he City of Marathon is exploring a plan to convert the city’s mobile centrifuge (which transforms sewage sludge into “cake” by dewatering) into a permanent fixture to be located at the No. 6 plant on Coco Plum. According to city officials, it is the only plant in Marathon capable of the improvement because it has the existing treatment facility and room to expand.

The mobile centrifuge was purchased 10 years ago for $700,000 to reduce costs — it is more economical to ship “cake” to the mainland than it is to ship sludge. Marathon ships about 400 tons of cake a year, or 20 trailers full. The machine currently spends a week or two at a time at all but one of Marathon’s sewage plants, including plant No. 6. However, Assistant Utilities Director Mark Bombard said the machine “doesn’t travel well” and the panels come loose during transport.

The plan to spend $500,000 on engineering designs was raised at the Marathon City Council meeting on July 11, but tabled due to questions from numerous Coco Plum residents. A workshop to address those concerns was held earlier this week. Steve Suggs of Weiler Engineering, Jim Christopher of NuTerra, Fred Mussari of BCR Environmental, and Bombard were there to answer questions.

Resident Lynda Berrigan told the gathering she doesn’t have confidence in this project. “The obvious errors in the Chen-Moore report are alarming,” she said, referring to an initial study to see which plant could accommodate the installation. Bombard said there were some errors, but the summary information for decision purposes is correct.

1. What is the life expectancy of the mobile-turned-permanent centrifuge? The centrifuge has been in operation for approximately seven years with extensive repairs and maintenance. We would hope that with regular maintenance moving forward in a permanent location we will be able to get another seven to 10 years barring a catastrophic failure.

2. Currently all of the plants (except one, see below) use the centrifuge now, and the dewatered liquid is returned to that particular plant.

Is that correct? The site at Wastewater Treatment Plant #7 in Grassy Key is not large enough to accommodate the centrifuge and “cake” trailer to do the dewatering; the liquid sludge from only that site has been hauled off to the mainland for disposal per regulation.

3. Will the extra volume of liquid at Coco Plum require another well? No, it will not require another well; there are three Class V injection wells on site with 600,000 gallons per day average daily flow capacity. Currently, the No. 6 plant is running under 50 percent of its capacity of 200,000 gallons per day. The centrate (or water) generated from the centrifuge is brought back to the headworks of the plant for additional processing, not injected directly into the wells.

4. The CleanB is a new process that will be added to the city’s utility capability. What’s the reasoning here? Is it because more of the dewatered liquid has to be processed at one plant? The CleanB system developed by BCR Environmental processes the sludge to a minimum of a class B bio-solid. The advantages are that it will eliminate odors for the dewatering process, it produces an environmentally friendly product that is a renewable resource and it has a cost savings benefit to the process that the City is currently using.

5. Will moving the dewatering function to Coco Plum add traffic in that neighborhood? The sludge and vacuum trucks will make approximately two trips daily during the business week. However, once the plan is complete we will be moving two city vehicles from Coco Plum to another site. Those vehicles currently make about two trips per day during the business week. So it’s a wash. The only other traffic will be 20 trucks a year that come to collect the “cake” to be hauled to the mainland.

6. What is the cost to transform the mobile centrifuge into a permanent system and add the CleanB process? The engineers’ estimate is $3,100,000, which is Mayfield Grant reimbursable.

hile most of the national news is focused on changes to health insurance, there is a looming issue with flood insurance likely to affect Monroe County homeowners even more. The current incarnation of the National Flood Insurance Program expires on Sept. 30 — in two months.

The stakes are high.

Currently, there are competing ideologies and attending bills making their way through the process. The first set comes out of the House Financial Services Committee, commonly referred to as the Duffy-Hensarling bill, which is actually a collection of about seven bills.

“It is not as favorable to us as the SAFE NFIP bill, but it is improving,” said U.S. Rep. Carlos Curbelo (R-FL), Keys representative. “It is important to continue working on this bill because it’s the one that has the best stage for getting out of the House. But the reauthorization of the program should be priority No. 1, no matter what your position is.”

The SAFE NFIP bill is sponsored by U.S. Sen. Bob Menendez (D-N.J.) and Sen. Marco Rubio (R-FL) among others; Curbelo signed on to a companion bill in the House. It would cap rate increases to 10 percent annually and provide funding for communitywide mitigation efforts as well as low-interest loans to homeowners to make their homes floodresistant. There is also $800 million to provide new, consistent mapping. Most importantly to the Keys, perhaps, is the promise to extend “grandfathering” of flood zones (not rates) during re-mapping of flood zones.

The Duffy-Hensarling measure calls for rate increases, encourages private insurance companies to offer flood insurance, and would eliminate eligibility for NFIP participation for new construction. But it has some proposed amendments as expressed by 26 Republicans who signed a letter addressed to the House Financial Services Committee. They hope to ensure a NFIP bill that spreads increases of 5.5 percent to 6.5 percent over a four-year period, and keep grandfathering.

Of the NFIP claims paid last year, 4 out of 5 of the billion dollar floods occurred inland, not on the coast.

Another bill, the Flood Insurance Fairness Act, co-authored by Curbelo and Rep. Charlie Crist (D-FL), focuses primarily on leveling the playing field for primary homes, non-primary homes and commercial properties.

Rep. Curbelo said that would extend to rental properties and help keep affordable housing costs in check.

Lisa Tennyson, the legislative affairs officer for Monroe County, is currently in Washington, D.C. meeting with Florida’s congressional delegation to impress upon them the importance of this legislation. (Earlier in the week she and Monroe County Commissioner Heather Carruthers attended the National Association of Counties to discuss the same issue.)

“We need to talk to the representatives of these Florida districts to rally the troops,” she said. “The SAFE NFIP bill is really protective and has bipartisan support.”

She said Curbelo deserves credit for the amount of work he has done on the issue.

Mel Montagne, president of FIRM (Fair Insurance Rates in Monroe) said none of the bills is particularly good news for Monroe County. “On the national level, the opposition is of the opinion that if we are gong to build on the coast, we must pay a pretty penny for it.”

Any more rate hikes, Montagne said, would be excessive as Florida only receives a very small portion of the claims of what it pays in premiums. “We are a donor state, a funding source for this national program.”

The most recent incarnation of the NFIP is the Biggert-Waters Flood Insurance Reform Act of 2012. It increased premiums for second homes and commercial properties, a hard pill to swallow for the Keys — an investment-rich community in terms of real estate holdings. The effects of the Biggert-Waters act were partially stayed by the Homeowner Flood Insurance Affordability Act in 2014. It delayed premium increases and reinstated grandfathering.

If a new bill is not passed before the Sept. 30 deadline, the nation’s coastal real estate industry could grind to a halt. It happened in 2010 most recently. Key West Realtor Bascom Grooms remembers it, vaguely.

“I think it delayed some closings, but it wasn’t a big deal. I think they filed an extension pretty quickly because of the ramifications it had on the real estate industry,” Grooms said. With no new NFIP policies being written, it would have an effect on almost every buyer except cash buyers. (Lenders require flood insurance to protect the investment.)

Grooms said he has no concerns about the privatization of flood insurance, but it’s a big debate on The Hill. He likens it to the private wind insurers who entered the market a few years ago, a counter-balance to the state-backed Citizens Property Insurance. Curbelo said he supports private insurance offering flood policies.

“This is the only opportunity that residents will have of seeing a premium decrease. If you’re in NFIP, your premium is going to go up no matter what — it’s just a matter of how much. If we open this to the private insurance companies, while keeping NFIP as a guaranteed option, it may be better for residents,” Rep. Curbelo said. “It doesn’t hurt to try because we are keeping up that NFIP for everyone. We should open up the market and see how it goes.”

Montagne and others worry that a slimmer NFIP customer base (made smaller by homeowners who switch to private insurance) will make the program less stable than it is now.

“Private flood insurance options would, in all likelihood, not benefit Monroe County as private flood markets seem to be risk averse and will only select the least flood prone properties, leaving the NFIP with the more flood-prone properties and therefore exacerbating an already growing deficit.”

he third annual FIRM Charity Golf Tournament was bigger and better than ever. The event, which took place on June 25, raised $38,000 for Fair Insurance Rates in Monroe, the agency that fights for better insurance rates in the Keys by lobbying officials in Tallahassee and Washington, D.C. (See story, at left.)

The event was hosted by the Middle and Lower Keys Realtors Association and held in Key West. Golfers number 107, up from just 72 last year.

“That was a big increase and helped us raise more money for FIRM,” said Wayne Carter, CEO of MLKAR. Prizes for golfers included a twonight stay at Hawks Cay Resort, plus other hotel stays, restaurant gift certificates and more.

Carter singled out John Isaksen of Isaksen Insurance for supporting the event. “Every year he donates $5,000, totaling $15,000 in three years. I think that’s pretty impressive that one of the local insurance companies would donate to keep insurance rates fair.

Library has events for all ages The Marathon library has events for children, young adults and grownups next week.

oger Heinen has been reappointed chair of the board of governors of the Community Foundation of the Florida Keys.

Heinen is an artist, software developer, angel investor, and a director of Monotype, the leading supplier of digital fonts and typefaces.

“It’s great to be a part of the Community Foundation’s efforts, working together with our generous donors and nonprofit partners from throughout the entire Keys,” said Heinen. “We’re focused on maintaining the tremendous momentum we’ve built following our 20th anniversary last year and building a community-wide charitable network to enhance the future for our wonderful Keys.”

Adult scholarship available The Marathon Yacht Club Educational Foundation will award up to two scholarships of $1,000 each to adults 18 years of age and older wishing to further their education in marine sciences, services, or trades. This money can be used for tuition, books, or room and board. Applicants must have been out of high school for at least one year, resided for at least one year between Big Torch and Long Key and demonstrate a financial need. Toll booth won’t close until Sept. 1 The closing date for Monroe County’s Card Sound Bridge toll booth is being delayed to Sept. 1, 2017. This change will allow Florida Power & Light time to relocate its power lines on the right of way prior to the start of construction of the all electronic tolling system. The original last day for hand-collected tolls was Aug. 1, 2017.

Signs will be posted to alert drivers of the change.

Tolls will be collected and discount tickets will continue to be accepted until Sept. 1. After the toll booth closes, unused tickets may be returned for a refund.

During construction, which is scheduled to last 189 days, there will be no tolls. Some lane closures will take place. Those closures will be publicized when the schedule is known.

Summer Jam scheduled for July 29 Wesley House Family Services will host the Eighth Annual Summer Jam on Saturday, July 29 from 6 to 9 p.m. at Sunset Grille in Marathon. ast year, Buddy Johnson and Franchesca Jenkins were miserable in Tallahassee. Johnson, who spent his summers in the Keys lobstering and fishing, knew where he wanted to be – Marathon. “Tallahassee wasn’t somewhere where we wanted to raise our family,” said Franchesca, holding their 10-month-old daughter Anastasia Bella.

With Buddy’s background in sales, and family in the sign business for the past 23 years, and Franchesca’s background in design, Marathon Sign Boss was born.

Marathon Sign Boss specializes in a long list of promotional signage and supplies, from business cards and magnets, to T-shirts, stickers and letters, and concentrates in custom-

designed signage, from boat and vehicle wraps to LED signs.

From taking old signs around Marathon and rejuvenating them, like Sunset Grille’s sign by the 7 Mile Bridge, to new signs at Royal Furniture, Buddy says, “LED is the lighting of the future.” They can replace old signs with new LED lights, which save money on electricity, last longer, and are brighter. They can also start from scratch. They are currently in the process of redoing all the signs at the WinnDixie plaza on Big Pine Key. Their specialty lately has been boat and vehicle wraps. But, that’s not all that they wrap – they can also wrap paddleboards, coolers, and the popular Yeti cups. “A friend brought in a picture of her lobster she caught last mini season, and we turned it into a Yeti wrap,” said Buddy. They have samples of wraps in their store, but love designing and custom-

izing new ones. A Yeti wrap costs $19.95 on your own cup; they also have Yeti cups in the store. Wrapping on vehicles and boats run from $15 to $27.50 a square foot.

Marathon Sign Boss is also one of very few authorized Sea Dek dealers in the Keys.

“It’s a lot easier to wash and maintain,” said Frenchesca. “And, it is completely customizable. We’ve done everything from boat decking to paddleboards and tops of coolers,” she said.

“Right now, we are soaking in the slower pace of Marathon and love it here,” said Buddy, who was gearing up for mini season and the first week of lobster season. That is, after all, the reason the two chose Marathon to raise their family. They just redesigned their pontoon boat and added a second level – next step, add the wrap – a mahi design Franchesca came up with.

OBITUARY

Charles W. Gatchell Jr. Charles W. Gatchell Jr., 70, of Marathon, and formerly of Hallowell, Maine, died on Nov. 11, 2016.

He was born in Augusta, Maine, on Sept. 2, 1946, a son of the late Charles W. & Margaret (Blake) Gatchell Sr. Charles grew up in Hallowell, attending area schools including Hallowell High School and North Yarmouth Academy.

In July 1966, he enlisted in the U.S. Navy and proudly served his country during the Vietnam War. Charlie loved the water and being out on it. He especially enjoyed hydroplanes, which he had growing up at camp on Cobbosseeconte Lake. His love of boating turned into an American Power Boat Association championship in February 1993 after he went to San Diego, Calif. to compete in the first Winter Nationals event.

In 1996, Charles moved to Florida, where he owned and operated Ocean Escapes Yachts in Marathon.

He is survived by his son, Sean Gatchell of East Lyme, Conn., and his two grandchildren Bryce and Brandi as well as his sister Karen Gatchell of Wells, Maine.

Relatives and friends held a graveside service on July 25, 2017 at Hallowell Cemetery, Water Street, Hallowell, Maine.

ore than 40 states and countries like Canada, Belgium, Great Britain and Australia were represented at last weekend’s Hemingway Sunset run from the Southernmost Point in Key West down to Whitehead Street and out to Ft. Zachary Taylor. In addition to the tons of Key West residents out and about for Hemingway Days, Marathon residents came out to run also.

However, through history there has been a love/hate relationship with lipstick. In celebration of National Lipstick Day on July 29, here are some fascinating facts on lipstick.

• Lipstick was invented and worn by women around 3000 B.C. Ancient Mesopotamian women used crushed gemstones to decorate their lips.

• Famous Egyptian Cleopatra VII created her signature red shade by crushing ants and carmine in a base of beeswax.

• Red lipstick, according to the ancient Greeks, signaled that a woman was a prostitute, as most women of that time did not wear makeup.

• In the Roman empire, lipstick was worn by both men and women to indicate their social status and suggest their rank.

• In the late 1700s, the British Parliament passed a law stating that women who wore makeup were witches who attempted to lure men into marriage.

• George Washington was known to wear both lipstick and makeup along with his powdered wig.

• In 1915, the first metal lipstick tube was invented by Maurice Levy, making lipstick available for on-thego application. Within years, major beauty brands such as Chanel and Estée Lauder started selling lipstick.

• All makeup except lipstick was rationed during World War II. Winston Churchill kept lipstick in production because he felt it had a positive effect on morale.

• By the 1950s, Hollywood stars began wearing the shade, making it even more popular. Elizabeth Taylor is said to have had some diva moments about her red lipstick, demanding that she be the only one on her movie sets to wear it.

• Before her 1952 coronation ceremony, Queen Elizabeth II commissioned a soft red-blue shade of lipstick to match her coronation robe.

• New pastel and nude colors of lipsticks emerged in the 1960s and 1970s, with black and purple hues emerging during the punk movement.

NEW SPACE

Rev. Deborah McConaughey said the addition of new space for St. Columba Episcopal Church is a reason to “jump for joy” at the recent ribbon cutting orchestrated by the Marathon Chamber of Commerce and the man with the big scissors, CEO Daniel Samess. The church recently purchased the former power squadron facility. McConaughey said the squadron had always offered use of the space, and approached the church when it was time to sell. The plan is to use it to expand the Hammock House capability for after-school and summer camps. “It will remain a neutral space so that it can also be used for community functions,” she said. Furthermore, I will momentarily dismiss the need to examine the costs of the proposed drug screening program (which irresponsibly ignores the rampant rise of steroids, HGH and other PED’s in high school athletics) and the procedural challenges this will ultimately face. For example, who will monitors screenings? And have we even considered whether parents (and a kid considering sports) actually want strangers watching as they urinate into a cup — all because they choose to participate in sports?

Instead, and perhaps most importantly, the greatest design flaw within the random drug screenings is that it is paradoxical by nature. The same people who should be encouraging our students to explore athletics have created a deterrent.

Tragically, the student athletes who drug screenings potentially damage, with long-term effects, are typically the exact kids who need athletic involvement the most. It’s no secret that for many kids, here and across the U.S., sports are an alternative to home lives where drug use, crime and gang related activities are a common (and accessible) alternative.

Growing up in Atlanta, and playing high school and college basketball, I was fortunate to have the support of my coaches, administrators and parents. Most of my teammates, many who are still friends today, grew up in government housing and broken families. To say the least, sports was the only family many of my friends had at the time. And while no one condones drug use, real world experience indicates that many of our kids (athletes and non-athletes alike) will sample alcohol and drugs in high school. And had such a policy been in place at my school, I can only imagine where many of my teammates would be today.

I personally know many of our school board members, AD’s and local principals and have endless respect for each of them. But I also beg them to consider an alternative solution to drug screenings that single out student-athletes. Instead of investing thousands of dollars in screening programs, perhaps we should consider more track and field facilities, pools and athletic support programs at all of our schools. And instead of creating avenues to discourage athletic participation, we should spend those resources encouraging more kids to participate.

I could go on, but you can tell there was an … um, issue … that needed to be resolved.

Negotiations started months in advance with this opening salvo: “We need permanent parking,” I said.

Then the real horse-trading began. Can we move the trailered boat? No; well, maybe we can move it to storage. Can we move the boat this weekend? No; I thought about it and changed my mind. Well, then, can we cut down this one tree there to make room for one car? No, I don’t want to cut down that big tree. Can we cut down these four very small trees to make room for one car? No, I like trees. (Our lot is COVERED in trees.) He finally offered that we could move that extra concrete block, though. And, so one fine Sunday, I moved a lot of concrete block I have had no use for the last 20 years or so, but one day I might.

Throughout this process, we spoke with civility and uttered a minimum of curse words. There was no name calling. And only once in a while did the thrum of frustration make our vocal cords stutter.

It occurred to me this morning, that the 20 years of practice has served me well. Persistence, patience, kindness will reveal a solution for a community pool in Marathon. Oh, and the ability to find space where others think there is none and a degree in horse-trading doesn’t hurt either.

et me state at the outset of this opinion piece that I am pro-tourism.

My income, just like most everyone else’s here, derives from our local tourJOHN ist industry. I am pro-local business BARTUS (and have owned a is a City Council few myself). I want establishments. nothing more than to see all our local businesses succeed and thrive. And I really do like to see happy visitors enjoying our islands.

We live in a very special place, and people from all over the world come to spend some time (and money) here. And most of our visitors share in our appreciation of our environment, our crystal waters, our sunny skies, and everything else that makes this an island paradise.

Sometimes, however, there can be too much of a good thing.

The Keys just endured another lobster mini-season. We endured boorish behavior on the water and on our roads. We endured hotel rooms and vacation rentals packed beyond capacity with as many people and cars and trailers as could fit in the rooms and driveways and spilling over onto the streets. And our environment endured the resource rapists who care so little about anything except filling their coolers with too many lobster.

Seriously, in my driving up and down the Keys over the past week, I saw so much speeding and illegal passing and reckless driving and near misses. There really are some people who are just destined to become highway statistics, and one can only hope that when their number is up, they don’t take out any innocent lives in the process.

If there were some way to weed out the true brutes, buffoons, rubes, and — dare I say googans — from the general visitor population… well, a boy can dream. The churlish behavior expressed by these barely civilized louts annoys both our responsible visitors

who really appreciate the Keys as well as those of us who live here.

If I made the rules for lobster mini-season, I would change them to something like this: let our commercial fishermen go first. Let them splash their traps and have a week or two to harvest the first catch. Once that happens, then we can open a two-day recreational diving season. And then, we’ll have deputized our commercial fishermen so they can assist law enforcement in patrolling Keys waters and enforcing limits and conduct on the water.

Although it will likely never happen this way, it sure is fun to consider, especially the part about commercial fishermen with badges.

In recent months, local governments have become united about the prospect of establishing a toll on U.S. 1 in the Keys to help raise funds for local needs. And we certainly have a need for more law enforcement on the roads and on the water for the mini-season.

A toll wouldn’t, however, likely reduce the number of drivers coming into the Keys. That’s why a toll should be, in my opinion, at least somewhere in the $20$25 range. Locals would be exempted (easy to do with toll-by-plate and zip code matching). At a recent Council meeting, someone wondered whether Miami-Dade would do the same thing to people coming from the Keys. I responded that they already do. Each time I have to drive on the Turnpike, the Shula, or the Dolphin when I leave the Keys, I pay. And it’s just one of myriad reasons that makes me glad I don’t live there.

A friend of mine who was tired of being trapped in Keys traffic posted to a Facebook group this thoughtful message: “F*** THE TOLL — BLOW THE BRIDGES!” It’s a sentiment shared by a lot of locals who are frustrated whenever they have to drive through (mostly) the Upper Keys, especially on a weekend.

As far as solutions, they seem few and far between. If boorish behavior could be a criminal offense, if people could be arrested and fined for being jerks, then we might keep some of the real problem visitors out. And that’s what I meant when I mentioned too much of a good thing earlier. The true crime is the abuse and destruction of the resource by inconsiderate visitors just looking to get a few more bugs.

Once the resource is gone, nobody will be driving down to (or living in) the Keys any more. And nobody really wants that.

seasoned musician in many respects, Nashville guitarist Michael Lee Martin takes cues from the classic country artists of his day. But he also recalls the moment he realized the music was changing.

“When I was young, I dug it.

When I started getting older, even in my 30s, the music was changing into something I didn’t recognize.

You have to be true to yourself, and I wasn’t about to play stuff I didn’t like,” he said. “All the guys I learned from were true to themselves; they played music that people wanted to listen to and stayed happy. I’m terribly happy.”

At 17, he moved to Los Angeles, got lucky, and started playing gigs. One of his first was opening a big show for Ray Davies. Throughout the years he’s played with many different bands and has clocked a ton of solo gigs.

Martin also spent some time tracking studio vocals for demo songs and radio commercials, until he started traveling to countries in the East Caribbean, South America and Mexico to play.

He started gigging in Key West on and off 30 years ago, living there at times or visiting occasionally to play gigs. He’s recently returned to the Keys.

Martin plays country, contemporary country, rockabilly and covers Jimmy Buffett, Greg Allman, Travis Tritt, Cat Stevens, Merle Haggard, Zac Brown, George Jones, The Allman Brothers, Dobie Gray and more.

Martin will play July 22, 25 and 29 from 6:30 to 9:30 p.m. at Porky’s Bayside BBQ Restaurant in Marathon.

HUMAN SERVICES ADVISORY BOARD RECOMMENDS 26 NON-PROFITS FOR COUNTY FUNDING

I

n 1991, the Monroe County Board of County Commissioners created the Human Services Advisory Board, which reviews applications from not-for-profit organizations that provide needed health and social services for the citizens of Monroe County and then makes funding recommendations to the County Commission.

In the proposed fiscal 2018 budget, the advisory board recommends 26 non-profit agencies in the Keys receive a combined funding of $2 million – the same amount that was allocated this year. The Board of County Commissioners reviews the recommendations and makes decisions on funding in September during the budget process. All HSAB funding is paid as reimbursements.

The proposed $2 million funding is 0.44 percent of the total proposed County budget of $455 million and 3.25 percent of the $61.5 million General Fund budget, which is supported by property taxes.

Community-based agencies use the county funding to help thousands of Keys citizens, young and old. These organizations also have been able to use the funds as leverage to obtain outside funding through state, federal and private grants.

“This is probably one of the most helpful things we do for the county with our tax dollars,” said Monroe County Commissioner Sylvia Murphy, who served on the Human Services Advisory Board for many years. “We are one of the few counties in Florida that support our non-profits in this manner. It not only allows the non-profits to take care of our citizens who need help, short term or long term, but it also allows the nonprofits to leverage the funding for tens of thousands of more dollars in outside grants.

“And, when we help those in our community, it makes Monroe County a better place to live for all of us.”

For fiscal 2018, service providers included in their applications how they plan to use the funding. Here are a few examples: • The Monroe Association of ReMARCable Citizens said some of its funding would be used for its 12.5 percent match of state funding for its Adult Day Training program. The funds will support 106 people with intellectual disabilities on a variety of “daily valued routines” that include: vocations in horticulture, janitorial and food preparation; financial, self-help, adaptive and social skills; and supported employment in the community.

• The Autism Society of the Keys said the money would help with costs for initial applied behavioral therapy screening, child-friendly autism awareness reading books and special needs products that include autism-specific secure car seats, backpacks, personal trampolines, private swim lessons and sensory vests.

• Florida Keys Healthy Start Coalition said the funding would provide subsidized prenatal care and mental health services for pregnant and post-partum women who are uninsured and underinsured in Monroe County.

• AIDS Help of Monroe County said the county funding would support its community-based RN project n which licensed registered nurses provide assessments to determine the best level and intensity of care for each individual. The goal is to serve 125 people.

The Visiting Nurse Association & Hospice of the Florida Keys said it uses the funds to offset expenses for professional, licensed medical and clinical staff to provide medically necessary home health, palliative and hospice care to uninsured and underinsured Monroe County residents.
