A Recovery‐Oriented Plan for Odisha: Share Ideas, Understand Each Other, Craft a Vision, Work Together for Change Developed by Keystone Institute India As a follow‐up to the initial implementation of the Sampark Scheme for disaster recovery, Keystone is allied with the National Trust to provide ongoing opportunities to promote strength and resilience.

Based on discussions with the National Trust, and an initial introductory meeting with families, organizations, and government, we propose the following 3 major goals in an 18 month long intensive effort. We propose the following 3 goals with a long term strategy for Odisha with a clear purpose, intention and objectives.

1. Establish a Vision‐Driven, Collaborative Network, inclusive of Government, Organizations, People with Disability, and their families a. Support the development of a common vision across Odisha for positive futures for people with disability and their families b. Assist government, families and organizations to engage together, identify with each other, and develop trusting and fruitful relationships 2. Identify, strengthen and uplift emerging leaders across Odisha in joining leading‐edge national networks of leaders in best inclusive practice.

3. Assist organizations and stakeholders with their efforts to promote individualized, respectful inclusive practices to improve the lives and well‐being of people with developmental disability and their families.

A Recovery‐Centered Plan for Odisha: Share Ideas, Understand each Other, Craft a Vision, Work Together

This proposed way forward was inspired by our opportunity to spend time with 8 organizations on 27 June, and has led to the formulation of this plan. We’ve worked to draw from the powerful observations of those we had the privilege of gathering with.

Towards these ends, we propose to organize and carry out the following 5 big initial activities:

1.

Establish the “Deepening and Strengthening” Program for ROs and other interested organizations and people in the identified districts of Odisha a. These events will center on mutual learning and the development of a shared vision.

These events will be small informal we share the same gatherings focused around 4 key goals, and we are questions which will be graphically passionate together facilitated. We will use “real time” about creating the graphics, and provide the graphics back to future” all participants to capture the learning. c. They will be held in‐person when possible, and using on‐line means as well d. They will include state government, family members, organizational leaders and staff, people with disability, and National Trust liaison staff e. They will serve to paint a clear picture of the past, present and hoped‐for future, along with action strategies. f. We intend to have 2 big groups (23 ROs + 17 organizations from other networks) with max 20 members in one group and 20 in the second group. Both the group members will join sessions separately. g. We expect these sessions to number between 4 and 8 h. At the conclusion, we will invite all participants back to share their work with each other. i. The purpose is to build a common trusting framework among organizations, KII staff, the National Trust, families, state and local government, and people with disabilities. j. Based on the outcome of these exercises, we may jointly revisit our goals and operational plans and work accordingly in the State of Odisha.

Establish a strong base of Social Role Valorization knowledge a.

We know there is interest and some enthusiasm about SRV among parents and “Build Competencies professionals within Odisha and Confidence, Share b.

Odisha has been largely “left out” of the Powerful Ideas, larger national movement to promote SRV as a Develop Local Leaders” base for inclusive services. The impact of the cyclone in 2019 is partly the reason for this, as

organizations, stakeholders, and families have spent a year putting their lives and communities together as best they can. c. We will work to develop leaders IN ODISHA who can train and teach SRV and related ideas in multiple languages. d. We plan to offer least two face‐to‐face full‐day training events to gauge interest level and energy, talent spot, and get started. If travel restrictions continue beyond several months, we will look to on‐line alternatives instead. Our preference is building community on the ground, not on the internet!

3.

Offer Practical Implementation Assistance a. We believe that Tools for Inclusive Practice might be a great first step, and we can teach others to use these processes for making services both relevant and potent for each person served. b. Upon request we are available for individual consultation to organizations in implementing SRV and other idea sets.

Be a bridge to understanding, collegiality, and sharing experiences a. We will organize a number of “through our eyes” experiences over the next 18 months.

Stakeholder groups (government, families, people “We are better together” with disability, and organizations) will be supported to develop a teach‐back program where they can share what they experience in reality, paint a picture of the struggles and joys, and help others understand the ground realities.

5.

Keystone will support and strengthen the ongoing SAMPARK Scheme in collaboration with National Trust, State Govt, and all other stakeholders in Odisha.

The Role of Keystone Institute India We must be completely transparent about the role that Keystone can play. We are not a funder, and operate because of the support of the Rural India Supporting Trust and the National Trust. In league with the National Trust, we can offer our resources in terms of:

 Access to exceptional national and international thought leaders, trainers, and facilitators  Access to Odisha‐specific workshops, training and events, in‐person as allowed by COVID restrictions, but currently on‐line. We specialize in Social Role Valorization, tools for inclusive practice, person centered planning, designing responsive residential services, board development, organizational planning for an inclusive future, Customized Employment, reunification work, and roles‐based supports. We do not specialize in clinical topics.  Individual coaching, consultation and evaluation as requested for organizations seeking to implement new ideas  Organize, plan, and carry out events, online and face‐to‐face

 Provide access to many ideas and people around inclusive education, community living, advocacy and activism, supported employment, direct support practitioner development, working with families  At times, we can offer access to events and initiatives across India, including travel to such events.

Keystone Institute India (KII) is a values‐based national training institute designed to improve the lives of people with disability across India and to fuel a change movement on a national level, working toward a more inclusive, just Indian society where all are valued and all belong. The work of KII serves as a catalyst for the development of supports, services, and initiatives, which better safeguard vulnerable people, establishes thinking which works towards full citizenship and full lives, respects the voices and perspectives of people with disability and their families, and facilitates India moving toward a society where all have possibilities and potential, and all matter.
