FOSTER FAMILIES IN THE KEYS Wesley House hopes to certify 15 to 20 parents SARA MATTHIS

arlier this month, representatives from Wesley House held the first of six classes to train – and pick – new foster families in Monroe County. It’s a departure from the process in the past few years, in which interested families had to travel to the mainland to go through the process.

“It was hard for that mainland agency to qualify foster families; they didn’t understand the Keys as well,” said Wesley House Executive Director Beth Barrett. “Now that they have given that function back to us, we can have boots on the ground to recruit and do different pre-services.”

The need for new foster families never goes away, for happy and sad reasons. Happy: some foster families end up falling in love with a child and making a formal adoption. Sad: there will always be children in need of a safe place. Currently, there are 42 children in foster care from Monroe County. In the past three years, there have been 47 adoptions.

“The turnover for Wesley House’s foster families is usually a positive story — families fall in love and adopt,” Barrett said. “But the overall goal of fostering is to have the biological parents get what they need from the system so they can take their children back and reunite the family.”

The foster family training process spans six to eight weeks. In those days, families will attend workshops, invite Wesley House staff into their homes, pass background checks, and provide all necessary employment, medical and insurance clearances.

According to Barrett, almost all of the children in the foster system in Monroe County stay in the islands. In some cases, children must be sent to Miami-Dade and that is not a beneficial circumstance, as it presents obstacles to reuniting families. Usually, she said, such instances involve teenagers who need more services than the Keys can provide.

“Reunification is more likely to happen if they can see their child on a regular basis and it motivates them to obtain the skills so they can care for their child in a safe way,” she said.

FOSTER MYTH BUSTING Myth: I could never be a foster parent because I’m not married and don’t make a lot of money. I don’t even own my own home.

Fact: There are no such requirements. You can be married or single, a homeowner or a renter. The only financial requirement is that you have enough income to support yourself and your family aside from the money you are reimbursed to care for a child living in foster care.

Myth: Foster parents have to stay at home with the children and I work full-time; I guess that excludes me.

Fact: No, it doesn’t. Many foster parents work outside of the home and you can discuss with a licensing agency what options may be available to assist with childcare costs.

Myth: My children are grown and out of the house. I’m too old to be a foster parent.

Fact: There is no age requirement (other than you must be at least 21). Many “empty nesters” find foster parenting to be a rewarding experience.

Myth: I don’t have any children and to be a foster parent you need to have parenting experience.

Fact: Not true! Many foster parents are childless. They are, however, responsible people who have made a commitment to children and demonstrate an ability to parent, or a desire to learn parenting skills.

Myth: I would have to provide medical insurance for a foster child in my home.

Fact: Foster parents do not pay any of the child’s medical expenses, other than over-the-counter medicines and supplies. Each child in foster care is covered by the governing jurisdiction for medical, dental and mental health care needs.

Truth: Being a foster parent is a rewarding experience that you and your foster child will remember for the rest of your lives!

WHAT’S IT LIKE TO BE A FOSTER PARENT? The Weekly asked some experienced foster families what the experience is like. The most simple and direct answer is — it’s different with every child who comes into the home.

“Listen, raising kids is difficult whether they are your own, or someone else’s,” said Lori Thompson, who has fostered almost two dozen children since 2008. “But when you get that phone call … someone needs you. And when that door opens, and you see those little faces, all the worries of the day seem to fade away. It’s like a switch turns on. And it’s a good feeling to provide a safe place for a child.”

She said it’s important for foster parents to know the child’s back story and adapt to the situation. Maybe the kids didn’t get enough to eat. Or maybe they were left alone at night and need an adult sitting by the bedside for an hour, or an hour and a half, until the little one finally drifts off to sleep.

“Everybody comes with a story. We all have our baggage, even at five and six years old,” she said. “You need to know those stories.”

Owen and Richard Trepanier have fostered six children in their Keys home, and adopted three of them. They are cognizant that the child’s welfare is the first and foremost concern, and recognize that the biological parents are likely to be stressed to the limit to have a child removed from their custody.

Both factors require emotional balance and perspective on behalf of the foster parents.

They said the longer the child stays in foster care, the more likely the relationship between biological and foster parents will blossom.

“We fostered the sweetest baby girl who was only three weeks old until the parents sorted themselves out,” said Richard Trepanier. “I have a memory of Owen cradling the baby at his desk while he typed. She was a wonderful, sweet little girl with beautiful eyes.

We were happy when she was reunited with her parents.”

ISLANDIA In 1964 there was talk of a toll road to be constructed from mainland Florida to the Keys. This one would have stretched from Key Biscayne to where Ocean Reef is now, and stretch across Elliott Key as its main land mass. (The biggest open water span, between Key Biscayne and Elliott Key, would have required a 10mile bridge!) The proposed development would have been called “Islandia.” The plan was bandied about for a couple of years with many arguments about whether Monroe County or Dade County would receive the lion’s share of the toll funds before it finally died.

OVERSEAS TOLL 1938-1954 What’s old is new again

Monroe County, the City of Marathon and the Village of Islamorada have signed off on a resolution to explore the idea of a toll on Overseas Highway. It wouldn’t be the first time. From 1938 to 1954, Overseas Highway was officially called the “Overseas Road and Toll District.”

T

he most complete account of the toll history in the Keys is Jerry Wilkinson’s account: “History of the Overseas Highway,” at www.keyshistory.org. Many of the existing records in the Key West library are fragile sheets of onionskin crowded with typewritten accounting spreadsheets. The Overseas Road and Toll District was first and foremost a boon to the Keys’ tourist industry.

Later, it would become a source of scandal when the now-defunct Miami News’ investigative reporting revealed financial discrepancies in the 1950s.

The idea for a toll emerged in 1932, when the island residents longed for more reliable means than the ferry service connecting the islands, especially Key West, and wanted actual roads and bridges throughout the entire island chain.

“Monroe County’s population was mostly in Key West; therefore, for the county to survive, either the railroad or the highway had to exist,” Wilkinson writes.

The roads of Monroe had already been under construction for decades and the costs continued to mount. (All the way back in 1917, Monroe County floated the first $100,000 bond to build roads, or trails, on Key Largo, Big Pine Key and a bridge from Key West to Stock Island.) The county was already indebted and so the Overseas Highway Bridge Corporation was formed, with a plan to borrow $10.7 million over 19 years. The loan request went all the way to Washington, D.C. but wasn’t approved for some years until the federal Public Works Administration authorized $3.5 million, the balance of the construction costs to be funded with a bond repaid by the road tolls.

“The ‘new’ highway actually had two grand openings in 1938,” said Key West historian Tom Hambright. “The first was in March and the second was in July.” The formal July grand opening was accompanied by a gala weekend, advertised with two-color brochures that featured an Overseas bridge, and a mariachi band on the cover. “And then, there was a third grand opening in 1944 after the U.S. military improved the highway to strengthen the country’s position from Key West during WWII,” Hambright said.

Tolls were a whopping $1 per car — $17.37 in today’s dollars, according to the U.S. Bureau of Labor Statistics — and 25 cents ($4.34 today) for any extra passenger. “The Florida Keys Weekly News of November 1947 listed 15,254 vehicles with tolls of $29,275.25.” Found in the archives of the Key West library, a sheaf of records details tolls in 1948 and one trend still holds true today: February is still the most popular month in the Keys. It details 42,421 “autos,” 4,536 “vehicles” and 90,338 “passengers” passing through and paying revenues of $77,210. The toll booths were located on Big Pine Key and Lower Matecumbe Key. It’s believed that one was to collect northbound tolls and the other the southbound tolls.

The collection of fees was smooth for 15 years. But, in 1953, locals were allowed free passage after some allegations of toll money “misuse,” according to Wilkinson.

According to Hambright, it was alleged the toll funds were being diverted to pay for wild parties on Pigeon Key, the highway’s halfway mark and the headquarters for the Toll and Bridge Commission.

“The radio star Arthur Godfrey would broadcast from Pigeon Key,” said Hambright. “It was rumored that the funds went to buy filet mignon and alcohol for the parties.”

The case was investigated by none less than the governor himself. Charley Eugene Johns, a state senator, became the acting governor upon the death of Gov. Dan McCarthy. According to Hambright, the state handed down an indictment but it’s unclear what happened next, other than the end of toll collection. It was completely suspended in April 1954 and the highway name was shortened to “The Overseas Highway.”

The toll idea has resurfaced numerous times since. The first time was just a year later. According to Wilkinson as reported in the Miami News, another toll road from Miami to Key West was proposed, a “super-highway,” with an interesting graduated configuration — six lanes to Key Largo, four lanes to Marathon, and two lanes to Key West.

More recently, it came up in 1990 at the suggestion of the state Department of Natural Resources. It proposed visitor fees of $1 for tourists who fly into the Keys and 50 cents for drivers. It was unanimously struck down by Gov. Bob Martinez’s cabinet, although its lofty goal was to preserve the Keys unique environment.

Currently, there is a thriving debate on what toll revenues can fund. Some say collections can only go to pay for infrastructure, i.e. more roads. Others cite precedents such as Alligator Alley. Toll revenues that exceed road maintenance and construction for Alligator Alley are being diverted to the South Florida Water Management District’s fund for Everglades reconstruction.

CARD SOUND ROAD BRIDGE Card Sound Bridge was constructed in 1928 as a wooden structure. In less than 10 years, it had fallen into such disrepair that it was closed to vehicular traffic. It wouldn’t reopen again until Monroe County issued a $2.6 million bond to rebuild the 65-foot-high structure in 1969.

he first rule of Habitat for Humanity’s Builder’s Club is you tell everyone about the Builder’s Club. The homebuilding organization’s Upper Keys affiliate created the club/ program as a way to recognize its most dedicated supporters.

It’s not all that difficult a club to join. There are three levels of commitment. First is the Bronze Hammer Level, which requires a pledge of $10,000 or $2,000 annually over five years. Silver Hammer level starts at $25,000 or $5,000 for five years. Gold Hammer level is $50,000 or $10,000 for five years.

“These are people who are the core of philanthropy. In their hearts they truly believe in what Habitat is all about. Most of our builder’s club members are people, businesses, or foundations that are constantly helping others, and were grateful to be included in their giving,” said Jack Niedbalski, executive director of Habitat for Humanity of the Upper Keys. “Builders Club members are an integral part of the construction of roughly three new homes each year.”

Based on each donor’s pledge, a plate is added to the corresponding plaques located at the offices of the Habitat for Humanity of the Upper Keys. Aside from being forever immortalized, Builder’s Club members also have first option in attending VIP events the organization holds. All donations made to Habitat for Humanity are 100 percent tax deductible.

Some of the club’s most committed donors have included RIVA Motorsports, Snappers, Caribe Boat Sales and Marina, KLI Supply, the Islander Resort, and Shell World, which has donated $1,000 shopping sprees to new homeowners.

“In essence, it’s about doing whatever we can for the local community,” said Snapper’s owner Peter Althuis. “‘Be good, do good’ is one of our logos, and that’s what we’re always trying to achieve. Anyway we can help, we do.”

“Every one of our families that are able to purchase our homes have had to work very hard to get this opportunity, and I believe our club members and supporters see that we are doing our part to serve lower-income families that deserve it,” said Niedbalski.

Habitat for Humanity has simplified the process of sponsoring the construction of a home. When potential donors decide to help, they have the option of pledging any dollar amount they wish or they can work with the organization to donate costs specific to individual rooms, fixtures, even the driveway.

Along with financial support, others have provided various construction services. Businesses like CBT Construction, Kenneth R. Gentes LLC, Lindholm Roofing and Sheet Metal, and Beach House Garden Center have committed countless hours of labor in constructing Habitat homes in the Upper Keys.

“We are paying them to build the shell, but we’re playing way below market rate. It’s an enormous help, and we wouldn’t be able to do what we do without them,” said Niedbalski.

The organization is in the planning phases of eight new homes in the Upper Keys. Four homes dedicated to the late John Esslinger are being contructed at “Habitat at Esslinger Corner” at MM 89. Four Key Largo properties are in the planning as well.

The organization has set a goal of constructing 50 homes in the Upper Keys. As of today, 34 have been built, the last of which was sponsored by Snappers Restaurant and Bar.

CHECK, RAISE, PADDLE 2nd annual Poker Paddle makes splash

O

n Aug. 5, more than 115 paddlers throughout the Keys and South Florida descended on the sandy beaches of the Postcard Inn for the Florida Keys Poker Paddle. Last year, the Florida Keys Brewing Co. and its sponsors teamed up to support the Long Walk Home, a veterans organization committed to aiding veterans in their transition to civilian life. All proceeds from this year’s event went to Children of Wounded Warriors, a South Florida-based organization that helps fund events and programs for children of military and first responders. Altogether, the event raised more than $6,500. Prizes were awarded for the three best poker hands, and included a paddleboard, original Pasta Pantaleo painting, dolphin encounter at Dolphins Plus, and fishing trip out of Robbie’s Marina. Stacy McCaskill took first with fourof-a-kind, Paul Edmondson captured second with a Queens-high full house, and Melvis Severin finished third with a Jacks-high full house. Anita Allen finished with the fastest time. Mark your calendars for next year’s Poker Paddle, scheduled for Sept. 8.

M

adeline Silvestri woke up one day about two years ago and decided it was time to refocus her fitness goals. Growing up, Silvestri had been a competitive surfer in Deerfield Beach, and throughout high school played every sport she could. In tenth grade she fell in love with traditional weightlifting after taking a class. However, life happens, and Silvestri fell off the fitness wagon.

Since that awakening two years ago, Silvestri’s journey in the world of fitness has been rooted in discipline.

She committed to cutting distractions out of her life, and over the course of two years, has again fallen in love with fitness. Having transformed her own life, Silvestri saw the possibilities a new lifestyle brings and wanted to share it. So last November she made it official and became a certified personal trainer.

Fast forward to June, and Silvestri has begun leading classes at Froggy’s gym in Tavernier under the moniker Fight to Fitness. The fun and fast-paced class is growing in popularity, and it has a lot to do with her approach.

“It’s my happy hour,” said Silvestri. “I wanted to build something that brings people together. It’s great when you’re around other people who motivate you and project positivity.”

Positivity is the operative word, and a guiding force in how she’s structured Fight to Fitness. But that doesn’t mean the class is easy. In reality, it’s meant to challenge and build confidence simultaneously.

“My classes begin with a round of warmups.

Alternating between two exercises, you perform one for 20 seconds, rest for 10 seconds, then perform the other exercises for 20 seconds, rest for 10 seconds, etc. You continue for eight

minutes. The only rest throughout the eight minutes are in those 10-second breaks,” she said.

Warmup exercises can include walking lunges, jump squats, pushups, mountain climbers, planks, and burpees. From warmup, the class moves into more dynamic movements.

Silvestri has formatted the routine to alternate between strength building and conditioning development.

An upper body class can bounce between bent over dumbbells rows, leg raises, barbell shoulder press, Russian twists, resistance band curls, and planked battle ropes.

A lower body class can include workouts like kettlebell swings, dumbbell deadlifts, lateral leg raises with resistance bands, planks, resistance band squats, lunge to squat with weight plates, and the ab roller. She has the class complete four rounds, performing each exercise for a minute, and resting for 30 seconds.

The results are there for those who seek them. Ask Liliana Poe, who at one point was working out six days a week and wasn’t making progress she wanted. After meeting Silvestri,Poe said she started moving in the right direction.

“She started by really listening to me, writing out workouts, and being very intent on the types of workouts and weights I was using,” said Poe, who trained with Silvestri in Ft. Lauderdale before the trainer relocated to the Keys. “When she saw I was still not losing weight or inches she sought out answers and (discovered) that I needed to increase my calories, macronutrients, and especially my protein. When we had time before or after training sessions we would discuss how I was doing and how we would move forward. She still checks in from time to time to see how I’m progressing.”

Silvestri is in the pre-planning stages of a new Keyswide movement.

Incorporating fitness, diet and partnerships, the budding trainer is eyeing weeklong workshops as a way to connect health and fitness communities throughout the Keys.

What really made this show so hot was the group of women chosen to model the collection. SI Swim held an open casting call in May and selected 15 aspiring models of all shapes and sizes to demonstrate just how versatile this line will be. As each model strutted down the runway the audience responded with cheers and applause.

It’s rare to see the debut of a new swimwear collection with women this diverse on the runway. Typically, you find size zero models donning barelythere bikinis with perfect bodies and not a hair out of place. But this show was different. It was inspiring to see beautiful women with “normal” bodies flaunt their figures.

SI Swim isn’t the first to embrace size inclusivity. The body positivity movement has gained momentum online with bloggers and “plus” size models like Ashley Graham encouraging women to love their bodies at any size. This past spring, couture fashion designer Prabal Gurung launched a new collection with Lane Bryant after being inspired by their body-diversity ads #ImNoAngel.

There’s no better time to put an end to the matronly swim dress usually reserved for curvy women. The next time you’re out on the water, rock a gorgeous suit that flaunts what you got and makes you love your body and all your curves.

slamorada native Sandra Attales may be from the purple isles, but her artwork is far from the traditional Keys marine life and palm trees. Formally trained at the Savannah College of Art and Design in painting and graphic design, Attales has explored a broad spectrum of art forms throughout the years.

After graduating, Attales felt she needed to continue to be creative and explore new (and tastier) mediums.

Her curiosity would lead her to apprentice under two of the Food Network’s top sugar artists at Atlanta’s Highland Bakery, and she credits the experience for affecting her approach to more abstract paintings and use of textured brush strokes. From cakes, Attales returned to graphics, working as a freelance designer and illustrator for bigtime companies like Shaw Contract Group and SPANX. “I loved working with graphic design and working with people, bouncing ideas, and getting that interaction you don’t get by yourself, but I felt like I needed this alone time to dig deeper to see what I’m trying to pull out of myself,” she said. “All of (my previous work) made me realize that I still longed to paint. I have more of a natural speed when painting. I trust myself a lot more when painting.”

Since May, Attales has settled into her cozy studio at Drift Island Collective, but she began her new body of work in January, when she began painting more prolifically again. The process of developing ideas and meticulously painting takes time, she said.

Sandra Attales is currently working on a new project. The thought-provoking series highlights the plight of self-representation in the modernized setting of social media.

“Concept is huge with my art; I don’t paint anything that I simply like,” she said.

Her current body of work centers on social media and the strain of being accepted. In her latest piece, “Edit.

Save. Edit.” there is symbolism everywhere.

“I’m interested in how far people will go to edit themselves for the outward audience,” she said. “I’ve always liked the idea of self-contemplation, and creating a venue for people to feel that. I’m fascinated with making people think and imagery I can use to help them do that. That’s evolved into the social media work, which is thinking more deep into ‘who are you?’”

Attales relies on intuition to guide her process.

Works like “Edit. Save. Edit” require a meticulous and controlled approach, while her textural pieces demonstrate a chaotic tactic.

‘I’m constantly trying to merge the two, but am accepting the fact they are separate,” she laughed. “I’m currently playing with texture in a different way, and incorporating unconventional materials.”

Under the name Studio Sesh Art, Attales teaches classes on Tuesday evenings from 6 to 8 p.m. Her class breaks down art fundamentals for novices. She’s also holding a two day collage workshop on Aug. 21-22, called Glitz, Glitter, and Glam. Attales will exhibit her work at the Grand Opening of the Port Side Studio and Gallery in Morada Way on Friday, Sept. 15 as well.

Wahoo’s Bar & Grill

T

he only way to make the view overlooking the famous Sandbar any better is to enjoy it from a barstool at Wahoo’s.

But you’ll need something refreshing while you’re relaxing. Cue Lacie Wallace. The recent Keys transplant confesses that the only correct way to enjoy the view is with a tasty rum punch. Made with coconut rum, spiced and dark rum, pineapple, orange juice, grenadine, and garnished with an orange, this sweet beverage is a must while visiting.

For 11 years, Wallace has been tending bar and healing thirsty patrons with her libations. Originally a native of West Virginia, Wallace relocated to the Keys three and a half months ago from Ft. Lauderdale.

Now that she’s on island time, Wallace spends her free time working out, riding her bike, and paddleboarding.

When she finds herself on the other side of the bar, or on vacation, Wallace enjoys wine or a rum punch. Her hobbies include baking – more often than not, her famous cupcakes. On the days she isn’t out enjoying her new surroundings, she’s at home with her boyfriend and her cat, Princess.
