he Medical Examiners Commission, a panel of nine professionals, voted Wednesday not to recommend Dr. Thomas Beaver to the governor of Florida to have his contract renewed in Monroe County.

The move came after the commission reviewed surveys expressing unanimous disapproval of the medical examiner’s job performance, and after the county’s top police officer and prosecutor both questioned if the relationship with the medical examiner was beyond repair.

“I got to tell you that these are the worst surveys we have seen,” said Stephen Nelson, M.D., chairman of the board. The surveys were sent out to the medical examiner’s partners, including Monroe County, the sheriff’s office, local police chiefs, the state attorney and local funeral homes. Of the 15 surveyed, 10 cast an “unfavorable” vote while five did not respond. “Not a single favorable survey was issued. … It’s disheartening to me to have you address this board and not once say anything that’s kind of contrite.

Dr. Nelson made the remarks on Wednesday after assertions by Monroe County Sheriff Rick Ramsay, Monroe County Assistant Attorney Cynthia Hall, Monroe County Social Services’ Sheryl Graham, and State Attorney Dennis Ward. They ranged from transporting a body to the morgue in the back of an uncovered pickup truck and taking it through a fast food drive-through to “butchering” bodies during autopsy, specifically those of the homeless.

It’s time to fly

Cheers for Key3PO On Monday, April 24th, the citizens of City of Key Colony Beach turned out in large numbers to welcome home a native and cheer for him after his recovery and rehabilitation from a devastating injury.

Key3PO, a young adult male manatee, suffered deep wounds and lost most of his tail paddle after he was struck by a boat in August 2016. Dolphin Research Center’s Manatee Rescue Team and the Florida Fish and Wildlife Conservation Commission received great assistance from the City of Key Colony Beach, particularly Chief of Police Kris DiGiovanni and his staff, when we arrived to rescue the poor animal last summer. It was also immediately evident that local residents, some of whom had first reported the injured manatee, were moved by his life-threatening injuries..

Their interest continued through the months of his treatment and rehabilitation at Miami Seaquarium. We were all greatly heartened to follow his progress, see that he was improving, and, finally, to know that he would be returned to the Florida Keys. April 24th was a joyful day indeed. It was inspiring to arrive at the dock adjacent to Key Colony Beach City Hall and see so many people waiting for Key3PO to arrive for his release back into the water. The public was joined not only

by Key Colony Beach Mayor DeNeale, other members of the city council, City Administrator Moonis and Chief DiGiovanni, but also by aides to Florida State Representative Holly Raschein and State Senator Anitere Flores as well as FWC Commissioner Robert Spottswood.

Key3PO is fortunate to have survived. He will always be recognizable because of the narrow remains of his tail paddle. He will also always be a reminder of how important it is for us to protect our manatee friends. This threatened species depends on all people to mind our behavior. We must obey posted speed zones, avoid speeding through areas where manatees may swim, rest and feed, not accustom them to receiving handouts of lettuce or water, and be ever vigilant with our fishing line and debris. Together, we can save this species.

On behalf of Dolphin Research Center, I’d like to thank all of the officials and residents of Key Colony Beach for their hospitality and help on the days of Key3PO’s rescue and release and for their commitment to the welfare of manatees that visit or live in their community.

I enjoyed the Weekly’s piece on the airport. However it was a puff piece which failed to live up to its title.

What you described was a general aviation airport, not an international airport. When I discovered Marathon, one of the things that stood out to me was the fact of the airport and the ease of flying in and out.

At the time I first came here to vacation and later live, you were able to fly to Miami or Fort Lauderdale all day long for $30. Later we were serviced by American Airlines and U.S. Air. When they pulled out we had brief service from Delta.

Now we sit with a better runway and great facility that seemingly has been relegated to a backwater destination.

Key West airport is a crowded, over-used, shorter runway destination. It certainly is not convenient for anyone in the Keys except Key West.

Yet the county continues to add more flights and spend more money in Key West. The rest of the county is either forced to drive to Miami or Fort Lauderdale or be damned.

It’s high time that some way is found to get commercial flights for Marathon. I am sick and tired of hearing the airlines don’t want to fly to Marathon.

It’s time to tell them that in order to use Key West and to alleviate some of the congestion there, schedule some flights out of Marathon.

We are busy building new resorts and hotels which will prosper and add to the economic stability of the Middle Keys. We need flights into and out of Marathon. The paper can make a difference; let’s get on it.

n a week or so, Marianne Biffel will head north for the summer. Her “people” will miss her very much. She will miss them just as much but — and this is the important part — she will continue to lead exercise classes and expects her students to keep up the routine until she returns.

It’s as close to a cult as the Middle Keys knows, with none of the negative connotations. During season, Biffel, 58, teaches three to five classes a week at Key Colony Beach City Hall because she can only fit 40 students at a time. They are billed as Pilates classes, but also involve a lot of strength and conditioning.

And, yet, her number one job is being a mom and grandmother.

She has two sons and a daughter, and a grandson whom she describes as “the light of my life.”

“Motherhood always been her highest priority,” said best friend Eileen Burke.

Like a mother hen, she has collected a brood of students and nursed them from frail to fit. Her students are effusive with praise. “She has created a wonderful community here.” “She cares about her students and offers modifications if someone has, for example, a sore back.” “I tried Pilates somewhere else, but I quit. It’s not the same without Marianne.”

“Can you believe this class is free?”

The New Jersey native splits her time between the Keys and southeastern Pennsylvania, where the family owns a watersports rental company on Marsh Creek Lake.

That’s where she indulges in a lot of her other favorite activity, paddleboarding; or, in her case, teaching paddleboard fitness.

Why do you teach? I’m going to exercise anyways and it‘s a great way to be involved with the community! It helps me both manage stress and feel energetic. And I LOVE to teach. That’s my thing!

What’s your exercise philosophy? These classes are not about weight loss or even your shape.

They are about being fit. I want to be able to pick up and play with my grandson. It’s training for life.

Is it Pilates? Well, the classes are based on Pilates which focuses on strengthening and lengthening muscles, as well as core strength.

Muscle groups are trained together which is great for injury prevention. Over time, I’ve seen my students become stronger and leaner. Even the way they carry themselves changes.

What equipment do you use?

Mats, weights and exercise balls.

(The students have devised nifty ways of carting about those big spheres.)

How long have you been teaching? This is our eighth year at Key Colony Beach City Hall. I approached the city’s recreation committee because I needed an outlet to teach. I got certified as a personal trainer after college and had personal clients and also taught at the local YMCA for as long as I can remember.

When did you start coming to the Keys? We were still in college.

My husband and I, Capt. Mike Biffel (Big Dawg Sportfishing), would join his family on vacation.

What was your major in college?

Health and physical education.

What are your hobbies? Paddleboarding and tennis!

Do you fish? Yes. I have two world records. One for a 28-pound red grouper on 12-pound test and one 32-pound grouper on 15-pound test.

What’s the best part about teaching in the Keys? Becoming a part of the community and meeting lots of great people.

What’s the best part about teaching Paddlefit in Pennsylvania? The lake and the mountains.

What’s a long, downwind paddle?

We drive to an upwind location with our paddleboards in the back of the pickup. Then we enjoy a great paddle with the winds at our backs. It sure beats being landlocked on windy days.

What is your favorite type of board for the Keys? A longer, narrow board that cuts through the chop. My Naish Nalu is perfect most days.

If you could be invisible for a day, what would you do?

Roam the White House.

What’s your life motto? I have two: Treat other people the way you want to be treated. And, work hard, play harder!

What TV, movie or superhero is your alter ego? Captain Marvel.

What is your nerdiest passion?

Weeding; I get caught up in it.

Your favorite guilty pleasure? M&Ms.

You can have lunch with one famous person, dead or alive; who would it be? Pope Francis.

What’s the last book you read?

“Edge of Eternity” by Ken Follett.

Elwell family event nets $20,000 for charity

obody can work any harder than her,” said Ross Elwell of his wife, Janice, during Royal Furniture’s Grand Opening celebration this on May 6.

The couple, flanked by sons Ryan and Christopher and members of the Wesley House board of directors, graciously thanked the community amid applause for their charitable work over the years.

OH, MAMA M

y mom died in August of last year. I’ll be driving, or cooking, or talking to my children when I suddenly remember she’s gone. And an involuntary sigh, “Oh, mama,” will pop out of my mouth. There are reams to write about our relationship, my loss, etc., etc. Mostly, though, I want to write about her. So I will describe SARA one moment, one precious moment.

MATTHIS It was about 30 years ago on Green Turtle Cay on a vacation we took to the thinks community journalism Bahamas. I was about 20 years old and is important, but mom was about 50. We had rented two not serious; likes dinghies for the day to take 20 of us to weird and wona particular beach. We had to anchor on derful children the far side of the coral reef and swim (she has two).

The wave released us and we came up next to one another, sputtering and wide-eyed. Then the next wave came — down we went again under the turquoise water, bodies almost touching the coral, the colors of the reef racing past our eyes. I think the first wave terrified us, the second was a little less scary, and by the third we were eager ticket holders on this God-made roller coaster. After each wave, we came up laughing, giggling uncontrollably. With just a second or two between crests, there was only time to beg each other, “Stop laughing,” because any waterman will tell you it’s impossible to laugh and swim at the same time without drowning.

It only lasted a few minutes, but in this moment in time, my mother was like a little tanned water nymph, sleek, and vibrating with life. She did that funny thing then, where she raised her chin and chortled, sort of a ho-hoho, so weak with hilarity she couldn’t get out a proper laugh.

We were mermaids together, in a tiny bit of danger, but exhilarated by the wild ride.

I doubt she would have remembered this moment. She was so fun-loving that memories like this were commonplace. She was so courageous, she would not have remarked on the dangers of sharp coral. She was always young, even though on that day she was already a grandmother.

At this moment I want nothing more in the whole world than to sit down beside my mother and say, “Remember when?”

ERIN ARNETT, the computer brains of City of Marathon, has two girls — Victoria and Jaquelyn.

Though both are in Orlando right now, she is always on their mind. “Well, she’s hard working and beautiful. She was our mom and dad,” said Jaquelyn. “And even while supporting us by herself, she was the best mom to me and my friends.”

Realtor and broker JO ANN COOK has a great big hero at her side — her son, Riley Young. “He is my best friend and keeps me on my toes,” she said. Riley just turned 21.

Now, that’s a brood. TONYA DANIELS has five children ranging in age from 22 to 9 years old.

That includes Cole, Clay, Drake, Sylar and Harlie! The fishing clan has multigenerational roots in Marathon.

eam Islamorada Beer Co. secured the overall win and an $18,000 first-place cash prize at Marathon’s 11th annual Bull and Cow Dolphin Tournament that ended May 7 in the Middle Florida Keys.

Team members Capt. Chris Trentine, Andy Adams, Stacie Adams, Rick Klyczek and Matt Klyczek, all of Miami, tallied a 64-pound combined weight of a bull and cow dolphin fish for the win. The team earned an additional prize for the largest bull overall, a fish totaling 54.2 pounds.

Team Tunaskin’s 60.3-pound fish total earned them the tournament’s overall second place and a cash prize of $3,000. Team anglers from Fort Myers Beach included Bill Bronsord, Zach Haefeli, Chris Newport, Sean Nelson and Lonne Letter.

Close behind in third place was team Reel Conch, tallying 59.4 pounds for a $1,000 cash payout.

Cash prizes of $1,000 each also were awarded to team Can’t Fish Enough for the tournament’s largest wahoo (34.6 pounds), and to team Halftime for both the largest blackfin tuna (18.3 pounds) and tripletail (8.4 pounds).

According to organizers, a field of 97 boats with more than 550 anglers participated in the popular Middle Keys challenge that raises money for local charities and athletic scholarships.

t was kind of unexpected,” he said, laughing.

That’s Marathon High School’s track and field coach James Murphy, talking about the team’s first season.

This is the first year that the high school has fielded a team. Without a track, the kids practiced at the city park, or the school’s baseball field when it wasn’t in use. Not only were Murphy and co-coach Paul Davis floored by the kids’ interest in the sport (almost three dozen turned out), they were positively astounded to win the 1A district competition and send six kids to the state competition on May 6 in Bradenton.

Of their times, the lowest rank was 16th overall. And Keygan Jeffries earned two ninth-place finishes, as did the boys’ 4x800 relay team that consisted of Jeffries, Aydan Child, Joel Zaila and Jonathan Pitchford.

Murphy said the intention was to start small, and get a feel for the sport and events. Initially, organizers envisioned take a minivan or two to the meets. That quickly turned into a bus.

“The kids were so into it. We competed in every event except pole vault,” Murphy said, adding that a couple of kids expressed interest in trying it but

MHS ready for second year of sport he put them off until a time when they could actually practice first.

The track team is another addition to MHS’ growing field of “individual” sports — where a student athlete’s success isn’t solely measured by the whole team’s performance. In 2016-17, Marathon High School added a boys’ weightlifting team to complement the girls’ team that had been practicing and competing for a year. Athletic Director Teresa Konrath said it made a big difference, especially for kids who are new to high school sports.

“It gives kids who are not involved in team sports an opportunity to be involved,” she said. “Beyond that, what I’ve seen is that not only do their athletics improve, so do their academics. Their self-esteem

improves and kids become vibrant all of the sudden. It’s an amazing thing.”

It also offers Marathon High School athletes an opportunity for cross-training for other sports. Murphy said there is good momentum from the weightlifting and track seasons in the spring to football and cross-country seasons in the fall.

Murphy said the two-day meet in Bradenton was an eye-opener. Hundreds of students around the state participated.

“Seeing what was out there got us thinking about what we are striving towards. Coach Davis and I came away with a million new ideas,” he said. “I can’t imagine what some of these kids are going to do if we are practicing five days a week when season opens next year.”

Like the high school swim team with no pool, the track team will practice without a track. However, a few months ago, the Monroe County School Board ordered architectural drafts of improvements to the Marathon High School athletic fields.

The draft isn’t complete, but school officials requested that a new track be included in the plans.

SOFTBALL SEASON ENDS On Tuesday, the Marathon High School’s softball team ended its quest to advance to the regional finals.

They suffered a crushing loss to John Carroll Catholic High School, the same team that kept them out of the regional finals in 2016. Regardless, the MHS softball team ended with an impressive 20-5 record, including the recent win over Knights of Highlands Christian Academy with a 10-0 shutout win orchestrated by eighth-grade pitcher Cecily Ozbun and top hitters Leta Ricart and Grace Kirwan. “District champs and runner-up for regionals is something to remember and I have no doubt we will be back in this same game next year,” said coach Kevin Freeman. “We wish the seniors — Rachel, Hannah and Amanda — well.”

never experienced anything like that.”

As a rebuttal, Dr. Beaver provided the testimony of two employee witnesses saying that was not the case, and that he was completely calm on the conversation broadcast on the car’s hands-free system that both the witnesses could hear. However, the chairman of the Medical Examiner Commission, Dr. Nelson, questioned one of the witness signatures.

“He signed it as deputy medical examiner,” Dr. Nelson said.

Dr. Beaver replied that he did not read the scene investigators’ witness statements.

Dr. Nelson said, “Does he not know his job description? Is he a physician?”

Dr. Beaver said, “I will straighten him out.”

One of the biggest points of contention between the sheriff and the medical examiner happened just months after Dr. Beaver took office in 2014 — the case of Noah Cullen. He was reported missing after an afternoon sail. Days later, authorities located his sunken sailboat in about 300 feet of water. Ramsay said Dr. Beaver attempted to instruct his deputies to retrieve the body, a dangerous mission at that depth.

Dr. Beaver said he simply asked. Dr. Beaver said he also contacted Dr. Nelson about available resources to conduct a deep-dive and that Dr. Nelson directed him to the Navy personnel in Key West who initially agreed, then declined. The body was eventually identified by a skin sample recovered by a deep-dive team, but Dr. Beaver said he let his questions be “publicly” known after no further attempts were made to retrieve the body. On Wednesday, Dr. Beaver said he couldn’t rule out foul play. Then he said he thought it was suicide, “but the family didn’t want to hear that.”

Ramsay called a meeting of stakeholders affected by the medical examiners about a month ago.

Monroe County Assistant Attorney Cynthia Hall said the meeting was properly advertised to comply with Sunshine Law. The result, she said, revealed details of which she was previously unaware.

“I thought that was all behind us,” she said, referring to a 2016 report that questioned Dr. Beaver’s removal of a dead body from a scene in Key Colony Beach in an uncovered pickup truck for transmittal to the morgue. It also questioned commingling of funds from the $686,000 annual medical examiner budget.

The medical examiner decides how to spend that amount — to pay his own salary, employee salaries, and operations. The funds come from Monroe County. The audit was triggered by funeral home directors appearing at a Monroe County Board of County Commissioners meeting to complain that bills were not being paid by the medical examiner for transport of bodies. (Dr. Beaver said Wednesday he objected to funeral homes charging twice for transport of two bodies during a single trip and that he now pays them without argument.)

Hall reiterated the pickup truck complaint, and also said county staff were being forbidden access to the medical examiner’s facility, which is a countyowned building. She also said family members of the deceased were no longer allowed inside, a departure from previous medical examiner policy, and that Dr.

Beaver would no longer provide photographs of the dead for identification in cases where it’s otherwise impossible to establish identity, such as by documents found on the body. Dr. Beaver said all of that was untrue.

The only person to speak in favor of Dr. Beaver was Linda Kruszka. She identified herself as an “independent consultant investigator” for the medical examiner. She is an accountant in Marathon. She and Dr. Beaver are often seen in one another’s company outside of business hours.

Dr. Beaver had an answer for all the charges, sometimes multiple answers — although he often stumbled through his responses. The Medical Examiners Commission seemed to support limiting access to the bereaved at the morgue.

“This is an industrial morgue. I have no ability to make the body presentable,” Dr. Beaver said, adding he had previously been sued by a woman who claimed to have nightmares after he allowed her to see a deceased loved one. “Do I never let the families come? Sometimes I will. I try to gauge on a case by case basis and choose people who seem fairly stable.”

The Medical Examiners Commission was much less receptive on other points. Dr. Nelson criticized Dr. Beaver’s practice to attend every single death in person saying it was a waste of resources and tied up traffic. Also called into question were Dr. Beaver’s written rebuttals, including a response to the “nonfavorable” rating issued on Monroe County letterhead and signed by Monroe County Mayor George Neugent. Dr. Beaver’s response threatened a lawsuit.

“Did you threaten to sue Mr. Neugent for slander?

This is the head of the county. Oh my god. How can you repair that?” asked panel member James Purdy.

Dr. Beaver quickly responded, “My attorney wrote that.”

After the panel elected not to put Dr. Beaver’s name forward for consideration by the governor, State Attorney Dennis Ward asked for direction on hiring an interim medical examiner. Dr. Beaver’s commission does not expire until the end of June, but his contract with the county expires at the end of this month. Chairman Dr. Nelson suggested county staff write up a document to extend Dr. Beaver’s contract for one month so he could finish up current cases.

Dr. Beaver mouthed an inaudible response. Dr. Nelson, however, picked up on it.

“What did you say? Did you just say something like ‘Why would I?’ Dr. Nelson asked. Dr. Beaver answered in the affirmative.

“Your comment there … you just blew smoke up our butts saying you wanted to work with the people here to repair your relationship. I am very disappointed in your comment. There was a way for you to fix this and go out with your head held high. But not when you snipe like that.”

On Thursday, Hall said she would contact Dr. Beaver soon to see if he was interested in accepting the month-long extension. If he does, the contract would be ratified by the Board of County Commissioners.

paraprofessional This little lady is one of the most loved teachers at SSE. She’s like a snack-size sweet piece of milk chocolate. It’s virtually impossible not to wrap her up in a big hug.

• How long have you been at Stanley Switlik Elementary?

14 years • Where are you from?

Where did you get your degree?

I was born in Italy, but moved here from Ohio. In Ohio, I was a nurse. I studied at Lorain County Community College.

• How did you end up in the Keys?

After my husband died in 2003, it took me a while to recuperate. But I wasn’t one to sit home, so I started looking.

A position came available for a teacher’s aide, and I was hired right away.

• What have you tried to teach students over the years?

Even if they have special needs, and people look at them differently, it doesn’t mean that they can’t attain what the other students do. I tell them it might take them longer, and they might have to work harder, but they can still do it.

• What have the kids taught you?

The importance of feeling loved and wanted and appreciated.

• What is your favorite school holiday or event?

Probably the Halloween Carnival. I love to dress up for the kids. I have always been a bit of a clown.

• What will you do after your retire?

I will go back and volunteer at the school. I can’t stay away from the kids that long.

• What you don’t know about Toni Appell: She looks VERY YOUNG for her age. And that thing in her ear is NOT a microphone “that goes directly to the principal’s office.”

paraprofessional As a paraprofessional, Dot — or Miss Dot as she was known — has a very big soft spot for the smallest children at Stanley Switlik Elementary. She will be missed.

• How long have you been at Stanley Switlik Elementary?

13 years.

• Where are you from?

I’m originally from Ohio. Besides this job, my husband and I owned a bait and tackle shop on Big Pine Key. When my son was old enough, I started working at Happy Apple and ABC day care centers.

• How did you end up in the Keys?

I came to visit family. Then I met a local and now I’ve lived here almost 30 years.

• What have you tried to teach students over the years?

I try to get them ready for kindergarten. For some, that means learning to write their name or just coloring. Others need to learn to be socially ready to go.

• What have the kids taught you?

They keep me young. I have to go to work and take care of these kids!

• What is your favorite school holiday or event?

I love “Truck Day,” I guess they call it Professional Day now. The kids just absolutely love that — seeing the fire trucks and police cars.

• What will you do after your retire?

I’m moving to Mississippi to be closer to my son and his wife. I might do a little teaching.

But not working two jobs. I want one job.

• What you don’t know about Dot DeFillips: I was a hairdresser and it’s important to keep your hair looking good!

STEVE HAWES, P.E & 5TH GRADE For some students at Stanley Switlik Elementary, Mr. Hawes was their first male teacher.

For many, he became a mentor.

He’s tough, but fair; stern and funny by turns.

• How long have you been at Stanley Switlik Elementary?

28 years • Where else have you taught? Where did you get your degree?

It was called the Salem State Teacher’s College in Salem, Massachusetts. I taught for two years in Texas, and four years in New Hampshire.

• How did you end up in the Keys?

I got sick of the cold weather in New Hampshire, so I attended a hiring symposium in Orlando. Glynn Archer offered me a job. I didn’t want to go to Key West or Sugarloaf.

I just liked the nice community of Marathon.

• What have you tried to teach students over the years?

To believe in themselves; be proud of themselves; and everybody has a special ability.

• What have the kids taught you?

They taught me about love and caring.

• What is your favorite school holiday or event?

Red, White and Blue day because I am a veteran.

• What will you do after you retire?

I haven’t really thought about it, but I will keep busy.

• What you don’t know about Steve Hawes: He served in the U.S. Army from 1969-1971 and had a topsecret clearance because he was in the Signal Corps.

I am from Pennsylvania.

I received my degree from a small school, a university now, Kutztown University.

• How did you end up in the Keys?

I was engaged to a marine biologist who found a job here, so I followed him to the beautiful Florida Keys, found a teaching job fresh out of college, and never left.

• What have you tried to teach students over the years?

In addition to being considerate of others, I have tried to instill self-respect in my students. You have to first respect yourself in order to show consideration for others.

• What have the kids taught you?

Patience and perseverance.

And, if you look long and hard enough, you can find some goodness in every human being.

• What is your favorite school holiday or event?

I’ve always loved the jog-athon.

• What will you do after your retire?

Spend more time with my grandchildren in San Diego, California. But I think I might teach yoga or dance to kids, too.

• What you don’t know about Nan Young: She has a background in classical dance — ballet, tap, jazz.

S

he started working at Herbie’s when it opened for the season, but she is no stranger to Keys life. She’s been visiting the island for the past 14 years, working throughout the winter season, but this year she’s going to stick it out for the summer, too.

“I am staying through September for the first time,” she said. “I just love the clientele, and my bosses are really good, supportive people.”

Her favorite drink to recommend to her guests is the ACE Pineapple Hard Cider on draught. “It’s delicious and crisp,” she said. “And it’s a good introduction to ciders and one of the best sellers.”

Picking a favorite on the menu was a little tougher. “Everything on the menu is reasonably priced and delicious,” she said. “If I have to pick one, I would pick the Caribbean grilled shrimp; if I can pick two, then add in the buttermilk soaked chicken and smashed potatoes.”

When she isn’t working, she catches up on her to-do list, like laundry and groceries. But, that doesn’t mean she isn’t sneaking away to the beach or dog park, too, with her dog, or hanging out with her co-workers who have become close friends over the years.
