Help is available, even for the uninsured

By Kevin Canessa kc@theobserver.com In the struggle to find ways to end addiction to alcohol and drugs, we often hear harrowing stories from people who say something like this: I wanted to get help for my loved one, but I spent hours online and on the phone trying to find the right place to treat him. And as hard as I tried, there either weren’t beds available — or our insurance didn’t cover the necessary treatment.

In some other cases, we’ve heard: Don’t have insurance — and they won’t take my loved one without insurance.

These scenarios — and ones like them — are far too often the reality for addicts and their families. The desire to find help is great. Perhaps

the addict is even ready to get said help. But frustration sets in fairly quick because getting that help is often more difficult than getting an audience with the pope.

And yet, not too far away from us — it’s anywhere from 16 to 20 miles from our readership area — rests a place where detoxing is done medically, where programs exist for inpatients and outpatients and where if an addict truly needs help, they’re going to get it.

Regardless of whether they have insurance.

Regardless of whether they can afford to pay for the treatment.

Regardless of how they got to where they are now.

Too often, people think they’ve got to do it this way — and Hollywood often glamorizes the detox process by showing the addict sitting on a couch, throwing up in a cooking pan, sweating, hallucinating sometimes.

Think of the way Dr. Gregory House detoxed from his painkiller addictions on the TV show “House M.D.” if you ever saw that show.

(What made that show even worse was that it was a medical drama, and yet they left out the concept of a medical detox.)

At New Horizons, it’s done the right way.

Michael Paolello is the chief clinical officer at New Bridge. He explains why it’s vitally important to detox medically.

“It’s important to keep safe during the detox process,” he said. “And the continuum of care following detox is as important — whether it’s inpatient rehabilitation, intense outpatient care, aftercare with meetings, it’s all very important.”

Suboxone (buprenorphine/ naloxone) is one of the medications used — and is taken daily to ease the withdrawal symptoms. It also causes causes the euphoric effects of opioids from being achieved. Vivitrol is another medication used that has similar effects, but it’s injected once a month — and has the same desired effect on an addict as Suboxone.

Once the detox process is completed — there are 80+ detox beds there, making it the largest in the state — there are numerous programs available to addicts as Paolello mentioned earlier in this story. He says the goal of New Bridge is to make sure once addicts are treated, it’s the one and only time they’re there.

“It’s our job to make sure they don’t come back,” Paolello said. “Kids and people are dying in this crisis. Preventing them from returning here is the ultimate goal.

For New Bridge’s Donnalee Corrieri, vice president of marketing and public relations, stressing the hospital’s stigma-free operation is critical.

“Addiction is a disease and as such, we have the responsibility to treat every patient with respect and dignity,” Corrieri said.

“Stigmas cannot be a barrier causing patients not to receive treatment. When someone walks in the doors here, they will never be judged. They will always be in a stigma-free environment. We see people of all walks of life here … whether it’s someone who has never been to college to people with graduate degrees.

“Our staff understands what people are going through.”

Family must be there Paolello says another critical component to successful treatment at New Bridge includes family involvement.

“There is a strong family component to recovery,” Paolello said. “We involved families as much as we can.”

Why he came to New Bridge Paolello says before he came to New Bridge, he was involved in addiction treatment in Hudson County.

The Belleville native and Queen of Peace High School alumnus says New Bridge’s status as a “safety net” hospital was one of the biggest reasons he made the move.

“As a safety net hospital, we get referrals from people with insurance, people with no insurance, people with nowhere to go — and that is unfair,” Paolello said.

At New Bridge Medical Center, Paramus, help is available for addicts, regardless of whether one has insurance.

“Here, we say come. We say welcome. We say we want to help.”

Corrieri echoed Paolello’s sentiments.

“We are dedicated to the care of the under insured and the uninsured,” she said.

Office, Gina Neri, 50, of North Arlington, an ex-bookkeeper in the Kearny Board of Education payroll department, pleaded guilty to one count of theft by deception, a thirddegree crime and one count of failure to file state tax returns, also a third-degree crime.

At the plea hearing conducted before Hudson County Superior Court Judge Paul DePascale, Assistant Hudson County Prosecutor Joseph Pahopin appeared for the state. The defendant has been represented by Fairfield attorney Timothy Smith.

Neri will be sentenced by DePascale on Sept. 14.

The state reportedly has no plans to seek a criminal indictment and trial of the defendant — which would normally be the next step in her prosecution but for her plea arrangement.

A source in the county prosecutor’s office, who asked not to be named, said the state would be seeking “non-custodial probation” — meaning no jail time — but the state would also be requesting “full restitution of $318,106.38” and the “filing of updated state tax returns” by Neri.

Typically, convictions of individuals for third-degree crimes can result in sentences ranging from three to five years, based on criminal sentencing guidelines.

Restitution would, presumably, be made to the Kearny school board’s insurance carrier which, according to KBOE attorney Kenneth Lindenfelser, is in the process of making the school district whole for its loss, as provided under the policy between the KBOE and the carrier that covers the district for losses resulting from criminality.

By law, under terms of her plea, Neri would forfeit the right to work in a public sector job unless and until her criminal record should be expunged, Lindenfelser said.

Neri was initially charged on Jan. 22, 2018, with the alleged theft of about $190,000 from the Kearny Board of Education by unlawfully negotiating checks drawn on

Neri her employer’s bank account between 2011 and 2017.

She allegedly used the money for her personal benefit, the state charged.

The state subsequently revised its estimate of the amount of money allegedly stolen by Neri after further examination of district records in consultation with school administrators.

In the wake of the incident, Kearny Superintendent of Schools Patricia Blood has said that steps have been taken — involving both district fiscal personnel and internal accounting procedures — to ensure the protection against any future losses.

On May 21, 2018, Neri was additionally charged with multiple tax violations by the HCPO’s Public Integrity Special Investigations Unit after a joint investigation with the state Division of Taxation’s Office of Criminal investigation.

Those charges were: failure to file return, failure to pay and filing of fraudulent return — all third-degree crimes.

Following an internal investigation by the school district in 2017, Neri was suspended without pay from her $60,000-a-year job by the KBOE. At first, her union contested that move, but as the criminal probe — and subsequent charges — unfolded, the union dropped its challenge and offered Neri the services of a criminal attorney, according to Lindenfelser.

Another addition to the ordinance makes someone eligible for the permit if he/ she has a breathing issue that is “evidenced by the person’s prescribed use of a portable oxygen tank.”

Or, a person is deemed to qualify for a permit if they have a “Class II” cardiac condition (or, as already provided for by the ordinance, Class III or IV), “and/or their cardiac ejection fraction measured by echo cardiogram or nuclear stress test is less than 40%.”

That had been sufficient reason to be granted a town permit for a handicapped parking spot near her home but no longer, after the town re-defined the nature of “disability” as a condition for getting such a permit back in May 2016.

Now, however, that resident — along with nearly 30 other residents who’ve been denied such permits — will be getting a second chance.

That’s because the mayor and Town Council have — after taking another look at the regulations — voted July 17 to adopt an ordinance amending the law by providing an “expanded definition” of disability and clarifying permit-renewal requirements.

Currently, according to records in the KPD Traffic Division, there are 150 residents who’ve been approved for the special parking permits, but Lt. John Taylor, who heads the division, estimated there have been as many as 70 handicapped spots eliminated since the law was last changed.

Fourth Ward Councilwoman Susan McCurrie, who chairs the council’s ordinance committee, said she and her colleagues reviewed a sampling of those cases of residents whose applicants were rejected under the ordinance as previously constituted to see what allowances, if any, could be made.

As a result, she said, the

lawmakers discovered a “gap” in the description of physical conditions needed to qualify for a permit dealing with “permanent disability” that was “not covered by the ordinance.”

As an example, McCurrie mentioned someone with a “severe joint issue” that prevented the person from walking “20 to 30 feet” at a time.

So now, the revised ordinance spells out that someone qualifies for a permit if “the person is severely and permanently limited in the ability to walk because of arthritis or deformity of

to be permanently disabled as part of the initial application.”

The revised ordinance continues to require submission by the applicant of medical reports documenting their condition but, according to McCurrie, in some cases, “the applicants’ doctors’ reports were deemed inadequate — too sketchy — by the town’s medical screener Dr. George Ambrosio, a Lyndhurstbased internal medicine practitioner.

“We would encourage new applicants to communicate that to their doctors,” McCurrie said.

There is no change in the ordinance to the $75 initial permit application fee or to the $40 fee for the permit’s annual renewal, but a new section states that, “Applications for renewal shall be denied if the renewal fee is not paid within 60 days of expiration of the prior permit.”

UEZs need funding ... now On the pages of this newspaper is a story about the possibility of litter patrol ending because of a lack of funding for municipalities that have Urban Enterprise Zones and their not getting the proper funding from Trenton.

One of the hopes was that Gov. Phil Murphy would see the need for these UEZ — and restore funding that was taken away in the past.

Given the benefits towns get from UEZs — including a reduced sales tax for participating merchants — we can only help the funding is restored — and restored soon.

Kearny needs its UEZ. And it needs to money

that comes with it. Let’s hope the new governor sees it that way, too — sooner rather than later.

Bike patrols back in Belleville It’s good to see bike

To the Editor: As a senior citizen of North Arlington, I write on behalf of all our seniors in our surrounding communities.

I reside in an apartment complex and the rent is raised every year at 4%.

I feel that all senior citizens should be charged increases capped at 2% per year.

We have paid our dues over the years in taxes, and have costly medi-

patrols returning to some Belleville streets under Chief Mark Minichini.

So many police officers I’ve spoken with over the years have said community-policing units are as vital today as they were 20 years ago — if not more so today.

While it’s only on an apparent trial basis, here’s hoping they become permanent in the warmer months — and that other local PDs follow suit.

We’re all grateful for that.

Rotten tomatoes: Someone steals community garden’s vegetation meant for the needy

By Kevin Canessa kc@theobserver.com KEARNY — Several months ago, Phil Stafford and the Girl Scouts of Kearny came up with an idea — a service project where the Scouts get together, learn what it’s like to grow their own food … but then take that grown food and supply it to the under nourished rather than taking it home.

The idea was a smashing success — loads of girls went to the Kearny Community Garden one weekend and planted hundreds of tomatoes.

Fast forward to Wednesday, July 18 — it was the only apparent day someone involved with the project didn’t visit the garden since the seeds were planted.

It was that day that every single tomato was taken by some louse. Maybe there was even more than a single louse. But for whatever the reason, we want our readers to know this happened, especially since the chances of the stolen vegetation being returned are slim to none.

All the hard work of the Girl Scouts and Stafford — down the tubes.

For Stafford, who for many

years has worked to help the downtrodden, this stinks.

“It’s like stealing from the homeless,” Stafford said.

“I’ve been going there as much as I can to water and weed them. We provided 10 hay bales and the enclosure to keep people out. And it wasn’t a cheap proposition, either.”

Stafford says it’s disheartening that this all happened — but in a public space, anything is possible.

“People from the dog park and elsewhere are always walking nearby,” he said.

Stafford paid for the hay and enclosure materials through his non-profit. And despite this heinous setback, he says he plans to do this all over again next year.

Meanwhile, Cindy Cerone, one of Stafford’s volunteers, also expressed her frustration with how this all happened.

“After endless hours and dollars spent to grow toma-

toes for community outreach for needy people, all the tomatoes were stolen. NJ Food and Rescue built raised beds and enclosed these fruits to protect them. They also tended this community garden for months,” Cerone said. “The Kearny Girl Scouts worked tirelessly on these. It is outrageous!”

The tomatoes were to have been harvested this past weekend — on Saturday, July 21.

Kearny Avenue litter patrol may end

Thompson wields his combination broom/mechanical grabber like a magician to snatch up paper scraps, plastic wrap, loose cigarettes.

“I look forward to it,” the Kearny High alum says. “Hey, this is our town and I’m proud of it.”

Thompson, a 13-year laborer for the town’s DPW, and fellow employee Tom Healy share the job of keeping the town’s main business district in tip-top shape, Monday to Friday, 8 a.m. to 4 p.m.

Kearny PD sends 2 more to academy

KEARNY — Pedro Pina almost didn’t qualify.

Pina, one of two new Kearny police officers hired July 17, is 35 — the cut-off age limit for police appointees in New Jersey.

“I just made it by two months,” Pina told The Observer during an interview last week. He turns 36 next month.

Born in Portugal — where his cousin serves as a police officer and his uncle is a retired cop — Pina came

His brother Daniel became a member of the NYPD last year.

After graduating from Kearny High School, Pina got a job at Kuehne Chemical Co., in South Kearny, where he spent 16 years toiling at various jobs, beginning as a truck loader, then repackager, lab analyst, boiler

operator and, ultimately, lead operator.

As a 10-year member of the company’s HazMat team, he helped train others in the ins and out of responding to environmental emergencies.

But the notion of working for law enforcement “was always a dream of mine,” Pina said. “I like helping the community and, living in the town, I hope I can contribute better and maybe inspire others to do the same.”

Pina isn’t the only member of his family working with the community at-large. His wife

Jessica is a public school special education teacher in the Jersey City. The couple have two children.

Also appointed to the KPD last week was Ruben Rivera, a 24-year-old resident of Newark.

Rivera also has a police legacy — his dad Ruben Nazario has served 18 years with the Newark PD, most recently as a detective. “And I have a lot of friends in law enforcement,” Rivera said.

A graduate of North 13th Street High School in the Brick City, Rivera got an associate degree in criminal justice at Morris County Community College and then completed a bachelor’s degree in criminal justice at Kean University in May 2017.

He’s done two stints as a security officer, initially with Columbus Hospital LTACH in Newark, and then with New Jersey Institute of Technology, also in Newark.

Rivera said his dad’s dedication to police work “attracted me to be the same person growing up.”

on people’s faces in need, you can give them different thoughts on things” — when they realize that the men and women in blue can bring about a positive outcome in their community, he added.

Both Rivera and Pina will collect a starting annual pay of $43,965.

Both men were scheduled to begin training Friday, July 20, at the Bergen County Police Academy and, if they’re successful, they’ll graduate from the program in December and be ready to hit the streets in Kearny by the new year.

Ten other KPD rookies who graduated from another training class in May are now acclimating to street duties and five police candidates are nearing the end of their training in a separate Academy class.

These additions should put the KPD close to its Table of Organization strength of 103, but Chief George King said he expects several retirements in the ranks to occur in February 2019 so those vacancies will, ultimately, have to be filled at some point.

Bike patrols return to Belleville’s streets

BELLEVILLE — After an absence of more than a decade, the Belleville Police Department has revived bicycle patrols.

Police Chief Mark Minichini said for now, residents can expect to see police biking along Washington Avenue, the township’s main drag, and the business districts on Franklin Avenue and Franklin Street.

“It’s been a highly soughtafter initiative,” Minichini said of the patrols which were

officially dispatched Monday, July 16.

With the police roster built up a bit in recent years, the chief said he now had the latitude to take some officers out of police vehicles and assign them to the non-motorized bikes.

They are a desirable law-enforcement tool, Minichini said, as a “high-visibility crime deterrent,” given that “they can be seen from a distance.”

An advantage using bikes,

he added, is that they “can go in and out of traffic more easily than cars,” and they are “easy to flag down” by citizens in need of assistance.

The bike patrols will also lend themselves to the application of “community policing” in that the officers will get to know their assigned patrol area up close and will be in a position to readily interact with residents and shopkeepers, the chief said.

Up to six bikes will be avail-

able for the patrols, Minichini said, although probably not all will be on the road at the same time.

The bicycles had been in storage so the police department was spared the expense of acquiring new ones, the chief said, although the department “did do some restoration work on them, including new tires and brakes,” given their age.

Minichini said the policeissued bikes were “of stronger

construction” than regulation civilian two-wheelers and were outfitted with flashing emergency lights.

Police will be assigned to ride the bikes on a rotating basis, he said.

For now, the patrols will be sent into the township’s business districts and after some time, “we’ll see how it goes” before possibly expanding their coverage area, Minichini said.

Adults blast to the past with coloring class at Kearny Public Library

How hard one should press down on the crayon.

Understanding which colors blend together best.

These are all lessons about coloring that are learned (usually) as a child. But now there is a class for adults to show off their skills and relax.

That’s right, the Kearny Public Library hosts an adult coloring class every Tuesday for interested adults in the area.

Most hear the word “class” and think that there is an instructor in the room teaching grown adults how to properly use a crayon.

Not here, though.

At the library, program director Jennifer Alvarado walks around while making sure her “students” are comfortable as they color the object of their choice for about an hour.

Refreshments and snacks are also provided for the people who attend.

While coloring is most often associated with children, the effects of the activity can still be helpful for adults. Alvarado related the feeling as a child to that of a busy adult.

“Coloring for me as a child was very soothing,” Alvarado said. “And as an adult, you tend to have the same feeling … So all the stresses we have during the day, coming to any coloring class as an adult can be very soothing and relaxing.”

Alvarado explained the class sometimes reaches a capacity of 15 to 20 people around the winter and springtime. This particular week, however, only three students showed up to the library for the weekly coloring session.

Ruth Wilson, a devoted colorer and weekly attendee, first heard about the class when it opened two years ago.

For her, coloring is something she has been passionate about since she was a child. But as a retired senior citizen, Wilson relishes for the opportunity to just relax, `talk to and meet others who live around Kearny.

“It’s a good opportunity to sit, talk to people and relax, because even though we don’t work, we still have stress

just like everyone else does,” Wilson said. “You get to relax.

Everything goes away and you can just concentrate on what you’re doing.”

The class apparently has accomplished more than refining coloring skills.

Wilson tells a story of an Asian couple who did not speak English before attending the class, but soon learned the language just through interacting with the other attendees.

While each student gets their own folder to collect and keep their past work, the library often hangs up the work done by the adults on the walls throughout the building. And it’s not just coloring, either, Alvarado mentioned that the class turned wine glasses into snow globes during the winter to change things up and keep it festive. The class has also done painting activities as well.

For Ruth’s husband, Terry, the class gives him a chance to wind down as well. As someone who attends the library’s GED classes, he finds it especially helpful to calm down after an hour or so of hitting the books.

“It relaxes your mind,” Mr. Wilson said. “After a hard day, you just have to relax and let your mind wander wherever it wants to go.”

In the midst of the prime season for summer vacationing, Alvarado and the other students expect attendance to grow as fall nears.

The adult coloring class takes place at the Kearny Public Library, 318 Kearny Ave., every Tuesday at 6 p.m.

KPD: Red Bull & cat food? Yum.

But we did find this KPD incident intriguing: On July 15 at 12:33 p.m., Officer Nicole Williams was working a security detail at BJ’s when she responded to a radio alert that a Kmart loss-prevention officer was chasing two shoplifting suspects through the LA Fitness parking lot.

Williams joined the foot pursuit, and she and the Kmart guard quickly apprehended Anthony Tolliver, 24, of Newark, on Passaic Avenue, police said.

Williams then went to the LA Fitness lot to retrieve two 12-packs of Sugar-Free Red Bull that had been stolen from Kmart and allegedly dropped

by Tolliver.

The second suspect, Rashade Dennis, 24, of Newark, walking south on Passaic, was stopped and arrested by backup Officer Joseph Martin.

According to Kmart security, Dennis had concealed three 12-packs of Red Bull and four cans of cat food in a backpack.

(We do not know if those sports drinks, or the cat food, were also sugar-free.)

Both Tolliver and Dennis were charged with shoplifting and released from police headquarters on summonses.

••• Other recent reports from the Kearny police blotter included the following: July 11 At 10:40 a.m., Officer Sean Wilson and Sgt. Michael Gonzalez responded to a report of a suspicious person near the abandoned railroad tracks at North Midland Avenue. Upon arrival, police said, Gonzalez observed Donald Kubs, 35, of Kearny, discard a hypodermic needle behind the concrete barricade separating the street from the tracks. Kubs was arrested and lodged in the Hudson County Jail on a warrant charging possession of the syringe.

••• Officers Thomas Bannon and Patrick Becker responded at 5:44 p.m. to Kmart, where a security guard had been chasing a shoplifter who allegedly tried to walk out with an unpaid-for bicycle.

The cops, given the suspect’s

description and direction of flight, found the man, later identified as Patrick Curatola, 36, of Brooklyn, behind Applebee’s. Police said he raised his hands and surrendered.

Curatola was sent to the county jail on a shoplifting charge and five outstanding warrants: Clifton ($2,500 bail); Lodi ($500 bail); Maywood ($250); Essex and Hudson County Superior Courts (no bail for either).

July 13 At 1 a.m., Officers Williams, Philip Finch and Joshua Lopez — called to a multi-family home on Pavonia Avenue on a report that a man had broken down a front door — found the door, its frame and lock damaged and wood debris on the ground.

Police said officers reviewed doorbell surveillance video, identified the suspect as neighborhood resident Michael Henriques, 30, and promptly arrested him at his home. He was charged on a summons with criminal mischief and released. Police said there was “no apparent reason” for the assault on the defenseless door.

July 14 Officers Victor Girdwood and Giovanni Rodriguez responded to a 4:04 a.m. report of an overturned white Honda on the 100 block of Chestnut Street and, police said, found the driver, Melvin Caceres, 33, of Kearny, sitting on the sidewalk, bleeding from the head.

Caceres was charged with DWI, reckless driving and driving the wrong way on a one-way street. He was treated at University Hospital, Newark, and released to a responsible family member.

July 15 At 8:14 p.m., Officers Anthony Oliveira and Jose Perez-Fonseca were called to a private home on Devon Street for a trespass complaint. On arrival, police said, they found Dominik Assis, 26, of Newark, being detained in a yard by a neighbor whose son was in his own yard suffering from abrasions to his face and abdomen.

The victim told police that he was throwing out the garbage when he saw Assis enter his property and begin to urinate on the side of the house.

••• At 3:10 p.m., Det. Andrews and Officers Jonathan Dowie and

David Bush were on patrol near Kearny and Bergen avenues when they were passed by a black Ford wagon with illegally tinted front windows and a cracked taillight.

Upon approaching the vehicle, the officers reportedly discovered that it was equipped with a full emergency police light package, a siren and a policetype radio. Police said driver, Inal Gof, 61, of Passaic, “could provide no legitimate reason or permit for having the lights and siren.” Ad-

ditionally, police reported, the officers found his license was both expired and suspended and that he had two Belleville arrest warrants: stop sign violation ($100 full) and DWS ($200 full).

Gof was charged in Kearny on summonses for driving while suspended, unlicensed driving, maintenance of lamps, window tints/obstructed vision, improper light colors and improper use of emergency lights. He was released after posting bail on his Belleville warrants.

Visiting was at the Armitage & Wiggins Funeral Home, 596 Belgrove Drive, Kearny.

A Mass of Christian Burial was celebrated at Queen of Peace Church, North Arlington. Interment was in Holy Cross Cemetery, North Arlington.

Born in Jersey City, Matthew lived in Hoboken before moving to North Arlington in 1967.

He was an import manager with Allied Federated Department Stores, New York City, for 31 years. He served in the United States Army and was a secretary for the Chief Surgeon in Germany while in the Army.

Matthew was an extraordinary minister of Holy Communion, a member of the choir, former president and member of the parents’ association, was a rector for both the Pre Cana Program and the Emmaus Adult Re-

treat Program, was an active volunteer and was in charge of the piety shop and named it “The Welcome Matt,” all at Queen of Peace Church, North Arlington. He also was a member of the Third Order of the Franciscans.

He was the beloved husband of 57 years of Marguerite Calabrese Mastrofilippo. He was the father of Mauro Mastrofilippo (Karen) and Esta Ann Ammerman (Paul). The brother of the-late Claire Van Kleeck, Anna DiPaolo, Beatrice Lanner, Pauline Braitsch and Anthony and Madeline Mastrofilippo, he was the grandfather of Kaitlyn, Christina, Marguerite, Michaila, Michele and Erica. He is also survived by many nieces and nephews.

Born in Northern Ireland, Brendan lived in Kearny since 1960. He worked for Engelhard Precious Metals, and later for Wallace & Tiernan as a tool and die maker for many years before retiring. A longtime member of the Pioneer’s Total Abstinence Association of the Sacred Heart, Brendan had a passion for cycling and for music, and was an avid runner and an exceptionally talented carpenter.

Born in Greece, Nancy moved to the United States in 1960, settling in Kearny in 1972. A member of St. Demetrios Greek Orthodox Church, she was a great cook, avid reader and had a love for gardening, flowers and all animals.

Nancy was the beloved wife of the-late Arthur; loving mother of Dennis (Helen), George and Christopher Kalevas. She is also survived by her grandson Athanasios J. Kalevas, and by many loving nieces and nephews.

Santos Looking ahead, Santos said in his letter to taxpayers, “The Council and I are aware that the confluence of positive factors which resulted in this year’s tax decrease may not recur in 2019.
