Another first-of-its-kind, the recital takes place under the direction of Gabrielle Vella.

The Dance Academy itself is part of the Visual & Performing Arts Academy housed at KHS. The recital takes place in the KHS auditorium and is based on auditions of the students who are enrolled in the dance classes offered at the high school.

AT KHS • April features the Kearny Arts Showcase at the Kearny Public Library, 318 Kearny Ave., from April 15 to April 29.

The showcase, sponsored by the Optimist Club of Kearny, features an awards ceremony at the library April 21 at 6 p.m.

May features several events.

• First up, it’s the Teen Arts Festival, May 4-11, at the Bayonne Library. An awards ceremony is set for Wednesday, May 20 at 7 p.m.

• Kearny High School’s annual Art Show, meanwhile,

takes place May 14 from 7 to 9 p.m. on the third floor of the new KHS building. Refreshments will be provided, that night, by the KHS Culinary Arts Department.

• A district-wide art show takes place May 18 to May 22 in the Kearny HS Atrium. The awards ceremony is tentatively slated for, May 26, at 7 p.m.

4 Was Belleville Planning Board member improperly appointed?

A

group of concerned Belleville residents who have formed a coalition say Mayor Michael Melham has improperly and illegally appointed a township employee to the Belleville Planning Board — and they’re demanding she be removed, immediately, from that seat.

(BTA) have issued a formal demand to Melham and the Town Council that they immediately remove Jacqueline Guaman from the board.

The individual in question, who by all accounts also serves as Melham’s personal assistant and photographer despite being listed as an “account clerk” on the township payroll, was appointed with the consent of the council to the Planning Board in 2018.

However, under the NJ Municipal Land Use Law, a municipal employee is barred from being a Class IV member.

The language of N.J.S.A. 40:55D-23(a) is clear and unambiguous, members of BTA say, and they claim there are no exceptions. They reiterated this in a Jan. 19, 2020, letter to the mayor and council.

seek the individual’s resignation from the planning board or vote to rescind the appointment,” the letter reads. “If the mayor and council votes on appointments to municipal boards, it stands to reason this body has the power to rescind them as well. Failure to act on this issue will result in complaints and reports being filed with the appropriate state and law-enforcement agencies.”

A letter from land-use attorney Michael Kates concurring with BTA’s collective opinion was also presented to Melham and the council, said Lee Dorry, public advocate and founder of the watchdog organization Essex Watch (www.essexwatch.com).

Kates is the Counsel Emeritus for New Jersey Planning Officials, and a contributing author to the “Cox Book,” a guide to zoning and land-use law in New Jersey. “…My conclusion is not difficult,” Kates wrote in the opinion. “(The state law) expressly mandates that Class IV members are appointed from ‘other citizens of the municipality,’ not municipal office holders or employees. And the statute further mandates that ‘members of Class IV shall hold no other municipal office, position or employment.

I conclude (the employee’s) appointment to the position of Class IV member of the planning board was barred by NJSA 40:55D-21 (a).”

BTA says it also sought the opinion of Jason Kasler, executive director of the NJPO, who also confirmed the appointment is illegal, and that there are no exceptions to that restriction at all. However, Rose Tubito, the Belleville Planning Board Attorney, says the appointment was legal because the employee in question was, at the time, also a member of the Belleville Historic Preservation Committee.

“Therefore, based on the documents reviewed as aforementioned, it is my professional opinion that Jacky Guaman on the Belleville Planning Board as a Class IV member is allowable,” Tubito wrote in a letter dated Nov. 4, 2019.

However, according to records, Guaman resigned from the Historic Preservation Committee Jan. 13, 2020. As such, the law appears to be clear — Guaman must resign or be removed from

the planning board forthwith.

What is the Essex Watch?

The Essex Watch is a volunteer local government watchdog organization and publicadvocacy platform. It partners with engaged citizens in various municipalities and consults with them on their rights, and how best to deal with corruption and impropriety in local government.

The Watch also investigates allegations of public corruption, and publishes its findings. In some cases, its reports are sent directly to law enforcement, and have been featured six times on News 12 NJ’s “Kane In Your Corner,” with investigative reporter Walt Kane.

Essex Watch has been partnered with members of BTA for nearly six years, addressing what it calls “rampant political corruption within their municipality.”

Most notably, the collaborative work of Essex Watch and members of the Belleville Town Advocates culminated in a scathing forensic investigation of the Belleville Board of Education by the State of New Jersey several years ago.

That report was released by the Office of Legislative Services in 2018, and was referred by the OLS to the Attorney General’s Division of Criminal Justice.

“We patiently await criminal prosecution for those matters,” Dorry said. “Despite our repeated objections to the planning board appointment and the written legal opinion of Kates supporting our position, the Belleville Council has refused to remedy this illegal appointment for more than six months. Frankly, this should have been a very simple issue to resolve, but the council’s continued obstinate and arrogant refusals to comply with state law has forced us to mobilize and take action.

“This is just a first step in holding elected officials accountable for their recent actions. If BTA’s demands are not fully satisfied by the governing body, the Essex Watch will escalate any ongoing issues further with state and federal law enforcement agencies, alongside a vigorous public corruption awareness campaign in the media. No one is above the law, despite what Belleville politicians seem to believe year after year.”

Melham, who was away last week, was not available to comment for this story.

Yes, that’s a book vending machine at WMS

O

n a recent Thursday afternoon, several dozen students gathered in the lobby of Washington Middle School in Harrison for the unveiling of a brand new tool in the school’s literacy initiatives — a book vending machine.

You heard that right — a book vending machine.

Students watched and broke out into applause as seventh-grader Joseph Loo claimed the first prize from the machine.

Loo opted for Jennifer Nielsen’s “Resistance,” a book of historical fiction about the Warsaw Uprising. Other popular titles include “The Trials of Apollo,” by Rick Riordan and “Child of a Dream,” a memoir penned by Sharon Robinson, daughter of baseball legend Jackie Robinson.

Calling this purveyor of paperbacks a vending machine is a bit misleading, however, as the books are not sold, but part of a school-wide incentive program. Students can earn a special gold coin by

displaying extraordinary behavior or good deeds.

These coins can then be used to get a book from the vending machine.

All members of the WMS faculty and staff have coins to be given as a reward and an incentive to future good work.

The machine is part of a larger, school-wide set of literacy initiatives run by Library/Media Literacy Club advisers Karen Cristalli and Tara Maziou. The two established the club last year to increase student access to books and encourage reading of self-selected titles, among other objectives.

WMS Principal Mike Landy is thrilled about the vending machine’s positive impact on his school’s climate and literacy goals.

“Reading is so contagious and it builds upon itself.

The more you read, the more comfortable you are reading, and so in turn you read even more,” Landy said.

“This machine should really facilitate that process.”

WMS students have been incredibly enthusiastic about the book vending machine. Seventh-grader

HAPPENING IN HARRISON Juliana Soeira, a member of the school’s Library/Media Literacy Club, said: “This is a modern way to get kids into reading. It’s perfect because a book is like a cheap,

portable vacation.”

Her classmate Alexa Hernandez agrees.

“I think it’s such a creative way to incorporate reading into students’ lifestyles by encouraging them to earn a book coin,” Hernandez said.

Students are so proud of the new machine that they have even given her a personalized nickname,

“Martha.” Of course, Martha was named after the wife of WMS namesake George Washington.

The Library/Media Literacy Club was recently received $500 from the Harrison Education Foundation to stock the machine with engaging, kidfriendly titles.

Addicts may soon get much-needed help from HCPO

I

f before now there was any doubt that Hudson County Proesecutor Esther Suarez and state Attorney General Gurbir S. Grewal are serious about helping those addicted to drugs, that doubt should be wiped away forthwith.

Last week, Suarez announced a new program, “Operation Helping Hand,” that lauched Jan. 24 in Jersey City. It is believed that at some point, it will be offered throughout the rest of Hudson County.

Under certain circumstances, when someone is arrested for possession of narcotics, they will be offered an opportunity to get some sort of help, whether it’s immediately entering a detox program at the Hudson County Jail or some other kind of drug-treatment assistance.

In some cases, if a person agrees to treatment, and successfully completes it, their drug history could be expunged, completely, from their criminal record.

In all cases, the addicts must still first face the charges that caused them to be in position for help in the first place. But it also means it’s possible that since the suspects are, in fact, suffering from a disease, they can get the help they so desparately need and it is possible for them to turn their lives around.

This is, of course, not the be-all and end-all. And it appears it’s not going to be offered to every kind of offender, rightfully, especially those who distribute drugs. But this is exactly what low-level offenders (addicts) need. There simply isn’t enough resources out there to help them now. (At least affordably.)

This program is a tremendous new resource and it is our hope that it expands to West Hudson much sooner than later.

We applaud Prosecutor Suarez and Attorney General Grewal for taking the initiative to offer “Operation Helping Hand.”

And we very much look forward to learning of its positive effects on those who would otherwise have no other way to get the dire help they need.

KPD: Walmart arrest was warranted

By Karen Zautyk kzautyk@theobserver.com On Jan. 22 at 11:45 p.m., Kearny Police Officers Ryan Stickno and Mathew Lopez were dispatched to Walmart, where store security had detained two females who allegedly had filled tote bags with $587.61 worth of merchandise — mostly clothing — before trying to leave without paying. The pair also reportedly claimed they were juveniles and provided identities later found to be false.

The suspects were taken into custody and fingerprinted at KPD HQ, where officers identified one of the duo as Shakira B. Hall, 19, of Newark. Police said she was also found to have warrants: Newark ($5,000/10% bail), criminal mischief ); Kearny ($600 bail), shoplifting, and Essex County (no bail), failure to appear for an assault charge.

The other arrestee really was a juvenile — a Newark 17-year-old — but police said she had initially given officers a false name.

Hall was charged with shoplifting, conspiracy, use of a juvenile in commission of a crime and hindering apprehension. She was sent to the Hudson County Jail.

Juvenile delinquency complaints for shoplifting, conspiracy and hindering apprehension are pending against the alleged accomplice, who was later released to her mother. *** Other recent reports from the Kearny police blotter included the following: Jan. 24 Speaking of warrants: At 1:16 a.m., Officers Stickno and Lopez were patrolling

the Walmart parking lot when they passed a black Mercedes with a burned-out tail light. Police said a check of the Benz’ registration on their in-car computer showed that the owner’s license was suspended and that he had warrants.

The officers stopped the vehicle, but police said owner-operator Cayron J. Chester, 27, of Plainfield, “refused their orders to step out in a gentlemanly fashion” and they had to forcibly pull him from the car to place him under arrest.

Chester was charged on Kearny summonses with obstructing the administration of law, resisting arrest, driving with a suspended license, failure to surrender a suspended license and maintenance of lamps. Police said he was wanted by Roselle Park ($500 bail), drug possession; ($500 bail), traffic, and by East Orange ($650 bail), driving with suspended license. Authorities said he was turned over to the East Orange PD when Roselle Park police released him on his own recognizance after setting a new court date. *** At 2 a.m., Officer Nicole Williams pulled over a black BMW near Garfield Avenue and Chestnut Street for having illegally tinted windows and a license-plate bracket that obstructed the plate. Upon approaching the car, she reportedly smelled the odor of alcohol.

Driver Jose G. Otoya, 30, of Harrison, reportedly refused repeated requests to show his driving credentials and “began yelling and cursing at the officer for perceived injustices.” His protests, police said, gave her “an opportunity to appreciate the

Eventually, Otoya did produce his credentials, but he allegedly refused repeated orders to step out of the vehicle to facilitate fieldsobriety testing. Williams had been joined by Sgt. Jack Corbett and Officers Sean Podolski and Dean Gasser, and while they were explaining the tests, police said, Otoya “jerked his body in a manner to break away from Sgt. Corbett.” Told he was now under arrest, he allegedly locked out his arms and legs in a futile effort to avoid being taken into custody.

Although Otoya was eventually handcuffed and transported to HQ, he refused to take a breath

test, police said. He was charged with obstructing the administration of law, resisting arrest, DWI and refusal to submit to a breath testing. Plus, he got five traffic tickets. along the escape route, as they recovered neither garment nor goods.

Clemons was charged on a warrant with shoplifting and reportedly was also wanted by Newark ($150 bail), littering on PATH property, and by Bloomfield ($124), fare-jumping. He was remanded to the Hudson County Jail.

Bloomfield woman indicted in securities scheme: US Attorney An Essex County woman and a Canadian man were indicted last week for their roles in a securities fraud scheme that induced victims to invest $30 million in cash and cryptocurrency based on fraudulent misrepresentations, U.S. Attorney Craig Carpenito said.

Edith Pardo, 68, of Bloomfield, and Boaz Manor, 46, of Toronto, Ontario, Canada, are each charged with one count of conspiring to commit wire fraud, three counts of wire fraud and one count of securities fraud in connection with a blockchain (virtual currency) technology company.

Pardo was arrested today by special agents of the FBI and was scheduled to appear late last week before U.S. Magistrate Judge Steven C. Mannion in Newark federal court.

Manor remains at large.

According to the indictment and from information released by the U.S. Attorney’s Office: In 2003, Manor co-founded and managed a hedge fund based in Toronto. In connection with his work at that hedge fund, Manor pleaded guilty in Canada to one count of transferring monies in breach of trust and one count of disobeying a court order.

He was sentenced to four years in prison.

Following his release from prison, Manor founded a business, CG Blockchain Inc., and began creating a product called ComplianceGuard, which was purportedly designed provide hedge funds with a blockchain-based auditing tool.

While raising money for CG Blockchain, Manor hid his true identity and criminal past from investors and others by using a variety of aliases, including “Shaun MacDonald.” He also changed his appearance by darkening his hair and growing a beard.

Manor secured a significant portion, if not all, of the initial seed money in CG Blockchain from a close family member. In order to conceal the source of this money, Manor recruited Pardo to act as a conduit for the money. The defendants misrepresented to potential CG Blockchain investors that Pardo was an independently wealthy investor who provided millions of dollars in seed money to CG Blockchain.

The defendants also misrepresented that 20 hedge funds were using ComplianceGuard and were each paying CG Blockchain a $1 million yearly fee. In reality, none of the 20 hedge funds paid fees to CG Blockchain, and many of the hedge funds did not receive or use ComplianceGuard at all.

In 2017, CG Blockchain launched an “Initial Coin Offering” (ICO), and began marketing its new product — “Blockchain Terminal” — to potential investors. CG Blockchain described Blockchain Terminal as a computer terminal that allowed hedge funds and financial institutions to trade and manage cryptocurrency.

Manor actively marketed the token to investors, while failing to disclose his true identity or his role at CG Blockchain. The defendants also misrepresented to ICO investors that the Blockchain Terminal had “actual clients” and was “installed at 20 hedge

funds.”

In 2018, CG Blockchain publicly announced that it had raised $30 million from its ICO. Following the ICO, CG Blockchain investors learned of Manor’s true identity and criminal past. When confronted by an investor, Manor admitted that he had hidden his real identity and criminal past because disclosure of that information would have resulted in “the company being destroyed.”

The conspiracy and wire fraud counts in the indictment carry a maximum potential penalty of 20 years in prison and $250,000 fine, or twice the gross gain or loss from the offense. The securities fraud count carries a potential penalty of 20 years in prison and a $5 million fine.

The U.S. Securities and Exchange Commission (SEC) also filed a civil complaint against Manor and Pardo today based on the same conduct.

Carpenito credited special agents of the FBI, under the direction of Special Agent in Charge Gregory W. Ehrie in Newark, with the investigation leading to these charges.

He also thanked the SEC for the assistance provided by its Enforcement Division.

The government is represented by Assistant U.S. Attorneys Vijay Dewan and Catherine R. Murphy of the U.S. Attorney’s Office Economic Crimes Unit.

Chalk up another Hudson County title for Kearny girls’ track The incredible track and field season that the Kearny High School girls’ team is enjoying just got one championship better.

The Kardinals added the Hudson County Track Coaches Association’s individual championship to their impressive resume, winning the HCTCA title last week at the New York Armory by a convincing fashion over runner-up Snyder.

The Kardinals compiled 94 points compared to Snyder’s 56. St. Dominic Academy finished third with 46.

The Kardinals won the HCTCA Relays championship earlier last month, completing the local exacta.

Kearny head track and field coach Al Perez was pleased with his team’s efforts.

“We scored in every event,” Perez said. “We knew we had a strong team.

We also knew that Snyder had no distance runners to speak of and St. Dominic had no field events. So we were pretty confident going in. Other teams might have had some things we weren’t aware of, but our girls were really focused and confident. This was something that our girls really wanted.”

Perez spoke of the selflessness and commitment of some of his runners for the sake of the team results.

“Abigail Rosas made a lot

of sacrifices,” Perez said.

“She didn’t run her best event (the 800-meter run) to put the team in a better position to win.”

Perez also recognized Rosas’ dedication to the team.

“She went to a special meet (the Bill Reid Invitational) at the Jersey City Armory on Friday,” Perez said. “She was our only varsity runner to be there. She went on her own just so she could get a qualifying time in the 400 (meter run).

That’s our senior captain, making sacrifices for the team.”

Rosas did manage to collect a gold medal by winning the 1,600-meter run in 5:27.91 Maria Laverde was her typical brilliant self, winning the 800-meter run in 2:28.01 and the 3,200-meter run in 11;59.72, giving the team a much needed 20 points. It’s now almost customary to expect Laverde to win, because she wins practically all the time. She continues to etch herself in the place of Kearny’s alltime greats.

Kassandra Jovellanos added another 10 points by winning the gold medal in the 55-meter dash in 7.47 seconds.

“She was impressive,” Perez said of Jovellanos.

t’s safe to say that this one belongs in the old “Rippley’s Believe It Or Not.” It’s like the stuff movies are made of, the fairy tale sagas that no one can comprehend or fathom, that it’s too unbelievable to be true.

Okay, football fans, try this one on for size: The running back who led the entire world of college football in rushing yardage this past season was: Petey Guerriero of Monmouth University with 1,995 yards. He also scored 18 touchdowns for good measure.

He earned Associated Press First Team All-America status in the process.

who led the entire state of New Jersey in rushing yardage this past season was: Piotr Partyla of Lyndhurst High School, who had 2,381 yards. He also scored 34 touchdowns for good measure, leading his team to the NJSIAA North Jersey Section 2, Group II state championship.

And what do the two young men have in common? They’re both from the same little old town called Lyndhurst, New Jersey.

Now, how unbelievable is that? It’s not that they’re both from a major metropolis like New York or Boston. It’s Lyndhurst. Think about it, the leading rusher in all of college football and the leading rusher in all of New Jersey are both from Lyndhurst and both

are good friends and workout partners.

It’s extraordinary, to say the least.

And both young men had incredible news to announce recently.

Guerriero, the 2015-2016 Observer Male Athlete of the Year, announced that he will forego his final year of eligibility at Monmouth and enter his name into the National Football League Draft in two months.

Partyla, who previously announced his intentions to attend Northern Illinois University, has decided to accept an offer from Rutgers University and become a person with preferred walk-on status with the Scarlet See LYNDHURST, Page 10

Lyndhurst head football coach Rich Tuero, who had the great fortune of coaching both young men, tried to put it all to words.

“It’s really unbelievable,” Tuero said. “It’s the coolest feeling in the world. I’m so proud of both of them.

They’ve both been under-

dogs their whole lives. One is going to the Big Ten and the other is going to the NFL and they’re both Lyndhurst boys. It’s truly amazing. The calls, the texts I’ve been getting are from people that are so excited for these kids. It’s just awesome.”

Guerriero was asked about his ascent, from going to Monmouth strictly on a track and field scholarship, then telling the coaching staff he wanted to try out for the football team, then first being classified as the No. 7

back on the depth chart, then No. 4 and then finally becoming the main back.

“I won’t say I’m amazed by it,” Guerriero said. “A lot of people didn’t expect me to play college football, but I wanted to be an All-American. I always set the bar high for myself. I had no offers to play football, but I didn’t walk away from the game. I had a plan from the beginning to be an All-American and the end goal was the NFL. I wish I could have accomplished much more

in my college career. All I wanted was an opportunity to show what I could do.”

The same was for Partyla, who received no offers from any other school other than NIU, but Partyla kept the faith.

“I always wanted to play at Rutgers,” Partyla said. “That was my dream to play at Rutgers. It was the first college football team I knew about and I always paid attention to them.”

Tuero got in touch with former interim head coach Nunzio Campanile, a northern New Jersey guy, who is remaining on as part of Schiano’s coaching staff. He then heard from Augie Hoffman, the former St. Joseph of Montvale coach who is joining Schiano and Campanile at Rutgers.

And then there was the final piece to the puzzle.

Partyla received a phone call on his cell. He didn’t know who it was at first. The caller identified himself.

“Piotr, this is Greg Schiano at Rutgers,” the caller said.

“We want you to come here.”

“That was just crazy,” Partyla said. “Coach Schiano called me. He said he wanted me. The coaches definitely showed me a lot of love and made me feel at home.”

Partyla, Tuero and Partyla’s father went for an official visit to Rutgers.

“It was awesome,” Tuero said. “We sat in a room together, just me, Piotr, Piotr’s dad and Coach Schiano. We sat there and talked for about an hour. Piotr committed on the spot. I mean, he’s going to the Big Ten. He’s going to Rutgers. It’s our school. It was killing me. I knew the quality of player he is. There was so much stress getting this kid to go some place. I had never been on an official visit before. I was pinching myself. This is a Lyndhurst kid.”

Guerriero is preparing for the NFL Draft by working out regularly (six days a week) at the Parisi Speed School in Fair Lawn with other prospects like Elijah Riley of Army, Jawan Green of Albany and Kevin Davidson of Princeton. Guerriero is also doing special work with former New York Giants Super Bowl hero and current football television analyst Phil Simms and his

“We throw together a couple times a week,” Guerriero said of his lessons with the Simms QBs. “I’m learning more about technique and passing schemes, where to catch the ball. I’m learning how to adapt to the ball.

I think I’m a pretty good receiver. It’s a tremendous asset to me.”

As has been the Parisi Draft Combine protocol.

“It’s now my job,” Guerriero said. “I’m learning what’s best in the film room, help my football IQ, things I didn’t know. I’m getting smarter as I get older.”

Guerriero is currently 21 years old. He’ll be 22 in July.

Guerriero remains a good friend and mentor to Partyla.

“I find it so ironic that two guys named Pete from the same community, two running backs from Lyndhurst could lead the nation and the state,” Guerriero said. “It’s so awesome. I’ve always been here for him. We watch films together, workout together.

He actually asked me if we could watch film. I love being with him.”

The two work out regularly at FASST in Lyndhurst.

“We talk a lot,” Partyla said. “He always tries to help me. I’m always so happy to see him. He’s getting a chance to make it to the NFL and that’s awesome. He obviously knows what it takes and he puts me on the right path. It’s good to have him as a friend. He definitely makes me want to work harder.

When we work out, he pushes me. He’s just a great mentor and friend.”

And as for the idea that both are moving on to the next level, the highest level?

“I feel like it’s pretty crazy,” Partyla said. “We’re proving all the people wrong.

We’re two undersized players who nobody thought could do it. It definitely makes me proud and I think it makes the whole town proud.”

It’s safe to say that Lyndhurst is definitely proud of their two native sons.

James Blake has also received an NCAA Division II scholarship offer from Franklin Pierce in New Hampshire. Partyla and Blake will sign their letters Wednesday at a special presentation at the high school.

“We swept the 800 (Laverde, Almanzar, Castillo),” Perez said.

“Once we did that (getting 24 points in that one event) we knew we had the meet won. We knew that once Abby (Rosas) did well, we were going to have a good meet. It means so much having someone with that flex-

“We have goals for the state sectionals,” said Perez of his team in the North Jersey Section 1, Group IV meet. “We have goals to pursue.”

“It really has been a great season,” Perez said. “It’s been really enjoyable. The kids are working

hard and they’re really into it.”

On the boys’ side, Nicholas Xavier won the 800-meter run with a time of 2:00.77, just crossing the line ahead of Francisco Rodas of Bayonne, earning a county championship in the process. Kearny finished sixth overall on the boys’ side.

A former U.S. Postal Service (USPS) mail carrier admitted he intercepted and removed envelopes containing credit cards from the mail, U.S. Attorney Craig Carpenito announced.

Jaquan Miller, 30, of Bloomfield, pleaded guilty before U.S. District Judge Katharine S. Hayden in Newark federal court to one count of conspiring to steal mail. He remains released on $50,000 unsecured bond.

According to documents filed in this case and statements made in court: Miller was a USPS employee at the Hudson City Station Post Office in Jersey City. From the summer of 2017 through August 2018, Miller removed envelopes containing credit cards from the mail and delivered the stolen credit cards to Moussa Dagno, Olagoke Araromi and others, who then used the stolen credit cards at retail stores to purchase

Kearny’s Souza a quick learner in basketball and life

ic Souza moved with his family to the United States from his native Brazil four

years ago.

It might have been a total culture shock for most teenagers, but Souza encouraged the move.

“I was really happy to leave,” Souza said. “It was a great opportunity for me to live my passion.”

Souza’s family had a friend who was a pastor at a Christian church in Newark, so the family looked for a residence in the general vicinity of the church.

Young Nick quickly felt at home at the church, where he played guitar and piano.

The Souza family settled in nearby Kearny.

“I liked it a lot,” Souza said of Kearny. “It’s really clean and nice.”

“I had the opportunity to grow along with my passion,” Souza said. “My parents always helped me and my two young brothers (Rafael, who is a freshman on the Kearny varsity, and 13-year-old William, who is in seventh grade).”

By the time Souza was a sophomore, he was the starting point guard for the Kearny Kardinals.

“It wasn’t easy, but I knew if I put the work in, good things would happen for me,” Souza said.

When Bill Mullins returned as the head coach before last season, he knew that Souza was a rising star.

“We knew he was a good player,” Mullins said. “The kid loves basketball. He worked very hard in the offseason. He improved his shot and became a better outside shooter. But he drives to the basket so well. He’s the best I’ve ever had in driving to the basket. He’s like a magician out there. He just has a knack with the ball, things you can’t teach.

Last year, Souza averaged 14.7 points per game for the Kardinals, but this season, he’s taken his game to a totally different dimension.

Souza said that he improved his game by playing AAU basketball last summer for the Hudson Evolution, located in Jersey City.

“It changed my mentality,” Souza said. “I was playing against so many people who were better than me. I needed to have that killer mentality. Doing what I did last year wasn’t going to be enough. I needed to do more.”

Souza started the season

with a 35-point explosion against Dickinson of Jersey City.

“That helped me a lot,” Souza said of the opening game performance. “I knew I was ready. All the hard work was going to pay off. It’s tough to score as a point guard, but that helped me see I could slow the game down and get points.”

Souza had 31 points and 10 rebounds in a loss to Cranford in the Charlie Dolan Holiday Tournament in Kearny right after Christmas.

Souza has reached 20 or more points in nine games this season, but recently, he enjoyed his best stretch as a Kardinal.

Souza tallied 30 points in a win over Bard, scored 29 points in a loss to Union City, scored 15 points in a win over Dick-

inson, had 24 points and five steals in a win over Paterson Arts, had 18 in a loss to Memorial of West New York and had 29 points and six steals in a win over neighboring Harrison last Saturday afternoon.

For his efforts, Souza has been selected as The Observer Athlete of the Week for the past week.

Mullins is not surprised

by Souza’s performance this season, as the 6-foot-3 senior point guard is averaging 21.7 points per game this year.

“He’s not surprising us,” Mullins said. “He’s a legitimate basketball player. He wants to be the one with the ball in his hands. I tell him to be patient, to move the ball around and he’ll get a better shot. He sees the crack in the defense and he’s gone. He just has this in-

Mullins said that Souza needs work at other aspects of his game if he wants to play in college.

“He’s done well, but he can do better,” Mullins said. “We’re trying to get him to improve on other parts of his game.”

Souza is trying to get into college. There is work to be done about his status in the United States, but that is being rectified.

“I always had that as a goal, getting to college,” Souza said.

His overall grade point average of 3.93 will certainly help that, along with his basketball prowess. Some schools have begun to recruit him.

Souza has another goal,

which is scoring 1,000 career points, a rarity in Kearny.

Souza currently has 769 points, which means he needs about 240 points to reach his goal, so the more the Kardinals play, the better chance he gets to reach the elusive milestone.

“He’s a very respectful young man,” Mullins said. “He’s not loud and very humble. He just wants the ball in his hands. He acts by how he plays.”

Mullins knows that Souza has a bright future after Kearny.

“He can play college basketball somewhere,” Mullins said.

“He’ll be on a college court somewhere next year. He’s a real player. If people see him play, they’ll be impressed by him. People should come and check him out. He definitely deserves all accolades that come his way.”

NFPA urges teens not to participate in trending social media challenge TikTok’s #outletchallenge presents significant electrical hazards The National Fire Protection Association has issued a warning to teens and parents about the dangerous of a recently issued social media challenge that could lead to electrocution and death.

According to news reports in Massachusetts, high school students there have been imitating a dangerous viral video circulating on the app TikTok. Along with Massachusetts fire officials, who have issued fire alerts about the dangers of this activity, the NFPA is also urging the public not to participate in this challenge.

“Electricity is ubiquitous in our lives, so much so that we often take for granted its power and potential for danger,” said Lorraine Carli, vice president of Outreach and Advocacy for NFPA. “This video challenge reinforces that electricity can inflict serious harm if used improperly.”

Called the #outletchallenge, the video shows how to partially insert the plug of a cellphone charger into an outlet and slide a penny down the wall onto the

exposed prongs. The results include sparks and damage to the electrical system, and in some cases, causes fires, injuries, and even electrocution.

“Our hope is to communicate the true dangers of this activity so that we can prevent anyone else from being harmed by it,” Carli said.

The NFPA offers resources to help protect teens from trends that have primarily emerged on social media in recent years, offering ways to identify risky behaviors and make safer decisions. Mainly designed for parents, caretakers and fire departments, these resources can help anyone have an open dialogue with teenagers and discourage dangerous behavior.

The NFPA is also the developer of the “NFPA 70, National Electrical Code,” which serves as the benchmark for safe electrical design, installation and inspection to protect people and property from electrical hazards, and is used in all 50 states.

Jan. 26 Speaking of … : At 7:46 p.m., near 220 Harrison Ave., Officer Matthew Knighton pulled over a black Chevy Malibu for having illegally tinted windows and after a computer query showed its owner was wanted by Essex County on a no-bail warrant for child neglect.

Upon approaching the car, police said, the officer smelled marijuana and saw marijuana residue and broken cigar leaves on the floor.

Jan. 28 At 9:17 p.m., Det. David Bush was driving east on Bergen Avenue near Chestnut Street when a Lexus SUV pulled away in front of him at high speed and swerved over the double yellow lines. Upon pulling it over and speaking with driver Vikas B. Patel, 35, of Secaucus, Bush reportedly smelled marijuana inside the vehicle. Police said he found two open bags of the drug in a pouch on the backseat and a hand-rolled marijuana cigarette in the centerconsole cup holder.

Patel was charged with possession of pot/ paraphernalia and with careless driving and was later released on summonses.

Belleville man charged in mortgage-fraud conspiracy: US Attorney An Belleville man was arraigned last week on charges that he engaged in a conspiracy to commit mortgage fraud that resulted in potential losses in excess of $1 million, U.S. Attorney Craig Carpenito announced.

Cabral Simpson, 43, appeared before U.S. Magistrate Judge Leda Dunn Wettre in Newark federal court. He is charged by indictment with one count of conspiracy to commit wire fraud and two counts of wire fraud.

According to documents filed in this case and statements made in court: Simpson, a real-estate investor, and his conspirators, engaged in mortgage

fraud by creating fake bank statements and fake employee verification records for buyers of properties and transferring money into the buyers’ bank accounts for payment of the deposit for a property.

Simpson and his conspirators allegedly submitted fraudulent mortgage-loan applications, supporting documents and closing documents on behalf of the buyers. They induced lenders to issue more than $1 million in loans, resulting in defaults and exposing the lenders and the U.S. Department of Housing and Urban Development to more than $1 million in potential losses.

The conspiracy and wire

fraud counts with which Simpson is charged each carry a maximum potential penalty of 20 years in prison and a fine of up to $250,000, or twice the gross loss or gain caused by the offense.

Carpenito credited special agents of the U.S. Department of Housing and Urban Development, Office of the Inspector General, under the direction of Special Agent in Charge Christina Scaringi, with the investigation leading to the indictment.

The government is represented by Assistant U.S. Attorney Andrew Kogan of the U.S. Attorney’s Office Cybercrimes Unit in Newark.

Convicted murderer found guilty in sex crime, ECPO says

A jury in Essex County has found a Bloomfield man guilty of a sexual assault of a girl aged between 12 and 16, Acting Prosecutor Theodore N. Stephens II announced last week.

Roberto Grillo, 40, (seen at right) was found guilty following a trial before Judge Martin G. Cronin, of the Superior Court. The jury deliberated for less than a day before convicting Grillo on all 12 counts — six counts of endangering the welfare of a child, four counts of aggravated sexual assault and two counts of sex assault.

Sentencing is scheduled for March 27.

Grillo faces up to 105 years in state prison. He is already serving 55 years in prison.

In December 2018, he was convicted of first-degree murder in Union County for killing Yolanda Vega, a 35-year-old Rahway mother of two.

“The victim suffered years of torment at the hands of

this defendant. She has found justice today,” Assistant Prosecutor Michael Morris, who tried the sexual assault case, said.

According to testimony at trial, the sexual assaults began when the girl was 12 and continued until she was 16. They took place in various locations, including the Belleville McDonald’s parking lot.

When the defendant learned he was wanted, he fled to Tampa, Florida, where he tried, unsuccessfully, to kill himself. He was extradited to New Jersey on March 25, 2015, to face charges.

Continued from Page 1 initiative that aims to be part of a statewide solution to the opioid epidemic by linking addicts with recovery services if they find themselves arrested on drug charges.

It all kicked off in the earlymorning of Friday, Jan. 24, when approximately two dozen officers from the HCPO and the Jersey City Police Department targeted multiple areas of Jersey City. They wound up arresting eight people they observed purchasing heroin via hand-tohand transactions.

Those arrested were later transported to the Prosecutor’s Office for processing, where they were met with addictionrecovery specialists and case managers from the RWJBarnabas Health Institute for Prevention and Recovery.

Additional support was also provided by Jersey City Medical Center Emergency Medical Services.

Of the eight, six received services from the Institute for Prevention and Recovery, one agreed to immediately enter a detox-treatment program at the Hudson County Correctional Center and one was transported directly to the Jersey City Police Department because of an outstanding warrant.

This was the first of several operations planned for municipalities in Hudson County.

“Working together with our social-services partners and recovery professionals, law enforcement can serve as a bridge between addiction and recovery,” Suarez said. “If we can save even one life, we have made an impact, but we believe this program will save many lives and help countless others rebuild for a positive future.”

While the individuals must still face their criminal drug charges, by volunteering for recovery support, they have an opportunity to instead attend Drug Court — and, if they successfully complete treatment, there is the potential

for them to see their current and past drug charges expunged from their criminal records.

According to Lynn Seaward, assistant director of the Institute for Prevention and Recovery, the aforementioned individual who entered detox was emotional and grateful for the support, saying “his prayers had been answered” and calling the day “the best day of his life.”

Seaward pointed to significant results through the intervention work with law enforcement, including that 80% of those individuals utilizing their services have found employment within the first 90 days.

“We have seen so much success this year with people turning their lives around, securing housing and new jobs,” Seaward said. “For them, having the support and having someone to walk with them, hand-inhand through the process, has made all the difference.”

The Jersey City Medical Center’s top executive says he’s thrilled to be part of such an innovative, forward-thinking program. “(The) Jersey City Medical

Center is committed to transforming our community’s health beyond the walls of our hospital,” Michael Prilutsky, president and CEO of the JCMC said. “This includes addressing social factors that affect health.

We will continue to remain actively engaged with our community partners in making a difference on critical issues.”

“We want to thank all of our partners who collaborated with us on this initial round of ‘Operation Helping Hand’ and look forward to expanding it throughout Hudson County in the coming weeks and months,” Suarez said.

“Operation Helping Hand” is funded through the New Jersey Office of the Attorney General.

In September, the Hudson County Prosecutor’s Office received a $100,000 grant to launch the program in Hudson County.

In 2016, while serving as the Bergen County Prosecutor, Attorney General Gurbir S. Grewal developed “Operation Helping Hand” as a new and innovative way to combat opioid addiction. Under his leadership, the first multi-county program

debuted.

“Operation Helping Hand” was launched in five counties in June 2018. Through state and federal funding, the program was expanded to 17 counties in September 2018 and to all 21 counties in the state in September.

“We applaud the launch of Hudson County’s first ‘Operation Helping Hand’ initiative and the lives it has touched,” Attorney General Gurbir S. Grewal said. “We look forward to the program’s continued success. Each individual provided a pathway to recovery brings us one step closer to defeating the opioid epidemic.”

The program, as it exists now, is only available in Jersey City, according to the HCPO. However, at a meeting of the county’s chiefs of police last month, a discussion took place to determine how to and if and when to expand it throughout the entire county.

George King, Kearny’s chief of police, said he will inform The Observer and the public if and when the program is expanded to the West Hudson area.

Belleville PD seeks public input for reaccreditation Process takes place every three years through Assoc. of Chiefs of Police

team of assessors from the New Jersey State Association of Chiefs of Police (NJSACOP) will arrive on Monday, Feb. 17, to examine all aspects of the Belleville Police Department’s policies and procedures, management, operations and support services, Chief Mark Minichini announced late last week.

“Verification by the team that the Belleville Police Department meets the commission’s ‘best practice’ standards is part of a voluntary process to achieve accreditation, a highly prized recognition of law enforcement professional excellence,” Minichini said.

As part of this final on-site assessment, employees and members of the general public are invited to provide comments to the assessment team. They may do so by telephone or email. The public may call 973-450-3406 on Monday, Feb. 17, from 10 a.m. to 11 a.m. Email comments may be sent to ezimmerman@bellevillenj.org.

Telephone comments are limited to five minutes and must address the agency’s ability to comply with the NJSACOP

Once the commission’s assessors complete their review of the agency, they will report to the full commission, which will then decide if the agency is to be granted accredited status,” Delgado said.

Accreditation is valid for a three-year period during which time the agency must submit annual reports attesting to their continued compliance with those standards under which it was initially accredited.
