No frowns allowed at Genuine Smiles

f you’re one of the few who doesn’t fear the dentist — consider yourself lucky. But even if you’re not in that category, there’s a dentist who is relatively new to Kearny whose mission it is to make the dental experience a positive and affordable one.

And one when you leave the office after treatment, you have a … smile on your face.

Dr. Mina Elfar owns and operates what is called Genuine Smiles, at 837 Kearny Ave. (he also has another office in Livingston.) You may recall when the business was called the Smile Center — that’s the group that sold him the business a few years ago.

Campos deemed ineligible for June Kearny primary State law requires 1 year of residency in specific ward before being able to run

A

candidate in the race for the nomination for a council seat in the Second Ward of Kearny has been deemed ineligible because she hasn’t lived in the ward for the requisite one year.

Alexis Campos, a candidate on a ticket led by mayoral hopeful and local realtor Sydney J. Ferreira, who was pitted in race against incumbent Second Ward Councilman Rich Konopka, on a ticket led

by Mayor Alberto G. Santos, says she moved to the Second Ward from her former residence in the Third Ward, in August 2020.

However, it appears she did not switch her voter registration until March 9, 2021.

It is the voter registration that determines the eligibility and nothing else.

Additionally, according to reports, her voter records indicate she voted in the Third Ward in the November 2020 election, despite claiming she lived in the Second Ward at that time.

By doing so, Campos would have voted for candidates who do not necessarily represent her as a Second Ward resident.

WHAT’S THE LAW?

Eligibility for municipal elections is governed by state law, specifically, NJSA (New

Jersey Statutes Annotated): 40A:9-1.13, dated Jan. 1, 1981, and which states: “Except as provided in section 9 of this act, no person shall, on or after the effective date of this act, be eligible to become a candidate for any local elective office, or to be appointed to any local elective office, unless he is registered to vote in the local unit to which the office pertains, and has been a resident of that local unit for at least 1 year immediately prior to the date upon which the election for the office is to be held, or prior to the date upon which the appointment is made, as the case may be.”

In this case, “registered to vote” determines the oneyear time frame. “Local unit” means ward, not town.

Campos’s ineligibility was first noted by Santos, but not in his governmental capacity as mayor, but in his political function as the chairman of the local, official Democratic Party. He sent a letter to Town Clerk Patricia Carpenter, and copied it to County Clerk E. Junior Maldonado, noting the law governing the eligibility requirements.

By state law, eligibility challenges are adjudicated by local municipal clerks, in this case, Carpenter. On March 14, Carpenter issued her decision declaring Campos ineligible to run.

arly on the morning of April 9, the Kearny Police Department, in cooperation with the Hudson County Regional SWAT Team, Essex County Sheriff’s Office SWAT Team, Hudson County Sheriff’s Office and the DEA, executed three simultaneous search warrants at residences in Kearny, East Newark and East Orange that were believed to have been functioning as illegal narcotics production facilities.

Warrants were obtained based on a three-month narcotics investigation conducted by the Kearny Police Street Crimes Unit. In aggregate, detectives seized from the three target locations a package of heroin weighing more than a kilogram, over 1,700 individual wax folds of heroin, a 118g bag of heroin, over 100 vials of crack cocaine, three plastic bags of crack cocaine, a metal pot containing cocaine, 38, 30mg oxycodone pills, 2.25g of Mannite “Cicogna” cutting agent, a Beretta 9mm 17-round pistol magazine, $10,000 U.S. cash and a large assortment of drug paraphernalia including hundreds of empty glass vials and caps, boxes of empty wax folds, sifters, plastic

Moody’s raises Kearny’s credit-worthiness for 2021 The Kearny Finance Department has applied Homestead Benefit Property Tax Credits to the May 2021 tax quarter for eligible property owners, and adjusted tax bills have been mailed to 1,520 property owners who will receive credits totaling $803,283.47 — and meanwhile, the town got great news with a major improvement to its credit worthiness from Moody’s Investors.

THE TAX-BILL CREDITS

Unlike regular tax bills, this is a small, single sheet which shows the adjustment.

Second quarter taxes are due May 1, 2021.

There is a 10-day grace period that ends on Monday, May 10. By state law, payments received after the grace period will be charged interest back to the statutory due date May 1.

At the same time, Kearny Mayor Alberto G. Santos shared the results of the Town of Kearny’s annual financial statement for 2020. Notwithstanding the unprecedented challenges of the pandemic, the town’s total expenses came in $2 million below budgeted appropriations and revenues came in higher than the budgeted amount by over $10 million due to a growing tax base, a very strong collection rate and new revenues from redevelopments on Passaic Avenue and in South Kearny.

The net impact is a cash surplus of $12 million at year-end 2020, which is equal to 15% of the total annual revenue.

“This is the strongest yearend surplus the town has generated in over two decades,” Santos said. “The surplus will provide us a substantial cushion against any unexpected budgetary pressures in 2021 and beyond. We will continue to emphasize strong budget management and sound financial policies so that the town’s robust financial health is sustained. This will enable us to maintain stable property tax rates, and to build upon the past three consecutive years of reductions in the municipal tax rate.”

THE GOOD NEWS FROM MOODY’S

Moody’s Investors Service has assigned an A3 rating to the Town of Kearny, NJ’s $30 million General Obligation Bonds, Series 2021 consisting of $26.6 million General Capital Bonds, Series 2021 and $3.4 million Water Utility Capital Bonds, Series 2021.

Concurrently, it upgraded the town’s outstanding general obligation unlimited tax (GOULT) rating to A3 from Baa2.

The upgrade to A3 reflects the town’s materially improved finances and strong tax base growth. Although resident wealth and income are below-average for the region, recent economic growth has been strong and is now a credit strength.

Moody’s says over the past few years, the town has seen a “remarkable turnaround,

rate 6.6%.

The agency says the town’s $4.5 billion tax base will continue to grow because of its access to employment opportunities in the greater New York City area and ongoing redevelopment. The town, roughly 50% residential, 16.5% commercial and 9% industrial, with a substantial amount of exempt property, benefits from easy access to its larger driven by more conservative budgeting and a strong effort to hold costs in check.”

Kearny’s favorability rate was aided by its location to New York City and “materially improved reserves and liquidity.”

The ongoing pandemic, Moody’s says, has had only a modest impact on the town.

Unemployment spiked sharply as a result of the pandemic and has only partially recovered. The unemployment rate, as of January, stood at 10.9%, higher than both the state’s 8.1%, and the national

neighbors in Manhattan, Jersey City and Newark, but also has easy access to much of northern New Jersey.

While certain non-tax revenues came in below budget, this was more than offset by expenditure reductions.

Additionally, property taxes, the largest source of revenues, performed admirably, with no material collection issues.

Election law is the law, even if it seems unfair

here are plenty of laws in this state and country that, despite seeming either too lenient or too strict, are still the law.

The first example that comes to mind is that many criminals in New Jersey are often released on their own recognizance after they commit crimes that are mind-boggling, but because of bail reform laws, judges have no other choice but to let them go without bond.

There are plenty of other laws that fit this bill, but there are too many to begin listing here. Which leads to New Jersey election law and how it affects the June primary in Kearny. NJSA 40A:91.13. determines eligibility for candidacy to local elective office. Dated Jan. 1, 1981, it states, clearly: “... no person shall, on or after the effective date of this act, be eligible to become a candidate for any local elective office, or to be appointed to any local elective office, unless he is registered to vote in the local unit to which the office pertains, and has been a resident of that local unit for at least one year immediately prior to the date upon which the election for the office is to be held...”

In this matter, where the eligibility of Second Ward candidate Alexis Campos is to be determined, “local unit” means the Second Ward (of Kearny) and “registered to vote” determines that eligibility.

Accordingly, even if she switched her voting records to the Second Ward the same day, after voting in 2020, not only is Campos ineligible to run as a Democrat, because she reportedly voted in the Nov. 3, 2020, election in her former Third Ward location, she is, by law, even short of being eligible to run as an independent candidate for the current election, scheduled for the first Tuesday after the first Monday of November — Nov. 2, 2021.

State law guides all municipal elections. For some, this concept is foreign, but it is, in fact, the law. It’s Indisputable.

Is the law fair? That’s open for debate. It was designed to slow down carpet bagging.

What is not open for debate is the law itself. It could not be more clear. And as such, Campos is ineligible in 2021, regardless of anything anyone “believes,” to run in the Second Ward. Period. And the determination is made by local municipal clerks.

As for Campos voting in the improper ward in 2020, that’s another story for another day.

LaClair: Stop voting for pols who who gain from special interests

To the Editor: In a letter published in your April 14 edition, a reader argues in favor of term limits, claiming that long-time legislators lose touch with their constituents. With all due respect to the writer, that is not the problem. The reason legislators do not vote their constituents’ interests is that they are bought and paid for by billionaires, monied interest groups in other words, they are effectively bribed.

If you want our elected officials to vote for your interests, then stop voting for politicians who take most of their money from entrenched interest groups. Whether a legislator is in office for 30 years or 30 days, that is the problem, not length of service.

That is why proposals that have overwhelming popular support cannot be enacted into law today.

Too many people are voting for politicians from a certain ideological perspective, who do not want government to serve the people; they want to use government to service their donors. If you want good government, then elect people who will put a stop to that.

Your writer also complains about federal oversight of elections. That was exactly

the complaint of the Southern states that wanted to continue to prevent African-Americans from voting. Our country’s history is a slow march toward making it easier to vote. Three Constitutional amendments have expanded the franchise: first to Black men, then to women, then to 18-year-olds.

Now, one political party sees that it can no longer win elections if all the people vote, so they are proposing laws to keep people from voting. They were fine with the old laws, until they started losing elections. If you want government to serve the people, then let the people vote, without having to stand in line for hours to do it.

The county clerk has no role in reviewing petitions to run for local office in primary elections.

“That function falls entirely on the municipal clerk, who must verify signatures and candidate eligibility. Mr. Ferreira’s protestations notwithstanding, he is fully aware of the requirements since his other candidates filed valid petitions. Rather, he thought no one would call him out on the ineligible one.”

Belleville softball: Road warriors to begin season The Belleville High School softball team will begin the 2021 season on the road. The Buccaneers will remain as the visiting team through the first few weeks of the young season.

The major improvements to Corino Field, the Buccaneers’ home facility for ages, have not been completed, forcing the team to face all of its early opponents away from Belleville.

“Hopefully, the field will be done in the middle of May,” said veteran Belleville head softball coach Chris Cantarella, the man who took over when long-time coach Carl Corino retired, enabling the Belleville Board of Education to rename the facility after Corino.

Cantarella, also the girls’ basketball coach at the school, was Corino’s assistant before Corino stepped down.

“We figure that we’ll play our first nine games on the road,” Cantarella said. “But at this point, we’ll take anything. I’m glad we’re out there playing. I’d much rather play nine road games than no games at all.”

As we know, the entire 2020 season was wiped out by the coronavirus

COVID-19 pandemic.

“It’s going to be a little bit of a challenge, that’s for sure,” Cantarella said.

“It’s definitely going to be different. But I think we can handle it.”

Cantarella welcomes a very young roster to the field in the new season that opened Monday against Caldwell – yes, on the road.

“We’re junior-loaded,” Cantarella said. “We have five seniors and they’ll all play. We also have some sophomores who will be mixed in there.”

Despite all the questions and uncertainties, Cantarella likes the makeup of his team.

“I really like these kids,” Cantarella said.

“They were really good on the JV ( junior varsity) level as freshmen and sophomores. I’m hoping that it carries over to the varsity level. It’s a tough team. They want to go out there and get it. With that attitude, I can deal with it.”

As everyone knows, the key to a good high school softball team is at pitcher – and Cantarella feels that the Buccaneers have plenty of pitching.

Blue Tide baseball squad: Just as uncertain as the rest

By Jim Hague ogsmar@aol.com Everything was in place for a highly successful high school baseball season at Harrison High in 2020. The Blue Tide had a veteran lineup, solid pitchers, a dedicated coaching staff. It was all there.

And then…

COVID-19 became a part of the world’s daily lexicon.

Coronavirus was more well known than Corona cerveza.

Harrison’s best laid plans went down the drain, like the entire spring sports season.

“It was very disappointing to lose the year,” said Harrison veteran head baseball coach Jairo Mendez, the former Kearny High and Montclair State University standout pitcher. “Basically, we lost two years that we didn’t get a chance to do anything. We could have competed last year. We had a lot of guys who had varsity experience and who had played a lot of baseball together in their lives. We have a lot of sophomores who are being thrown into the fire.

They have to step up and play right away on the varsity level.

It’s not easy.”

Mendez said that he and his staff had been working with the Blue Tide on basic fundamentals.

“Baseball is a game of repetition,” Mendez said.

“You have to do things over and over. It’s very important to work on the strategy of the game, but it’s hard to get that all in during practice time.”

Still, Mendez is optimistic that the Blue Tide can be a competitive bunch this season.

“I like the attitude of the players,” Mendez said. “They are retaining information and keep asking questions. That’s basically all I can ask for. We have to learn from each other as we go along. We’ll talk about things that we go over.”

Junior Matt Cabelelo will be one of the top hurlers for the Harrison baseball team this season.

Mendez said that the biggest step a young team can make is getting over the mental approach.

“I tell them all the time that the toughest part is the mental part,” Mendez said. “The baseball IQ is very important.

We work on both the physical and the mental part of the game.”

Mendez is a pitching-first coach and this team will be no different.

Leading the way is junior right-hander Jake Mulrenan.

The 6-foot-6 Mulrenan has grown about five inches since his freshman year.

“He’s become more of a pitcher,” Mendez said of Mulrenan. “He has a better understanding of the philosophy of pitching. He’s learning to keep the ball low. He throws a nice changeup and curve. He’s a knowledgeable kid.”

Mulrenan is such a student of the game that he’s taking the time to work with some of the freshman pitchers.

“When he’s helping the younger kids, I just let him be,” Mendez said. “He’ll do anything to help this team.

He’s grown so much physically. He really could be very good. He’s learning that velocity doesn’t mean a thing if you don’t have location. That’s why he’s becoming more of a pitcher.”

Mendez said that he’s spending time with Mulrenan on his pitching mechanics.

“It’s nice to have a pitcher with so much potential,” Mendez said. “He’s a very knowledgeable pitcher.”

Mulrenan won three games for the Blue Tide as a freshman two seasons ago. It should be very interesting to see what he can do this season.

Another quality pitcher is fellow junior righty Matthew Cabadelo.

“He’s still understanding how to pitch,” Mendez said.

“He’s learning how to do things the right way. He’s a thrower right now. He has to become a pitcher.”

Senior Daniel Aguilar has come out for baseball for the first time and has earned a spot in the Blue Tide outfield.

“His buddies convinced him to come out for the team,” Mendez said. “He hasn’t played since Little League, but he’s shown some promise.”

Mulrenan is the centerfielder when he’s not pitching.

Junior Ryan Rodriguez plays center when Mulrenan is on the mound.

Sophomore John Kuhrt is the team’s right fielder.

“He’s fit in very well,” Mendez said. “He’s a utility player who can play anywhere. Right now, he’s in right field.”

The Blue Tide opened Monday against North Arlington and will play Becton Regional on Friday.

“The kids have worked hard,” Mendez said. “We have a bunch of great kids who love to play the game. I enjoy being out there with them.”

As long as the pitching develops, the Blue Tide will be fun to watch as well.

Cantarella has always liked to mix up his pitchers and not rely on just one hurler to do the bulk of the work. That’s the case this season as well.

Joanne Calvacca and Alyssa Rivera are the two senior right-handers who will anchor the Buccaneers’ pitching staff. Both pitched sparingly as sophomores two years ago.

“They both have developed very nicely,” Cantarella said. “They’re both going to get their shot to be out there.

Because there are several times we play three games in a row, we need both pitchers. They’ll both get their chances to pitch. Alyssa throws a little bit harder and has a nice screwball. Joanne changes speeds very well.

They do complement each other well.”

The Buccaneers utilized three catchers during the preseason and much like his

pitching staff, Cantarella is certain that all three catchers will play somewhere.

Senior Selena Quiles is a transfer from Abundant Life Academy who has fit in well with the rest of the Buccaneers. Quiles provides a big bat in the Belleville lineup.

Senior Maleyna Cruz is another backstop who just might play another position from time to time. Junior Ashley Herman rounds out the trio of Buccaneer backstops.

“They’re all pretty even back there,” Cantarella said.

“I think there’s a chance all of them will be in the lineup.”

At first base, Cantarella will use one of the aforementioned catchers, as well as junior Lilyanne Weinberger, who provides a big target to throw to at first.

The second baseman will be senior Melissa Palacios.

“She’s a hard-nosed, scrappy player,” Cantarella said of Palacios. “She knows how to play the position. She also has a nice bat. She’s a good contact hitter.”

Junior Taina Carrasquillo is the mainstay at shortstop.

“She has good speed and a good arm,” Cantarella said.

“There’s a lot of pressure on her, because she’s going to be in the middle of our lineup.”

Third base duties are being shared by seniors Quiles, Cruz and freshman Deanna McIntosh, who has been impressive in the preseason.

Quiles is also in the mix for one of the outfield positions. Obviously, the girl can’t play all of the positions like Bugs Bunny did in that cartoon against the Gashouse Gorillas, but if Cantarella had his way, he’d find a way to pencil in Quiles all over.

“I love the fact that I can put the kid in different spots,” Cantarella said. “The mere thought that we can put her all over really helps us. She has a good arm to play the outfield if we need her there. She reacts well to the ball.”

The other outfielders in-

clude juniors Kristine Ragos and Lisbeth Azcona and sophomores Isabella Aguilar and Ashley Cely.

“Ragos has been very impressive so far,” Cantarella said. “She swings the bat well and knows the game well. Aguilar is a nice little hitter, a top of the lineup kind of kid. Cely is a scrappy player who is a good defensive outfielder. She’s learning the positions all over again. Azcona can play second base, shortstop, third base and the outfield. She’s in the mix at all of the positions, because she swings the bat nicely.”

If Cantarella chooses to use the designated player or designated hitter, it might be Herman or Cruz.

“Herman hits the ball too well not to be in the lineup,” Cantarella said.

Another key reserve is Lissette Azcona, the twin sister of Lisbeth. Lissette Azcona is a first baseman/catcher.

She’s another looking for a spot in the regular lineup.

After the Buccaneers open against Caldwell, they have to travel to Leonia for an independent game. Now, there’s a bit of a haul to go through George Washington Bridge traffic for.

Despite no home field and no clue about how talented the youngsters are, Cantarella is hopeful that the Bucs can compete in the Super Essex Conference-Liberty Division.

“I’m absolutely optimistic,” Cantarella said. “I think we have the potential to be pretty good. I think we can win 17-to-18 games. We can compete with the best teams in our division.”

That means locking horns with Montclair, Bloomfield and the opening day opponent Caldwell. It’s a tough chore.

“I think we can handle it,” Cantarella said. “I think we can be pretty good.”

Colors make a huge difference in how we see the world, but not everyone sees colors the same and some don’t see them at all. Seeing colors depends on the function of the three cones that send color information from our eyes to our brains.

When none of the cones are working properly, the result is total color blindness. It is very rare, and to those who live with it, the world is not so much black and white, but a variety of different shades of gray. When one of the cones is not working properly, it either causes blue-yellow color blindness, which is extremely rare, or red-green, which is the most common form of color blindness.

If you have trouble seeing certain colors, your eye doctor can test to see if you have a color deficiency. Some rare retinal disorders associated with color deficiency could possibly be modified with gene replacement techniques.

Jordenson Jean and Officer Ellesse Ogando responded to Ulta Beauty at 175 Passaic Ave. where management had an alleged shoplifter under surveillance. Det. Jean had been investigating this woman for allegations she stole $1,067 of perfume bottles on April 4 and $1,917 of beauty products on March 17, but fled the store in both instances before being apprehended.

Upon the officers’ arrival April 11, a store manager reported the woman, identified as Alisha M. Rudolph, 30, of Newark, concealed two women’s fragrance bottles with a combined value of $226 in her tote bag and tried to exit the store without paying.

Rudolph was charged with shoplifting (three counts) and conspiracy. She was also held at the Hudson County Jail on a Livingston arrest warrant tied to a past shoplifting charge, which carried a $1,500 bail.

Toro-Maldonado, 31, of Kearny, stuffing a burnt glass “crack pipe” between his seat and the car’s center console. Toro-Maldonado was arrested along with driver Yessid A. Ceballos, 26, of Bayonne, who was the subject of a Bordentown traffic warrant.

Toro-Maldonado was driven to the police station by Officers Jose Castillo and David Vazquez. While he was exiting the car, the officers saw Toro-Maldonado throw a small plastic bag to the ground and try to kick it under a police car. An officer retrieved the bag, which contained two vials of crack cocaine.

Toro-Maldonado was charged with possession of crack cocaine and drug paraphernalia, and tampering with evidence. He was later transferred to the county jail.

Ceballos was issued traffic tickets for operating a vehicle that was unregistered and uninsured.

He was later released on his own recognizance by Bordentown authorities who issued him a new court date.

Belleville employees go on walk Nicole Netzke was enjoying the sun-splashed afternoon as she strolled down Belleville’s Washington Avenue.

“It’s just great to get out and enjoy the beautiful day and get some exercise,” Netzke, who works in the township’s construction code department, said. “The past year, with COVID-19 and all, we’ve been couped up. It’s a great idea to get out and walk for a while.”

Netzke was one of about 35 township employees from various departments who took part in National Walking Day celebration on April 7.

Spearheaded by Councilman Vinny Cozzarelli, the event invited township employees to push themselves away from their desks and gather in front of Town Hall.

Members of the Belleville Police Department provided security for the group as it walked about a mile to a gym on Cortlandt Street.

Using yoga mats lined outside the gym, several employees were led in a 20-minute yoga session.

After sampling some healthy snacks, such as fruit cups and cold spring water, employees set a course back for town hall. Although a shuttle was available to drive them back, the majority of township workers decided to walk back.

“Setting aside 30 minutes or an hour to be active and stay healthy is always a great investment of time,” Cozzarelli said. “This initiative was designed to get people up, get them outside, get them moving and help them literally take the first steps toward creating healthier habits.”

National Walking Day takes place the first Wednesday every April to celebrate the easiest way to be the healthiest version of you.

Walking for 30 to 60 minutes

each day has often been cited as a great way to stay healthy and fend off diabetes, cancer and heart disease. Walking has also been shown to boost mood and increase concentration and creativity – and all that leads to more productivity at work or school.

Last Wednesday’s walk also gives the township’s Green Team a boost as it strives to earn silver certification in this year’s Sustainable Jersey program.

The walk is an example of a health-centered initiative, which is one way the Green Team may earn points toward certification.

The walk also dovetails into Mayor Michael Melham’s goal of creating a healthier and happier Belleville.

Each year, he renews his Mayor’s Wellness Campaign pledge as part of the New Jersey Health Care Quality Institute’s Community Health and Wellness program. The mayor and council host events promoting health and wellness such as 5K runs and pop-up yoga, community involvement programs and more.

“Events like the National Walking Day are more important now than ever,” Melham said. “So many of us have had our lives greatly interrupted by the COVID-19 pandemic over the past year.

We can start taking steps to getting back to a healthy, active lifestyle.”

The long walk also went a long way in fostering camaraderie among Belleville workers.

“You have people here from the tax collector’s department, from the police department, from the clerk’s officer and other parts of the township,” Township Manager Anthony Iacono said.

“They may not necessarily interact on a regular basis, (so) this was a fun, positive way to bring them together.”

LPD collecting unused meds

The Lyndhurst Police Department will participate in Operation Take Back New Jersey on Saturday, April 24, 2021,. The campaign, which is being coordinated with the federal Drug Enforcement Administration, gives local residents the opportunity to dispose of unused, expired and unwanted prescription medications.

The drop off for the event will be the Lyndhurst Police Department, 367 Valley Brook Ave., from 10 a.m. to 2 p.m.

The program is anonymous and made to protect the anonymity of individuals disposing of medications.

No questions or requests for identification will be made.

Individuals will be able to deposit medication freely and independently.

Police will not count, inventory or log medications. Law

enforcement personnel will not handle any medications.

The individual may dispose of medication either in its original container or by removing medication from its container and disposing directly into the drug disposal box. If the original container is submitted, the individual should remove the prescription label if it contains any personal identifying information.

Liquid products, such as cough medicine, should remain sealed in its original container. The depositor should ensure caps are tightly sealed to prevent leakage.

Syringes cannot be deposited.
