n November 28, 2016 I joined the medical community at Lower Keys Medical Center, and the community of Lower Keys. Is local gridlock costing us?

The Keys are congested, and unlike the common cold, this congestion is not going away. Undeniably, Keys residents and tourists are fed up with the seasonal influx of cars, the bumper-to-bumper traffic and high cost of taxis. Public sentiment is growing for a solution to the transportation infrastructure and crying out for ridesharing services. According to a Key West city report by Mary Bishop called “Toward Car Free Key West,” traffic congestion is listed as the No. 1 complaint by residents; 82 percent of tourists are arriving with a vehicle. While being totally “car free” is not likely, a solution could lie in allowing popular Transportation Network Companies or TNCs — like Uber and Lyft — to step in and bear the burden of personal transportation. Ride sharing, now popular in all major U.S. cites, is the modern movement of green-ish transportation. Around the country, TNCs’ rates are significantly lower than regular taxi rates. No one, including city leaders, wants to push out friends and neighbors who are professional taxi drivers. But the picture is becoming much more complicated. Some locals are driving themselves rather than paying taxi costs. And consumers of the $2 billion Keys tourist industry have expressed surprise at the lack of modern ride sharing. Reticence for allowing TNCs within city limits is about regulations. If taxis have to be licensed and pay taxes, shouldn’t a TNC? And what about background checks for drivers, and vehicle inspections? How much should drivers be insured for, when personal auto insurance doesn’t cover a car for hire? Different TNC companies have different regulations. Should Keys municipalities create uniform restrictions? If so, the time is now.

he Florida legislature is about to make a statement on the legality of TNCs with upcoming bills SB340 and HB221. Come spring, state legislators could enact laws which will supersede any local ordinance or law and allow TNCs on the streets, subject to regulations written by the state, and not local municipalities. Without any grandfathered laws, Keys officials may not have a say about how TNCs operate within county or city limits. While ride-sharing doesn’t seem to be a big issue for unincorporated Monroe County, it’s somewhat a concern in Marathon, and a big issue in Key West. “There needs to be some leveling of the playing field,” said state Rep. Holly Raschein. “Everyone needs to come to the table. Taxis need to modernize and ride sharing companies need to compromise with the needs of the cities.”
urrently, the county has 322 taxi business licenses on the books — but this is more accurately a tax. The $22 fee is paid to the Monroe County Tax Collector. There are no other rules on the books in Monroe County governing how taxis operate or background checks for drivers. The Board of County Commissioners raised the issue at its December meeting. County Attorney Bob Shillinger said the county has the authority to limit taxi numbers, rates and fees in the unincorporated county. Other than directing staff to work with the Tax Collector on how to register ride-sharing drivers, the board decided to hold off until the state weighs in.
enying ride-sharing is not good for our economy, locals or tourists,” said Key West Commissioner Sam Kaufman. “Locals would have a cheaper way of accessing downtown without having to pay to park, and without a car they may use the circulator bus more around town. Also, we may not need to spend millions building not one but two parking garages in old town. And for the tourists, having to rent a car daily could affect (whether) they pick the Keys for their vacation.” Vehicle-for-hire taxi licenses have been limited, costly and hard earned by Key West taxi companies and drivers. Resident drivers have dominated commissioner meetings, expressing their heartfelt opposition to new, outside competition. City regulation on vehicle-for-hire licenses has always safeguarded the taxi profession but conversely has also allowed a monopoly on taxi costs. “I have an issue with piecemealing our transportation plan,” continued Kaufman. “Since when have we allowed Tallahassee to influence our decisions?” Kaufman’s concern is putting regulations for TNCs on the books now to help with the eventual introduction and regulation of ride sharing companies in Key West. From Stock Island to Key Largo, ride sharing is legal and largely unregulated. Maybe it’s time to stop the gridlock, from every angle. Currently, there are 72 taxis, 10 vans, and 12 limos operating in Key West. Taxi companies reportedly pay $200,000 per medallions traded in the private sector, and $125 for each vehicle per year. Every two years, Key West Commissioners assess the supply and demand of taxis and award new rights via a lottery. It’s difficult to know how to protect the “property rights” of existing taxi companies in the face of such a technological sea change. It’s not unlike the death of Blockbuster brought about by Netflix.

UBER DRIVERS: Uber drivers must be 21 years or older, have a valid driver’s license, submit to a criminal background check, and have no history of major accidents or any DUIs. The vehicle must be a newer model car, inspected (Uber will provide its own inspection form and, in certain cities, Uber inspection sites). Drivers must have proof of personal car insurance, but Uber will provide the $1 million liability insurance. Uber drivers are personal contractors and are responsible for gas, tolls, maintenance and taxes of the vehicle.

UBER RIDES Download the Uber app to your smartphone and register with a credit card. When you need an Uber, enter a destination and Uber will provide the nearest driver. You will see wait time, size of car (request small or large size) and price of trip. Also, you will see name, vehicle type and license plate of selected driver. GPS is used to track all cars, so a driver’s location is always known. No cash is necessary as the fee will automatically be charged to your credit card. Tipping is on a voluntary basis and not required. Drivers and riders can be rated to help weed out inappropriate conduct.

n 2013, before ride-sharing services were insanely popular, Marathon took pains to address its “passenger vehicles for hire” law. The council passed a law requiring taxi companies to register with the city, as well as registering vehicles and drivers. The taxi companies must register and pay $300 for a two-year license (each additional vehicle and each additional driver is another $50), show proof of insurance and a valid driver’s license. There is no background check. Currently, there are 13 companies registered to provide taxi service in Marathon and 53 registered vehicles. Mayor Dan Zieg said there is no current discussion about writing laws specific to ride-sharing. “I don’t see us doing that,” Zieg said. “I don’t have an opinion one way or another. My sons who live up north use the service, and they love it.” However, city staff is researching how other municipalities regulate taxi companies. As the law stands in Marathon, there is no mechanism for enforcement — code enforcement officers cannot pull over a taxi they suspect is operating illegally. Also, current Marathon law requires taxi drivers to have a business address, properly zoned, that would preclude most ride-sharing drivers. UBER FARES: Fares are calculated by adding a base fare (if applicable) + time and distance rates. Riders are also charged a booking fee ($1 or $2).

urrently, there is no ordinance addressing taxi or ride sharing services in Islamorada. Councilman Mike Forster said the village is waiting for Monroe County to implement rules and regulations. “If it looks good, we’ll follow suit and adopt their regulations. As far as I know, we have one Uber driver in Islamorada, and only one taxi driver who came from Key Largo to complain,” said Forster. “Until it becomes an issue, it’s not an issue. The annual culinary competition brings out the crème de la crème, raising money for Monroe Association for ReMARCable Citizens (MARC House), a nonprofit which provides life services for adult developmentally challenged Florida Keys residents. “Better Than Sex will be back this year, and they are one of my favorites,” said MARC Board Member Jo Socha, who has been to the past three events. “MARC House means so much to the community that it helps; the clients are such an important part of our community and this fundraiser is huge to help support their services.” The event brings in around $45,000 annually for services for the 85-plus Keyswide clients at MARC House – housing, transportation, medical support, and community inclusion, to name a few.

Key West had an outstanding showing of 3,000 marchers in support of human rights, women’s rights and basic equal rights. Michelle Dravis Finds Her Rhythm SUSANNE EAST-BROOKE www.keysweekly.com
A
born singer, Michelle Dravis grew up in Virginia Beach and goes by the motto "it's not about the mistake, it's about the recovery." Her mom, a piano teacher, encouraged her to play piano when she was little, but it didn't hold her interest. By third grade she tried flute, but barely made last chair. She finally found her first musical success in the church bell choir where, as she says, she was "prescribed middle C and managed to not get kicked out". Michelle pursued music through high school and by her senior year she evolved into a classically trained singer earning top scores at state competitions.
Her first guitar was a 1968 Gibson B25 Sunburst that her mom got her for $300, and she began learning songs like Expose's “Seasons Change.” She went on to sing in a Top 40 funk band in Virginia Beach called Somethin' Special, where she was affectionately nicknamed "Rhythm-less Nation" for her “interesting” musical interpretations. Artists like Jennifer Holliday used Somethin' Special as a backup band when in Virginia Beach. In the early 1990s her mom and dad (a former Navy Seal) moved to Big Pine Key and Michelle soon followed. She met Phil Sampson, who helped her get her first solo guitar gig at Little Palm Island, where she still plays today. But Michelle really wanted to pursue her music education, so she took an improv class at FKCC with Franko Richmond called "Piano Dreams," and that's where she met Meri-Lynn Britz of the "Key Lime Pie Band" and owner of Coconuts Bar on Big Pine Key. Michelle also started taking guitar lessons with Robert Douglas (future love interest, as it turns out) who showed her song forms, taught her how to be on stage and also made her sleep with a metronome "to learn where the 'one' is." Robert noticed Michelle had an affinity for keyboard and encouraged her to pursue it. They wound up playing together at Meri-Lynn's Coconuts Bar with a set list that included the Allman Brothers, Santana, and Creedence Clearwater Revival.

ur Sunday brunch is very, very busy," said server David, while making mimosas during a weekly lunch at Azur. "Our mimosas are popular and the locals love coming here for them." The most popular mimosa varies, but he said the pureed watermelon and lime juice mimosas are an easy sell, especially since the purees are made in house by their resident vegan bartender. David moved to Key West a year and a half ago, chasing warm weather after leaving Philadelphia. "I loved it here 20 years ago and couldn't wait to come back." He started at Azur as soon as he moved into town and said the Key Lime Pie French Toast at the restaurant is to die for. The Texas toast is grilled in vanilla custard, key lime pie, and a wild berry compote.

LIVING AVIATION HISTORY Vintage aircraft coming to Marathon
F
or fans of vintage aircraft, this is the place to be for the next couple of weeks. Four World War II vintage airplanes – three bombers and a fighter – will arrive next week in Marathon. Soon after, a plane that defined luxury in the 1920s – and that has had cameos in movies spanning decades (with stars Jerry Lewis in one and Johnny Depp in another) – will touch down. The Collings Foundation’s 110-city Wings of Freedom tour will bring a vintage Boeing B-17 Flying Fortress, Consolidated B-24 Liberator, North American B-25 Mitchell and P-51 Mustang to the Florida Keys Marathon International Airport from Monday, Jan. 30 to Feb. 2. In mid-February, the Experimental Aircraft Association’s (EAA) immaculate 1929 Ford Tri-Motor will arrive as part of a national tour, offering an opportunity for passengers to experience flight aboard the world’s first mass-produced airliner. The Tri-Motor or the “Tin Goose” was first built by the Ford Motor Company in the late 1920s. EAA’s Ford Tri-Motor was constructed in 1929 and has an intriguing history, with roles ranging from service as Cuban airliner to extensive background fighting forest fires while transporting smoke jumpers. The aircraft also made a celebrity appearance in two major movies—1960’s “Family Jewels” starring Jerry Lewis and 2009’s “Public Enemies” starring Johnny Depp.
EAA’s Tri-Motor can carry up to nine passengers at a time, and every seat has a window. Passengers are encouraged to bring a camera to record and share this experience. Tickets purchased in advance are $70 for adults; walk up tickets are $75 and $50 for children 17 years old and under. The aircraft will visit Marathon from Thursday through Sunday, Feb. 16-19. The World War II aircraft tour is scheduled to arrive at noon on Monday, Jan. 30, departing after noon exercises on Thursday, Feb. 2. “M
urder For Two,” playing at the Red Barn Theatre, is a mesmerizing, delightfully implausible, old-fashioned good time. Imagine a full-production play with a dozen characters and musical score, but only performed by two actors. The charismatic leads are the playwright himself, Joe Kinosian, and Noel Carey, who bring to life the full-fledged musical comedy whodunit murder mystery all on their own. The actors command every inch of the stage in a precisely choreographed off-kilter comedy that is as inventive as it is entertaining. Understanding the cadence of the play takes a few minutes, but after the rhythm reveals itself, settle back and enjoy the show. Policeman Marcus Moscowitz, an overly enthusiastic wannabe detective played by Noel Carey, bumbles through a murder investigation of a high profile novelist while surrounded by a variety of suspects. Each suspect, with distinct visible and character traits, is portrayed by the talented Kinosian. With comedic timing and physical comedy comparable to classic John Cleese, Kinosian instantaneously switches from a ballet dancer to an un-bereft widow, a wily psychiatrist to a falsetto teenage girl. His skill at creating believable, humorous characters is downright convincing, fascinating and a joy to watch. It’s as
if Carey is the maypole that Kinosian dances around, weaving rapid-fire plot and suspense. Both actors take turns at the piano and burst into song underscoring the play’s layered skill and masterly production. Opening night in Key West was Kinosian’s 569th time performing his hit “Murder for Two.” He has been performing and reworking the play since 2009. It has been produced around the world, and the biggest difference among venues, Kinosian said, is “adjusting to the size of the stage, which is always a challenge.” He is referring to The Red Barn Theatre’s most endearing quality, the intimacy between stage and audience, which Kinosian seamlessly mastered. “Murder for Two” has been called “Ingenious!” by the New York Times. beauty. “Let’s create a conversation that moves away from ‘I'm so fat,’ ‘I'm too thin,’ and ‘I don't look good enough’ to ‘I have purpose’ and ‘I am worthy of love and respect,’ and ‘I have so much to offer,’" said Deborah Lippi. Girls aged 12-18 are invited to “Embody Love,” a workshop aimed at self-acceptance, on Saturday, Feb. 4 from 10 a.m. to 1 p.m. at The Green Pineapple Wellness Center on 1130 Duval St., Key West. Facilitated by Lippi, founder of the wellness center, the workshop will gently guide teens in changing the way they feel, think and speak to themselves and others about their body image and beauty. "Imagine a world full of inspired, strong, empowered girls and women, each embracing their self-worth and that of one another, without limits or conditions,” said Lippi. “This is what we’re after.” Self-worth and body acceptance are national issues that start as young as 6 years old. According to 2016 statistics from the U.S.
Department of Health and Human Services and the National Association of Anorexia Nervosa and Associated Disorders, more than 53 percent of teen girls feel they should be on a diet or already are, and more than 42 percent of girls in first through third grade want to be thinner. Embody Love is an international movement created to help shift this, offering opportunities that challenge self-beliefs and strengthen resources to help maintain healthy relationships women and girls have with their bodies and the world. “Teens will be given the opportunity to see themselves and their peers through new lenses, ones that do not condition love based on external appearance or limit worthiness to a particular waist size,” said Lippi, a former counselor for over a decade at St. Mary’s Star of the Sea School. She completed “Embody Love” facilitator training in England last summer. The workshop exercises include dismantling the “beauty myth” found in the media, an exploration of tools that help change the conversation from criticism to kindness, ways of seeing and experiencing self-worth from the inside out, and a yoga practice that will lead teens into body acceptance. The workshop will conclude with a tea party for the participants. Though the workshop is free, donations are appreciated to help promote future workshops. here’s something about a perfectly seasoned pig that’s been roasting all day in La Caja (box). There’s also something to be said for 15 boxes of them cooking on the back property of St. Mary’s Basilica school grounds. (And, 10 donated kegs of cold Islamorada Beer Company brew!) The annual Rock and Roast event is made up of three parts — delicious Cuban cuisine, live entertainment and a silent auction. Highlighting Café Sole Chef John Correa’s roasted pork, grilled chicken, black beans and rice, yucca, and a wide variety of homemade desserts, the event is music to the ears and taste buds. Especially when the tunes from local favorites like Larry Baeder, The Bubba System and The Doerfels round out the evening. “I am really looking forward to the Doerfels returning,” said Basilica Principal Robert Wright. “Last year, it was a monsoon and we missed them because of the rain, so I can’t wait for them to really jam out. The bands, including Larry Baeder and The Bubba System, are so good to us to donate their time to help us.”

Running from 4 to 9 p.m. on Saturday, Feb. 4 on the St. Mary Star of the Sea school grounds, the event also features one of the island’s largest silent auctions. Kids’ activities will also be available, including face painting, a balloon artist and pony rides. “It’s such a great atmosphere,” said Doria Goodrich who graduated high school from St. Mary’s and whose children are middle school alumni. “The guys hang out all day cooking — it’s true togetherness, true camaraderie — to pull this event together.” Tickets can be purchased at the school. They are $20 in advance and $22 at the gate for admission and dinner. Tickets for teenagers are $12; for 6- to 12-year-olds, $5, and free for children 5 and under. The $50 tickets include meal and open bar.

No. While growing up here has been great, I hope to see the rest of the world and settle in the “real” world.

Honoring those loved and lost On Sunday, Jan. 22, the Crooks Annual Second Line marched up Duval Street in Key West once again. Benefitting The Bahama Village Music Program, this free annual event celebrates the lives of those who are loved and lost. Begun in 2015 after Key West lost the world class drummer Richard Crooks, the traditional New Orleans second line send-off was attended by hundreds. The event became an annual event in 2016, in memory of Richard’s mother-inlaw, Nancy Robinson. Participants in the third installment of the parade danced and marched from The Hog’s Breath up Duval to the Green Parrot, with performances along the route.
