lorida Keys Electric Cooperative has introduced a solar loan program for customers in the Middle and Upper Keys. The loans, up to $20,000, are for qualified electric customers to buy and install grid-tied systems capable of sending energy back to the utility, or battery backup solar systems capable of powering the house during an outage. The loan payments would be made on the customer’s monthly electric bill.

“At FKEC we are committed to enabling our member-consumers to explore green energy practices,” said CEO Scott Newberry. “We hope to make it easier for interested members to purchase a solar photovoltaic system and/or grid-tied battery storage system. With our solar loan program our member-consumers can finance their solar purchase directly with us and make convenient payments through their monthly electric bill.”

ager for SALT, a local company that installs solar systems. “This is perfect for folks who want to have a solar array, but haven’t been able to save up the cash.”

Kaul said the average home can benefit from a 5 kilowatt system, which typically cost about $20,000 for engineering, permitting, installation and equipment.

“A 5 kilowatt system could be expected to offset about 800 kilowatthours each month. I think that the average residential customer in the Keys uses about 1,200 kilowatt-hours each month,” Kaul said. “This would equate to around $75 each month less on an electric bill, at current FKEC rates.”

There are tax benefits to installing a solar system, too. There is a 30 percent federal income tax credit that can also be applied to the home improvement. Plus, any increases in a home’s value due to the solar improvements won’t increase property taxes.

FKEC communication consultant Nikki Dunn Cullen said the cost to install solar has fallen by half since 2008. “Technology has rapidly improved, including battery technology.

Products such as the Tesla Powerwall will be game changers for solar in the near future as they will be able to store power,” she said.

Kaul said SALT is installing special SunPower panels with built-in micro-inverters. That means the large, bulky inverter hanging on an outside wall is no longer needed to convert the energy collected from DC to AC for use in the home. Also, each panel can be monitored individually for performance. She added that only about 30 to 40 percent of SALT customers choose to install

battery banks, preferring the grid tie-in as it will allow customers to “sell” back the energy year-round, whether homeowners are in residence or not.

Net-metering is the practice of receiving credits on an electric bill for sending energy back to the utility. All South Florida electric utilities calculate the amount of energy sent back to the grid and if it is more than the homeowner used, the utility will pay the customer. However, most solar installers recommend purchasing a system that will provide no more than a homeowner expects to use throughout the year.

Currently, FKEC has 48 members interconnected to the grid (43 residential and 5 commercial). Since the utility began offering the grid tie-in, it has purchased nearly 1 million kilowatt hours of excess production.

Qualifying for the FKEC solar loan is based solely on the applicant’s credit history with FKEC. The interest rate for the 10-year loan was 5 percent earlier this week; members are advised to check with FKEC for the current rate.

A win-win solution?

A

win-win alternative to citywide sludge dewatering at Coco Plum Area 6 Waste Water TP is purchasing more centrifuge units located and operated at the various Marathon waste water treatment plants (WWTP). Each plant would have its own centrifuge on site, where operators are experienced and trained.

Eliminating the construction project at Area 6 WWTP, water quality impacts associated with increased discharge into Area 6 injection wells, increased daily trucking of liquid sludge down Overseas Highway, Coco Plum Drive, and Avenue I, and eliminating negative environmental and community impacts is a big win-win. At around $700,000 each, the cost of a centrifuge unit for each WWTP approximates the estimated design and construction costs. The $17 million grant funding is available for the design and construction project. Funding must be available for additional centrifuge units; this alternative will achieve safer and more environmentally friendly solutions, all things considered.

Alarming is the 1,000-percent increase in “centrate” (liquid) at Area 6 WWTP, after sludge is trucked in from the plants, and processed. The engineering report states, “The centrate will be held in the proposed storage tanks to allow for the gradual transfer to the headworks of the Area 6 WWTP Facility during non-peak hours.

In general, the centrate will be slowly pumped into the headworks during the overnight hours to prevent any impact on the operations of the Area 6 WWTP Facility.” Potential negative impact is “designed” into this project.

Truck traffic on Overseas Highway, Coco Plum Drive, and Avenue I will increase permanently. Initially underestimated calculations indicate 3 to 5 sludge truck loads per day, 52 weeks per year, or the equivalent of 10 trips daily (weekday truck in-out). Chemical delivery traffic on the Highway and to the plant has not been factored in.

Additional truck traffic permanently increases citywide air pollution and increases the city carbon footprint.

The $100,000 proposed annual savings is a fraction of the city budget.

This potential savings is packed with negative impacts; cost savings could be achieved elsewhere. A win-win solution is desirable, and achievable. Community goodwill is priceless.

COUNTY TOURS FORMER PRISON Monroe County Mayor George Neugent, County Administrator Roman Gastesi and county senior management staff tour the vacant, state-owned Big Pine Key Road Prison to explore possible county uses for the 10-acre site. The prison opened in the 1950s and was a minimum-security facility when it closed this April. Gastesi said the county’s options could include: an expanded Big Pine Key Library, a storage facility and work area for county public works, more parking for the nearby county senior center, or county office space. Aftercare tuition scholarships available at Marathon Lutheran United Way of the Florida Keys is funding a scholarship program to help offset the cost of aftercare to families of children in kindergarten through fifth grade, so that they may have a safe environment to spend the afternoon while parents are finishing their work day.

The students will be transported from Stanley Switlik Elementary School to Marathon Lutheran School, where they will receive homework help, outside playtime, craft and cooking opportunities, and nature study activities.

The after-school program at Marathon Lutheran School is open until 5:30 p.m.

BRIEFLY Library has events for all ages On Saturday, Aug. 5 from 11 a.m. to 2 p.m. there will be a book fair at the Marathon library. Kids can also bring their final summer reading logs to Ms. Melody on this day.

Children up to age 12 are exploring all things science and conservation during the library’s “Build a Better World” summer reading program. On Tuesday, Aug. 8 at 1:30 p.m., employees from the Dolphin Research Center will be the guest speakers. The end of the year party for the program will be on Saturday, Aug. 12 from 10:30 to 11:30 a.m.

Also on Tuesday, Aug. 8, at 3 p.m., the library will offer “The Relaxing Art of Coloring” for adults. Coloring books, pencils and markers and a quiet space will be provided.

BRACE for the Storm online workshops The Florida Department of Health in Monroe County is inviting residents to learn more about how to prepare for a hurricane by signing up for a free internet-based BRACE for the Storm workshop scheduled for August 24. This workshop is designed to provide information to homeowners on disaster preparedness techniques that may reduce damage to their homes from hurricanes and other disasters that threaten Floridians. Toll booth won’t close until Sept. 1 The closing date for Monroe County’s Card Sound Bridge toll booth is being delayed to Sept. 1, 2017. This change will allow Florida Power & Light time to relocate its power lines on the right of way prior to the start of construction of the all electronic tolling system. The original last day for hand-collected tolls was Aug. 1, 2017.

Signs will be posted to alert drivers of the change.

Tolls will be collected and discount tickets will continue to be accepted until Sept. 1. After the toll booth closes, unused tickets may be returned for a refund.

During construction, which is scheduled to last 189 days, there will be no tolls. Some lane closures will take place. Those closures will be publicized when the schedule is known.

Firefighters will provide a gentle stream of misting water for kids of all ages to enjoy in a safe and fun environment. Fiscal budget discussed in September The Monroe County Board of County Commissioners has begun holding public meetings and hearings regarding the Fiscal Year 2018 budget.

romotion Guy’s Ryan Schraffenberger may be the exact opposite of a local bum.

He owns several businesses, including Promotions Guy and Lights Out Entertainment, plays in the Kirk of the Keys band, is a dad to baby Georgia, and recently started a new brand — “Local Bum.” “I see visitors to the island enjoying these shirts a lot,” he said. The lifestyle brand evokes that archetype of the Florida Keys local bum — the ones who like to take it easy, fish, dive, watch the sunset, and listen to good music in local restaurants.

The sailfish represents one of the Keys’ most famous local bums: Ernest Hemingway.

Being passionate about apparel creation and the mind behind “Lobster Lives Matter” during last year’s lobster mini-season, the team at Promotions Guy is also passionate about the local environment. Schraffenberger and his co-workers, Alyssa Perry and Sarah Meng, donate 10 percent of the merchandise sales to local charities.

One of the charities they are supporting is The Great Hammerhead Project, conducted by Aquarium Encounters and Dynasty Marine. “It’s great because it’s helping a local project,” said Meng. The goal of the project is to tag and track migratory patterns

and reproductive behavior of hammerhead sharks.

“We hope that this is something we can expand eventually,” said Schraffenberger. “If Vail, Colorado wanted to use the ‘Local Bum’ branding, we could do snowboarding, skiing, and hot-tubbing.”

ore than 40 pounds of lobster were weighed in at the annual Spines and Spiny tournament held at Tilden’s Dive Shop during lobster mini season. And $3,500 was raised for local Cathy McCoy, who is battling cancer, and Sanctuary Friends Foundation of the Florida Keys, for sanctuary buoy maintenance.

Each entry had to be accompanied by an invasive lionfish, which has taken up residence in Florida Keys waters.

Misty Mathews, of Lake Placid, has lionfished while her husband lobster dives for years, and won with a total of 61 lionfish (with a total weight of 12 pounds – that’s a lot of little lionfish!).

“These people are awesome examples of the kind of mini-season tourists we could use more of,” said Rachel Bowman, board member of Sanctuary Friends Foundation and tournament co-coordinator. “All those lionfish she brought in didn’t get a chance to put a dent in our fish populations.”

ragging myself out of bed in the morning is way down there on my list of favorite things to do. But on this day, I had a little extra pep in my step as I drove over to the cable park at Otherside Adventure Park on Grassy Key. It was Friday, and like I had done many mornings back in college, I was starting my day wake skating.

See, back then I shared a house at the foot of Orlando’s Lake Waunatta with two other “Keys kids.” The first was my longtime friend, Buck; the other, Upper Keys native and pro wake skating demi-god, Danny Hampson.

It’d be early in the morning while the three of us were lounging around the crusty couch on the back porch, when Buck would say, “Water is glass.

Want to hit the lake?” We’d spend the next hour wake skating behind Buck’s boat or Danny’s Jet Ski before I would stroll into class still drip drying in my board shorts.

But today was going to be a little different. No boat. No jet ski. Not even a wake. Just me, the cable, and the ramps. Since I had become accustomed to riding behind the wake of a boat, I wondered how a cable park would compare.

When I rolled up to the park, I was greeted by operating owner Matt Sexton and his crew. After grabbing my gear, I was quickly told how the cable system works — by remote controlled electric motors to move the handle assembly back and forth over the water.

Instructors have complete control over the handle assembly’s speed and

location, so if you fall, the crew can return the handle to your position in the water.

I hadn’t ridden in almost two years, but didn’t have any trouble standing up. I did, however, forget to bring some old skate shoes to ride with, so my bare feet had to endure. (Like skateboards, some wake skates use grip tape on the deck, so shoes can help a lot.)

It didn’t take long before I was zipping back and forth, carving and maneuvering with a bit more ease. The smile on my face began to grow with each successful pivot and that familiar feeling of weightlessness instinctively guided each shimmy.

“I have to try the ramp now,” I thought.

The first attempt was pathetic at best. I square up with the ramp, hit it, and my board and I go flying. Only, in opposite directions. The second try wasn’t any better and again my jump ends with me flailing around in the air before I smack the water.

“Trying absorbing the jump more,” yell instructors Leif and Kelly, who are coaching me from the shore. The advice helps and I finally begin to get some air with the board actually underneath me. Try as I might, however, I can’t seem to hang on to the cable handle once I land. After about a dozen times, I decide to let somebody else have a crack at it.

I may not have landed the jump that day, but it was still great to feel the nostalgia of the wind in my beard and sun on my skin. I’ll be back to the cable park soon. I’m only getting warmed up.

KIKI’S SANDBAR

T

here are two things Kelsey Terranbrood likes to make at Kiki’s: muddled margaritas and a specialty rum punch. For the past four months, she’s been perfecting the margarita with muddled lime, lemon, oranges, Patron Citronage tequila, and Milagro Silver. “We use hand squeezed fruit juices and a homemade sweet and sour,” she said.

Her second favorite to stir up is the Kiki’s rum punch. Made with Cruzan pineapple, banana and mango rums with coconut Rum Haven, with fresh squeezed orange, grapefruit, pineapple and cranberry, “It’s a refreshing drink that everyone likes sipping on while hanging at the beach bar,” she said.

On the menu, she said, you can’t go wrong with the smoked pork sandwich, tuna nachos, or peel and eat shrimp.

“Being outside on the beach with all the dogs and all my local friends,” she said, is the best part about working at Kiki’s. “It’s a great working atmosphere here and I can bring my dog Hazel to work.”

When she isn’t working, she is fishing, exploring the out islands and in the backcountry hanging at the sandbar.

Kiki’s Sandbar has happy hour every day from 4 to 6 p.m. and is located at 183 Barry Ave on Little Torch Key. It is dog friendly, and boat accessible.

WASTE NOT, WANT NOT Being green in the Keys

O

ver the past decade, the Keys have made tremendous progress with recycling efforts but there is always more to accomplish. Talking with Dee Dee Green, the City of Key West’s solid waste and recycling coordinator, and Alicia Murchie, Monroe County waste recycling and waste reduction specialist, was informative and eye opening in many regards. “In the City of Key West we want our focus to be on ‘waste diversion,’” said Green. “Don’t create the waste in the first place, if possible, but when created how can it be reused or recycled? Disposal should be the last option.”

How has recycling gone up in the Keys in the past decade?

KEY WEST: The recycling rate in the Keys has gone up over the past decade from 8 percent when programs were first implemented to 24 percent in 2017 (so far). This is only counting traditional recycling, metals and yard waste.

MONROE COUNTY: Recycling has improved in the last decade. Curbside recycling began countywide in 1992 with the two-colored bin system and recycling rates remained relatively flat until 2012 when Key West switched to larger “wheelie” bins with singlestream recycling (all materials in a single receptacle). The county followed suit in 2014 and the higher capacity and ease of use with the bigger bins naturally led to more recyclables. The large jump from last year to this year is due to it being the first year the county received 100 percent recycling credits for the composting and mulching of yard waste. Another contributing factor was a larger quantity of construction and demolition debris, and corrugated paper being recycled. As of now, we rank third highest in the state for recycling.

What are some of the county and city’s new initiatives to improve recycling and education?

KEY WEST: Very soon we will be adding an app to our website called My Waste. With this web app anyone can go to our website at www.KeyWestRecycles.com and use the waste wizard or download the phone app.

The waste wizard will tell you how to recycle, reuse and dispose of any item queried. It will also let you type in your address and get your waste pickup schedule. You can ask for reminders, get messages for any changes or road closures. There will also be signage around town so that visitors can log in and find the information easily so there is no doubt when recycling!

There is also a recycling sorting game to help learn how to make these

decisions and for entertainment. We are distributing cutting boards with recycle information right on them to residents, rental management companies, rental units, etc. This will hopefully help get the right information to the people who need it. Some of our new programs include: Keep Key West Beautiful’ s Adopt-A-Spot program, and programs to address cigarette butts, rigid beach plastics and alkaline battery recycling.

MONROE COUNTY: Our slogan sounds like a pirate — “ARRR.” It stands for Avoid, Reduce, Reuse and Recycle. At the county we want anyone who lives or visits here to be able to find the information they need and make it easy to do the right thing. This will include a revamp of the website, outreach, and printed materials (in multiple languages), such as a more detailed recycling guide, as well as printable signs and stickers for folks to request or print themselves. We are also making a residential recycling brochure that plays on the Keys’ long history of “wrecking” (marine salvage) and resource recovery and provides useful information for the modern recycler.

Is mandatory business recycling on the horizon?

KEY WEST: We are looking at mandatory recycling; it is part of the city’s solid waste master plan. The goal is to take a timeline to the Key West City Commission in August to outline future plans for the solid waste master plan which include: mandatory recycling for commercial accounts, implementing a comprehensive public outreach campaign, investigate local opportunities to utilize source-separated commercial glass in the Lower Keys, more “green” partnerships, pilot a source separated curbside organics program, establish a commercial organics program, enforce mandatory recycling, look for more diversion opportunities, look for more ways to partner with Monroe County.

MONROE COUNTY: In Monroe County it costs businesses about 60 percent less for recycling pickup than regular waste pickup. On average, 70 percent of any given waste stream is recyclable, and switching from twice-weekly pickups of four 65-gallon trash bins to two recycling and two trash bins saves more than $100 per month. Most businesses dispose of far more recycling than that, and without naming names, some of your favorite and most successful businesses in the area are saving tens of thousands each month by recycling. Monroe County also pays less to have recycling hauled to the mainland, so the more residents and businesses recycle, the more the entire community saves.

What’s the most important take-away about recycling for Keys residents?

KEY WEST: All the waste created on this island has to be shipped off the Keys to the mainland. That is expensive and it is much cheaper to recycle. With that said, when you toss items that are not recyclable into the recycling cart you are creating a problem and raising costs of recycling, so the most important thing you can do is “recycle right!” Sometimes it is easier to pick just a few items to recycle: paper, metal, cardboard, plastic, glass bottles and jars.

MONROE COUNTY: Recycling is really only a choice of which cart you put something in. It’s easy, and quickly becomes a habit. That applies to both residents and businesses.

Publix has containers for recycling Styrofoam and plastic bags in front of both stores. Winn Dixie collects plastic bags for recycling.

Home Depot has rechargeable battery and CFL lightbulb recycling collection boxes in the front of the store. The Monroe County Sheriff’s Office collects old medications for disposal 24 hours a day.

he recent headlines in national politics have got me thinking (yet again) about political parties in general. The disorders and miseries which result gradually incline the minds of men to seek security and repose in the absolute power of an individual; and sooner or later the chief of some prevailing faction, more able or more fortunate than his competitors, turns this disposition to the purposes of his own elevation, on the ruins of public liberty.”

Washington was afraid that an individual hell-bent on control and power might somehow bypass the checks and balances of our system and threaten the newly won liberties that the people had just begun to enjoy. While he was more worried about the potential divide between North and South, his words strike an eerily familiar chord today.

More Washington on the idea of political parties: “It serves always to distract the public councils and enfeeble the public administration. It agitates the community with ill-founded jealousies and false alarms, kindles the animosity of one part against another ...” Does that sound like any websites or cable news channels you know?

Even more Washington, as true today as it was 219 years ago: “It is important, likewise, that the habits of thinking in a free country should inspire caution in those entrusted with its

administration, to confine themselves within their respective constitutional spheres, avoiding in the exercise of the powers of one department to encroach upon another.”

Maybe Congress and the Judicial branch will truly declare their independence anew from the Executive branch.

I don’t care who the President is — our system of checks and balances ensures that our chief executive will never become a dictator. It also ensures that Congress and the judiciary do not exceed the powers granted to them under our Constitution as well.

And so we come full circle to local politics. It seems that a person can’t become a higher-up in local party machinery without pledging a loyalty oath to that particular party. This loyalty oath — and I’m not sure whether both parties have them (but I bet they do) — prohibits those members and officials from even being seen at an “opposition” event. Additionally, they are only allowed to support candidates from their party. One might argue that anything goes in the privacy of the voting booth, but remember, those officials sign these oaths.

And that’s why I’ll never become a “loyal” party official.

Neither party has a monopoly on good ideas or the best candidates; similarly, wackos and nutjobs inhabit the recesses of the two main parties as well as the myriad smaller parties and the non-party affiliated. Sometimes it seems that the wackos and nutjobs — the real extremists — are the ones who control each party’s national agenda.

Perhaps instead of railing about our differences, we might start to build on the things we have in common. We might remember that we’re Americans first, and Republicans and Democrats second. Perhaps reasonable people of both parties can overcome the ignorance and bias of the extremes and start working together for the sake of our community and nation. As Benjamin Franklin once said, “We must, indeed, all hang together, or most assuredly we shall all hang separately.”

THE WEIRD SEX OF UNDERWATER CREATURES HOW SHARKS, LOBSTER, BONEFISH GET IT ON

W

hat you don’t know … is astonishing. For example, Weekly staff learned about the sexual habits of lobster (more below) while preparing for the annual mini-season.

And then, there’s the tale, or should we say arm, of the Argonaut octopus that impregnates its mate by ripping off one of its own modified tentacles and leaving it behind with her. We didn’t include that information below, because it’s not a native Keys species, but here’s some startling information about the reproductive habits of local animals.

LOVE BITES During the mating of sharks, the male has to hang on with every means available. Descriptions of the male organ and reproductive process include terrifying terms: a modified pelvic fin called a “clasper” complete with “spurs” that unfurl in the female’s cavity. In addition, the male shark uses a “hydraulic” system filled with seawater to propel sperm deep into the female. Last but not least, the male sharks bite their partner’s head, or gill or pectoral fin, to hang on as the two go for a crazy “corkscrew” (not my pun) ride. Good news: it only lasts a few minutes. “Stingrays will do the same thing. It’s quite rough,” said Ben Daughtry of the Florida Keys Aquarium Encounters.

A MOUTHFUL There are some species of marine life called “mouth brooders.” In the belted cardinalfish, the male of the species holds the eggs in its mouth and holds them for incubation, according to fishbase. org. During that time, the males don’t eat (although sometimes a few eggs are found in the stomach cavity). Also, the cardinalfish have a very specific courting ritual — the girl makes the first move and the couple stays together throughout the process.

YOU SCRATCH MY BACK …

By human standards, the process of inseminating one’s spiny partner leaves something to be desired. In essence, the male lobster entices the lady into its cave and places a “tar” spot on her belly. When she is ready to hatch eggs, she “scratches” the spot to release his seed and inseminate the eggs. She then holds onto the 40,000 to 140,000 eggs for two to three weeks before climbing on top of the tallest coral head and releasing them into the currents.

GROUP LOVE There is a type of underwater sex called “broadcast” spawning. In the Keys, it most famously happens at Riley’s Hump off the Dry Tortugas a few times a year involving snapper or grouper. It’s sort of like a bait ball, but for mating purposes. The females dive and then, as they head to the surface, they release the eggs into the water column. The snapper tend to head to the same spot over and over, usually deep waters (40 to 100 feet), on the edge of the reef or some other type of drop off. Interestingly, researchers from the University of Massachusetts (Amherst) observed bonefish doing the same thing in 30 feet of water in the Bahamas. Normally skinny water inhabitants, the “ghosts” go deep for the purpose of releasing eggs to float on the current.
