In Memoriam: Kearny Firefighter Francis J. ‘Frankie’ McAllister

One of Kearny’s bravest for 5 years, 39-year-old battled brutal cancer

rancis J. “Frankie” McAllister, of Kearny, who spent the last five years of his life as a Kearny firefighter and many of those years battling cancer, succumbed to the hideous disease Monday, Aug. 23.

He was 39.

It only took a few moments in town before word of his death started to spread, both on the streets and more vividly, on social media. The reaction to his passing was universal — the world lost one of its finest gems.

Dolaghan McAllister, is herself the daughter of a firefighter. Perhaps it is fitting Frankie would go on to marry such a soul. Her dad is Thomas K. Dolaghan, the retired Chief of the Harrison Fire Department.

Emily took to Facebook the very day she lost her other half.

“Today my soulmate Frank McAllister went to heaven,” Emily bravely wrote. “My darling, you really were loved by so many people. Your legacy will live on through our baby boy. Callum will know how strong his daddy was and how See FRANKIE, Page 4

ADDICTS FINDING AID IN OPERATION HELPING HAND

e’ve said it time and time again on the pages of this newspaper — as rough as it may seem for addicts, there are numerous programs out there that offer help and that are stigma-free. One such program is called “Operation Helping Hand,”

and although this story is about the program in Essex County, those who live elsewhere may take advantage of all of its benefits — every county in Jersey has its own version.

The biggest supporter of the program in Essex County is Theodore N. Stephens II, the county’s prosecutor.

Stephens graciously answered a series of questions for The Observer to help to better explain the

importance of “Operation Helping Hand,” and why those in need of substance-abuse help should take advantage of it.

Here, therefore, is the Q&A with Stephens.

treatment. There is also a hotline where people can call for help.

Our program targets Essex County residents inasmuch as when we do our outreach it is in Essex County. However, anyone is eligible to take advantage of the services that are offered if they are arrested in the county or come to an outreach program in the county. Also, there are other programs offering similar services throughout New Jersey. As of September 2019, all 21 counties have their own Operation Helping Hand program.

••• TO: You’ve had a big hand in making the program happen — why is it important for the program to exist and why have you taken such an inspiring interest in it?

TS: Opioid addiction has become a major issue in New Jersey and beyond. Among all 21 counties, Essex County typically ranks at or near the top when it comes to opioid-related overdoses. For example, in 2019 there were 428 suspected drug overdoses in Essex County, the most in the state. Camden County had 340 drug overdoses that same year.

The program was initially started in 2016 by former Attorney General Gurbir S. Grewal when he was the Bergen County Prosecutor.

From the start, we embraced it and worked to established our program. Because of our history with drug court, we learned that many offenders

are engaged in criminal activity almost exclusively to support their addiction. To break the cycle, we have to get addicts into treatment. Arrest and prosecution alone is not adequate to put someone on a path of recovery.

••• TO: What would you perhaps say to someone who may be hesitating getting help from OHH? Why is it important to take advantage of the resources?

TS: For so many people this can be a game changer. This program may force people, for the first time, to confront their addiction by giving them a clear choice of going to jail or going home. We are partnering with some of the best treatment facilities in the region. We have worked with the Alcohol Drug Abuse Prevention Team of Essex County (Adapt. Inc.) CARES (Prevention is Key) and Integrity House. These agencies are prepared not only to deal with treatment but some of the other issues that often go with addiction.

Some people need permanent housing, jobs, transportation and other social services. All of those are made available and coordinated through Operation Helping Hand.

••• TO: Is OHH the same in other counties?

TS: It has already been expanded throughout the state. Every county in New Jersey has some version of Operation Helping Hand. But Continued on the next page

We were the only county to put together a Public Service Announcement video that ran on cable television in Essex County. We thought that was one way to reach the community.

••• TO: What else should our readers, especially those in Essex County, know about Operation Helping Hand? TS: First and foremost, we want people to know that while prosecuting cases is essential to our work, our mission is much bigger. Our goal is to seek justice. In some cases, that involves working to

put someone behind bars but in other cases it involves treatment. Thanks to the Attorney General’s Office, as a state, we are pivoting toward treatment when appropriate.

We believe it is just as important as any part of the work we do. We want the community we serve to be safe. A big part of that includes understanding how these underlying issues, such as addiction, may threaten our peace and tranquility.

Whether it’s drug treatment, mental health services or other diversion programs, ultimately we want to match people with what they need so that we can get the best outcome. Operation Helping Hand is part of that effort. We firmly believe there is a direct correlation between a successful program and a safer Essex County.

It wasn’t too long before Frankie died that Emily and he learned they were expecting a son.

“Thank you for the best seven years of my life Frankie,” Emily continued.

“I am the woman I am today because I was able to experience the magic that was being loved by you. You are no longer in pain and that means more to me than anything. I wish everyone could experience the type of love we had for each other because its life changing. Just like our wedding song says. ‘I’ll love you as long as stars are above you.’

“I’ll see you one day my love. I’ll be a little late because I’m still running on Frankie time down here rest now Frankie … rest now.”

Among the hundreds of people who also offered tributes were Steven M. Dyl, Frankie’s first chief on the Kearny FD. Dyl wrote a passioned tribute for the man whom he knew well — and whom he knew was a dedicated, loyal member of the Kearny FD. “You mounted one hell of a battle.

We knew you were in pain but wouldn’t let that stop you,” Dyl, who help swear-in Frankie as a new firefighter back in 2016, said. “You made Emily one happy person. We could see the glow about her whenever she spoke about you. That glow was even brighter when you both were together. Rest easy my friend. Emily and Collum will not be alone.”

They won’t be alone because despite losing their patriarch, Emily and Collum will always have their Kearny FD family watching out for them, taking care of them, eternally.

“They will forever be part of the Kearny Fire Family. And with the best husband/father/firefighter watching over them, they will be loved,” Dyl said.

Dyl’s successor and current Kearny Fire Chief Joseph P. Mastandrea also made an announcement following McAllister’s death.

“With a heavy heart and profound sadness, I regret to announce that active-duty Firefighter Francis “Frankie” McAllister, 39, passed away on Aug. 23, 2021, after a hard-fought battle with cancer,” Mastandrea wrote. “Recently described by a

A graduate of Kearny High School, Frankie married his sweetheart Emily Dolaghan in April 2020, and the two settled in Kearny.

On behalf of his brother and sister firefighters, I extend our most sincere condolences to the McAllister, Logan and Dolaghan families.”

Frankie had so many friends who loved and adored him, so it would be next to impossible to mention them and recap their tributes all by name. But one friend was Juan C. Barroso Jr., Kearny’s chief fire inspector and Frankie’s brother firefighter.

“Today is a very sad day for my brothers and sisters of the Kearny Fire Department. We lost a true legend and one of the most kind-hearted people you will ever meet,” Barroso said of his friend. “Frank McAllister, I am beyond thankful to have known you and called you a friend and brother. I’m deeply saddened of your loss but I vow to make sure your legacy and name will live on forever. My deepest condolences go out to your wife Emily and your family. May you forever rest in

peace.”

Barroso, himself a philanthropist of epic proportions, through the Kearny Firefighters Foundation, has started a GoFundMe that has already raised $50,000+, with a stated goal of $50,000 that will likely be well surpassed.

••• Frankie was born in Belleville on Sept. 25, 1981, to parents Thomas and Janet (nee Logan) McAllister.

He lived his entire life in Kearny and was a graduate of Kearny High School, where he was a standout soccer player.

His love for the sport led him to coach soccer at St. Peter’s Prep, Jersey City.

He was also a loyal fan of the Rangers Football Club.

Aside from being survived by his parents, wife and son who is not yet born, Frankie was brother to Heather McAllister and her husband Richard and Lorraine McAllister; the son-in-law of Thomas and Cynthia Dolaghan and brother-in-law of John and Thomas Dolaghan.

He is also survived by his dear Godmother Betty Wason, many aunts, uncles, cousins and Goddaughters and by his dog Rugby.

In thanks to the hard-working local laborers

I

n just a little under a week — can you even imagine it’s here already — our nation pauses for Labor Day, a time to relax, unwind, wrap up the summer and look ahead to new the beginnings of school and life in the fall.

Labor Day always seems to bring a refreshing sense of what life offers, even if it does mean the mercury is about to begin to drop more and more each day.

But it’s also an important time to think of all the people whose work makes this country what it is — from the first responders, to the laborers who keep our streets clean and in proper working order to the folks who haul our trash away.

In particular this year and last, this is also a good time to think of all the people who, despite all that ravaged our nation since March 2020, still had to leave their homes, still had to face the possibility of getting COVID, but still showed up to work every single day.

Recently, David Moran, the long-time owner of Moran Towing in Kearny penned a letter to the editor to sing the praises of Cali Carting.

His words rang so true — Cali employees worked their butts off during the pandemic and put themselves out there on a daily basis to ensure trash was properly hauled away.

We’re also reminded of what Robert Van Riper, the superintendent of the Harrison Department of Public Works, said a few months back. During the height of COVID-19, his employees rarely, if ever, took time off and instead worked more vigorously during the months when so much was unknown. Surely, DPW workers in all the towns we cover must have been close to doing the same.

So this Labor Day, we take the time to say thank you to all the local women and men who are laborers and whose tireless efforts make our communities better and stronger. We are blessed with amazing workforces around here and couldn’t ask for more. Be well and be safe every time you go out there and know you’ve got a lot of folks pulling for you and for your success!

My dear readers of The Observer: n February 2006, Lisa Feorenzo called me and said “we want to hire you.” I didn’t know it at the time but that was a gift that would last, on and off, for 15 years and for me, produce some of the greatest moments of my life, professionally and personally.

On the news side, there were several big stories, some of which got noticed around the country. In my first go-round, it was the David Paszkiewicz and Matthew LaClair situation that sticks out most. We were there the whole way and then came Anderson Cooper, the New York Times, National Public Radio and others.

Most recently, it was the Keegan Landfill, and is there any doubt the power community journalism has when it’s in collaboration with the people and politicians in a community?

What started out as a health crisis ended with the closure of a landfill forever — and West Hudson is better off because of it.

There are just too many memories of the last 15 years to recap in such a small space, but one thing is certain — it was the honor of a lifetime for me to serve here, and to serve you all, our readers.

In no way do I believe the last decade and a half were perfect. But we sure did have a lot of fun along the way. You, the readers of The Observer, are the most passionate, loyal people I’ve ever known. I know this because on those rare days delivery’s not on time, our office phone rings incessantly until the newspapers arrive.

I will miss each and every one of you —

even those who have had less-than-kind words for me on many an occasion — as my last day here is two days away, Sept. 3, my last “edition,” a few days later, Sept. 8.

I will forever be in debt to Robert Pezzolla, our general manager, for bringing me back in 2012 while I lived in Florida and then in 2016, when he brought me back to Jersey. It was a life-changer, a gesture and gift I will never forget.

I will always be grateful to Lisa Feorenzo, our co-owner, for giving me the opportunity to lead editorial and to use my creativity to produce a weekly newspaper that brought stories to you, not just in print, but online and on camera. Lisa and Bob are my friends and family for life and I will miss them dearly, as I will Michelle and Kimme.

Rarely does a journalist get to live and work in his home community. I got that chance. I will never, ever forget the memories.

My career path will bring me to a daily newspaper as city editor that also covers West Hudson and the rest of Hudson County. I will always be an advocate for you, even if it’s not at The Observer.

Cardinal Tobin will celebrate Mass to mark 20th anniversary of Sept. 11, 2001, attacks

ardinal Joseph W. Tobin, archbishop of Newark, and the Scholarship Fund for Inner-City Children will commemorate the 20th Anniversary of the Sept. 11, 2001, attacks, with a remembrance ceremony at the Cathedral Basilica of the Sacred Heart in Newark on Wednesday, Sept. 8, at 5 p.m.

All are invited to attend the ceremony, which will feature a special Mass led by Cardinal Tobin.

This Mass will be a solemn and sacred

opportunity to honor those who died during the terrorist attacks while praying for those they left behind two decades ago.

Meanwhile, the 20th anniversary ceremony and Mass will also bring attention to three SFIC “remembrance scholarships” that were created in tribute to victims of the attacks.

Thanks to generous donors, approximately $150,000 will be given to those three scholarships as well as other schools in honor of the remembrance ceremony.

Nutley PD nab 2 men in ‘Grandma, I need bail’ scam

Police in Nutley caught two people who allegedly pulled a “Grandma I need bail money scam,” initially got away with it, but then decided to be greedy, leading to their eventual demise.

Police Director Alphonse Petracco and Chief Thomas Strumolo say on Thursday, Aug. 19, a Nutley woman, 62, received a phone call from a young woman claiming to be her granddaughter. She told grandmother she had just been involved in an accident and her attorney would be contacting her.

After a few minutes, a man she believed to be her granddaughter’s attorney contacted her, who reportedly said bail money would need to be posted or her granddaughter would be locked up.

In a state of panic, the woman withdrew several thousand dollars and met a man she believed to be a bail bondsman at a Passaic Avenue convenience store in Nutley. She told police he was wearing a suit, took the cash and handed her a receipt.

The next day, Friday, Aug. 20, upon speaking with her granddaughter, she realized she had been scammed and her granddaughter was never involved in an crash, which is when she reported the incident to police.

The same day, she received

another call from the same actor, requesting even more money to be paid at the same location. But this time, the suspects didn’t get to meet the innocent grandma — instead, it was Nutley detectives waiting in the area to arrest the two men, one of whom was the one who took the cash a day earlier.

Police arrested Kevin Villalona, 21, and Juan Cleto-Diaz, 22, both of Passaic and charged them with conspiracy. Villalona was additionally charged with theft by deception.

Both were later released on their own recognizance, pending court.

Strumolo says this is a “popular fraud” because many grandparents hear a troubled voice and cannot determine whether it’s actually their relative.

“In addition to becoming alarmed and concerned, many are unable to think clearly and withdraw or send money without checking with their family first,” Strumolo said.

Petracco commended officers for the apprehension, and warns everyone there are criminals who won’t hesitate for any reason about taking your money.

“Please check with family or police before providing personal information, withdrawing money or sending funds to anyone who calls, emails or contacts you without first verifying who they are,” Petracco said.

North Arlington begins new era with new coach Borkowski Kick off new season at Rutgers Sunday morning vs. Wood-Ridge

Harrison boys’ soccer: Another talented squad The Harrison High School boys’ soccer team only played nine games in the COVID-19 ravaged season a year ago. The Blue Tide, perennially one of the state’s best programs, had a very unconventional 4-3-2 record, which reads more like a phone number than a soccer record.

“We had 14 games cancelled,” said veteran Harrison head coach Mike Rusek. “It was not a year that I would ever want to go through again. I know a lot of other people feel the same way. I think we were all just happy to get some practices and some games in. I think the one thing that we all took from last year is that you can never take anything for granted. I think we all came to appreciate high school soccer even more.”

The Blue Tide, who open their 2021 season next Thursday at Leonia, suffered serious losses to graduation. An NJSIAA Group II school should not be able to recover from graduating 11 seniors in one clip.

However…

“We had 14 graduate the year before,” Rusek said. “But I think these kids came in working hard, knowing that we

haven’t won a championship in a while. I think we were starting to go through the motions. We got spoiled by our own success. I think what happened last year made us all appreciate it more.

The kids lost something last year and now they’re getting it back. Last year we’re throwing into the archives and moving forward.”

Rusek said the pandemic put a little bit of a cramp in what he usually did as a coach.

“I hadn’t seen some of them for nine months,” Rusek said. “Some of them have grown into young men. I just hope we can carry on through this year.”

Senior Emiliano Torres is the returning starter in goal for the Blue Tide.

“He’s come into the year excited and knows he has to be a leader,” Rusek said.

The Blue Tide will use a diverse rotation with five defenders.

Senior Carlos Dionisio is the team’s returning starter among the defenders.

“He’s a really big kid with a nice soft touch on the ball,” Rusek said.

NORTH ARLINGTON – After

spending the past decade as an assistant football coach at places like Fair Lawn, Wood-Ridge and his native Ridgefield Park, Joe Borkowski decided that his time had come to become a head coach somewhere.

So when he learned that Paul Savage had stepped down after three seasons at North Arlington High School, Borkowski believed that it would be a good fit.

The 32-year-old Borkowski applied for the job and eventually got it.

“I wanted to be a head coach for a long time,” Borkowski said. “Ever since I was a little boy, I always said that I wanted to be a football coach, that I

wanted to be the guy wearing the whistle.”

Borkowski said that he did his due diligence and liked the idea that the Vikings had a winning record in the convoluted COVID-19 season last year, posting a 4-3 record.

“I did my homework and it reminds me of home,” Borkowski said. “Win or lose, the fans are in the stands. They’re supportive.

They’re awesome. It’s a great facility in a good location.”

And Borkowski has fallen in love with his players.

“The kids are great,” Borkowski said. “They bring their lunch pail and come to work. I think if you define ‘small town feel,’ it’s North Arlington. I think we can build off a 4-3 record and move forward, keep this thing rolling in the

right direction.”

The Joe Borkowski era cannot begin in a better scenario. The Vikings will kick off the 2021 season Sunday morning at SHI Stadium on the campus of Rutgers University with kickoff slated for 11 a.m.

“It’s a once-in-a-lifetime memory for these kids,” Borkowski said. “They’re getting the chance to play in a Big 10 stadium. I think we’re all super excited.

It’s my first game as a head coach and I’m coaching there? It can’t get any better than that. I think everyone is excited to have this opportunity.”

He plans on using a “multi-dimensional” offense, but one that is based first and foremost on the run game.

“We want to run the ball,” Borkowski said. “We will have a lot of two-back sets, a lot of shotgun formations.

Our wide receiver group is very deep. I think we’ve all gotten off on the right foot.

I’ve been super impressed with their attitude. I think football always comes down to effort. I think that’s the first battle. And these kids want to be good. You can tell that right away. I’m really optimistic that we can continue that trend.”

Leading the way is junior quarterback Devin Rivas.

The 6-foot-1, 205-pound Rivas brings something to the table that past Viking

signal callers simply did not have – size.

“Devin has good size and throws the ball well,” Borkowski said. “He also can run well. He’s a dual threat.

The other kids like him because they elected him captain as a junior. He’s been tremendous. He works hard and knows the playbook well. He’s leading this team right now.”

Junior Dante San Giacomo (5-6, 160) is as tough as there is as a high school player.

“He’s as tough as nails,” Borkowski said.

But the Vikings’ featured back will be senior Dylan McDermott (6-1, 190).

“He doesn’t talk much,” Borkowski said. “But he leads by example. He’s such a great kid and he’s like having another coach on the field.”

McDermott should have a big season for the Vikings.

Jaivon Aquino is a 5-9,

170-pound senior wide receiver.a “He’s a highlight reel,” Borkowski said. “He has good hands and gets to all the 50/50 balls. He’s a precise route runner and has reliable hands.”

Junior Kyle Villani (6-0, 175) is perhaps the hardest working kid in Viking camp.

“He brings it every single day,” Borkowski said. “He comes ready to work. He doesn’t complain and is very coachable. He’s a program guy. I’ll take 11 players like Kyle Villani.”

Here’s a promise: Villani will make at least three positive plays every single game, the type of play that helps your team win. He has that knack.

Sophomore Sean McGeehan (6-1, 175) is another talented wide receiver.

“He’s just a pure athlete,” Borkowski said. “He’s very athletic and very reliable.

He catches everything. He’s been very impressive.”

Sophomore Ian Crudele (6-1, 155) comes from good stock. His father Bobby is a North Arlington police officer who has spent countless hours working with youngsters in the North Arlington Recreation department.

“Ian has been a pleasant surprise,” Borkowski said.

“He now ends up being a two-way starter for us. He’s explosive and quick. His football IQ is off the charts.”

The offensive line is not the biggest in the world, but can be effective. Senior Nicholas Healy (6-2, 290) and sophomore Ariel Williams (6-0, 190) are the tackles, with Giovanni San Giacomo, Dante’s twin, and Iker Bouzas (5-10, 215) at guard and junior Justin Hayashida (5-10, 200) at center.

“They’re progressing nicely,” Borkowski said.

Defensively, the Vikings will play a 3-4 alignment.

The nose guard is sophomore Jose Rodriguez (5-9, 290), with Bouzas and Williams at defensive tackle.

Williams used to be a running back, so he has the

speed to play along the line.

“He offered to go to the line this season,” Borkowski said of Williams.

McDermott is a player to watch at outside linebacker, where he is joined by junior Kenneth Jaramillo (5-9, 175).

The San Giacomo twins main the inside linebacker slots.

Villani, who made AllNJIC last season at cornerback, returns to that position, along with sophomore Nate Smith (5-7, 155). Aquino and McGeehan are the safeties.

So the rookie head coach is poised to take his team to the banks of the old Raritan Sunday for an NJIC showdown.

“It’s really a once-ina-lifetime opportunity,” Borkowski said. “We’ll have a big crowd there from North Arlington, playing in a big stadium.”

Is the coach ready?

“I’ve been pumped the last few days,” Borkowski said.

“I’m ready to go right now.

I want to get the first one right away. North Arlington hasn’t won the opener since 2015.”

The Blue Tide certainly represents a true melting pot of soccer talent, with eight starters from different countries and 14 different countries represented on the Blue Tide roster.

The Blue Tide opens against Leonia on Sept. 9, then won’t play again until Friday, Sept. 17 against Newark East Side.

Needless to say, it shapes up to be yet another great season for the Harrison boys’ soccer team. Let the games begin.

“By the end of September, we should see how this all works out,” Rusek said of the new-fangled alignment.

Senior Enzo Diaz was used all over the field last year, but will be a mainstay in the midfield this year. Sophomore Diego Flores-Sanchez also returns to the midfield, where he started last year as a freshman.

“He’s a talented player with a lot of potential,” Rusek said of Flores-Sanchez. “He’s a nice offensive type of a midfielder.”

The next player has a very familiar name in Harrison athletic circles, but for different sports.

Needless to say, it’s a good problem for Hykey to have.

The Golden Bears also have depth in their defensive alignment, so much that Hykey will utilize as many as five defenders on the field at the same time.

Kayla Carrino is a junior center back who has started since she arrived three years ago.

“She’s a solid player,” Hykey said. “She has such a knowledge of the game. I’m super excited to have her back.”

Sophomore Elise Ferschweiler is another center defender.

“She came off the bench last year and did a nice job when she was in there,” Hykey said.

Junior Kelani Gomez is another returning starter along the back line.

Sophomore Julia Tozduman, the younger sister of softball queen Ella, is a speedster at defensive wing. The younger

Tozduman ran track last year as a freshman.

“She can get up and down the line,” Hykey said of Tozduman. “She can move.”

Senior Emma Rodrigues and sophomores Ardsly Almonte and Manya Gowda round out the corps of defenders.

Senior Aliya Keith is one of the team’s center midfielders, along with senior captain Francesca Castagnetti, the younger sister of Isabella and the daughter of assistant football coach Joe. “Francesca has made a big step from last year to this year,” Hykey said. “She’s now a senior and a captain. She’s also verbalizing her thoughts. She’s always saying something that I was going to say. It’s like having another coach on the field.”

Sophomore Julia Anthony is also among the Golden Bear midfielders.

“She’s probably our best technical player,” Hykey said of Anthony. “She might just end up with more assists than

goals.”

Freshman Kyla Marino is also in the mix at midfield.

The Golden Bears have a lot of talent and depth along the forward line, so much so that they will play a lot of sets with three forwards.

“She’s super tough on the ball,” Hykey said of Weaver.

“She’s slick and aggressive. She gets by defenders when there’s little room to move.”

Junior Amanda Dasler rounds out the key forward line.

“For the first time in a while, we’re going with three forwards,” Hykey said. “We have a solid group of forwards. I’m confident that they can all score and go to goal. I think we have good balance offensively.”

The Golden Bears also have senior Genesis Cedeno at forward, along with freshman Skyler Montillo and sophomore Gabby Auteri.

Having such depth is not a major problem at all, especially for a Group II program with state title hopes and dreams.

“I think we have the makings of a good team,” Hykey said.

“Some people might question if we’re going to have a good team, but I think we’re going to be equally as good, just getting our scoring in different ways.”

It all adds up to one thing: Lyndhurst’s girls’ soccer team will win again in 2021, like they always do.

FRANCIS J. MCALLISTER Francis J. McAllister, 39, of Kearny, died at home Aug. 23, 2021.

A funeral service was celebrated at the First Presbyterian Church, Kearny. Cremation was private. The Armitage & Wiggins Funeral Home, Kearny, was in charge.

Born in Belleville, Frankie was a lifelong Kearny resident.

A graduate of Kearny High School, Frank was a great soccer player there, and later coached soccer for St. Peter’s Prep, Jersey City. He was also a dedicated fan of Rangers F.C. Frank was a proud firefighter for the Town of Kearny.

A true hero, Frank always put others before himself. He loved his friends dearly, and could be counted on anytime someone was in need. Frankie had a huge heart, and all who knew and loved him were truly blessed.

Frank was the dear son of Thomas and Janet (nee Logan) McAllister; beloved husband of Emily (nee Dolaghan) McAllister; and was the loving father-to-be of Callum Thomas. Frank was also the cherished brother of Heather McAllister and her husband Richard and Lorraine McAllister; son-in-law of Thomas and Cynthia Dolaghan, and brother-in-law of John and Thomas Dolaghan. He is also survived by his dear Godmother Betty Wason, by many loving aunts, uncles, cousins and God-daughters and by his faithful dog, Rugby.

Pete enjoyed frequent trips to Atlantic City. He treasured the simple things in life, like a hot cup of coffee, or a cold Budweiser. Pete was fastidious in caring for his shoes, being sure to always keep them at a high polish. An avid gardener, he most of all treasured time spent with his loving family.

Worker at Kearny USPS facility among several arrested on mail fraud charges, US Attorney says

A

Middlesex County man and an Essex County man were arrested in connection with two criminal complaints charging them with scheming with U.S. Postal Service employees — including one who worked in a Kearny facility — and others to commit mail theft, bank fraud and aggravated identity theft, Acting U.S. Attorney Rachael A. Honig announced last week.

Yaseen Salih, 24, of Iselin, and Adeeb Salih, 29, of East Orange, were charged by complaint with conspiracy to commit bank fraud, conspiracy to commit mail theft and to possess stolen mail and aggravated identity theft.

Yaseen Salih was arrested Aug. 26 and made his initial appearance before U.S. Magistrate Judge André M. Espinosa and was remanded to jail without bail.

Adeeb Salih remains at large.

Hakir Brown, 27, of Newark was also arrested last week and charged by way of a separate complaint with bank fraud, conspiracy to commit mail theft and to possess stolen mail and aggravated identity theft.

He was scheduled to make his initial appearance late last week.

According to documents filed in this case and statements made in court: USPS employees Khadijah Banks Oneal and Ashley Taylor stole envelopes containing credit cards, checks, and U.S. Treasury checks from the mail. From Dec. 12, 2020, to July 31, 2021, Taylor reportedly sold stolen mail to Yaseen Salih; from Jan. 30, 2020, until her arrest on July 28, 2021, Banks Oneal sold stolen mail to Jahad Salter and Dashaun Brown and supplied stolen mail to Hakir Brown.

stolen credit cards, called the banks that issued the stolen credit cards and used personal-identifying information belonging to the accountholder to obtain or change information about the stolen credit cards.

They then used the stolen credit cards to, among other things, make purchases at retail stores in New Jersey, New York and online, resulting in attempted losses of over $300,000.

Adeeb Salih deposited stolen checks into bank accounts that were under his control to obtain the checks’ proceeds.

The charges of bank fraud and conspiracy to commit bank fraud each carry a statutory maximum sentence of 30 years in prison and a maximum fine of $1 million. The charges of mail theft and possession of stolen U.S. Mail and conspiracy to commit that offense, each carry a statutory maximum sentence of five years in prison and a maximum fine of $250,000, or twice the gain or loss from the offense, whichever is greatest.

The aggravated identity theft charge carries a mandatory sentence of two years in prison, which must be served consecutively to any sentence imposed for bank fraud, and a maximum fine of $250,000, or twice the gain or loss from the offense, whichever is greatest.

The worker with the Kearny connection was Oneal, 30, of Newark, who was charged by complaint on July 28, 2021, with conspiracy to commit access device fraud and mail theft. She was arrested the same day, and on July 29, 2021, appeared before Judge Espinosa, and was released on a $30,000 bond.

At the time of her arrest, she was employed by the USPS at a mail processing facility in Kearny.

WHAT IS A ‘GHOST GUN?’

And why are authorities looking the regulate them suddenly?

New Jersey, Pennsylvania and the District of Columbia with a multistate coalition, including 22 attorneys general, support a U.S. Department of Justice proposal to strengthen federal regulations governing firearms, Acting New Jersey Attorney General Andrew J. Bruck says.

Among other things, the DOJ’s proposed rule will ensure federal requirements for serial numbers on firearms and background checks for firearm purchases will apply to products often marketed as “ghost guns.”

Ghost guns are partially assembled firearms sold with the parts needed to

create fully operational guns, often with instructions on how to do so. Because ghost guns are incomplete when sold, companies exploiting loopholes in federal regulations do not require

purchasers to go through background checks, allowing prohibited persons — including terrorists, fugitives and felons — to obtain firearms they otherwise would not be able to buy.

Completed ghost don’t have serial numbers, making it harder for law enforcement to trace the weapons to their owners and solve gun-related crimes.

Ghost guns are illegal in New Jersey under a law signed by Gov. Philip D. Murphy in 2018.

But the lack of federal regulation has allowed ghost guns sold in other states to get into New Jersey, where they represent an increasing percentage of guns recovered by law enforcement.

The proposed rule would close that loophole.

“Under Gov. Murphy, New Jersey has been a national leader in the effort to reduce gun violence overall, and in particular to stop the flow of untraceable, build-them-yourself firearms into the hands of criminals and other individuals who have no business possessing them,” Bruck, who is serving in an acting capacity as state AG, said.

“Throughout our nation, too many of these untraceable guns are still sold and transported across state lines because of loopholes not addressed by the federal government. We’ve said for some time that ATF needs to tighten up its rules and take some of the onus off the states for combating illegal guns. Those pleas fell on deaf ears with the prior administration, but we’re heartened to see that action is now being taken.”

In May, the DOJ’s Bureau of Alcohol, Tobacco, Firearms and Explosives announced the proposed rule to clarify how the federal Gun Control Act applies to a variety of firearm products, including firearm frames and receivers, which are the primary structural components of firearms.

The proposed rules would close the loopholes in the ATF’s existing policies that have exempted certain firearms — including the aforementioned ghost guns — from regulation under the Gun Control Act.

By clarifying that weapon parts kits and other unfinished firearms which can readily be completed are subject to regulation by ATF, the proposed rule will require gun retailers to run background checks before selling these products. This would prevent dealers from selling weapons to those barred from doing so.

Additionally, the rule would clarify that the Gun Control Act may apply to firearm frames and receivers even if the frame or receiver is split — a common feature of widely used semiautomatic weapons — or partially complete — a common feature of ghost guns. This would require manufacturers of gun kits to include a serial number on the frame or receiver found in the kit.

The rule would also require federally licensed firearms dealers to add a serial number to any 3-D printed firearms or other non-serialized guns they plan to sell.

In a comment letter submitted to the DOJ last week, Bruck, along with the other members of the coalition, welcomed the proposed rules.

The comment letter says existing “regulatory gaps” at the federal level have enabled the “meteoric rise of a ghost gun industry” that operates without proper oversight.

The increasing availability of easy-toassemble, untraceable, no-backgroundcheck-required firearms, in turn, has fueled a surge in gun violence. While ghost guns have become more available, large cities have suffered a 24% increase in homicides and a 22% increase in gun assaults from the first quarter of 2020 to the first quarter of 2021.

In New Jersey, the comment letter reports, at least 37 unmarked ghost guns have been used in a shooting since the start of 2020.

Moreover, ghost guns represent an increasing percentage of all firearms recovered by New Jersey law enforcement. 55 un-serialized guns were recovered in 2019 out of 3,385 total gun recoveries (1.62%); 101 were recovered in 2020 out of 3,375 total gun recoveries (2.99%); and 122 had already been recovered in 2021 as of July 15 out of 2,154 total gun recoveries (5.66%).

Amid this steady increase, nearly 90% of ghost guns recovered in New Jersey in 2020 and 2021 have been linked to kits sold by one particular company — Polymer80 — a retailer of ghost guns.

In the absence of federal regulation, states have taken the lead in combating the violence associated with ghost guns.

KPD: Teens driving stolen car also had loaded guns

On Aug. 24 at 5:27 p.m., Dets. Dave Bush, Tim Castle and Mike Andrews were patrolling in an unmarked car near Passaic and Johnston avenues and saw a red Nissan Maxima traveling in front of them with an expired temporary registration tag. The detectives ran a computer check on the tag finding it had been issued to a different car: a grey Subaru Legacy. They later found the Maxima had been reported stolen from Paterson.

The Maxima pulled into the ShopRite parking lot where two males exited and went into the store while three others remained inside the car. The detectives radioed for a second, marked, police SUV and the two police cars boxed in the Maxima to avoid a vehicular pursuit.

Upon seeing the officers approaching him on foot, the driver of the Maxima — later revealed to be a 14-year-old Newark boy — allegedly put the vehicle in reverse and tried to escape. Without much room to maneuver, and with the officers giving instructions at gunpoint, the driver eventually put the Maxima in park.

However, a 15-year-old Middlesex boy seated in the backseat made an escape attempt on foot, tossing a backpack to the ground as he ran. He was caught on Passaic Avenue by Officers Mat Lopez and Sean Podolski. Inside the backpack, officers found a Glock 19 9mm handgun with a defaced serial number.

The Glock was loaded with a 31-round extended magazine containing 17 full-metal jacketed ammunition cartridges and 7 hollow-point rounds.

Detectives escorted the front seat passenger, a 17-yearold Middlesex boy, out of the car finding he had a loaded Taurus G3 9mm handgun and 15-round-capacity magazine concealed in his waistband.

The two males who had previously entered the ShopRite store returned to the parking lot and were taken into custody. They were Khaaliq Johnson, 18, of Irvington, and a 16-year-old Newark boy. Det. Andrews recovered one Ecstasy pill from Johnson’s pants pocket.

Johnson was charged with receiving stolen property, conspiracy, using a juvenile

in the commission of a crime and possession of a controlled dangerous substance. He was later remanded to the Hudson County Jail in South Kearny.

The 14-year-old driver was charged with receiving stolen property, conspiracy, eluding, unlicensed driver and fictitious plates. He was later released to a family member.

The 15-year-old boy was charged with unlawful possession of a handgun, hollow point ammunition, a defaced firearm, a high-capacity magazine, and handgun ammunition; resisting arrest, receiving stolen property and conspiracy. He was ordered by a juvenile intake officer to be held in juvenile detention.

The 16-year-old boy was charged with receiving stolen property and conspiracy. He was later released to a family member.

On Aug. 21 at 8:18 a.m., Officer Luis Moran made inquiry of a man whom he found walking in the rear parking lot of the South Kearny Police and Fire substation. The man reportedly initially exhibited bizarre behavior but refused offers of medical assistance.

He became lucid again after a few moments and told the officer he had entered a utility trailer on the property and placed railroad spikes he had found in his travels in different locations inside the trailer.

The man, later identified as Daniel Speare, 40, of Mount Laurel, possessed several small bags of crystal methamphetamine and hypodermic syringes. Officer Moran arrested him on charges of defiant trespass, possession of crystal methamphetamine and possession of drug paraphernalia. He was later released with summonses.

On Aug. 24 at 3:22 p.m., Officers Vanessa Sevillano and Sean Wilson were dispatched to the South Kearny heliport on Western Road on a report a van had been stolen but was then stopped by witnesses who were confronting the alleged thief.

An employee of a helicopter

tour company reported she saw a woman acting suspiciously on the property and went inside her office to call the police. When she did so, the suspicious woman, later identified as Destiny A. Shuler, 23, of Jersey City, allegedly entered the driver’s seat of a company tour van loaded with passengers and drove it away.

A 27-year-old California man, a passenger in the

tour van, apparently realizing the woman was no tour guide, reached into the driver’s area and applied the emergency brake. The van came to a halt on Western Road where the passengers were able to escape without injury.

While police were sorting out the incident, Shuler allegedly ran from the scene with Officer Wilson giving chase on foot. She

reportedly ran into a nearby warehouse, threw herself onto the floor and contracted herself into a balled-up position. Officer Wilson unraveled Shuler and arrested her.

Shuler was charged with carjacking, burglary and obstructing the administration of law. She was destined to be detained at Hudson County Jail, South Kearny.
