unicipal taxes remain stable again, the police department is approaching its maximum personnel level and all borough employees are getting pay raises, including the mayor and council.

These were some of the highlights that stood out at a recent North Arlington Borough Council meeting.

With the adoption of this year’s $27.2 million municipal budget, “the tax impact on the average home is zero,” said Paul Lerch, partner at Lerch, Vinci & Higgins, of Fair Lawn, the borough’s auditing firm.

The owner of an average home assessed at $399,000 can expect to pay $3,674 as the municipal portion of their tax bill this year — the same as last year — Lerch said. (For 2021, the borough used $360,000 as the average value of a residential property.)

DRONES WILL SOON FLY OVER

earny Police Det. Jordenson Jean and Officer Rich Pawlowski both had a vision — they wanted to add a drone or two to the department’s arsenal to assist in ways that were heretofore impossible. And, following months of research, presentations and preparation & training, their vision will soon be a reality, thanks to the forward thinking of the Mayor and Town Council.

Last week, the governing body authorized the purchase of two drones at a cost of just a bit more than $39,000 from Axon, the same company that offers body-worn cameras and Tasers (are we allowed to say that, Axon?)

intervals of about 35 minutes before needing a new charge and will have cameras that stream live to the ground (or remotely, via an Internet-based app, if needed) and that will be downloadable for future use at an unfathomable 4K resolution at 60 frames per second — or, 2160p60.

Put it this way — we’re talking about resolutions most TV networks don’t even deliver yet. Example: the YES Network, home of the Yankees, broadcasts at a max of 720p60.

Others, like SNY, home of the Mets, broadcast at a max of 1080p60. So if you can envision the clarity of the two aforementioned networks, imagine was 2160p60 will deliver.

The drones will also offer

thermal camera imaging, as well, so when it’s nighttime and police (or for that matter, the fire department) need to find someone who isn’t visible to the naked eye, the job of locating them will become that much simpler.

This instantly puts the Kearny PD (and eventually, all town first responders) at a distinct advantage not just over other departments, but most importantly, over hiding criminals, runaways and others who might come into contact with the law.

So we asked Jean what his motive way for making this successful proposal. He didn’t hesitate for a second in his response.

the past where it felt like the response wasn’t adequate. It wasn’t that the response was not good, it’s that there was more we could have done if we had the equipment,” Jean said.

“We always want the safety of officers and civilians to be a priority. Drones will be an additional safety tool in public places.”

Jean recalled an incident a few years ago at one of the Harrison Avenue U.S. Postal facilities. Someone called 911 to report a man, asleep in his vehicle, with a gun on his lap. The NJ State Police and the Hudson County Regional SWAT team were called in to assist and a flash explosion was used to raze the suspect.

The suspect’s parents were on scene that day — and were concerned when they heard the loud sounds that shots were fired, though they weren’t. Had a drone been available that day, though the outcome was a good one, it might have gone differently, Jean says.

“Binoculars can only do so much,” he said. “If we had a drone, we might have known more about the situation and it would have been handled differently.”

In addition to scenarios like this one, the drones will be highly effective for car crashes, building collapses, fires and more. In fact, the drone camera technology is such that it can recreate, accurately down to the centimeter, vehicle crashes.

extremely beneficial when serious crashes occur on bigger, highly traveled roads, like Harrison Avenue (Newark-Jersey City Turnpike) or Route 7/the Belleville Turnpike. Because of the technology, it will cut down investigation times significantly — and it will allow for shut down roads to reopen much quicker.

Jean gave a hypothetical example of a fatal crash. It could, realistically, take 4 to 5 hours to investigate and perhaps even longer to clear the scene enough to reopen the roads to vehicular traffic. With the drones and the accident-tracing tech, those 5+ hours could, in theory, be reduced to 45 minutes.

“Where an accident might tie up a lot of resources — manpower, costs — this will all eliminate a lot of that,” Jean said. “The extra expenditures — no more.”

Tragic loss, runaways could be mitigated A few weeks ago, the PD and Kearny Fire Department were

involved in a search for a Belleville man who jumped into the Passaic River behind LA Fitness after he was allegedly connected to a crime. Marine III, the KFD’s rescue boat, was launched into the river. Days later, sadly, the man was found dead, on the Harrison-Newark border, floating in the Passaic.

Though having a drone could not have guaranteed the victim would have survived, it might have been deployed in this case to check below the water’s surface (the drone could hover just above the waterline) and in places not necessarily visible to the human eye.

“We could have checked for abnormalities in the water,” Jean said.

Another instance where the drones are going to be highly beneficial is in the search for criminals who run from police — or youngsters who are reported missing at night time.

Jean noted the department has faced a rash of people testing car door handles to enter and steal from vehicles, but getting away before police arrive.

When they scatter, they often jump fences, hide in backyards

and it is not easy for police to find the suspects.

That all changes.

“The infrared camera will allow us to look in places where we couldn’t before,” Jean said.

“The subject would show up on the screen either in like a neon color or red. They can run, but they will be caught.”

Training … at no local cost … already accomplished Jean and Pawlowski, meanwhile, recently traveled to New Mexico for extensive drone “pilot” training. Though they won’t have an FAA-approved license to fly a plane, per-se, they will have a certificate that grants them direct access to the FAA without the need to contact EWR — Newark Liberty International Airport — because drones are considered to be aircraft, all the same as that Boeing 747 you might see taking off en route to Munich.

two knows planes are as much a part of our daily lives as anything else. So if they need to go higher for a myriad of possible reasons, their training and access to the FAA will allow Jean and Pawlowski to get permission to go to greater

altitudes, as needed.

Oh, and that training they got?

“Not a dime of it was paid for it by the taxpayers,” Jean said. “It was all covered by the federal government.”

he Essex County Division of Senior Services will distribute 2022 Senior Farmers Market Nutrition Program Vouchers at the Nutley Farmers Market Sunday, July 10. Residents may register for the program during from 9 a.m. to noon in Municipal Lot 7 at 517 Franklin Ave. (behind Bella Luce).

As per the Essex County Division of Senior Services, all residents 60 and older and income eligible will be able to

receive vouchers for the 2022 season. Applicants should be prepared to produce valid photo identification, as well as proof of income. As of July 1, 2022, eligible residents may earn no more than $25,142.00 annually or $2,096.00/ monthly.

As in the past, approved residents will receive six, $5 coupons, which may be redeemed for fresh fruit and vegetables only, at any farmers market in New Jersey, through Nov. 30, 2022.

Kearny police unions donate to fire victims

When they got word of the horrible fire two weekends ago on Laurel Avenue, Kearny PBA 21 and the Kearny Superior Officers Association sprung into action to help the victims via St. Stephen’s Church. On June 30, Officer Mina Ekladious, left, president of the PBA, presented the Rev. Joseph Mancini, pastor of St. Stephen’s, with gift cards, as did Lt. Charles Smith, president of the Superior Officers Association. St. Stephen’s continues to collect cards. Ferreira: Meeting on Kearny’s parking problems was quite disappointing John Garofalo’s lead is OPone all people, especially ED teens, could learn from EDITORIAL

By Sydney J. Ferreira Kearny walked into the meeting about parking in Kearny believing we would be presented a plan to deal with the longstanding issue of parking in our town. Instead, as the mayor stated that night, we were essentially “starting from scratch.”

But in 2019, the town paid Neglia Engineering for an extensive, 38-page study focused on parking permits and three years later, we still don’t have a plan.

During the meeting, we were presented with an idea to set up a private parking authority that would sell permits and monitor parked vehicles to ensure that they have a permit.

The representative of this proposed authority admitted he does not know, nor does his company intend, to find out how many parking spaces are available throughout town. I believe we can easily estimate the number of spaces in town by finally drawing parking lines on our streets.

This world could really use a few more people like John Garofalo. And if you read last week’s edition of The Observer, you already have a head start on the “why” part of that statement.

Back in 1945, when he was just 17, Garofalo, a lifelong resident of Lyndhurst, like many of his peers, was sent off to World War II. He was one of countless young men and women who were part of what Tom Brokaw aptly coined the “The Greatest Generation,” also the title of a book he wrote (somehow 24 years ago.)

As luck would have it, Garofalo left Jersey for the war a mere two weeks before the Class of ’45 was to get its diplomas. Talk about awful timing.

And, throughout the next 77 years, Garofalo, who had children who got their high school diplomas at the same high school, lived knowing that though he was a graduate, the sheepskin was never in his possession.

While it may not seem, like a big deal to some, it was a huge deal to John. After all, in the years prior to heading off to war, he worked his tail off as a student — and that certificate would have served as a reminder of just how much it does take to earn a diploma.

And yet now, all these years later, he finally does have the proof ... proof that even though as a member of the Greatest Generation he sacrificed so much for this country, he still did possess what so many do take for granted — that high school diploma.

Now, why does the world need more people like John Garofalo? Well, it’s just past graduation time. While many seniors got their diplomas in the previous few weeks, not everyone did — whether it’s because of not passing all courses, or dropping out and opting for something else, etc.

But Garofalo is a reminder that sometimes, it takes 77 years to get that diploma. If a teen reading this got a blank enclosure — don’t give up. Go to summer school, deal with it, and walk away with your sheepskin, even it’s a few months later.

If you dropped out, you can still earn a General Equivalancy Degree, something that holds just as much weight as a regular diploma.

Remember: John Garofalo proved it’s never too late. We can all learn from a man from the Greatest Generation. And are we ever fortunate to have learned who he is. ­ — CANESSA

parking study, we had about 38,200 vehicles in Kearny at the time, but only an estimated 15,000 parking spaces. That’s a shortfall of roughly 23,000 spaces. Selling permits in an environment like this reminds me of airlines overbooking their planes and booting passengers off flights, except here we are doing this to our own residents.

With not enough parking spaces versus the number of potential permits issued, our residents would be forced to purchase worthless permits they cannot use, and they also run the risk of paying a parking summons, when they are forced to park illegally.

Further complicating the issue, the company would also be selling temporary 24-hour permits to overnight guests, which means even less spaces for residents.

to our town’s parking woes or just another way to financially squeeze our residents in an already tough national economic environment?

Instead, to help alleviate parking issues in town, we must first increase supply by creating more parking spaces to meet our 23,000-space shortfall and our ever-growing demand.

In addition, we must curb this growing demand, by introducing viable publictransportation options, such as a light rail.

Lastly, we must continue to enforce the parking rules and ordinances already on the books, before adding new ones.

If we, as a community, still determine permits are needed, we should initially limit the program to select target areas to test it, mainly on the south side of town bordering East Newark and Harrison, before we roll it out everywhere throughout town.

KPD: Shoplifter wasn’t overweight, he was just wearing 9 pairs of pants & shorts on a hot day

On June 26 at 2:28 p.m., Officer Kevin Carvalho was dispatched to ShopRite for a report of a shoplifting duo. Store management alleged Luis A. Lopez, 36, of Newark and Alysha A. Claudio, 33, of Piscataway, concealed $129.63 of merchandise in a brown paper bag and tried to leave the store without paying. Also inside the brown paper bag, officers found additional merchandise suspected to have been stolen from the nearby Marshall’s clothing store.

Officers placed the pair under arrest and recovered three crack pipes from Lopez’s pants and backpack.

At police headquarters, officers found Lopez was wearing nine pairs of pants and shorts, all with Marshall’s price tags affixed to them. The value of Marshall’s merchandise totaled $376.27.

Claudio was charged on a summons with shoplifting and later released.

Lopez was found to be a fugitive wanted by Millcreek Township in Erie, Pennsylvania, for failure to appear in

court. Therefore, Lopez was held at the Hudson County Jail on charges of shoplifting, possession of drug paraphernalia, and for being a fugitive from justice.

On June 19 at 5:27 p.m., Officer Jordan Miranda and several backup officers were dispatched to a private home for a domestic dispute. A 59-yearold resident told officers she was watching her infant grandson when his mother arrived unexpectedly and in a rage, for reasons unknown.

The mother, a 29-year-old woman who lives partly in Newark and partly in Kearny, allegedly slapped and punched her “mother-in-law,” causing the elder woman to fall. The younger woman then allegedly mounted and strangled the older woman until she had difficulty breathing.

The assailant fled the home with her infant but was located a short time later in Newark by Det. Jonathan Dowie and Officer Paul Duran. With assistance from Newark police, officers arrested her on charges of aggravated assault, harassment and simple assault. The woman was also the subject of an arrest

warrant from Warren Township for possession of drug paraphernalia. Bail on that warrant was $1,000.

The baby was located unharmed in Newark and officers placed him in the care of a suitable guardian. The victim of the assault did not require hospitalization. The assailant was held at the Hudson County Jail.

On June 20, Det. Jordenson Jean arrested Gerson A. Hernandez, 25, of Kearny, for allegedly stealing four vehicles in the month of June from the LA Fitness parking lot after removing the vehicles’ keys from gym lockers. The suspect reportedly walked in to the gym while Det. Jean was there investigating and his arrest was made on site.

Hernandez was charged with multiple counts of burglary and theft of moveable property. He was later released with a summons.

When the husband allegedly extended his arm to stop the wife from yanking his shirt, she bit his arm. Officers observed an obvious bite wound to the husband’s arm and placed the wife under arrest. She was charged with simple assault and later released with a summons.

On June 25 at 12:23 p.m., Officers Collins and Donovan responded to a concerned citizen’s call of a loud dispute in the street near Brighton and Bergen avenues. Officers located a 20-year-old Kearny woman with signs of injury to her neck, knee and foot. It was reported the woman had met her sister to do their nails, the sister became hungry and the day of beauty devolved into a physical altercation.

improvements to the Borough Council chambers and courtroom in Borough Hall contracted to Tekcon Construction, of Somerset, has been “delayed a few months” because “it’s been slow getting materials,” such as “ceiling tiles and furniture” which have been “on back order, due to the recession.”

Those issues have prompted the governing body to authorize contract adjustments for alternate supplies, thus far escalating vendor payments up by nearly 14%, pushing up the total price, thus far, to more than $94,000.

But, at the same time, the borough is taking care of its employees, with a police promotion on the one hand and pay hikes for selected civilian workers on the other.

Police Sgt. David Hudak was elevated in rank to lieutenant, effective June 9, at an annual salary of $154,436.

His promotion marks “the first time since 2007” the NAPD has reached a level that brings it just two shy of the 34 maximum number of officers as set by the borough,

“And we’re looking to hire two more rank-and-file officers shortly,” Reilly said.

Hudak, who lived in Lyndhurst before moving to the borough a decade ago, began his career in law enforcement with the Newark PD, serving there from September 2009 to December 2010. He became a U.S. Air Marshal in March 2011. A year later, he joined the NAPD as a police officer, and was promoted to sergeant in June 2018.

Councilman Brian Fitzhenry said Hudak has been “a wonderful addition to the force” and Councilman Mario Karcik credited the officer with being “engaging with our kids — I’ve never heard a bad word about him.”

On the civilian side of the borough payroll, the governing body adjusted annual base pay for three department heads, retroactive to Jan. 1, 2022, as follows: Robert Kairys, construction officer/zoning officer/fire subcode official, $114,613; Katie Moore, borough clerk, $103,000; and Gina Marshall, court administrator, $95,478.

Also receiving pay increases for 2022 were four full-time EMTs, nine non-contractual employees, along with the mayor (whose pay goes to $12,049) and the six council members (each now earning $10,430). And all per-diem EMTs and dispatchers received a 3.5% pay hike for 2022.

The governing body also hired John Braffa as a fulltime DPW mechanic at a yearly salary of $81,294.

Sean Dolaghan replaces Huaranga as Harrison High School’s Athletic Director

When Sean Dolaghan stepped down as Harrison’s head baseball coach due to his growing family, he anticipated the possibility of returning to high school athletics when his two children got older.

Nine years later, that opportunity presented itself for the Harrison native. On June 23, Dolaghan was formally approved as the school’s athletic director. Dolaghan officially took over the job this past Friday, replacing Kim Huaranga, who after 10 years in the position, became a vice principal in the town’s Early Childhood Program.

“I was always interested in finding my way back to sports,” Dolaghan said. “I always hoped that maybe when the kids got older, I would come back to coaching. But once Kim let us know that she was taking a different position, I jumped on the opportunity to be the next AD.” As a math teacher at Washington Middle School, Dolaghan has remained quite familiar with the athletics program and the coaches and players that have been a part of it. His first order of business is reaching out to those coaches as summer leagues and offseason practices start in earnest.

“I definitely want to get in touch with my coaches after the Fourth of July. I’m going to reach out to all of them,” Dolaghan said. “I know almost all of them. Ray Lucas, Mike Rusek and Nick Landy I’m very close with. Jose Camano, Barry Mattern were former players of mine.”

and travel basketball teams, while also helping out as a soccer coach for his 8-year-old daughter Quinn.

“My kids were probably more excited than anybody,” Dolaghan said. “I think my two kids wanted me to get the job more than anyone I know.”

Before stepping aside as head baseball coach, Dolaghan led the Blue Tide to consecutive Hudson County Tournament quarterfinals appearances. During that time, they upset perennial power St. Peter’s Prep in the first round in 2011. Then, a year later, Harrison knocked off defending champion Hoboken, which was led by First Team All-State pitcher Kenny Roder, 1-0, in the first round.

Despite going to Queen of Peace High School, Harrison athletics were a key part of Dolaghan’s youth. He always made an attempt to see his friends in action and remembers watching Ray Lucas and Jody Hill play basketball in front of sold out crowds.

“Even though I didn’t attend Harrison High School, all of my best friends still lived in Harrison so I went to all of their games when I could,”

said Dolaghan. “They’re all reaching out to me, supporting me, saying anything I need, they’re going to be there for me.

“Former students of mine who now play in college or played in college I want to bring them all back and get them involved. I want to get the whole community involved. I want to work closely with the rec center and I want to get the whole town involved.”

While the boys’ soccer and boys’ volleyball teams remain among the best in the state, many of the school’s other programs have struggled in recent years. In addition to building relationships with the town’s rec programs, Dolaghan plans to place an emphasis on generating interest and enthusiasm within the building.

“I want to try to get more kids in the high school to play sports and be more involved.

I just want to get the kids excited about sports again,” he said. “Even the kids who don’t play sports, I want the students to come out and support the student-athletes. Just bring more positivity, have more kids coming to the games.”

Promotions and new provisional chief at Harrison FD

our members of the Harrison Fire Department have been promoted to captain as the ranks of the HFD continue to rebound as the town tries to keep pace with recent population gains.

The town governing body voted June 21 to elevate Michael J. Granato, Eric S. Hausmann, Kevin T. DeGaetano and James K. Patterson to their new rank, effective Aug. 1. All had been working as acting captains assigned to Engine 3 for the past two years, but they’ve now been made permanent in that slot at an annual base pay of $115,754, plus longevity.

They’ll be sworn in Aug. 3 at a 5 p.m. ceremony at Fire Headquarters, Seventh and Sussex streets.

The new captains aren’t replacements for retirees — they’re key ingredients that allow the HFD to “place an additional company in service, now that we have permanent supervisors,” Fire Chief Henry Richard, who was named provisional chief in mid-February, pending a

determination by N.J. Civil Service as to whether the town has to call for a competitive examination for the position, said.

Harold Stahl, meanwhile, remains as a part-time civilian fire director.

Richard said the HFD has four firefighters in the process of academy training scheduled to graduate in November and three other new hires waiting to start their training.

By year’s end, Richard figures to have a roster of one chief, four battalion chiefs, 12 captains and 28 firefighters for a total of 45 fire officers — which, by his calculations, should be sufficient to assign one battalion chief, three captains and seven firefighters per shift.

“That’s the highest we’ve been since 2010,” Richard said, when the state ordered Harrison to trim its civilian and uniformed personnel force due to deficit spending by the town.

Since then, however, the town has seen a tremendous surge in population, growing by nearly 43% since the 2010 Census to more than 19,000 residents and realizing a comparable uptake in ratables

resulting from the redevelopment of the waterfront area where empty, inactive industrial structures gave way to new residential towers and midrise dwellings, along with new retail shops.

“The future looks good,” Richard said, “realizing that with the growth of the town, we have to grow, too.”

Here are brief profiles on each of the new captains: n Michael Granato served with the Jackson Fire Department eight years before shifting to Harrison six and a half years ago. He was named

a Hometown Hero in 2018 for lifesaving action applying his abilities as a trained EMT. n Eric Hausmann has worked 27 years with the HFD after spending one year with the West Orange Fire Department and four years in the Navy. He’s a two-time winner of Firefighter of the Year — in 2007 and, again in 2016 — when he applied his skills as an EMT in coming to the aid of a construction worker who had fallen five stories at a project site. n Kevin DeGaetano was a Navy veteran before joining the New Brunswick Police Department, where he served five years. He’s spent the past 17 years with the HFD. n James Patterson has been with the HFD for 16 years. He’s a trained counselor with the New Jersey Critical Incident Stress Team, whose members work statewide to aid fellow firefighters deal with psychological trauma. Patterson has been cited three times as Firefighter of the Year — in 2015, 2019 and 2021 — when he applied his EMT skills to aid a fallen cyclist in the annual Torch Run.

An overview of NTM, a progressive lung disease (StatePoint) Did you know that everyone inhales nontuberculous mycobacteria (NTM) into their lungs as part of daily life? NTM is a group of over 200 types of bacteria. While most of these types of bacteria do not cause harm in humans, some do. The most common type of NTM lung disease is MAC or mycobacterium avium complex. Naturally found in soil and water, for most people the organisms do no harm. However, in a small number of vulnerable individuals, NTM can infect airways and lung tissue, leading to disease. As of 2012, more than 86,000 people are likely living with NTM lung disease nationwide.

NTM lung disease is a progressive disease, so the sooner you speak to your doctor and receive a correct diagnosis, the sooner you can discuss treatment options with them.

To help individuals better understand the signs and symptoms of NTM lung disease and be empowered to get the help they need, the American Lung Association, supported by Insmed Incorporated through a collaborative sponsorship, is sharing these important facts about the condition: What are NTM lung disease’s most common signs and symptoms? The symptoms of NTM lung disease are similar to other lung conditions. Common symptoms include chronic cough that may produce mucus, fatigue, weight loss, fever and night sweats.

Who’s at greatest risk?

Although anyone can get NTM lung disease, some groups of people are at much higher risk, including those with lungs damaged from diseases such as bronchiectasis, COPD, cystic fibrosis, silicosis or a previous tuberculosis infection. Other

high-risk groups include postmenopausal women and people over 65, as well individuals with a weakened immune system due to an autoimmune disorder, or from taking immune suppressing medications.

How does NTM lung disease affect one’s health? The less progressive form of NTM lung disease, nodular bronchiectasis, causes inflammation, damage and scarring over time. As the disease progresses, the damaged airways lose their ability to clear mucus normally, which invites recurring respiratory infections. The more progressive form, cavitary disease, causes scarring, fibrosis and the formation of cavities or pits in the lung tissue, which can lead to respiratory failure. Some NTM organisms can cause disease in other parts of the body, including the lymph nodes, skin, soft tissue and bones.

When is it time to see a doctor? Consider asking your doctor about NTM lung disease if you’re living with a chronic lung disease and your symptoms are getting worse or not going away.

How is NTM lung disease diagnosed? Diagnosis typically involves three different assessments: A clinical exam, a chest X-ray or CT scan, and a lab culture. It’s important that diagnosis includes identification of which species of mycobacterium are causing the infection,

since that will determine treatment options.

What are next steps after diagnosis? Treatment options vary depending on the type of NTM species involved, but typically include two or more courses of antibiotics for an extended period of time, as well as making healthy lifestyle changes. In some cases, surgery is an option. While NTM lung disease is treatable, it can be challenging to eliminate all

Help Franklin School build a better sensory playground

T

he faculty and staff at Franklin School, Kearny, are looking to improve the playground at the school and are turning to the community for help.

The current playground, seen in the photo with this story, is “outdated,” Heather Klein, a special education teacher at Franklin, said. They’re looking to get rid of the wood chips because her students sometimes try to eat the chips.

Klein also says the hope is to replace the equipment with modern, more “sensory friendly,” items, which would allow the kids to develop senses and even soothe and keep them calmer.

The specific playground she’s got in mind runs around $80,000.

Council chambers getting major face lift thanks to American Rescue Plan The Town of Kearny is using a federal American Rescue Plan Act grant to revamp the communications system in the Town Council chambers and to ensure improved safety in other areas frequented by the public.

Town Administrator Steve Marks said Kearny has been awarded an ARPA grant of $2,761,465 to pay for these projects, which fall under the federal eligibility criteria covering investments in broadband infrastructure, public safety and violence prevention, among others.

Marks said the town applied for the grant after commissioning a study last year by Network Security Group, of Union, and StoneGate Associates, of Middletown, to review Kearny’s hardware and software vulnerabilities, particularly in light of recent massive hacks carried out by world-wide actors against Colonial Pipeline and Florida-based potable water utility.

The experts came back with recommendations to “harden our cyber security network” against possible incursions, Marks said, and that sobering counsel prompted the town and its grant writer to make the case for a piece of the federal relief aid package.

Ultimately, Kearny was successful and has already launched some of the improvements, Marks said.

Millennium Communications Group, of East Hanover, a technical communications service company that has worked previously for Kearny, has installed 54 new overhead street cameras throughout the town including the municipal Gunnell Oval athletic complex and what

Marks described as high-volume traffic locations such as the intersections of Kearny/Quincy avenues and Passaic/Johnston avenues.

The new cameras at the Oval led to the arrest of several teens and one adult in connection with criminal acts at the complex “so the new installations have already paid dividends,” Marks said.

“We’ll also be adding free public WiFi to public recreational spaces like the Oval, Veterans’ Field, Harvey Field and, eventually, the new pedestrian/bike trail we’re building in Riverbank Park,” Marks said.

And then, there is the upgrade of the audio-visual system in the council chambers, which has performed imperfectly at best since its installation.

“The current parts that operate it date back to 1990, and, in some cases, to 1980,” Marks said, so it amounts to what he called a “patchwork” system whose components don’t always communicate with each other.

To remedy these persistent weaknesses, the town has contracted for removal of the old components and installation of a brand new A/V system, along with refurbishing the chambers itself with new flooring, dais and walls where A/V circuitry runs.

The upgrade to the chambers should be completed by July 18, he added. While the work is proceeding there, meetings of the town governing body, along with Planning and Zoning Board sessions and the like, are being shifted to the auditorium of Kearny High School.

Nutley PD warns of PSE&G scams The Nutley Police Department is warning residents of scammers claiming to be from PSE&G, calling residents to pay their bills or face service shut-offs all while the residents don’t actually have outstanding balances to speak of.

It didn’t take the Kearny native and St. Cecilia High School alum long to recall what those accomplishments were.

“The two biggest of my career were the completion of the high school construction project and then celebrating the 100th anniversary of Kearny High School,” Blood said. “They were both opportunities where we had the public into the building and so many alumni who came into the building.

They remembered where their homeroom was, they remembered where the pool was. Those were the two biggest highlights of my career.”

The high school renovation project actually began before Blood ascended to superintendent, but a series of setbacks meant when she was appointed to the job, in 2014, she’d be fully responsible for seeing it all to fruition. Imagine having that pressure starting off a new job.

But, thanks to her diligence, there are improvements to Kearny High School one could only dream about decades ago — but that are now a reality — including an incredible atrium, a new café, room for the culinary program, new classrooms, updated classrooms, new furniture and lockers — and so much more.

Beyond all this, several months ago, Blood was selected the New Jersey Association of School Administrators’ 2022 Superintendent of the Year for North Jersey, joining Scott R. Rocco, chief education officer for the Hamilton Township School District, Mercer County, from Central Jersey and Brian B. Brotschul, chief education officer, Delran Township Public Schools, from South

She had been an educator for 34 years, and has been at the helm of the Kearny School District since 2014.

Her career, bookended in Kearny, started in the 1977 when she was hired to teach English and performing arts at Kearny High School.

After she obtained tenure in 1983, her plan was to step back and go part-time — she and her late husband, Joseph E. Blood, were just starting a family.

But, as fate would have it, Jules L. DiSerafino, the long-time former principal at Kearny HS, coaxed her into full-time work “Joe was working on Wall Street at the time,” Blood said. “I was also cheerleading coach, yearbook moderator, so I was juggling fulltime teaching with family obligations.”

Ultimately, she, Joe and the family moved to Central Jersey — Howell to be precise — and there, she opened and operated a private dance school. She also spent time on Howell’s Board of Education.

In 1997, Cindy Baumgartner, who would later become KHS principal, asked Blood if she’d consider going back to the classroom — she needed someone who could teach advance English and AP courses.

“I accepted,” Blood said.

By then, she had four children, aged 12, 10, 6 and newborn. She went back to the classroom during the day and then ran the dance school at night, all whilst raising her family.

But then, the calendar turned to Tuesday, Sept.

11, 2001. Joe was on the floor of the New York Stock Exchange that fateful day and when he fortunately got home that night, having survived the worst terror attack in the nation’s history, he told his wife something.

“I’m not going to be there much longer,” Blood recalled Joe saying.

And in January 2002, he

left his job in Manhattan.

Blood, then in her 50s already, went back to school and got a master’s degree in educational supervision.

She spent five years as an assistant principal in Freehold. And, eventually she got her certification for superintendent, which turned out to be fortuitous.

In 2010, another former KHS Principal, Frank DiGesere, coaxed Blood into traveling north every day to become his director of curriculum. Then, DiGesere retired. We won’t get into

the next three years, other than to say once DiGesere’s replacement left the district, Blood knew it was her time.

She applied and interviewed for the position — she got it — and the rest, as they say, is history.

“My experience with redistricting in Howell served as a model when I successfully reconfigured Kearny’s schools and opened Kearny’s first middle school,” she said. “Among the highlights of my time as Kearny’s superintendent are major improvements in our district’s literacy achievement, expansion of course offerings at the middle and high school, including more AP offerings and early college enrollment, full-day pre-school for all 4-yearolds, completion of a 1:1 technology initiative that had Kearny well prepared when the pandemic struck, the addition of Project Lead the Way courses … creation of a Visual and Performing

Arts Academy with programs in dance, broadcasting and the arts and most notably, the successful restart and completion of a $54 million construction project at Kearny HS that created 18 additional classrooms, a state-of-theart culinary facility, updated HVAC, among other important upgrades.”

Now, she sails off into the sunset, but says she will, no doubt, miss working.

“Maybe I will do some consulting, but not right away,” she readily admitted.

“For now, I am proud of all we accomplished and we could never have done what we did were it not for all the wonderful people I was surrounded by. And now, with (new Superintendent) Flora (Encarnacao) taking over, I am sure the mission will continue. The board made a great decision to hire her to be my successor.”

Just as they did in 2014, when Blood, herself, was the successor.
