n the event of an impending storm, disaster preparedness is vital. Waiting for the last moment to respond to a threating tropical cyclone could be costly for residents and their municipalities.

Thanks in part to a history marred with calamity, Upper Keys residents have learned to be prepared, have a plan, and know how to execute it. To best serve its citizens in times of catastrophe, the Village of Islamorada has a plan as well — the Comprehensive Emergency Management Plan.

“In previous years, the Village has sought to grow the size of our safety net, and increase the amount in the [reserve fund],” said City Manager Seth Lawless.

Though the fund is currently being audited, as of September 2016, the Village’s reserve balance for financing emergency relief efforts was approximately $4,000,000. (That’s an increase of more than $500,000 over the previous year’s safety net.) In addition, the Village has set aside approximately $2,300,000 to repair any damages to wastewater and infrastructure.

The Village Fire Rescue Department is responsible for, among other things, activating the Emergency Operations Center, disseminating information, monitoring county shelters, and recommending if and when the Mayor should declare a “local state of emergency” or issue a call for mandatory evacuation.

Islamorada Fire Station 20 is currently designated as the Emergency Operations Center.

The Public Works Department is tasked with recovery procedures, though if a disaster reaches a point where local response is insufficient, the Village then activates various contracted services it has on standby. Some of these services include

debris removal, damage assessment, grant applications, and reimbursement services; currently the Village is preparing to issue bids for these services.

While the thought of disaster is something residents rather not think about, staff and its leadership at the Village of Islamorada have — and prepare for it routinely.

“The staff are trained internally to manage the situation. We conduct drills on a regular basis, and have back up plans to the back up plans,” said Fire Chief Terry Abel.

Every year, the Village conducts its own disaster/hurricane and mass casualty exercise, but also participates in the county’s and state’s hurricane exercise as well.

“The live exercise includes all essential personnel, and includes a surprise scenario. Afterwards, they are evaluated and given feedback to prepare for the real thing,” said Lawless.

The exercise also involves coordination between the Village and Monroe county Emergency Management.

Recently, Lawless attended the annual Governor’s Hurricane Conference.

“There was some good information put out about public messaging and communication strategies when giving the public notice to evacuate,” said Lawless. “When you’re working with a small window of time like 24 or 48 hours, every bit counts.

Hurricane season officially begins June 1 and continues through Thursday, November 30.

6 BIG WINS IN STATE LEGISLATURE Rep. Holly Raschein breaks it down

State representative Holly Raschein said she is happy the legislative season is over and be back home in the Keys. She can hang her hat on some great successes that will be affecting Monroe County soon in a positive way. Raschein has one more year as a junior Representative before becoming a “senior” until 2020, when her term is up.

1. The Florida Keys Stewardship Act is number one. It will be receiving $13.3 million dollars this year that will be used for conservation and protection of Monroe County land and water quality. “The State recognizes that our environment is tied to our economy, so this is a big win for us.” Raschein, who initially sponsored the Stewardship Act in 2016, is now putting it to work providing funds for Monroe County mobile vessel pump out service, Mote Marine, Farm Share Program, fighting against Laurel Wilt disease in the Redland area (which affects the avocado industry) and a new treatment plant in Homestead — all to help the Keys keys ecology.

2. Bill 425 was not passed. The bill would have changed vacation rental laws allowing more state control. Raschein voted against it multiple times and succeeded. “We have a different situation in the Keys,” said Raschein “We need a balance between tourists and people who live here and our rental laws are tailored for just that.”

Raschein wants Monroe County to have “home rule” over its own rental laws, so defeating that bill was certainly a plus.

3. “Uber! Woohoo!” said Raschein, who has always been a proponent of ride share. “The transportation network is transforming at rapid pace.” Raschein credits the bill with providing a good “backbone” to making sure that proper insurance and protections are in place to safeguard drivers and riders. And is Uber on the way? “They are planning a diplomatic entrance very soon,” said Raschein. Gov. Rick Scott is expected to sign the bill into law July 1.

4. Monroe County won big time gaining more uniform standards for anchoring and mooring vessels statewide. “Monroe County and the City of Marathon were big players in this. We were able to bring in everyone from the marine industry, everyone had skin in the game.” The bill addresses mooring fields, boat yards, local control over pump out proof, and more tools to deal with at-risk and derelict vessels.

5. Craft distilleries — different than craft breweries — also received a boost. They can now sell six different varieties of whatever is distilling (rum, vodka, moonshine). The previous limit was two. This adjustment can allow local businesses to grow and increase product sales. “We want to help locals maintain and grow their business,” said Raschein.

6. And lastly, Florida is actually at the forefront of a nationwide movement by eliminating the tax on female hygiene products. Ladies, Florida has abolished the “Tampon Tax!” “Yes, that was due,” said Raschein. Some women between the ages of 15 and 50 would say it was “scary overdue.”

T

he guys at BD Outdoors all agree that the key to any successful fishing trip is local knowledge, and that’s when the idea for the TV show started. “We kind of just all fell together,” said local charter fishing guide Rush Maltz, who knew his co-host Ali Hussainy through the late Jose Wejebe, founder of “Spanish Fly” show.

“Local Knowledge,” now in its second season of filming, has the two veteran fishermen in front of the camera. Maltz captains Odyssea out of Key West, while Hussainy, from San Diego, is the president of BDoutdoors. com, one of the largest online fishing websites in the country.

“We seek out the fishing guide that knows the destination the best,” said Maltz, who has travelled to some of the hottest fishing spots around the world.

“The one who knows the best fishing spots, the best restaurants, knows their hometown better than anyone.

It’s about the culture of fishing.”

Maltz says he has met some of the most diverse group of people in the fishing industry since this started, in places like Guatemala, Louisiana, San Diego, and Baja Mexico. But, he says, nothing beats the fishing right here around the Florida Keys.

Just a couple weeks ago, the two hosts met up with local fishing guide Nate Wheeler of Waypoint Fishing to film a tarpon series at Bahia Honda. “It’s great to look at how other people do things even in our own backyard,” said Maltz.

With show names like “Tuna Town,” and “Smart Fish,” his favorite thing so far was catching a 489-pound swordfish. “It was a heck of a fight from 1 to 7 p.m.,” he said. “Gladiator of the Deep” is a nineminute short film exhibiting the fight on the website.

What organizations and activities are you involved with at CSHS and why are they important to you?

Projected Unified is important to me because I love getting to help kids who don’t live normal lives, a chance to have fun. National Honor Society is important too because I take great pleasure in helping my school and community.

Who has been your biggest inspiration at CSHS and why?

Mr. Ellsworth because he is always spirited at any event and has taught me so much in my time as his student whether it be English class or life.

What class do you think has best prepared you for life after high school and why?

Mr. Ellsworth’s English 1 and 2 honors classes, because I will be use what he taught me my whole life and will use his life lessons as well.

Instagram or Snapchat? What’s your favorite filter?

Snapchat, the dog one.

What are the biggest challenges facing the Keys? What would you do to meet these challenges?

The coral reef problems and I would schedule weekly cleanups with my classmates to help keep it consistently clean.

What are your plans after high school?

To attend Boston University or University of Maryland to study international finance or business.

Do you think you will make the Keys your permanent home? Why or why not?

No, I am more of a city person and I love traveling as well.

On June 1, seniors from Island Christian School walked across the stage of the Island Community Church auditorium to receive their graduation diplomas.

In honor of their accomplishments, the Keys Weekly chose to highlight the graduating seniors. Good luck, class of 2017!

LACIE MANN

Mann was voted most likely to win an Oscar by her peers, but because of her ability to dance and perform, may also have a Tony award in her future. She says that every moment at Island Christian School was memorable, but will most remember the silly antics and “bandwagon of tears.” Of all her teachers, Mann says she’ll miss Ms. Fox the most because, “She’s the only person that ever laughed at my jokes.”

Mann is eyeing a future at Palm Beach Atlantic University to study psychology but says she’ll miss the family-like relationship she’s formed with her classmates and “the love they show” sarcasm.

NATASSIA WISE

Wise says that her fondest memories of Island Christian School include sophomore year prank phone calls, the weird late night adventures with her friends, and Ms. Fox’s “crisp” high fives. (“I wish she’d give hugs,” said Wise.) Wise’s future plans consist of certifying as a scuba instructor. Locally, her favorite dive site has always been the Duane. But if that doesn’t work out, her fellow classmates have already envisioned a bright future for Wise, voting her most likely to run away and join the circus. She says she’ll miss the unconditional love she’s developed with her tight knight group, and the fact that, “I can scream at them and they’ll still love me.”

Valen future plans are to attend New College of Florida, majoring in either psychology or poly science, and earning a minor in art history. His artistic side encompasses everything from drawing to digital photography. His fondest memories of Island Christian School include his early morning drives from Marathon, jokes and shenanigans with classmates, and spaghetti lunch days. “It’s going to be weird going to class without the same 11 students,” said Valen of his future classes. Of his teachers, Valen said he’ll miss Mrs. Ludwith the most. “She’s hilarious and a really good teacher, I’ll miss playing pranks on her.”

DAVID CALDERWOOD

Calderwood, also known as the ‘Ginga Ninja” by his classmates, says the thing he’ll miss most about his class are, “the brothersister relationship I’ve developed among these guys. We make fun of each other often, but we love each other.” His fondest memories at Island Christian School include locker-room shenanigans during baseball season and Ms. Yost’s funky attitude and Minion references. “She was the type of teacher you’d feel comfortable coming into her class and asking for help.” Calderwood’s future plans are to study marine mechanics at Motorcycle Mechanics Institute in Orlando.

Dostaler’s future plans are to attend Santa Fe Community College in Gainesville, but is keeping his options open while he decides on his major. “I’m just going to see what happens,” he said. His favorite memories at Island Christian are playing sports with his friends and Mr. Resillez’s “debates.” Dostaler says the thing he’ll miss most about his small circle of classmates are the different characters each have. “You hang around them long enough, and you’ll find they’re all a little crazy,” he said.

Voted “most likely to be a Ninja” by her peers, Basilius has plans of attending the University of North Florida, but because the University of North Florida currently has no Ninja program, is keeping her career options open. She says the thing she’ll miss most about her class is, “The way we pick on each other all the time and the way we’re there for each other, most of the time. I’m going to miss seeing their smiling faces,” she said.

Her favorite memories at Island Christian School are Mr. Roper’s dancing and Spanish, and the great mystery of “D.K. Blue.”

Voted “most likely to be a talk show host” by his peers, Walker says there is nothing about his classmates that he won’t miss.

“I love them all way too much,” he said. His future plans include attending the University of North Florida in Jacksonville and to “hopefully be successful.” While he hasn’t yet declared a major, he’s interested in studying different aspects of the finance world. Walker says of all his teachers he’ll miss Coach Ham the most. “I was his teacher’s assistant this year and we’ve had a lot of bonding time this year.” Ham coached Island Christian School’s baseball team, and Walker hopes to continue playing in college.

Bell plans to attend Florida Gulf Coast University and major in human resources, eventually getting her masters in the field. Her favorites memories at Island Christian School are the family atmosphere they’ve built and the class “quote book.” The quote book is a tradition the group started during sophomore year and has kept going since. “It’s a book of inside jokes and quotes that have been recorded and hilariously taken out of context.” Bell wouldn’t elaborate further, saying that “the first rule of quote book is you don’t talk about quote book.”

Phair plans on taking a gap year from school to relax, but when he’s ready to start again he’s planning on starting his nursing career at Florida Keys Community College. He wants to stay close to home. His favorite memories of Island Christian School include the recent class senior trip to Tennessee, where he “danced like a fool by the camp fire.” Phair says he’ll miss the feeling of belonging and how wanted and loved his classmates have always made him feel, and Mr. Roper. “He did a good job preparing us for class by making putting together well-thought-out study guides.”

Hernandez says her fondest memories of Island Christian School will include white water rafting on the senior trip. “It was a great trip, we all bonded the entire week,” she said. When asked what she’s going to miss about her class the most, she said “Definitely their humor, you never know what you’re going to get with them. I learn something new from them every day, surprisingly.” Of all her teachers, Hernandez says she’ll miss the dynamic duo of Mrs. Fox and Mrs. Loy. “Together they are so funny and entertaining,” said Hernandez.

She plans to attend Valencia Community College in Orlando, but isn’t sure which university she’d like to transfer to afterwards.

Voted most likely to win an Oscar by his classmates, Ihrig has plans to attend Palm Beach Atlantic University and major in cinematelevision. “I want to be an editor for a production company and work on movies,” he said. Ironically enough, Ihrig is already the main star of what he and his classmates have dubbed the “Swollen Eye series” — which consists of nothing more than series of unfortunate events that have happened to him. He says the teacher he’ll miss the most is Mr. Roper. “He was very fun, and I loved his Boris the Cat stories. It was always easy to learn in his class.”

Fernandez’s plans after high school are to attend EmbreyRiddle Aeronautical University in Daytona and obtain his Master’s in aerospace engineering. Some of his favorite memories at Island Christian School are playing pranks on Ms. Ludwith with Ben Valen, but said that he’ll miss her the most because she’s done a good job of preparing him for college. “I’m going to miss all these whackos, everybody is weird but they are all great people,” said Fernandez of his classmates.

Fernandez is fondly referred to as Mark Anthony by his classmates due to his uncanny resemblance to international salsa sensation.

T

he Paul brothers, Chris and Dillon, started early. Their father and longtime local talent, Reggie Paul, put the boys in private piano classes back in elementary school.

Throughout elementary, middle, and high school, the brothers became heavily involved in of all sorts of musical styles. Chris tried his hand at clarinet and the brass family. Dillon explored the range of the alto saxophone and bass guitar before moving into percussion instruments like drums and steel drums.

With a strong foundation of music theory knowledge under their belt, the Paul brothers have continued to develop their style. Both are graduates of the sound engineering and music production program at Full Sail University in Orlando.

Musically, the Paul brothers take cues from the likes of Miles Davis, George Benson, Earl Klugh, and Louis Armstrong, but they especially look up to Bob Marley.

“We just finished our first album, ‘The Paul Brothers Steel Drum Band – Island Vibes Vol. 1,’” said Chris, adding the project made use of their music engineering skills, something they would like to do more often.

During June, the duo can be found jamming at Key Largo Bay Marriot Beach Resort’s Breezer’s Tiki Bar on Thursdays, Islamorada Fish Company on Fridays, Key Largo’s Holiday Inn on Saturdays, and Islamorada’s Island Grill on Sundays. Find ‘em on Facebook (paulbrothers).

he crew at Shipwreck’s Bar & Grill is full of larger-than-life personalities. None more so than Tiffany Sagan. But for such a bold character, her choice of libation is pretty mellow.

“How about a Coors Light, that’s all I drink,” she said.

Sagan (a.k.a. “the Lil’ Ninja of Death”), got her name because of her fiery attitude and spot-on repartee; she’s known for her quick wit. Sagan has been bartending at Shipwrecks Bar & Grill on and off for seven years, and has amassed quite the fan base of regulars. Her most famous regulars have included the likes of Pitbull, Rod Stewart, and Cowboy Terry.

“She’ll take the shirt off a back for anyone, and that’s not just for a good time,” said co-worker Shawn Burchfield.

“She’s always a jokester and always making sure her customers are having a good time.”

She’s become such a fixture at Shipwrecks, that two bar stools have been outfitted with seatbelts following some of her hijinks.

Proud mother to “Moo Cow” Mady — her cat — Sagan grew up in Palm Beach County before moving to the Florida Keys more than 10 years ago.

When she’s on the other side of the bar, she’s a master Coors’ Light drinker, a talent that’s earned her second nickname, “T-Pack.”

THROUGH THE LENS OF A STORM CHASER

O

n the morning of August 29th of 2005, Hurricane Katrina plowed into the shores of Louisiana and Mississippi. The killer storm that ravaged the coastal areas would become one of the deadliest and most destructive hurricanes ever. The images and videos are etched in our memories; none more so, than the footage of a Holiday Inn systematically destroyed in Gulfport, Mississippi.

The footage would become the marquee footage of the storm’s devastation … and it was shot by Key Largo native and professional storm chaser, Mike Theiss.

The following year, his film earned him an Emmy nomination, and would go on to win awards from the National Press Photographers Association and Photo District News. You can view the footage, along with all of Theiss’ storm chasing videos, on his YouTube channel — Ultimate Chase.

You’ve been fascinated by hurricane for most of your life, do you remember your first hurricane?

Hurricane Floyd in 1987. The eye came over my house and from then on I was hooked. Anything I wrote about in school that was science-related was about hurricanes.

Aside from your first, which storms made the biggest impression as a kid?

Hurricane Andrew. The storm made a huge impact on me — I couldn’t believe how something could be so powerful. Afterwards I just had to learn more about it.

When did you begin your career as a photographer for National Geographic?

In 2003, it was the perfect combination of my passion for photography and extreme weather.

How many tropical cyclones have you documented over your career?

I’ve documented the landfall of more than 40 tropical cyclones, which is pretty extensive in the storm chasing world.

Aside from tropical cyclones, you also take time ever year to chase down tornados in the Midwest. Ever have any close calls?

Yes. The famous El Reno Tornado in 2013 was a real wake up call. The Tornado went for 1 mile wide to 2.5 miles wide in seconds and accelerated its forward advancement. Mix that in with bumper-to-bumper traffic blocking all the escape routes and I found myself in a real pickle.

You have the distinct honor of having captured the fastest wind gusts on video, what was that like?

In 2004, I captured footage of 155 mph wind gusts shredding a Charlotte Harbor gas station during Hurricane Charley from inside my car. It’s some of my most dramatic footage.

Your footage of Hurricane Katrina from a beachside hotel in Gulfport, Mississippi has become synonymous with its deadly destruction. How did you decide on the location?

I first documented the storm in Ft. Lauderdale where it made landfall. I followed the storm up the coast all the way to Gulfport. When I first spoke to the manager of the hotel I was staying at, he said that engineers had designed the hotel in the aftermath of Hurricane Camille. They built it with breakaway walls and pilings, so that it would give easily and relieve any pressure from rushing water.

What do you remember the most from the entire ordeal?

It was so loud, it was unbelievable.

People were terrified and crying, they thought the entire building was going to collapse. I remember being terrified but thinking that I had put myself there — so I might as well document it.

The footage shows that when the storm surge rose, you retreated back into the stairwell and higher floors. How high did the water rise?

At its highest, about 28 feet, and that’s not including the waves on top of the surge. It was then that I understood how serious the situation was and began looking for a roof access to get out. And then all of water that had come in receded within an hour. It was like someone pulled the drain and the water went away.

What was the scene like after the storm?

We went out and started walking around and everything was totally destroyed. It was 99 percent destroyed, and the only reason I don’t say completely, is because the one building left standing was the one we had stayed in. The only thing left from the Waffle House I had just eaten at the day before was a couple chairs bolted to the ground. That was it.

Because of the damage to the roads in and out of Gulfport, you were stuck in the area for a few days after the storm.

What were those days like?

For those days I was stuck there, we would walk around and you could smell the death in the air.

It’s something I’ll never forget.

I feel lucky that I survived, and after that I realized that maybe I don’t need to push it to the end.

But I did, however, want to show and share with people how bad hurricanes are, and that it’s not a game being out there.

What’s next on your storm chasing bucket list?

To document a Category 5 and embed the H.E.R.V. (Hurricane Eyewall Research Vehicle) inside to record the wind speeds and barometric pressure. I would never wish for such a powerful storm to occur, but if it does occur, I want to be there to document it.

What advice do you have for locals for this year’s Hurricane Season?

My advice this Hurricane Season would be to stay stocked up on the usual necessities, make sure your batteries are not expired.

If you don’t have an emergency kit, I’d say get one and if you already have one, freshen it up.

In the Keys we could be trapped for weeks before bridges are repaired. I highly evacuation if a bad one is coming …
