School Board starts work on housing plan for the Lower Keys GABRIEL SANCHEZ

n Nov. 14, the Monroe County Board met to discuss, among other things, the formation a Sugarloaf housing tasking force.

Superintendent Mark Porter started the discussion by introducing of the members of the employee housing task force at Sugarloaf School. The group includes Porter as facilitator; Niels Hubbell, senior director of strategic planning for Monroe County; Kimberly Matthews, Sugarloaf kindergarten teacher; Rachel Quad and Jenny O’Brien, also of Sugarloaf School; and Holly Hummell-Gorman, president of United Teachers of Monroe. Dirk Smits, the school district’s legal counsel, is an ad hoc member.

Ultimately, Porter pointed to land use and feasibility as the main issues for figuring out a timeline for when the proposed 10 to 20 workforce units could be completed.

Board member Andy Griffiths added that an important consideration when submitting applications for amendments to future land use maps is doing so before the Department of Economic Opportunity semiannual meetings.

Porter noted that the authority of the task force is to make recommendations.

“We’re simply looking for a resource to come back and make a recommendation; it’s not a binding recommendation,” said Porter. “The board still has the full authority to do anything they might want to do in terms of proceeding.”

The impetus in forming the group is in part due to the current housing situation, says Porter.

“We’re not going to be able to solve anyone’s short-term housing problems from the result of the current hurricane situation. But perhaps if we move down this path we can give them some indication of what might be there for them and others in the future.”

Ultimately the group’s efforts are meant to be “small in scope, small in numbers, and short in timeline,” said Porter.

Board members then talked about the county level regulations and a possible waiver of fees from the county.

While raising the issue of land use at Sugarloaf, the board also discussed the use of Trumbo Point.

In conveying the urgency of the need for housing, Bobby Highsmith, vice chairman of the board, ultimately requested completion of the projects parameters by Jan. 31.

During the public comment portion of the meeting, former school board member Capt. Ed Davidson discussed the efforts of the previous board to address the issue of workforce housing.

“Most of the controversy and acrimony that has recently erupted was really unnecessary because most of the issues – in fact every issue brought up here – has been already been processed. It’s been thoroughly studied and the options extensively analyzed for more than a year by a Keys-wide affordable workforce housing committee.”

Davidson ended his comments by recommending the board not think of itself as a “bureaucratic agency,” but rather as a developer.

The superintendent’s task force will have its first meeting on Thursday, Nov. 16.

Islamorada village attorney navigates general specialty GABRIEL SANCHEZ

R

oget Bryan finally made the move from the mainland to Islamorada in 2013, when he accepted the position to be Islamorada’s first in-house village attorney. A long-time South Florida resident and Florida State University College of Law graduate, Bryan was practicing local government law on the mainland before moving to the Keys. While growing up on the island of Trinidad, he first found interest in law around the age of 10 by watching television courtroom dramas like “Perry Mason” and, later, “The People’s Court” and his family began to tease that he’d become either a priest or a lawyer. “I knew priesthood was probably unlikely, but I didn’t seriously consider law school until almost halfway through college,” said Bryan.

Name a past Supreme Court Justice, or case, you feel had an impact on you? Thurgood Marshall, for his legacy and record as both an outstanding lawyer and SC Justice.

One court case that really intrigued you, and why? Citizens United v. Federal Election Commission, for its profound impact in reshaping U.S. politics and elections in such a short period of time.

What does the daily life of a municipal attorney entail? Municipal attorneys are what I call “Generalized Specialists” because we have to engage in and navigate through multiple areas of law each day, such as land use/zoning, real estate, contracts, labor and employment, finance/taxation, litigation and environmental law. Since we have to give advice and opinions on a wide range of legal topics, you have to be well-versed in many areas of law, be skilled in legal research, able to analyze and apply law to multiple daily scenarios and then communicate often complex information as effectively as possible. It’s challenging, rewarding and definitely never boring.

Which fields of emerging law should prospective lawyers be aware of? Cybersecurity/data privacy and cannabis law are definitely areas to watch.

If you hadn’t gone into law, what other profession could you see yourself doing?

Which teams (MLB, NFL, NBA, etc.) would you like to own? Also, College Championship and Super Bowl picks?

Liverpool FC (English Premier League – I’m a lifelong fan) and the Miami Heat.

I’m an FSU grad, but I was a Canes football fan first so I’m still supporting the “U.” NFL – As of today, it looks like New England.

What’s something about you people wouldn’t normally know? My love for music … in a wide range of genres. I’m a secret audiophile and even with the convenience of digital music streaming, I still maintain a healthy collection of CDs, cassette tapes and vinyl records.

So what would your theme song be? The People’s Court theme song? Hard to pick just one, but probably “Higher Ground” by Stevie Wonder.

It’s often said that those who like to argue would make good attorneys. Does this claim hold any water? There’s probably some truth to that.

The practice of law is inherently adversarial and requires attorneys to advocate strongly for their client, so those who enjoy a “healthy debate” are often attracted to the profession.

Who is one historical figure you’d be excited to debate? Robert (“Bob”) Nesta Marley. He was so opinionated, knowledgeable and self-aware, it would be fascinating to spend an evening discussing life, music, politics and religion with him.

What was your least favorite part of law school? The 1st Year. The introduction of the Socratic Method is enough to make any law student question their choice of profession.

Which of your accomplishments are you most proud of? Professionally, serving as the village attorney and earning Board Certification in City, County & Local Government Law. Are there any new legislative proposals that you would like to see passed? First and foremost, continuing to secure funding for water quality and land acquisition under the Florida Keys Stewardship Act and also funding to purchasing both conservation land and buildable lots within the village. Unfortunately, local governments are going to be playing defense again in the 2018 state legislative session due to (state) preemption legislation on various issues from tree removal, vacation rentals and general home rule.

Part of our legislative challenge is reminding and educating the state and federal government that the Florida Keys are not just unique, but critically important as both economic and environmental assets. Securing needed funding and supporting legislative proposals that protect our natural resources, improve our infrastructure and protect the quality of life for our residents will still be the core focus in 2018.

eah Stockton will take the role of president and CEO of United Way of the Florida Keys.

Stockton replaces Kate Bauer-Jones, who resigned after suffering Hurricane Irma-related damage to her home.

Stockton has a background in nonprofits and is an established member of the Keys community, having lived in Key West for more than a decade.

She has worked with the Florida Keys Healthy Start Coalition for the last seven years, serving families in Monroe County as program coordinator and community liaison.

While at Berry College in Georgia, Stockton served as lead for several community organizations, including president of the Habitat for Humanity chapter, and coordinator for two hurricane relief teams traveling to Florida.

She then moved to Key West where she worked in the hospitality industry for several years.

Stockton said she is “looking forward to the opportunity of working with such a strong local organization as United Way of the Florida Keys.” She said her work will “focus on families in the community, with the most immediate need being to assist those who suffered losses during Hurricane Irma.” She praised Bauer-Jones for doing “such remarkable work growing United Way’s impact and presence throughout the Keys.”

TAX PREPARATION VOLUNTEERS SOUGHT The United Way of the Florida Keys is looking for volunteers to train for the free tax preparation program known as Volunteer Income Tax Assistance.

Previous tax experience is not required. Volunteer roles include greeters and reviewers as well as tax preparers. A hands-on training will be scheduled in the next few weeks to familiarize volunteers with procedures.

Volunteers can work as much or as little as they choose. A schedule of tax preparation sites and dates will be issued in early January and all clients will have an appointment time to avoid long waits.

The program is provided to families with an income of $54,000 or less.

Returns can include Earned Income Credit, Child Tax Credit, Education Credits and Dependent Care Credit.

There is no charge to the recipient for this service.

BUILDERS PARTNER WITH UNITED WAY Associated Builders and Contractors East Coast Florida Chapter (ABC) has partnered with United Way of the Florida Keys to help those still affected

by Hurricane Irma.

ABC Cares, the chapter’s charitable foundation, is offering direct financial assistance to residents of the Florida Keys who work in the construction industry, regardless of ABC membership status.

Post-Irma partnership efforts will help aid a small licensed HVAC business run by Jennifer Cappadona of Islamorada. Cappadona took out a loan to pay her employees during the storm and aftermath of having no business for several weeks. ABC Cares and United Way have agreed to pay $1,000 toward her liability insurance payment to free up other funds and allow her to continue to pay her employees.

Additionally, ABC Cares and United Way have agreed to pay two months of rent for Angel Garcia, a licensed contractor for Rutherford Construction in the Lower Keys. This will allow Garcia a place to live in the aftermath of the hurricane while his company gets back up to speed.

Since 2010, the foundation has donated more than $60,000 to construction professionals and their families in times of need. The goal has been to provide financial assistance and support, often before disability or insurance payouts are available.

CFFK AWARDS MORE THAN $480,000 Irma relief so far tops $620,000

T

he Community Foundation of the Florida Keys (CFFK) is providing an additional $480,650 to relief efforts in the Keys following Hurricane Irma. So far, CFFK has provided nearly $620,000 from the Florida Keys Emergency Relief Fund and the Landau Family Hurricane Relief Fund for the Upper Keys, to support relief for individuals from Key West to Key Largo.

The $480,650 in grants supports 35 nonprofits providing direct assistance to foster children, families, students and teachers, police officers, commercial fishers, veterans and other individuals throughout the Keys. The grants provide temporary housing, rent, mortgage and utilities assistance, food, clothing, household supplies, medical care, counseling, daycare services, home repairs, rebuilding efforts, and more.

CFFK Chair Susanne Woods said the grants help hundreds of individuals, families and businesses.

“We’re grateful for the incredible generosity of so many people and businesses around the country that contributed to the Relief Fund,” she said.

Community advisory committees representing areas of the Keys (Key West, Lower, Middle and Upper Keys) reviewed all applications to determine how best to meet the local area’s needs. The committees made recommendations to CFFK’s grant committee for final determination.

These 35 grants complement the $138,000 provided over the past six weeks by CFFK for immediate relief with housing and rent issues. Additional grants will be made in the coming months to address longer-term recovery and rebuilding efforts. Applications for assistance and more information will be available at cffk.org. Donations can be made at the website as well.

The foundation said contributions to the Florida Keys Emergency Relief Fund are still needed for longer-term recovery efforts throughout the Keys. CFFK is distributing 100 percent of funds raised.

eadership Monroe’s class of XXVI almost wasn’t.

Originally scheduled to begin in October, the class was nearly derailed by Hurricane Irma. But the leadership of Leadership Monroe, through Herculean effort, re-imagined the program starting with the tourism segment Nov. 3-4 in Key West (above) and the Everglades environment this past weekend. And, all 22 students elected to move forward despite the personal and community hardships the people of the Keys are facing.

Leadership Monroe County is aimed at residents who are active in leadership roles within the private sector, government, or community organizations. Through a series of one-, two-, or three-day sessions over many months, participants examine fundamental public and private segments throughout the county to inform and help them make quality leadership decisions which they can incorporate into their respective companies and organizations.

Leadership Monroe County is an independent non-profit, governed by a 17-member board. Current officers are President Henry Rosenthal, Vice President Sarah Cizmas, Secretary Dianne Weitz, Treasurer Yesenia Ramirez, and Program Coordinator Michael Shields.

T

he Coral Shores High School varsity girls soccer team has potential for greatness, said Head Coach Pat Fazio. Even after a rough 0-3 season-opening loss against La Salle High School on Nov. 7, he said the team flashed brilliance a few times on free kicks and corner kicks, but was unable to capitalize.

The Lady Canes have 14 games scheduled this year, but Fazio said none is easy.

“That was by design. I scheduled them to face the best so they can develop and push themselves, always,” said Fazio.

Senior Lexi Gautier said, “I am excited for our game against Key West because I believe we are about even in skill level with them, and we have had a pretty big rivalry against them for quite some time now.”

Goalie Madeline Chilton expects some challenges, but says she’s looking forward to showcasing her improved skills against the girls from Marathon and Key West.

With strong midfield play and aggressive defending, Fazio said this year’s goal is to develop the potential of the young team.

“I think in the future we will be a very strong program, whether it be this year or next, but I think they have the talent to have it happen this year,” said Fazio.

The team is looking to build off last year’s winnings ways, having finished with 16 wins, 5 losses, and 1 draw. However, this year’s squad only has 6 returning players out of 19.

“It’s a rebuilding year, so I’m hoping we get some wins in, but mainly I think we just need to focus on gaining experience as a team and getting familiar,” said Kyla Catarineau.

“My expectations for myself are to better my skills by allowing my team to guide me, but I also want to guide them, I want to take my last year on the team and help build them up because ultimately they are the future team of Coral Shores.”

The team is led by returning senior Gautier and recent Keys transplant, Alexis Rainwater, the only other senior on the team.

“My expectations for myself are to better my skills by allowing my team to guide me, but I also want to guide them,” said Rainwater. “I want to take my last year on the team and help build them up because ultimately they are the future team of Coral Shores.”

Fazio has also been impressed with the play of his group of sophomores, which he considers a strong class of players. Of the team’s six returning players, four are sophomores: Kyla Catarineau, Erin Rodberg, Mia Ruiz and Isabella Bolivar.

“We also have two freshman starters, Allie Adler and Emma Kost, that are very strong, so the future is looking good,” said Fazio. “Last year we had some injuries so a couple players were called up from JV and they instantly performed.”

The team is also welcoming back Emma Lovell who sat out last year due to an injury. Helping Fazio build the team are Assistant Coaches Erin Frye, Zane Albury, and Eric Kost. The Lady Canes soccer team will face Pine Crest Academy on Friday, Nov. 17 at 5 p.m.

hen Maria Estrada returned to her Upper Matecumbe flower shop – which sits only a stone’s throw from the ocean – the sight was tough to stomach. For years, the shop had operated as “home base” for Maria’s Hope and Prosperity, a local non-profit committed to helping local children and families in need. Once a place of lush colors and fresh scents, the shop was now in shambles.

“I didn’t want to look at my shop, so I told my husband, Pete, to take care of the shop while I took to the streets and attended to the people,” she said.

Estrada decided to take anything out of her Tavernier storage unit that was salvageable and immediately donate it to families in need. She traveled around to various drop offs – Plantation Key School, Key Largo School, St. Justin Martyr Church, and Stanley Switlik to name a few – and left what she could.

Back at the shop, the interior had experienced more than four feet of water, and one of the shop’s three main coolers was down for the count.

Even so, Pete went to work at fixing the shop, but also coordinated relief supplies from Pennsylvania.

After visiting schools and handing out supplies for three days, her efforts caught the attention of her pastor, Phil Underwood, of Bluewater in the Keys.

Nonprofits from Georgia, Virginia, and Pennsylvania were planning on sending aid and assistance, so Underwood saw the opportunity to connect them with Estrada. Now with Bluewater’s help, Maria was able to get to work.

One Pennsylvania non-profit in particular, Heart Wrenched, went above and beyond.

Heart Wrenched’s Chairman, Howard R. Henry, sent a literal convoy that included a tractor trailer hauling a front loader, forklift and excavator. The equipment, originally slated to be in the Keys for 12 days, stayed a month.

Not far behind was a box truck loaded with tents, canned goods, 100 beds, diapers, feminine hygiene products, cleaning materials, blankets, towels, cloths, shampoo, and hundreds of pounds of rice and beans. The supplies were all delivered to Marathon for distribution.

“She’s helped at least 200 residents,” said Sebastian Rivera, a fellow member of Bluewater in the Keys. “Maria exemplifies the definition of loving unconditionally for the joy of helping others without personal gain, and is known as the ‘Mother Teresa’ of the Keys. Her kindness is only matched by her extreme dedication to help those in need.”

All in all, Estrada estimates she helped more than 1,000 residents in the weeks following the storm. Nowadays, the future is looking bright for the couple. Maria and Pete’s flower shop is back up and running and Maria’s newest idea is to team up with Henry again to restore a car and donate it locally.

On Dec. 7, Maria’s Hope and Prosperity with be holding a buffet fundraiser at Puerto Vallarta Mexican Restaurant at 6:30 p.m. Tickets are $20 and can be purchased by calling 305-509-1106. The organization is asking for the community to consider donating items like gift certificates, art, and cash donations.

The more than 1,000 toys donated by Heart Wrenched will be passed out to kids during the organization’s Christmas party at Mangrove Mama’s in Sugarloaf on Saturday, Dec. 16. An event starting time is yet to be determined.

Gifts are for Monroe County children ages 0 to 5 years.

Discovery Center a portal to the past

n Nov. 10, the Florida Keys History & Discovery Center could have easily been confused for a portal to the past. The museum’s exhibits had truly come to life, as every corner seemed to reveal a new character. Listen, when Henry Flagler literally greets you at the door, you know it’s about to get real.

And, yes, I mean literally. No one can convince me that Jerry Wilkinson isn’t actually Henry Flagler. Roger Young’s pirate costume comes with rum, FYI. Historian Brad Bertelli as a plantation worker, and pin-up girls Bryanna Schafer and Heather Potter, crushed the vintage look. Artist Dan Lawler had the honor of capturing all the craziness in an original painting made on-site.

The Florida Keys History & Discovery Center revealed itself as a venue in its prime. During dinner service, plans to add a cannon and Cuban refugee boat exhibit were also announced.
