“W

e’ve been talking about affordable housing for 20 years. And all we’ve done is taken affordable housing and made it unaffordable,” said Monroe County Mayor George Neugent.

Neugent was summing up a recent discussion about homes built with affordable housing deed restrictions. When Monroe County started emphasizing this type of construction, the deed restriction typically lasted 20 years. (Since then, various municipalities are upping new deed restrictions to 30 or 50 years.) As the deed expires, the homeowner can then sell the home at market rate. The sale price at today’s market value inevitably removes the home from the “affordable” designation.

According to Mayte Santamaria, senior director of county Planning and Environmental Resources, there are about 825 affordable deed-restricted homes in Monroe County. Of those, 47 expire at the end of the year. Another 38 will expire before 2020. By 2030, another 128 will expire.

The county discussed offering homeowners cash to extend the affordable housing deed restriction.

Homeowners would still be able to sell their homes if they choose, but only for an affordable amount set forth in the initial agreement.

“I think this is an exercise in futility,” said Monroe County Commissioner Sylvia Murphy. “I own several of these properties and the deeds will expire in two or three years. I have no intention of selling it back (to the county).

Whatever incentive the county could provide would not offset the market value. It simply does not compute.”

Commissioner David Rice, who owns similar properties, some of which are actually deedrestricted, concurred. But Commissioner Heather Carruthers turned the tide with blunt words, and was able to persuade the Monroe County Board of County Commissioners to at least explore the idea.

“Call me cynical,” Carruthers said. “We talk about this but never do anything about it. Here’s another example. We can’t completely dismiss it. What about the homeowners who have 15 years until the expiration? If we said, ‘Here’s $100,000,’ they might take it. If I have a kid that’s headed to college that $100,000 looks pretty good to me right now.”

The commission acknowledged the pros of the plan — there would be no “NIMBY” reaction as single-family homes already exist in neighborhoods.

And whatever the county might offer in payment to extend a deed restriction would likely be cheaper than acquiring land and building a new home.

County administrator Roman Gastesi said there might be a small percentage of homeowners interested in such a deal.

“We don’t know the homeowners’ mindset. There might be a few,” he said. “This is a tangible maybe.”

The commission instructed Santamaria to identify the deedrestricted homes with at least 15 years left on the affordable designation and to work with an appraiser to develop a fair calculation of value.

n June 22, the Islamorada Village Council voted 4-0 (Vice Mayor Chris Sante abstained) to amend two ordinances and allow for detached deed-restricted affordable housing units – including cottages – on properties that are along U.S. 1.

The change will give homeowners and developers another way to build affordable housing units, which include duplexes, quadplexes, apartment-style units, and now, detached cottage-style homes.

“It gives the developer options as to how they can build their affordable units,” said Councilwoman Deb Gillis of the change’s impact.

Dave Boerner, a former councilman who was at the June 22 meeting, worked with Gillis to help craft the original ordinance. He said the ordinance’s original intention was to encourage the development of affordable housing units fronting the highway. He said he never intended to include the word “attached” in the original text.

“How the word ‘attached’ got put in there, I have no idea. That was my point when I spoke to council. I never intended to have the word ‘attached’ in there,” he said.

The cottages can benefit the village, said Boerner.

“I think it’s a good thing. Since affordable housing homes have a fixed price, there is no benefit to developers to construct a more expensive unit. It’s better for tenants too. If someone is willing to build detached housing we should thank them,” he said. “Separate smaller cottages are a better option.”

Gillis said the change may also help prevent conflicts that arise between renters living close to one another.

Because the amendment is considered a comprehensive plan change, final approval must come from Florida’s Department of Economic Opportunity.

Head of TDC steps down after 20 years

arold Wheeler knew it was time to retire, but he will be the first to admit it wasn’t an easy decision. At 70, the seasoned marketing director commands an annual budget of more than $55 million, while framing the blueprint of the Florida Keys tourism boom after taking the helm of Monroe County’s Tourism Development Council in April 1996.

And while he is adamant that recent measures by county commissioners, which limited the TDCs marketing dollars, were not the catalyst for his planned September exit, it is evident that Wheeler is concerned about the Florida Keys shifting away from a tourism climate he authored.

In his White Street office, a tourism poster hangs above Wheeler’s desk that reads, “Just Let Go.” Yet another photo depicts the great Muhammad Ali in a bout with South American Oscar Bonavena (Wheeler is an avid boxing fan).

And to some extent, this has been the ironic tug-a-war of Wheeler’s existence for the past two years. To let go, and spend time at his North Carolina cabin and watch his son, Clayton, grow up. Or to continue fighting for a fitting end to a legacy.

Recently, Wheeler, who is typically reserved and humble, granted a rare interview to the Keys Weekly, explaining why it was time to hang up his gloves and retire on top.

Why retire now? It’s a tough choice. A real tough choice. It took me two years to decide. I just turned 70 in April. I hate to say it, but that had something to do with it. But I would say the biggest reason is to spend more time with my son.

Yes, but a lot has changed since you took over in 1996. What was it like when you first walked into this office? By 1997 we were working on and approving the first comprehensive marketing plan. Before, there were just pieces of paper with trade shows, PR and advertising notes for media placement. It wasn’t organized and barely a dozen pages. Today, it’s hundreds of pages and recognized in our industry. I’m very proud of that.

You are humble almost to a fault. Can you accept being the author of Florida Keys tourism as we know it today? No, my dad taught me a long time ago there’s nothing you can’t accomplish when you give others the credit. And what I mean by that, is they (TDC staff, DAC boards, Tinsley Advertising, Newman PR and Two Oceans Digital) deserve the credit. You just can’t take all the credit when you have a team like this doing great work.

So what do you think your legacy will be at the TDC? I really don’t know what my legacy will be. I know when I came in we had a budget right at $10 million and our budget for 2018 is going to be about $58 million. Much of that changed when we were able to approve the fourth promotional penny tax in 2009, which boosted our revenue by 25 percent. It’s quite something really.

But recent measures by the Monroe County Board of County Commissioners have seemingly reduced advertising dollars. Do you ever feel like you are being punished for doing your job well? As for current issues and some of the negative things that have been coming up lately with cutting advertising dollars, you know, we’ve been working on that and dealing with those issues for a long time. You go through those dips every once in a while. And I understand it. But I’m disappointed. We are going to follow whatever the board of county commissioners sets as policy because they are the governing body.

So what was all the fuss about? The board didn’t like this last issue of going to more capital just for the single point of doing less advertising.

And that’s what it’s about. It was the cities and municipalities saying they wanted equality with the county-- to get 100 percent on capital projects. And you know, it sounded like a civil rights action. “We want equality and the same as the county.” But that wasn’t it. It was a money grab by the municipalities. Period. End of sentence.

So why did the county go along with it?

What organizations and activities are you involved with at CSHS and why are they important to you?

I was president of National Honor Society, a member of Interact Club, and my senior year I participated in swimming and lacrosse. National Honor Society and Interact Club were important to me because they were both centered around the idea of service over self.

Sports were important to me because they showed me what true team work embodies while also pushing myself to reach my personal best.

Who has been your biggest inspiration at CSHS and why? My biggest inspiration at CSHS was my Chemistry teacher, Mrs. Rehmann. I had her as a freshman, sophomore and junior. I admire her so much for walking in with a smile on her face and a passion to teach. Not only was she a great teacher, but she was also a great mentor.

What class do you think has best prepared you for life after high school and why? I think that AP Language and Composition and AP Literature have prepared me for life after high school by teaching me how to analyze a text or situation and form a response that is going to fit best for the audience it is aimed for.

What are the biggest challenges facing the Keys? What would you do to meet these challenges? Being a tourist-based economy we need to come up with better public transportation that protects the environment while also allowing tourists to come and go with ease.

What are your plans after high school? I plan to attend Florida Gulf Coast University where I have been accepted into the pre-nursing program and the Honors College.

Do you think you will make the Keys your permanent home? Why or why not? Yes, I love this community and I would like to get a job here so I can give back as this community as given to me my entire life.

ey Largo’s Shipwrecks opened its doors roughly 10 years ago when owner Mark Hutchins decided on a clever idea. He had spent years rescuing stranded vessels in local waters as owner of Tow Boat U.S. and now his plan was to tie that theme of nautical adventure and its perils into his small gastropub.

Shipwrecks has the feel of a classic dive bar – with colorful characters, the occasional off-color joke, and a menu filled with classic pub grub. All around the restaurant’s property is the wreckage of sunken or aged vessels. The walls are covered with dollar bills that hang from every conceivable space, each with its own message, art, or both. Among the Upper Keys dining spots, Shipwrecks is certainly unique – and a hidden gem.

“It’s like that island from the Pirates of the Caribbean movie —you can only find it if you know where it is,” said server Cerrina Norton.

Regardless, the eatery is frequented by numerous locals.

“We have a lot of boat traffic. We also get the occasional boogie boarders, kayakers, paddle boarders, Jet Skiers — they come from the other nearby canals when they don’t want to drive. We also get a lot of divers here too from surrounding shops,” said manager Tiffany Sagan.

Some of the most popular dishes at Shipwrecks are the Ahi seared tuna, Shipwreck fish sandwich, and homemade coconut onion rings with Thai sauce.

The restaurant has also begun to expand its seafood items – including fresh red snapper, oysters, scallops, lobster, and other shellfish.

“Our homemade jalapeño poppers are amazing, too.

They’re made from scratch. Fresh jalapenos — we make the crab meat and cheese stuffing that goes inside — and they hand bread them and deep fry them to order,” said Norton.

To keep patrons refreshed, Shipwrecks carries craft beers from Key West Brewery, Islamorada Beer Company, and Miami Brewing Company.

Sports celebrity anglers come up big

n June 23 and 24, the annual University of Miami Sport Hall of Fame celebrity fishing tournament returned to Founders Park.

The tournament’s main goal was to raise funds for Habitat for Humanity of the Upper Keys, The Buoniconti Fund to Cure Paralysis, Coastal Conservation Association, and the hall of fame. A strong turnout, big names and big fish were this year’s highlights.

Some 35 Hurricanes Hall of Famers attended the tournament. Cash prizes and trophies were awarded to the top three dolphins, while fourth and fifth took home trophies.

Trophies were also given for snook, trout, and redfish, as well as junior and female categories.

orn and raised in Miami, muralist Keith Ousley would use every excuse to come to the Keys before he became a local. He said the inspiration for his art has always been the Keys sunsets.

“I’d say I have a self-taught style. I found what works for me and went with it. The only rules in art are the ones that you give yourself,” he said. “I really like pastels and colorful pieces.

I’d say that Island tropical is the style I’m going for.”

Ousley recalls his love of art starting at a young age when he would accompany his grandparents to church.

“I’d get so bored I’d start drawing all over the pews,” he said.

Ousley’s work mimics a bold graffiti style, with blocky letters and images that seem to jump off the canvas. At one point, he was creat-

ing street art in Miami until his job offered him a transfer to Key Largo, and he said “Why not?”

Nowadays, Ousley’s art coincides more with his appreciation for marine life and tropical settings. He’s painted murals all over the Upper Keys, including locations like Largo Cargo, Pete’s Pro Shop, the Florida Keys Wild Bird Rehabilitation Center, and now, Robbie’s Marina.

Ousley’s mural at Robbie’s tells the local urban legend of Scar Face — famous for being the first tarpon caught at the marina.

In the future, Ousley said, he wants to continue creating works of art for any place that helps protect marine life or animals in general.

I

slamorada’s Shrimp Shack has plenty of tasty options when it comes to crustaceans, but don’t underestimate the yummy libations.

Morgan Beaton recommends the Shack Punch — which is made with five different rums, orange juice, pineapple juice, grenadine, and a dark rum floater. It’s served in a very generously sized mug.

A third generation Conch, Beaton said she couldn’t imagine living anywhere but the Keys. Her family started the restaurant a handful of years ago before rebranding the eatery to its current name. After a bartending position opened up for a third time in a short period, Beaton stepped up to help out and has been pouring drinks ever since. She’s responsible for eight original libations on the drink menu.

When she’s on the other side of the bar, Beaton is having a double tall Tito’s and soda with a lime. In her free time, you can find her fly-fishing, traveling, or doing both.

She’s preparing for an upcoming fly-fishing trip to Belize with her main squeeze and, just last year, visited Thailand.

rust me, kayaking around Key West is much easier than swimming. Swimming around Key West is just plain heroic. This is my second year volunteering as a kayaker for the annual event put on by Bill Welzien and company.

And for the second year in a row, I was teamed with a Costa Rican, due to my (admittedly limited) language skills. Melissa Romero, my swimmer, was a total rock star. She finished 13th in the women’s wave and 19th overall as a female solo swimmer. This is truly an international competitive swim, attracting swimmers from around the country and globe. And she rocked it.

When some friends suggested I was crazy to kayak around Key West, I assured them it was MUCH crazier to swim around it. It took my (good) swimmer five and a half hours. That’s a lot of strokes and it’s definitely pro class. But what makes swimming so challenging, I think, is not the physical exertion but how swimmers are completely alone with their thoughts — no music, no banter.

“How do you feel?” I would ask Melissa when we stopped for our less-than-a-minute water breaks. “Me siento fuerte. Me siento feliz,” she told me, saying she felt strong and happy. And that’s the other thing about endurance racers: they have to be right in their hearts. Bitterness or vengeance is impossible to sustain; endurance races require a positive mindset. I tried to put myself in her goggles, and imagine what she would want to hear and what compliments I knew how to express in Spanish.

“Andas super bien” (You are going very well). “Estoy muy orgullosa” (I am very proud). When we rounded the corner of Dredger’s Key in the backcountry, headed for Cow Key Channel bridge, I told Melissa it would be the hardest part but to be strong.

When we made that milestone I congratulated Melissa and told her how many swimmers she left in her bubbles.

As a kayaker, I took my job seriously. From the moment Melissa entered the water, I never took my eyes or ears off her. It was my job to see her around the course — safe

It was my job to stop her every half hour to hydrate and eat, and trust her when she wanted to keep going. It was my job to be her literal guide — she didn’t do much “sighting” (looking ahead) — but simply swam at my side and I like to think she didn’t have to take many extra strokes. And it was certainly my job not to complain about the knots in my forearms from gripping the paddle.

Melissa had it tougher.

In the real world, Melissa is a professor of mathematics at a Costa Rican university. In her head, though, she’s planning her next endurance swims — a 35-kilometer distance race in Mexico, and dreaming of a long river race in South America that will take her through three countries. In

My swimmer kept telling me she was bringing “bags of water” to hydrate. I assumed she meant a bottle of water inside a bag. No. She tied off the tops of simple sandwich bags after filling them with about a cup and a half of water. She would bite off the tip and squirt it into her mouth. This is, I’ve learned, how the rest of the world deals with “portable” water. Genius.

the real world, I am a writer. In my head, I am the guru of Costa Rican swimmers capable of helping them achieve greater heights. Or, at least, a faithful fan.

A couple of final pro notes for anyone thinking of volunteering for this (and I highly recommend it): Wear sunscreen on the backs of your hands and top of your feet. Don’t plan on doing anything besides paddling for as long as it takes ... oh, and managing your swimmer’s social media. Prepare to be friends with you swimmer for life; you just went through a momentous occasion together.

Finally, the next day in the garden, don’t attempt to pull out a stubborn weed. It will make your left forearm scream with anguish.
