends of the Lines exhibit at the History and Discovery Center.

He fished with numerous businessmen, politicians and athletes. His most notable client was FDR. He was the president’s fishing guide in the early ’20s. He would come down on his yacht, The Larooco, every winter and come to my great-grandfather’s dock to hire him out and put him on a fish that day.

Erin Muir: Sixth generation Conch continues family legacy The Albury clan settled on the land in Tavernier prior to the 1970 census. Erin’s great grandfather Rodney Albury (center) fished President Franklin D. Roosevelt. According to historian Brad Bertelli, Roosevelt’s yacht Larooco blew an engine near Shark River in 1925. The president wrote a note that was transported to the Long Key Fish Camp by a passing captain. It was handed to the train conductor with instructions that it be delivered to Albury at the Tavernier Depot. The note read: “Dear Captain Albury, come save all our lives.”

arathon High School took four swimmers to regionals on Oct. 27 at Nova Southeastern University’s pool for the 1A region of Districts. Coral Shores took six swimmers and one diver. The diver, Tyler Arnold, will advance to the state level in the 1-meter dive division.

“It was a great weekend for Tyler. He found out that he was accepted into the school he wanted — Colorado School of Mines — and he’s moving on in competition,” said Coral Shores swim coach Jon Olsen of the senior, and only diver, on the team.

Like Marathon High School, Coral Shores High School lost many practice days when the practice pool closed following Hurricane Irma. Olsen told his swimmers they had to trust that they were staying in physical shape, often by doing yard work to help friends and neighbors.

Swimmers included seniors Craiger King, Sean Sinammon, Jack Owens, junior Zybo Marchetti and his sister Zoe Marchetti, a freshman, and sophomore Max Owens. The boys’ medley relay team finished 10th, and 11th in the 200 freestyle relay with a time of 1:40.01. They also swam in the 400yard freestyle relay and finished 14th.

The Marchetti siblings swam with distinction in the 100-meter backstroke. She finished eighth and he finished 11th, with times of 1:02.06 and 59.64 respectively.

Sean Sinnamon in the 100-yard butterfly, and Craiger King in the 100-yard breaststroke, also turned in solid performances.

Marathon High School Coach Sarah Maschal took four swimmers to regionals — seniors Audrey Matthis and Abby Gracy, junior Hannah Ziels and sophomore Delania Ross. It was a bittersweet end to a difficult season.

“I have a big thank-you for all the pools that let us practice — the Boy Scouts, Founders, Florida Keys Community College and Jacobs,” said Maschal. The girls shaved a few seconds off the districts time in the 200-yard freestyle and the 400-yard freestyle relays.

Marathon’s swim team will say goodbye to seven seniors this year, about half the team. Maschal said she expects the team to do well next year.

“Someone always steps up to the blocks,” she said. “We find a way to fill in those holes. Hey, we just went through Irma and here we are at regionals.”

he Community Foundation of the Florida Keys’ recovery efforts gained a big helping hand recently, when Islamorada residents Jon and Julie Landau created the Landau Family Hurricane Relief Fund for the Upper Keys. A filmmaker and producer, Jon Landau is most known for producing “Titanic” (1997) and “Avatar” (2009) – the two highest-grossing films of all time.

“To me, it’s how do we preserve the community,” said Landau. “If there is one thing I ask, it’s to not forget about the people who are still in need.

For some of us, the power might be back on, water may be flowing, and our pools filled – but we need to continue to find ways to help the people most affected and give them a reason to celebrate during the holiday season.”

Dianna Sutton, president and CEO of the Community Foundation of the Florida Keys, said the Landau Family Fund will help individuals and businesses throughout the Islamorada area with urgent and immediate needs, as well as future rebuilding and recovery.

About $50,000 of the $90,000 has already been passed out.

Sutton said donations have poured in from all over the country, and as far away as New Zealand. The stories behind them are inspiring, be it the St. Louis watchmaker who gathered money from battery replacements or the individuals who organized concerts and sold T-shirts to raise money.

Thanks to Landau, companies and colleagues from Hollywood have also given, said Sutton. While she was mum on who specifically gave, Sutton did confirm that some contributors are most certainly household names.

Through a combination of the Landau Fund and CFFK’s own Irma relief fund, grant money has been able to provide transportation, housing, utilities, some medical assistance, child care and rental assistance.

Grants are being awarded to local non-profit organizations, which Sutton says has been effective in providing goods and services directly to those in need. Among them: the Florida Keys Outreach Coalition, Monroe County Education Foundation, Samuel’s House Hurricane Irma relief fund, St. Columba Episcopal Church, the Sister Season fund, and the Florida Keys Fishing Guide Association.

tion, whose mission is to find housing solutions for the homeless, has been especially grateful for the flexibility the grants have given.

“We’re using the funds to assist families in the Upper Keys that have been impacted by Irma to get stabilized housing,” said Stephanie Caple, executive director.

Through its Quick Assist program, the coalition has helped residents by covering rent and temporary housing expenses, financing home repairs, paying for local campground space while repairs happen, getting residents caught up on mortgage payments, and covering insurance deductibles for damages directly caused by Hurricane Irma.

“The name of the game is how we can quickly and effectively get residents get back on their feet,” said Caple, adding that there is urgency in addressing the new housing crisis.

The community organization has also formed various advisory committee boards, each representing its respective region of the Keys, to gather local advisors to help review grant applications.

The Oct. 31 deadline is not the final grant approval period. Throughout the coming months, CFFK will continue to accept applications and continue reviewing where funds will be most effective. amaritan’s Purse Disaster Response will be in town through Nov. 15, and will stay longer if there continues to be need.

“Right now we aren’t getting enough calls to keep our volunteers busy,” said Todd Taylor of the organization on Monday morning.

Two volunteers stopped by The Vineyard Christian Center in Big Pine Key to see if anyone had requested help with tree removal or general help getting their homes and property back together, but no one had.

“We can stay through the first of the year if the need is there,” said Taylor. Volunteers are flown in daily from Fort Lauderdale to Key West Airport.

From there, the teams go out into the community to help people.

The group says a prayer with residents before they start chopping and chain sawing away, and gives them a Bible, but “we aren’t going to hit anyone over the head with the book,”

he said. It also has teams spread from Barbuda to Texas, helping those communities with hurricane clean up.

In addition, the Coldwell Banker Schmitt Charitable Foundation received the first of five $250,000 donations to help locals get back on their feet. The money was raised by the Ocean Reef Community Foundation and with the help of Florida Keys Hurricane Relief Foundation presented the check to Nira Tocco and Jessica Borraccino of the fund.

“We needed to do something to help those outside the gates,” said Ocean Reef Community Foundation’s Yuri Mikolay. The fund has already financed needs of the employees at Ocean Reef Club. Applications for need in Monroe County are being looked at weekly, instead of the usually monthly review, and can be found at gooddeedsinthekeys.org.

WINNING SEASON! MHS plays conference championship at Marathon Community Park on Friday

O

n Friday, Nov. 3 at 7 p.m., the Marathon High School football team will take the field at Marathon Community Park to play for the conference championship against Ransom Everglades School. The Dolphins played the Raiders on Oct. 27 and beat them soundly 40-12.

MHS Athletic Director Teresa Gonzalez said the school and team are working closely with school district officials to make this happen.

“This is going to be a great night.

It’s a chance for the town and school to come out and celebrate,” she said.

MHS is enjoying a winning season, with a record standing at 5-2.

At the game, the school’s seniors will be celebrated. Seniors are encouraged to wear their class shirts and

be acknowledged during the game.

Admission is free for seniors.

The concession stand will be open and the crowd is encouraged to bring lawn chairs, as bleacher seating will be limited.

The field will only have one goal post. The teams will reverse direction as the situation demands.

Marathon High School’s football field was destroyed by Hurricane Irma, with about three inches of sludge under its top level of grass, and must be completely rebuilt. The school plans to start readying the field for the spring season’s baseball and softball games.

Homecoming has been postponed until 2018 and it will coincide with the basketball season.

South Florida performance group donates free show

n Saturday, Nov. 4, Key Largo Library will welcome entertainers from the Fantasy Theatre Factory to perform Little Monster Tales, a Halloween-themed performance.

The children’s show is free to the public and will begin at 11 a.m. The performance is part of an effort to return the arts to the Keys after Hurricane Irma.

“While people are slowly coming back to their daily routines, we also know so many arts events were canceled and otherwise affected. We’re really happy to contribute to the cultural landscape and do our part to give back to the community that we’ve been so happy to serve for as long as we have,” said Larry Fields, executive artistic director.

Little Monster Tales is a collection of funny children’s stories about monsters and spooky creatures. Emphasizing reading and literature, the show adds a bit of comedy and music. Live onstage “monsters” and puppets will take over the stage, leading up to a monster mash finale to Michael Jackson’s “Thriller.”

“The group does theater performances for our summer program, but because of Irma they called us and said they wanted to donate a free performance for the community. They are really superb and are doing this to uplift the spirits of kids and families,” said Claudia Moriarty, assistant branch manager for Key Largo Library.

The touring theater show is complete with a custom-designed set, props, sound systems, and professional cast.

“We’ve worked very closely with the Key Largo Library for a number of years and they’ve always been such terrific partners, but we really wanted to do something extra special for them for free in the aftermath of the hurricane, just as a way of showing our appreciation for the partnership and for surrounding communities and families,” said Fields.

ittle art works on the wall do not all look the same. Yes, there is a green one and a pink one, a blue one and a yellow one but they are not all made out of ticky tacky and they definitely do not look all the same. If Malvina Reynolds, who wrote the 1962 hit “Little Boxes,” could come to The Studios Of Key West this Thursday, Nov. 2, she would be pleasantly surprised by the Lemonade Stand Gallery’s Small Works Show. Still original and mesmerizing after seven years (since 2005, but not consecutive), the small works show has now become an artistic tradition in Key West and even Irma couldn’t stop the show from going on.

“Entries came from 16 countries and 46 states,” said Letty Nowak, artist and founder of the Lemonade Stand.

The works are required to be no more than 10 inches in any direction in any material and this year showcases some exceptional creativity. From crafted mosaics to paintings the size of a postage stamp, the works embody the wonderful nuances of art. There are small impressionist paintings, bold metal sculptures and artful collages, all no more than a handful in size. Nowak marvels at the fact the show has grown “global” and gets better every year while still featuring many local artists such as Susan Sugar, Elizabeth Chamberlain, John Martini, Lynne BentleyKemp, Jim Racchi, and AD Tinkham,.

Choosing more than 200 works took Nowak five days with fellow judge Caroline Stover-Sickmen, and two full days to pick the four judge’s awards.

Stover-Sickmen has been a judge for five years and said, “It’s great to see local art mixed with art from all over the world we normally wouldn’t see.”

Usually four judges would be involved but due to Irma, the whole show fell on their shoulders.

“It’s a good kickoff to the year after the storm.”

“We really tried to benefit everyone by showing works that are traditional to modern, and the sculptures are really beautiful this year,” said Nowak. “It was a hard judging process.” Therein lies the joy. So many tiny paintings and sculptures will decorate the studios and, like snowflakes, no two will be the same. The show will be dedicated to the recent loss of Key West’s art maven and former Lucky Street owner, Dianne Zolotow, with remembrances printed by fellow artists. Simultaneously upstairs in the XOJ Gallery, writer William P. Bahlke and illustration artist Lothar W. Speer will be on hand to sign copies of their newly released children’s book, “Grandpa!

he 35th annual Headdress Ball presented by the Key West Business Guild on Oct. 26 couldn’t have been a more fitting inauguration of the new Key West Amphitheater. Mayor Craig Cates kicked off the evening, unrolling the rainbow flag. Then came a special song written just for the event by Howard Livingston.

Emcee Tom Luna had a never-ending array of good Irma jokes and, as usual, amazing costumes and performances were the stars.

Monroe County Promotes awareness of Public Assistance Availability through FEMA and State of Florida FEMA and the State of Florida are accepting applications for disaster assistance under the Federal Public Assistance (PA) program for damages that occurred as a result of Hurricane Irma. FEMA provides federal aid under the Public Assistance (PA) program to applicants that meet the program criteria. Eligible applicants are defined as State and Territorial Governments, Indian Tribal Governments, Local Municipalities, and certain eligible private not for profit organizations. In order to be considered for assistance, eligible applicants must submit a “Request for Public Assistance” to the State of Florida prior to November 5, 2017.

Be advised of this clarification regarding the deadline extension for submitting Requests for Public Assistance (RPAs). November 10, 2017, is the deadline for FDEM to submit the applicant’s RPAs to FEMA. In order to ensure proper documentation has been provided for eligible applicants, FDEM asks that all RPAs be submitted in FloridaPA.org by November 5, 2017. Submitting RPA’s by November 5th will allow FDEM staff the time to review the applicants’ requests for errors and proper documentation. If the requests have errors or require more documentation the new deadline will give FDEM staff time to reach out to applicants and address these issues. RPAs submitted after November 5th may not be reviewed by FDEM and subject to the one-time review by FEMA for approval/denial.
