emingway asked For Whom the Bell Tolls; maybe he should have asked For Whom the Road Has a Toll? It’s a question of The Toll Also Rises? Or should we say a Farewell to Tolls? Maybe a Moveable Toll? We asked locals from Key Largo to Key West:

Bonnie Roberts of Islamorada said, “I think we need some type of controls on – most importantly – the day trippers that come down, use our resources and our infrastructure, and don’t contribute like tourists do. I think a toll would cut back on that.”

Should we have a toll to get into the Keys?

Marathon City Councilman Steve Cook says the money a toll would generate would unfortunately probably never make it to Monroe County. “Why affect the traffic if it isn’t going to help our community?” he said. “If the money stays local, then we have something to talk about.”

“Yes, and it should be for only tourists,” said Caspian Cassidy, Key West. “Maybe like Sunpass, per axle, 75 cents or a dollar, and the money goes toward bridge restoration and road repair.”

“Yes, just for visitors, and it should be around 4 or 5 dollars,” said Clinton Curry, Key West, “On Prince Edward Island they charge around $50 just to leave the island, so this isn’t unreasonable.”

“I think it should be only for non-locals and cost somewhere between .75 cents and $1,” said Mason Baker, instructor at Tiki Tennis in the Upper Keys.

Gastesi picked to head counties Statewide group chooses Monroe County official

M

onroe County Administrator Roman Gastesi was elected President of the Florida Association of County Managers on June 29 at the Florida Association of Counties’ conference in West Palm Beach.

“It’s beneficial to learn about all the wonderful things other counties are doing around the state,” Gastesi said, “and then bring many of those great ideas and practices back to our slice of paradise to improve the lives of our residents.”

The Florida Association of County Managers provides a forum for county managers to develop professional relationships, discuss current and future issues affecting counties, and provide mentoring opportunities, education, advice and advocacy on statewide issues.

Gastesi succeeds Bertha Henry, the Broward County administrator.

n Saturday, July 15, four teams with more than 30 athletes from Monroe and Miami-Dade County will compete in the area Standup Paddle Games at Founders Park. The competition kicks off at 8 a.m. when athletes from the Key West Conchs, Middle Keys Dolphins, Upper Keys Manatees and Miami-Dade’s 305SUP will go head-to-head in four levels of competition. The four races vary in distance.

The Level 1 race is 4,800 yards, Level 2 is 3,200 yards, and Level 3 is 1,600 yards. Level 4 is an 800-yard triangular course. First place winners from each division enter a lottery draw for the Special Olympics Florida State SUP Games on Saturday, August 26, in Sarasota.

“The sport of standup paddle is three years old in the Special Olympics, so this is our fourth year holding area games. The games will kick off with a parade of athletes, who will enter with the Special Olympics torch. We expect open ceremonies to begin at 9 a.m.,” said Ruth Holland of Special Olympics Florida: Monroe County.

The Monroe County entity of Special Olympics Florida is responsible for providing children and adults with intellectual disabilities a wide range of empowering skills and services. The program is active the entire year. Organizers for the Standup Paddle Games are in search of volunteers. BEST ACCOMPLISHMENT? Can we call for a seven-way tie? The new Key West City Hall, the Amphitheater, Truman Waterfront Park finally breaks ground, Veterans Memorial Park, keeping taxes low while increasing services and bringing the ambulance service under the Key West Fire Department.

BIGGEST CHALLENGE? Affordable housing and affordable living, and protecting the residents’ quality of life.

WE’RE DIFFERENT BECAUSE … It is challenging at times to find the balance between the Conchs that have been here for a long time (sometimes for generations) and the new people who move to Key West. It’s finding a way to blend and respect the traditions and history of old residents with the new ideas and perspectives.

HOW KEYS HAVE CHANGED? The Keys have changed because of the increase in land development and the impact more visitors have had over Key West and the Florida Keys. You cannot just keep building and developing. We would be left with no open space.

IT’S THE YEAR 2037 … If the residents continue to protect their quality of life, Key West will improve over the next 20 years — more public transport, better reefs and fishing.

INSPIRED BY … My family.

SUMMER PLANS? Spending time on the boat. Remember, we live where others vacation.

BEST ARM WRESTLER OF THE MAYORS? If it wasn’t for my shoulder surgery, it would no doubt be me!

BEST ACCOMPLISHMENT? Construction and 2006 dedication of the Layton wastewater system — the first and best of the new state manditated systems!

BIGGEST CHALLENGE? Our community is built-out and our primary challenge is adapting our infrastrure to deal with homeowner needs and concerns, particulary involvineg seawater rise.

WE’RE DIFFERENT BECAUSE … We are a very friendly small community – 150 homes – of limited size by design, all waterfront properties, no rental property for a period of less than 90 days, with great access to the ocean or bay, in the middle of the fabulious Florida Keys with a fabulous mayor!

HOW KEYS HAVE CHANGED? I’ve been here 34 years and find it almost impossible to deal with the traffic.

IT’S THE YEAR 2037 … The Keys are already overpopulated and overused and may be underwater by 2037.

KCB MAYOR JOHN DENALE FIRST ELECTED? I was first elected a commissioner April 1, 2010 and served until March 31, 2014. I took a two-year break and ran again in 2016 and have served as a commissioner since April 1, 2016.

TERMS AS MAYOR? One, I was elected Mayor April 3, 2017.

BEST ACCOMPLISHMENT? Convincing the city commission to hire a professional city administrator, splitting the mayor/administrator position that we have had for years.

BIGGEST CHALLENGE? Improving our great environment while keeping the great lifestyle we enjoy in the Keys.

WE’RE DIFFERENT BECAUSE … Although we in KCB are a more bedroom, retirement and recreational fishing community, we care about the success of our entire Keys community and feel very much a part of it.

HOW KEYS HAVE CHANGED? The county and municipalities have grown as a team, taking on the challenges of environmental protection and growth issues.

IT’S THE YEAR 2037 … A better place to live with improved infrastructure, housing and a solid plan to protect our waters.

INSPIRED BY … My neighbors. I am working for them.

SUMMER PLANS? Spend as much time on my boat fishing and diving with my wife here in the Keys.

BEST ARM WRESTLER OF THE MAYORS? That does not matter in politics. The mayor with the most money in their budget wins.

COUNTY MAYOR GEORGE NEUGENT FIRST ELECTED? November 1998. I have served five four-year terms.

TERMS AS MAYOR: Four years as mayor BEST ACCOMPLISHMENT? Working with attorney Tom Wright to acquire then Pat & Kelly’s Marina for what is now Marathon City Marina and Marathon City Park; working with governor’s Chief of Staff Adam Hollingsworth and State Rep. Holly Raschein to save the Old 7 Mile Bridge; not pissing off 51 percent of the voters.

BIGGEST CHALLENGE? Protecting water quality, coral reef, fish, seagrass, etc. from global and weather warming conditions; and a more efficient public transportation system from Dade County to Key West.

WE’RE DIFFERENT BECAUSE … What the other mayors say about their constituenices — ditto.

Also, unincorporated residents of Monroe County are polite, always in agreement on all issues, they always support NIMBY projects and love all their commissioners.

HOW KEYS HAVE CHANGED? U.S. 1 through Marathon was a two-lane highway; Monroe County had a part-time economy; no Comprehensive Plan; AWT was an unknown term; Marathon and Islamorada didn’t have a mayor and Mike Puto was the mayor of Monroe County.

IT’S THE YEAR 2037 … Kristen Livengood will be in her second term as commissioner trying, still, to solve affordable housing.

INSPIRED BY … My wife of 27 years. Her inner strength to withstand and persevere through cancer and a liver transplant makes all my challenges seem so small.

BEST ARM WRESTLER OF THE MAYORS? Not me, I retired fom those physical activities 14 May, 1992, 3 a.m. at the Brass Monkey. No rotator cuff surgery for me.

ISLAMORADA JIM MOONEY FIRST ELECTED? Elected to the first village council in 1998. Also served 1998-2002, 2014TERMS AS MAYOR: 2001 and 2017.

BEST ACCOMPLISHMENT? Founders Park, no doubt about that. We met so much opposition that it still boggles my mind. ... That said, most all of the naysayers now have the same passion for the park as we did back in those first four years.

BIGGEST CHALLENGE? Land acquisition needed to preserve green space is a big one. We must also be able to balance the property rights of people that own land and have a right to use their land. With ROGO ending in 2023, this will in all likelihood trigger numerous “taking lawsuits” from people that can no longer acquire a permit.

This has the potential to be devastating to the municipalities and the county from a financial standpoint.

HOW KEYS HAVE CHANGED? Oh, where do I start? I have lived here for 60 years; from the four lanes, to the failed high rises, to the water quality issues, to a fishery that has been greatly reduced over the years, and on and on. Plus a massive increase in tourism. But with that said, I can find the proverbial silver lining. We have addressed all the above over time.

MONROE COUNTY

MARATHON MAYOR DAN ZIEG FIRST ELECTED? I was first elected to Marathon City Council in November 2014.

TERMS AS MAYOR? I was reelected November 2016, then unanimously elected mayor by the other members of council.

BEST ACCOMPLISHMENT? I designed the equation for all new developments to build workforce housing in strict proportion to their number of units, replacing the previous $20,000 contribution to the city’s affordable fund.

BIGGEST CHALLENGE? Affordable housing ... the private sector needs to engage in solving this problem.

WE’RE DIFFERENT BECAUSE … We have attacked the housing crisis in a big way and continue to seek permits from the county. We are 99% complete on our wastewater system, completed City Hall (and moved in), and will complete our maintenance facility October 2017. We are planning to break ground soon on our 104th street property for 20 to 30 deed-restricted homes.

HOW KEYS HAVE CHANGED? Many more people and much more traffic are here yearround since we first arrived in 1994. It was also called “catching,” not fishing, then.

IT’S THE YEAR 2037 … I would like to think that we would have stopped growth, acquired more green space, and balanced our lives as residents with the tourists that envy our way of life.

IT’S THE YEAR 2037 … Fewer cars due to organizations like Lyft and Uber replacing personal autos, more people, flying cars, and residences replacing commercial spaces.

SUMMER PLANS? Remains to be seen. But something is out there for sure.

INSPIRED BY … My sons and their lovely families and blessed to have my 85-year-old mother for her sage guidance (sometimes).

BEST ARM WRESTLER OF THE MAYORS? I would say myself, LOL; but I am going with my friend George Neugent.

SUMMER PLANS? No long trips due to city budget meetings, but short trips to see family.

t is another beautiful Keys day and you’ve decided to go out on the water. You are snorkeling, diving or just taking a dip in the ocean when you suddenly experience a sharp, piercing pain. JELLYFISH! Although you may not see them, you know when you’ve been hit. There are many old wives’ tales when it comes to treating a jellyfish sting and if you’ve ever been stung you know you would try just about anything to make that awful irritation go away.

Assess the situation. Know when to call 9-1-1. If the sting covers a great deal of your body/genitals/eyes, or triggers an allergic reaction that causes difficulty in breathing or heart palpitations, seek help immediately.

It’s very likely you may have tentacles still attached, even if you can’t see them, and touching them will only encourage the tentacles to release more of the stinging chemical. Often a boat will shred a school of jellyfish, killing them, but even in a shredded state their stingers are still functional. This is how many people get stung, though they never saw the jellyfish that stung them.

Helpful remedies: • Apply shaving cream. After you’ve been stung, the jellyfish stinging cells can continue to cause pain if you activate them.

When you apply shaving cream, the jellyfish cells release the painful stinging chemicals into the cream. You then carefully scrape off the cream using something hard like a credit card.

• Rinse with vinegar to neutralize the sting.

• Create a baking soda paste by mixing baking soda and a little water to create a thick paste. Slather area with the paste and let dry. The baking soda will draw the stinging chemical into the paste.

After you’ve removed the stinging cells, try applying some aloe vera gel. Typically used to treat sunburns, research shows it helps soothe and relieve pain associated with jellyfish stings as well. Hot water and/or cold packs can help relieve pain.

Remember to stay calm. If the above remedies do not help and/or you are experiencing extreme discomfort, seek out your local emergency room or urgent care for further treatment.

8. CARIBBEAN CLUB This iconic Key Largo establishment was the inspiration and setting for the Bogart/Bacall film “Key Largo” for good reason. Located right on the bayside of the Keys, the back porch offers sweeping views of the sunset where guests sip daiquiris and other fanciful rum drinks as fishing boats race across the horizon.

he islands are littered with watering holes, big and small, waterfront and landlocked — starting with Alabama Jacks on the end of mainland Florida down through Key Largo, past some 42 bridges and into Key West — a world-class mecca of island libations.

Locals know that to name the 10 best is a futile exercise.

So for this examination, we used a few simple factors — location, view and social significance. Most are on the water with an expansive view of shimmering aquamarine.

3. SCHOONER WHARF On the old fishing docks of the historic harbor walk in Key West is one of those bars that have no real front entrance or real exit. That means you can hang out there all day with rum drinks and frosty beers as the charter boats drift in and out of the harbor.

4. GEIGER KEY MARINA Well off the beaten path is the Geiger Key Marina. This is a real, old Florida fish camp with an adjacent RV park situated right in the protection of the mangroves of the Lower Keys. Pull up to the dock on your boat and they will cook your catch while you quench your thirst with an icecold libation.

5. SUNSET GRILLE Absorb a breathtaking view of the Atlantic Ocean at the foot of the iconic 7 Mile Bridge at the Sunset Grille. Patrons can sidle up to the rum bar, take a dip in the pool or simply hang out on the sandy patio as the sun dips below the horizon.

2. THE PORCH At the corner of Duval and Fleming is a giant mansion that has been converted into one of the coolest hangouts in Key West.

1. THE CHART ROOM Jimmy Buffett played his first gig at the Chart Room and any of the older Key West Conchs have some kind of wild ass tale about a misadventure in the Chart Room. cetacean lawyer CETLAW.ORG Natalie Barefoot has dedicated her law practice to helping whales and dolphins. The University of Miami grad has worked with countries including Oman and Dominica to derive solutions for whale populations, and has based her entire practice on it.

She provides legal and data analysis, while trying to figure out what the issues are in countries that have growing whale-watching and tourist industries “Usually you’ll see whale-watching boats on top of the whales, not respecting the distance they need,” she said.

“For me, law reflects the evolution of society; it’s like the social contract. Laws don’t regulate whales, they regulate activity.”

She’s written whale sanctuary acts, regulations for whale-watching in other counties, and provides expertise to governments. Other times she’ll share data to help clients decide what’s best.

farmer Monroe County Sheriff’s Office Children’s Animal Farm Selander oversees the health and well-being of 150 farm and exotic animals at the animal farm on Stock Island. With lemurs, kinkajou, snakes, lizards, emus, goats, sheep, pigs, a bull, donkeys, miniature horses, rabbits, birds, tortoise, turtle, alpaca, turkey, ducks and geese, the farm is clearly a cut above Old McDonald.

The most famous animal there is Mo the Sloth, who’s called the farm home for seven years.

A marine biologist by degree, Selander came to Key West in 1998 to work with the Key West Aquarium as assistant curator. In 2006 she joined the farm and is the longest-tenured “farmer” since its inception in 1994.

“It’s beneficial to the community, the animals, and for the inmates,” she said. “Going forward, our plan is to continue to take care of our animals, improve their habitats, and make room for more. When you decide to take on these animals, it’s a full-time commitment for the entirety of their lives.”

The farm is funded by inmate welfare fund money collected from canteen item sales and donations. No taxpayer dollars are used, not even to pay Selander’s salary or fund their two major expenses – feed and vet bills. k, so you chucked mainland living for the islands, or you’re thinking about just such a move. So what type of job could you find? Well, it’s not that unlike the vast world to our north, except in these few instances …

director of training Dolphins Plus Marine Mammal Responders Cooper joined the Dolphins Plus organization in 1997 and soon began working with the Marine Mammal Stranding Network. Responding to a stranding takes a coordinated effort from 50 to 100 people, Cooper said.

“They have to locate them, retrieve and rehabilitate them,” she said. “The goal is get them healthy and release them back into the wild.

If they can’t be returned, we help the dolphin find a good home.”

Marine Mammals Responders include professionals with a wide range of skills – like captains, divers, and specialized veterinarians. In cases of long-term rehabilitation, trainers like Cooper typically have the most interaction with whales or dolphins.

In October, Dolphins Plus Oceanside will officially transition to a non-profit, Dolphins Plus Marine Mammals Responders. Over 30 years, the teams have responded to 600 animals, with 85 taken in, and 47 successfully rehabbed and released. Those interested in joining the teams can email their resumes to nancyc@dpmmr.org

iguana trapper Iguana Control Key West It was a sunny Key West day and Tom Portuallo was lounging poolside with friends. He noticed a large number of iguanas by the pool. When he asked about who handled controlling iguana infestations, he learned the answer — no one. So he began researching and talking to biologists to learn more about habitat, patterns and pest control methodology. Portuallo started his iguana trapping service the old-fashioned way — putting up fliers, waiting for calls and responding.

Now, Iguana Control handles iguana trapping and infestation prevention from Lake Worth down to Key West. There is no lack of work, Portuallo said, for the crew.

“On any given week, I’ll see one or two residents that will have 25 to 30 iguanas in the attic, pool, patio and digging around.

Most don’t call me for one iguana, unless it’s doing something that’s threatening,” he said.

Portuallo said iguanas love to munch certain vegetation – bougainvillea, orchids and hibiscus – and recommends removing them to prevent infestations. Iguanas that have been captured are typically euthanized. The company adheres to the guidelines of the American Veterinary Medical Association.

Book bards 5 writers who call (or called) Key West home

Although never a homeowner in Key West, HUNTER S. THOMPSON, spent manya-night gallivanting around town with friends, like singer/ songwriter Jimmy Buffett and author Tom Corcoran, in the ’70s. According to William McKeen’s book “Outlaw Journalist,” (Chapter 15 is uber interesting!), Key West was Thompson’s refuge from fame, a place where he could roam the streets unnoticed.

AUTHOR JIM HARRISON, who penned “Legends of the Fall” and many other novellas turned into movies, was often found fighting tarpon in Key West. “We met at the end of the road, like so many other nomads who came looking for beginnings, or endings, in Key West in 1972,” said friend Jimmy Buffett, remembering Harrison after he died in 2016. “Many generations of misfits claimed Key West as their town, but … in the early ’70s, it truly was our town.”

arathon-based hard rock act Hope Remains began as a project started by Matt Bodnar. Along with his brothers, David and John Bodnar, the trio had started playing guitar as kids. All three are self-taught. Though they had grown up around music – their father also plays – each practiced on his own and formed his own style. Among the three, they currently have more than 15 guitars, including acoustics, which they refer to as “grandpa guitars” – a playful nod to Adult Swim’s animated program “Metalocalypse.”

“We started playing ’80s rock and then got into the heavier stuff like metal,” said David.

“We started listening to Ozzy Osbourne and bands like Iron Maiden, Queensryche and Pantera.”

With the core of the band now in place, the brothers added the father-son duo of Mike and Wyatt Cooper and formed Hope Remains more than six years ago. The lineup consists of Matt and David switching between rhythm and lead duties while John handles the bass.

Mike, whose powerful voice is the epitome of 1980s hard rock, fronts the band, while Wyatt bangs the drums.

The group plays a combination of originals and cover songs from Depeche Mode, Leonard Cohen, John Parr, Neil Young, Ozzy Osbourne, Steppenwolf and Neil Zaza. The group has played mostly in the Upper Keys and Marathon, but has taken a short hiatus to compose more music.

As a side project, the Bodnars started a full-on metal act, Chains of Failure, four years ago. The group modeled itself as a Swedishstyle metal band, with blistering riffs, guttural scream vocals, dark themes, and lots of head banging.

“The hardest part of being a metal guitarist around here is finding a place to play in the area,” said David.

n June 21, kids from the Brainery’s summer Veterinary Academy put on their rubber gloves and dissected their first brain. As part of a fun and engaging curriculum put together by founders Nancy Hull and Lizz Smoak, each weekly camp is loaded with interesting lessons. The class methodically went through the steps of the lamb brain dissection under close supervision. Along the way, Hull and Smoak took time to teach anatomy and the various functions of different parts of the brain. This summer, the Brainery has an Engineering Academy on July 10 and a Theatre Production Academy on July 17. Domestic Abuse Shelter (DAS) a crisis center for survivors of domestic violence has the following open positions:

Domestic Violence Primary Prevention/Outreach Advocate (Full Time)

This is a non-degreed position. The purpose of the primary prevention program is to deliver prevention education and awareness to the targeted youth population by delivering a series of educational classes in the class room as well as at community events while creating a coordinated community to respond to intimate partner violence in an effort to reduce, better respond to and eliminate it. Additional responsibilities include Direct Service provision to domestic violence survivors in Outreach locations. The work schedule is primarily M-F 8-5 with some weekends and evenings, but candidates need to be willing to work a varied schedule that could include nights, weekends, and rotating holidays to ensure coverage of the 24-hour emergency shelter facilities. The candidate will have knowledge of the root causes of violence against women and oppressed groups and possess excellent organizational skills. Those who identify as survivors of violence or abuse are encouraged to apply.

Domestic Violence Advocates

The Domestic Abuse shelter has an opening for FT and PT Advocates. Advocates provide coverage of a 24-hour shelter and hotline, advocacy in criminal and civil justice systems, and safety planning with survivors of domestic violence.

Candidates will work varied shifts and should have experience in social service related fields. Those who identify as survivors of violence or abuse are encouraged to apply.
