Peyton, going to fifth at Gerald Adams, has a couple faves: Frost Museum in Miami, boat for Fourth of July with her dad, and snorkeling at sunset. “It was a really great summer,” she said.

Sandra Ballard, soon to be starting her senior year at Key West High School, says the coolest thing she did this summer was take dive lessons. “I’m really looking forward to being a senior this year and graduating, too,” she said.

Ruby Stover Sickman is heading into sixth grade at Sigsbee and is looking forward to more freedom at school. Over the summer she traveled to Dollywood and did some really fun summer camps. (And, she did this interview while on a plane!)

hile most of the national news is focused on changes to health insurance, there is a looming issue with flood insurance likely to affect Monroe County homeowners even more. The current incarnation of the National Flood Insurance Program expires on Sept. 30 — in two months.

The stakes are high.

Currently, there are competing ideologies and attending bills making their way through the process. The first set comes out of the House Financial Services Committee, commonly referred to as the Duffy-Hensarling bill, which is actually a collection of about seven bills.

“It is not as favorable to us as the SAFE NFIP bill, but it is improving,” said U.S. Rep. Carlos Curbelo (R-FL), Keys representative. “It is important to continue working on this bill because it’s the one that has the best stage for getting out of the House. But the reauthorization of the program should be priority No. 1, no matter what your position is.”

The SAFE NFIP bill is sponsored by U.S. Sen. Bob Menendez (D-N.J.) and Sen. Marco Rubio (R-FL) among others; Curbelo signed on to a companion bill in the House. It would cap rate increases to 10 percent annually and provide funding for communitywide mitigation efforts as well as low-interest loans to homeowners to make their homes flood-resistant. There is also $800 million to provide new, consistent mapping. Most importantly to the Keys, perhaps, is the promise to extend “grandfathering” of flood zones (not rates) during re-mapping of flood zones.

The Duffy-Hensarling measure calls for rate increases, encourages private insurance companies to offer flood insurance, and would eliminate eligibility for NFIP participation for new construction. But it has some proposed amendments as expressed by 26 Republicans who signed a letter addressed to the House Financial Services Committee. They hope to ensure a NFIP bill that spreads increases of 5.5 percent to 6.5 percent over a four-year period, and keep grandfathering.

(D-FL), focuses primarily on leveling the playing field for primary homes, non-primary homes and commercial properties. Rep. Curbelo said that would extend to rental properties and help keep affordable housing costs in check.

Lisa Tennyson, the legislative affairs officer for Monroe County, is currently in Washington, D.C. meeting with Florida’s congressional delegation to impress upon them the importance of this legislation. (Earlier in the week she and Monroe County Commissioner Heather Carruthers attended the National Association of Counties to discuss the same issue.)

“We need to talk to the representatives of these Florida districts to rally the troops,” she said. “The SAFE NFIP bill is really protective and has bipartisan support.”

She said Curbelo deserves credit for the amount of work he has done on the issue.

Mel Montagne, president of FIRM (Fair Insurance Rates in Monroe) said none of the bills is particularly good news for Monroe County. “On the national level, the opposition is of the opinion that if we are gong to build on the coast, we must pay a pretty penny for it.”

Any more rate hikes, Montagne said, would be excessive as Florida only receives a very small portion of the claims of what it pays in premiums. “We are a donor state, a funding source for this national program.”

The most recent incarnation of the NFIP is the Biggert-Waters Flood Insurance Reform Act of 2012. It increased premiums for second homes and commercial properties, a hard pill to swallow for the Keys — an investment-rich community in terms of real estate holdings. The effects of the Biggert-Waters act were partially stayed by the Homeowner Flood Insurance Affordability Act in 2014. It delayed premium increases and reinstated grandfathering.

If a new bill is not passed before the Sept. 30 deadline, the nation’s coastal real estate industry could grind to a halt. It happened in 2010 most recently. Key West Realtor Bascom Grooms remembers it, vaguely.

“I think it delayed some closings, but it wasn’t a big deal. I think they filed an extension pretty quickly because of the ramifications it had on the real estate industry,” Grooms said. With no new NFIP policies being written, it would have an effect on almost every buyer except cash buyers. (Lenders require flood insurance to protect the investment.)

Grooms said he has no concerns about the privatization of flood insurance, but it’s a big debate on The Hill.

He likens it to the private wind insurers who entered the market a few years ago, a counter-balance to the statebacked Citizens Property Insurance. Curbelo said he supports private insurance offering flood policies.

“This is the only opportunity that residents will have of seeing a premium decrease. If you’re in NFIP, your premium is going to go up no matter what — it’s just a matter of how much. If we open this to the private insurance companies, while keeping NFIP as a guaranteed option, it may be better for residents,” Rep. Curbelo said.

“It doesn’t hurt to try because we are keeping up that NFIP for everyone. We should open up the market and see how it goes.”

Montagne and others worry that a slimmer NFIP customer base (made smaller by homeowners who switch to private insurance) will make the program less stable than it is now.

“Private flood insurance options would, in all likelihood, not benefit Monroe County as private flood markets seem to be risk averse and will only select the least flood prone properties, leaving the NFIP with the more flood-prone properties and therefore exacerbating an already growing deficit.”

he third annual FIRM Charity Golf Tournament was bigger and better than ever. The event, which took place on June 25, raised $38,000 for Fair Insurance Rates in Monroe, the agency that fights for better insurance rates in the Keys by lobbying officials in Tallahassee and Washington, D.C. (See story, at left.)

The event was hosted by the Middle and Lower Keys Realtors Association and held in Key West. Golfers number 107, up from just 72 last year.

“That was a big increase and helped us raise more money for FIRM,” said Wayne Carter, CEO of MLKAR. Prizes for golfers included a twonight stay at Hawks Cay Resort, plus other hotel stays, restaurant gift certificates and more.

Carter singled out John Isaksen of Isaksen Insurance for supporting the event. “Every year he donates $5,000, totaling $15,000 in three years. I think that’s pretty impressive that one of the local insurance companies would donate to keep insurance rates fair.

FKAA Board decides against rate increase The Florida Keys Aqueduct Authority’s Board of Directors, at its board meeting today, declined to bond $50 million, the majority of which was slated to fund a new 4 million gallon per day reverse osmosis facility on Stock Island.

In light of recent discussions with State Rep. Holly Raschein about the possibility of state funding to support the project, the Board directed staff to provide a budget that will not require bonding and will forgo water rate increases of 5 percent percent for 2017 and 5 percent for 2018.

The Key West Chamber of Commerce requested the FKAA delay decisions regarding the Stock Island RO (Reverse Osmosis) plant expansion and/or replacement for a year, in order to facilitate public discussion and vetting of both the community’s water supply interruption needs, long-range sustainability strategies, and feasibility of the solutions being proposed.

Chamber President Virginia A. Pancio said, “Our community is best served by exploring all the available options and exploring the pros and cons of each in order to make a decision that is timed well, and steered with an ongoing vision of conservatism, agility and foresight.”

Toll booth won’t close until Sept. 1

The closing date for Monroe County’s Card Sound Bridge toll booth is being delayed to Sept. 1, 2017. This change will allow Florida Power & Light time to relocate its power lines on the right of way prior to the start of construction of the all electronic tolling system. The original last day for hand-collected tolls was Aug. 1, 2017. Signs will be posted to alert drivers of the change.

Tolls will be collected and discount tickets will continue to be accepted until Sept.

1. After the toll booth closes, unused tickets may be returned for a refund.

During construction, which is scheduled to last 189 days, there will be no tolls. Some lane closures will take place. Those closures will be publicized when the schedule is known.

lessed with a great voice and a good musical background, Michael Naughton has been actively performing as a solo musician and member of the Rugcutters in Key West for two years.

And, like “Caffeine” Carl Wagoner, Naughton is one of the few regularly performing musicians born and raised in Key West.

Naughton is self-taught, and picked up the guitar five years ago. Active in the school music program, Naughton originally played drums, then trumpet, and later played tuba in the jazz band. “After middle school I put down the instruments.” As a member of the Key West High School choir, he sang with the more advanced vocal performers.

“That was fun!”

His family was a big influence. “Mom had me listening to Phoebe Snow and Stevie Wonder. She was a singer who played with Skipper Kripitz. Stevie Wonder is still in my top 5.”

Naughton is thankful for all the encouragement he received from other musicians to perform. “I was a waiter for a year at Conch Republic before getting up enough nerve to get up onstage and sing. I talked to Chad Burtch, and he encouraged me to go for it and now I do every Friday at Conch Republic from 1 to 5 p.m. … Chad Burtch, Rusty Lemmon, Rick Fusco and James Whitehead all helped me a lot getting in the door with referrals for gigs. Also the band I play in, The Rugcutters.”

Naughton has begun to do some song-writing, and talked about what he needs to do to be successful as a full-time performer in Key West. “I like playing covers and want to write and perform my own music, but first I need to make sure I learn and can play at least 300 songs. You want to have a variety and have all the artists that people ask for. You have to be able to cater to the audience. It also gets boring without a deep set of songs.”

Speaking about the future, “I want to be well known and touring for the songs I write and perform, maybe doing some weddings. I would totally settle for a life right here in Key West doing what I love doing.”

Naughton’s girlfriend Crystal Smith and their 3-year-old daughter, Nevaeh, give him lots of love and support and help him stay focused on being successful. You can find out more about Naughton and his schedule on Facebook.

T

here are two things Kelsey Terranbrood likes to make at Kiki’s: muddled margaritas and a specialty rum punch. For the past four months, she’s been perfecting the margarita with muddled lime, lemon, oranges, Patron Citronage tequila, and Milagro Silver. “We use hand squeezed fruit juices and a homemade sweet and sour,” she said.

Her second favorite to stir up is the Kiki’s rum punch.

Made with Cruzan pineapple, banana and mango rums with coconut Rum Haven, with fresh squeezed orange, grapefruit, pineapple and cranberry, “It’s a refreshing drink that everyone likes sipping on while hanging at the beach bar,” she said.

On the menu, she said, you can’t go wrong with the smoked pork sandwich, tuna nachos, or peel and eat shrimp.

“Being outside on the beach with all the dogs and all my local friends,” she said, is the best part about working at Kiki’s. “It’s a great working atmosphere here and I can bring my dog Hazel to work.”

When she isn’t working, she is fishing, exploring the out islands and in the back country hanging at the sandbar.

Kiki’s Sandbar has happy hour every day from 4 to 6 p.m. and is located at 183 Barry Avenue on Little Torch Key. It is dog friendly, and boat accessible.

he door locks. Searching the downstairs of Ernest Hemingway’s first Key West home of Casa Antigua, a missing page to a manuscript has to be found, and our editor is waiting, and upset.

(Sound familiar, Sara Matthis?)

Between puzzles, mazes, keys and combinations, those locked in the room are looking for the clues to get them out in less than an hour.

“Don’t fixate on any one thing,” said Key West Room Escape’s Kyle Turk.

The newest Key West attraction has been up and running for the past two weeks. Key West Room Escape is a fun, real-life team building activity. Groups of up to eight people must communicate and work together to escape the room within 60 minutes by finding clues and solving puzzles together in a themed environment.

Looking under tables and in bookshelves, the attendees can get clues from Turk through a walkie talkie if they’re stuck on anything.

“If we just write the last page of the manuscript, do we win?” we asked, jokingly.

“If you can do that, I will be highly impressed,” said the voice through the walkie talkie.

With seven minutes to spare and two clues from Kyle, we escaped to find the missing page.

High five and hugs ensued as Team Weekly walked out to hold up our winning memes for a photo op.

Turk has more planned for the space, including a Jail Break Havana room opening in September, followed by a Pirate Treasure Hunt room.

The escape is $35 per person and $25 for children 16 and under.

Groups are welcome.

Community Foundation offers grant opportunity Community Foundation of the Florida Keys is now accepting proposals for projects serving audiences in Key West that promote and strengthen the Keys’ commitment to equality and human rights, at funding levels up to $5,000 total. Monroe County Fire Rescue is hosting a series of “Beat the heat” events for children this summer. Firefighters will provide a gentle stream of misting water for kids of all ages to enjoy in a safe and fun environment. It is a great way to meet your neighborhood firefighters and cool off from the summer sun. Children are encouraged to wear bathing suits and tennis shoes or sneakers. They also should bring towels.

The events are being held on Saturdays from noon to 2 p.m. at the following locations: July 29: Big Pine Community Park Aug. 5: Sugarloaf School Aug. 12: Bay Point Park Aug. 19: Big Coppitt Volunteer Fire Dept. Park Aug. 26: Stock Island Fire Station Summer stuff at Key West library • A free summer reading program for kids takes place on Saturdays starting at 1 p.m. The library also encourages children to pick up a reading log for prizes.

• A Saturday preschool program is held at 11 a.m. There will be an hour of interactive stories, songs and rhymes, followed by craft or movie.

These events are free and open to children and their caregivers.

IS THE SKY FALLING? NO FED HEADS FOR HURRICANE AGENCIES HAYS BLINCKMANN hays@keysweekly.com

A

lmost two months into the 2017 hurricane season and there is no appointed director of the National Oceanic and Atmospheric Administration, no head of the National Hurricane Center and only as of late June was Brock Long named head of FEMA, organizations instrumental in the Keys’ hurricane preparedness and recovery. Where does that leave residents of the Keys?

Fortunately, the sky isn’t falling.

The National Hurricane Center’s acting deputy director, Ed Rappaport, is highly qualified according to Jon Rizzo, warning coordination meteorologist for NOAA/National Weather Service. “Rappaport is no stranger to this (he has been with the NHC for 30 years) and has served as director before,” Rizzo said. “While it’s always good to have one leader for continuity, Rappaport has been acting director before and has the experience. And we do expect an announcement soon on a NOAA head.” Benjamin Friedman is acting director of NOAA. All three federal agencies work closely together because state governments lack the resources and budgets before and after a storm.

But disaster response starts at a local level and Rizzo is confident in Keys’ procedures. The Key West Weather Station’s administration is all in place and fully staffed to work 24/7 in the event of an approaching storm. Key West City Manager Jim Scholl also feels confident at the local level of preparedness. “We are fully integrated with the county and the state emergency management organizations,” said Scholl.

“Our EM staff is trained, current and participates in all the state and local disaster preparation drills.”

Fortunately the 2017 federal budget is in place for emergencies, but looking ahead, President Trump’s proposed 2018 budget would reduce NOAA’s $514 million budget to $400 million and decrease FEMA by $667 million. It would take Congress to approve such budget cuts, but if enacted they could affect our defenses against mother nature.

For the upcoming Atlantic hurricane season, which runs from June 1 through November 30, forecasters predict a 45 percent chance of an above-normal season, a 35 percent chance of a nearnormal season, and only a 20 percent chance of a belownormal season. The result could be 5-9 Atlantic hurricanes.

“We have a long history of improvements but predicting the intensity of a hurricane is a tough nut to crack; it’s still going to take many more years of research,” said Rizzo, who is relying on Congress to take a close look at the reality of those budget cuts.

“Public safety remains the number one priority,” said Scholl. “Have a plan at home.

Have a plan at work. Have a plan to stay when appropriate and have a plan to evacuate when told to do so by local authorities. We also need our business community and visitors to follow the local directed actions during a storm event.

t’s a little bit funk, soul, rap, and throw in some hip hop too.

Yep, they are kind of a fish out of water when it comes to music style. Aptly named, the band Fish Out of Water or F.O.W. breaks the mold with their original, one of kind, soul pumping, beat rapping music. The band just released its fifth album, “Married to The Music,” and Kyle Moon, lead singer and guitarist, calls it RoPhunk RaeHop a mixture of rock, funk, reggae and hip hop.

It’s a lot of different sounds, familiar and new all at the same time, and definitely appealing in its unconventionality.

“Never played a cover in our lives,” said Moon. The result is music that’s comfortably retro with ample throwback to ’90s styles. The song “Chicken and Blunts” is head-bumping, cruising “sit back and relax and let the love flow, yo” and “Clap Your Hands” is all about the funk with the invitation to “Get on down to that groove,” complete with horns by Conner Mills and Zachary Douglas.

“Rock-a Saurus Rex” is a monster of a song with J-Sneez rapping, some Red Hot Chilli Peppers bass, horns and ends with an anthemic love ballad.

Moon co-wrote the album with bandmate and first cousin, Brandon Moon, who plays bass and sings.

Originally from San Diego, they were born one month apart and have always played together, and as it says on the album cover, they are “married to the music.”

“I haven’t paid rent in three years,” said Moon of their constant touring and typical schedule of five

gigs a week. “It’s a sacrifice but my fingers are strong and know where they’re going.” That has brought F.O.W to Key West for years, playing at venues like Blue Heaven, Goombay and other festivals.

Their latest album has been in the works for three years. Producer Tap Johnson coordinated most tracks to be recorded in the Ramble Room at the Key West Theater, Andrew Gunning engineered the album and Nick Romanelli mixed it. In order to find time to record, the Moon cousins would play all day at Blue Heaven and then head to the studio and record all night, so it’s a true Key West production.

MANGO LEMONADE FUNDS HELP PAL Ocean Key Resort and Spa hosted a tent at last weekend’s Mango Fest at Bayview Park making thirst quenching mango lemonades. All of the proceeds were donated this week to the Police Athletic League. “They do amazing things for the kids in Key West,” said Jessica Roden of Hot Tin Roof. COLLARS OFF! Fish and Wildlife Service ends monitoring of Key deer for screwworm

T

he last U.S. Fish and Wildlife Service field operation related to monitoring Key deer through the New World Screwworm incident will come to an end in a few more days.

Specially trained Key deer researchers from Texas A&M University will be working with service biologists from Aug. 1-7 to remove all remaining radio collars on female Key deer.

The radio collars were put on the deer in January to monitor female Key deer during the fawning season for possible New World Screwworm infestation. They also provided data to improve the U.S. Fish and Wildlife Service’s ability to estimate the population and identify changes in population numbers during the incident.

The last confirmed case of New World Screwworm was on Jan. 7, 2017.

“Out of an abundance of caution, we wanted to keep the radio collars on until the pregnant collared does had delivered fawns and we could confirm there was no infestation in does or fawns,” said National Key Deer Refuge Manager Dan Clark.

“This week is a culminating milestone for this incident that highlights the success of everyone’s efforts. Key deer populations are doing well after the incident. This positive outcome is a direct result of the multi-agency effort as well as additional partners and community members coming together to do what needed to be done for Key deer. We are grateful for this support and look forward to continuing to work with everyone in the future for the benefit of Key deer

populations.”

The methods used to capture and remove collars from the deer will be similar to those used when the collars were put on them. Portable drive nets and hand captures will be used. These methods are well-established for Key deer and have resulted in no injuries or deaths with more than 300 captures over the years. Even with good trapping methods and an experienced team, handling Key deer always comes with some risk to both the deer and people. Therefore, we ask the public’s cooperation to avoid areas where the trapping effort is occurring, to keep both people and deer safe.

National Key Deer Refuge will return to its regular management of Key deer, which includes continued monitoring of Key deer populations through surveys as well as managing habitat for this and other endangered species.

National Key Deer Refuge is home to more than 21 species of plants and animals that are threatened or endangered. These include the American crocodile, Lower Keys marsh rabbit, Eastern indigo snake, silver rice rat, Bartram’s hairstreak butterfly, Key tree cactus and the Florida Semaphore cactus. Refuge habitat management actions to support these species include removal of invasive exotic plants and animals, prescribed fire, monitoring, and native plant community restoration.

The Monroe County sheriff’s office will sponsor events throughout the Keys for the National Night Out on Tuesday, Aug. 1.

“We get the opportunity to meet the people we serve in a less formal, more fun setting,” said Sheriff Rick Ramsay.

“I hope everyone will take this opportunity to meet their neighbors, learn about crime prevention and meet the deputies who are out patrolling our community and keeping it safe,” he said.

The goal of the national event is to bring communities together on issues of public safety. In addition to refreshments and entertainment, there will be crime-prevention information available as well as information from related agencies.

ALL EVENTS ARE FREE. THE SCHEDULE IS AS FOLLOWS: • Key Largo Community Park, from 5:30 to 7:30 p.m. with Capt. Don Fanelli and Lt. Al Ramirez. Members of the sheriff’s office will be on hand, along with others from Florida Highway Patrol, Florida’s Fish and Wildlife Conservation Commission, Key Largo and Tavernier Fire and EMS. There will be food donated and prepared by Smoking Eddy’s BBQ, refreshments and live music.

• Founder’s Park in Islamorada, at 5:30 p.m. with Capt.

Corey Bryan and Lt. David Carey. There will be displays and presentations from the sheriff’s office as well as various other county, state, and federal law enforcement agencies.

Fire trucks, ambulances, representatives from branches of the military as well as various other organizations and community groups will be there as well. Highlights include a K-9 demonstration, Trauma Star appearance, giveaways, music and food.

• Stanley Switlik School in Marathon, from 5:30 to 7:30 p.m. with Capt. Don Hiller and Lt. Derek Paul. There will be free food provided by American Legion Post 154 as well as refreshments; and live music by the musical group “In Pursuit.” Many law enforcement, public safety and community groups will have booths set up at the event.

• Sheriff’s Headquarters Building, 5525 College Road on Stock Island, from 5:30 to 7:30 p.m. with Acting Capt.

Donnie Catala and Lt. Dennis Coleman. There will be free food and refreshments and a variety of law enforcement and other public safety agencies will be on hand to talk with community members. U.S. 1 Radio will be broadcasting live from the event and the Sheriff’s Office Animal Farm will be open.

or decades, and long before the Key West tourism boom, the “blessing of the fleet,” has been conducted in Key West dating back to the rise of the shrimping industry.

And once again, Stock Island Marina Village, along with community partners, will host the tradition at their fuel docks on Saturday, July 29 at 1 p.m.

All vessels are welcome and encouraged to join, along with community members and pets. St. Mary’s Father Rumin Dominguez, Deacon Peter Batty, and seminarians Jose Lopez and Jeremy Lully will bestow the blessings at 1 p.m., with festivities beginning at noon. In addition, free food will be provided by De Luna’s Cafe and

Who has been your biggest inspiration at Key West High School?

Mrs. Swan has been my biggest inspiration at Key West High School because she is my biggest motivator.

She is real about everything, and she doesn’t sugarcoat things. I appreciate how hard she works and how she pushes me to become a better person.

What class do you think has best prepared you for life after high school? Psychology has best prepared me for life after high school because Mr. Kremer taught me about behavior, society and how culture affects people.

It prepared me to adapt, so I don’t feel like an outsider in a new place.

What is your favorite social medium and whom do you follow?

Instagram is my favorite because it’s a great platform to share photos on. I follow classmates, friends, and family. I also follow businesses I like.

What are the biggest challenges facing the Keys and what would you do to meet these challenges? I haven’t lived in the Keys for long, but my biggest challenge was to not be lazy. It’s easy to just lie on the beach and let responsibilities fade away. I always tell myself to look toward my future, because lazy doesn’t get you into college.

What are your plans after high school? After high school, I plan to go to college and earn a degree in business. I’ve grown up around financial advisors and that’s what I want to do.

Do you think you will make the Keys your permanent home? I don’t think I will make the Keys my permanent home because I’m used to constantly moving. The Keys are beautiful, but I’d like to explore more.
