T

here’ll be no change to the Snake Creek bridge openings schedule after all.

After looking at data showing the number of openings on the decline the past three years, the Islamorada Village Council voted 5-0 to reject proposed changes and leave the schedule as is.

That means the bridge may be opened on demand hourly at the top of the hour from 7 a.m. to 6 p.m. during daylight hours, and on demand from 6 p.m. to 7 a.m. during evening hours.

In a departure from earlier views held by members, the council moved to reject the resolution at the June 1 council meeting.

Initially the thinking was to ease traffic by limiting bridge openings.

But as the discussion centered on three- to then two-hour proposals, the village staff collected data from the state Department of Transportation and the U.S. Coast Guard. The findings, presented at the last meeting, revealed that such drastic measures may not be needed after all.

“We took the month of March for 2015, 2016, 2017 and showed the number of openings cumulatively during the hour,” said City Manager Seth Lawless. “It shows numbers of openings and number of vessels going through, as well as how many times during openings there were multiple vessels, and what those averages were.”

Data revealed that the number of bridge openings per hour in the month of March had decreased in the years since 2015.

Before the council voted, locals had an opportunity to comment publicly on the topic. Generally, those who commented were opposed to modifying the operating schedule. Some went further and suggested the problem was manmade.

“I drive a taxi in town, and I’m a boater. I also happen to have a master’s captain license, so I have a lot of knowledge on that kind of stuff,” said Islamorada resident Don Kelly.

“In all three of those things, I don’t see a problem with that bridge… I would just like to suggest to leave it alone. … I drive on this road more than just about anybody back and forth, and I think (the bridge) accommodates people I don’t think you are considering — like maybe that boater that has to take a trip, and that’s the only place they can get through … ” The Village Council must now continue to seek solutions to the traffic problem.

OUTLOOK: OPTIMISTIC Shelter officer looks ahead GABRIEL SANCHEZ

ew Florida Keys Children’s Shelter Chief Development Officer Karen Holmes joined the shelter with an optimistic outlook on the impact she could achieve. As chief development officer, some of Holmes duties include community relations, fund raising, and marketing. The Florida Atlantic University and Nova Southeastern University graduate has worked in non-profits in the health and human services industries at Children’s Diagnostic and Treatment Center, Children’s Home Society of Florida, Multiple Sclerosis Society, South Florida Chapter, and Baptist Health South Florida. Her experiences working directly with children and adults with special needs and their families will be vital to the shelter’s success. Outside of work, Holmes enjoys fun D.I.Y. projects around the house, which she’s dubbed her “Keys Cottage.” She’s an avid yogi and loves paddleboarding and riding on the back of her husband’s motorcycle.

You’re pretty handy and recently remodeled your “Keys Cottage.”

Name three DIY projects you want to complete within the year.

I love this question! Rip up the ugly brown outdoor carpet in the patio and stain the concrete floor. Transform the worn and torn laundry room into a beautiful and functional third bedroom. Build a wood pallet potting bench.

You’ve been given a time machine. What place and time do you visit? I consider myself a modern-day hippie. I believe in peace, love and kindness. I would go back to a time where these values where at the forefront ... the 1960s, right here in the USA. To be part of the movement to end segregation and fight for women’s equality ... how exciting. It was a progressive time in our history and also a time for technological advances with the first moon landing. I also am a big fan of the music and fun fashion.

What are your three favorite food dishes? I LOVE chocolate, blackened fish tacos and Mediterranean dishes.

What’s your favorite activity to do with your hubby and fur baby?

Paddleboarding! Gizmo has her own life jacket and rides on our boards; she loves jumping from board to board.

Local volunteer artists joined Project Inspiration and created unique paintings in the rooms of the shelter. The intent was to create a warm and welcoming home environment. What’s the impact been? The artwork has made a dramatic difference. It has warmed up each room and is more inviting.

Each room and hallway is different; it’s fun, vibrant and Keys inspired.

Before Project Inspiration, sometimes the kids would graffiti the walls but since Project Inspiration was completed, the kids feel proud of their rooms and the graffiti rarely happens. Our friends Dr. True and Lisa Lansden spearheaded the initiative and we are so grateful.

Where does your passion for this type of work come from?

One of the reasons why I am so passionate about this line of work stems from my husband and I not having children of our own. I realize how it’s such a blessing to become a parent and it rips my guts out when I read and hear stories of kids being abused, neglected, exploited or abandoned. So I stand for them.

Anything I can do to raise awareness and provide support, I will do. I also don’t pass judgment on the parents ... they are just people, too. They have their own issues and challenges. I stand for them as well.

What is the biggest policy obstacle the shelter faces? Accessibility of mental health services by far. We are seeing increasing numbers of people with chronic mental health and substance abuse problems in the community. However, Florida as measured by per capita spending, ranks 49th of the 50 states! Additionally, the proportion of uninsured individuals with severe mental health problems in Florida is the second largest of all 50 states.

What is one thing you’d like the community know about the staff who work at the Children’s shelter? Their dedication, patience and big hearts ... they really care. The work we do daily is heavy, the kids we care for have been traumatized, the parents we work with are at-risk.

No matter the challenging day, they continue to show up for work and give their very best. I am proud to be part of the Children’s Shelter family.

What services does the Shelter offer to improve the family home-life? Community-Based Counseling: designed to provide families the tools and support necessary to stabilize in event of crisis.

Counseling services are designed to aid in keeping families intact, minimize out-of-home placement, provide aftercare services for youth returning home from shelter placement and prevent the involvement of families in the juvenile justice and dependency systems.

What are some improvements the Children’s Shelter has implemented to keep children safe after the case of a former employee convicted of sex trafficking and a shelter teen who committed suicide 2016? In recent years we have taken several measures to increase our safeguards. We are conducting routine employee background screenings and additional staff training, added security cameras and alarm systems, and revamped our screening and intake process and no longer automatically accept all placement referrals. We have also conducted an internal review of current policies and procedures to ensure that our practices not only meet but in fact surpass mandated supervision, safety, and education protocols for licensed residential facilities in Florida. We added enhanced record-keeping, training, and lifesaving and safety equipment.

The One Human Trafficking Coalition has sought to partner with the shelter and the Keys community. What’s the plan? The plan is to organize a Human Trafficking Coalition chapter in the Keys to raise awareness and to educate residents and business.

Electronic toll booth, slower speeds ahead

S

ay goodbye to the hand-collected tolls at the Card Sound Bridge.

And say hello to rumble strips, a lower speed limit and more measures to make you slow down.

Construction of a new electronic toll at the bridge in North Key Largo will start Aug. 1, with a scheduled completion of Feb. 8, 2018. No tolls will be collected during the work.

The last hand-collected tolls will take place July 31. At that point, unused discount tickets can be returned for a refund.

The construction will start with the demolition of the tollbooth and related buildings. Florida Power & Light will relocate utilities and work will be done on the road. Some lane closures will take place; those will be publicized when the schedule is known.

County staff worked with its contractor, Halley Engineering Contractors Inc., to include elements that should limit the speed of vehicles through the new electronic tolls, near the popular Alabama Jacks restaurant and bar.

“The speed limit through that section now is 45 mph, but we knew that the current toll booth forced cars to slow down and come to a stop,” said Judy Clarke, Monroe County’s director of engineering services and roads. “So during the conceptual design stage, we discussed what could be done and added a number of speed-reducing elements into the project.”

These elements include: • Keeping the lane width at the minimum 11 feet in lieu of 12 feet.

• Adding a 7-foot-wide median at the toll site, pavement markings, plastic delineators and striping on the shoulders (called the narrow bridge treatment) to create a more narrow roadway effect that results in slower speeds.

• Installing solar, flashing beacon speed signs that show how fast you are going.

• Installing raised rumble strips that raise awareness for vehicles.

• Reducing the speed limit approaching the toll from the current 45 mph to 35 mph – and installing appropriate signs.

For decades, the toll at the Card Sound Bridge has remained at $1 per two-axle vehicle, plus 50 cents for each additional axle. The cost of the new toll will go before the Monroe County Board of County Commissioners in the fall. There will continue to be discount programs, likely in the form of an annual pass and a monthly rebate program.

The design build contract is for $1.79 million. Engineering consultants Keith & Schnars will review the design with county staff and oversee construction Transcore is installing the Sunpass electronic tolling system that includes camera readers, wiring and computer hardware. That contract is for $834,800, although about $166,000 is for contingencies that may not be needed. The entire project is paid for using the Card Sound Toll Fund.

The event allows participants to visit the foundation’s offshore nurseries, plant coral, and document the health of previously planted colonies. Kayak trip benefits cancer research

T

he Castaways for Cancer will be making their 18th kayaking trip from Key Biscayne all the way to Key West next week. They launch on Saturday, June 10 and divide the trip into segments — stopping for one night each at Elliott Key, Key Largo, Islamorada, Grassy Key, Bahia Honda, Sugarloaf and finishing up at Smathers Beach around 2 p.m. on Friday, June 16.

In 2017, the group has raised about $70,000 for American Cancer Society’s Relay for Life challenge. In past years, the team has been the No. 1 fundraiser for the challenge in Florida. In the 18 years the Castaways have been paddling, they’ve raised more than $900,000. Yes, almost $1 million.

Eleven of the members will paddle the full distance, including Marathon’s Suzy Curry, a breast cancer survivor. Joining them for

the final leg will be Terry Helliesen of Key West, also a cancer survivor, among other “guest paddlers.” Along the way, they’ll stop to connect with locals, share stories and collect a few extra dollars.

R

ecent Coral Shores High School graduate Bobby Oshaben’s love of the outdoors gave birth to something beautiful: his art. The budding artist first began using colored pencils before moving on to acrylic and oils. He’s preparing to attend Florida Atlantic University to study fine arts, and will spend part of the summer as a mentee with local artists, such as local favorite Pasta Pantaleo.

Oshaben says he’s always been connected to the natural world and that his art gives him an outlet to express this passion. One of the most important steps in his process is finding

inspiration.

“It’s the hardest part. I want to find a scene that inspires the most emotion in me.

After that I usually start with the sky. I like to use acrylic skies and clouds and put oil in the foreground – I do a lot of layering,” said Oshaben.

Oshaben has developed his abilities as a landscape artist, and is keen on observing scenery before putting its beauty on canvas.

“I visited the Grand Canyon when I was younger, and I saw people painting the canyon. I was inspired by that and it made me want to paint plein air,” said Oshaben. “I’ve always had a really strong appreciation for nature, and art gives me an outlet to express and share it.”

To keep improving, he’s bought a few books on plein air art and watches other landscape painters on YouTube to study their process and elevate his own work. He credits his art teacher Carmen Kelley and Susan Jankowski for supporting his journey in becoming a landscape artist.

Oshaben also has turned to peers like Jankowski’s youngest daughter, Julianne, for motivation and to bounce ideas back and forth.

His goals for his landscapes include incorporating wildlife. He’s depicted wild buffalo and goldfinches in some of his work.

“I want my art to be very mature and disciplined. I want to have the confidence to paint quickly and be able to capture brief moments of light,” he said. “Art is meaningful because it has permanency and it allows you to express the appreciation of things through the human eye,” said Oshaben.

Oshaben said the most difficult part of his work is creating the illusion of depth. If his current ability tells anything, it’s that he has the potential to create that and much more.

achos and margarita night at Denny’s is a growing, local phenomenon. Not only because nachos are essentially the holy grail of bar food, but because the margaritas at Denny’s are superb. That has a lot to do with the extra attention Debbie Santomaso gives each one. Whether your preference is frozen, traditional, salted, or unsalted, Santomaso has margaritas down to an exact science. Her traditional margarita is made with Sauza tequila, Grand Marnier, fresh lime, a splash of margarita mix, and a splash of orange juice.

Santomaso began her career bartending in the 1980s before moving on to teaching.

She would spend the next 21 years teaching preschoolers.

“Let me tell you, teaching preschool requires a lot of the same strategies as working with customers,” she said.

After retiring from teaching, Santomaso moved down to Key Largo and eventually joined the staff at Denny’s.

She’s been there since the doors first opened.

As an avid reader, Santomaso’s favorite genre is historical fiction.

When the time comes to unwind, she enjoys a refreshing Hendrick’s cucumber flavored gin, or if it’s cold, a good Scotch. After some trying times, her motto has become “every day is a gift.” Visit Santomaso at Denny’s, located at MM 97.5
