arathon’s affordable housing task force is in possession of the final draft of the housing study it commissioned from FIU. It appears to generate more questions than it answers.

“It’s a good baseline document. What’s missing is what we want to do policy-wise to address these issues. And there are some holes in the data that we have to fill in locally,” said Jeff Smith, a taskforce member.

force, and city staff, “homework” on 19 specific subjects ranging from the tiny homes concept to how the mix of affordable housing is needed (one-, twoor three-bedroom) and financing projects with the use of tax credits. Among the presentations Mothner requested was one on plans for the Marathon Manor property from School Board Member Capt. Ed Davidson, who is also a member of the Monroe County Affordable Task Force. Each member will make a very short presentation on the assigned topic at a public workshop set for Wednesday, March 16 at 5:30 p.m. at the

Marathon Fire Station. After the workshop, the taskforce will meet again to decide policy recommendations for the Marathon City Council.

The finalized study repeats some of data called into question by city officials who saw the draft — specifically, the loss of 1,444 units in recent years.

City officials say they can account for the loss of about 10 percent of the total but say, on the whole, that number is a “statistical anomaly.” (See sidebar for other study findings and city data.) The study’s findings were based solely on data derived from such sources as home sales, income statistics, and census and appraisal figures dating back to the year 2000 in some cases.

“My issue [with the study] is that it’s based on information that is old,” said Melissa Grady, a taskforce member.

Mothner said there is no rush and the process may take longer than the 90 days he anticipates.

“There are philosophical questions to answer in the next 90 days,” said Mothner. “In two weeks we will have a workshop, then another meeting, then another workshop.”

He also cited affordable housing projects currently underway in Marathon.

“That will hold us for a year,” he said.

Although the meeting was primarily to discuss tactics, some speakers gave hints about what policy changes may be in the future. Mayor Mark Senmartin revealed he had a very positive exchange with state officials regarding possible funding mechanisms with increased flexibility. Marathon Councilwoman Michelle Coldiron asked about tax credits or waiving fees for developers who agree to provide affordable housing.

Municipalities join conservation; policy-making begins

he Monroe County Workforce Housing Committee met Feb. 19 in Marathon — it’s first inter-governmental gathering that included officials from Key West, Islamorada and Marathon. About two-dozen officials formed a rough circle to give reports on current affordable housing conditions within their jurisdictions, as well as discuss solutions. The meeting was open to the public and many citizens also voiced concerns and offered suggestions.

The meeting was facilitated

by Robert Jones of the Florida State University’s Consensus Center, the same entity that prepared a detailed “stakeholder assessment” report about the issue in April of 2015.

Key West’s Planning Director Thaddeus Cohen, the former secretary of the state Department of Community Affairs (DCA) under Governor Jeb Bush from 2004 to 2007, said he’s exploring some new avenues to develop affordable housing.

He suggests policy changes that would allow him to bring a block of affordable housing permits forward all at once, rather than allotting a certain number every year until 2023 as outlined by the state.

“If we pool those, it will allow developers to aggregate [permits] to do projects of size.

Economies of scale will drive down construction costs,” Cohen said.

He also suggested loosening parking requirements and density requirements to appeal to developers.

George Garrett, the planning director for Marathon, said one of the city’s challenges is retaining affordable housing that is not deed restricted. He said about 50 percent of homes in Marathon were built before 1975, the year floodplain restrictions were put in place.

“Those will probably be redeveloped in the next few years, and finding ways to preserve the affordability of those units is important,” Garrett said.

Islamorada Planning Director Cheryl Cioffari outlined the village’s position, noting the council recently allowed caretaker cottages up to 1,500 square feet to be deed restricted. She said the village has 37 unused allocations for affordable housing and allocated two permits last year.

“There’s not a strong desire to develop affordable housing in Islamorada,” she said. “Feedback on the length of the deed restriction [years before house can be sold at market rate] is that investors will not see a return.”

Monroe County’s Senior Director of Planning Mayte Santamaria reported on the county’s position. She said the county has a pool of 220 unused allocations and a total of 700 to

be used before they expire in 2023. Some of those affordable permits have been promised to Marathon for projects that are still pending.

Various citizens offered suggestions and anecdotal data.

Monroe County School Board Member Bobby Highsmith said that 15 new teachers were hired in 2014, but only one of those returned the following year due to housing costs. David Dipre of the Florida Wildlife Commission and Marianne Benvenuti of the Guidance Clinic also cited high employee turnover rates.

Members of the public suggested policing homes violating vacation rental law and depriving communities of affordable housing, and also building developments specifically for seniors who might vacate a Keys home to live in the facility, increasing the stock of available affordable housing.

Monroe County Mayor Pro Tem Heather Carruthers, although absent, forwarded discussion items for the taskforce.

For example, should the cities and county come up with a consistent income requirements to qualify for affordable housing? Should the number of years a property is deed restricted be consistent?

Key West developer Ed Swift had some specific ideas, too.

First, he wanted to make city planning directors full members of the taskforce. He also suggested striking the words “deed restricted” from the collective vocabulary.

“Either take out the language or make the deed restrictions last forever, in perpetuity,” he said. Swift said it is more advantageous to own the land under affordable housing on a longterm lease and then subsidize the project with cash to make the development more attractive for investors.

“You cannot build median or low-income housing without a subsidy,” Swift said. “And, if you don’t identify a funding source you will never build it.”

The City of Key West, Islamorada and Marathon followed up the county roundtable gathering with meetings of its own this week.

athered around two tables at the well-lit room at Marathon Senior Center on 33rd Street, several poker players bring their game faces for the intense, (not really), Texas Hold ‘em games. The buy-in is $3, and the most someone can win is $10 — a legal “penny ante” game by Florida gambling rules.

“We check people for knives and guns when they enter,” the players joked, while offering to buy drinks of Ensure to under-50 guests who dropped by.

But they don’t usually need to ask for legal ID as most players range in age from 50 to 93 years old.

“A lot of us don’t even know what we are doing,” said 71-year-old Bud Wright, scooping up his chips after winning another round. He accidentally

showed his cards before the fifth card was down on the table. “And, old people are easy to bluff.”

The social club meets Mondays, Wednesdays and Fridays at 12:45 p.m. Games start at 1 p.m. And, fun is what they have.

The zingers kept coming one after the other for the hour-long game. In season, they have as many as three tables running, and continue playing as long as people are in town.

“We usually can’t even remember if it’s our turn or not,” Wright says, nudging the player next to him to wake up. He really wasn’t sleeping, but did miss that it was his turn with perfect comedic timing.

At the other table, Mike “Patch” Balloy has been playing since he was old enough to read numbers. Now visually impaired, the other players, like 91-year-old Shirley, and 93-year-old Larry, help him out by reading the numbers and suits out loud and placing the

n Tuesday, the Marathon City Council approved expenditures of $446,769 to fortify the wastewater system. The city plans to buy a new sludgehauling truck for $218,224 and entered into a contract of $228,545 for design services on a new filtration system for plants in areas 3 and 4. Both expenditures will be paid for by the $17 million Mayfield Grant from the state, according to Utilities Director Dan Saus.

The truck will have a variety of uses, Saus said.

“When there’s a backed up lift station or vacuum pit, we are at the mercy of contractors. It’s an untenable situation when you have sewage on the ground and no way to pick it up,” Saus said. He said the truck can also be used to move sludge from one plant to another because only certain plants are certified to use the dewatering centrifuge. City Manager Chuck Lindsey told the council contractors charge about $1,000 per call.

The filtration design contract was awarded to Weiler Engi-

neering. The entire project is set to cost more than $1 million.

Eventually, new systems will be designed for the other plants, but the City of Marathon is under pressure to fix problems at plants 3 and 4 from the state Department of Environmental Protection, arising from issues discovered last year.

In other news: • The Marathon City Council approved a six-month extension on the financial services provided by Bishop and Rosasco accounting firm. The contract, already extended once, was set to expire on March 30.

Council expressed continued support for hiring an in-house accountant.

• The plans for the trail on Aviation Boulevard are complete and staff is reviewing them.

• The city hired an outside firm to install 16 fire hydrants for $141,600.

• The city approved a permit for the Keys 100 Ultra-Marathon to pass through the city on May 21. Capt. Gene Thompson said the annual race poses no traffic concerns.

A neon cornhole tournament will be held on Saturday, Feb. 27 at 7 p.m. at Marathon Community Park. Cornhole is a game where two-person teams throw beanbags at boards with a hole at the top. The goal is to get more bags in the hole or on the board then the opponent.

They do this by supporting the many seasonal programs, activities, and events the refuges offer: Camp Run-A-Muk, a three-day adult “summer” camp held in January for residents; Rockin’ Refuge Rangers programs for kids on Saturdays during February and March; and family-friendly walks and programs in the summer. All of the programs are free as a consequence of FAVOR’s support.

“Typically the National Wildlife System is not richly funded so the refuges rely on their friends groups like FAVOR for additional funding,” says author and designer Nancy Chatelaine, a FAVOR volunteer who manages the Key Deer Bookstore, FAVOR’s major fundraising effort.

They also rely on the dedication of its members to help sustain advocacy. FAVOR president Robert Keeley joined the refuges’ friends group 16 years ago to combat marine debris with allies after a life-changing experience with a loggerhead sea turtle he’d found in distress that eventually died from ingesting plastic.

“It was the most plastic Richie Moretti (from Marathon’s Turtle Hospital) had ever found inside a turtle, including a tooth brush, several pens, bits of plastic bags, a bag with tape, the insole of a shoe ... and lots of less identifiable plastic and rubbery bits that filled the turtle’s digestive track and starved it to death,” says Keeley.

Local woman applies for coveted spot

he didn’t see the movie “Gravity,” or “Apollo 13.”

She stays away from “fake” space, and has had her eye on becoming an astronaut since as old as she can remember. Dr. Katie Pridemore, the assistant professor of mathematics at Florida Keys Community College, meets the height requirement and experience needed for the application, so after friends kept sending her the link saying, “Katie, this is you,” she grabbed a pack of her favorite freeze-dried astronaut ice cream and filled it out.

“It’s pretty crazy,” she said, adding she checked with FKCC about job security because she has an eight-in-6,000 chance of joining NASA in Houston. “I might not have a chance, but I have to try.”

Pridemore attended an engineering, science, and technology magnet school and said one of her best, young memories was speaking with actual space mission astronauts. “Being an astronaut has always been front in my mind,” the University of Central Florida Ph.D. said.

After watching the 1986 movie “Space Camp,” she begged her parents to send her to real Space Camp in Cape Canaveral, hoping she might accidentally be sent up on a mission. She went to camp, but never made it on a mission – yet.

Pridemore not only meets the on-paper requirements, but the local endurance athlete is training for her first 12-mile Swim Around Key West in June, finished her first full marathon at SOMO is October, and has completed two Olympicdistance triathlons and eight half marathons. When she sets her mind to something, she

accomplishes it. Her biggest accomplishment yet: “runstreaking.” She has successfully run at least one mile every single day for 415 consecutive days and counting — through bouts with the pneumonia and the flu.

“They have treadmills in space, I looked,” she said.

If selected, a move to Huston would be in her future. “My husband, Adam, asked me what would happen if I did get selected and never actually went to space,” she said. “I wouldn’t mind, I would learn so much and get to really put my math background to the test.”

When asking her threeand-a-half-year-old son Teddy about mom’s plans, he said he didn’t want to be an astronaut, just a pirate. She also has an 18-month-old girl, Jolene.

“My biggest concern would be being away from my family,” she said. “But, they are all very supportive of this dream of mine. And, going to space doesn’t scare me at all.”

Training would take about four years, in apparatuses nicknamed “The Vomit Comet,” before she would even see the option of going to space. “If NASA contacts you,” she said in a Facebook post, “please let them know how awesome I am, and that being an astronaut is seriously what I was meant to do.”

As for the astronaut ice cream, she just learned it’s not a real thing in “real” space.

Kids refuge programs set for Saturdays The National Key Deer Refuge is initiating a series of free, kid-friendly, nature-oriented programs on Saturdays from 9:45 a.m. to noon meeting at the Key Deer Refuge Visitor Center in the Winn Dixie Shopping Plaza on Big Pine Key. The Real Keys Waterfront Dining Experience

n Saturday, March 12, divers and snorkelers in the Upper Keys will compete in the fourth annual REEF Winter Lionfish Derby to remove as many lionfish as possible in a single day. The teams who bring in the most lionfish, the biggest lionfish, and the smallest lionfish will be rewarded with cash prizes.

Hopes are high for the derby, organized by Reef Environmental Education Foundation (REEF). Divers removed 99 lionfish in a single day during last year’s event. Since the beginning of REEF’s lionfish derby program in 2009, teams have removed more than 16,100 lionfish from South Florida waters.

Invasive lionfish are voracious predators from the Indo-Pacific that threaten Florida’s marine ecosystems. More than 100 species of native fish and invertebrates have been found in lionfish stomachs at very high volumes. Defended from predators by 18 venomous spines, lionfish rule the reefs and reproduce as often as every four days, year round. Though lionfish may seem unstoppable, local control is proving to be highly successful and divers can significantly reduce local populations with regular removals.

City hosts free fishing clinic for kids The City of Marathon Parks and Recreation Department is offering beginning anglers, ages 4-14, a free introductory fishing clinic on Saturday, March 5 from 9 to 11 a.m. along the shoreline behind city hall, between 98th and 99th streets. All equipment, bait, and instructors will be provided. Beginning fishermen will be taught how to cast, bait live shrimp, and hook removal.

Your home has a greater chance of standing out from the crowd in the winter months, December through March. In the summer, you have to compete with other sellers looking to lure buyers expecting deals.

To be sure, sales trends are different among colder and warmer states. And summer is often a more ideal time for families with young children to plan moves before school starts. However, you may be overlooking another group of buyers, Jaeger said.

“During the summer, buyers look like families. In the winter they look like investors,” he said.

Sellers often are able to ask more for their homes in winter, Jaeger said. A study by online brokerage firm Redfin found average sellers earn above their asking price December through March than they do in the summer months. In addition, in winter months a home is on the market for a national average of 26 days, compared to 33 days in non-winter seasons, according to Redfin’s data.

There’s a certain ecosystem to the home buying process, which includes realtors, home inspectors, appraisers, the title company and the bank processing the loan. That ecosystem is tense when activity is the busiest, Jaeger said. In peak buying season, there’s overwhelming demand to process transactions, with potentially an overwhelmed system for processing them.

What organizations and activities are you involved with at MHS and why are they important to you?

I am in Academic Challenge and it teaches me to think faster and harder.

Who has been your biggest inspiration at MHS and why?

My biggest inspirations at MHS are teachers Sarah Maschal and Lynn Cox. Ms. Cox has been my science teacher since freshman year and she pushes me to the best student that I can possible be. Ms. Maschal has not been my teacher, but she knows about my interest in marine biology and has invited me to SeaCamp for the past two years, which I very much appreciate studying.

What class do you think has best prepared you for life after high school and why?

My AP Biology class has definitely prepared me for college. It is the hardest class I have ever taken. Although I struggle, it keeps me working my hardest and prepares me for many sleepless nights of studying.

What advice would you give to a freshman entering high school?

High school is going to be hard and there are times when you will break down and cry.

But you must remember that it is all worth it in the end when you get that diploma.

What are your plans after high school?

I plan to go to either University of Florida or Florida Gulf Coast and to major in biology.

More actual newspaper headlines Sometimes one wonders how these editors kept their jobs…

F

ormer Marathon City Council Member Marilyn Tempest sent me an email this week that not just featured these actual newspaper headlines, but they were sent as scanned images of the actual newspaper pages!

It makes it even more hilarious to see these headlines as

they appeared in the racks and paperboxes, their absurdity on display for all to see. It’s just like that recent incident when a crocodile “malled” a local dog… but I digress. Here we go, and thank you, Marilyn!

“Diana was alive hours before she died” – this one comes right out of the Captain Obvious handbook.

“Bugs flying around with wings are flying bugs” – we really just can’t overstate the obvious, can we? At least now we know.

“Statistics show that teen pregnancy drops off significantly after age 25” – I’m sure that this statistical analysis firm must have gotten a lot of federal and state contracts. Seriously, that is some amazing research!

“Marijuana issue sent to a joint committee” – why is it that I hear Beavis and Butthead laughing in the background?

“Homicide victims rarely talk to police” – it seems that this

would be a nearly impossible feat.

“17 remain dead in morgue shooting spree” – I really have to wonder if the writer of this headline was expecting a different outcome. Seriously.

“City unsure why the sewer smells” – it probably has a lot to do with the fact that the utility customers aren’t flushing cologne and roses. Speaking of which…

“Rangers get whiff of Colon” – and we wonder why proctologists get paid as much as they do.

“Man accused of killing lawyer receives a new attorney” – Merry Christmas!

“Study shows frequent sex enhances pregnancy chances” – must be another government contract.

“Meeting on open meetings is closed” – I have no words.

“Barbershop singers bring joy to school for the deaf” – do the sign language interpreters sign in harmony?

“Man with 8 DUIs blames drinking problem” – pretty much sums that up.

“New sick policy requires 2-day notice” – please plan your illnesses accordingly.

“Parents keep kids home to protest school closure” – yep, that’ll teach ‘em!

“Starvation can lead to health hazards” – obviously another government study.

“The bra celebrates a pair of historic milestones this year” – cue Beavis and Butthead again.

“Total lunar eclipse will be broadcast live on Northwoods Public Radio” – you’ve never experienced anything as compelling as radio coverage of an eclipse.

“Miracle cure kills fifth patient” – it’s a miracle!

The next few headlines are ones that probably caused problems for the editors who approved them; if they didn’t lose their jobs, they certainly at the very least received a suspension or a note in the personnel file. Let this be your warning now – read on only if you dare!

“Tiger Woods plays with own balls, Nike says” – it’s good he isn’t playing with someone else’s balls.

“Girls’ school still offering ‘something special’ - head” – yes, I know it was just an annotation that wasn’t removed, but still…

“Republicans turned off by the size of Obama’s package” – I’m not touching this one.

And finally, “Lady Jacks off to hot start in conference” – not touching this one, either. Have a great week ahead!

C

hris Lordi wears many hats: bartender at Lazy Days, caterer, step dad, and fiancé. “I basically am working seven days a week, so free time is far and few between,” he said. But, when he does have a little free time, it’s spent with his family.

His favorite drink to shake up at Lazy Days is his ginger lemonade — a light, refreshing mix of vodka, sour mix, simple syrup, fresh squeezed lemons and ginger beer. “It’s perfect for an outside bar,” he said.

He started working at Lazy Days two years ago after living in the Keys 10 years. He moved down for a job opportunity and fell in love with the island.

Lordi said the ginger lemonade goes best with the tuna nachos and a sunset at the restaurant.

“I really love working here because of the great people I work for,” he said. “They are flexible and don’t micromanage us, so we have the freedom to be individuals and get the job done.”

He most happy, because since leaving the corporate restaurant business, he’s been able to regrow his beard. “We don’t have to fill a mold here, so the locals and visitors enjoy coming here for a good time,” he said.

arathon Community Theater is Proud to present the multiple Tony Award winning musical comedy, “A Funny Thing Happened on the Way to the Forum,” which opens at the Marathon Community Theatre on Thursday, March 10 at 8 p.m., complete with an after-show party.

Written by Bert Shevelove and Larry Gelbart, with music and lyrics by Stephen Sondheim, “Forum” showcases local actors who are familiar favorites and proudly introduces some brand new talent.

Jackie O’Neil directs the hilarity, with Cheryl Wilcox as assistant director/choreographer and Suzanne Terpos as music eirector. Riet Steinmetz is producer and the stage manager is Christine Leird. MOTE Marine breaks down barriers New laboratory will be state-ofthe-art

M

ote Marine’s Summerland Key home had humble beginnings after being wiped off Pigeon Key during Hurricane Georges in 1998.

What started as a mangrove rehabilitation and restoration site, quickly changed to coral restoration when the team stumbled upon the micro-fragmentation process, doubling the rate of growth for the corals.

“Our 10 year goal is to plant a million corals,” said Executive Director of the Keys facility David Vaughn, who lives across the canal from the laboratory and holds his breath while kayaking to work to keep his carbon footprint as small as possible. “Our goal will happen when we break this building

into tiny pieces, and build a million more corals.”

Dr. Nate Crosby, President and CEO of Mote, added that this is a momentous occasion for coral research and restoration. “This new laboratory will have impact for centuries to come,” he said.

The new facility is slated to attract scientists from around the world with 19,000 square feet of infrastructure. “It will be an international resource,” said Crosby. The facility will also be rated to withstand a category five hurricane and have gold LEED status for eco-sustainability.

Gators are ‘pedaling’ scholarships to U of F Contributed

he sixth Annual Florida Keys Bicycle Poker Run will be held on Saturday, March 12. It is sponsored by the Florida Keys Gator Club which has awarded more than $25,000 in scholarship funds locally over the past four years to assist young men and women who will attend the University of Florida.

A leisurely bicycle ride through some of the more interesting and inviting Upper Keys neighborhoods will take participants from Burton Memorial United Methodist Church on the oceanside at MM 93 south to Coconut Cove Resort on Windley Key at MM 84.8.

“The support of the local community has helped to make our scholarship fundraiser, the Florida Keys Bicycle Poker Run such a success,” said Page 20 • Marathon Weekly • Feb. 26, 2016

The club has raised more than $25,000 in scholarships for local students who will attend University of Florida. The pedal poker run is instrumental to the fundraising, according to club officials.

Dr. Janis Jeffers, Gator Club President. “Last year’s 2015 Poker Run was awarded Best Gator Club Event in the state of Florida! We even had a group of longboarders participate.”

Along the designated route each entrant receives a poker card at each of five stations where there will also be an extra, fun game with winners awarded an additional great prize.

“At the last station, located at Coconut Cove, there will be a cookout for all entrants, and the awarding of outstanding prizes to those holding the best hands,” said Dr. Jeffers, adding

that there will also be a silent auction. Registration starts at 9 a.m.

The Grand Prize is a GoPro Hero4 Camera for the highest hand. The adult entry fee is $40 which includes lunch, an event T-shirt and a poker hand. Participants can save $10 by preregistering at www.eventbrite. com search for Florida Keys Bicycle Poker Run.
