County Fortifies Vacation Rental Enforcement

ne, file a notice with a state agency to report real estate agents who represent vacation rental law scofflaws. Two, purchase software to identify and prosecute scofflaws. Three, hire two staffers to handle the job.

That’s the action the Monroe County Board of County Commissioners took Wednesday at its monthly meeting in Key West.

Not without some back-and-forth among commissioners, though, about cost and labor.

All the commissioners were in agreement that real estate agents who have represented property owners found guilty of violating vacation rental law should have their names forwarded to the state Department of Business and Professional Regulation.

According to Assistant County Administrator Christine Hurley, the county has already scheduled meetings with Realtor associations to let them know of the coming change.

In the second move, the county agreed to spend $97,238 for one year of software to help identify illegal vacation rentals. Commissioner Danny Kolhage questioned the cost.

“You sit one person down in front of a computer and you can find all the illegal vacation rental advertisements that you want,” he said.

Hurley said this particular software, Host Compliance, not only uses government data that outlines the specific regions to search, but also provides details needed for prosecution. A test search revealed more than 2,500 possible violators, she said. Many online listings don’t provide an actual address until money has changed hands, nor do they provide information about how long a visitor stayed.

T

o handle the growing number of vacation rental law violators, Monroe County “rented” a software license for one year. At a cost of $97,238, Host Compliance will help the county identify vacation rentals advertised online and provide the evidence needed to prosecute. Founder and CEO Ulrik Binzer said he experienced the need for this data first-hand, after serving on a planning board attempting to address a similar problem in Tiburon, California.

“In true Silicon Valley tradition, I decided to build it. I’ve teamed up with some smart engineers and data scientists,” he said.

Binzer said that in a test, the software found about 2,500 violators in unicorporated Monroe County. That’s a “true number” that takes into account homes listed on more than one website. He said the software can also pinpoint how long visitors stayed, a Key point in Monroe County vacation rental law.

“Well, most of those sites have calendars, and those can be cross-referenced with other data points,” he said.

Binzer said the program specific to Monroe County should be live in less than a month.

“I do recognize this is a big expense. But, conservatively, we could recoup $770,000 in fines from violators in one year,” she said, adding that staff sat through more than one presentation with the vendor and interviewed other vendors.

“Knowing about an illegal vacation rental and proving it in front of a special magistrate are two separate things,” said Commissioner David Rice.

Host Compliance lists about 60 city and county clients on its website ranging from nearby City of Fort Lauderdale to Napa, California.

Kolhage was the lone dissenter on the decision to purchase the software. “Not because I don’t want to prosecute illegal transient rentals, because I do. But this should have been bid; it’s too costly and that’s why I don’t support it.”

The final part of the plan was to hire two new full-time staffers to keep up with the workload the county anticipates will be generated by the software. With benefits, the two positions would cost the county $140,000.

At the moment, the county employs one staffer tasked with this duty. Hurley said she was only able to tackle 93 cases. Commissioner Heather Carruthers questioned why they shouldn’t be contract employees, or why the county shouldn’t only hire one additional employee.

Kolhage and Carruthers dissented and the measure passed.

“For the record, only the Democrats were interested in saving money,” said Carruthers, eliciting a laugh from the rest of the board and the public. The two are the only Democrats on the board.

orty years ago, Bahamian Alton Lowe wanted to see his old family home on Southard Street and knocked on Ed Swift’s door, the former Lowe house. From “Hi, I’m Alton Lowe,” the ties that bind revealed themselves and Swift garnered support from other prominent Key West locals such as then-Mayor Sonny McCoy and Sandra Higgs to find a way to celebrate the deep cultural and hereditary bond between the islands. Inspired by the Bicentennial in 1976, they helped form the first Island Roots Heritage Festival in 1977, forever celebrating the relationship between the Bahamas and Key West.

“We have so many shared forefathers,” said Swift. “It was a shame we had lost the connection after the World Wars. The festival was a way for relatives to reconnect. Ninety-year-olds were seeing cousins they hadn’t seen in 50 years.” In an effort to permanently establish the common thread, McCoy signed a proclamation declaring New Plymouth, Green Turtle Cay and Key West sister cities in November 1997 and the celebration began.

“We had the Bahamian police band over, a junkanoo, an impromptu parade down Duval, and a 7 foot Key Lime Pie at the corner of Angela and Duval,” remembered Sandy Higgs, “And the food was incredible.” Higgs met with festival organizer Colleen Mellies over a year ago to help revive the festival.

Since Green Turtle has elections this year, Key West has stepped up to host the festival. Mellies, who has participated in the Bahamian version, has taken great care in making this year’s 40th anniversary a truly island-worthy event.

“This festival is about the celebration of being a Conch and taking pride in our community,” said Mellies.

Kicking off the weekend will be The Barefoot Man (the Bahamian version of Jimmy Buffett), playing at Two Friends Patio Friday night. Then all Saturday will be a full-fledged celebration at the Gilleran Field by Truman Waterfront starting at noon. Enjoy music by Bahama Village Music Program, Nick Norman and later, The Barefoot Man again. There will be kids’ rides, raffles and purely local vendors raising money for Key West non-profit organizations.

At 3 p.m. a Caribbean Queen’s Junkanoo will march down Petronia Street, under the Bahama Village Arch, back to the Gilleran Field. Following there will be a re-affirmation ceremony with two Bahamian officials, Annabelle Roberts Cross and Julie Farrington, with former Mayor McCoy in attendance. At 3:30 p.m., Peter Roberts of The DNA Project will be lecturing on genealogy with DNA testing kits. And Sunday, enjoy a multidenominational worship at the end of White Street Pier at 1 p.m.; golf carts and tents have been arranged to help those in need of assistance.

“This will be a fun, family-oriented festival for all locals to celebrate their heritage,” continued Mellies, who kept the pricing at $5 for a wristband and $15 for a VIP admission. Kids are admitted free, and any proceeds go back to the community. Bring a picnic blanket and show your Conch pride!

LET’S TALK ABOUT IT Netflix ‘13 Reasons Why’

B

efore she committed suicide, high schooler Hannah Baker recorded 13 reasons why she chose to take her life. This is the premise to Netflix’s popular show “13 Reasons Why,” currently sweeping the nation, forcing a wide-ranging discussion about teenage suicide from media outlets to the dinner table. Granted, there are many flaws with the show — face it, it’s Hollywood — but inciting kids, parents and teachers to talk about teenage suicide can’t be HAYS all bad. The show brutally asks the underlying question: BLINCKMANN How open are we to the conversation?

The show’s success is in the magnification of teenagers’ heightened sense of loneliness, revenge, technology, sexuality, vulnerability and guilt. And lastly, jarringly, it prosecutes the adults who fail these kids. So it begs the question, how deeply are kids identifying with this show?

And the answer is simply to ask them.

Critics have called the show dangerous and detrimental, fearing kids will copycat the premise — choosing suicide as an option when otherwise they may not. Also, the show does not address mental illness as a factor in suicide.

But some have hailed it for creating a platform for issues such as slut shaming, cyber-bullying and sexual assault.

For instance, has a snapchat photo circulated humiliating your kid? Does your kid feel “friendless?” And the extreme: has your kid been sexually assaulted? Are kids seeking revenge on other kids? Hollywood aside, these are valuable questions in today’s world.

The main character, Clay (the guilty good guy), asks, “What if we knew what we did wrong?” which pulls at the heart strings of every viewer, regardless of the show’s believability. With any suicide or traumatic event, there is an inevitable wake of “what ifs”. Teenage kids are just learning about cause and effect and they are going to screw up. Hollywood capitalizing on this is not new.

Emotional soundtrack and arduous plot aside, the show is, if anything, a catalyst to talk about not just suicide but a teenager’s life in general. The nationwide conversation has begun and viewers don’t necessarily need 13 reasons to participate in it.

According to the Centers for Disease Control and Prevention, suicide is the third-leading cause of death among people ages 10 to 14 and the second among people ages 15 to 34. And in 2013, 17 percent of students in grades nine through 12 seriously considered attempting suicide, as reported by the New York Times.

A

ny guy with the nickname “Foot” has got to have a sense of humor. George Nowak — musician and singer/songwriter, a.k.a.

“Barefoot Man” — has one of the best. Years of shoeless beach bumming and strumming his guitar has been fodder for Nowak, and resulted in a reputation that spans the Caribbean islands all the way to Hollywood. John Grisham wrote about “The BareFoot Boys” in his novel “The Firm” resulting in a solid 42-second cameo for Nowak, appearing with Tom Cruise.

German-born, Nowak came to the United States at 8 years old and couldn’t speak English. While some may wish they could put that genie back in a bottle, Nowak uses his words to weave hilarious stories whether in song or in print. He has written more than 2,000 songs, a couple of books, and writes for his hometown newspaper in Grand Cayman Island. A former resident of Green Turtle Cay, Bahamas, with daughters and granddaughters still living there, Nowak considers it a second home. He happily answered the call to perform for the Island Roots Heritage Festival this week.

“What I love about the Bahamas is the freedom thing,” said Nowak. “There are so many islands, and water everywhere; it’s like going back in time.”

Often compared to Jimmy Buffett, mainly due to the “island songwriter persona,” The Barefoot Man is different. “(Buffett) doesn’t do our songs and we don’t do his,” joked Chuck Quappe, band member.

Growing up in North Carolina, Nowak has the country music storytelling style to his music. Calling himself a “simple three-chord guy” he is self-taught “by bumming around the beaches, getting a free meal and having to pay it back by playing.” He’s funny, he’s entertaining, but watch out — the jokes will fly. (And regardless of what he says, he has NOT won a Grammy.)

The Barefoot Man and Band (musicians Barrie and Chuck Quappe) will be playing Friday night at Two Friends Patio and Saturday night at The Truman Waterfront with The Island Roots Heritage Festival. Nowak is hoping to get a new, wrinkle-free shirt before both events. He may not wear shoes but he does have SOME standards.

or 10 years, Jason Lamson knew that he wanted to live in Key West and be a full-time musician, and when he received a job offer from a friend about to open a bar in Key West, he was finally able to make it happen.

“We worked hands-on to help create The Green Room from the ground up,” Lamson said. “I worked as head of entertainment and house musician — five shows a week — for over a year before deciding to branch out into Key West and see how I could do on my own.” That decision helped Jason become a staple on bar stages throughout downtown Key West.

Born in Savannah and raised in nearby Richmond Hill, Georgia, Jason began teaching himself how to play guitar because he wanted to play the intro to “Yellow Ledbetter” by Pearl Jam. “I shot a little high,” he said with a smirk. “It took me a year, on and off, before I started

making proper chords resonate from my Alvarez acoustic/electric; then I was completely hooked!” At first, he would play for family and friends — nothing formal — until he landed his first gig at Augie’s in Richmond Hill when he was 18. He played a few more gigs at Augie’s until college put his musical ambitions on hold.

After graduating from Georgia Southern University with a bachelor’s degree in science and construction management, Jason again began performing out — this time at all the hot spots in Savannah. Perfecting his solo act, Jason also was able to form a band, 2ToneFish, and perform around Savannah for a little more than a year before punching his ticket to Key West.

These days you can find Jason at any of the great live music venues downtown. With regular shows at Willie T’s, The Green Room, Sunset Pier, Margaritaville, Southernmost Resort’s Shores Pool and Island Dogs, Jason also has found time recently to collaborate with other local musicians — which he loves — as well as start writing some music, and he hopes to be able to release some live music in the near future.

Until then, Jason loves what he is doing, and feels very blessed to be able to perform in so many venues in such a great place. The decision to branch out and perform full-time was filled with uncertainty, but he knows he made the right choice. “Best decision I ever made,” he said, then smiled and added, “after moving here.”

Bartender Jon moved to the Keys about four years ago and spends his days behind the scenes at Hog’s Breath Saloon and his evenings in the front of the house at Yellowfin Bar and Grill. “You honestly can’t beat this view,” he said, motioning to the marina glowing in the light of the moon rising.

He left Baltimore in a U-Haul, packing up his dogs and leaving a job he was sick of, to make a fantastic strawberry mojito. As he muddled strawberries, mint, and lime, he slid the mojito across the bar.

“You’ll see why it’s my favorite.”

Catering to the resort’s guests, the chalkboard behind the bar is filled with drawings of Key West from Tennessee Williams to Ponce de Leon, and with reef knowledge about goliath grouper and manatee.

huck Licis moved to the Keys with an extensive background in rural education. In his third year as Take Stock in Children program coordinator, and as a success coach at Key West High School before that, he said the most important thing is for the students to have an opportunity to earn a degree.

To qualify, students must have a “C” or above grade point average and a financial need. In the program they are matched with a mentor who meets with them weekly, and when they finish high school, they receive a “two by two” scholarship, good for two years at a community college and two years at a four-year Florida institution.

Some $650,000 in scholarships has been set aside for the 36 students expected to enter the program next year in Monroe County. Should a student decide not to use the scholarship, or fails to maintain the standards, the educational opportunity rolls over to another student.

The funding comes from a matching program with the state, which targets at-risk students, and the rest is raised through Monroe County Education Foundation.

“When they complete the program, students are far more likely to go to college than their peers nationwide in the same income bracket,” said Licis.

Monroe County’s program started with the graduating class in 2001 – the statewide program started six years earlier – and Monroe County has graduated more than 600 students since then.

As a premier gold standard program in the state, the program is evaluated on certain key factors, which it exceeds in every category, from

mentors to the financial aspect.

There are only 15 “gold standard” programs in Flroida.

This year, 54 Monroe County students taking part in the program will finish high school.

“I hope that many of them will come back to this community to open businesses or work with local companies,” Licis said, though he doesn’t know the percentage of graduates who actually return. “Anecdotally there are a handful who do come back, but we have found that a lot of kids down here want to live in a bigger city and with the affordability of the housing in the Keys, it makes it difficult for them to return.”

He added that it doesn’t matter where the students end up after they graduate. Take Stock in Children helps students attain their dream of a college education no matter where it may take them. “Most children are born into their situations; we want to give them an opportunity to get themselves out of that cycle,” he said.

omar Hernandez spent the first seven years of his life in Cuba, during three of which his dad was a political prisoner jailed by Castro’s regime. Looking for political asylum, the family made it to the United States and Hernandez started third grade in Key West knowing zero English, but with family and teachers who were willing to put in an extra push to help him start fresh.

Now as the I.T. technician at Key West High School, Hernandez is a proud Take Stock in Children graduate with two associate’s degrees from Florida Keys Community College and a bachelor’s degree in computer systems administration in the works.

“College would not have been feasible for me without Take Stock in Children,” he said in the midst of working on everything technical at the high school. “In addition to the scholarship, the most important thing was being held accountable by my mentor.”

Local realtor and consultant Phil Wilson met with Hernandez weekly from seventh grade through his senior year. “He was a great mentor. He taught me a lot and kept me motivated,” said Hernandez. “Having a mentor was literally the best part of the Take Stock program.”

Wilson says he’s the one who benefited from the mentor sessions.

“It really helped me better understand the challenges facing young people today,” said Wilson, who mentored two Key West High School students. “I think kids need a mentor in any case to help them navigate through high school.”

At Key West High School for the past year and a half, Hernandez says it was a hard transition to go from calling his past instructors “Mr.” and “Mrs.” to seeing them as co-workers.

“I think they are proud to have me back,” he said, holding up an award for being support personin 2016. “I am very lucky to have been a part of this program and am happy to be working in this community.”

The restored tobacco warehouse and former Handprint Fabrics at 201 Simonton Street is now the home to Papa’s Pilar Rum, named in honor of Ernest and his wife Pauline, nicknamed Pilar. The distillery will be making its signature rum blends on the premises while offering a tasting bar, historical experiences, event center and merchandise store. Papa’s Pilar Rum is fast becoming a national brand but Key West will be the only small distillery available to the public starting Saturday. At the opening ceremony May 17 was Papa Hemingway’s grandson, John Hemingway, who commented, “This is good effing rum. It’s rum of the people, which my grandfather would have liked.”

he Key West High School Drama Club and Key West Theater have teamed up to present Disney’s “High School Musical” on stage on Saturday, May 20, at 2 p.m. and 7 p.m. and on Sunday, May 21, at 7 p.m., at the Key West Theater, 512 Eaton St. The entire cast is made up of students from Key West High School, with the production team led by Key West Theater’s Juliet Gray, Phillip Cole White, and Alexandra Zeto. The live show is based on Disney

Channel’s smash hit film “High School Musical.” In it, Troy, Gabriella and the students of East High must deal with issues of love, friends and family while balancing their classes and extracurricular activities.

The plot: It’s the first day after winter break at East High. The Jocks, Brainiacs, Thespians and Skater Dudes all find their cliques. Basketball team captain and resident jock, Troy, discovers that the brainy Gabriella, a girl he met singing karaoke on his ski trip, has

just enrolled at East High. The couple causes an upheaval when they decide to audition for the high school musical. Although many students resent the threat posed to the “status quo,” Troy and Gabriella’s alliance might just open the door for others to shine as well.

HARD WORK HELPS FILL BREADBASKETS The U.S. Postal Service supported the annual “Stamp Out Hunger” food drive on May 13, collecting food to be donated to Metropolitan Community Church, Glad Tidings Church, Catholic Charities and St. Mary’s Church. This is the 25th year for the national event, which last year collected 82 million pounds of donations across the nation. Every year Keys postal workers spend the day collecting non-perishable food from mailboxes (let alone hefting the daily Amazon boxes and real estate mailers). It’s hard work on a hot day but it’s for a worthy cause.

reating art is not easy, and showing the process to an audience, infinitely harder but rewarding. This is the premise of Murphy Davis and Wendy Hammond’s theater experience now at The Studios of Key West. The idea is to take a new, fresh play, “Coming Up For Air” – written by Cassandra Medley, award winning author of “American Slavery Project, ” “Cell” and “Noon Day Sun” – and mix New York and Key West actors onstage while showing the audience the beginning, not just end, result. Watch the cast work through rehearsals while collaborating with the director Victor Lirio and playwright Medley, evolving the play to its final reading.

Tony award winning Tonya Pinkins will be joining the cast, known for ‘‘Jelly’s Last Jam” and ‘‘Caroline, or Change” and her role as Livia Frye on “All My Children.”

Friends with director Lirio, Pinkins said, “I am really looking forward to coming to Key West (her first time). I think it is such an important play.”

“Coming Up for Air” focuses on climate change and its effects on a family. When asked about reading in front of an audience, Pinkins, a seasoned Broadway actress, is used to the pressure: “Actors do this to be seen; it keeps our adrenaline going and ups our game.”

She will be joined onstage by New York actors Ivan Moore and Hope Harley as well as local favorites Joy Hawkins and Mook J.

This is the ultimate theater experience – watching playwright, director and actors read through a play from its very beginning. “It’s all about the process,” said organizer Murphy Davis. “Audiences can see the first stumble-through and watch the play get on its feet for the first time.” Wine and cheese will be served afterward, offering a chance for discussion about the development of the work.

“The amazing thing about theater, there’s always trepidation, but also so much support and collaboration,” said Davis. Excited to have Pinkins perform in Key West, Davis also noted, “I saw her on Broadway and she took my breath away.”

Whether interested in the actors, the play or the theater in general, this is rare front-row access to the whole process.

n May 11, schools throughout Monroe County assembled middle school students at the Ron Levy Aquatic Center in Islamorada to race studentbuilt underwater robots.

As part of Monroe County School District’s goal of incorporating more STEM projects into the curriculum, the district began participating in the nationwide Sea Perch program. Sponsored by the Office of Naval Research, the project puts science, mathematics, engineering, and technology at the forefront.

Students from Key Largo School, Plantation Key School, Treasure Village Montessori, Marathon Middle School, Sugarloaf School, and Horace O’Bryant Middle School participated by assembling teams to build low-cost Remotely Operated Vehicles.

“The point of a project like this is to get students to work beyond the four walls of a classroom,” said Courtney Oliver, K-12 science coordinator for the school district. “They don’t often get exposed to current science standards. This is essentially an enrichment project, but also a chance to come together and work collaboratively.”

“This form of project-based learning has every component of STEM, and at the end of the day they have something to show for it other than a test grade,” said Oliver of the sea perch curriculum. “Students who have gone through the project sometimes come back and mentor those who have trouble.”

The task is simple, kind of: Navigate the ROV through a linear course of submersed hoops to the end. Turn around. Navigate back. The only problem – the ROV is attached by a tetherlike wire that connects to a handheld remote. While one student navigates, supporting team members must slowly let out the wire. Easier said than done.

Horace O’Bryant Middle Schooler Warren Badial said the hardest part of the project was, “putting it together and the soldering, because it you mess up that step, you can wreck the whole thing. The construction took about a solid week’s worth of work.”

Badial relocated to Key West a couple months ago, and because of the timing of the project, just made it into the competition. He says that thanks to this project, he’s gained an interest in engineering.

The competition was Sugarloaf’s Sarah Centonze’s second try at a Sea Perch build. She said the hardest part was soldering the motherboard.

“It was hard to get it to stick to the metal. You can’t have the tool touch anything else, so you have to be really precise.”

Kenny Fricke, also of Sugarloaf, says the competition was completely new to him, and he found it “really fun.” When asked if he could ever imaging himself as an engineer, he said, “Yeah, you never know, you could build something that changes the world.”

School administrators say the feedback from students has been more than positive. In most cases students were surprised to learn they had skills that they had no idea they were going to enjoy. And Oliver said turning something that came in a “million parts” into one functioning robot is a task most students don’t realize they’re capable of doing until the end.

The Domestic Abuse Shelter (DAS), a crisis center for survivors of domestic violence and sexual assault, has an opening for a full-time Domestic Violence Shelter Services Manager. Candidates need to be willing to work a varied schedule that could include nights, weekends, and rotating holidays to ensure coverage of the 24-hour emergency shelter facilities. Responsibilities include the day to day supervision and management of DAS residential facilities. The Domestic Violence Shelter Services Manager possesses at minimum, a Bachelor’s Degree and two years of experience providing direct services for survivors of domestic violence, or high school/equivalency and four years providing direct services for survivors of domestic violence. Two years of successful supervisory experience in a domestic violence and/or sexual assault agency is required. The candidate will have knowledge of the root causes of violence against women and oppressed groups, proven experience training staff, and excellent organizational skills.
