The long battle over affordable living in the Keys can be summed up in a few bullet points — unrelenting mortgage payments, bullish wind and flood insurance rates, rising utility costs, and expanding cost of living. The Keys is one of the most expensive areas to live in South Florida. While prices seem to go up, though, wages have stayed stagnant. But what does it really take for wage earners to live among the islands and not be overly financially burdened? The Weekly asked locals...

What do you estimate is the average hourly wage or annual salary needed to survive in the Keys? “$23 an hour,” said Barbara Rodriquez, of Bealls Outlet. She added, “Everything down here is really expensive, especially the water bill.”

ith Memorial Day around the corner, it can be expected that traffic congestion will paralyze portions of U.S. 1 in the Upper Keys. Thankfully, elected officials are looking for ways to maximize the flow of vehicles in and out of the Keys. Take the new stop signs in Islamorada and Plantation Key, for example.

“The stop signs came after we decided to do the traffic study; we knew it was going to take five or six months,” said Islamorada Village Manager Seth Lawless. “We were right in the middle of the peak of season and were looking to do something quickly that could help the issue that traffic was seeing from increased use of Old Highway, and traffic from merging back on U.S. 1.”

After discussing the issue with Public Works Director Andrew Engelmeyer, Lawless pitched the idea to Councilman Mike Forster, who brought it to the council.

Six intersections have since received stop signs in Plantation Key, and two in Upper Matecumbe. The signs are part of a test program, said Lawless.

“We chose the signs over putting in speed humps because they’re much less expensive. Those speed humps are about five or six thousand dollars a piece, and you’re working rebar into the ground,” said Lawless. “This is a pretty cheap way to see if it works, and we can always pull the stop signs and use them elsewhere if we find they aren’t effective.”

The stop signs are one example of how the village has sought immediate solutions to the traffic problem while the data from Kittleson & Associates’ traffic study of Islamorada is still being gathered.

“On July 13th there will be a presentation from their consultants to the council at the Village Council meeting,” said Lawless. “They will report their findings, with the second phase of the study being proposed improvements and suggestions, but that’s going to be a couple months.”

Along with the stop signs, the village has eyed changes to the frequency of the Snake Creek Bridge as another step toward reducing congestion. At the May 4 council meeting, Forster proposed a resolution to request the Coast Guard modify its operating schedule to reduce the frequency of bridge openings.

“When the frequency changed from a half hour to an hour opening, we helped the traffic problem,” said Councilwoman Deb Gillis. “We are hoping once again to help relieve some of the traffic congestion, but no one item will be a solution for the problem.”

Gillis says she is often approached by village residents about the traffic situation. Along with requesting the Florida Department of Transportation look at a high standing bridge as a long term solution, the village is preparing the proposed resolution for its next meeting. The resolution would ask the Coast Guard to alter the frequency of openings to be no more than once every three house, beginning at 7 a.m. and continuing to 7 p.m.

MUSIC FESTIVAL WEEKEND

he Key Largo Merchants Association is proud to present four days of music at the annual Key Largo Original Music Festival. The festival kicked off at 5 p.m. on May 18 at Sundowners.

The next two days, Sundowners, Cactus Jack’s, and Senor Frijoles will have stages featuring a star-studded lineup of Nashville artists and local talent. On Friday, May 19, Thunder Country 100.3 will be on-site live from 5 to 7 p.m. covering all the action. Some of the Keys’ and Nashville’s most talented musicians and songwriters will be performing.

On Saturday, May 20, music starts at 2 p.m. and continues until 9. p.m. Finally, on Sunday, May 21 the finale at Caribbean Club will include mouth-watering roasted pig and paella. Sundowners, Senor Frijoles, and Cactus Jacks are located at mm 104, bayside.

or the fourth consecutive year, Brad Copeland and Claude Kershner IV embarked on their annual 126-mile adventure as part of the Florida Keys Children Shelter’s Le Tour De Keys. The ride’s main purpose is to raise awareness and funds for at-risk children and families. In previous years, the ride has raised approximately $10,000.

This year, Copeland and Kershner are being supported along the ride by members of All Keys Cycle, Going Aire, Reef Tropical Pool and Lawn Service, and Ocean Sotheby’s.

ne, file a notice with a state agency to report real estate agents who represent vacation rental law scofflaws. Two, purchase software to identify and prosecute scofflaws. Three, hire two staffers to handle the job.

That’s the action the Monroe County Board of County Commissioners took Wednesday at its monthly meeting in Key West.

Not without some back-and-forth among commissioners, though, about cost and labor.

All the commissioners were in agreement that real estate agents who have represented property owners found guilty of violating vacation rental law should have their names forwarded to the state Department of Business and Professional Regulation.

According to Assistant County Administrator Christine Hurley, the county has already scheduled meetings with Realtor associations to let them know of the coming change.

In the second move, the county agreed to spend $97,238 for one year of software to help identify illegal vacation rentals.

Commissioner Danny Kolhage questioned the cost.

“You sit one person down in front of a computer and you can find all the illegal vacation rental advertisements that you want,” he said.

Hurley said this particular software, Host Compliance, not only uses government data that outlines the specific regions to search, but also provides details needed for prosecution. A test search revealed more than 2,500 possible violators, she said. Many online listings don’t provide an actual address until money has changed hands, nor do they provide information about how long a visitor stayed.

“I do recognize this is a big expense. But, conservatively, we could recoup $770,000 in fines from violators in one year,” she

said, adding that staff sat through more than one presentation with the vendor and interviewed other vendors.

“Knowing about an illegal vacation rental and proving it in front of a special magistrate are two separate things,” said Commissioner David Rice.

Host Compliance lists about 60 city and county clients on its website ranging from nearby City of Fort Lauderdale to Napa, California.

Kolhage was the lone dissenter on the decision to purchase the software.

“Not because I don’t want to prosecute illegal transient rentals, because I do.

But this should have been bid; it’s too costly and that’s why I don’t support it.”

The final part of the plan was to hire two new full-time staffers to keep up with the workload the county anticipates will be generated by the software. With benefits, the two positions would cost the county $140,000.

At the moment, the county employs one staffer tasked with this duty.

Hurley said she was only able to tackle 93 cases. Commissioner Heather Carruthers questioned why they shouldn’t be contract employees, or why the county shouldn’t only hire one additional employee.

Kolhage and Carruthers dissented and the measure passed.

“For the record, only the Democrats were interested in saving money,” said Carruthers, eliciting a laugh from the rest of the board and the public.

The two are the only Democrats on the board.

To handle the growing number of vacation rental law violators, Monroe County “rented” a software license for one year. At a cost of $97,238, Host Compliance will help the county identify vacation rentals advertised online and provide the evidence needed to prosecute. Host Compliance has about 60 counties and municipalities listed as clients on its website.

Obituary for William L. Kirchner William L. Kirchner, age 83 of Tavernier, FL formerly of Euclid and Kirtland, OH, passed away April 15, 2017 at his residence. He was born July 30, 1933 in Cleveland.

He received his bachelor’s degree from Miami University in Oxford, OH, where he was a member of the Lambda Chi Alpha fraternity, ROTC and served as a volunteer fireman. He was a U.S. Navy veteran. Mr. Kirchner owned and operated Cleveland Chemical Pest Control, which has been in his family for over 80 years.

Mr. Kirchner was a member of the Euclid Jaycees and was awarded the distinction of JCI Senatorship #9676. Serving as an active member and a past president of the Ohio Pest Control Association, he was also awarded the distinction of Lifetime Membership.

He was also a board member of the Friends of the Islamorada Area State Parks.

He enjoyed fishing, boating, and watching sunsets at his home in the Keys and at his family cottage on Lake Erie.

Survivors include his children William P. Kirchner, Barbara A. (Edward) Nye, Kathleen “Katie” (David) Grgetic and Timothy J. Kirchner; grandchildren Andrew (Laura) Nye, Meghan, Benjamin and James “Jimmy” Nye, Robert and Emily Grgetic; great grandson Jackson and sister Mary Maltry. He was preceded in death by his wife Eleanor “Honey” Kirchner; parents William and Lucille Kirchner and sisters Jean Schroeder and Margaret Middleton.

A memorial mass will be held at San Pedro Catholic Church, 89500 Overseas Highway, Tavernier, FL. on May 27 at 3:00 pm.

ongtime Keys musician Adrienne Z has already performed once at this year’s Original Music Fest in Key Largo. Previously a member of the duo AYE, the singer’s powerful and soulful voice has been to the compared to the likes of Norah Jones and Sheryl Crow.

Her previous records, like 2015’s “Chameleons,” set a high bar for Adrienne.

“I did most of the recording in my own studio and worked with the brilliant minds of engineer Steve Schwartzberg and producer Ian Shaw in Key West,” said Adrienne.

But with so much hype behind her newest record, the best is apparently still to come. This go-round, she enlisted the help of pianist Larry Smith, who composed music for Adrienne to write songs and melodies to.

“I like to work in the realm of arranging my music around other people’s musical tendencies; it was really fun to do,” she said of her work with Smith.

Adrienne will produce the majority of her latest album, due at or near the end of the year.

Nikki Bell and her family made the Upper Keys home roughly a year and a half ago. To stay involved in the community, the self-described Georgia Peach - and budding fashionista - joined the Mariners Hospital Young Philanthropists of Baptist Health in January, and has enjoyed the creativity of the group. Just earlier this month, the organization partnered with Dolphins Plus to hold an unusual, yet fun, networking/recruiting soiree, complete with in-water dolphin experiences. The organization’s goal of improving the well-being of the community is in line with much of Bell’s own inclination to help. After being inspired by stories of survivors of domestic and intimate partner violence, she decided to begin speaking at healing retreats. Bell has aspirations of continuing to rally for women overcoming abuse, and hopes to find many more allies and friends to join the conversation.

You say you’re a big time college football fan, specifically of the Georgia Bulldogs. What’s your favorite college football memory? Watching Georgia vs. Florida. It was the first blackout, and our players rushed the field and started jumping up and down in their black jerseys.

You’re proud of being an original Georgia Peach, but now you live in the Keys - what type of fruit does that make you? Key lime in a coconut.

After spending some years modeling when you were younger, your interests turned to fashion. What would you say is “in” for this summer’s fashion trends? Bright funky colors.

What event are you most excited for this summer?

The Live at Tiki Concert Series and Sandbar clean-up party. It is nice to be able to attend a party for a good cause.

What is one fashion no-no that Keys locals should avoid? White knee socks with shorts. My rule of thumb is - if you have to ask yourself ‘should I wear this,’ the answer would always be no.

Are socks with sandals ever acceptable? Under no conditions would socks and sandals ever be acceptable.

If you were put in charge of hosting a fashion show, which top models would you invite, and what would the theme be? Most definitely couture with a theme of Midnight in the Garden of Good and Evil. I would have all my girlfriends to model because they are a blast!

In a battle of the beauties, who would win - Gisele Bundchen or Gigi Hadid? Gisele, she has classic beauty like an Audrey Hepburn.

While starring on a radio show in Atlanta, much of what you discussed pertained to marketing strategies.

What marketing strategy would you say is crucial for local business success in the Keys? Organic community involvement. The Keys is a very tight community and you need the movers and shakers to buy in.

If you could host a daily radio show or podcast, what would the basic idea of the show be centered on?

Lessons on leadership learned from inside a scandal.

The need to empower women is something you feel strongly about.

How did you come to realize this was something worth investing your efforts? I had the opportunity to speak at healing retreats for young women and women overcoming abuse. This made me realize just how broken the world is.

What are some vital situations in which women need unparalleled support? Sexual, mental and physical abuse. Women who are overcoming a horrible situation need to be encouraged and understand they have value and worth.

In 1969, she founded the avant-garde modernism label Comme des Garcons – French for “like some boys.” For more than 40 years, the brand has attracted a global following and her designs have inspired other creators, artists and designers alike.

While in New York this past week, I visited this new exhibit at the Metropolitan Museum of Art, open through September 4. The exhibit features 140 womenswear ensembles dating from the 1980s to her most recent designs.

bo challenged the conventional notions of beauty and fashion. Her designs – conversely feminine and masculine, highly eccentric, and radically chic – create the perfect blend of art and fashion. It’s easy to understand why she is known as one of fashion’s most revered creative visionaries.

Each gallery within the exhibit illustrates the “in-betweenness” or the space between boundaries of Rei Kawakubo’s designs, exploring themes including: absence/presence, design/ not design, fashion/antifashion, model/multiple, then/now, high/low, self/ other, object/subject and clothes/not clothes. The design/not design gallery explores Kawakubo’s intuitive approach to garment making. Having received no formal fashion training, Kawakubo’s creative process, experimental techniques and method of construction culminate in original art-as-fashion creations.

Some of my favorite examples from the exhibit were from Kawakubo’s “Motorbike Ballerina” collection from 2005. These ensembles combined leather jackets and tutus which Kawakubo described as “Harley-Davidson loves Margot Fonteyn” in reference to the American motorcycle manufacturer and the British ballerina.

The ensembles are meant to blend the “high” culture of ballet with the “low” subculture of bikers.

Similarly, her collection from spring/summer in 1997, “Body Meets Dress, Dress Meets Body” was a series of body-con dresses stuffed with padded lumps that many fashion critics compared to tumors. The silhouette was not popular at the time but the designs were about her vision for the future of female silhouettes.

If you equate fashion to wearability, then Rei Kawakubo’s designs are not fashion. As she says, “When I hear ‘where could you wear that?’ or ‘it’s not very wearable,’ or ‘who would wear that?’ to me it’s just a sign that someone missed the point.” But if you understand that fashion is art, then Rei Kawakubo is the master artist.

Fashion has no limits. Fashion is over the top. Fashion is provocative.

Fashion is art. And in this case, fashion is truly in the eye of the beholder.

BRIEFLY Upper Keys schedules Memorial Day events On Monday, May 29, Monroe County Veterans Affairs and Tavernier Elks Lodge 1872 will pay tribute to America’s fallen heroes. A patriotic convoy of vehicles will leave Coral Shores High School at 10 a.m. and proceed to Murray Nelson Government Center. The convoy will include Marathon’s Monroe County Marauders, United States Coast Guard Auxiliary color guard, Key Largo Fire Department, and local car show participants.

Once the convoy reaches the government center, hot dogs and refreshments will be provided for all. Entertainment ranges from the Key Largo School music band to a fly over from Tavernier’s Grey Sheep Squadron.

On Saturday and Sunday, May 27-28, the Long Walk Home will host its second annual fishing tournament fundraiser from Tom Harbor Cut Fishing Bridge. Divers install final plaque on Spiegel Grove

D

ivers on Tuesday installed a bronze plaque identifying the final 250 of 1,000 contributors to a project that sank a former U.S. Navy ship 15 years ago to become an artificial reef in the Florida Keys National Marine Sanctuary.

The panel was attached to the side of the Spiegel Grove Tuesday evening.

On May 17, 2002, as the 510-footlong former landing ship dock was undergoing final preparations for a dramatic sinking that afternoon, the vessel began to rapidly take on water and rolled over, leaving its upsidedown bow protruding above the Atlantic Ocean’s surface.

There were no injuries as workers calmly exited the ship, but the sinkinggone-bad garnered news coverage around the world.

“When the sinking went awry it was difficult for everyone to take, especially me,” said Rob Bleser, one of two volunteer project managers. “But we couldn’t have asked for anything more.

We wanted it to be the most famous wreck in the world and here it is on every TV channel for weeks and weeks.

“We couldn’t have gotten it any better,” he said.

Three weeks later, a salvage crew fully scuttled the ship, but it came to rest on its starboard side in 130 feet of water.

The wreck soon opened for diving, but the Spiegel Grove story did not end.

In July 2005, wind and currents, emanating from Hurricane Dennis when it was southeast of the Keys, pushed the ship upright into the position originally intended.

About half of the project’s $1.5 million cost was paid for by the Monroe County Tourist Development Council, with the balance coming from private donations helped by a Key Largo Chamber of Commerce program that

sold 1,000 lifetime dive medallions for $250 each.

The project required eight years of seeking federal, state and local permissions and inspections prior to the sinking.

Among federal requirements was a seven-year marine life survey conducted by the Reef Environmental Education Foundation. REEF staff and volunteers have noted more than 200 different species of fish on the wreck.

Project officials believe that a bulkhead in the back engine room unexpectedly gave way, causing the ship to sink prematurely without enough buoyancy control to keep it level so that it would sit on the bottom of the ocean.

The ship had been decommissioned by the Navy in 1989 due to lack of structural integrity in its watertight bulkheads. It was mothballed in the James River Naval Reserve Fleet in Norfolk, Va., with other vessels for more than decade before being made available for the Keys artificial reef project.

huck Licis moved to the Keys with an extensive background in rural education. In his third year as Take Stock in Children program coordinator, and as a success coach at Key West High School before that, he said the most important thing is for the students to have an opportunity to earn a degree.

To qualify, students must have a “C” or above grade point average and a financial need. In the program they are matched with a mentor who meets with them weekly, and when they finish high school, they receive a “two by two” scholarship, good for two years at a community college and two years at a four-year Florida institution.

Take Stock in Children graduation takes place on Saturday, May 27 at 11:30 a.m. at Marathon High School. Fifty-four students will receive a two-by-two Florida Prepaid Scholarship good for two years at a community college and then two at a Florida university.

Some $650,000 in scholarships has been set aside for the 36 students expected to enter the program next year in Monroe County. Should a student decide not to use the scholarship, or fails to maintain the standards, the educational opportunity rolls over to another student.

The funding comes from a matching program with the state, which targets at-risk students, and the rest is raised through Monroe County Education Foundation.

“When they complete the program, students are far more likely to go to college than their peers nationwide in the same income bracket,” said Licis.

Monroe County’s program started with the graduating class in 2001 – the statewide program started six years earlier – and Monroe County has graduated more than 600 students since then.

As a premier gold standard program in the state, the program is evaluated on certain key factors, which

it exceeds in every category, from mentors to the financial aspect. There are only 15 “gold standard” programs in Flroida.

This year, 54 Monroe County students taking part in the program will finish high school.

“I hope that many of them will come back to this community to open businesses or work with local companies,” Licis said, though he doesn’t know the percentage of graduates who actually return. “Anecdotally there are a handful who do come back, but we have found that a lot of kids down here want to live in a bigger city and with the affordability of the housing in the Keys, it makes it difficult for them to return.”

He added that it doesn’t matter where the students end up after they graduate. Take Stock in Children helps students attain their dream of a college education no matter where it may take them. “Most children are born into their situations; we want to give them an opportunity to get themselves out of that cycle,” he said.

t was two months after I separated from the Navy that I found myself walking onto the University of Central Florida’s enormous campus. After five years, it was time to become a student again. While normally, you hear horror stories from students attending college and struggling to finance their studies, I thankfully didn’t have that problem. A large part of that is thanks to the staff at Take Stock in Children. It’s a long story – but worth telling, as it serves as an example of how special a program it really is.

You see, around the time I was on the verge of graduating from Marathon High School, I was completing the requirements needed to earn my Take Stock in Children scholarship, but had still not heard back from the universities I had applied to. I was a solid student, and for all intents and purposes, college was an obvious goal. But then I did the unthinkable. I told my parents I was going to join the military.

Gasp. But they didn’t flinch.

“If that’s what you want to do, we support you,” they said.

Uh, ok. So I did just that, finally signing “my life away” on a brisk day in April. The very next day, I arrived home to find two acceptance letters sitting on my night table. I open both and read the first word, “Congratulations…,” before quickly closing them. As tough a decision as it seemed at the time, I decided to stick to the plan, and began to search for a way to preserve my scholarship.

In the final months of the 2006 school year, Marathon’s Take Stock in Children student advocate Gina Hipson was able to work an agreement with the county leadership to extend my Take Stock in Children scholarship offer for 10 years. Six years later, they honored that agreement. When the time came to utilize the scholarship at Central Florida, I made sure I used it in conjunction with other scholarships I earned along the way. Finally, in December 2015 I graduated with my bachelor’s in criminal justice.

Saying you believe in supporting the next generation’s academic endeavors is far different from putting that into practice. Thanks to Monroe County Education Foundation and the caring staff of Take Stock in Children, I was able to pursue my dreams and ultimately represent a special group of graduates among my community.

n May 11, schools throughout Monroe County assembled middle school students at the Ron Levy Aquatic Center in Islamorada to race student-built underwater robots.

As part of Monroe County School District’s goal of incorporating more STEM projects into the curriculum, the district began participating in the nationwide Sea Perch program. Sponsored by the Office of Naval Research, the project puts science, mathematics, engineering, and technology at the forefront.

Students from Key Largo School, Plantation Key School, Treasure Village Montessori, Marathon Middle School, Sugarloaf School, and Horace O’Bryant Middle School participated by assembling teams to build low-cost Remotely Operated Vehicles.

“The point of a project like this is to get students to work beyond the four walls of a classroom,” said Courtney Oliver, K-12 science coordinator for the school district. “They don’t often get exposed to current science standards. This is essentially an enrichment project, but also a chance to come together and work collaboratively.”

“This form of project-based learning has every component of STEM, and at the end of the day they have something to show for it other than a test grade,” said Oliver of the sea perch curriculum. “Students who have gone through the project sometimes come back and mentor those who have trouble.”

The task is simple, kind of: Navigate the ROV through a linear course of submersed hoops to the end. Turn around. Navigate back. The only problem – the ROV is attached by a tetherlike wire that connects to a handheld remote. While one student navigates, supporting team members must slowly let out the wire. Easier said than done.

Treasure Village Montessori’s Harmony Holmquist said the most challenging part of her team’s project was when “one of our motors stopped working and we had to get a new motor and re-solder it. But that was only after we had to troubleshoot the problem and get more tools.”

Her teammate, Caroline Timura, added, “Patience is the biggest thing I learned. … When things don’t work, instead of freaking out, you have to figure out what is going on.”

Jack Munafo, of Plantation Key School, said he’d like to do another project like this either on his own or with a team.

“Maybe next time I’ll build a remote control airplane or maybe do some wiring for a boat,” he said.

Key Largo School’s Dax Han and his entire school celebrated, as Han became the first at his school to build a remote-operated robot that completed the course. “My favorite part was soldering the wiring. Some of it was problematic - we messed up on fuses and I had to cut wires and redo them.

But it was really cool, and I learned a bunch of stuff. I feel we all did.”

School administrators say the feedback from students has been more than positive. In most cases students were surprised to learn they had skills that they had no idea they were going to enjoy. And Oliver says that having students turn something that came in a “million parts” into one functioning robot piece is a task most don’t realize they’re capable of doing until the end.

I am involved in the Marine Science II program at Coral Shores. This program is so important to me because I was able to do very interesting activities like survey coral reefs. I have also gained extensive knowledge of some of the major problems facing the Keys such as invasive species.

What are the biggest challenges facing the Keys? What would you do to meet these challenges?

The biggest challenges facing the Keys are all environmental. There have been major seagrass die-offs in the Gulf and if we do not do anything about the redistribution of the filtered water from the Everglades, then we could potentially face the same issues.

What are your plans after high school?

I am attending FKCC and getting my two-year associates degree in marine science. I am in the process of becoming a dive master as well.

Do you think you will make the Keys your permanent home? Why or why not?

100% yes. I want to travel but definitely have early onset of Keys Disease. I never want to live anywhere else.

The Domestic Abuse Shelter (DAS), a crisis center for survivors of domestic violence and sexual assault, has an opening for a full-time Domestic Violence Shelter Services Manager. Candidates need to be willing to work a varied schedule that could include nights, weekends, and rotating holidays to ensure coverage of the 24-hour emergency shelter facilities. Responsibilities include the day to day supervision and management of DAS residential facilities. The Domestic Violence Shelter Services Manager possesses at minimum, a Bachelor’s Degree and two years of experience providing direct services for survivors of domestic violence, or high school/equivalency and four years providing direct services for survivors of domestic violence. Two years of successful supervisory experience in a domestic violence and/or sexual assault agency is required. The candidate will have knowledge of the root causes of violence against women and oppressed groups, proven experience training staff, and excellent organizational skills.
