But, where had he been earlier that morning?

Turns out that, as he was driving to HQ , he came upon a motor vehicle accident, and, being a cop to the end, he stopped to deal with the situation until the regular patrol units could arrive. Call it a final defining moment — defining the gentleman and his dedication to his job and his town.

Kearny has always been his town. A lifelong resident (born in West Hudson Hospital), he intends to continue living here. He truly loves the place, which is one of the reasons he was so committed to his job.

Dowie has spent nearly 40 years in law enforcement, all but two with the KPD. After serving as a paratrooper with the 82nd Airborne Division — which

he joined at age 18 — he got a job with the Kearny Water Department, then took advantage of the G.I. Bill to study public safety administration at William Paterson College, while working overnight security at Montclair State.

He first served two years as a member of the Palisades Interstate Parkway Police, then joined the KPD as a patrolman in 1979. He also worked as an accident investigator, was promoted to sergeant in 1985, lieutenant in ‘89 and captain in ‘94.

It was in ‘94 that he was also named Police Officer of the Year by the department’s Valor Committee.

“That,” Dowie told us, “was one of the greatest honors — to be selected by your peers.”

TO THE KPD CHIEF deputy chief and became what he called an “accidental chief” when Chief Thomas “Tim” Sharples retired in early ‘98. Dowie noted that he never planned to be chief.

Though he had wanted to been a policeman since he was 5 years old.

“I loved being a street cop, and still do,” he said. (Which helps explain his being MIA early Friday.)

While we were interviewing him, he actually spent more time talking about his father, John B. Dowie, than about himself.

The elder Dowie, who died at age 89 in 2015, had been a star student athlete (baseball, basketball, football and soccer) and was inducted into the Kearny High School Athletic Hall of Fame.

Upon graduation in 1944, he joined the Army, serving in the Pacific — New Guinea, the Philippines, Japan — was wounded in action and received the Purple Heart.

“But he never talked about

it,” the chief said, more than once — something that obviously has remained with him to this day. Not that John B. was perfect.

“My father was also a Kearny cop,” the chief said, “until he broke my heart and became a fireman.” But “blue blood” still runs in Dowie veins — the chief’s son, Jonathan, is now a KPD officer.

At Friday’s ceremony — replete with KPD honor guard, scores of officers, other police chiefs and KFD officers, Council members and, of course, Dowie’s family — Mayor Alberto Santos thanked the retiree for “four decades of extraordinary service to our town.”

“He’s one of our finest public servants,” the mayor said. “A strong, effective and honest cop” who “brought stability” to the KPD, with ‘an emphasis on trust.”

Fire claims life of Forest St. man, his dog Kevin Olsen, 66, was husband of Visions Dance Studio’s owner Toni Olsen at 11:56 a.m.

The victim was found on the floor of a first-floor room.

It wasn’t easy, Dyl said, to get Olsen out of the building because of a narrow hallway.

Firefighters had a hose line inside to knock the fire down in the hallway that was estimated to be less than 5-feet wide.

Once Olsen, who was home alone when the fire broke out, was brought outside, EMS officials decided the best course of action was to fly him, by chopper, to St. Barnabas

Fire Chief Steven Dyl said Kevin Olsen, 66, was pronounced dead at St. Barnabas Hospital’s Burn Unit in Livingston several hours after the noontime blaze.

Dyl said the first alarm came in at 11:50 a.m. A second alarm was declared

Firefighters also helped to remove eight dogs from the home.

One canine died of cardiac arrest at the scene. Three were treated with oxygen and survived. Four others were not injured at all. The seven surviving dogs were all transported — by animal control and by the Kearny Police Department — to the Arlington Dog & Cat Hospital on Passaic Ave.,

For this reporter, covering this story was different than any other fire I’ve covered in 25+ years as a journalist. At the time of the fire, I had no idea who lived at 422 Forest St. And it wasn’t until about six hours after the fire that I learned that the Olsens lived there.

Continued from previous page going back to their days in Jersey City. Though I hadn’t seen Kevin since I was a wee lad, he and I had a rekindled relationship thanks to Facebook. He was certainly opinionated. He was very happy on Election Day 2016.

Even later that same day, I let my mom, Margaret Canessa, and my uncle, Mike Slane, know about Olsen’s horrifying death. I was surprised to learn Kevin’s wife, Toni — whom I met in person at The Observer office just a few month ago — was a classmate of mom’s at Dickinson High School, Jersey City.

I was equally surprised to learn Uncle Mike and Olsen — also good friends going back to their Jersey City days — had penciled in plans for Olsen to fly out to visit and stay at his home in Carlsbad, Calif., for a few weeks. Sadly, those plans will never come to fruition.

Ask any journalist and they’ll probably tell you … covering fires is a most important part of the job.

I’ve covered hundreds of them since 1992 when I was a 17-year-old high school senior working as a stringer at a Hudson County daily newspaper. Nothing could have prepared me for learning, for the first time in my career, that I knew the victim.

What I do know is that Kevin Olsen was a great man.

We didn’t agree on much.

But that never mattered. And it comes as no surprise that a woman called Angelina Tedesco, once a student at Olsen’s wife Toni’s dance studio, set up a GoFundMe fundraiser for the Olsen family.

They lost Kevin. They lost one of their dogs. They lost nearly all of their possessions.

Olsen is survived by his wife, Toni; sons Shaun, Christopher and Ryan; a sister Christine; and grandchildren Karyn and Gavin.

According to the application, property owners Rong and Monica Lin will be renting 588 square-feet to the academy as classroom space.

The school will have the use of the building’s first floor and basement.

The application says the academy, described as a Muslim school, figures to enroll up to 30 students in kindergarten through grade 8.

No on-site parking is being provided.

Sharfuddin Ibraheem, chairman of Marwah Academy, said he was waiting for the town construction office to issue a certificate of occupancy for the school.

Once that happens, Ibraheem said, “we’re going to start as soon as possible.”

He declined to provide additional details.

Marwah Academy has registered with the state Department of Education to receive state- and federally-funded services.

However, “registration with the N.J. DOE does not imply accreditation or certification,” according to DOE spokesman David Saenz.

“If a non-public school wishes to be accredited, they must do so through a private accrediting body like Middle States,” Saenz added.

In other business, the Planning Board reviewed a proposed amendment to the town’s Waterfront

Redevelopment plan for consistency with the town’s master plan but took no action. The board has, instead, scheduled a public hearing for Dec. 14 on a “master plan re-examination report.”

At that meeting, the board will also consider adoption of the “Housing Element and Fair Share Plan” – the town’s obligation to provide affordable housing and how developers would be expected to help fulfill that obligation – and refer the plan to the mayor and Town Council for endorsement.

How the change to the master plan may shake out is suggested by an ordinance introduced Nov. 7 by the governing body which proposes creation of a newly established land use district – “North of Guyon (Drive)” – which would “create a mixed-use pedestrian and transit-oriented community that creates a variety of opportunities for retail sales and services, commercial office space, and a vibrant residential environment.”

The proposed “transitoriented” district would include public parking for 1,837 spaces and building heights would range “from six to 20 stories” accommodating “230,700 to 316,300 square feet of office space, 153,000 to 161,600 square feet of retail space and 894 residential units.”

By Karen Zautyk kzautyk@theobserver.com KEARNY — In last week’s KPD blotter, we noted how drivers with illegal, heavily-tinted windows on their vehicles appear oblivious to the fact, or just don’t care, that these tend to attract police attention.

Well, it happened again.

And reportedly resulted in quite a find.

At 1:30 a.m. on Monday, Nov. 27, Officer Michal [see editor’s note below] Gontarczuk was on patrol when he spotted a dark-tinted-window 2005 Nissan heading east on Harrison Ave. near Bergen Ave. Police said a registration check indicated that owner Robert Matay, 45, of Newark, had a suspended license and several nonsuspended warrants.

When Gontarczuk pulled over the car, he promptly called for back-up (Capt.

David Feldhan and Officers Sean Podolski and Jason Rodrigues) because of what police said he

saw in plain view in the vehicle: “numerous spent shell casings.”

Matay was arrested on the spot for driving while suspended and on four $500 traffic warrants, two from Newark and one each from East Orange and Elizabeth.

Police said a search incident to arrest found him to be in possession of a plastic bag containing what was believed to be crystal meth, and a cigarette pack with a single shard of the drug.

I, Sir Pouncelot (a/k/a Pouncer), am one of three felines who allow Observer correspondent Karen Zautyk to share our home. The others are MeowMeow and Cubby, the latter being a relative newcomer adopted earlier this year from a very kind couple, Bill and Paula Hyland, of Kearny, who rescued him from the railroad tracks in Harrison.

MeowMeow was also a rescued feral whom our human found as an abandoned kitten in Nutley. I, myself, had been a shelter cat.

Together, we have trained Ms. Zautyk in the fine points of cat care. She now knows what brand of food we desire, including the specific flavors; our favorite treats, and our favorite toys.

I prefer fetching bouncy balls (yes, cats can fetch, and they don’t have to be taught how); Cubby likes furry slippers and especially enjoys hiding one of each pair, much to our human’s early morning frustration; and MeowMeow, easily entertained, is content batting around Q-Tips or scrunched-up paper.

MeowMeow knows Q-Tips as “puffy sticks.” She likes them to be tossed into the bathtub, where she rolls them about and then carries them elsewhere in the house (they are frequently found in shoes).

When MeowMeow developed this attraction to them as a kitten, she had Zautyk tossing a half-dozen or more a day into the tub.

One day, our human said, “I’m going to have to start charging you for these.” The next morning, she found a quarter and a nickel on the bathmat. (I am not making this up.)

MeowMeow (we are a bit jealous of this) is what our human, when she is writing, refers to as her “mews” and her “computer meowse.” All Zautyk

Kearny set to execute court-safety plan KEARNY — Now that the Kearny municipal governing body has hired two security personnel for the Municipal Court — and has a metal detector at the ready — residents can now expect to see the finishing touches of a new safety system finally put into place.

So pledged Robert Smith, the town’s business administrator, in a recent interview with The Observer.

Kearny is the only community in Hudson County yet to comply with a 2006 mandate from the New Jersey Administrative Office of the Courts to tighten security in municipal courts.

“We will be up and implemented and running by the end of the year,” Smith said.

Deputy Police Chief George King, in consultation with court staff and his office, has prepared a plan

that will be focused solely on protecting access to the second-floor court chambers, Smith said.

Initially, there was some thought given to extending that security web to include the multiple entrances to Town Hall that can lead — both via stairwell and elevator — to the court but that approach was scrapped, at least for now, according to Smith.

On Nov. 8, the mayor and Town Council voted to retain Anthony Gouveia and Mark Muldoon as part-time court attendants to work a maximum of 24.5 hours a week at $24 per hour. Their appointments took effect immediately.

Both are recently retired police officers, Smith said.

Gouveia retired Feb. 1 as a lieutenant with the KPD after 29 ½ years with the department; Muldoon, who retired as an officer with the

Jersey City PD Aug. 1, should be a perfect fit in his new position since he spent his last eight years assigned to a security detail with that city’s Municipal Court, according to Smith.

Exactly how the new security protocol will work remains to be seen but Smith said his understanding is that a “walk-through metal detector” will be stationed at or near the entrance to

the chambers and a court attendant, who will be equipped with a detector “wand,” will monitor people for any weaponry as they enter the courtroom.

Smith said the attendant(s) “will begin work 30 to 60 minutes before the court is opened and remain until the court is closed and secured.”

Part of the attendants’ duties, he added, will include conducting a search of the

At the organ at Radio City ... a Harrisonian

Manhattan, you’ve no doubt heard the booming sounds coming from the magnificent organ. What you probably didn’t realize, at the time, that in all probability, the man playing the organ is a local man.

36 years ago, he’s been at the organ for what he estimates to be 5,000 shows, a staggering feat by any stretch.

That includes audiences totaling 25 million people.

He has four associate organists at Radio City, yet despite that, he still plays about 185 of the 200 or so shows each Christmas season.

In addition to the Christmas show, he also plays a lot of private events at Radio City, including college graduations — those for NYU, the Pratt Institute, the Fashion Institute of Technology (FIT) and others.

Just a few month ago, he played the premiere of Paramount Pictures’ film “Mother.”

He’s also played countless other events.

“It’s such a joy to have the organ at these events,” Wesner said.

But it’s not just at Radio City where one might hear Wesner play. He’s also been a church organist for many years, and currently serves St. Mark’s, an Episcopal church, in Teaneck.

He was also a sub organist at St. Stephen’s Church, Kearny, in the ‘80s, for about six months when Bob Maidhof, then and still today St. Stephen’s director of music (and organist), was unable to play.

“Playing at churches is still very important,” he said. “I have such a spiritual component to my life — so the ministry to the churches holds a special place in my life. It’s important for kids, too. Some parents instill,

let’s say, soccer, in their children’s lives. I still think it’s important for parents to instill a spiritual sense for their kids.

You don’t find that all that much anymore.”

While he’s playing the Christmas shows at Radio City, Wesner says he has a most unique sub at St. Mark’s.

“He’s a man named Ski Austin,” Wesner said. “Ski Austin is a retired NBA executive.”

Austin was the NBA’s vice president of events before he stepped down in 2014, having been with the NBA since 1989.

Yet Wesner’s love for the organ goes back to when he was a youngster.

“I discovered a love for the organ when I was very young,” he said. “I would play songs I would hear at Sunday school.”

And he did it all not knowing how to read music.

But he would learn to prefect his craft while studying for undergraduate and graduate degrees at the Manhattan School of Music, and then Jersey City State College (now New Jersey City University) and the then Trenton State College (now the College of New Jersey.)

We asked Wesner if he had a favorite organ to play — and he said his response is one musicians often offer.

“It’s the one I am playing at the moment,” he said.

Not bad for a man who gets to play one of the greatest organs in New York City — if not the country. And all the while, when he goes home at night, he lives right among us here in West Hudson.

It's not your father's waterfront anymore

Residential development continues apace along the Harrison waterfront.

Among the newest arrivals is Steel Works, a partnership of Advance Realty, based in Bridgewater, and DeBartolo Development LLC, headquartered in Florida and Hawaii.

The 5-story, 286-unit luxury building recently completed at 1200 Frank E. Rodgers Blvd. at Crucible Drive at the southern end of the 35-acre Riverbend District stretching over five blocks is the first phase of a mixed-use project that will encompass seven buildings with 2,000+ apartments and 100,000 square-feet of retail space.

Of the 110 studios, 138 one-bedroom apartments and 38 two-bedroom units available, more than 60% have been leased and a bit less than half have been occupied as of midNovember, according to Kimberly Hults, the building’s leasing manager.

Monthly rentals for studios range from $1,850 to $2,250 depending on the apartments’ size and view; one-bedrooms are going for between $2,150 and $2,450; and two-bedrooms, $3,000 to $3,300.

As of last month, there were only three of the two-bedrooms left, Hults noted.

A reserved parking space costs an additional $100 per month and there is an amenities fee of $500 per year, she said.

Residents must also pay monthly water and sewer charges and for electricity.

Pets are welcome; however, there is a nonrefundable pet fee of $250 for cats and $500 for dogs, with a limit of two pets per apartment and maximum weight of 75 pounds; plus a monthly

“A lot of our tenants work in downtown and midtown New York,” Hults said, and many take advantage of the Harrison PATH connection – just a few minutes’ walk from their apartments – to travel to and from Manhattan, she added.

“Some of our residents are coming here to work for companies in Newark and some are emptynesters who want to live close to their children or grandchildren and are relying on public transit,” Hults said.

Others, she said, are relocating from places relatively close like Philadelphia and Washington, D.C., while others are from as far as Chicago and California and several are West Hudson residents exchanging their homes for more manageable living spaces.

Kearny hockey team makes strides toward varsity status with some help

Cantarella adds girls’ basketball to Belleville coaching duties For the past decade or so, Chris Cantarella has earned a solid reputation as being one of the best softball coaches in Essex County. The Belleville High School softball coach has earned his share of accolades and praise over the last 11 years as head softball coach with the Buccaneers.

But Cantarella has also been a basketball coach, spending the last two decades as an assistant coach with the boys’ program at Saddle Brook High School.

When Liz Ramirez decided to step down as the head girls’ basketball coach at Belleville after last season, Cantarella quickly threw his hat into the ring.

“It was really a perfect storm,” Cantarella said. “I was away from coaching basketball for two years.

I have two small children to take care of. But when Liz decided to step down, I started thinking that I enjoy coaching basketball.”

In fact, it was one of the Bucs’ returning basketball players, junior point guard Jehann Dabon, who asked Cantarella about coaching the girls’ hoops squad.

“She’s my starting centerfielder,” Cantarella said. “She asked me, ‘Why are you not coaching this team?’ I like coaching and like watching kids get better. I like helping them

to get from Point A to Point B. I wasn’t looking for a job. It just all fell into place.”

Thus, the reason why softball coach Cantarella is now also girls’ basketball coach Cantarella.

And so far, Cantarella is really having the time of his life.

“I’m pleasantly surprised with how the girls have responded to me,” Cantarella said. “I’ve had about 10 of them before as a teacher.

I also worked the clock at their games last year, so they’ve seen me. I would walk by the gym during their practices and watch a little.”

Cantarella said that he was fortunate to keep Meghan Leonard on the coaching staff from last year and add former Belleville head coach Cheryl Marion Zenodi as his junior varsity coach and assistant with the varsity.

“It’s a good relationship that I have with the coaches,” Cantarella said. “The girls were very receptive to me. We have a great group of girls. I came in with an open mind. From the very first meeting and then our first practice, they have been tremendous.”

Cantarella welcomed a huge turnout, with 55 girls vying for a spot on the squad.

By Jim Hague ogsmar@aol.com Although Tim Firth grew up in West Windsor, N.J., played hockey at Princeton Day School and later Hofstra University, he’s at home now teaching in Kearny.

“I’m in my 11th year in Kearny,” said Firth, a seventh grade science teacher at Lincoln School. “I’ve been here for a while now.”

He might be 34-years-old now, but hockey is still a major part of his life, like it has since he was six years old. Firth still actively plays ice hockey and was a volunteer coach in the Kearny Recreation street hockey league that plays at the enclosed rink on Passaic Avenue near the futsol soccer facility.

Back in 2009, a few students went to the Kearny Board of Education to see if there was a chance to institute ice hockey as a varsity sport.

And if the students were successful in their attempt, they needed a coach. So who better to ask than someone who played on the high school and collegiate level and just happens to teach in the district?

“George King Jr. approached me and asked me if I could help them,” Firth said. “We’ve been quietly building it ever since.”

The program was strictly a club sport, meaning it was basically an extracurricular activity outside of the district’s jurisdiction. Slowly, but surely, the interest grew — both from students and the school administration alike.

The biggest obstacle was finding suitable and affordable ice time.

“As kids graduate, the interest isn’t the same,” Firth said. “A lot of the kids played street hockey in the Rec league, but very few

had skating experience, other than playing on roller blades.”

Firth decided to stick with it and coach whatever kids that were indeed interested.

“Part of the challenge and part of the joy I have is teaching the game that I love,” Firth said. “There’s a big learning curve teaching ice hockey. But we have kids that are skilled enough to compete at the high school level, as long as they show the commitment, the dedication and the heart. If they show those three, then we can accommodate all of it.”

Firth, along with co-coach Rob Kelly, who coaches both the boys’ and girls’ tennis teams at Kearny, will receive a little assistance this season. That’s because the districts of North Arlington and Secaucus have elected to join Kearny in a co-operative program, giving the team a taste of players from three schools.

Firth and Kelly will receive help coaching from volunteers Steven Kim, who helps with the skilled position players and former competitive figure skater Megan Neer, who helps with the speed skating.

Kelly is totally different from Firth. He’s a Kearny native and Kearny High grad who played soccer and basketball in high

school. He was the starting goalkeeper on the 2002 Kardinal team that won the NJSIAA Group IV state title.

But Kelly is a hockey fanatic who started playing street hockey very young.

“I’ve always been drawn to the sport,” Kelly said. “I grew up watching Brian Leetch and Mark Messier and was drawn to the speed of the game. I was hooked at age 5. I just learned how to skate and started playing. Now, hockey is my favorite sport hands down. When I found out there was a hockey team in Kearny, I wanted to be a part of it. I’ve been on board from Day One when we started until now.”

And the tandem of Firth and Kelly couldn’t work any better if their names were Martin and Lewis, Fred and Barney or peanut butter and jelly.

“The relationship I have with Tim is fantastic,” Kelly said.

“When it comes to details, I usually defer to him with decisions, because he’s the hockey guy. I basically run the defense and he runs the offense. You can’t ask for anything better.”

“He is our defensive specialist and sees the court very well.

He’s willing to give up his body to draw a charge. He’s also a good shooter.”

Westlyn Latka is a 5-foot-10 sophomore guard who saw some time with the varsity last year as a freshman.

“He’s a great outside shooter,” McDonnell said of Latka.

“Without a doubt, we’re going to utilize him.”

Oscar Szymczak is a 6-foot3 junior who will play either small forward or power forward, depending upon the opponent.

“He’s the most improved player in the program,” McDonnell said of Szymczak.

“He has a good shot and a really quick first step.”

The rest of the Kardinals’ roster is raw and inexperienced.

Jorge Maza is a 5-foot-10 junior guard.

“He’s developed into a nice player for us,” McDonnell

said of Maza. “He’s a good ball handler who has mentally gotten tough. He’s developing into a good floor leader.”

Senior Willie Serrano is a 6-foot power forward or center.

“He’s an inside presence who is a good rebounder,” McDonnell said of Serrano.

Omar Ruiz is a 5-foot-9 forward.

“We call him ‘Brick’ because he’s built like a brick house,” McDonnell said. “He sets screens like he’s playing football. He’s not afraid to battle against guys twice his size. He’s an inside presence as well.”

Nick Souza is a 6-foot-1 sophomore who will be the Kardinals’ starter at point guard.

“He is developing into a nice point guard,” McDonnell said. “He sees the court well and goes to the basket well. He’s making good decisions with the ball 99% of the time.”

Paolo Toscano is a 6-foot-1 sophomore newcomer who has transferred to Kearny from his native Brazil.

“He has great court sense,”

McDonnell said. “He can play either the two (shooting guard) or the three (small forward). He also has a good inside game. He can get up in the air pretty well. He has a good upside.”

Chris Serrano is a 5-foot11 freshman point guard or shooting guard. He’s also no relation to the aforementioned Willie.

“He’s going to play varsity right away,” McDonnell said.

“He played with us in the summer and fall and handled himself well. He’s going to learn the system and has good instincts. He’s a good athlete.”

Lucas Siqueira is a 5-foot-11 junior forward whom McDonnell calls “an offensive force.”

ented, but young and inexperienced,” McDonnell said.

“They’re being thrown into the fire. We’re instructing them to forget about the last play. They’re confident in themselves and do not believe that this is a rebuilding year.

They are up to the challenge of continuing the recent success of the program.”

The Kardinals open their season at North Bergen on Dec. 15.

Independent games against Bloomfield, Cliffside Park, Irvington, Newark Collegiate, American History and Paramus are on the schedule, as is the annual Kearny Holiday Tournament with Nutley, Perth Amboy and Memorial of West New York coming to Kearny Dec. 28 and 29.

“We need a lot of patience this year to watch this team develop,” McDonnell said.

“They’re picking things up well. We’re going to experience a lot of growing pains.”

But eventually, those young, inexperienced players become standouts. That’s what McDonnell has to hope for as another hoops season tips off.

Going green with a little help HARRISON – The TIDE is turning in favor of sustainability in Harrison.

An environmental collaboration known as Transforming Infrastructure and Defending Our Environment (TIDE) recently planted a community rain garden on the east and west lawns of Library Park.

Representatives of the Town of Harrison, Jersey Water Works, New Jersey Future, Passaic Valley Sewerage Commission, Harrison Lions Club, Harrison/East Newark Elks, Rutgers Cooperative Extension and N.J. Department of Environmental Protection joined in the green initiative.

TIDE’s goal is to improve water quality and the quality of life for local residents by controlling combined sewer and storm water pollution and flooding issues through “smart growth” and green projects.

“Our mission is to foster smart economic development by identifying any and every opportunity to implement green infrastructure solutions and engage our community through educational programming and public outreach,” Mayor James Fife said.

To that end, Harrison contracted with the PVSC in October 2015 to implement two such projects based on a plan devised by Rutgers Cooperative Extension (RCE) to help the town comply with its new combined sewer permit which took effect July 1, 2015.

“The library rain garden is the first of these two projects and hopefully many more to come,” said Councilman Larry Bennett.

RCE’s plan called for twin kidney-shaped gardens filled with soil, mulch and perennial plants and shrubs that can absorb as much as 2,800 gallons of water per storm or up to 38,000 gallons per year based on average rainfall.

Each garden is supplied with water from a disconnected ran gutter downspout from the library roof no longer linked to local sewers.

Plumbing, excavation and materials were donated by Fields Construction Co. of Hoboken.

Local volunteers from the Lions, Elks, National Honor Society, Environmental Clubs of Washington Middle School and

Harrison High School, along with Boy Scouts from Troop 304 and community members, put in several hours to grow the garden with supervision by RCE. Everyone was invited to the Elks afterwards for lunch and refreshments provided by New Jersey Future.

This coming spring, the Har-

rison TIDE will conduct a rain barrel workshop and provide free barrels to homeowners looking to harvest rain water to feed their plants and gardens.

Scam victims could be compensated TRENTON –

New Jersey residents who were deceived into sending payments to scammers using Western Union’s wire transfer service can now apply for compensation from a $586 million fund related to a multi-state settlement with the company, N.J. Attorney General Christopher S. Porrino announced Friday.

According to Porrino, New Jersey residents may be eligible to receive compensation if they were the victim of a fraud-induced money transfer using Western Union services between Jan. 1, 2004, and Jan. 19, 2017.

New Jerseyans who reported to Western Union or

to the N.J. Attorney General’s Office that they were the victim of such a scam may soon receive a claim form in the mail, Porrino said. The form will be sent from the Settlement Administrator of a related federal settlement within the next two weeks.

The form will contain instructions explaining how to file the claim to receive compensation. Consumers who do not receive a form in the mail but believe they may have an eligible claim can visit www.westernunionremission.com or call 844-319-2124 for more information on how to file for compensation.

Filing a claim is free, so consumers should not pay anyone to file a claim on their behalf, Porrino emphasized.

According to the AG’s office, “No one associated with the claims process will call to ask for consumers’ bank account or credit card number.”

All completed claims forms must be mailed back to the Settlement Administrator by Feb. 12, 2018.

the target’s humanitarianism or love of family, while others may suggest the wouldbe victim needs to wire money in order to claim a big sweepstakes prize,” Porrino said. “The position of the states in this matter was that Western Union must be more vigilant going forward, but consumers can protect themselves, too, by exercising great caution in the face of overtures asking that they send money. If a person is being told a loved one is in need or in danger, we urge that he or she proceed with deliberation and make every effort to authenticate the story independently.

The settlement with Western Union resolved an investigation by the participating states focused on fraudinduced money transfers — specifically, the wiring of money by unwitting consumers to third-party con artists using Western Union’s wire transfer service.

Under the settlement, Colorado-based Western Union was required to develop and put into action a comprehensive anti-fraud program designed to help detect and prevent future incidents.

Harrison man dies in Rt. 21 crash Authorities have identified a 34-year-old Harrison man as the victim of a Saturday, Dec. 2, crash on Rt. 21 at Mill St., Newark Public Safety Director Anthony F. Ambrose announced in a news release.

At 4:31 p.m., police say they responded to reports of a motor-vehicle collision where they found the driver — Marcelo Pataki — ejected from the vehicle.

Pataki was pronounced deceased at the scene while a second occupant of the vehicle was transported to University Hospital and is reportedly in stable condition, according to the NPD.

The Newark PD says speed was a contributing factor in the crash.

The investigation is ongoing.

Continued from Page 6 roadway, “North of Guyon Loop,” would run counterclockwise through the district, extending north from Pete Higgins Blvd. and looping around the district before meeting Guyon Drive again at the Fifth St. intersection and offering a drop-off area for PATH commuters. The Loop would have a 50-foot right of way with a 9-foot sidewalk, 4-foot planting strip for street trees and two 12-foot drives supporting commuter and bus traffic.

Within the district, there would be a 60-foot-wide pedestrian/cyclist corridor extending east from the

PATH station, bisecting the district and terminating at the eastern arm of the Loop, at which point the sidewalk will continue south toward the Red Bull Arena.

Additionally, the master plan would be amended to permit “wireless communication facilities” on the roof or “flush against the exterior building wall” of any hotels in the waterfront redevelopment area.

Also: residential districts’ “bedroom mix standards,” would be revised to provide that at least 40% of apartment in a “block development” shall be studios and onebedrooms and that at least 65% shall be 2/3-bedrooms of which a minimum of 20% shall be 3-bedrooms.
