If you’ve ever had one too many margaritas, you probably needed a ride afterward. It used to be that you would call your local cab service to hitch a way home. Then Uber happened. Uber is a transportation network company that uses an in-phone app to link Uber drivers and their fares. Its emergence in the transportation industry has brought relief to some and consternation to others. So the Weekly asked locals…

Ever call an Uber? Chelsy Machado, of Island Hammock Pet Hospital, said “Yes, I’ve called an Uber before. I liked it. It’s super cheap and totally worth it.”

“Yes. I used it when I went to a concert at the Hard Rock in Fort Lauderdale. It was cheaper than a taxi and renting a car,” said Courtney Conley of Backcountry Cowboy Outfitters.

Erick Apland said “No, I personally haven’t taken an Uber. Though I’ve heard they are putting taxis out of business. I had friends who took an Uber three blocks for a dollar and change.”

“I’ve never called an Uber, though I have the app installed on my phone. I’ve ridden with friends in an Uber from the airport to my home. Our driver also let us bring my pet, which was surprising because he had a nice car,” said Katey Solis, also of Island Hammock Pet Hospital.

Michel Bitton, of Bitton Bistro Café, said “I’ve never used it, but my wife likes it. She says it’s nice because you can interact with the driver, and they’re usually friendly. I know one girl in the area that started driving for them two months ago.”

R

esidents who may find themselves burdened by the costs of connecting to the sewer still have options in Islamorada. Funding is still available through the state Department of Economic Opportunity. The Village’s Community Development Block Grant program is used for housing rehabilitation assistance, namely wastewater sewer connections. CDBG application packets are available on the Village of Islamorada’s main web page (www.islamorada.fl.us/) and the Citizen Advisory Taskforce web page. Grants cover sewer connection, septic system abandonment, and associated construction cost. The CBDG program’s funding originates in the federal Department of Housing and Urban Development (HUD). And, the administrative requirements for the grant program are federal. Government Services Group (GSG) now administers the program not only for Monroe County, but for various municipalities in the Keys, including Islamorada. GSG has offices in Big Pine. “Applicant eligibility based on household limits are prescribed by HUD every year,” said Village Deputy Finance Director/Controller Ariana Lawson. “Right now the income limit for a two-person household is $55,000. Households of four are

capped at $68,700.” Eligibility requirements are scheduled to be updated in March. Current applicants should be aware of a few important requirements, said Lawson. “Anyone interested in applying should remember not to initiate contract or construction on their own. GSG administers its own bidding, and initiating construction may compromise their eligibility,” she said. “If applicants have been contacted by Village Code Compliance, as long as they can prove they have an active application or have been approved, they won’t be penalized for not connecting to the sewer system.” In terms of eligibility, GSG Project Manager Deanna Lloyd offers some advice to property owners. “First and foremost the property is to have a homestead exemption. If it does not, and serves as rental property, the tenants need to submit the application,” says Lloyd. “The property is to be clear of any liens or closure, property taxes and mortgage payments also need to be current.” If there are any issues with the property, the village is willing to try to help solve the problem. “If we see something in the application process, we’ll send a letter and give citizens the opportunity to clear any breaches that may exist,” said Lloyd. “Our objective is to assist the elderly poor and working class who may

be burdened. It’s a community-minded program, which is another reason we engage with local contractors.” GSG considers any type of income coming into the home, including salary and social security. Income eligibility is based on those living in the home at the time. If property owners lease or rent, tenant income determines eligibility. Property owners with income-eligible tenants are required to enter into an agreement with the village to keep the property affordable and occupied for five years. Otherwise, the grant money would need to be returned. The village had a CDBG program previously, but because it was burdensome to administer, the program was terminated and the work was outsourced.

WAITING FOR A RIDE

Is local gridlock costing us?

The Keys are congested, and unlike the common cold, this congestion is not going away. Undeniably, Keys residents and tourists are fed up with the seasonal influx of cars, the bumper-to-bumper traffic and high cost of taxis. Public sentiment is growing for a solution to the transportation infrastructure and crying out for ridesharing services. According to a Key West city report by Mary Bishop called “Toward Car Free Key West,” traffic congestion is listed as the No. 1 complaint by residents; 82 percent of tourists are arriving with a vehicle. While being totally “car free” is not likely, a solution could lie in allowing popular Transportation Network Companies or TNCs — like Uber and Lyft — to step in and bear the burden of personal transportation. Ride sharing, now popular in all major U.S. cites, is the modern movement of green-ish transportation. Around the country, TNCs’ rates are significantly lower than regular taxi rates. No one, including city leaders, wants to push out friends and neighbors who are professional taxi drivers. But the picture is becoming much more complicated. Some locals are driving themselves rather than paying taxi costs. And consumers of the $2 billion Keys tourist industry have expressed surprise at the lack of modern ride sharing. Reticence for allowing TNCs within city limits is about regulations. If taxis have to be licensed and pay taxes, shouldn’t a TNC? And what about background checks for drivers, and vehicle inspections? How much should drivers be insured for, when personal auto insurance doesn’t cover a car for hire? Different TNC companies have different regulations. Should Keys municipalities create uniform restrictions? If so, the time is now.

he Florida legislature is about to make a statement on the legality of TNCs with upcoming bills SB340 and HB221. Come spring, state legislators could enact laws which will supersede any local ordinance or law and allow TNCs on the streets, subject to regulations written by the state, and not local municipalities. Without any grandfathered laws, Keys officials may not have a say about how TNCs operate within county or city limits. While ride-sharing doesn’t seem to be a big issue for unincorporated Monroe County, it’s somewhat a concern in Marathon, and a big issue in Key West. “There needs to be some leveling of the playing field,” said state Rep. Holly Raschein. “Everyone needs to come to the table. Taxis need to modernize and ride sharing companies need to compromise with the needs of the cities.”

urrently, the county has 322 taxi business licenses on the books — but this is more accurately a tax. The $22 fee is paid to the Monroe County Tax Collector. There are no other rules on the books in Monroe County governing how taxis operate or background checks for drivers. The Board of County Commissioners raised the issue at its December meeting. County Attorney Bob Shillinger said the county has the authority to limit taxi numbers, rates and fees in the unincorporated county. Other than directing staff to work with the Tax Collector on how to register ride-sharing drivers, the board decided to hold off until the state weighs in.

enying ride-sharing is not good for our economy, locals or tourists,” said Key West Commissioner Sam Kaufman. “Locals would have a cheaper way of accessing downtown without having to pay to park, and without a car they may use the circulator bus more around town. Also, we may not need to spend millions building not one but two parking garages in old town. And for the tourists, having to rent a car daily could affect (whether) they pick the Keys for their vacation.” Vehicle-for-hire taxi licenses have been limited, costly and hard earned by Key West taxi companies and drivers. Resident drivers have dominated commissioner meetings, expressing their heartfelt opposition to new, outside competition. City regulation on vehicle-for-hire licenses has always safeguarded the taxi profession but conversely has also allowed a monopoly on taxi costs. “I have an issue with piecemealing our transportation plan,” continued Kaufman. “Since when have we allowed Tallahassee to influence our decisions?” Kaufman’s concern is putting regulations for TNCs on the books now to help with the eventual introduction and regulation of ride sharing companies in Key West. From Stock Island to Key Largo, ride sharing is legal and largely unregulated. Maybe it’s time to stop the gridlock, from every angle. Currently, there are 72 taxis, 10 vans, and 12 limos operating in Key West. Taxi companies reportedly pay $200,000 per medallions traded in the private sector, and $125 for each vehicle per year. Every two years, Key West Commissioners assess the supply and demand of taxis and award new rights via a lottery. It’s difficult to know how to protect the “property rights” of existing taxi companies in the face of such a technological sea change. It’s not unlike the death of Blockbuster brought about by Netflix.

UBER DRIVERS: Uber drivers must be 21 years or older, have a valid driver’s license, submit to a criminal background check, and have no history of major accidents or any DUIs. The vehicle must be a newer model car, inspected (Uber will provide its own inspection form and, in certain cities, Uber inspection sites). Drivers must have proof of personal car insurance, but Uber will provide the $1 million liability insurance. Uber drivers are personal contractors and are responsible for gas, tolls, maintenance and taxes of the vehicle.

UBER RIDES Download the Uber app to your smartphone and register with a credit card. When you need an Uber, enter a destination and Uber will provide the nearest driver. You will see wait time, size of car (request small or large size) and price of trip. Also, you will see name, vehicle type and license plate of selected driver. GPS is used to track all cars, so a driver’s location is always known. No cash is necessary as the fee will automatically be charged to your credit card. Tipping is on a voluntary basis and not required. Drivers and riders can be rated to help weed out inappropriate conduct.

n 2013, before ride-sharing services were insanely popular, Marathon took pains to address its “passenger vehicles for hire” law. The council passed a law requiring taxi companies to register with the city, as well as registering vehicles and drivers. The taxi companies must register and pay $300 for a two-year license (each additional vehicle and each additional driver is another $50), show proof of insurance and a valid driver’s license. There is no background check. Currently, there are 13 companies registered to provide taxi service in Marathon and 53 registered vehicles. Mayor Dan Zieg said there is no current discussion about writing laws specific to ride-sharing. “I don’t see us doing that,” Zieg said. “I don’t have an opinion one way or another. My sons who live up north use the service, and they love it.” However, city staff is researching how other municipalities regulate taxi companies. As the law stands in Marathon, there is no mechanism for enforcement — code enforcement officers cannot pull over a taxi they suspect is operating illegally. Also, current Marathon law requires taxi drivers to have a business address, properly zoned, that would preclude most ride-sharing drivers. UBER FARES: Fares are calculated by adding a base fare (if applicable) + time and distance rates. Riders are also charged a booking fee ($1 or $2).

urrently, there is no ordinance addressing taxi or ride sharing services in Islamorada. Councilman Mike Forster said the village is waiting for Monroe County to implement rules and regulations. “If it looks good, we’ll follow suit and adopt their regulations. As far as I know, we have one Uber driver in Islamorada, and only one taxi driver who came from Key Largo to complain,” said Forster. “Until it becomes an issue, it’s not an issue. It makes sense to wait to see what the commissioners and councils decide.”

y day, Lieutenant Josh Peters works in investigations for Florida Fish and Wildlife Conservation Commission. By night he creates bright and bold art using nothing more than a Sharpie, ball point pen, and colored pencils. Peters said his love of marine fisheries is what makes his days on the water enjoyable. “I love where I am from, and I love what I do,” said Peters, a native Conch. Peters’ journey in art began at Key West High School, where a few of his early originals can be found on the desktops. It was while studying criminal justice at Florida International University that Peters began taking art classes. Before he knew it, he was hooked. Peters admits that he may not fit the mold of what some would consider fine art due to his choice of Sharpies. But it hasn’t stopped him yet. Having previously displayed his work at Shady Palms art gallery in Marathon, he now has work at the new Blue Mangrove art gallery located in the Morada Way arts and culture district. “Some people think you can’t blend with a Sharpie, but you can; it just takes a while,” said Peters. His marker masterpieces are conceived underwater as Peters casually observes. “My mind works in pictures, so if I see something that leaves an impression, I sketch it out with my pen and colored pencils,” said Peters. His “canvas” is airbrush paper. Peters says the thickness of the

paper stock keep his colors from running, and allows him to work over the same spot without worrying about bleed through. Once the outline is down, he lays color. From front to back, he uses his markers to add boldness. His choice of Sharpies comes with an important consideration − hue. “I can only make my subjects darker, never lighter again,” said Peters. His art takes time. According to Peters, one piece takes him roughly three months to complete. His most recent took 28 three-hour sessions. He finds inspiration in surprising places. He carries around an X-ray that shows the pierced skull of a loggerhead turtle, apparently the victim of a human attack. “It really spoke to me. I think of her swimming off with the shaft in her head. That’s one tough cookie,” said Peters. “Ultimately, we should remember that it’s not whether animals will or won’t survive, only if man has the will to save them.” Peters also draws inspiration from his family. His brother, Korey Peters, serves as a medic in the Army. Every time his brother has deployed overseas, Peters creates an original that includes an American flag. While he is proud of the patriotism it reflects, he said he always hopes he won’t have to create another. mong libations, there can only be one apex predator – the Shark Bite Punch. Made with passion fruit, mango, and coconut-flavored rums, this blend of fruit juice and flavor is as dangerous as they come. And much like the aftermath of a shark bite, a dark rum float mimics the effect of crimson tinted waters. The only man crazy enough to tame this beast is 22-year veteran bartender Sid Vandiver. Originally from Athens, Georgia, Vandiver arrived in the Keys aboard his sailboat 20 years ago. He never left. Vandiver has always loved adventure, and believes it’s always better to travel than to be a tourist. From sailing to surfing, Vandiver’s wanderlust has gotten serious. He’s spent time exploring South and Central America, and owns a second home in Costa Rica. He visits frequently — sometimes for leisure, othertimes leading lifestyle tours for other adventurers. When he isn’t traveling, he spends time with his two daughters. Vandiver’s refined skills performing bar flair have led to a few victories. PREPARING FOR HIGH WATER

County takes steps on sea-level rise in road projects

M

onroe County took several steps Jan. 25 to create a framework for dealing with county roads that need to be adapted to sea-level rise. This continues the county’s efforts at addressing climate change adaptation. At its January monthly meeting, the Monroe County Board of County Commissioners first adopted the final report of the “Monroe County Tidal Flooding Pilot Roads Project” for the Twin Lakes community in Key Largo and the Sands community on Big Pine Key. The board also approved moving forward with the design phase of road elevation and drainage projects in those two neighborhoods, implementing the report’s recommendations to help prevent tidal flooding. This paved the way for the board to approve a resolution setting an interim standard for determining the elevation of future county road improvement projects, to account for future sea-level rise. The board also directed the start of an analysis of all 300 miles of county roads to identify those at the greatest risk level of tidal flooding. The county is advanced in its planning for sea-level rise, said Sustainability Director Rhonda Haag, “despite the extra difficulty we have to deal with this issue due to our island-chain geography, low elevation of all roads and porous rock base.” Monroe County’s GreenKeys! Sustainability Action Plan estimated that 144 miles of county roads could be subject to nuisance flooding by 2030 under the Southeast Florida Climate Change Compact’s “low” projections of 3-7 inches of rise in sea level, and that 188 miles of roads may be exposed under the “high” scenario of 9 to 24 inches. The countywide road analysis will include updated data to provide better road elevation information. Current elevation data was collected by aerial methods in 2008 and can be off by up to 6 inches for road elevations in Monroe County. The new data will be obtained by more accurate ground methods. Because this new analysis may take 18 months, and the county needs to plan for elevation of roads now in the project pipeline, the request for the interim standard was necessary.

Monroe County decided to move forward with the pilot projects following the 2015 King Tides that led to flooding of more than 3 weeks in several neighborhoods in unincorporated areas of the County. King Tides occur annually in the fall, when the moon, sun and Earth are aligned to create gravitational forces that produce the greatest tidal fluctuations. The Twin Lakes community (Shaw Drive, Crane Street and Adams Drive) and the Sands community (Father Tony Way and the Avenues) were chosen because the impacts of those King Tides were among the highest. For Twin Lakes, the report recommended raising portions of the community’s roads 5 inches at a conceptual cost of $920,000. For the Sands, the report recommended raising portions of the roads by 11 inches at a conceptual cost of $2.63 million. — Contributed

ike Walsh grew up in New Jersey (though he tries not to admit it) just outside New York City. At a young age, he shredded as a competitive wake boarder and tried his hand at a few other board sports. After high school, he moved to Long Beach Island in South Jersey and started working in a surf shop. It was there that he met his wife; the two worked together for years before Cupid struck. In that time, he learned the ins and outs of operating a surf shop. After scouting the East Coast for the ideal place to call home, again it was time to migrate south. (He’s fairly accustomed to island life, however, having lived in Maui, Hawaii.) In 2006, the Walshes moved to the Upper Keys with the dream of opening their own shop. After a few years of dreaming, saving, and planning, the two opened Otherside Boardsports, 82758 Overseas Hwy., Islamorada. GABRIEL SANCHEZ

What are some board sports you grew up doing, and what do you ride now? Competitive wake boarding, snowboarding, surf, a lot of other sports as well, like mountain bikes – I raced motocross, and dirt biking. Now it’s mostly kite boarding and when it’s not windy, I hit the cable park. Who is your favorite board sport or extreme sports athlete? Kai Lenny. His family are extreme watermen from Maui. Even more than just his ability it’s his presence. He’s chill, positive and always has a smile. Even though he knows he’s great, he remains humble. Danny Hampson is also an insane wake skater – not only how he rides on a wake skate, but he can throw down on a wakeboard too.

Skate videos have always been popular among dedicated riders. Which is your all-time favorite? I like the older stuff. The skate company Girl’s Yeah Right video. The video used green screens to make the boards invisible; it was pretty cool. What is the most important lesson you would like to pass on to your kids? My son is my best friend. He’s my mini and does everything I do. I tell him to not take anything too seriously and not be afraid to work. Just be personable with everyone. What’s the gnarliest trick you’ve stuck? It happened when I was kiting in really large waves off Kanaha Harbor in Maui. I paddled out and go to drop in on the back side of a wave, until I looked down. I turned around to drop out and the next wave was stacking up behind it. So I was forced into it, and dropped into a 20 foot wave in Maui. It’s not really technical but there’s a lot of consequence. It gives you the same feeling. Who has encouraged you to pursue your dreams the most? My wife, hands down. She’s been with me since day one, we worked together for a lot of our years together. She is 100 percent my support and the reason I want to keep it growing. She’s the mastermind behind all of it; I’m just the janitor. What motto do you relate to consistently? Have fun. If you’re not having fun, you’re doing something wrong. Have any pet peeves? I have a bunch of them. Unappreciative or entitled people. Any phobias? Scorpions. I don’t do scorpions. Have any hidden abilities or odd talents? Nothing I can mention in the paper. Describe the perfect meal. I like simple. One of my favorite dishes is fish, rice and vegetables. Or like medium rare steak with a potato.

Which form of comedy is the best? One-liners. Toilet humor is good. Where is your favorite place to relax? I don’t know; I don’t get to do that. I’d say in a hammock. What is the simplest way to make a difference in the environment? Leading by example and education. If I can get other people to recycle their stuff or modify their way of life. What is your favorite movie and why? The Beach. It was idealistic at the time. When it came out, I was single and traveling. It just seemed ideal. If you could wake up with one special ability, what would it be? My son and I have this discussion all the time. We have it narrowed down to two: flying and having gills. Jersey gets a bad rap. What’s one positive thing about Jersey? It’s actually beautiful when you’re not near the cities. It has mountains and the largest pine forest in North America. Favorite music, band, or genre of music? Trent Reznor from Nine Inch Nails is ridiculous. You have a threemember wolf pack. Who’s in it? Moon, Matt, and my wife Shana. What’s your spirit animal? Probably a caveman.

STUDENTS SET THE STAGE Phantom set under construction

tudents of Coral Shores High School’s drama club have their hands full the next few weeks. In preparation for their rendition of “Phantom of the Opera,” they are building a 3,000-pound two-story revolving stage. “The stage is divided into three separate sets, and is the brainchild of retired engineer Bob Auer,” says English teacher and production director Michele Zofchak. Much of the set, expertise, costumes, and props for the show has been made possible thanks to donations. However, the drama club is still in need of contributions from the community to support the school’s most ambitious production ever, says Zofchak. Opening night is scheduled for Feb. 24, with following shows on Feb. 25, 26 as well as Mar. 3, 4, and 5. Tickets are $5 in advance, or $10 at the door. —Weekly Staff report

ocal nonprofit Florida Bay Forever has launched a “Speak Up 2017” campaign over fresh water. The campaign was created in response to the 2015 Florida Bay seagrass die-off and massive Lake Okeechobee discharges into the St. Lucie and Caloosahatchee estuaries. While south Floridians watched the destruction of their natural resources, an uprising of local environmental groups rallied to make their dissatisfaction heard.

Speak up for fresh water More than 37,000 citizens across the state signed the Now Or Neverglades Declaration at www.noworneverglades.org which states the “support of the 200-plus scientists who believe that increased storage, treatment and conveyance of water south of Lake Okeechobee is essential to stop the damaging discharges to the coastal estuaries as well as allow more fresh water to reach the Florida Bay.” The Speak Up 2017 campaign asks people to act on this declaration by making a weekly commitment to phone legislators directly about the need to get more fresh water to the Florida Bay. Senate president Joe Negron promises to introduce a bill in the upcoming weeks detailing the purchase of land in the Everglades Agricultural Area for the purchase of a reservoir and he needs support from constituents, senators and representatives to get this bill passed. Citizens can take action immediately by calling local policymakers with this simple message: “I am concerned about the Florida Bay. I help build sets for the drama club. This is important to me because it gives me the opportunity to practice using tools and building. Who has been your biggest inspiration at CSHS and why? The person who has been the biggest inspiration to me has probably been my math teacher, Mr. Hughes. He has always gone above and beyond to help me. What class do you think has best prepared you for life after high school and why? I think that my building construction class has best prepared me for life after high school because it allows me to practice the skills I will need to be an electrician. Instagram or Snapchat? Cooking up a surprise Young entrepreneur and aspiring baker Lola Yong entered the Key Largo cook-off using a slightly modified shortbread recipe from the Bouchon Bakery, created by chef Thomas Keller. After winning first place in the Junior Division, she took a picture of herself with the trophy and included it with a letter of thanks addressed to him at his famous restaurant, The French Laundry, in California. What are the biggest challenges facing the Keys? What would you do to meet these challenges? The biggest challenge facing the Keys is definitely the environmental problems we have. I would participate in beach cleanups and stuff like that.

The “Calusa-Keys-Cuba” connection is the subject of a seminar on Wednesday, Feb. 8 at Keys History & Discovery Center, MM 82. NEW PEDESTRIAN BRIDGE OPENS IN KEY LARGO

T

he last piece of a shared use path in Key Largo is open for business. On Jan. 20, officials cut a ceremonial ribbon to open the new pedestrian bridge over Marvin Adams Waterway, allowing users to avoid U.S. 1 as they cross the waterway. Among the attendees to witness the official opening of the bridge at mile marker 103.7 were walkers, joggers and bicyclists. “We are so happy this bridge is done,” said Key Largo resident Marty Fritch, who was out for a morning bicycle ride with her husband, Don. “It always felt so dangerous riding over the bridge on U.S. 1, especially in the turn lane. This makes it really safe.” The bridge completes the U.S. 1 Shared-Use

Path, which runs from about mile marker 100 to 106 on the bayside. “This is beyond our dreams how the path and now this bridge all came together,” Key Largo resident Dottie Moses said. “I bike it every day. … It is one of the nicest things we’ve ever seen in Key Largo.” The pedestrian bridge cost $985,000. A Florida Department of Transportation grant funded $475,000 of the project. Sheriff announces next citizen’s academies The Monroe County Sheriff’s Office will be holding its next Citizen’s Police Academies starting the week of March 6 through graduation the week of April 12. In the Lower Keys, classes will meet at the Sheriff’s Headquarters building on Stock Island. The classes will take one night a week from 6 to 9 p.m. including one ride-along with a deputy. Help in the water LAW ENFORCEMENT DIVE TEAMS TRAINING, WORKING TOGETHER

S

tate dive team members are training with Keys law enforcement dive team members. The Florida Fish and Wildlife Conservation Commission is part of the Joint Agency in-Water Strike (JAWS) team, a partnership with Florida State University Panama City, Bay County sheriff and Panama City Fire Department. Florida State has the equipment but not the staff for a team like JAWS, which specializes in water-based criminal investigations. Law enforcement agencies, like the FWC, have the staff but not the equipment. Through the agreement, FSU Panama City dive instructors have trained FWC dive teams and given them access to equipment, which kickstarted the agency’s now-thriving dive program. The FWC now has three fully functional dive teams, in the South Bravo, Southwest and Northwest regions. FWC South Bravo dive team members will train and cooperate with the existing Monroe County Sheriff’s Department Dive Team and the Key West Police Department’s Dive Team to provide public safety dive team services. The FWC dive team could be called in to do anything from finding a discarded weapon, investigating offshore incidents, a plane crash, diving accidents or body or evidence retrieval.
