Work ranges from Turkey Point Nuclear concerns to wastewater rates SARA MATTHIS

he Marathon City Council met Tuesday to take care of some odds and ends of city business: • Councilwoman Michelle Coldiron urged residents to undertake the “Better Bag Challenge” and refrain from using single-use plastic bags for one year. She told the audience that while Florida has pre-empted local municipalities from making laws that prohibit plastic bags or Styrofoam, there is room for initiatives to lessen the impacts of single-use plastic bags.

• The Marathon Chamber of Commerce and Organized Fishermen of Florida presented a check for $2,000 to the city to offset the impacts of the 2017 Marathon Seafood Festival.

Those organizations also donated the equipment and labor to replace a transformer at the Marathon Community Park more suited to the load during festivals.

• Councilman John Bartus gave a brief presentation on Turkey Point Nuclear Generating Station located in Homestead. He outlined the problems and challenges the site faces, and the expected impact on the Keys. The council agreed to sign a resolution opposing the use of cooling canals as well as the introduction of radioactive waste into the boulder zone, 3,000 feet belowground. The city will be join-

On Tuesday, City of Marathon Financial Director Jennifer Johnson gave the council a sneak preview of some special budget items. The first and second public hearings of the budget are scheduled for Tuesday, Sept. 12 and Tuesday, Sept. 26 at 5:30 p.m. at city hall.

Here are a few of the highlights: SPECIAL REVENUE FUNDS Capital infrastructure and vehicle replacement, street maintenance, impact fees, restoration, affordable housing, community development block grants, debt service

$300,000 • Engineering and design for 33rd Street community center.

$234,000 • Beach improvements for sand and design of future restoration projects.

$100,000 • Continued landscape beautification.

$177,833 • First of 30 annual contributions to fix of Old Seven Mile Bridge.

$140,000 • Fire and EMS equipment and building upgrades.

$78,000 • Continuation of fire hydrant program.

ENTERPRISE FUNDS Marina, wastewater and stormwater utilities • Replace washers and dryers and upgrade security cameras at Marathon City Marina.

• Utilize $875,000 from Stewardship Act funding for a stormwater project on 39th Street and for canal and culvert restoration work.

• Force main pump station and collection system extensions for waste water plants 3 and 6, a tank upgrade for plant 5, a sludge receiving facility for plant 6 and appropriations for wastewater monitoring and new service connections.

• Some of the future discussion items proposed for a regular meeting were tabled until a town hall workshop on Tuesday, Aug. 22. Items to be discussed include ending mini-season, penalties for working without permits, parking and possibly a representative from FKAA to discuss Turkey Point.

• City staff updated the council on work concerning parking spaces for local businesses. Staff said they would investigate how to bring businesses into compliance related to land development regulations. “We’ve spent too much time on this,” said Mayor Dan Zieg. “So please work on it and bring it back.”

• So far, the city has received $1,500 in donations for permanent Christmas decorations. The city also has set aside $24,000 to begin stockpiling its own inventory of high-end decorations.

• Approval of the landscaping contract between the city and Gonzalez Landscaping was tabled for another month.

• The city has reached an agreement with the City of Key Colony Beach to provide fire and emergency services to the neighboring city for $550,000 per year. That is an increase of $50,000.

• The city signed off on an agreement with the state Department of Economic Opportunity, Monroe County, Key West, Islamorada, Layton and Key Colony Beach. It stipulates that Key West will transfer 23 building rights to Monroe County. Marathon will receive 11.83 building rights in the deal. “But can we round up?” asked Bartus, laughing.

• Stormwater and wastewater taxes will stay the same for the next fiscal year.

What do you want kids to bring to school on the first day?

Debbie Masters is new to Stanley Switlik Elementary this year, but not to the Keys or teaching. (We stole her from Sugarloaf School.) “I want them to bring an open mind,” she said.

“I want my students to bring a commitment to themselves, to learning,” said fifth-grade teacher Jeannette Wert.

This is her 27th year teaching, and her 11th year in the district.

Kim Thompson, the team leader for fifth graders, said, “A love of reading.” (Her colleague Jeannette said, “They better or she will make them love it!”)

Stayce McCluskey is taking a post at Stanley Switlik Elementary teaching fifth graders. “I want them to bring curiosity!” said the veteran teacher, newly arrived from Maine.

Trayce Zander teaches fourth grade. It’s her sixth year at Stanley Switlik. “I want them to bring a willingness to learn,” she said. Sure helps with all that writing those kids will do this year.

ith 18 years of experience teaching at Marathon High School, Kevin Freeman is ready to start the 2017-18 school year teaching physical education, leadership, and driver’s education.

In addition to his school-hours job, he’s the coach for varsity girls’ volleyball and softball and boys’ basketball.

“Volleyball just started practicing last week,” he said. “The one thing I’ve learned, coaching the girls has given me more gray hairs than coaching the boys.”

He received his teaching degree from Old Dominion University in Virginia and came to visit Key West after he graduated. “I planned to play around for a year before going back to Virginia to start a career and family,” he said. “And, 23 years later, I’m still here and found all that is paradise.”

He’s been married to his wife Jody for 15 years and they have two children. His son, Christopher, is a sophomore at University of Central Florida and his daughter, Caroline, is a seventh grader at Marathon Middle School.

What is your nerdiest passion? You’ll lose against me in Revolutionary War trivia.

What was your first thought this morning? Sadly, it’s my last day of summer break.

If you could change the world, what would you do? Keep mini-season locals only.

What did you want to be when you grew up? Besides wanting to play quarterback for the Dallas Cowboys or shortstop for the Yankees, I always wanted to be a teacher. I guess it worked out.

What’s the worst sports “fail” you’ve witnessed with MHS sports? One of my players, who will remain nameless, shot a layup on the wrong basket, missed it, got his rebound and shot it again.

Remember when you were a limo driver – I know you have some good stuff from that? Um, I was never a limo driver. (Kristen clearly doesn’t remember her 2000-01 school year well, eek.)

Nickname? KBFree – from my basketball days.

How did you become involved with sports at MHS? I always wanted to be a coach. My first coaching job was the JV boys’ basketball team at Marathon.

Whoa, you coach girls’ volleyball and softball and the boys’ basketball team? Coaching three sports definitely makes the year go by fast! Basketball is my first love. I took over volleyball when Coach Rick Hale retired, and started softball three years ago.

Favorite memory as a teacher at Marathon High School? Watching my son graduate in 2016.

But, you do teach driver’s ed…Yeah, I learned that a lot of kids still don’t know their right from their left.

What do your summers consist of? My summers consist of cold A/C and Netflix. I watched all nine seasons of “The Office” this summer. Clearly, I had some lofty goals for myself.

You’re a big Duke fan, right? Why? I became a Duke fan in the ’80s. I knew I wanted to coach then after following Coach K. at Duke! I catch a lot of flak for also liking the Yankees, Cowboys and Lakers. They were all good when I was a kid and I stayed with them.

Dream meal: you are sitting at a diner counter eating.

Who walks in and sits next to you? My students would know this one right off the bat: Jimmy Fallon and Justin Timberlake.

by Marathon Yacht Club’s Educational Foundation, 46 were sold out. “A lot of kids even did more than one session,” said sailing coordinator Ruth Olsen. “Several students came from out of state to spend time with their grandparents and take the classes.” She also has had two students already sign up for next year. n Aug. 6, locals from the clans gathered at Herbie’s Bar & Chowder House to celebrate the “halfway” mark to January’s annual Florida Keys Celtic Festival. Along with authentic Celtic music, food, and bounce house for the kids, the summer shindig was a great opportunity to win some sweet prizes – including wine gift baskets, bicycles, and a brand new kiteboard. The event raised funds for the Hammock House, which provides summer camp and after-school programs for local youth. The Florida Keys Celtic Festival is scheduled for Jan. 6-7 at Marathon Community Park.

heriff Rick Ramsay gave commendations to leaders in two state law enforcement agencies for their service to the community and their commitment to working with his office as community partners.

At an awards ceremony on Aug. 4 in Marathon, Ramsay recognized Florida Highway Patrol Lt. Kathleen McKinney and Florida Fish and Wildlife Captain Dave Dipre. The two leaders have been instrumental in establishing and maintaining a close working relationship between their agencies and the sheriff’s office.

WHAT’S IT LIKE TO BE A FOSTER PARENT?

Wesley House hopes to certify 15 to 20 parents

arlier this month, representatives from Wesley House held the first of six classes to train – and pick – new foster families in Monroe County. It’s a departure from the process in the past few years, in which interested families had to travel to the mainland to go through the process.

“It was hard for that mainland agency to qualify foster families; they didn’t understand the Keys as well,” said Wesley House Executive Director Beth Barrett. “Now that they have given that function back to us, we can have boots on the ground to recruit and do different pre-services.”

The need for new foster families never goes away, for happy and sad reasons. Happy: some foster families end up falling in love with a child and making a formal adoption. Sad: there will always be children in need of a safe house. Currently, there are 42 children in foster care from Monroe County. In the past three years, there have been 47 adoptions.

“The turnover for Wesley House’s foster families is usually a positive story — families fall in love and adopt,” Barrett said. “But the overall goal of fostering is to have the biological parents get what they need from the system so they can take their children back and reunite the family.”

The Weekly asked some experienced foster families what the experience is like. The most simple and direct answer is — it’s different with every child who comes into the home.

“Listen, raising kids is difficult whether they are your own, or someone else’s,” said Lori Thompson, who has fostered almost two dozen children since 2008. “But when you get that phone call … someone needs you. And when that door opens, and you see those little faces, all the worries of the day seem to fade away. It’s like a switch turns on. And it’s a good feeling to provide a safe place for a child.”

She said it’s important for foster parents to know the child’s back story and adapt to the situation. Maybe the kids didn’t get enough to eat. Or maybe they were left alone at night and need an adult sitting by the bedside for an hour, or an hour and a half, until the little one finally drifts off to sleep.

The foster family training process spans six to eight weeks. In those days, families will attend workshops, invite Wesley House staff into their homes, pass background checks, and provide all necessary employment, medical and insurance clearances.

According to Barrett, almost all of the children in the foster system in Monroe County stay in the islands. In some cases, children must be sent to Miami-Dade and that is not a beneficial circumstance, as it presents obstacles to reuniting families. Usually, she said, such instances involve teenagers who need more services than the Keys can provide.

“Reunification is more likely to happen if they can see their child on a regular basis and it motivates them to obtain the skills so they can care for their child in a safe way,” she said.

FOSTER MYTH BUSTING MYTH: I could never be a foster parent because I’m not married and don’t make a lot of money. I don’t even own my own home.

FACT: There are no such requirements. You can be married or single, a homeowner or a renter. The only financial requirement is that you have enough income to support yourself and your family aside from the money you are reimbursed to care for a child living in foster care.

“Everybody comes with a story. We all have our baggage, even at five and six years old,” she said. “You need to know those stories.”

Owen and Richard Trepanier have fostered six children in their Keys home, and adopted three of them. They are cognizant that the child’s welfare is the first and foremost concern, and recognize that the biological parents are likely to be stressed to the limit to have a child removed from their custody. Both factors require emotional balance and perspective on behalf of the foster parents.

They said the longer the child stays in foster care, the more likely the relationship between biological and foster parents will blossom.

“We fostered the sweetest baby girl who was only three weeks old until the parents sorted themselves out,” said Richard Trepanier. “I have a memory of Owen cradling the baby at his desk while he typed.

She was a wonderful, sweet little girl with beautiful eyes. We were happy when she was reunited with her parents.”

KEEP THE KIDDOS SAFE BACK-TO-SCHOOL TIME PUTS FOCUS ON SAFETY Almost 9,000 students will be returning to schools in the Keys next Wednesday, Aug. 16. Amid the adjustments of the community’s schedule, it is important to remember the number one back-to-school priority: keeping kids safe.

A

t the start of a new school year, patience is the most important thing that every motorist can bring to the table. It’s worth allowing a little more time to get around to be sure that all Key West kids are safe on their way to and from school.

Here are some child safety tips to keep in mind: • If your child is walking to or from school, walk the route together beforehand. Choose the most direct way, and be sure the route has sufficient sidewalks, lighting and crossing guards. If a crossing guard is absent, be sure your child knows when it is safe to cross the street.

• Make sure your child walks to and from school with other trusted schoolmates and follows the tried and true axiom, “Never talk to strangers.”

• Teach your kids to obey all traffic signals when walking or biking to school.

• When biking, be sure your child has a helmet.

• When waiting for the school bus, always stand on the sidewalk, away from the road. Always remain seated while on the bus.

• Be sure your child knows a phone number where you can be reached in case of an emergency.

Being hit by a car poses the greatest threat to any child walking or riding a bicycle to school. As drivers, it is our responsibility to avoid dangerous distractions behind the wheel. Pay particular attention near crosswalks and areas around schools where children could potentially run into the roadway. Don’t text or talk on the phone; it’s not worth the risk of a potential tragedy.

This is a good time to take a look at your own driving habits and review the rules of the road.

Florida law prohibits passing a school bus in either direction when it is stopped with red lights flashing. Drivers must also remember to slow down to the posted speed limit in school zones. Anyone caught passing a stopped school bus or speeding in a school zone can expect to be stopped and cited accordingly.

It is up to each one of us to ensure that our school children are safe. Please do your part and be aware as you drive.

BRIEFLY Fire burns home in Marathon

Guns N’ Roses rocks Keys ears in Miami

A member of the Sheriff’s Office lost everything in a house fire that occurred in the early morning hours on Thursday on Gulfstream Boulevard. Many in the community know Monroe County Sheriff’s Office Crime Scene Investigator Detective John Underwood. He has dedicated many years to the Sheriff’s Office and to the citizens of Monroe County. He, his wife, their children and grandchildren were all living in the home and have lost most if not all of their belongings. John’s friends and fellow employees at the Sheriff’s Office have set up a Go Fund Me account to help them recover (Search “help the Underwood family” at www.gofundme.com). Any and all donations will be much appreciated.

A fire marshal responded and will be investigating the cause of the blaze. The Red Cross responded as well to assist the affected family.

Skype interview and a little online reconnaissance was all it took for Dawn Secrest to make the move from Pittsburgh to Marathon. “I always wanted to move to Florida,” she said, “and, this worked out perfectly.”

Her spiritual vibe fits well at Angler and Ale. “I’m a good listener, and love people, and love to hear their stories,” she said. “It’s a good fit, and you can’t beat the view over the marina.”

Her favorite drink to make: The El Dorado. “It’s the coloring of a mahimahi,” she said. “It fades from blue, to green, to yellow.”

The drink is made with blue curacao, rum, mango puree and pineapple juice, and strained over ice.

Her go-to appetizer to complement the drink: ahi tuna nachos. “It’s big enough to eat as a meal,” she said of the tuna dish, served over light, airy wonton crisps drizzled with a wasabi cream and garlic chili sauce. “It looks and tastes fantastic.”

When she isn’t working, she is studying Reiki, a healing energy, and enjoys practicing meditation and yoga.

How one important utility can negatively affect an even more important one

M

Before he took this job, Dad was very pro-nuclear energy. After that job ended, his view changed 180 degrees. And with local utility FPL wanting to expand Turkey Point nuclear power station with two new reactors, as well as inject radioactive water into the boulder zone below the Floridan aquifer, I thought of him while considering an action we’re hopefully taking at our next Marathon City Council meeting. But first, some background: Much of this was taken from the Charleston Post & Courier’s article, “Deadly legacy: Savannah River site near Aiken one of the most contaminated places on Earth.”

“13 tons of the most deadly substance known — plutonium, the highly radioactive fuel that gives hydrogen bombs their destructive power — are inside the old K Reactor, one of the Savannah River bomb plant’s five nuclear reactors that produced much of the ingredients for the nation’s H-bomb arsenal during the Cold War. Radioactive power can be measured in what scientists call half-lives, the amount of time it takes for the radiation to diminish by half. And scientists say it takes about 10 half-lives before the radiation is essentially gone. The half-life of the plutonium-239 in the K Reactor containment cylinders is 24,000 years — four times longer than civilization has been around. The time it would take for it to be rendered harmless is 240,000 years — longer than modern humans have existed.”

But radioactive waste isn’t the only problem. FPL’s Turkey Point is the only nuclear power generating station in the world that relies on a

network of canals to cool reactor water.

Instead of a cooling tower, the plant has a large 20-square-mile network of canals covering nearly 6,000 acres. This has resulted in contamination of the water supply, particularly the Biscayne Aquifer, issues with overheating, and disposal of radioactive material. Overheating in the canals caused the plant to shut down reactors twice in 2014, as well as getting a permit to operate at a higher temperature. In September 2016, a controversial cleanup process began that included injecting hypersaline water deep into the boulder zone beneath the aquifer. Three hundred tons of salt gets put into the canal system daily, and the saltwater contamination plume reaches several miles west of the system as well as into Biscayne Bay. This from the Miami Herald – “A radioactive isotope linked to water from power plant cooling canals has been found in high levels in Biscayne Bay, confirming suspicions that Turkey Point’s aging canals are leaking into the nearby national park.”

This from the Miami New Times – “FPL wants to inject radioactive waste into the so-called Boulder Zone of the Floridan Aquifer, a rocky area full of extremely salty water about 3,000 feet below ground. Miami-Dade County has used the area for decades to store raw sewage. But new government studies, including one comprehensive 2015 study from the United States Geological Survey (USGS), warn that fluid injected into the Boulder Zone could leak into the Biscayne Aquifer and other federally protected drinking-water sources.”

Again from the Miami Herald – “The massive 1,100-megawatt reactor design that FPL picked for (the expansion of) Turkey Point appears in trouble after the builder, Westinghouse, filed for bankruptcy ...”

Today, the water supply for all of South Florida is at risk, both from the cooling canals and the injection of radioactive wastewater below our aquifers.

What can we do? Other local governments — Monroe County, MiamiDade, Key West, Ocean Reef, FKAA — have already passed resolutions or written letters in opposition to continued use of cooling canals. I would like to add Marathon’s voice to theirs, and include our objection to the disposal of radioactive wastewater in the Boulder Zone. I am working on a resolution we will hopefully pass at our next council meeting, and I thank my fellow council members for their initial support.

ISLANDIA In 1964 there was talk of a toll road to be constructed from mainland Florida to the Keys. This one would have stretched from Key Biscayne to where Ocean Reef is now, and stretch across Elliott Key as its main land mass. (The biggest open water span, between Key Biscayne and Elliott Key, would have required a 10mile bridge!) The proposed development would have been called “Islandia.” The plan was bandied about for a couple of years with many arguments about whether Monroe County or Dade County would receive the lion’s share of the toll funds before it finally died.

OVERSEAS TOLL 1938-1954 What’s old is new again

Monroe County, the City of Marathon and the Village of Islamorada have signed off on a resolution to explore the idea of a toll on Overseas Highway. It wouldn’t be the first time. From 1938 to 1954, Overseas Highway was officially called the “Overseas Road and Toll District.”

he most complete account of the toll history in the Keys is Jerry Wilkinson’s account: “History of the Overseas Highway,” at www.keyshistory.org. Many of the existing records in the Key West library are fragile sheets of onionskin crowded with typewritten accounting spreadsheets. The Overseas Road and Toll District was first and foremost a boon to the Keys’ tourist industry.

Later, it would become a source of scandal when the now-defunct Miami News’ investigative reporting revealed financial discrepancies in the 1950s.

The idea for a toll emerged in 1932, when the island residents longed for more reliable means than the ferry service connecting the islands, especially Key West, and wanted actual roads and bridges throughout the entire island chain.

“Monroe County’s population was mostly in Key West; therefore, for the county to survive, either the railroad or the highway had to exist,” Wilkinson writes.

The roads of Monroe had already been under construction for decades and the costs continued to mount. (All the way back in 1917, Monroe County floated the first $100,000 bond to build roads, or trails, on Key Largo, Big Pine Key and a bridge from Key West to Stock Island.) The county was already indebted and so the Overseas Highway Bridge Corporation was formed, with a plan to borrow $10.7 million over 19 years. The loan request went all the way to Washington, D.C. but wasn’t approved for some years until the federal Public Works Administration authorized $3.5 million, the balance of the construction costs to be funded with a bond repaid by the road tolls.

“The ‘new’ highway actually had two grand openings in 1938,” said Key West historian Tom Hambright. “The first was in March and the second was in July.” The formal July grand opening was accompanied by a gala weekend, advertised with two-color brochures that featured an Overseas bridge, and a mariachi band on the cover. “And then, there was a third grand opening in 1944 after the U.S. military improved the highway to strengthen the country’s position from Key West during WWII,” Hambright said.

Tolls were a whopping $1 per car — $17.37 in today’s dollars, according to the U.S. Bureau of Labor Statistics — and 25 cents ($4.34 today) for any extra passenger. “The Florida Keys Weekly News of November 1947 listed 15,254 vehicles with tolls of $29,275.25.” Found in the archives of the Key West library, a sheaf of records details tolls in 1948 and one trend still holds true today: February is still the most popular month in the Keys. It details 42,421 “autos,” 4,536 “vehicles” and 90,338 “passengers” passing through and paying revenues of $77,210. The toll booths were located on Big Pine Key and Lower Matecumbe Key. It’s believed that one was to collect northbound tolls and the other the southbound tolls.

The collection of fees was smooth for 15 years. But, in 1953, locals were allowed free passage after some allegations of toll money “misuse,” according to Wilkinson.

and the headquarters for the Toll and Bridge Commission.

“The radio star Arthur Godfrey would broadcast from Pigeon Key,” said Hambright. “It was rumored that the funds went to buy filet mignon and alcohol for the parties.”

The case was investigated by none less than the governor himself. Charley Eugene Johns, a state senator, became the acting governor upon the death of Gov. Dan McCarthy. According to Hambright, the state handed down an indictment but it’s unclear what happened next, other than the end of toll collection. It was completely suspended in April 1954 and the highway name was shortened to “The Overseas Highway.”

The toll idea has resurfaced numerous times since. The first time was just a year later. According to Wilkinson as reported in the Miami News, another toll road from Miami to Key West was proposed, a “super-highway,” with an interesting graduated configuration — six lanes to Key Largo, four lanes to Marathon, and two lanes to Key West.

More recently, it came up in 1990 at the suggestion of the state Department of Natural Resources. It proposed visitor fees of $1 for tourists who fly into the Keys and 50 cents for drivers. It was unanimously struck down by Gov. Bob Martinez’s cabinet, although its lofty goal was to preserve the Keys unique environment.

Currently, there is a thriving debate on what toll revenues can fund.

Some say collections can only go to pay for infrastructure, i.e. more roads.

Others cite precedents such as Alligator Alley. Toll revenues that exceed road maintenance and construction for Alligator Alley are being diverted to the South Florida Water Management District’s fund for Everglades reconstruction.

rtist Paula Leftwich doesn’t care where she paints. She’s happy outside in the open air, or at her home studio. Recently, she’s even been setting up shop at Shady Palm Gallery on Thursdays to finish up her acrylic lifelike projects.

Her forte: incredibly detailed marine life and bird scenes. “I’m truly obsessive with the tiny details,” she said as a self-taught painter who has professionally been painting for 15 years.

Moving from the coastal region of Mississippi six years ago, her interests changed from her egrets and herons to underwater views.

“The Florida Keys wildlife is so beautiful,” she said. She’s usually strapped to a GoPro on snorkeling trips to Sombrero Reef and Looe Key. “I don’t want to miss anything, so I usually film so I don’t miss the moment and then take the still shots of that to work with.”

She said each spot has something different to offer: Sombrero was the beautiful coral structures while Looe Key offers big fish. She’s also found inspiration at Pennekamp and other lesser known reefs off Marathon.

One of her favorites to paint skywise is the roseate spoonbills. “My girlfriend said she saw some off Grassy Key a couple weeks ago; that flash of pink is unmistakable,” she said. “It sparked my interest in painting them.”

Leftwich enjoys painting open air, as well as in studio. She can be found on Thursdays finishing up some of her paintings at Shady Palm Gallery.

As for egrets and herons, she said they are majestic and graceful. “They translated well to here from Mississippi,” she said.

She’s always been a lover of animals and, before moving to the Keys, worked as a veterinarian technician and a dog trainer. She and her husband Hal also have a rescued boxer named Windley (after the Key) and a rescued cockatiel named Schooner.

She is a regular on Thursdays painting in-house at Shady Palm Gallery in Marathon, is no stranger to local festivals like Pigeon Key Art Festival, and teaches classes during the season at The Art Studio.
