$56.3 million & $60 million Since Hurricane Irma struck the Keys on Sept. 10, FEMA has provided $56.3 million in grants to Monroe County homeowners and renters for uninsured damage to their primary residence and serious losses related to the storm.

Additionally, the National Flood Insurance Program, which is part of FEMA, has paid more than $60 million in flood insurance claims for Monroe County policyholders, according to preliminary data.

sually the City of Key West offers free holiday parking downtown Dec. 23-25, but not this year. There still is free parking, just limited, for two reasons. First, thanks to Irma, the city lost parking dollars post-storm, creating a revenue shortage, and second, residents with a residential parking sticker already have access to free parking any day of the week.

“This year we are really concerned about the loss of parking revenue,” said John Wilkins, parking director for the city. “Those dollars are important to the city’s budget and are used to replace taxpayer dollars. Tourists won’t be affected by paying for parking over the holiday and don’t need the break.”

The only all-day free parking will be at the Old Town Garage (Park N Ride) located at 300 Grinnell St., for the days of Dec 23-25. This is also located on the free Duval Street Loop route.

Otherwise, the free four hours of parking are still available to residents with residential parking stickers at Fire Station Parking Lot on Simonton Street, The Key West Bight Lot on Caroline Street and Old Town Garage.

“The four free hours for locals has been really popular, “ said Wilkins “And know they can utilize it for holiday season.”

animals Thompson wants to make better owners Full Name? Lindsey Thompson.

K

ey West Animal Control gets an average of 25 to 30 calls a week, 24/7. Who is responding to the calls? That would be Lindsey Thompson, a Texas native who moved here three years ago after accepting the job with the FKSPCA. The number one call she gets, she said, is about loose dogs, and her goal in Key West is to educate on proper ways to own an animal. Back in Texas, Thompson started in marine biology but worked with a veterinarian during college and decided she liked land animals best. For seven years after, she worked all aspects at the Humane Society including rescuing animals from euthanasia. Thompson also is the foster coordinator for the shelter.

“I have a connection with animals,” she said. Thompson loves her adopted FKSPCA family, whom she describes as very caring.

She is looking forward to the new shelter in 2018 and appreciates all the support from the community. Thompson is featured with beloved Betsy, an 8-year-old hound ready for adoption.

Worst nickname? Bubbles.

If invisible, what would you do in Key West? I would sit down at Mallory Square and people watch.

Do you have a life credo or motto? Live life to the fullest.

On what occasion do you lie? To protect someone’s feelings.

What have you learned as head of Animal Control at the FKPSCA? It has taught me patience.

Favorite guilty pleasure? I love to eat Thai food.

What should people know before adopting? You should know what your lifestyle is and the responsibilities of owning an animal.

Do you have a soft spot for certain animals? Scared and disabled animals.

Funniest animal story? There was a cat housed in a cat cage. Every morning when we came in the cat would be out roaming the room. We had no idea how the cat was getting out. The cage doors were locked. I decided to film the cat from a window looking into the room. The cat started pawing at the bars of the cage. Then she came to one of the bars and it moved to the side and the cat was able to squeeze through the space between the bars. It was so funny, every time we put her in there she would get out.

Which TV, movie or superhero character is your alter ego? Ace Ventura, Pet Detective.

What is your nerdiest passion? I like to research different animal illnesses.

What is your most treasured possession?

Besides my beautiful daughter it would be my animals. (Thompson has two dogs, three cats, a bird, a fish and a hedgehog)

If you could grant Key West one wish? To repair everyone’s home from the damage after Irma.

What is your greatest fear? Something bad happening to my daughter.

For lunch with one famous person, whom would you choose? Norman Reedus because he loves cats.

CELEBRATING NAVAL HISTORY IN KEY WEST New exhibit looks back on 100 years

years: that’s how long the Navy has called Key West its home. The Key West Art and Historical Society, along with local historian Tom Hambright, have memorialized this milestone by creating a complete historical overview, now on exhibit at the Custom House. To kick off the event, the men and women of the Navy gathered on Dec. 7, which also was the anniversary of the attack on Pearl Harbor, to celebrate and honor the men and women who have served in Key West. As NAS Commander Capt. Bobby Baker said in opening remarks, “We serve in honor and awe of this milestone and this community.”

t’s hard not to cry foul when the “Beach Bum” movie trucks are parked on one of the few usable sports fields in Key West. Unfortunately, Irma’s aftershocks keep affecting the community and lately, the kids’ AYSO soccer league. From Dec. 3-10, the city gave permits to the movie production to use the Fort Street/Gilleran Field at Truman Waterfront as a parking lot. Coaches, parents and kids were upset to lose another week’s worth of practice, especially since the field had already been permitted to Goombay and Powerboats. Here’s the catch: AYSO’s season was supposed to be over and the field’s schedule free.

“It’s not the city’s fault,” said volunteer AYSO coordinator, Dana Ring. “We (AYSO) have no dedicated field space, but the city is working with us and making a plan to move forward.”

The biggest challenge is for AYSO, the largest youth participation sport with over 600 kids playing, who has to vie for space with baseball, football and the youngest league, lacrosse. The past few years have seen definite growing pains and public discontent in scheduling sports, maintaining fields, and general communication among parents, city officials and league coordinators.

“We are not going to give up soccer time,” assured Marcus Davila, city director of community service. “But it’s a matter of scheduling, especially for the younger kids who need to play before 7 p.m.” Davila cites the loss of Gerald Adams, which is under construction and will offer a new field but not in the foreseeable future.

Bernstein Park, also slated to be used for soccer, also suffered Irma setbacks and poor field maintenance and won’t be usable until after April. That leaves scheduling spring soccer clubs, lacrosse and football among Fort Street/Gilleran Field, HOB and Poinciana fields. But Davila said, “There is a future eventually and we will have enough field space, but just not yet.”

Davila apologizes for the night lighting at Fort Street. Thanks again to Irma, a pole was struck by lightning, and special bulbs are required to fix the problem.

“Fort Street field has always been a temporary field,” said City Manager Jim Scholl, who assures that signing off on movie trucks wasn’t intended to conflict with sports programs. AYSO is funded by taxpayer dollars and Scholl does recognize AYSO’s important role in the community. “There are challenges with all the leagues but the capacity is there.” He is referring to the future of Bernstein Park and the new FIFA regulation field (lights included) destined to be built at Truman

Waterfront. The design phase has already been budgeted in 2017 and building the field will be budgeted in 2018-19. As for the future and viability of field space at the Hawks Missile Site (Little Hamaca Park), he said, “So far it doesn’t look very economical.”

Commissioner Sam Kaufman is also looking to strengthen the day-to-day communication between the community and the city in regard to parks and recreation.

He is inviting parents, leagues, and community residents to City Hall on Tuesday, Dec. 19 at 6 p.m., to voice their needs and concerns regarding shared field space.

Kaufman said, “The goal of our meeting is to start the discussion about the needs of the various youth organizations such as football, soccer, lacrosse, softball etc. and discuss the park and recreation policies and policy-making process in the City.”

FKCC LAUNCHES RESEARCH SHOWCASE

College highlights students’ marine science work

T

he scientific work of six Florida Keys Community College students took the spotlight on campus on Dec. 12 at the college’s first ever Student Research Showcase. The event featured a variety of analyses, field work, and findings compiled by marine science students during internships and independent study experiences. Topics included seagrass restoration, shrimp aquaculture, protected coral monitoring, spawning aquarium fish, octopus ecology, and pillar coral assessment.

“The quality of work and depth of knowledge demonstrated are rare even

among graduate level students,” said FKCC marine science professor Dr. Michelle Walsh, “and our students are only in their first two years of college.”

FKCC plans to expand the event to include student research and internships across all fields of study at the college.

“We are fortunate to have such dedicated faculty and industry partners to help our students find unique and rich experiences that will help them tremendously when they enter the workforce.” said Lana Sielski, FKCC’s director of marine science and technology.

cott Duszynski is on his way out of the Keys and will be missed by his co-workers and friends in the community. On Wednesday night, he was presented with a proclamation naming the day Scott Duszynski Day. Duszynski started at Keys Federal Credit Union in August 1995 as a teller after moving to

Key West from Chicago. From there, he moved through the ranks before becoming CEO in 2011.

Duszynski has been very active in the community, and involved with American Red Cross, American Cancer Society, AIDS Help, Navy League, Military Affairs Committee, the Kevin Piper Jr. Memorial Fund, Key West Sunrise Rotary in the Conch Republic, and the American Diabetes Association.

air Insurance Rates in Monroe (FIRM) was the only grassroots entity mentioned in the Florida Office of Insurance Regulation’s (OIR) order filed on Dec. 6. The order freezes rate increases for Monroe County Citizens Insurance policy holders.

“It is gratifying that OIR has taken the steps to look at the things we have been asking them to look at all these years,” said FIRM Advisory Board Member and Monroe County Commissioner Heather Carruthers. “We have been asking them for 11 years to look at our surge versus wind damages and our stringent building codes. They finally listened.”

After considering testimony and documents from FIRM and comments received from residents of Monroe County, OIR Commissioner David Altmaier ordered homeowners’ windstorm rates for Monroe County to remain at current levels.

Over the last several years, rate increases have been around 10 percent every year. FIRM testified at the rate hearings that Citizens windstorm insurance rates are unjustifiably high for Monroe County, resulting in Monroe County premiums being more than $750 million higher than claims since 2004.

“After a storm like Irma, I am glad they didn’t add insult to injury,” she said.

Marathon homeowner Mary Stella said she is glad there is a freeze. “I already pay nearly $5,000 a year in premiums with a 2 percent deductible,” she said. But, her real qualm is more with the aftermath of Irma. “I take serious issue with

homeowners having to hire their own adjusters or otherwise do battle with Citizens to get fair settlement of our legitimate claims.”

FIRM President Mel Montagne said in a press release that the rate freeze is a big win for the residents of Monroe County, especially as so many are rebuilding after Hurricane Irma.

“We are so grateful for the support we receive from our state and local elected officials and the local governments and associations who continue to financially support our efforts, and especially to our members, who donate, volunteer, send comments and continue to fight alongside us,” he said. “There is more work to be done, as condo and mobile home rates will continue to rise, but this result is truly good news for us.”

FIRM is also awaiting the results of its lawsuit against the OIR concerning the 2017 rate increases. FIRM states that OIR wrongly denied Monroe County policy holders the right to present a case against unjustifiably high and unaffordable wind insurance rates. If FIRM is permitted to move its case forward, FIRM will show that the rate setting methodology utilized by Citizens and approved by OIR is flawed as it relates to Monroe County. FIRM’s attorneys presented oral arguments before the First Appellate Court in October.

FIRM is a grassroots organization that started in 2006 to fight for property owners’ rights in Tallahassee and Washington, D.C. In addition to advocacy, the group keeps the community in the know with events like flood mitigation workshops. The next workshops take place Jan. 16 in Marathon, Jan. 17 in Key Largo, and Jan. 18 in Key West.

Book reviews Duval’s history

M

ore than 180 years ago, Duval Street could not claim to be Old Town’s central avenue. That honor went to another road, located west of Duval, which the 500 or so Key West residents at the time referred to as “Main Street.” In 1829, William Whitehead completed his famous survey of this island outpost, and changed the name Main Street to Whitehead Street. It was just as well. Duval Street, christened in honor of Florida’s thenterritorial governor, was destined to become Key West’s de facto main street for much of the 19th and 20th centuries. These are the kind of intriguing details that I stumbled across as Keys historian Jerry Wilkinson and I were writing our new book, “Key West’s Duval Street.”

During the early years, a tidal pool covered a section of Duval; then, in 1846, a hurricane blew over the island and altered its topography. Eventually, with the underwater sections now filled in, Duval Street could stretch from “the Atlantic Ocean to the Gulf of Mexico,” and in the process, become one of the liveliest, most renowned streets in America. People showed up on Duval Street to imbibe spirits, to celebrate, and to congregate. One of the island’s first saloons, the Gem,

was opened on Duval, and set the tone for decades to come. People also began to turn up for parades: in 1880, Civil War hero and former president Ulysses S. Grant rode down Duval in a horse-drawn carriage. Even former Confederate sympathizers came out to see the great man. Later, in 1892, Cuban revolutionary and poet Jose Marti would give an electrifying speech from a Duval balcony. One of Key West’s first hotels, the Russell House, hosted visitors here and even witnessed one of the island’s most notorious duels.

When the 20th century dawned, Duval Street could boast jewelry stores, coffee shops, a shooting gallery, multiple bars, and a barber. Parades regularly bustled up and down Duval Street, with soldiers, sailors and benevolent societies such as the Knights of Pythias joining in. When an elderly Henry Flagler at last arrived on his Overseas Railroad in 1912, militias and bands proudly marched along this avenue, with crowds eager to witness a slice of history. More history trumpeted down Duval in World War I and World War II, with plenty of patriotic parades. In the days of segregation, Af-

rican-American children from Frederick Douglass High School proudly twirled batons and played their instruments along Duval on Armed Forces Day. Meanwhile, Key Westers still came to Duval to shop for their children’s clothes and buy household appliances.

People made their homes on Duval Street; they set up decorations for Christmas. Ordinary life took place just blocks away from bars and nightclubs.

The street saw births, deaths, baptisms, graduations, artistic endeavors, local politicking, preparations for war and celebrations of peace. Yet the street could never be just another humdrum avenue. With its irrepressible spirit, Duval Street was, and remains, the pulsing heart of historic Key West, and a much-loved American destination.

merican Book Fest has announced the winners and finalists of The 2017 Best Book Awards. More than 400 winners and finalists were announced in more than 90 categories. Awards were presented for titles published in 2015-2017.

Karuna Eberl and Steve Alberts, authors of “Key West & the Lower Keys Travel Guide,” received the top nod in the travel category.

Their book was also a finalist for inside design.

“After two years of diligent research and a real effort to make the book informative and entertaining, we are pretty thrilled to win a national award,” said Eberl.

“That’s an unusual achievement for a travel guide.”

She said the book has garnered some nice reviews.

“People say they are reading it like a novel, from cover to cover,” she said.

The awards, now in the 15th year, represent a mix of about 2,000 books from a wide array of publishers throughout the U.S. The Keys authors are currently at work on another book about the Everglades, targeted towards young readers. It will be published

by Cardinal Publishing in 2018.
