Dear Friends,
In 1941, the “drawing board,” an architect’s table used to prepare designs and blueprints, was brought to the forefront of the World War II era by cartoonist Peter Arno in the New Yorker magazine. During that time, many projects and missions for the wartime era were being developed by engineers and creatives alike. Arno illustrated that the onset of all that innovation was found at the drawing board.
I am delighted to present to you our 2022-2023 Annual Report, themed, “Meet Us at the Drawing Board.”
It is with great pleasure that I invite you to explore the creative tapestry of our achievements and plans as we take you through an innovative journey shaped by collaboration, vision, and meticulous planning.
Our choice of the “Drawing Board” theme is deliberate and symbolic of our commitment to creative thinking, strategic planning, and the relentless pursuit of excellence. Just as a drawing board serves as the birthplace of ideas and the canvas for innovative designs, our Report encapsulates the essence of our College’s journey, aspirations, and collaborative spirit.
Here’s a glimpse of what you will discover within the pages of our Annual Report:
• Blueprints of Success: Delve into the strategic blueprints of our plan that outline key achievements and milestones that define our growth.
• Sketches of Innovation: See the sketches of our new ideas and partnership initiatives.
• Storyboards of our Collaboration: Experience the collective effort that propels us forward.
• Infographics of our Data: Visualize our finances and community as a cohesive picture.
As you navigate through the report, I hope you gain a deeper understanding of the creative and innovative presence and potential of Rhodes State. “Meet Us at the Drawing Board” is an invitation to join us in the exciting process of ideation, creation, and continuous improvement.
Enjoy.
Kindest Regards,
Cynthia E. Spiers, PhD
Rhodes State is on a continual quest to discover and craft new degrees, certificates, and academic partnerships that will bolster our state’s industry, public service, and manufacturing needs. As a result, a new Semiconductors certificate was developed in collaboration with Rhodes State faculty, the State of Ohio, and Intel. Mr. Ronald Leonard, engineering faculty, was selected as one of five community college faculty representatives to design the curriculum for the statewide Semiconductors certificate.
The Equipment Service certificate was developed in collaboration with Apollo Career Center to provide College Credit Plus high school students with an opportunity to earn two industry recognized credentials (IRC)—Fanuc Handling Tool Operations and Programming and Parker Industrial Hydraulic.
As an essential partner to the region’s healthcare industry, Rhodes State developed its first bachelor’s degree – the RN to BSN program; to meet the needs of regional healthcare partners who requested additional baccalaureate trained nurses. The program received approval from the Ohio Department of Higher Education (ODHE) and Higher Learning Commission (HLC) to enroll our first student cohort in fall 2023. Rhodes State will graduate its first baccalaureate level students in 2024.
Five individuals were officially sworn in as the first class of the Allen County Sheriff's Office's Cadet Program in 2022-2023. The new program offers full pay and medical benefits to cadets who attend Rhodes State’s Basic Police Officer Academy. After completing the academy and receiving their fitness certification, these cadets are hired as full-time deputies for Allen County.
In the 10-year history of GROB’s apprenticeship program, students selected to take part have earned 175 associate degrees in manufacturing engineering technology, electronic engineering technology, and mechanical engineering technology. Seventy-five more GROB employees are currently pursuing degrees through Rhodes State. The company joined with Rhodes State in October 2022 to celebrate the milestone.
Rhodes State College is a Registered Apprenticeship Sponsor with the State of Ohio and can sponsor apprenticeship programs in both union and non-union workplaces. Through the program, employers:
• Discover new talent
• Customize training
• Maintain a cutting-edge
• Retain apprentices at a rate of 91%

The Outstanding Alumni Award is the highest honor bestowed on alumni of Rhodes State College/Lima Technical College. The 2023 Outstanding Alumni Award recipient was Dr. Heather Moore. Heather is a Professor, the Allied Health Department Academic Head, and the Program Director of the BTAS Healthcare Leadership Program at the University of Cincinnati Blue Ash College. Of her time at Lima Technical College (LTC), Heather said, “The Radiologic Technology program set my career path into motion with professors who were smart, tough, and caring. Little did I know that 25 years later, I would deliver a professional presentation at a conference, and one of my professors would be in the audience. I can honestly say that the examples set by my professors at LTC were the ones that helped me to become the professional that I am today. Having my starting point be LTC was the best thing for me. I didn’t graduate with debt, and I had a solid foundation upon which I could build a very good career.”
Our alumni came to Lima Technical College and Rhodes State with drawing boards and beginnings of their own. As students, they wondered, “What will I become?” “How will I get there?” “What will it take?”
Resources are an essential part of all new ideas, innovations, and journeys, and some of our alumni have generously reached back to support and resource new and current students by establishing unique scholarships. We are grateful for this alumni heritage of generosity.

Ronald Leonard, Program Coordinator/Instructor of Engineering Technology at Rhodes State, was recently appointed to serve on the Ohio Association of Community College’s Intel Faculty Panel, which is dedicated to creating coursework to help students be better prepared for jobs in advanced manufacturing and the engineering industry. The panel, made up of selected faculty members from community colleges across Ohio, is highly competitive and selection is based on experience in the field.
“For me, being selected for the Intel Faculty Panel is great,” Leonard said. “It expands my knowledge and who I can teach. It strengthens my programs, which makes education stronger, sensible and more obtainable.”
As Ohio prepares to increase its talent pipeline for advanced manufacturing for Intel and other manufacturers in the state, colleges are ensuring the proper educational programs are in place to educate this in-demand workforce. Leonard’s presence on the Faculty Panel is another example of the way Rhodes State is a leader in advanced manufacturing innovation across the state.
Ronald Leonard is the Program Coordinator and an Instructor in the Engineering Technology program at Rhodes State. He holds a Bachelor’s of Mechanical Engineering degree from the General Motors Institute with an Electrical Engineering Elective and Industrial Administration Minor as well as a Master of Science degree in Mechanical Engineering and Automatic Controls from the Massachusetts Institute of Technology.
