n Thursday, representatives from many agencies and municipalities gathered at Marathon City Hall to formally declare the sewering of the Keys complete. It took almost 20 years, $1 billion, and involved eight separate utilities/cities and 13 systems from Key Largo to Ocean Reef.

The occasion was put together by Monroe County and guests included representatives from Ocean Reef, Marathon, Layton and Key West. Also in attendance were Florida Keys Aqueduct Authority’s Kirk Zuelch, state Rep. Holly Raschein, Department of Environmental Protection’s Gus Rios and Department of Economic Opportunity Director Cissy Proctor. Representatives from the Key Largo Wastewater District were unable to attend.

Key West, Layton and Ocean Reef were the first to complete their projects; only Marathon has completed its stormwater mandate as well. It was a huge undertaking. First, Marathon leaders had to convince the populace the state wasn’t kidding around; sanctions would be imposed if the original

2010 deadline wasn’t met. Second, there was a way to finance it.

“Most importantly, it was the right thing to do,” said Peter Rosasco, former finance director for the City of Marathon. “The conditions of nearshore waters were deplorable. Our entire economy was going to be affected if we didn’t act.”

He commends many locals for their city leadership, among them Marathon Councilman John Bartus, and former councilmen Chris Bull, Mike Cinque, the late Dick Ramsay, Pete Worthington, Ginger Snead, Randy Mearns and Marjorie Mearns. Beyond swaying public opinion, there were more hurdles for Marathon – namely, how to finance what would amount to a $140 million project, and who would build it.

Rosasco said Marathon was among the first of local governments to make use of a new program called the State Revolving Loan funds. The federal money was available to state governments to dole out at very reasonable terms.

“They were 20 years at 2 percent,” Rosasco said. “In addition, we decided to take on the design and build of our own systems rather than rely on FKAA or the county. We had to convince the state Department of Environmental Protection to let us do it.”

Raschein was still in college when the state mandate passed. She watched from the sidelines as an aide while her predecessors, Ken Sorenson and Ron Saunders, tackled the issue.

“I kept thinking, ‘How many more millions do we need?” she told the audience assembled at Marathon City Hall. “Part of me wishes we could have had this Sewer Celebration at night, so there could be fireworks. It’s that big.”

Hogfish rules change

O

ne of the Florida Keys’ most popular fish to catch and eat, the hogfish, is subject to some serious commercial and recreational changes. Starting Aug. 24, the bag limit off the Keys for hogfish has been dropped from five fish per person per day to one. Also, the fork length off the Florida Keys is now raised from 12 to 16-inch fork length; In Gulf waters, north of Cape Sable, to 14-inch fork length.

To be clear, Monroe County waters south of Cape Sable are considered Atlantic waters, not Gulf. So, here’s where it gets a little confusing. The federal government is closing the recreational season in federal waters early, and commercial is closing in state and federal waters, but not the Gulf. State waters heed the 16-inch fork length and bag limit changes, but have not, yet, changed the closure.

So, how does this affect the Keys?

If you are a recreational fisherman in state waters, which extend three nautical miles offshore in the Atlantic side and nine nautical miles offshore on the Gulf side, recreational harvesting of one 16-inch or bigger hogfish is still allowed through Oct. 31, 2017. This season may close earlier if the Florida Fish and Wildlife Conservation Commission decides to mimic the federal early closure at the FWC meeting taking place

in Okeechobee Sept. 27-28. But, as of now, recreational catching of hogfish is still permitted in state waters with the closure happening Oct. 31 through May 1, 2018. Fresh local hogfish will reappear on menus starting Jan. 1, 2018, when the commercial season in state and federal waters will reopen.

Snook season opens Sept. 1 with no new changes, and the Saltwater License Free Fishing Day takes place statewide on Sept. 2.

The goliath grouper’s future

The Florida Keys public input workshops regarding possible limited harvesting of goliath grouper took place last month in several locations. The Florida Fish and Wildlife Conservation Commission will be discussing the goliath grouper ban at its December meeting and is still hosting statewide workshops.

“It’s been dependent on where we have been,” said Amanda Nalley, public information

coordinator for the FWC’s Division of Marine Fisheries Management about the grouper’s fate. “It’s a complex topic and it hasn’t been one-sided on whether we should open it, or keep it closed.”

Middle Keys Action Network (MKAN) would like to thank Vice Mayor Michelle Coldiron for introducing the Better Bag Challenge to the City of Marathon. The original concept was the work of WorldOceansDay.Org. Amanda Minton, of Sol Shine Yoga Studio in Marathon, and Coldiron picked up on the challenge, which was officially introduced by Coldiron at the last city council meeting. The challenge: promise not to use any disposable plastic bags ... use a better bag instead!

This is a voluntary effort to encourage Marathon to be plastic bag free for one year. It is quite a challenge but one we feel is past due and very attainable.

MKAN stands committed to supporting and helping facilitate this challenge among all of our residents and visitors alike.

The very island we live on is a fragile ecosystem and we can all do our own small part to protect it. Many of us make our living from these very waters, others work in tourism or related fields which thrive on our little piece of paradise due to its beauty and bountiful harvest. However, the introduction of single-use plastics has had a devastating effect on our environment. Over 80 percent of plastics in the world’s oceans come from the land. Turtles, fishes, marine mammals and birds are being killed by the litter of plastic bottles, bags, fishing line and more. Every day marine animals are lost because of the inability to differentiate between a plastic bag and its food source, such as a jellyfish. And birds are being entangled in monofilament from which there is no escape.

For these very real reasons we must be diligent about removing plastics bags and other single use plastics from our everyday life. There are many more reasons but these are the ones that stand to make the most immediate impact on our lives in the Keys, which may be the best inroad to facilitate change in our daily habits. It can be difficult to break habits and change old ways but with education, awareness and a few good friends to remind us ... we can all do our part!

MKAN accepts Coldiron’s challenge and asks that all Marathon residents and visitors join with us in this effort. Remember, we are Marathon the Heart of the Keys. Isn’t it time to make our heart beat green!

Steve Ferrise 1955-2017 Steve Ferrise, a Marathon resident and local teacher, passed away peacefully at home on Aug. 22, 2017.

He was born on Jan. 11, 1955 and graduated from Riverview High School in Sarasota. He moved to the Middle Keys in 2004 and began work at the Monroe County School District. The same year, he met his future wife — Kristi — at a new teacher orientation at Horace O’Bryant School. They would marry five years later.

Steve worked as a special education teacher recruiter out of Key West before transferring to Stanley Switlik Elementary in Marathon to become the special education teacher for kindergarten through fifth grade.

At school, Steve began a fishing club during recess to teach students to tie knots, throw fishnets on the field and cast fishing rods. He also took his fourth and fifth grade students to the Key Colony Kids Fishing Derby.

He fished with his students most Fridays off the docks by the Marathon Yacht Club (catch and release). He was also known to bake brownies or cookies on Friday with his special needs students and pass them out to the staff in the office and the teachers at the bus loop at the end of the day.

Steve’s cancer was found on Jan. 18, 2016. He underwent radiation and chemo treatments in February, returned briefly to work at the beginning of the 2016 school year, and then retired in January 2017.

Steve had many friends from Port St. Lucie and Sarasota and was loved by many. His passion was cooking and he loved to share his dishes with as many friends as possible. He also loved any sport on the water, especially fishing, lobstering and snorkeling.

He is survived by his wife Kristi Ferrise, brother Scott Ferrise, and sister Sharon Venneman. Services will be scheduled at a later date.

Editor’s note: The Weekly is following Andrea and Mark Thompson through Wesley House’s training to become foster parents.

THIS WEEK: Mark said he is encouraged to learn about the resources that are available to help foster parents and foster children understand and manage the feelings and changes. Andrea has been thinking about the stress children experience when they enter foster care.

“I expected the stress, but what I learned this week is that the child goes through a grieving process very similar to the death of a loved one.” She said they learned about behaviors to expect and how to help them work through it.

Myth: My children are grown and out of the house. I’m too old to be a foster parent. Fact: There is no age requirement (other than you must be at least 21). Many “empty nesters” find foster parenting to be a rewarding experience.

Title I event slated in Key West The Title I Office, in collaboration with Exceptional Student Education, presents Family Community Academic Day on Saturday, Aug. 26 from 9 a.m. to noon at Bayview Park in Key West.

In collaboration with the Farmer’s Market, the event will provide information and resources to families with students in Title I schools in the Lower Keys. The Monroe County School District hopes to make connections with residents in the community, and provide information and awareness about the programs. The event gives families a chance to get to know the school district outside of the school setting. There will be resources and information for parents and there will be giveaways for kids and parents alike. The library will also be hosting games and crafts during the event.

F

aro Blanco Resort made an impactful donation of $122,500 to Habitat for Humanity of the Middle Keys through a Community Contribution Tax Credit Program partnership offered by the state of Florida. With the help of other local companies, affordable home projects are moving forward in Marathon.

“Housing is our number-one issue; we can’t find the help we need because of the housing in Marathon,” said Faro Blanco’s General Manager Karen Thurman. Between Faro Blanco and Holiday Inn, she has 14 units of employee housing and always has around 15 to 20 people on the waitlist.

“No one believes it is this simple to keep your own sales tax money in your own community.”

The program provides the financial incentive of a sales tax refund to encourage Florida businesses to make donations toward the building of affordable homes for low- to moderate-income families. Businesses located anywhere in Florida that make donations to approved community development projects, like Habitat for Humanity of the Middle Keys, and are registered with the Florida Department of Revenue to collect and remit sales tax may apply for a sales tax refund of up to 50 percent of the value of the home built in partnership. Essentially, the company pays sales tax to the nonprofit, rather than the state.

Why build partners, these donations, and all community donations are important for Habitat: Building four homes, like those recently completed on 73rd Street, costs about $735,000. “The donations of $490,000 from these four local corporations are imperative to Habitat,” said Executive Director Chris Todd-Young, “It is because of their substantial donations we will continue creating affordable home ownership here in the Middle Keys.”

The remaining $245,000 that it takes to build these homes comes from current Habitat homeowners’ mortgage payments, which help build more homes for the future. Funds also come from fundraisers, other business partners, and individual donors.

In 2017, Faro Blanco, Florida Keys Vacation Rentals, Coldwell Banker, Royal Furniture and Marathon Boat Yard Marine Center each donated $122,000 — enough to fund the four homes built on 73rd in Marathon. (This is the fifth house that Marathon Boat Yard Marine Center has sponsored.)

A

s the school year gets underway, local children are busy with usual subjects like mathematics and English. For these students whose lives and family livelihoods depend on islands, learning about marine life, environmental concerns and the importance of ocean conservation is also critical.

For more than 30 years, Dolphin Research Center has made it a mission to provide quality learning programs.

The opportunities are wide open for Keys kids.

“Many people don’t know all that we offer our community. For example, teachers in Monroe County can bring their classes for a free field trip to learn from the best teachers of all – the dolphins and sea lions. They make the connection between conservation and the welfare of marine life in fun and interesting ways,” said Rita Irwin, Dolphin Research Center’s president and CEO. For the past 18 years, the center has hosted Ocean Celebration Day for third- and fifth-grade classes. Organizations such as Bahia Honda State Park, REEF Relief, the Turtle Hospital and many others join DRC staff in presenting entertaining, informative exhibits on marine life, the coral reefs, and many more topics. “With as many as 450 students taking part in the different activities, you really feel the excitement!” Irwin said. Ocean Celebration Day will happen this year on Nov. 15, and DRC’s Education Department will soon reach out to the schools to coordinate their participation.

This year marks the fifth year of a unique program with Stanley Switlik Elementary School in Marathon in which the center’s instructors visit classes for outreach programs that focus on age-appropriate activities. Every class visits DRC for a field trip and the older grade levels also take part in a field science excursion. “This has been a true community partnership with local businesses and people sponsoring the classes to cover their transportation costs and program materials,” Irwin said.

Beyond the DRC lagoons, the education team is a familiar sight doing additional outreach programs at schools, libraries, festivals and other community events. Parents and children alike line up at the DRC booth to participate in fun activities and interact with staff. This year alone DRC took part in upwards of 70 outreaches throughout the Keys.

“We know that reaching young people with entertaining and informative programs, either at DRC or out in the community, can inspire a lifetime of conservation-minded behavior,” Irwin said. “A healthy environment is the lifeblood for all of us who live in and love the Florida Keys.” When the kids share what they’ve learned with their families, the knowledge spreads, and further benefits our islands and all marine life.

he Clear the Shelters event took place on Aug. 19, with more than a dozen animals being adopted into their furever homes.

“We successfully adopted out 18 animals in Marathon shelter — seven dogs and 11 cats,” said Tara Vickrey. “Thank you to our staff, volunteers, sponsors, and our community members for making Saturday’s event so successful.” Considering the shelter had 15 dogs, she was excited to have “cleared” out half of the kennels, but there are still plenty of adoptable animals at Marathon and Key West’s shelters that need homes.

KCB MAN(AGER) Little city hires big talent

I

t’s incredibly rare to get a city manager with Chris Moonis’ wealth of municipal experience. And exceedingly rare to get one who has experience not only in the working mechanisms of city government, but also is adept at managing small towns. And it’s a blindfolded shot in the dark at a rigged carnival game to get one who targeted the very specific job of city manager at Key Colony Beach.

“I came here two years ago on vacation and fell in love,” said Key Colony Beach City Manager Chris Moonis, on the job since March. “And then I came back on vacation again and attended a city meeting, for fun. I signed up to receive the city’s meeting minute emails and when the job came open, I applied immediately.”

ou were at the Florida League of Cities convention in Orlando last weekend. What was the main topic? I think it’s the statelevel threat to local home rule.

People have the most trust in their local elected officials. Let us do our jobs.

What makes a good city manager for a small town? One that doesn’t get involved in local politics, but is entrenched in the community. You want citizens to be able to approach you.

What was the biggest issue when you came on the job four months ago? This is not a crisis, but it takes a little while for the town and personnel to get used to having a city administrator carry out the operations. It’s a time continuum thing.

Moonis grew up near Greensburg, Pennsylvania and attended Gannon University in Erie where he received a bachelor’s in industrial management. He had almost completed his master’s in business administration (with an emphasis in human resources) when marriage and family pulled him back to his hometown to become the finance director. With only a few years outside the government sector, Moonis has spent the remainder of his career at municipal positions in Carlisle (pop. 18,000) to Catawissa (pop. 1,500) and Myerstown (pop. 3,100).

This is a momentous move not only for Moonis, but also the City of Key Colony Beach which has always had a “strong mayor” structure where the mayor also performs the administrative duties. With Moonis on board, the elected city council sets policy and the city manager carries it out for the town — pop.

What was the most surprising thing you learned about KCB? The volunteers. We have working committees in KCB like the Beautification Committee.

They have a budget and they plant, maintain and water. That would be a function of parks and recreation at any other city. We have marvelous community participation in local government.

I also want to mention our KCB police and the relationship we have with City of Marathon for EMS service. There are great intergovernmental relationships in the Keys and that is really unique.

So, what’s the Keys appeal? I love to fish. I like the water, the ocean. I think this is where I was always supposed to be.

What about KCB’s appeal? Well, as a whole the Keys are great. But you know how they call KCB the “gem of the Florida Keys?” It’s true. It’s even more special when you drive across the causeway.

What book is currently on your nightstand? “Rhinoceros Success” by Scott Alexander and Dave Ramsey.

Which TV, movie or superhero character is on your alter ego? Selene in the “Underworld” film series.

What is your nerdiest passion? Xbox gaming — Fallout 4 or Call of Duty.

Favorite guilty pleasure? Two orders of the buffalo shrimp at Fish Tales in Marathon.

For lunch with one favorite person, whom would you choose?

Memory of an uncommon cold Astronaut goes from irascible to irritable

I

t’s very hard to believe that the 1960s happened as long ago as they did. Astronauts Wally Schirra, Walt Cunningham, and Donn Eisele put the command and service modules through the tests necessary to ensure the reliability and safety of a newly redesigned spacecraft.

The complete redesign of the Apollo command module (CM) was the result of the Apollo 1 tragedy.

On Jan. 27, 1967, while performing a routine simulated launch test atop the assembled Saturn IB rocket at Complex 34, a stray spark inside the CM ignited a flash fire in the pure oxygen atmosphere that took the lives of astronauts Gus Grissom, Ed White, and Roger Chaffee. The spacecraft’s wiring and hatch were subject to major redesign and improvement, and there would be no more launchpad tests at 100 percent oxygen.

Fast forward over a year and a half, and the eyes of the nation were upon Launch Complex 34 once again.

This time, pre-launch tests proved successful, and Apollo 7 lifted off into earth orbit on Oct. 11, 1968 for an 11day manned test flight.

On day two, mission commander Wally Schirra woke up with a major head cold. An annoying inconvenience on the ground; in zero-gravity space, however, mucus just accumulates in the sinuses and doesn’t drain. The normally irascible Schirra became more irritable by the minute, and the full load of tasks the crew had to perform did nothing to ease his discomfort.

Neither did Mission Control. Schirra didn’t take kindly to changes in the flight plan that was carefully developed for months prior to liftoff. Schedule changes made Schirra quite difficult to deal with. Against the wishes of Mission Control, he delayed a scheduled prime time television broadcast from space until after a delicate rendezvous

maneuver was completed. Any other deviations from “the script,” or experiments deemed unnecessary to the flight test goals, were met with similar resistance from the ailing Schirra.

Because the audio communications between the spacecraft and Mission Control were constantly fed to the press pool, the reporters got an earful at times. Some began writing about the “snappishness” of the astronauts.

Things got to a point where Manned Spaceflight Director Chris Kraft proposed breaking protocol and speaking to Schirra directly. Astronaut corps director Deke Slayton took it upon himself to relay Kraft’s instructions, an exchange printed in Time magazine: “I told him that the whole world was following this flight and that he and his crew were not coming across well,” Slayton said. “I told him he was trained to do a job and that he’d better get busy doing it.”

“And?” Kraft asked.

“And he told me to go to hell.”

Eleven days after liftoff, Apollo 7 ended successfully with splashdown in the Atlantic Ocean. The new spacecraft proved a worthy ship, and no other Apollo astronauts were ever lost. But because of Schirrra’s attitude, none of the three Apollo 7 astronauts ever flew again.

Two months later, the world watched transfixed as Apollo 8 broadcast a Christmas message from lunar orbit. The following July, the world again stood still as two people from Earth stepped onto the surface of the moon.

Anyway, back to Launch Complex 34. Today, nothing is left save for the concrete launch pad platform that bears a plaque in remembrance of the Apollo 1 astronauts … and the reinforced concrete blockhouse near the launch pad where my father went to work as a member of Apollo/Saturn Launch Control during those heady days 50 years ago.

hristina Raciti sailed into Marathon six years ago on her way to the Bahamas from Maine and fell in love with the quaint town. After doing some serious traveling afterward, to California and Mexico, she’s made her way back to the Keys. “I love it here and came back,” she said, now calling the city marina home on her 30-foot wooden cutter.

Her new favorite thing is the frozen Boot Key Lime Colada. Made with key lime rum and mixed with a piña colada mix, it’s topped with a generous floater of KeKe’s Key Lime Pie Cream Liqueur and drizzled with a kiwi lime sauce.

“I’m meeting a lot of wonderful locals working here,” she said. “It’s a great music scene here. As a musician I get to be exposed to a lot of great local talent.”

She personally likes singing things from Pink Floyd, The Cranberries and other classic favorites and originals.

According to Simone, the owner, a kitchen is coming soon, within weeks.

In her free time, Christina is also a muralist and commercial artist.

Her artwork should be popping up around town shortly.
